PZC Approves Middle Housing Regulation

The Madison Planning and Zoning Commission approved a text amendment to the town’s zoning regulations establishing new standards for middle housing, helping bring Madison into compliance with recently adopted state housing laws.

The amendment was approved at the commission’s July 9 meeting and implements part of Public Act 25-1, which generally allows municipal planning and zoning commissions to review proposals for middle housing developments through a summary review process rather than a discretionary process, such as a public hearing, Town

Planner Erin Mannix said.

Public Act 25-1, and now Madison’s zoning regulations, defines middle housing developments as those containing two to nine residential units within one or more buildings.

Emma Kobelia: Finding a Home at the Arts Barn

For Emma Kobelia, the Madison Arts Barn has been a creative home since middle school.

Now a graduate of Rochester Institute of Technology with a degree in industrial design, Emma has returned to the Arts Barn as an instructor and will lead its MadBarn TV program during the final week of July.

Before teaching there, she spent years participating in the Arts Barn’s theater and music programs while attending Daniel Hand High School.

“I did a couple of the programs from the Arts Barn in middle school and high school,” she says.

“They had a bunch of singing and theater stuff that I was really interested in. They used to do something called ‘Moon Dust Cafe,’ which was a lot of fun. And then I’ve been involved off and on as a summer camp instructor since my senior year of high

of the Week school. So, call it eight or nine years I’ve been involved with the Arts Barn.”

Through those experiences, Emma found the Madison Arts Barn provided opportunities that were not always readily available elsewhere in town, particularly for students whose interests leaned more toward theater and the arts than athletics.

“I think in Madison specifically — and being someone who’s really interested in theater or art — it’s a little more challenging,” Emma says. “We don’t have as many art or theater classes and programs in our high school compared to support for sports, because it’s not as popular. It’s great that there’s a community

here in town of other people that are interested and that are really, really supportive.”

This summer, Emma will lead the MadBarn TV program, which focuses on teaching video production techniques that culminate in projects campers will present at the end of the week. Campers will first learn the technical aspects of television production, including “different types of shots, how we get them, what that conveys to an audience who’s watching,” before applying those techniques to their own projects, she says.

Emma is quick to point out that “it’s not school; it’s a camp,” but that does not mean participants won’t learn a great deal during the week.

“The first activity that they’re all going to do in groups is shooting their own music video: shooting it on their own, playing with different kinds of scenes, shots, props, lighting, and then

I just want to say thank you to our police officers who worked so hard and were able to handle the holiday crowds so well. First, a big shoutout for the night of the fireworks. The traffic has never moved better, and I live on West Wharf, so I’ve seen it not so great. With changes in parade time and very high temperatures making things even worse, they still pulled it off.

Hats off as well to the staff of the recreation department who spent hours at the corner of Surf Club Road to keep things moving. The town should be proud.

Thankfully, it doesn’t happen again for a year.

Country School Announces 2026 Summer Camp Programs The Country School, 341 Opening Hill Road, Madison, is accepting registrations for its 2026 Summer Fun and Learning camps. The program runs Monday, June 22 through Friday, July 31, and offers weeklong morning camps for children ages 3 to 15. Peter Van Strum Madison June 23, 2026, Peter C. Van Strum, 92, longtime resident of Madison, passed away peacefully at his home.

Peter was born to Vivian Cronk in St. Petersburg, Fla., on April 4, 1934, and was adopted by Ruth Jenny Van Strum a few weeks later. (He met Vivian again 76 years later.) He grew up in New Jersey and attended Allegheny College in Meadville, Pa., where he learned to think critically, was awarded a B.A. in economics, and received a commission in the U.S. Air Force. After serving three years in the Air Defense Command, he left active duty as a captain in the reserves.

For more than 25 years, Peter worked in personnel management at the manufacturing plant, division, corporate, and international levels for RCA, Litton Industries, North American Phillips, and Stanley Works. He also worked in commercial real estate for more than 25 years, where he achieved designation in the Society of Industrial and Office Realtors and retired in 1999 as a partner with Colliers Dow & Condon, a leading Connecticut real estate company. He was named Commercial Broker of the Year in '98 by the Hartford County Board of Realtors.

