avao City Water District received the Bronze Award for the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME HRM) from the Civil Service Commission during the PRIME-HRM Awarding Ceremonies held on July 24, 2019 at the Philippine International Convention Center.
In addition, DCWD was found to be continuously compliant with the Civil Service Law and rules in terms of the implementation of other HR programs and maintenance of HR records. As such, DCWD has maintained its PRIME-HRM Level 2 accreditation and was recommended by CSC ROXI to the Commission for the conferment of PRIME-HRM Bronze Award.
The award was given as a result of the onsite assessment by the CSC Regional Office XI on November 15 to 17, 2017. DCWD was rated 100% with intermediate proficiency in all PRIME-HRM four core systems, namely: Recruitment, Selection, and Placement, Performance Management System, Learning and Development, and Rewards and Recognition.

ISO 9001:2015 Certification for NSC service maintained Jamae G. Dela Cruz
D
avao City Water District has maintained its ISO 9001:2015 Certification after going through the first surveillance audit on August 28, 2019.
Its accreditation partner, TUV SUD Asia Pacific TUV SUD Group, has found DCWD to have satisfied the requirements of the Quality Management System for the Provision of New Water Service Connection in the Matina office. Thus, DCWD maintains the ISO certification registered under TUV100 05 4089 effective December 10, 2018 until December 9, 2021. It will undergo the second surveillance audit in August 2020. Obtaining and maintaining ISO certification is among DCWD’s efforts to ensure customer satisfaction by continually improving the efficiency of its water and related services.

he revised Citizen’s Charter of Davao City Water District was launched on June 3, 2019 marking a decade of its commitment to continuously improve public service delivery. Staged during the employees’ convocation, the launching was led by Commercial Services Department (CSD) manager and Quality Management Representative (QMR) Roberto S. de los Reyes who presented DCWD’s experience in the implementation of ARTA program in accordance to RA No. 9485 or the Anti-Red Tape Act of 2007. DCWD rolled out its Citizen’s Charter in 2009 to communicate to the public its five frontline services and the corresponding requirements, procedures, duration, applicable fees, and person-in-charge. The Charter underwent reviews in 2014 and 2016 to ensure that DCWD services are responsive to the needs of the public.

Simultaneous to obtaining ISO 9001:2015 Certification for the Provision of New Water Service Connection in December 2018, DCWD updated its Citizen’s Charter to integrate the ISO processes that have made transactions more simplified, standardized, and time-bound. Another improvement is the creation of a centralized unit for customer’s requests and complaints on top of the existing feedback mechanisms. GM Edwin V. Regalado presented the Revised Citizen’s Charter series of 2019 to Civil Service Commission Region XI Director Adams D. Torres and Davao City Field Office Director Minda Garcia-Ostique. In turn, Dir. Torres congratulated DCWD for the milestone and for serving as good model to other water districts. Pipeline improvement projects for Dumoy WSS completed Jamae G. Dela Cruz

avao City Water District has completed two pipeline improvement projects for Dumoy Water Supply System (WSS) on August 15,
2019.
These projects are the pipelaying of 400mm diameter steel pipe transmission line along Bago Gallera Road to Davao-Cotabato Highway and pipeline improvement along Talomo Road from junction Puan along Talomo Road to DavaoCotabato Road. With the commissioning of these two transmission lines, friction loss from Dumoy field wells to Talomo Pumping Station is expected to be reduced thus, increasing the input volume of water supplied to the pumping station. This will translate to increased availability of water supply for the service coverage areas of Dumoy WSS.
under Line 1 and 60,000 service connections under Line 2. Thirty seven production wells and 10 booster pumps are currently operational for Dumoy WSS. However, the facilities cannot be operated to its maximum level without the increased holding capacity of the transmission pipelines. The newlycompleted projects are expected to address this condition. Per feasibility study, around 9,000 cubic meters per day will be added to the Dumoy system with the operation of the transmission lines together with some adjustments of the production wells’ operations. As of writing, post-evaluation is being conducted by the Engineering and Construction Department together with the other technical departments to determine the actual results after the projects’ integration into Dumoy WSS.

