CHARLES DRAPER
MEMORIAL SCHOLARSHIP
The NCTC Foundation and community members establish this scholarship to honor a remarkable individual who made an enduring impact on both our college and our community—Charles Draper. Charles, who passed away in December, leaves behind a legacy defined by selflessness, dedication, and a lifelong commitment to helping others.

Charles was not only an avid Red Raider fan but also a proud alumnus who ran track, served as team captain, and was an active member of the Phi Delta Theta Fraternity. He earned his BBA degree, laying the foundation for a life dedicated to service. His commitment to our nation was equally inspiring. Charles served in the Air Force, including tours of duty in Vietnam, where he earned the Bronze Star for meritorious service. In 1970, Charles and his wife, Linda, moved to Gainesville, where he began his career with Southland Paint. In 1994, he transitioned to Gainesville National Bank, where he remained until his well-deserved retirement. Charles’ unwavering dedication extended far beyond his professional life, as he was deeply involved in serving his community. He proudly served on the NCTC Board of Trustees, the Gainesville ISD School Board, and the Gainesville City Council.
Charles also held leadership roles in numerous organizations, including serving as President of the Cooke County United Way, the Boys and Girls Club of Cooke County, the Rotary Club of Gainesville, and the Cooke County Chapter of the Texas Tech Alumni Association. His dedication to Texas Tech continued as he served on the National Board of the Texas Tech Alumni Association. Perhaps one of Charles’ most lasting contributions was his instrumental role in the creation of the Leo and Mabel Scott Trust, which has already provided countless scholarships to NCTC students, helping to transform their futures.
To honor his profound contributions to NCTC and our community, the NCTC Foundation has established the Charles Draper Memorial Scholarship. Thanks to the extraordinary generosity of board members and community supporters, This scholarship has now surpassed its endowment goal.


SCHOLARSHIP ESTABLISHED TO SUPPORT THE GRAHAM CAMPUS LVN TO RN TRANSITION PROGRAM
The Graham First United Methodist Church has established the M.J. Brown Scholarship Fund to support Graham Campus students enrolled in the LVN to RN Bridge Program. The scholarship is established in memory of M. J. Brown who served faithfully as leader of the Samaritan Ministry of First United Methodist Church for over 20 years. The scholarship will be funded by the Samaritan Benevolence Fund.
Scholarships will be awarded to student who are resident of the Graham Independent School District area, is a licensed vocational nurse, maintained at least at 3.0 GPA in previous college courses and have financial need.
The inaugural class in the LVN to RN Transition Program will begin in fall 2025 semester. Students interested in applying for this scholarship can complete an NCTC Foundation Scholarship Application at nctc.edu/scholarships
SCHOLARSHIP ESTABLISHED TO SUPPORT DENTON COUNTY NCTC STUDENTS
Alex and Amanda Payne recently established an endowed scholarship – the Alex and Amanda Payne Scholarship to offer scholarship to Denton County students attending NCTC. Longtime supporters of NCTC, they wanted to provide sustainable funding for student pursuing their education. The first scholarship will be awarded for the fall 2025 semester.

For this three month period, grant development, award and grant implementation began in December 2024 and continued through February 2025. Seven grant applications were completed and submitted to the funding agency for review for a total possible funding of $490,491.
AWARDED GRANTS
One grant was awarded by the Texas Higher Education Coordinating Board during this period.
1. TEXAS HIGHER EDUCATION COORDINATING BOARDS STATE GRANT
The Texas Reskilling and Upskilling Education Grant 2024 was awarded to NCTC for $280,000 for a 1-year grant to develop and deliver new or enhanced curriculum for Operational Technology (OT) Cybersecurity by developing a one-semester credit-bearing OSA in OT cybersecurity. For students without education or experience in IT of cybersecurity, we will provide a one-semester non-credit OSA in fundamentals of OT security. Students moving through these programs may earn 1-2 OSAs and the non-credit path provides training to test for the CompTIA Network+ and Security+ industry certifications. Courses will be offered online and in-person at the Champions Circle Training Center.

“My current career plans are to attend my local community and then transfer to Texas A&M in College Station. I plan to major in Mechanical Engineering and have a minor in either Chemistry or Environmental Engineering. This scholarship certainly means a lot, the money I have been selected to receive gets me one step closer to my goal. Colonel Albro L. Parsons, Jr Scholarship | Engineering
PROPOSALS SUBMITTED
1. FEDERAL GRANTS
NCTC submitted our application for continuing the TRIO Student Success Services (SSS) program grant for 2025-2030 performance years, NCTC prepared and submitted the TRIO SSS 5-year grant for $1,532,455, this grant application is pending.
2. TEXAS WORKFORCE COMMISSION STATE GRANTS
NCTC submitted our application for TWC’s Building Capacity in Healthcare Fields grant program for 2025-2026 performance years. NCTC prepared and submitted the TWC 2-year grant application for $150,000 to assist in the expansion of NCTC’s Licensed Vocational Nurse to Associates Degree in Nursing (LVN to ADN) program to our Graham campus. This grant application is pending.
3. TEXAS HIGHER EDUCATION COORDINATING BOARDS STATE GRANTS
NCTC submitted five applications to THECB Open Education Resources (OER) grant program for 2025. NCTC prepared and submitted the THECB OER grant applications for $34,000 to support creation of Open Source English and History course material in support of the ongoing program.
SUCCESSES
NCTC closed out our Texas Higher Education Coordination Boards Texas Reskilling and Upskilling Through Education (TRUE) 2023 grant performance period with a 96.3% execution of funds and all milestones achieved. This program supported 39 students in the completion of an Occupational Skills Award programs in either Bookkeeping or Data Analytics. Additionally, 23 students attended advanced certification boot camps and a total of 55 Basic and Industry certifications were awarded or achieved.

“After I graduate from NCTC, I would like to transfer to a four-year college to study animal breeding. I hope to work in the cattle reproduction field and continue to help my family farm. This scholarship will help me pay for my books to allow me to attend the current semester without borrowing money or struggling to make ends meet. I graduated from Muenster High School and received my Bachelor’s from UT Austin and my Master’s from UT Dallas. I chose NCTC so I could have a great Ag program close to home and continue to help my parents while I attend classes.”
