Forging DCWD’s path to success

T

hroughout the years of its existence, DCWD continuously strives to meet the growing demands of a water utility considered to be one of the prime movers of the water service industry in the country and stay true to its commitment to supply affordable, quality and adequate water to customers.

And this issue mirrors all DCWD’s efforts from May to August of 2014.

Highlighted are the back-to-back-to-back environment-themed celebrations to remind all sectors of our shared responsibility to protect the environment. These were the inter-departmental artificial coral reef making conducted in May for the Ocean Month celebration, environment fora in various colleges and universities in the city in June for Environment Month and the inter-barangay recycled boat making contest in July and extended to August for the Recycling Month. This issue also includes our final farewell to Director Charlemagne B. Aldevera and our warm welcome to our new Director Serafin C. Ledesma Jr., different service improvement projects completed which improved water supply availability and expanded water service connections in various areas in the city, customer service concerns like the launching of e-billing and warning on illegal water transactions, fellowship of employees and their families during the DCWD family day, commendable performance of our contingent to the Southern and Central Mindanao Water Information Council sportsfest, and the unwavering dedication of DCWD to protect and rehabilitate the watersheds of Davao City through tree planting and maintenance activities, community extension and the continued strengthening of DCWDs partnership with various sectors. All of these and more as DCWD continues to pave its way to meet its mission, vision and goals as a water utility.

This too shall pass “This too shall pass.” This adage entails the lesson of balancing humility and optimism when we are faced with triumphs and trials and reminds us that all which we experience in life, whether it brings us bliss or sadness, is but fleeting. We have shared so much in our years together in the utility including various weathered challenges and celebrated triumphs. And in these instances, we have learned that we all together share a roller coaster ride of experiences at all times. There have been moments when at the peak of our success, we were suddenly overcome by trials and there were also instances when in the midst of problems, we were brightened by victorious surprises. And in all these moments, we were caught by surprise because no matter how we prepared, we were never ready for sudden twists of life. Thus, in every happiness that we revel and for every problem that tries to bring us down, let us bear in mind that we should not be overwhelmed with too much pride with whatever we accomplish and neither should we wallow in too much negativity in times of trial. We must keep in mind the responsibilities we have as public servants of the city, foremost as stewards of Davao City’s water, of the most precious resource known to man. And let this guiding principle be our beacon, our guide, in accomplishing our everyday tasks to provide quality service to our customers, for after all, water and the customers are the reasons for DCWD’s existence. Rainwater harvesting ordinance forum held

A

forum on the Rainwater Harvesting Ordinance in Davao City was conducted last April 24 at Lispher Inn in Juna Subdivision, Matina in order to elicit support for its promotion and implementation from various sectors in society. It was organized thru the joint efforts of Davao City Water District, office of Councilor Leo R. Avila III, Watershed and Environment Protection Coalition of Davao City (WEPCD) and Interface Development Interventions (IDIS), Inc. Among the objectives of the event included the presentation of the highlights and updates of the implementation of the ordinance from the City Planning and Development Office and City Engineer’s Office and the discussion of issues and concerns that various stakeholders have about the ordinance. Opening the gathering was spokesperson Imelda T. Magsuci who explained how DCWD shares

the objective of Rainwater Harvesting Ordinance and that is to ensure water resource sustainability in Davao City. While DCWD has already implemented the lifeline water rate to encourage residential connections to limit their water usage by offering a fixed rate of Php100.00 to residential connections with ½” meter size consuming 10 cu.m. or less, the ordinance, in turn, encourages commercial establishments to cut down on their water consumption by providing regulatory fee incentives. Councilor Avila, author of the ordinance, explained the objectives. He said that it primarily aimed to promote proper harvesting, storage and utilization of rainwater as a viable alternative source of water supply; to reduce the effects of storm water peak flow and surface runoff; to encourage and support the adoption and development of appropriate technology related to rainwater

irector Ledesma was appointed by Mayor Rodrigo R. Duterte last June 13, 2014 and took oath last July 2, 2014 at the Board Room of DCWD Matina office. He represents the education sector. He chairs the committees on Property and Community Relations and Public Affairs and is the vice-chair of the Community Development and Environment Concerns and Internal Control committees. Director Ledesma is from Davao City and graduated from the University of Mindanao with a degree in Bachelor of Science in Natural Science. He has had trainings on science writing, city development planning and management. The highlights of his career include working as DXRG Tagum station manager; Philippine News Agency correspondent; Radio Mindanao Network (RMN) DXDC news director; RMN-IBC program director; Telefast Communication branch manager; Manila Evening Post columnist; and Philippine Telegraph and Telephone Company area manager and assistant vice president for Mindanao. He is a Sun Star Davao columnist and Mindanao Journal publisher up to the present.

