PROJECT HIGHLIGHTS • Flood risk Assessment • Analysis of RL / SRL Structures • Project Development
LOCATION: St. Tammany Parish, LA
CLIENT/OWNER: St. Tammany Parish Government Rapid growth in St. Tammany Parish in the past 20 years has led to a Kelly Rabalais; CAO number of challenges related to public infrastructure including water, (Gina Campo - Former CAO) sewer, and drainage. Rapid urban sprawl during this time period coupled 21490 Koop Drive with decentralized and private sewer collection and treatment facilities Mandeville, LA 70471 contributed to a significant decline in surface water quality. As water quality in the Parish declined, flood risk increased as areas were developed 985.898.2700 without adequate stormwater controls (i.e., detention) or best practices for krabalais@stpgov.com
floodplain management. Lack of detention and loss of floodplain storage caused the capacity of existing infrastructure to be exceeded and flooding increased. In 2014, DDG led a flood risk assessment of St. Tammany Parish waterways as part of a comprehensive watershed management study. DDG completed an analysis of repetitive loss / severe repetitive loss data from FEMA as part of identifying and prioritizing needed drainage improvements in the area. Thirteen different project concepts were developed that totaled more than 5,000 acre-feet of storage. For each project, conceptual designs and cost estimates were prepared along with estimates of flood risk reduction. In addition, estimates of water quality benefits associated with these features were provided. Several of these projects are currently in the design phase and moving toward implementation. As part of this project, DDG reviewed St. Tammany Parish’s drainage ordinance and made recommendations related to design criteria for new detention ponds. DDG also developed funding concepts for regional detention ponds that would include special taxing districts to curtail the effects of development.

ST. TAMMANY PARISH FLOOD RISK AWARENESS STUDY
ST. TAMMANY PARISH, LA
PROJECT HIGHLIGHTS • HEC-HMS and HEC-RAS (2D) modeling • Flood Risk Analysis • Existing Model Inventory •Inundation Mapping Tool Following the extreme flooding that occurred in March and August of 2016, St. Tammany Parish identified the need for better flood risk products to support planning of regional drainage improvement projects and to improve emergency response during extreme weather events. Since January of 2017, Duplantis Design Group with support from CE Hydro, has provided planning and modeling services to St. Tammany Parish to improve flood risk awareness and reduce flood risk in the Tchefuncte River Basin. Through a comprehensive inventory of existing H&H models in St. Tammany Parish, DDG identified an existing regional 2D HEC-RAS 5 model originally developed by USACE to evaluate impacts following the 2016 storms. The model was significantly improved by integrating channel geometry from previous basin-wide studies including the most recent models completed in support of FEMA’s Flood Insurance Study for St. Tammany Parish. The model was calibrated for multiple events. The new 2D model was used as the basis of a Dynamic Flood Inundation Mapping (DFIM) tool developed by CE Hydro. The DFIM tool, prepared specifically for St. Tammany Parish, produces forecasted inundation extents in real time based on observed and forecasted precipitation and tidal boundary conditions. The main component of the tool is a Python program, a widely used general programming language. In the future, St. Tammany Parish emergency managers will be able to use this application to increase response times, identify evacuation routes, inform road closures, and many other benefits. In addition to the DFIM tool, DDG and CE Hydro are using the 2D model to identify and evaluate locations for regional detention to reduce the risk of flooding in the Tchefuncte River Basin. The results of the modeling analysis will be used in the future to support a FEMA grant application and serve as the basis of project design.

Due to increases in land development, insufficient stormwater conveyance systems, and worsening tail water conditions due to sea level rise, there are significant drainage problems in the W-14 Basin resulting in significant street and structure flooding during severe rain events. DDG worked with St. Tammany Parish Government to obtain HMGP grant funding to reduce the risk of flooding for people residing in the W-14 basin while simultaneously reducing the marsh loss rates SERVICES PROVIDED: in the Fritchie Marsh. Civil Engineering
The DDG team utilized an unsteady state HEC-RAS model of the W-14 Basin to evaluate the extent of existing flooding and to conduct an analysis of project alternatives. Flood reduction will be accomplished by widening approximately 3,250 feet of the W-14 Canal and constructing a regional detention pond to mitigate increases in downstream discharge resulting from improved conveyance. Based on the numerical model results, DDG performed a Benefit Cost Analysis (BCA) for the W-14 Basin to secure funding of the identified drainage improvements. In addition to the HEC-RAS modeling, a 2D water surface model (MIKE FLOOD) of the Fritchie Marsh was developed in coordination with the Water Institute of the Gulf. Wetlands will be enhanced in the future by improving conveyance of freshwater and nutrients from the W-14 Basin to the Fritchie Marsh. DDG continues to coordinate with state and federal agencies through the CWPPRA program to improve the circulations patterns and therefore the health of the Fritchie Marsh.