Upon retiring, Peter produced a series of award-winning TV programs about Madison, which aired on Madison Public TV. He also served as a counselor for SCORE, a national organization for counseling small businesses and startups on how to manage a business.

For more than 54 years, Peter enjoyed living in Madison, and felt a deep sense of community in serving the needs of this lovely town. Some of his activities while living in Madison were

justice of the peace, chairman of the Madison Job Evaluation Committee, member of the Charter Revision Committee, member of the Board of Education, president of Concord Meadows Senior Housing, president of Madison Cable Television, served on the Board of Directors of Scranton Library, president of Kensington Acres South Owners Association, and served on the vestry of St. Andrews Episcopal Church.

Peter was very proud of his two children, Kevin and Jennifer, whom he was so fortunate to have also adopted when they were just little babies, weeks old.

Peter leaves behind his son, Kevin Van Strum and his wife, Marcelina Plesiak; his daughter, Jennifer, and her husband, Mark Fontanella; and two grandchildren, Ruthie Fontanella and her husband, Nick Paolini, and Tucker Fontanella and his partner, Ani Tucker.

Peter always felt blessed by his family and those he loved so much throughout his lifetime. Throughout his life, he enjoyed cooking, baking, and eating good food, listening to music of all types (up through the '70s), art and theater, playing tennis, mentoring, and counseling people of all ages.

Peter's family would like to thank Maryanne Daniel and her family for their friendship with Dad and support, Terry Daley for her excellent care of Dad over the past four months, and the Connecticut Hospice team for their great care and support.

Memorial services are being planned within the next couple of months. PZC Approves Shoreline Retaining Wall

Renewed protection from flooding and erosion will be coming to several waterfront properties in Madison’s Soundview Avenue neighborhood following unanimous approval by the Planning and Zoning Commission for construction of a new flood and erosion control structure.

Approved at the commission’s June 18 meeting, the proposed structure — specifically a tiered retaining wall — comes months after a brief but powerful winter storm last year damaged the seawall at the Surf Club’s Garvan Point section.

Waterfront properties along Soundview Avenue also were vulnerable during that storm, according to David Provencher of Shore Design LLC, who presented the plans on behalf of the owner of 69 Soundview Ave. According to Provencher’s plans, the retaining wall will stretch approximately 90 feet between the properties at 61 and 73 Soundview Ave. The wall is designed to seamlessly connect with the neighboring retaining walls to maintain consistent wave dynamics along that stretch of shoreline.

Provencher said the applicant’s property is the “weak link” in that section of the waterfront because it is the only property without a protective structure to prevent wave overtopping.

Previously, the section of shoreline had been stabilized by a large boulder revet-

ment, backed by a concrete bulkhead, concrete sidewalk and an existing retaining wall, Provencher said. However, photographs taken after last winter’s storm showed significant damage to the property, demonstrating the need for additional protective measures similar to those already in place on neighboring properties and which helped prevent damage to those properties.

The retaining wall will not be built solely to protect the applicant’s property, Provencher said. He said the structure also will help protect neighboring properties because the winter storm left adjacent retaining walls exposed, “posing a risk to their structure[s].”

A letter of support from the owners of the properties adjacent to 69 Soundview Ave. was included with the application submitted to the Planning and Zoning Commission.

Planning and Zoning Commission Chair Carol Snow said storms affecting Madison’s shoreline “are getting more severe,” bringing stronger winds and wave action.

Provencher agreed, while other commissioners noted how climate change continues to affect existing shoreline protection structures throughout the beach area.

Town Planner Erin Mannix said the Department of Energy and Environmental Protection determined the proposed retaining wall is consistent with both the state’s coastal management goals and policies and Madison’s floodplain ordinance.

