NPSTWinitiallystartedin1981byPatriciaAnderson oftheContraCostaCountySheriff’sOfficein California.In1994,PresidentWilliamJ.Clinton signedPresidentialProclamation6667,declaring thesecondweekofAprilasNPSTW Thisweekisa timetocelebrateandthanktelecommunications personnelacrossthenationwhoserveour communities,citizens,andpublicsafetypersonnel 24hoursaday,sevendaysaweek.(CISA, Cybersecurity&InfrastructureSecurityAgency)
Thisweekofrecognitionwasestablishedby Congressin1991tohonortheeffortsof “dispatchers”whoworkhardbehindthescenesto keeptheircommunitiesandresponderssafe.
Dispatchers,alsoknownasTelecommunicators, positivelyaffectthesafetyandhealthofothers remotelyviatelephoneorcellulartelephone,9-1-1 andradio
Thoughtheydonotphysicallymakethescenelike officers,paramedicsorfirefighters, telecommunicatorsarethefirstpublicsafety professionalstotakecontrolofamajorincident, assistsomeoneincrisis,renderlifesavingaid, gatherevidence,instructcallersonsafety measures,andprovideforthesafetyoffirst respondersbeforetheyarrive
Telecommunicatorsareoftennotedasthefirstof thefirstrespondersbecauseofthisinitial responsetoanemergency,aswellastheability toperformlifesavingactionsevenwhiletheyare removedfromthescene
Thoughmanytelecommunicatorsdonotput themselvesinharm’swayinthesamemanneras afieldunit,theyaresubjecttomanyofthesame stressrelatedconditions,workthesameintense schedule,andalsomakeasignificantdifference inthelivesofothers Sadly,theireffortsoftengo unrecognizedduetobeingafacelessmemberof theemergencyresponseprocess