LOWER W-15 BASIN DRAINAGE IMPROVEMENTS
ST. TAMMANY PARISH, LA
PROJECT HIGHLIGHTS • HEC-HMS and HEC-RAS (unsteady) model development • Flood damage assessment and benefit cost analyses • Alternatives analysis • Engineering and design of recommended improvements
Due to the increase in land development and inadequate stormwater conveyance, the W-15 Drainage Basin in St. Tammany Parish, Louisiana experiences significant flooding. Beginning in 2011, DDG developed a comprehensive plan for drainage improvements. The project consisted of preparing a HEC-RAS and HEC-HMS for a project area of 35-square miles that encompasses three separate but interconnected basins including W-15 Canal, W-14 Canal, and Gum Bayou Basin. Utilizing previous model data from the Southeast Louisiana Urban Flood Control Project (SELA) as well as newly acquired topographic and bathymetric data, models were developed to understand existing flooding conditions and to evaluate various alternatives for improving flood conveyance and storage. A total of 27 different alternatives were evaluated to determine the most economical solution to alleviate the existing flooding problems in different parts of the basin. A Benefit Cost Analysis (BCA) was prepared for FEMA to facilitate the award of Hazard Mitigation Grant Program (HMGP) funds. The recommended project included the construction of a 324acre regional detention pond and cleaning and widening of approximately 3 miles of the W-15 Canal. This project accomplishes two objectives: reducing peak runoff to the W-15 Canal downstream of the Tenet Pond and increasing the conveyance capacity of the W-15 Canal. These two project elements effectively reduce the water surface elevations along the W-15 Canal thereby reducing impacts to structures throughout the W-15 Basin. ABITA NURSERY REGIONAL DRAINAGE STUDY
ST. TAMMANY PARISH, LA
PROJECT HIGHLIGHTS • SWMM modeling of nuisance flooding • Pre- and post- model processing using GIS / CAD • Project development and alternatives evaluation • Model calibration
DDG prepared this modeling study as a sub-consultant to Trigon Associates for the purpose of evaluating existing drainage conditions and proposed drainage improvements in the Abita Nursery Subdivision in St. Tammany Parish, Louisiana. A 1D / 2D existing conditions drainage model was prepared using the software PCSWMM based on topographic data collected within the subdivision and downstream drainage laterals. The existing conditions model extends from the subdivision to the Abita River. The model was calibrated against regional regression equations and compared with a history of drainage complaints in the subdivision and was in general agreement. The existing drainage system interior to the subdivision, consisting of a network of ditches, driveway culverts, and cross drains is in poor condition and does not have adequate capacity to move water from the subdivision to downstream drainage laterals. As a result, a good portion of the subdivision experiences nuisance flooding associated with relatively small storm events. DDG modeled proposed improvements including replacing culverts, excavating and re-sloping channels, and increasing outfall capacity at the various points of discharge from the subdivision. The proposed improvements provide significant decreases in peak water surface elevation. To address the increases in downstream peak discharge and water surface elevations, new detention ponds were designed to mitigate the improvements in interior drainage.

DERBY HEIGHTS FLOOD STUDY & DRAINAGE IMPROVEMENTS
LAFAYETTE, LA
PROJECT HIGHLIGHTS • HEC-HMS and HEC-RAS (unsteady and 2D) model development • Calibration to August 2016 storm • Project development and alternatives evaluation • Hydrologic Survey
After the August 13, 2016 storm event, storm water overflow from Webb Coulee, a tributary to the Vermilion River, was trapped in a large portion of the Derby Heights Subdivision for weeks following the event. The subdivision retained 2 feet of standing water that was unable to drain causing significant damage and inability to access properties for an extended duration. Lafayette Consolidated Government (LCG) obtained Community Development Block Grant (CDBG) funding to implement drainage improvements to improve storm water flow within and out of Derby Heights and surrounding low to moderate-income neighborhoods. LCG selected DDG to conduct a modeling study to identify the root cause of flooding in the area, develop an alternative to reduce both the severity and duration of the flooding compared with the August, 2016 event, and design and implement the proposed solution. Solutions under consideration entail additional culverts under Carmel Drive, improved conveyance of the D-Man Outfall, and constructing a hydrologic barrier to limit flow from Webb Coulee. DDG developed a new HEC-HMS and 1D/2D RAS model for the D-Man Outfall. This model was combined with a previously developed RAS model for the Webb Coulee to understand the transfer of water from the Webb Coulee to the D Man Outfall during extreme events. An existing RAS model for the Vermilion River was used to determine the new model’s downstream boundary condition.

