The Madison-Mayodan Parks & Recreation Master Plan“Moving Together” serves as the primary planning document for enhancing and expanding parks and recreation opportunities in the Towns of Madison and Mayodan. This chapter summarizes the foundation and intent of this work, and provides insight on the plan purpose, goals, process, and overall organization.

1.1 PROJECT BACKGROUND

The Madison-Mayodan Recreation Commission serves the communities of Madison and Mayodan by facilitating a variety of recreational opportunities that enhance quality of life and promote a healthy, active lifestyle for all participants. Established over 40 years ago, the Commission was created through an inter-local agreement between the Towns of Mayodan and Madison, forming North Carolina’s first merged parks and recreation department. Department staff provide citizens and visitors with important services that include athletic and outdoor recreational programming and facility management.

The Towns have a rich history of agriculture that centered on cotton and tobacco. Both towns experienced growth in the mid to late 1800s as cotton mills and tobacco factories became established. The Mayo and Dan Rivers also played an important role for the towns as they were used for trade. The primary industry transitioned to textiles in the mid-1900s. Both Madison and Mayodan also feature historic downtown shopping districts.

The Towns feature a diverse range of natural, cultural, historical, and recreational assets. Their proximity to Greensboro, Winston-Salem, and High Point in the Piedmont Triad, and the smaller cities of Reidsville, Eden, and Martinsville, combined with access to the Dan and Mayo Rivers, places them in a unique location that could serve as a regional hub for outdoor recreation.

Madison and Mayodan recognize the significance of their valuable assets and location and are committed to developing a vibrant outdoor recreation economy in western Rockingham County. The recent development of trails, river accesses, and parks within the towns reflects their commitment to improving recreational opportunities for both community members and visitors. Moving Together Madison-Mayodan casts a vision for parks and recreation that supports and enhances quality of life, increases accessibility and connectivity for people of all ages and abilities, and drives economic growth.

1.2 PROJECT GOALS

QUALITY OF LIFE

Enhance the quality of life for current and future Madison and Mayodan citizens by providing quality recreation services and programs and an interconnected network of public green space.

HEALTH AND WELLNESS

Create sustainable recreational infrastructure that provides opportunities for people of all ages and abilities and enhances community wellness through the improvement of physical, mental, and social health.

ACCESS AND CONNECTIVITY

Enhance access to the Mayo and Dan Rivers and connect parks, open space, and other significant community assets through a network of multi-use greenways and trails.

UNITY

Identify projects that also help achieve broader community goals, such as collaboration between the towns and link the past with the present and future.

ECONOMIC DEVELOPMENT

Spur economic growth by creating recreational opportunities and community assets that attract visitors to the Towns of Madison and Mayodan.

GRANT FUNDING

Ensure grant competitiveness by adhering to relevant grant funding guidelines.

1.3 PLANNING PROCESS

The Madison-Mayodan Parks & Recreation Master Plan represents the culmination of more than nine (9) months of analysis, planning, graphic development, and several meetings and site visits. The planning process involved four major phases, including:

RESEARCH AND PRELIMINARY ANALYSIS : May 2024

Conducted site visits to assess and develop a database of existing parks and recreation assets. Reviewed past planning efforts that may have implications on Moving Together Madison Mayodan. Completed a kick-off meeting with the project committee to discuss key opportunities and constraints and review detailed demographic and economic data.

STAKEHOLDER AND PUBLIC ENGAGEMENT : July - August 2024

Facilitated a series of interviews and focus groups with key stakeholders to understand the needs, desires, and interests of the community. Collected input from community members with an online survey. Created a project website that served as a portal for sharing information throughout the planning process.

PLAN DEVELOPMENT : August - October 2024

Developed a plan framework that featured preliminary recommendations for enhancing and expanding recreational opportunities and assets within the towns. Presented recommendations to the project committee for comment and support. Conducted a public forum to gather feedback from community members.

