CELEBRATES 75 YEARS Hythe Civic Society is delighted to announce its 75th Anniversary which is being celebrated in a number of special ways.

The Society came into being on 2 February 1945 when the Hythe Citizens’ Union (the forerunner of the Hythe Civic Society) was formed. The Citizens’ Union changed its name to Hythe Civic Society in the mid-1960s and now has some 750 members.

To start the special year, the Society held a well-supported “Anniversary Quiz” in the packed Tin Tabernacle on 2 February – exactly 75 years to the day! An anniversary cake was cut by the Chairman, Crispin Davies, and the Vice Chairman, Betty Black, to mark the occasion.

In view of the Covid-19 pandemic, the Society will extend its 75th Anniversary Year to allow for a full twelve months of celebrations. A second quiz is planned for October and a third for February 2021. A very special summer event is being set up for 2021 and this will bring the extended Anniversary Year to an end with a bang!

As a lasting reminder of the occasion, 75 trees will be planted in Hythe – one for each year since the Society’s inception. An embryo partnership has been established - involving the Society, Hythe Town Council and the Hythe Green Preservation Society - to plant some 20 trees on the corner of the Green by the Range Road industrial estate. The scheme 10

is in its early planning stages with planting anticipated in late autumn 2020. The Civic Society’s Patron, Lord Boyce – Warden of the Cinque Ports - will be invited to plant the first of the 20 trees.

The Society will also publish a colour booklet, “Our time in Hythe, 75th Anniversary Edition”, celebrating notable events in the last 75 years of Hythe’s history and the contributions that the Society has made to those events. This will be free to members. To join Hythe Civic Society and receive a free copy of the booklet visit the website at www.hythecivicsociety.org What was not planned for in this 75th anniversary year was the Covid-19 pandemic. The Society was, and remains, concerned for the economic health of Hythe High Street. As practical support it produced, “Open Hythe”, a list of all the shops and eateries that were open in Hythe. The list was widely circulated and was greatly appreciated by both traders and residents.

Crispin Davies, Chairman of Hythe Civic Society said,” I am privileged to be Chairman in this Anniversary year and look forward to involving members in the planned events that will not only provide fun but also a lasting legacy for a greener Hythe”.

All these events are in addition to the Society’s normal activities of scrutinising planning applications; Hythe in Bloom; Hythe Local History Group; a talks programme in winter; undertaking projects on Eaton Lands and at Mackeson Square; maintaining an archive of Hythe material; summer guided walks around historic Hythe; bi-monthly newsletter; and, publishing booklets on various aspects of Hythe.

Report from your County Councillor for Newington Online remains the best place to check on the latest situation with KCC services at kent.gov.uk but if this is not an option for you then ring 03000 41 41 41in office hours or contact me. Over 6,000 KCC staff were able to switch to homeworking and a surprising number of services were able to continue without staff needing to be in offices.

We have been looking at whether we can continue this as it means we can release office space, save travel time and reduce both congestion on our roads and carbon emissions.

More services are restarting or increasing. Weddings and civil partnerships recommenced on 04 July. Country Parks, their car parks and toilets are also now open. 12 libraries opened on 13 July including Ashford and Folkestone for a ‘select and collect’ service and free use of the computers and wifi (bookable in advance).

Household Waste Recycling Centres are now open 7 days a week and the number of slots has increased from 20,000 to 32,000 with bookings available up to a month in advance with a limit of two bookings per month to share availability fairly. The booking system means we can control the numbers on site to ensure social distancing without causing big queues of traffic outside.

During lockdown KCC needed to get PPE (Personal Protective Equipment) for a whole range of our own staff as well as social care and healthcare partners. Between 03 April and 26 June, we provided nearly seven million individual items of PPE. Our procurement staff did an amazing job at a difficult time. We now have a 12-week supply of PPE so are well provisioned for the immediate future.

Our social care role is often overlooked but remains the biggest part of the spending we do on your behalf. This work has continued and the Government has asked us to take on new responsibilities in working with the care sector to control the spread of the virus.

KCC has also been involved in the creation of a vast temporary mortuary (fortunately not needed), creation of test centres and arrangements for local lockdowns should they be needed. We have also been operating an advice service for businesses and putting 13

together plans to help Kent’s economy recover. All this and more has cost a considerable amount of money and despite Government support of about £77m there is a big shortfall in funding. There will be an emergency KCC budget in September and you can give your views at www.kent.gov.uk/budget Throughout all this, work has continued on important long-term projects. On 16 July I took a paper to full council that outlined how KCC could reach net-zero carbon emissions for its own services and buildings by or before 2030. KCC will also be adopting the Energy and Low Emissions Strategy which aims to do the same for Kent by 2050 in line with Government policy. I am optimistic about both these targets as so much has already been achieved in reducing our carbon emissions and improving our environment in Kent. Also watch out for our solar panel scheme which should be launched by September and aims to get a big discount for Kent residents by using our joint buying power.

Newington is within the Kent Downs Area of Outstanding Natural Beauty and there’s a public consultation on its draft management plans for the next 5 years. You have until 07 September to give your views. See www.kentdowns.org.uk for details.

NEWINGTON VILLAGE HALL

Notice Newington Village Hall is looking for volunteers to join the management committee with effect from the 1st January 2021.

There are several roles including responsibility for taking bookings for the hall, taking minutes, and doing the accounts.

The committee holds six meetings in the village hall each year.

The hall has been fortunate enough to secure a substantial government grant from Folkestone and Hythe Council to help in respect to managing the hall during the present challenging times.

Report from your District Councillor for Newington I hope everyone is keeping safe as we gradually regain our confidence to venture out and start resuming a less restrictive life. It is with great delight that my wife and I have started to see some of our sons, daughters and grandchildren after a very long 3 months.

Elham Valley Line Trust I am pleased that the District Council’s small business fund has helped the Trust and am aware that work is continuing to make the facilities Covid proof although this is no easy task. Hopefully as the lockdown eases volunteers can be coaxed back to assist as we are all missing this much-loved facility, Community Safety success story Working together as part of the Folkestone & Hythe Community Safety Partnership, Kent Police, East Kent Housing and Folkestone & Hythe District Council gathered evidence and used it to apply successfully for a closure order on a flat being used for illegal and anti-social activities in Folkestone, Full details can be read here . https://www.folkestone-hythe.gov.uk/news/closure-order-Folkestoneflat.

Housing Portfolio Much of my portfolio activity has been around preparing for the return of the control and management of the Councils housing stock from East Kent Housing on 1st October 2020. This is a complex project and we are busy developing structure and staff recruitment which is moving ahead at pace.

Funding Available The Hythe Institute Fund considers applications for funding from local organisations including schools, scouts and guide groups, sports clubs and the trustees of local halls and facilities; who may require funds for maintenance or improvements.

The recipients must be in the Hythe parish (including Hythe, Seabrook, Saltwood, Palmarsh, Lympne and Newingreen).

They discover a wonderful area called Prince's Parade which is full of amazing animals, has a beautiful canal and is right next to the sea too! By buying this book you will be helping to protect it. All profits from it will be donated to the Save Prince's Parade campaign which aims to halt plans to develop the area into a housing estate.

This walk through the history of Sandgate to the present day was first performed at the Chichester Hall a decade ago on Wednesday, 9th June, 2010.