DCWD responds to flood-hit city parts Jamae G. Dela Cruz

T
he aftermath of the flooding incident in Davao City on August 28, 2019 left some areas with intermittent water supply.
This as some pipelines were damaged and production wells were temporarily non-operational due to precautionary power service interruptions. Davao City Water District’s repair teams were dispatched to the affected areas particularly in Talomo, Bangkal, and Ulas to inspect and repair damaged service lines. Customers were also encouraged to report pipeline leaks in their areas so these can be included in DCWD’s repair works. To ensure safety, customers were advised to boil the water that they

were to use for consumption while leak repair, flushing, and water testing were still on going. DCWD also coordinated with the City Social Services and Development Office for the provision of clean drinking water to the areas that still had intermittent water supply. It deployed its water tankers and provided 1,000 pieces of bottled water for distribution to the affected residents. These immediate interventions show DCWD’s commitment to provide safe drinking water to its customers at all times especially post-disaster when access to safe water is very crucial to the recovery of the affected communities.

Medical missions reach

ver 1,300 residents in six barangays benefitted from Davao City Water District’s Dagayday sa Barangay 2019 annual medical mission. It was held in Brgy. Malagos on June 6, 2019, Brgy. Carmen on June 18, Brgy. Manuel Guianga on July 9, Brgy. Tamugan on July 23, Brgy. Tambobong on August 13, and Brgy. Marilog on August 27. DCWD facilitated the access of the participating residents to free hygiene kits and medical services which included complete blood count, urinalysis, chest x-ray, blood pressure reading, dental check-up, tooth extraction, and routine check-up and consultation. Vaccinations such as tetanus toxoid and dengue test were also provided. Medicines and vitamins were given as needed.

Partnering with DCWD for these undertakings were the Department of Health XI, Davao City Health Office, and EuHealth Care Diagnostic Laboratoy and Medical Clinic. DCWD also expressed its gratitude to all its other partners including the Local Government Unit for all the support that made the event meaningful and successful. The beneficiary barangays are DCWD’s partners in watershed protection and rehabilitation. The Dagayday sa Barangay is among DCWD’s assistance to improve the quality of life of its partners in securing the water sources in Davao City.

“The key to success in any organization is identifying, developing, and empowering the right people.” Dir. Abdul M. Dataya, Vice-Chairperson of the Board of Directors of Davao City Water District, lived by this mantra. He had completed two full terms as director starting in 2007 to 2012 and in 2013 to 2018. His third term started this year and would have been completed in 2024. During his 12 years with DCWD, Dir. Dataya demonstrated an exceptional combination of qualities: legal expertise, a visionary’s insight into operational risk management, and a keen understanding of the value of people in the organization. In his tenure as the Chairperson of the Personnel, Labor and Management Relations committee, DCWD was able to accomplish feats in human resource management that transformed not just the working conditions but the lives of DCWD employees. He was instrumental in the realization and implementation of these programs:

he staff of the Pipelines and Appurtenances Maintenance Department (PAMD) headed by Department Manager Paquito C. Ebero and Zone-In-Charge Noel L. The crew carried out the emergency repair of the 800mm pipeline at Km 8.5 Matina Pangi on May 9, 2019 after it was damaged by the ongoing exploration for the railway project. Because of the fast and tireless work of the team amidst rain, DCWD was able to restore water service for Line 2 of Dumoy Water Supply System earlier than estimated. The DCWD Management hopes that their hard work and perseverance serve as an inspiration for all DCWD employees to always serve with dignity and honor.

They are Ermel O. Abonales of the Bagobo-Klata tribe who graduated with a Bachelor’s Degree in Public Administration and received the Outstanding Student of the Year Award and University Leadership Excellence Award; Marben M. Subuan of the Obu Manuvu tribe who graduated with a Bachelor’s Degree in Agricultural Business and received the Campus Impact Award on Arts; Gerylle L. Arboleda and Ediza L. Alimorong both of the Bagobo Tagabawa tribe who graduated with a Bachelor’s Degree in Public Administration. The graduates were presented during the employee’s convocation program. Speaking on their behalf, Abonales said “Since we are already graduates, we will continue our desire and passion to go back and serve our IP community. These students are pursuing degrees in Agricultural Business, Education, Mechanical Engineering, Public Administration, Technology and Livelihood Education, and TechnicalVocational Teacher Education. All of them receive financial assistance to cover fees for their tuition and miscellaneous and allowances for transportation, meal, boarding house, and uniform/ textbook. Graduating scholars are given thesis allowance. These scholarships are under DCWD’s Corporate Social Responsibility Program, specifically focusing on the water utility’s desire to help these students improve their quality of life through education.