Service improvement and expansion projects completed D

avao City Water District has recently completed various service improvement projects serving twofold purpose of improving water pressure of existing connections and accommodation of additional connections in the service areas. Said projects amounting to Php33,385,878.15 were undertaken at different parts of the city benefitting more customers in different water systems.

n support to the Environment Month celebration in June themed “Raise Your Voice, Not the Sea Level”, Davao City Water District conducted various activities with customers and two colleges in the city. On June 6, customers at DCWD’s offices in Bajada, Matina and Toril and collection center in Victoria Plaza received commemorative items which included customized umbrellas, eco bags, foldable fans, notebooks and bookmarks during the third Customers Appreciation Day. Aside from giving free items, DCWD also requested customers to read various trivia on DCWD’s operation in its 40 years of existence. The activity is the District’s way of thanking its customers for the support they have given to its 40 years of operation. DCWD was created on November 3, 1973. The first Customer Appreciation Day was held last November 4, 2013 in time for the annual Water Consciousness Month celebration and another one was held last March 21, 2014 in observance of World Water Day. Some DCWD staff also placed water conservation and environmental protection stickers on public utility vehicles plying the Bajada, Matina and Toril routes and on the lavatories inside both schools’ comfort rooms. More than 500 stickers have been displayed. The

or an environment forum at the University of Southeastern Philippines (USEP) and St. John Paul II College of Davao (JPIICD) last June 23 and June 26, respectively. In all, almost a thousand students of the two schools attended. Kalikabildo is a term coined by combining the Tagalog word kalikasan and the Visayan term kabildo which means to converse or discuss. Invited subject matter expert, Councilor Leonardo R. Avila III, discussed the soon-to-be implemented Davao City Ordinance No. 029809 or “An Ordinance for the Proper Harvesting, Storage and Utilization of Rainwater in Davao City”. According to him, the Implementing Rules and Regulations of the ordinance were recently presented at the Davao Watershed Stakeholders’ Summit at the Ateneo de Davao University. He then explained to the students the importance of rainwater harvesting and the benefits of having harvesting systems in houses and establishments. To emphasize his point, he cited examples of different countries, the measures that they took to promote rainwater harvesting and the benefits that they experienced from its implementation. For the information of the students, Councilor Avila also discussed the different uses of harvested rainwater for non-health purposes such as toilet flushing, general cleaning, landscape irrigation, laundry, car washing, construction and firefighting.

After the lecture, students in both schools clarified matters regarding rainwater harvesting and the ordinance during the open forum. In turn, the students were also asked questions about the discussion. Students who participated received DCWD customized shoe bags, notebooks, foldable fans and bookmarks. At USEP, information officer Madonna C. Llaguno thanked the school for partnering with DCWD in its campaign for environmental protection. The university is DCWD’s partner in various community extension projects. At JPIICD, Community Relations and External Affairs Department manager Imelda T. Magsuci and Public Information / Relations Division manager Maria Editha C. Monje relayed acting GM Edwin V. Regalado’s message of enjoining all sectors of society to protect the environment. They likewise thanked the school for accommodating them. JPIICD is among the adopters of DCWD’s Adopt-aSite Project in Malagos watershed. USEP’s Office of Student Services director Susan D. Villarente thanked DCWD and Councilor Avila for having chosen the university for the forum while JPIICD community extension coordinator Rosela R. DCWD completes

employees tree planting

Participants of this year’s reforestation activity batch 2 end the day with a happy hooray for the environment.

elected employees of Davao City Water District joined the 5th employees tree planting activity on April 23 and June 27. They were able to plant 350 narra seedlings along the ridge of Diolo Creek in Sitio Lipadas, Barangay Manuel Guianga for this year’s reforestation activity in the said half-hectare area.

participants were briefed on the water utility’s watershed rehabilitation and related community-based programs. They were also oriented on the proper ways of handling and planting to give the seedlings better chances of survivability.

