National awards for Darlington Borough Council car parks More good news for Darlington comes in the form of its council-owned car parks having won two national awards for safety and accessibility. ‘Park Mark’ The car parks owned by Darlington Borough Council have been recognised for being well-managed and for meeting specific quality and safety criteria, which includes CCTV, cleanliness, lighting and signage. As a result, they have been accredited the national Safer Parking Scheme’s ‘Park Mark’. The ‘Park Mark’ Safer Parking Scheme is managed by the British Parking Association (BPA) on behalf of Police Crime Prevention Initiatives Ltd. It is aimed at reducing both crime and the fear of crime in car parks. The Safer Parking Scheme is a national standard for UK car parks that have low crime and measures in place to ensure the safety of people and their vehicles.

Comments from Durham Constabulary Inspector Chris Knox of Durham Constabulary commented: “Darlington Borough Council has a programme of investment in its car parks which has been acknowledged by the award of the Safer Parking Scheme’s ‘Park Mark’.” “The Safer Parking Scheme is a Police initiative which assesses car parks for safety and security and the council’s car parks have been recognised as wellmanaged and maintained, with minimal crime.” “Community safety is a priority for us”

If a car park achieves these standards, they are awarded the ‘Park Mark’. The ‘Park Mark’ signage is distinctive, meaning that drivers can find specifically secure car parks and feel confident in leaving their vehicles there. Disabled Parking Accreditation (DPA) As well as the ‘Park Mark’, Darlington Borough Council’s car parks have achieved Disabled Parking Accreditation (DPA). This comes off the back of an assessment that found the council-owned car parks met strict criteria in terms of their disabled parking. The provision of spaces, accessibility features and clear enforcement of disabled bays have secured the council this accreditation. The DPA was introduced by Disabled Motoring UK and is managed by the BPA. The scheme is primarily 6

Darlington ranked third in the region for shopping, just behind Newcastle and Metro Centre Darlington’s town centre has been ranked third in the region, coming only behind Newcastle and the Metro Centre, for its number and variety of shops. The North East Chamber of Commerce has joined forces with town planning experts Lichfields to prepare a report on the future of town centres in the North East of England. This report has pleased senior councillors, but they claim that they will continue to work to tackle the ongoing challenges faced by the town centre. Chris McEwan weighs in Councillor Chris McEwan is the deputy leader of the council and cabinet member for economy and regeneration. He has commented that: “We recognise and welcome the ‘Town Centres: Planning for the Future’ report but we are not complacent – we have some exciting plans for the town centre. Like so many other high streets, Darlington is not immune to blows, but by working in partnership with retailers and other stakeholders in the town centre we can tackle those challenges. We are working alongside business owners to develop a clear vision and a holistic approach for the future – developing actions for the short term and implementing physical change for the long term.” The council’s plan for Darlington’s improvement Currently, Darlington Borough Council is focused on adopting a more flexible planning approach to town centre uses, as well as taking action to improve the cleanliness and general appearance of the area. The council has also recently implemented parking offers and a comprehensive package of winter events to attract visitors to Darlington town centre. 12

The effect of the report The report from the North East Chamber of Commerce and Lichfields recognises that town centres need to change, with retail becoming more concentrated, sitting alongside leisure and residential. For Darlington, this could mean that more office jobs open up in the town centre, as the council will be encouraging landlords to consider different uses for buildings, as opposed to leaving them empty. Councillor McEwan adds that: “The report makes a number of recommendations about how councils and stakeholders should go about tackling the challenges facing town centres and I’m pleased to see that they mirror a lot of the work already being done in Darlington. “Business, property owners and the council will work to create the conditions for a diverse and healthy town centre. The focus over the next few years is to create a town that residents and visitors feel is welcoming, a well-rounded experience and is about enjoying yourself.” Progress in Stockton In late November, MPs from the Housing, Communities and Local Government Select Committee visited Stockton town centre to ascertain how high streets are changing, thinking about how they might look in 2030. This was the second visit to Stockton High Street in a week, after the British-Irish Parliamentary Assembly also conducted a visit. It is hoped that Darlington’s town centre starts to pique similar interest in the aftermath of this report.