MASTER DRAINAGE PLAN FOR MORGANFIELD SUBDIVISION
CALCASIEU PARISH, LA
PROJECT HIGHLIGHTS • HEC-HMS and HEC-RAS (unsteady) model development • Regional drainage analysis • Master drainage plan development • Coordination with local entities The MorganField Development is a large-scale mixed-used development (residential and commercial) that is expected to encompass over 2,000 acres in the East McNeese Street Basin in Calcasieu Parish, Louisiana. The development extends from just north of East McNeese Street to Louisiana Hwy 14 to the south and from Corbina Road east to Louisiana Hwy 397 (East Ward Line Road). The proposed development lies in the headwaters of the Kayouchee Coulee and Black Bayou Basins, both of which are subbasins of the larger East McNeese Street Basin. With multiple development phases, the intent of the MDP is to address how a system of integrated stormwater features (detention ponds, channels, hydraulic structures, etc.) function to prevent increases in flooding both within the boundaries of the development and in receiving waters downstream. Knowledge of the how the complete system functions will inform the phasing and construction of individual stormwater features over time. DDG is preparing the master drainage plan based on an unsteady HECRAS model that was developed for the larger East McNeese Street Basin. This model was updated to represent existing condition and various alternatives were evaluated to develop a drainage plan that meets both the client design criteria and local ordinance requirements. DDG worked with the Calcasieu Police Jury (CPPJ), the City of Lake Charles (City), and the Gravity Drainage District to demonstrate how a larger, regional stormwater plan and system offsets the need for smaller individual detention. Upon development, the MDP will ensure that water surface elevations at all locations with the project area are at or lower than existing conditions.

I-12 ENHANCEMENTS
ST. TAMMANY PARISH, LA
The St. Tammany Parish comprehensive plan, New Directions 2025, describes an alternative smart-growth rooted in historic and traditional principles that will increase the parish’s economic potential. With a “Village-in-theWoods” vision, several gateway overlay districts were established to enhance the entryways into the Economic Development Districts (EDD) along I-12 interchanges. DDG was engaged to develop the initial enhancement concepts and construction documents for the first two EDD gateways. It was imperative that these initial projects be implemented in a way that demonstrated the “value” and economic benefit to the area, and the design approach required a “return on investment” for community buy-in. With an extremely limited time frame, DDG began conceptual design, obtained permits from LA DOTD, and finalized construction documents for public bidding within an extraordinary two months. As the project awaits the parish construction bid process, DDG has offered the following economic ROI of the project: • Native plantings and meadows will reduce annual mowing expenses by 72.3% • Stormwater quality will be improved by 50% • Peak flow of stormwater during an event will be reduced by 50% • Pollinators and wildlife will be increased by 200% • Research has demonstrated that 74% of the public prefer to patronize businesses with landscape enhancements

PONCHATOULA STREET SCAPE
PONCHATOULA, LA
DDG facilitated a master plan for the City of Ponchatoula to envision a two acre downtown revitalization project. Running down both sides of West Hickory Street and in front of city hall, DDG designed a renovated streetscape and expanded parking for the downtown area. The majority of the project will be implemented immediately in an adjacent empty lot but will continue to expand as the city makes renovations to its existing civil infrastructure and facilities. DDG worked closely with the mayor, discussing the city’s top priorities and developing a phasing system that works within their renovation schedule and budget constraints. The finished pocket park will serve those working in the downtown area and will be a welcome place of respite and relaxation. While small events could be held in the park, its main goal is to provide users with passive recreation opportunities and to serve as an announcement center for the city’s residents in regards to upcoming civic events. Other improvements along West Hickory will include updating parking and shaded seating areas separating users from the street, while creating outdoor gathering areas for local businesses.