n time for the celebration of the International Year of the Youth and Environment Month, Davao City Water District in partnership with the Watershed Management Youth Council conducted the Actiondriven Youth Leadership training on June 21 to 23, 2019 at DCWD Malagos Park. Attended by 72 participants coming from different high schools all over Davao City, the three-days training was held to capacitate the students to become effective in leading and making meaningful change in their respective communities especially in environment protection. Aside from the short briefing on DCWD’s profile, operation, and advocacy, the young leaders engaged in various leadership activities, teambuilding games, and workshop courses to improve their teamwork and unity. They also showcased their skills in public speaking and debate sessions to nurture rational thinking and improve their communication skills. Community Relations and External Affairs Department (CREAD) OIC Ruth G. Jabines acknowledged the significant roles that the youth plays in the society as the future leaders and stewards of the environment, particularly, in DCWD’s watershed management projects. She also challenged the participants to contribute in further strengthening DCWD’s environment protection efforts.
Various training activities are designed to hone the participants’ teamwork and communication competencies.

4 public schools receive 300 recycled school chairs Alexan Lynette L. Cabeguin

avao City Water District donated 300 school chairs to four public schools in time for the opening of school year 2019-2020.
These chairs are made from plastic wastes collected through DCWD’s 2018 2Big Campaign which mobilized employees and partner agencies to collect 9,900 kg. plastic wastes and recycle into school chairs.

Among the recipients are Tungkalan National High School and Tambobong Elementary School in Baguio District receiving 150 and 40 chairs, respectively. In 2017, Tambobong ES already received 70 recycled chairs from Davao City WD. The other beneficiary schools are Quiabaton ES that received 50 chairs and Balay Tulunghaan ni Madre Luisita, an Alternative Learning System under F. Bustamante Central Elementary School, that received 40 chairs. All schools also received sets of DCWD customized school supplies. In all, the donated chairs and school supplies amounted to around Php400,000. A ceremonial turnover and signing of Deed of Donation was held on May 22, 2019 at Baguio Central Elementary School during DCWD’s Brigada Eskwela kickoff program. Representing DCWD was the Community Relations and External Affairs Department (CREAD) OIC Ruth G. Jabines while Baguio District Supervisor Dr. Maricel O. avao City Water District welcomed representatives from various water districts in response to their respective requests for technical assistance. Among these is General Santos City WD together with Mindanao State University – General Santos City that visited on July 26 for the development of the former’s water laboratory. They were allowed to observe the processes and tour DCWD’s Water Testing Laboratory. On August 13, Polomolok WD visited to learn about how DCWD is complying with the Data Privacy Act of 2012. DCWD’s DPA Compliance Committee facilitated learning sessions on strategies and continuing programs.

DCWD also welcomed Metro Cebu WD on August 14 for the benchmarking of procurement and warehousing systems. Among the topics presented were DCWD’s procurement system and various warehouse materials and manuals, storing and stacking system, automated processes, control mechanisms, inventory management system, safekeeping and disposal system, and the transport operation. The visit also included a tour of DCWD’s warehouse and motor pool. Aside from fellow water districts, DCWD extended assistance to Metro Kidapawan LGU on July 9. The latter wanted to learn about the Davao City Bulk Water Supply Project as it continuously seeks mechanisms and strategies to ensure sustainability of their local water supply. DCWD’s operation, watershed protection management, water sources, and water rates were also discussed. GM Edwin V. Regalado said DCWD is happy to extend assistance that may help improve the operations and services of fellow water districts and other local government units.

Twenty two Master in Business Administration students from Notre Dame of Kidapawan College (NDKC) visited DCWD on May 24, 2019 to learn about the water utility’s programs and best practices for their Graduate Seminar Course. They were given lectures on DCWD’s background and history, human resource best practices and processes, five frontline services, and the billing, finance and collection systems.
Then on August 30, 66 students of Makadesh Christian Academy of Baguio, Davao City Inc. (MCABDCI) together with their teachers and parents toured DCWD’s surface water source, production wells, storage facilities, and pumping station where they learned the water supply system basic operations. The tour aimed to inculcate understanding of water resources and environment protection to the students.

avao City Water District brought its 2Big Caravan closer to the public as it joined the annual Kabisig Philippine Government Expo and Trade Fair. It was held at Abreeza Ayala Mall on June 18 to 20, 2019 with the theme Kaalaman Tungkol sa Pamahalaan: Katuwang sa Kaunlaran. The 2Big Caravan catered to customer queries and requests pertaining to the frontline services namely, New Service Connection Application, Payment of Water Bill, Customer Services, Reconnection of Water Service, and Transfer of Water Meter.