FINAL PLAN DEVELOPMENT : December 2024

Created a comprehensive parks and recreation master plan that features project recommendations, phasing schedule with estimate of probable cost, and outline of key grant funding sources.

The Madison- Mayodan Parks & Recreation Master Plan is organized into five (5) major chapters as outlined below.

Chapter 2: Discovery & Analysis

This chapter examines regional context, demographics, and relevant past planning efforts in the Towns of Madison and Mayodan. It also provides a high-level overview of parks in the region.

Chapter 3: Public Engagement

This chapter discusses and highlights public engagement tools, key organizations and stakeholders, and online survey results. It concludes with emerging themes that provide a framework for plan recommendations.

Chapter 5: Implementation

This chapter provides general plan recommendations, grant funding opportunities, and a comprehensive implementation matrix.

Chapter 4: Recommendations

This chapter is organized according to four (4) Focus Areas as identified during the planning process. Each Focus Area lists specific project recommendations that include maintaining and enhancing existing facilities, investing in new facilities, and prioritizing trail and greenway connections.

This chapter explores the regional context of the Towns of Madison and Mayodan, presents demographic information, and summarizes previous planning efforts. It also provides an inventory of area parks.

REGIONAL CONTEXT 2.1

This section examines the Towns of Madison and Mayodan in relation to the local geography, transportation corridors, and natural resources.

Geography

The Towns of Madison and Mayodan are located in western Rockingham County which is found in the northern Piedmont Region of North Carolina. The County is bordered on the north by Virginia and to the south by the larger urban centers of WinstonSalem and Greensboro. The towns are part of the Greensboro-High Point Metropolitan Statistical Area of the Piedmont Triad metro region and are located within 30 miles of Greensboro, Winston-Salem, and High Point, NC, as well as Martinsville and Danville, VA. The region is primarily characterized by low density rural development with small rural communities found to the east, west, and north. The incorporated municipalities of Eden, Stoneville, Reidsville, and Wentworth are also included within Rockingham County.

The towns are adjacent to each other with Mayodan lying to the north and Madison to the south. The Mayo River forms the approximate boundary of the two towns to the east and the Dan River serves as the southern boundary of Madison. Along with the Town of Stoneville, the area is commonly referred to as “West Rock”.

Transportation Corridors

US Highway 220 is the primary north-south transportation corridor that runs just east of Madison and Mayodan. The route connects the area with Martinsville, Greensboro, and the east-west Interstate transportation arteries in the Piedmont Triad. US Highway 311 and NC Highway 704 are the primary east-west transportation corridors that pass through the towns. Business US 220 provides a direct connection between Madison and Mayodan and passes through the downtowns of both. A Norfolk Southern railroad parallels the Dan and Mayo Rivers through the town limits.

Natural Resources

The Mayo and Dan Rivers are the primary streams found in the area. The Mayo River runs north to south and the Dan River runs east to west before joining at the eastern town limits of Madison. The Dan River continues eastward and northward towards the state line between Virginia and North Carolina. Big Beaver Island Creek flows along the western boundary of Madison before joining the Dan River on the town’s southern boundary.

Mayo River State Park, located north of Mayodan along the Mayo River, protects approximately 2,775 acres in North Carolina. Approximately 630 acres lie adjacent to the North Carolina State Park in Virginia and are protected by Virginia State Parks. The State Parks provide access points to the Mayo River for paddlers and trails on adjacent lands for hikers and passive recreation. The North Carolina Mayo River State Park also manages properties within the Madison and Mayodan town limits next to the river.

Additional public lands managed by Piedmont Land Conservancy, Rockingham County, NC Wildlife Resources Commission, and NC State Parks are located within 30 miles of Madison and Mayodan at Knight Brown Nature Preserve, Hogan’s Creek Park, Dan River Game Lands, and Hanging Rock State Park.