PZC Approves Middle Housing Regulation Continued from page 1 multiple zoning districts and can include duplexes, townhouses, cottage cluster neighborhoods, or mixed-use developments that would likely be located in one of Madison’s commercial districts.

However, Mannix said applications proposed for commercial districts that require a special exception would still require a public hearing.

“If it’s a mixed-use development and the commercial use is still a special exception, the commission can still hold a public hearing on the special exception component or the village district major alteration,” she said.

Mannix added that she does not anticipate many proposals involving undeveloped commercial properties. Instead, she expects most applications to involve redevelopment of existing sites.

For proposals outside commercial districts that do not require a special exception, the summary review process provides

“a clear path to apply for these types of uses that are now allowed almost as-ofright through the state,” Mannix said.

While members of the public would not formally comment during a summary review, Mannix said that does not leave the Planning and Zoning Commission without the authority to ensure developments comply with standards related to public health, safety and design.

According to the amendment, “If, upon review, the Commission determines that an application would have a substantial adverse impact on public health or safety, and that such impact cannot be adequately mitigated through modifications to the application, the Commission may deny the application.”

Parking requirements for middle housing developments remain consistent with existing town regulations, Mannix said.

The standards require one parking space per unit, prohibit parking in front yards and generally limit developments to one driveway access.

If a development is located in a commercial district, Mannix said the commission may also apply existing parking regulations allowing the use of adjacent public parking areas “to minimize the necessity for additional driveways or curb cuts ... and to reduce safety hazards from otherwise unsatisfactory traffic patterns.”

The commission also chose to go beyond the minimum standards established under state law by adopting additional local requirements addressing building design, property density, construction materials, lighting and open space.

Among those standards is a requirement for at least 500 square feet of green space that can serve as a recreational area for residents, including children and pets.

Mannix said those additional standards were included “to create a desirable development that is not just beneficial for the property owner ... but also the folks who are going to be living on these properties.”

The National Alliance on Mental Illness (NAMI) Shoreline hosts two family support groups for the caregivers of individuals 18 and older who struggle with mental health challenges. Mary Wilson Madison Mary Elaine (Harris) Wilson, 86, of Madison, passed away peacefully July 2, 2026, at Autumn Lake Healthcare in Madison. Born in New Haven on Feb. 26, 1940, she was the daughter of the late Milton C. Harris and Mary “May” (Stevens) Harris.

Mary was predeceased by her beloved husband of 60 years, John T. Wilson; her sister, Cynthia (Bob) Farace; her nephew, Kevin Farace; and her grandniece, Melissa Quinn. She is survived by her children: Brian Wilson, John (Maureen) Wilson, James Wilson (Kristi Brown), and Heather (Erik) Rosenquist; her grandchildren: Kelsey (Kevin) Ruggiero, Emma Rosenquist (Mike Iuraduri), Patrick Wilson, and Jackson Anderson-Wilson; her greatgranddaughter, Rory Ruggiero; and many cherished cousins, nieces, and nephews.

A 1957 graduate of West Haven High School and Quinnipiac College, Mary enjoyed a long career in banking, beginning with Second National Bank and retiring from Bank of Boston in 1999.

Mary enjoyed quilting, crafting, baking,

and spending time with those she loved most. She and her husband, Jack, shared a love of travel, visiting Italy, Germany, and Scotland, and spending winters in Bradenton, Fla. Together with their family, they enjoyed many summers sailing on Long Island Sound and along the East Coast. They also looked forward to attending Pittsburgh Pirates spring training games and tennis tournaments over the years.

Above all, Mary was devoted to her family. She cherished every opportunity to hold a new baby and was affectionately known as “the baby hog,” a nickname that reflected the warmth, joy, and unconditional love she shared with generations of her family.

Family and friends are invited to a memorial service at 10 a.m. Tuesday, Aug. 4, at Guilford Funeral Home, 115 Church St., Guilford. A private burial will follow at Westside Cemetery on Race Hill Road in Madison. The short film will require campers to write their own scripts, film their own scenes and edit their own stories. It becomes the final product of “taking the things we learned at the beginning,” Emma says, and watching everything come together.