Also bannered in the three-day exhibit were the Store Water for Emergency Use campaign to promote proper water conservation and storage practices and Drink DCWD Water from the Tap campaign to emphasize the cleanliness of Davao City’s water. In addition, customers were encouraged to become DCWD’s information multipliers by joining DCWD’s Water Patrol Facebook group wherein they can obtain accurate and timely information on water service related concerns. Free drinking water, customized IEC materials, and photo souvenirs were given out. The participation in Kabisig 2019 forms part of DCWD’s celebration of June as Philippine Environment Month.

wenty eight employees participated in DCWD’s 10th employees’ tree planting activity on June 28, 2019 to mark the celebration of the Philippine Environment Month. They planted Malibago cuttings along the Tamugan River bank, which is within Mt. Tipolog-Tamugan watershed. This site was chosen to increase the participants’ awareness on DCWD’s commitment to protect Davao City’s water source and ensure water resource sustainability especially for the much anticipated Davao City Bulk Water Supply Project of DCWD that will use Tamugan River as surface water source The activity was headed by the Environment and Watershed Protection Division in coordination with Brgy. avao City Water District together with the Rotary Club of Waling-Waling Davao supported Sayawitan talent competitions among differently abled children. Held on July 19, 2019 at SM City Davao, Sayawitan 2019 forms part of the 41st National Disability Prevention and Rehabilitation Week themed Lokal na Pamahalaan: Kabalikat sa Pagtupad ng Karapatan ng mga Taong May Kapansanan. The third week of July is declared as the National Disability Prevention and Rehabilitation Week per Proclamation No. 361 series of 2000 aimed to raise public awareness about disability and encourage active responsibility in uplifting the economic and social conditions of persons with disability, encouraging them to take pro-active roles in nation building.

three-day workshop on the Enhancement of the DCWD Gender and Development (GAD) Policy Framework was conducted last August 22-24, 2019 at the DCWD Matina Office. This activity was initiated by the key members of the DCWD’s GAD Focal Point System (GFPS). The DCWD GAD Policy Framework is a strategic plan that sets the organization’s direction for six years. This includes setting of long-term goals, objectives,

and priorities, as well as the proper monitoring and evaluation (M & E) component. This is part of the district’s gender mainstreaming efforts as it envisions to provide more gender-responsive services to its internal and external clients—adding premium value to its quality service. Moreover, this is also aligned with the mandates of the Philippine Commission on Women (PCW) Memorandum Circular 2018-04 or the Revised Guidelines for the Preparation of the Gender and Development Agenda and its Annexes.

The participants went through the process to assess the current status of DCWD in terms of its gender mainstreaming efforts and as a group, came to a resolution where they would want to see the organization in the next six years. Included in the process was the setting of success indicators to measure the attainment of the envisioned future.
The whole procedure constituted the formulation of the DCWD GAD Vision, Mission, and Goals. It also led to the development of the DCWD 6-year GAD Agenda to guide the GFPS in crafting the annual GAD Plans and Budget (GPB) taking into consideration programs, activities, and projects beneficial to both the organization and the clients. Series of follow-through sessions were conducted to concretize the draft DCWD GAD Policy Framework. These were attended by the same key members of the GFPS.

Invited to facilitate in the activity was a three-member team of expert in strategic planning from Mindanao Development Authority headed by Dir. Reyzaldy B. Tan of the Policy, Planning and Project Development Office. Another facilitator was Atty. Jennife D. Borong, an in-house subject-matter-expert resource speaker who is also an accredited PCW GAD resource pool and the Manager of the Legal Services Division. Together, they taught the GFPS members-participants the strategic approach in enhancing the DCWD GAD Policy Framework through a series lecture-workshop combo.
At present, DCWD has GAD Vision, Mission, and Goals on which the revised 6-year GAD Agenda is anchored. Moreover, a concrete M & E plan was developed for easier tracking of the success indicators. Such has been the journey towards the enhanced DCWD Gender and Development Policy Framework. And we continue to move forward.