DEMOGRAPHICS 2.2

This section explores population, income, and employment data for the Towns of Madison and Mayodan as reported by the US Census Bureau and Bureau of Labor Statistics.

Population

According to the 2020 Decennial Census, the Towns of Madison and Mayodan are home to 4,450 people with an average household size of 2.07 people. Overall, the population has decreased over the past decade by 0.05%, and this trend has continued since 2020. Within this population, 72% are White, 19% are Black or African American, 5% are two or more races, and less than 1% are Asian or American Indian. Nearly 3% of the population is Hispanic or Latino.

In 2023 the poverty rate in Madison and Mayodan was 21%, with 471 households below the poverty level. At-risk populations in the two towns have been identified as households with disability (869), households without a vehicle (217), and population age 65 and older (1,147).

In Madison and Mayodan, 35.5% of residents completed some college or an Associate’s Degree, and 15.7% completed a Bachelor’s,

Graduate, or Professional Degree. High School graduates make up 34.7% of town residents, and 14% do not hold a high school diploma.

Income and Employment

The median age of Madison and Mayodan residents is 47.1. As of 2023, 57% percent of the population is of working age (1864). Households in Madison and Mayodan have a median income of $32,607. Total employment for the towns is 4,442, and the unemployment rate is 6.9%.

As of 2023, there were a total of 347 businesses in the Towns of Madison and Mayodan, and the three (3) industries with the largest share of employment were Manufacturing (22.8%), Health Care (13.7%), and Retail Trade (10.2%). Almost half (41.8%) of the workforce has a commute time of 30 minutes or more suggesting that they live outside of town limits.

PREVIOUS PLANNING EFFORTS 2.3

This section provides a brief summary of previous plans for the area that may have implications on future parks, recreation, trails, and greenway development.

Western Rockingham County Creating Outdoor Recreation Economies (CORE) Strategic Plan (2024)

The CORE plan is a collaboration between Western Rockingham County and N.C. Department of Commerce to develop strategies that focus on leveraging outdoor recreation assets to increase tourism, encourage small business development, enhance quality of life for residents, plan for outdoor recreation asset and infrastructure development, and position Rockingham County to grow and attract outdoor gear manufacturing industries. Recommendations for Madison and Mayodan include trail connections between natural assets, improvements and additions to river accesses, communication via wayfinding and kiosks, increased bike recreation, and establishing an organization of outdoor recreation economy stakeholders.

Greenway Connection Study (2024)

This study assesses opportunities for improving bicycle and pedestrian connectivity and access via a greenway trail between the towns of Madison and Mayodan and Mayo River State Park. The greenway will also enhance quality of life, local tourism, and economic development. Recommendations include key greenway segments with cost estimates and an implementation framework.

Outdoor Recreation Master PlanRockingham County (2023)

This plan, led by the Dan River Basin Association (DRBA), inventories outdoor recreation assets located in Rockingham County and compiles recommendations from previous planning efforts. It references the Madison River Park Connectors with future phases connecting to the proposed Mayo River State Park Trail System. This plan suggests park improvements and new river accesses as well as a proposed multi-use trail that would connect Mayo River State Park to downtown Mayodan sidewalk system and primary town recreation locations.

Piedmont Triad Strategic Outdoor Recreation Plan (2022)

This plan recognizes the need to develop outdoor recreation as a means for economic development and aims to help businesses find, secure, and utilize outdoor resources. It includes an analysis of outdoor recreation business activity and municipal expenditures in North Carolina, as well as an inventory of outdoor recreation parks, trails, forests, and rivers in the 12 counties of the Piedmont Triad region. The plan recommends targeted focus on the Dan River Trail and formal collaboration with the state of Virginia on Mayo River State Park.

Rockingham Vision Plan 2040 (2021)

This comprehensive land use plan for Rockingham County provides an updated road map for land use and development decision-making that meets anticipated growth challenges while effectively stewarding county resources. Greenways are emphasized as a recommendation for multiple target areas to create safe and accessible trails that provide connectivity throughout the community.