Plans to invest multi-millions in Darlington and Middlesbrough stations are underway It has been reported that plans for multi-million-pound investment in Darlington and Middlesbrough’s railway stations are on track. The Mayor of Tees Valley, Ben Houchen, is looking to approve a request that will provide £25 million for Darlington’s train station and £20 million to fully fund the redevelopment of Middlesbrough station. Houchen has pledged to finance the two schemes using the Transforming Cities Fund. The government granted this to the area and it was topped up to £75.5 million in the Autumn Budget. Mayor Houchen claims: “I am proposing to use over half of the £75million transport fund devolved to our area from government to finance the redevelopment of Darlington and Middlesbrough stations. The importance and benefits of these two schemes cannot be understated. The people of the Tees Valley rightly demand high-quality rail links connecting them with the whole region and the rest of the country. If we do not make these important investments now, it is hard to see how these critical upgrades can go ahead.” Darlington station renovation The plans for Darlington railway station involve the introduction of new platforms, the improvement of track layout and signalling, and improvement to the station itself – including a new bridge, a renovated western entrance and a brand new eastern entrance. Speaking about Darlington specifically, Mayor Houchen added that “the redevelopment of Darlington station is a project of national significance to relieve pressures on 16

the East Coast Main Line and improve services on our local line too. “That’s why I am committing £25 million to the project, but I’m clear that government will also need to cough up to fund the rest. Government ministers are very much aware that this is one of my top transport priorities for the region, and I’ll continue to do all I can to push the case to ensure the rest of our plans for Darlington station are funded.” In 2017, the design for Darlington station was unveiled. It is hoped that the railway station will be transformed by 2025, meaning that it would be completed in time to mark the 200th anniversary of the birth of the railways. Preserving the heritage of the station will be central, but it is expected that the renovations will maximise the economic potential of Darlington, secure investment, create jobs and provide better high-speed services. The redevelopment of Middlesbrough station £20 million is being plunged into the Middlesbrough station redevelopment, as it is hoped that this will make it ready to handle direct trains to London. The Mayor of Middlesbrough, Dave Budd, explained: “We have been investing in the area in and around the station and a further investment in our scheme will allow the improved services which we have negotiated to take place. We have put forward a convincing business case which I am making the case for and we trust will be accepted and supported by my fellow Tees Valley leaders who make up the TVCA cabinet.”

A Conversation with...

Rachel Morland

Rachel Morland is the Media Sales contact for our Darlington Monthly publication. She has worked with the magazine since late 2017 and grown the magazine significantly in 2018. Here we asked Rachel about her thoughts on the magazine and the town! Why did you want to work for Darlington Monthly? I started working in Sales & Customer Service in 2015 and got a real buzz for it. I came across the position to work for Darlington Monthly in 2017, and immediately wanted to be a part of a growing community magazine. Part of me was excited to work with an area I didn’t know, and discover more about the town. What’s the best thing about working for a local magazine? It has to be the advertisers! I love communicating with a vast array of different businesses across Darlington. I feel like I have purpose helping them generate new business in and around the town centre and surrounding villages. What’s your average day like? BUSY! I talk to advertisers to make sure they are getting the most out of advertising with us and that they are happy with the package. I love finding new companies that have just opened up, and haven’t been in business for long. I also love helping the content team discover new things happening in and around Darlington DM has grown considerably over the years. Where do you hope the magazine will be by the end of 2019? I love that I’ve been a part of the growth, this past year, and I know we are heading in the right direction. I genuinely hope the magazine doubles in size and we can include plenty of new features, spotlights, and plenty of community news. Why do you feel local magazines are so vital to the community? It gives communities something to look forward to, and plenty of our readers are excited to receive a copy through their door each month. We always include a relevant ‘What’s On’ section, include a Puzzle Page to keep people entertained, and showcase lots of different businesses in the area. What do you think are the best things about Darlington? It has plenty to offer to residents, and it seems like it is constantly growing. The choice of restaurants to dine at is endless and the nightlife is also increasing, with plenty of new bars/clubs opening every few months. The shopping

choice is really good too as you have Queen Street, The Cornmill Centre and the newly added Imperial Quarter. I think Darlington will carry on changing - but hopefully always for the better. Which types of businesses do you hope to work with in 2019? I would love to work with more pubs/restaurants, as I think these are vital in the area, and it would be good to shout about them more than usual. I’ve seen that Kaspas Desserts is coming to the area, and it would be good to work with such a well-known business, already located in Newcastle, Liverpool and Leeds. I would also really like to get involved with Darlington Hippodrome and Theatre Hullabaloo, as they have events every month, and it would be good to showcase them to the readers of Darlington Monthly. There will always be something exciting in Darlington - I just hope I do enough research to know what it is! CHATHILL FOR ELLINGHAM HALL