As someone who studied the intersection of hands-on materials and the arts, Emma understands that filmmaking is much more technical than it first appears.

“There’s a lot that goes into it and I want kids to know just how involved it is. Making a movie requires much more than just an actor and a director; you need your background people running sets, costumes, lights. Your editors are a completely different team, script writing is a completely different group of people.”

But as she noted earlier, the camp is not meant to feel like a classroom. After all, MadBarn TV is a summer camp where kids should be actively engaged while learning something fun in the process.

“Kids don’t want to sit and listen to me talk for 10 minutes. It’s quickly explained with visual aids of what it means, what it is, and then go do it on your own. I find that a lot of kids, especially in that age

Westbrook Dance Academy Excels at Nationals

The Westbrook Dance Academy Competition Teams recently competed at the Revolution Talent Nationals at Kalahari Resort in the Pocono Mountains, Pennsylvania. The academy impressed fans, spectators and judges with standout performances throughout the competition.

Competing against more than 30 stu-

dios from across the country and more than 1,000 entries — with some divisions featuring more than 90 routines — the academy had two dances qualify for the End Game, earned a second-place End Game finish, posted multiple top-five, top10 and top-20 finishes, won the Entertainment Award, claimed several category titles, and received judges’ special awards and scholarships.

The Production Team earned Platinum honors, placed second in the Grand Line Division and finished second in the End Game with “Tarzan Rocks.”

Production Team members represented Westbrook, Clinton, Old Saybrook, Madison, Killingworth and Guilford. The team consisted of Olivia Amenta, Elijah Bragg, Ayla Foulkes, Riley Lindquist, Kylie Magee, Adele Merriman, Ava Merriman,

In the Senior Small Group Division, the Senior Competition Team earned Platinum honors with all of its routines. “Rated RED” finished third and qualified for the End Game, while “Uninvited” placed eighth. “Heathers” received the Entertainment Award, and “Heartlines” won its category.

The Senior Competition Team represented Westbrook, Old Saybrook and Clinton. Team members included Delilah Calle Paredes, Sophie Furcolo, Aubrey Meyer, Tess Santarsiero, Mia Stowik and Sofia Taylor.

In the Senior Solo Division, Delilah Calle Paredes earned Platinum honors and finished second among 93 soloists with “What Have You Done for Me Lately?”

Tess Santarsiero earned Platinum honors and placed 20th with “Feeling Good.” Mia Stowik earned Platinum honors for both of her solos, “I’m on My Way” and “Fever.”

Sophie Furcolo earned Elite Gold with “Twin Size Mattress,” and Sofia Taylor received Elite Gold with “Do I Wanna Know.”

In the Teen Solo Division, Aubrey Meyer earned Platinum honors and placed seventh among 93 soloists with “Battlefield.” Mallory Tuccitto earned Elite Gold and received a judges’ special award for “Sweet Child O’ Mine.” In the Junior Showcase Solo Division, Mackenzie Gallagher earned Platinum honors and finished seventh with “Sassy.”

A Saybrook Invention Goes to War

Editor’s note: “Remembering the Revolution” is a series that will appear throughout 2026 to commemorate the nation’s 250th anniversary. *** The waters of New York Harbor were calm the night of Sept. 6, 1776, and ships of the British fleet rode at anchor.

Around 11 p.m., Sgt. Ezra Lee set out from Manhattan in a vessel the likes of which had never been seen. It headed toward the British ships, first towed by whaleboats, then cast off on its own.

The vessel got too close too fast, and Lee had to change course until the tide slackened. Then he approached the flagship, the 64-gun HMS Eagle, off Bedloe’s Island, where the Statue of Liberty now

stands. He came close enough to hear men talking at the stern, but they didn’t see him.

What happened next was historic. Lee’s vessel sank beneath the surface next to the Eagle.

At that moment, for the first time, a submarine was used in combat. The man who made it happen was David Bushnell, of what is now Westbrook, then West Say-

brook, a Yale student who had been experimenting with undersea warfare for several years.