Mayo River State Park Master Plan (2021)

This master plan for Mayo River State Park in North Carolina presents long-term planning recommendations with a focus on development, conservation, historical interpretation, ecological preservation, and partnerships. The plan outlines recommendations for river accesses and facilities along the Mayo River and identifies cost, permitting, and other considerations related to improvement priorities.

Washington Mills Park Plan (2018)

The Town of Mayodan completed this plan in 2018 for the former Washington Mills Industrial Site. A community meeting allowed residents to share ideas and identify best uses and amenities for the site. The plan includes an existing conditions site analysis and highlights of prior planning efforts.

Foothills

Madison Rivers & Trails (2018)

This plan explores trail expansion and accessibility to the Mayo and Dan Rivers in Madison. It recommends construction of multi-use paths and trail networks to connect downtown Madison, local schools and parks, existing trails, and Mayo River State Park.

Mayo River Recreation Access Action Plan Phase 1 (2016)

The Mayo River Recreation Access Plan (Phase 1) assesses the existing conditions of river accesses, trails, and parks, and makes recommendations for increased access and trail development along the lower Mayo River. The plan proposes a trail network that connects natural, historic, and community assets between the towns of Madison and Mayodan, and aims to recommend outdoor recreation infrastructure that serves the local population and enhances tourism development opportunities.

Rockingham County Pathways Plan Executive Summary (2013)

This Executive Summary of the Rockingham County Pathways Plan prioritizes eight pilot trail segments identified as easily implementable. The trail segments include connections between the Farris Memorial Park mountain bike trail, Mayo River State Park, Madison schools, Idol Park, and the Dan River.

Madison-Mayodan Recreation Department Parks and Recreation Comprehensive Plan (2008)

This comprehensive parks and recreation plan presents a needs assessment for the town’s facilities. Recommendations include improvements to existing parks and recreation facilities over the next 1-5 years and expansion of the Recreation Center and Idol Park over the next 5-10 years. The plan also provides recommendations to consider land acquisition for construction of a riverfront park in downtown Madison and explore partnerships for construction of an indoor swimming facility.

Madison Mayodan Recreation Center & Washington Mills Site

Size: 17.34 acres

Description: The Recreation Center and Washington Mills Site are adjacent to each other and located in the Town of Mayodan at the intersection of Business US 220 and NC 135 next to the Mayo River. The center serves as a hub for recreational programming and offers typical indoor

facilities. Washington Mills is a former industrial site that has been identified for park and recreation development by the Town of Mayodan.

Description: Mayo River State Park manages a number of parcels within the Mayo River corridor between the Virginia - North Carolina state line and the Mayo River’s confluence with the Dan River near the Towns of Madison and Mayodan. The Mayo Mountain Access is located north of Mayodan and features the primary facilities in the park.

This chapter outlines the extensive public engagement efforts that were made throughout the planning process. The process was led by a project oversight committee and included focus groups, interviews, and an online survey. The chapter culminates with key emerging themes that guide plan recommendations.

03 PUBLIC ENGAGEMENT AND EMERGING THEMES

TOOLS OF ENGAGEMENT 3.1

The Madison-Mayodan Parks & Recreation Master Plan - “Moving Together” planning process was introduced to the public through a project website which included information about plan goals, purpose, and process. It also provided a link to an online survey where citizens could share input on the recreational needs of the community. See 3.3 Community Survey on pgs. 40-41 for a summary of key results. A project fact sheet was developed to further inform stakeholders, elected officials, and community members. It included the information found on the website in a printable one-page format that could be distributed via email and in person.

A project oversight committee that included representatives from the Madison-Mayodan Recreation Commission, local governments, non-profits, schools, tourism, and community led the planning process. A kick-off meeting, preliminary recommendations review, and final recommendations presentation engaged the committee throughout the process.