Aside from being an annual activity, the tree planting activities were done to commemorate the Earth Month and Environment Month celebrations in April and June, respectively. Led by the Environment and Watershed Protection Employee-volunteers plant a total of 350 narra seedlings at Sitio Division (EWPD), the Lipadas in Brgy. Manuel Guianga.

Besides planting, DCWD also subsidizes cost of parenting and maintenance of the planted seedlings. The residents within the planting area help in the maintenance. Environmental analyst Anji Laura A. Grecia (extreme L) briefs the participants before the actual tree planting.

efforts started in 2010 to actively involve the employees in the campaign for environmental protection. Now on its 5th year, DCWD employees have planted trees in Barangay Daliaon, Tambobong, Malagos and most recently in Manuel Guianga. The EWPD notes high survivability of the planted trees and thus encourage the men and women of DCWD to continue reforestation activities. Aside from employees tree planting, DCWD also employs other means to rehabilitate said watersheds that include the Adopt-a-Site project; monitoring and maintenance activities in support to the National Greening Program; community organizing; information, education, communication and advocacy campaigns; and, linkaging and coordination. harlemagne B. Aldevera, member of Davao City Water District’s board of directors, passed away on May 4 at his home in Doña Luisa Subd. in Matina, Davao City. He was 64.

He is survived by wife Marilou Dureza-Aldevera and three children, Charmalou, Charlemagne Jr. and Carlomagno. He was born February 19, 1950 to Tito Aldevera and Concepcion Bonilla. Raised in Bansalan, he finished elementary in Bansalan Elementary School and high school in Holy Cross of Bansalan. He then earned both his undergraduate and law studies from the University of Mindanao and passed the 1974 Philippine BAR examination. He first started his career in public service in the City Government of Davao from 1970-1973. Then, he became a court bailiff for the City Court, Branch IV in Davao City. When he moved to the City Fiscal’s Office in 1975, he first became a legal researcher then a special designate in 1978. In 1980, he took respite in serving the Davaoeños and became an associate of the Nitorreda Law Office. Finally, in 1982, he became a practising lawyer in the Aldevera Law Office. He then made a comeback in public service when he was appointed as director of DCWD representing the education sector. He served his first term from 2005 to 2010. In 2011, he was reappointed and was supposed to finish his second term in 2016.

T

he celebration of Ocean Month last May was more significant for Davao City Water District this year as monthlong activities of its interdepartmental artificial coral reef making (ACR) and installation proved to be a truly marine life saving packaged activity for Davao City.

The Community Relations and External Affairs Department, activity initiator, collaborated with the Bureau of Fisheries and Aquatic Resources XI – Fisheries Resources Management Division (BFAR – FRMD) and Barangay Hizon council for the entire activity and encouraged all their colleagues into this ACR making contest. The endeavours began early in the month with a seminar on the importance of coral reefs and how to fabricate them for the participants on May 2, actual making of ACRs from May 3 to 21 and finally, actual installation under gulf waters on May 23. The artificial coral reefs were all hand made by the employees. Overall winner was the entry of the offices of the Board, the General Manager and Assistant General Managers for Administration and Operations. In second were the reefs created by the Pipelines and Appurtenances Maintenance Department while in third were the entries of the Engineering and Construction Department. They respectively received Php10,000, Php7,000 and Php4,000 while Php2,000 consolation prizes were given to the