Bushnell had the sharp mind of an inventor and impeccable timing. His ideas were years ahead of their time, and they came together just as the American Revolution gave them a practical purpose.

During Yale’s spring recess in 1775, he returned home and established a workshop on the bank of the Connecticut River.

With help from his brother Ezra, he worked on creating a vessel capable of traveling beneath the surface to deliver an explosive unseen. The project attracted the interest of Benjamin Franklin, George Washington, and Thomas Jefferson.

Franklin may have visited that fall.

The result was the unusual craft in which Lee approached the Eagle. Lee, 27, of Lyme, was a last-minute replacement for Ezra Bushnell, who had fallen ill.

Under the warship, Lee used a wood screw, turned from within the vessel, to try to attach a mine tied to a rope, but he couldn’t penetrate the hull.

Gershwin Songs and High-Energy Dancing Make Goodspeed’s Crazy for You a Delight

Gershwin songs, choreographic references to the great movie musicals of the 1930s, and high-energy performances make Goodspeed’s production of Crazy for You an absolute delight.

Let’s start with Kelli Barclay’s choreography, which draws references from every Busby Berkeley movie musical as well as the Fred Astaire-Ginger Rogers films.

From ballroom dancing to wild tap numbers, she and the very talented cast bring it all to life. You will wonder how the entire cast keeps going during the high-energy, 10-minute dance number “I Got Rhythm,” which closes the first act.

Then add Michael J. Fling’s fine direction. That the cast convinces us all the escapades on stage actually make sense is an accomplishment in its own right. But his direction is much more. One scene in the second act has two characters mirror each other’s actions, not for just a few seconds but for several minutes. His direction of the scene, and the outstanding work of the two cast members, make it a comic delight.

When Crazy for You opened on Broadway in 1992, it was billed as “the new Gershwin musical.” It was loosely based on the 1930 Gershwin musical Girl Crazy, though only five songs from the original show were included. Book writer Ken Ludwig fashioned a plot that kept a few elements of the original — a wealthy young Manhattan playboy is sent west, where he falls in love.

The original show had co-leads — Molly, played by Ginger Rogers in her breakout role, and Irene, played by Ethel Merman.

Ludwig puts the spotlight squarely on the young playboy, here called Bobby.

Instead of being sent west to manage a ranch, his mother sends him to foreclose on a theater in Deadrock, an isolated desert town. Bobby decides he can save the theater. Again, he falls in love, this time with the theater owner’s daughter, Polly, who, like in all good rom-coms, takes an instant dislike to him. Bobby pretends to be the Broadway producer Bela Zangler (think Flo Ziegfeld), whom Polly does fall in love with. When the real Zangler shows up, confusion reigns until the happy ending.

as does their number, “Stiff Upper Lip” (originally from the film A Damsel in Distress). It’s pleasant but not memorable.

The same is true of “Naughty Baby,” a number for Bobby’s longtime New York fiancée, Irene, and Lank, the saloon owner she falls for. It should work better than it does. Both occur at points in the second act where you are ready for everything to wrap up. These two numbers seem to prolong the goings-on for no real purpose.

Will Burton dances up a storm as Bobby and effectively puts over the Gershwin songs. Perhaps there could be more chemistry between him and Brittany Zeinstra as Polly. If Burton is the stronger dancer, Zeinstra is the stronger singer; her rendition of “Someone to Watch Over Me” is excellent.

One of the strengths of the show is the supporting cast and ensemble. Each creates a unique character, from the cowboys Photo by Diane Sobolewski to the chorus girls. Taylor Lane may be an ensemble member, but her performance as Will Burton, center, and the cast of Goodspeed Musicals' Crazy for You. Tess, Zangler’s assistant, makes the character more than a stereotype.

High praise goes to Edward Juvier, who plays the real Bela Zangler, and Jeremy Davis, who plays Polly’s father, whose dream is to open the theater. David Andrew Morton makes Lank Hawkins, the closest thing to a villain the show has, just the right degree of menacing. Yet Haley Rogers, as Bobby’s New York fiancée, Irene, somehow seems bland.