Interviews were conducted with key stakeholders and focus groups were organized by theme including outdoor recreation, seniors, youth, and small/large business to gather additional input. A public drop-in meeting was held to offer local community members an opportunity to offer feedback on final recommendations.

COMMUNITY PARTNERS 3.2

A variety of community partners were engaged in the planning process through the project oversight committee, interviews, and focus groups. These community partners offered broad insight into key community opportunities and constraints based on the stakeholders and user groups they represented.

In addition to survey results, input from the community partners helped establish the foundation for the overall project vision and preliminary recommendations. The project oversight committee provided valuable input on both to create final recommendations for community review and feedback.

This section summarizes the results of the Madison-Mayodan Parks & Recreation Master Plan Community Survey. The survey was linked online via the project website, included via QR code on flyers posted at facilities and stores in Madison and Mayodan, and paper copies were available in person at the recreation center and at community events. A full report of survey results can be found in Appendix A1.

The Emerging Themes provide the framework and rationale for the recommendations made in Chapter 4. These principles will help guide local leaders and decision-makers as they make strategic investments.

RECOMMENDATIONS OVERVIEW

Proposed recommendations focus on creating new park facilities, making improvements, and preserving and maintaining recreational amenities at existing parks for current uses. An extensive greenway and trail system will provide connectivity between featured community parks and assets.

Recommendations are organized according to four (4) focus area including: 1) Greenways and Trails, 2) River Accesses and Parks, 3) Community Parks, and 4) Neighborhood Parks.

A brief written summary lists recommendations for each proposed greenway or existing park. Site master plans are included for Madison-Mayodan Recreation Center, Washington Mills Park, Carlyle Lewis Park, and Farris Memorial Park. Precedent images provide examples of proposed facilities.

GREENWAYS & TRAILS

An extensive greenway and trail network that links the area’s existing and developing recreational assets and provides a variety of experiences will serve multiple purposes for community members and residents. Trail types may vary depending on location and expected use. Landowner engagement will be critical for some proposed routes. This section outlines five (5) proposed greenways or trail routes including: 1) Mayo River Greenway, 2) Dan River Greenway, 3) Big Beaver Island Creek Greenway, 4) Connector Trails, and 5) Mayo River State Park - Madison trail development. See Map 02, page right.

1.1 MAYO RIVER GREENWAY

The Mayo River Greenway connects Mayo River State Park - Mayo Mountain Access to the planned park and river access at the 704 bridge. The proposed alignment for this greenway is on the west side of the river. The Mayo River Greenway will transition to the Dan River Greenway at the confluence of the Mayo and Dan Rivers. A greenway connection study was completed in 2024 by Alta Planning + Design that examined connectivity between the towns of Madison and Mayodan and Mayo River State Park. See Exhibit 01 on page 51.

1.1.1 Mayo River State Park - Mayo Mountain Access to Madison

Mayodan Recreation Center

Approximate Distance: 1.9 miles

This greenway segment will connect the entrance of Mayo River State Park - Mayo Mountain Access to the Madison-Mayodan Recreation Center. A portion of this segment from the state park to East Jackson Street in Mayodan is currently identified in the State Transportation Improvement Plan (STIP) as EB-5891 Multi-Use Path. From Jackson Street, pedestrians can use the existing sidewalk on Second Avenue, and bikes can be routed toward First Avenue.

1.1 MAYO RIVER GREENWAY (CONT.)

1.1.2 Madison-Mayodan Recreation Center to Mayo River State Park - Madison

Approximate Distance: 1.2 miles

This greenway segment will connect the Madison-Mayodan Recreation Center and Washington Mills Park to Mayo River State Park land and a proposed natural surface trail system behind the existing New Market Shopping Center in Madison. The Town of Mayodan has secured easements/property along this trail corridor.