Monje, winners were chosen according to environmental compatibility and durability, stability, functionality and concept and originality. Ms. Sunga-Villegas, chairperson of the panel of judges, lauded the initiative of DCWD for organizing the contest which was a great help to DRRMO and the barangays. She also praised the efforts of the participating barangays for responding to the challenge to create rescue boats out of plastic bottles which they could use in the event of floods. According to her there

are 60 barangays along the coastline and 40 barangays situated near rivers. All of these areas are most prone to flooding. Also invited was the SFX Trabongco Mountaineering Club Search and Rescue Group (SFX TMCSRG) headed by senior welder Arvin O. Maribeles of the Engineering and Construction Department for assistance in case of untoward incidences involving the participants. Together with DCWD emergency response team member project planning and development assistant B Ernest William C. Odchimar of the Pollution Control and Safety Office, the rescue group did a demo on how to save a drowning victim including the conduct of cardiopulmonary resuscitation or CPR. On behalf of acting GM Edwin V. Regalado, Community Relations and External Affairs Department manager Imelda T. Magsuci thanked ABC, the judges and the participants for the support that they have given. She explained that the contest aimed to help reduce waste by promoting recycling of plastic bottles and to make use of the created boats to save lives. In a separate development, a baroto contest participated in by 24 DCWD upland partners was conducted last August 9 at Tamugan River. Said contest themed “Tamugan River! 4Ps (Participate, Preserve and Promote the Protection of Tamugan River)” highlighted the active participation in the preservation and promotion of Tamugan River. Emerging as overall winner was the group of Vince Ducay, Rudino Narvaez, Armenio Tante, Keith Navarro and John Narwil Ayerto. Back-to-school assistance

arious assistance to the Malagos, Mt. Talomo-Lipadas and Mt. TipologTamugan watershed communities has been extended by Davao City Water District as students went back to school in recent months.

School bags, notebooks, pad papers, pencils, crayons and assorted learning charts were distributed last May, June and July as part of DCWD’s annual Tulong Eskwela Program. The distributions benefited over 900 children of Malagos, Tungkalan, Daliaon Plantation, Barangay Tambobong, Barangay Manuel Guianga, Kidali, Kahugpungan sa Lumad, Tansing and Ventura day care centers. Tansing Day Care Center received additional kiddie chairs. Parallel to the Tulong Eskwela Program, activities under the Nutrition and Wellness Program were also conducted that supported the health welfare of students in time for the Nutrition Month celebration in July. On July 21, DCWD distributed 60 slippers and 30 mosquito nets to Gumalang Day Care Center learners, 40 raincoats to Tawan-Tawan and Upper Gumalang elementary schools and

10 mosquito nets to Lower Tamugan National High School.

DCWD gave three sacks of rice each to Kanacan and Gumalang day care centers for the schools’ feeding program last July 23. Another six sacks of rice were given to Lower Tamugan NHS to subsidize the food supplies of students who stay in the school’s bunkhouse during school days as they reside in far flung barangays. Forty mosquito nets in Barangay Tamugan were also distributed.

The “Tulong Eskwela” Program and the Nutrition and Wellness Program both aim to motivate the People’s Organization children to attain basic education and improve the welfare of the immediate community living in the watershed areas. DCWD also conducts similar outreach endeavors on health and sanitation, livelihood, training and education and community improvement. The outreach activities were held on June 19 at Purok 6 in Barangay Carmen, June 26 at Sitio Piktan in Barangay Cadalian, July 3 at Sitio Panigan in Barangay Tawan-tawan, July 10 at Sitio Ventura, Purok Pangpang in Barangay Wines and July 17 at Sitio San Miguel in Barangay Gumalang.

This project of giving free medical and dental consultations and free medicines in the upland barangays has been a yearly activity of DCWD as part of its corporate social responsibility program specifically for residents of far-flung communities with limited access to healthcare services. Said upland communities serve as DCWD’s grassroots partner in environmental protection.

The beneficiaries spanned across all age brackets from young children to senior citizens. They availed of various services such as medical and dental check-up, treatment and tooth extraction. Adults were also given medicines for common ailments and children got multivitamins