Goodspeed’s nine-piece orchestra provides plenty of brass and rhythm. As usual, Adam Souza, as musical director, has honed the singers and orchestra into a cohesive whole. Jay Hilton does his usual outstanding job with the sound.

If you don’t “ooh” and “aah” at the elaborate Follies-style costumes and headdresses, courtesy of costume designer Joseph Shrope, you must be jaded. They are breathtaking to behold.

Don’t quibble about a few missteps in the production — you get to hear lovely renditions of “Bidin’ My Time,” “I Can’t Be Photo by Diane Sobolewski Bothered Now,” “Embraceable You,” “They The company of Goodspeed Musicals' Crazy for You brings high-energy singing and Can’t Take That Away From Me,” “But dancing to the Gershwin classic.

Dan Pugach Big Band with Nicole Zuraitis to Perform in Clinton Press Release from the George Flynn Concert Series

The George Flynn Classical Concerts series will present the Dan Pugach Big Band, with special guest Nicole Zuraitis, at 4 p.m. Sunday, Aug. 2, at The Morgan School Auditorium, 71 Killingworth Turnpike.

Pugach is a Grammy Award-winning drummer and composer, a five-time Grammy nominee, and a two-time ASCAP Foundation Jazz Composer Award recipient. His latest album, Bianca Reimagined: Music for Paws and Persistence (2024), featuring Zuraitis, won the 2025 Grammy Award for Best Large Jazz Ensemble Album. The Dan Pugach Big Band has performed at venues including Dizzy’s, Birdland, Blue Note, and the Red Sea Jazz Festival.

Zuraitis is a two-time Grammy Awardwinning and six-time Grammy-nominated jazz singer-songwriter, pianist, producer, and arranger.

The Henry Whitfield State Museum will host Trades Day, a free, hands-on woodworking program for all ages, from 10 a.m. to 4 p.m. Sunday, July 19. The event will feature demonstrations, interactive activities, and opportunities to learn traditional woodworking skills.

Presented in partnership with TradesUp, the program offers a STEAM-based learning experience that introduces participants to woodworking with hand tools while building skills in basic math, measuring, hand-eye coordination, and problem-solving.

TradesUp is a nonprofit organization dedicated to encouraging people to explore the skilled trades through hands-on experiences.

Exploring Chocolate and the Revolution Press Release from the New Haven Museum

The New Haven Museum will present “Sweet Liberty: John Adams & Chocolate in the Revolution” at the Pardee-Morris House at 1 p.m. Sunday, July 19.

The afternoon begins with a presentation by colonial chocolatier Robert Lecce of Pewter Pot Chocolates, who will demonstrate how chocolate was sourced, prepared, and enjoyed during the 18th century using period-appropriate tools and ingredients.

Lecce’s demonstration is based on recipes developed by a prominent Norwich businessman who produced chocolate in Con-

necticut during the 1770s. Visitors will have an opportunity to purchase handcrafted chocolates following the presentation.

At 2 p.m., reenactor George Baker will portray President John Adams in “Meet John Adams,” a one-man performance that brings the nation’s second president to life through storytelling, music, and song. Baker explores Adams’ journey from his early years in Braintree, Massachusetts, to his leadership during the American Revolution, diplomatic service in Europe, and presidency from 1797 to 1801.

A graduate of Columbia College and

Columbia Law School, Baker portrayed Adams at venues across the country, including the presidential libraries of Dwight D. Eisenhower, Harry S. Truman, and George H.W. Bush, as well as the New York Historical Society. He practiced law in Connecticut from 1973 through 2024.

Lecce developed an interest in recreating 18th-century chocolate while working as a colonial reenactor. He later founded Pewter Pot Chocolates, an 18th-centurystyle chocolate house in Salem, where visitors can enjoy handcrafted confections and drinking chocolate prepared from a 1745 recipe.
