District Councillor Report Welcome to Autumn.

Let's be thankful that we do not get the terrible hurricanes and earthquakes experienced by the Caribbean and Mexico.

In my last report I mentioned a return visit to Poundbury, Dorset to visit the Rainbarrow Anaerobic Digester which is capable of providing sustainable gas supply for up to 80,000 homes. The feedstock for this facility is provided through a cooperative of local farmers producing Rye and Maize Sileage as the main feedstock.

My wife accompanied me and was pleasantly surprised by the lack of smell and noise from this very well run site. The downside was that the digester is not currently taking household food waste due to contamination concerns however I will be recommending that Shepway consider this type of facility for Otterpool as it is a renewable source of energy which does not rely on the wind or sunlight and reduces our reliance on imported gas from Russia and Algeria amongst others. This was a private visit by invitation of the Project manager for The Duchy of Cornwall and not funded by the Shepway taxpayer. An interesting video about Rainbarrow farm can be viewed here http://www.barrowgreengas.co.uk/case-studies/ Shepway District Council has now submitted plans for its proposed development of Princes Parade, Hythe to provide a new swimming and fitness centre as well as new homes. Much has been written about the presence of Japanese Knot weed adjacent to this site but I am assured that eradication will be a condition should the proposals receive approval.

From your County Councillor As I write my report we are still in the aftermath of the terrorist attack in London with KCC staff involved in the response. Much of the work KCC does in this area must necessarily remain confidential but I can tell you our staff are trained to work on prevention and identification of radicalisation and that we work closely with Kent Police.

I was recently at a presentation about the work of Kent Police given by Paul Brandon the Deputy Chief Constable. We were given a snapshot of weekly demand – 830 emergency calls, 2,437 calls for assistance, 12 children (under 17) and 35 adults reported missing, 345 crimes, 86 arrests and much more. We were told about the work under way to deal with people with mental health problems, investigation of gangs, child sexual abuse both current and historic and not least the work being done to deal with terrorism and radicalisation. Like so many public services there is an increasing demand but limited resources. One way Kent Police were coping was by making more use of technology such as online reporting of crime via their website and the use of body cameras by Police officers which has led to a big drop in complaints.

There’s no doubt that Kent Police have a very big job to do but their entire presentation made no mention of traffic offences yet all councillors know that this is one of the biggest concerns of our communities. Both Matthew Balfour, KCC’s cabinet member for Highways and I raised these concerns with Paul Brandon. His response was that Kent Police do have teams dealing with speeding but their priority is accident black spots. It is of course reasonable to prioritise limited resources but if we want traffic offences further up the list of Kent Police priorities then it would help to let them know it matters. Matthew Scott, Kent’s Police and Crime Commissioner undertakes regular surveys on public priorities so please let him know your views. There has been some interest in setting up a Speedwatch with volunteers in Newington. Do contact me if you can give time to this.

We have over 5,000 miles of road in Kent and during the good weather, there’s been much filling of potholes, patching of wider stretches and resurfacing including a long stretch of Arpinge Lane which was microsurfaced. Steadline Ltd were the Kent based contractors for much of this work in the Shepway and Ashford districts.

The repair work will continue till Christmas (weather permitting) so please report any potholes that still need attention to www.kent.gov.uk or ring 03000 41 81 81.

The Government has recently announced a £2.3bn Housing Infrastructure Fund and invited bids. I’m pleased to report that Otterpool Garden Town stands a very good chance of being the principal project that KCC puts forward in its bid to this fund. The grant could be as much as £250m which would go a very long way to providing the roads, schools, medical facilities etc. we want in advance of the houses being built.

The Historic Houses Association (HHA) represents over 1,640 of the UK's privately and charitably owned historic houses, castles and gardens. These are listed buildings or designated gardens, usually Grade I or II*, and are often outstanding. Many are considered to be iconic symbols of Britain's unique heritage.

Around 500 of these properties open their doors to visitors for days out, special tours, school visits, film locations, weddings and events, or as memorable places to stay. 24 million people a year visit HHA Member properties and there are over 45,000 Friends of the HHA. Members range from iconic stately homes such as Blenheim Palace, Highclere Castle, Castle Howard, Knebworth House, Longleat and Burghley House, to more intimate houses such as Traquair in Scotland, Treowen in Wales and Belle Isle in Northern Ireland. Most are still private family homes.

The Association was established in 1973 to help owners conserve these wonderful places in the interests of the nation and carries out important lobbying, advisory and marketing work on behalf of Member properties.