1.1.3 Mayo River State Park - Planned River Access and Park at 704 Bridge

Approximate Distance: 1.0 miles

This greenway segment will connect Mayo River State Park land in Madison to the planned park at 704 bridge.

1.2 DAN RIVER GREENWAY

The Dan River Greenway connects the planned park and river access at the 704 bridge to Madison River Park. It will include a connection to Idol Park in Madison via the Big Beaver Island Creek Greenway. The proposed alignment for this greenway is on the west side of the river. The Dan River Greenway will transition to the Mayo River Greenway at the confluence of the Dan and Mayo Rivers.

1.2.1 Planned River Access and Park at 704 Bridge to Madison River Park

Approximate Distance: 3.0 miles

This greenway segment will connect the planned river access and park at 704 bridge to Madison River Park. Lindsey Bridge Road bridge replacement over the Dan River is currently identified in the State Transportation Improvement Plan (STIP) as B-5716. The old bridge could potentially serve as a greenway crossing from the west to the east side of the Dan River.

MAYO RIVER

A study to assess options for improving bicycle and pedestrian connectivity via a greenway trail between the towns of Madison and Mayodan and Mayo River State Park was completed and adopted by both towns in 2024.

1.3 BIG BEAVER ISLAND CREEK GREENWAY

The Big Beaver Island Creek Greenway connects the Dan River Greenway with Farris Memorial Park. It will include connections to Idol Park, proposed Lewis Carlyle Park, Dillard Academy, and Western Rock Middle School. Landowner outreach will be necessary to explore potential greenway alignments.

1.3.1

Farris Memorial Park to Ayersville Road

Approximate Distance: 3.1 miles

This greenway segment will connect Farris Memorial Park to a proposed trailhead on Ayersville Road.

1.3.2 Ayersville Road to Lewis Carlyle Park

Approximate Distance: 1.1 miles

This greenway segment will connect the proposed trailhead on Ayersville Road to Lewis Carlyle Park. It can include controlled access connections to Dillard Academy and West Rock Middle School.

1.3.3 Lewis Carlyle Park to Idol Park

Approximate Distance: 1.8 miles

This greenway segment will connect Lewis Carlyle Park across West Academy Street/US Hwy 311 to Idol Park.

1.3.4 Idol Park to Dan River Greenway

Approximate Distance: 0.75 miles

This greenway segment will connect Idol Park to the proposed Dan River Greenway.

1.4 CONNECTOR TRAILS

A connector trail will stretch from east to west to connect the Mayo River and Big Beaver Island Creek Greenways at Mayo River State Park - Madison and Carlyle Lewis Park. This trail segment will include Phase I of the Madison-Mayodan Greenway constructed in 1998.

Carlyle Lewis Park - Mayo River State ParkMadison

Approximate Distance: 1.5 miles

This connector trail will connect Carlyle Lewis Park to Mayo River State Park land and a proposed natural surface trail system behind the existing New Market Shopping Center in Madison.

1.5 MAYO RIVER STATE PARK - MADISON TRAIL SYSTEM

The Mayo River State Park - Madison Trail System will include a proposed natural surface trail system on State Park managed land behind the existing New Market Shopping Center in Madison.

1.5.1 Beginner Multi-use Natural Surface Trail System

Approximate Distance: 3.5 miles

This beginner level hike-bike natural surface trail system will complement the proposed Mayo River Greenway and connector trails. The trail system was proposed in the Mayo River State Park Master Plan completed in August of 2021, see below.

RIVER ACCESSES & PARKS Focus Area 2: 4.3

The Towns of Madison and Mayodan have identified the Mayo and Dan Rivers as significant natural assets that present a unique recreational opportunity for community members and visitors. Existing river accesses and parks should continue to be maintained and future park plans implemented to provide a comprehensive recreational experience tied to the area’s rivers. See Map 03, page right.