Preparation for water e-billing underway

D

CWD will soon embark on a new water bill distribution system thru e-billing where customers can get their monthly bills thru their e-mails. Public announcement will be done anytime when this bill delivery option shall be made available. Among the preparations made by the water utility was the inhouse pilot testing which involved the water bills of its employees. It has started collecting information of customers who want to try this bill delivery method. Interested customers are advised to send their e-mail address, account name, account number and contact number to commercial@davao-water.gov.ph to be enrolled in the system. However, DCWD emphasized that e-billing is not compulsory and customers still have the option of whether to avail of this new service or to choose to continue receiving their water bills by manual delivery. Although the District already has an existing online water bill query system thru its website (www.davao-water.gov.ph) which requires customers to create an account and log in to the DCWD website to view their bills, the e-billing system is entirely different

because it will directly send the soft copy of bills to the customers’ e-mail accounts. Acting GM Edwin V. Regalado said that the new delivery scheme is the water utility’s way of improving customer satisfaction as it would ensure on time delivery of water bills to the customers. In turn, this would also help the customers pay their monthly bills on time. In addition, DCWD began utilizing its in-house workforce for water bill delivery last April 16, 2014 following the existing zoning scheme of the water utility. Aside from hiring new employees to meet the needed personnel to carry on with the task, the water utility also enhanced its feedback mechanism by asking whoever receives the bill to sign an acknowledgement receipt as proof of delivery. DCWD aids Daliaon Plantation in

water quality monitoring D avao City Water District thru the Environment and Watershed Protection Division organized water quality monitoring activities in Barangay Daliaon Plantation to identify sampling stations or areas in the barangay where water will be taken for microbiological analysis and monitoring.

The first activity was a community resource mapping workshop held on July 14 in the barangay hall. In attendance were barangay functionaries, tribal leaders, people’s organization and

women sector representatives. They were taught how to create a community resource map showing the physical structures such as houses, schools, water sources, plantations, livestocks and similar resources found in the area. The mapping was done to identify the conditions of the possible sampling stations that may affect the quality of their water source. After the mapping, seven stations were identified from which water samples were sourced in the actual sampling conducted on July 18. The samples were sent to DCWD laboratory in Madapo Hills for microbiological analysis. A series of meetings were conducted between DCWD staff and the barangay representatives to discuss the microbiological analysis results. The results were used to help the barangay craft policies and action plan as needed for the health and wellness of the residents as well as for the protection and management of their available resources.

he public is warned about illegal activities carried out by unscrupulous individuals who deliberately misrepresent DCWD and / or offer to transact water services in exchange for money.

Customers in Talomo, Mintal and Calinan may pay their water bills to authorized DCWD tellers at the barangay halls during due dates as announced by DCWD every month. As of this writing, the utility is readying cases to be filed against a former employee who duped customers by collecting water bill payments and by misrepresenting the utility.

avao City Water District employees together with their respective families enjoyed a whole day of fun and fellowship through the DCWD Family Day last June 7 at the University of Mindanao. Themed Pinoylimpics: Throwback Tayo KaPamilya, all activities were designed to revisit Filipino traditional games, thus everyone who attended were strongly discouraged to use gadgets. The event also aimed to provide a venue to instil the value of togetherness and relationships by inspiring the employees to continue the practice of building trust with their families and children and keeping communication lines open. The whole day affair opened with a program to welcome all the families in attendance. And from there, the fun just kept on escalating. In the morning, contestants of DCWD KaPamilya’s Got Talent wowed the crowd with impressive performances while the employees and their families happily participated in the indoor games. Everyone also showed off their dance moves in the family zumba. 18

The disciples thought for a while then one of them said, “Because we lose our calm, we shout.” “But, why should you shout when the other person is just next to you? You can as well tell him what you have to say in a soft manner,” asked the saint.

“What happens when two people fall in love? They don’t shout at each other but talk softly because their hearts are very close. The distance between them is either nonexistent or very small…” The saint continued, “When they love each other even more, what happens? They do not speak, only whisper and they get even closer to each other in their love. Finally they even need not whisper, they only look at each other and that’s all. That is how close two people are when they love each other.”

Hindu saint who was visiting river Ganges to take a bath found a group of family members on the banks, shouting in anger at each other. He turned to his disciples smiled and asked. “Why do people shout in anger shout at each other?”

The disciples each gave some other answers but none satisfied everyone. Finally the saint explained, “When two people are angry at each other, their hearts distance a lot. To cover that distance they must shout to be able to hear each other.”

He looked at his disciples and said. “So when you argue do not let your hearts get distant. Do not say words that distance each other more or else, there will come a day when the distance is so great that you will not find the path to return.”