2.1 MADISON RIVER PARK

Madison River Park is a whitewater recreation area that was developed in 2021. It provides many recreational amenities and access to the Dan River. See Exhibit 03 on page 56.

2.1.1 Preserve and Maintain

This park will be preserved and maintained for current uses.

2.2 704 RIVER ACCESS AND PARK

This existing river access on the Dan River will be improved and is currently being developed by the Town of Madison as a park. See Exhibit 04 on page 58.

2.2.1 Continue Planned Development

This park will be developed as outlined in its current planning efforts.

2.3 DAN VALLEY ROAD

The Mayo River bridge on Dan Valley Road was recently replaced.

2.3.1 Explore Access Development

River access development should be explored within the NCDOT right-of-way of the old Mayo River bridge.

2.4 WASHINGTON MILLS PARK

Washington Mills Park will provide a variety of recreational opportunities for park users. See a comprehensive description on pages 62-63.

2.4.1 Develop River Access

A public river access on the Mayo River will be developed as outlined in the current planning efforts.

EXHIBIT 03: MADISON RIVER PARK

Madison River Park, located on the Dan River, opened in 2021 and is the site of the historic Lindsey Bridge Dam. The park features seven small rapids, sandy beach, river access, hammock stands, and a 1/4 mile concrete walking trail. It offers a range of activities, including fishing, sunbathing, kayaking, tubing, and canoeing.

COMMUNITY PARKS Focus Area 3: 4.4

Community parks are typically 11-100 acres in size and provide recreation opportunities for local community members. These parks serve as recreational assets for residents and may provide both passive and active recreation opportunities. However, parks with significant athletic complexes and unique facilities may attract users from a larger area. This section outlines proposed improvements at the area’s four (4) community parks including: 1) Madison-Mayodan Recreation Center, 2) Washington Mills Park, 3) Carlyle Lewis Park, and 4) Farris Memorial Park.

3.1 MADISON-MAYODAN RECREATION CENTER

The Madison-Mayodan Recreation Center includes two (2) recommendations that focus on renovations and continuing maintenance of the existing facility and recreation center expansion. See Exhibit 05, page right.

3.1.1 Preserve and Maintain

This recreation center will be preserved and maintained for current uses.

3.1.2

Facility Expansion

A proposed building addition will support an aquatic center, additional gym, classroom space, and senior center. See Exhibit 05, page right.

3.2 WASHINGTON MILLS PARK

Washington Mills Park is proposed across the railroad corridor from the Madison-Mayodan Recreation Center on the site of the historic Washington Mills textile mill. One building remains, and the remainder of the site is vacant. Washington Mills Park includes five (5) key recommendations that focus on new park facilities. See Exhibit 06, page right.

3.2.1 Building Renovation, Stage, Plaza Areas, and Parking

At the time of the plan writing, the exact use of the existing building was not yet determined. The site plan calls for a stage and amphitheater plaza on the north side of the building. Parking is provided for planned site amenities.

3.2.2 Play and Workout Area

An adult workout area and children’s play area are located near the pickleball courts.

3.2.3 Pickleball Courts

There are six pickleball courts located near the railroad underpass that connects the site to the Madison-Mayodan Recreation Center.

3.2.4

Basketball Court

A basketball court is proposed adjacent to the pickleball court complex.

3.2.5 Trails, Boardwalks, and Paths

A combination of trails, boardwalks, and paths meander throughout the site to showcase constructed wetlands, remediation meadows, and an overlook on the Mayo River.

The Initiative for Community Growth and Development at North Carolina State University provides design services to local governments for community development projects.

3.3 CARLYLE LEWIS PARK

Carlyle Lewis Park includes six (6) recommendations that focus on new park facilities. The park is located on property owned and managed by the Towns of Madison and Mayodan and Rockingham County Schools south of Western Rockingham Middle School. See Exhibit 07 on pages 66-67.

3.3.1 Splash Pad

A splash pad is proposed as the focal point of the site and will be surrounded by shade sails.

3.3.2 Pump Track

An asphalt pump track will serve bikers, skateboarders, and scooter riders of all ages and skill level.

3.3.3 Playgrounds

Two playgrounds are proposed at the park. A natural playground will be comprised of artificial materials that will mimc a more natural landscape. A traditional playgound will feature ADA accessible surfacing and equipment for all ages and abilities.

3.3.4 Walking Loop

A 1/2 mile trail loop will traverse the perimeter of the park and connect to the proposed greenway connectors.

3.3.5

Trailhead and Greenway Connectors

The parking area will serve as a primary trailhead to provide access to the proposed connector trail between the Big Beaver Island Creek and Mayo River Greenways.

3.3.6 Parking Expansion, Restrooms, and Plaza

The existing parking area will be expanded to accommodate use of new park facilities and include restrooms and a plaza area adjacent to the splash pad.

3.4 FARRIS MEMORIAL PARK

Farris Memorial Park includes seven (7) recommendations that focus on new park facilities to attract users from a larger area and increase use of the park. The athletic fields and other existing park amenities will remain. See Exhibit 08, page right, and Exhibit 09 on pages 70-71.

3.4.1 Natural Surface Trail Development and Maintenance

The existing natural surface trail system should be preserved and maintained and will be expanded on the north side of Park Road.

3.4.2 Trailhead Development

A designated trailhead will serve as the primary access to the existing natural surface trail system and the proposed Big Beaver Island Creek Greenway.

3.4.3 RV Campsites

RV camping will be available along two loops within the proposed campground on the north side of Park Road.

3.4.4 Van and Small Trailer Campsites

Smaller campsites will serve camper vans and small trailers along the campground exit road.

3.4.5 Tent Campsites

Dispersed tent camping will be available near the pond and planned trailhead parking for the expanded trail system on the north side of Park Road.

3.4.6 Food Truck Plaza

A plaza in front of the existing corporate picnic shelter will provide a dedicated space for food trucks during large events.

3.4.7 Parking Expansion and Enhancement

Parking will be expanded along the existing athletic fields to accommodate future use of park facilities.

05 PLAN IMPLEMENTATION

GENERAL RECOMMENDATIONS 5.1

The project recommendations outlined in this plan cast a 10-year vision for the future of parks and recreation in the Towns of Madison and Mayodan. The following general recommendations outline broad actions the Towns and Recreation Commission can take towards implementing Moving Together - MadisonMayodan Comprehensive Parks and Recreation Master Plan.

PARTNERSHIPS

Plan implementation will require cooperation and continued partnerships between local and state government agencies, nonprofit organizations, and the Madison-Mayodan Recreation Commission. Expansion and enhancement of existing parks and recreation facilities will require additional staff and funding for development, maintenance, and management of the parks. A dedicated staff member focused on implementation of this plan will increase the chances of success.

OUTDOOR RECREATION

The Towns of Madison and Mayodan recognize their natural resources as valuable assets that can be leveraged to create recreational opportunities for residents and visitors. Continued enhancement and development of outdoor recreation infrastructure to create unique regional opportunities will promote local use and tourism.

MAINTENANCE

The Madison-Mayodan Recreation Commission and local government partners must continue to maintain existing neighborhood parks. Ongoing maintenance is necessary to make sure these parks don’t fall into disrepair. Neighborhood parks represent an important asset to local residents.

GRANT PROCUREMENT

Many federal, state, local, and foundation grants have a recreation, tourism, environmental, or health and wellness focus. (See Exhibit 10: Funding Opportunities below.) Most project recommendations in this plan address multiple focus areas. Partners should develop a grant procurement strategy that leverages grants to complement and amplify each other maximizing the value of local matching dollars.

The implementation matrix provides a summary of project recommendations from the previous chapter. Project priority was determined through input received during the public engagement process and by the project oversight committee.