ost of my visits for this column are to towns and cities, but small rural stations sometimes yield useful places to visit. I was in need of a “writing day” and settled upon Ellingham Hall in north Northumberland for a day out, using the small station at Chathill only 1.5 miles away, and less if I had walked across the fields on 13th November (in the dark) which I did not! Ellingham Hall is an exclusive wedding venue inland from Seahouses, with 18 well-appointed bedrooms and five rooms inside the Hall for weddings and corporate events, the largest accommodating 140 seated delegates. I arranged to go on a quiet day between weddings, and had use of the mezzanine floor in the former chapel, which had a good wifi signal and pleasant views. The dining room and drawing room, as well as the entrance hall can be used for events. Unsurprisingly, most people come by car. They advertise rail access to Morpeth 28.5 miles away and Berwick 23 miles away, but Alnmouth is better for long-distance trains, and Chathill even closer but this only has one train (the “Chathill Flyer”) from Newcastle and back – more heavily loaded - in the morning peak, and one return trip in the evening. The day did not start off too well. There was a serious incident at Killingworth and the 0555 from Newcastle was cancelled. I was put into a taxi which took me all the way to Ellingham so I still arrived on time. My local taxi firm estimated the fare at £80, whilst I had paid £18.30 (without railcard) for the return ticket. A muchneeded cup of coffee, then an orientation tour of the building and its extensive facilities. Later I saw some of the seven spacious selfcatering stone cottages. I had three hours solid work time until I set off to explore the village and have a seafood salad lunch in the

excellent Pack Horse pub. Since I was the only guest in the Hall, the kitchen was not unreasonably closed for the day. I had free access to the whole building including the games room in the cellar but took a walk to visit St. Maurice’s church close by. The unlocked Anglican church features a fascinating stainedglass window featuring the four major building projects of the age which were, in order, the Ark in 2248 BC, the Temple at Jerusalem in 1012 BC, the building of Durham Cathedral in 1093 AD and the rebuilding of Ellingham Church in 1862! I think Archbishop Ussher’s chronology, which dated the start of creation to the 22nd October 4004 BC at 6pm, was still in use in nineteenth century Ellingham. The churchyard, pictured, was interesting but I never found the way to St. Maurice’s Well, and returned to the Hall an hour after lunch for some more work. By six o’clock I was ready to return home, although the staff were concerned for my welfare walking on dark roads back to the station with my little torch. I allowed an hour to get to Chathill but that was ample, and a young woman picked me up on the road, as they do in rural Northumberland, and gave me a lift to the station and its informative little waiting room. The 1915 return train was on time, comfortable and almost empty, and arrived in Newcastle at 2016 with only one other passenger. It may not have been the easiest way to get to Ellingham, but it made for a memorable day. Thanks to Anthony Hunter (GM) and his team for their hospitality. Victoria Road improvements – what’s the current position? A consultation process is being carried out ahead of improvements to Victoria Road in Darlington. Residents and businesses of Victoria Road have been asked for their help in forming plans to improve the area.

It is expected that by the end of March 2019, a final report outlining any recommendations will be issued. The delivery of these improvements to Victoria Road is anticipated by 2019/2020.

As our readers know, Victoria Road is an important road in Darlington that constitutes a key route from Bank Top into the town centre. This means that for many visitors to Darlington town centre coming from the train station, Victoria Road forms their first impressions of the town.

Funding

Local people have long commented on Victoria Road’s exceptionally busy traffic, difficult road layouts, lack of street lighting, anti-social behaviour, litter problems and general need for refurbishment. Victoria Road was once a thriving shopping thoroughfare, and Darlington Borough Council is determined to restore it to its former glory.

It was also revealed in early 2017 that Darlington Borough Council was planning a £150m revamp of Bank Top Station, in order to encourage investment in Darlington and create more jobs in the area.

Cabinet member for Leisure, Local Environment and Transport, Councillor Nick Wallis, has commented: “Victoria Road is often the first glimpse people get of Darlington. For one reason or another, it sadly does not always paint the town in its best light.

Darlington Borough Council has planned to overhaul this road as part of its long-term vision for Darlington’s improvement. Now that the council’s application for funding has been successful, the plans for Victoria Road are beginning to take shape. Groundwork North East & Cumbria was appointed to undertake a consultation process.This first stage, which began in mid-November, was designed to identify the issues people have with Victoria Road as it stands, and to hear their suggestions for improvement. This stage involved street surveys and an online tool. Off the back of this feedback, the Council has proposed several options for the road, and is planning on a second phase of consultation to receive feedback on these options. The second phase will include events where people can discuss their ideas face-to-face with councillors, council officers and other partners.

The project is being funded with money from the Sustainable Access to Employment programme and is supported by Tees Valley Combined Authority.

Haggis This is an authentic recipe from Scotland and the ingredients and methods of cooking may be unfamiliar but we hope you enjoy the results.

Ingredients. • • • • • • • • • • • •

1 sheep’s stomach or ox secum, cleaned thoroughly, scalded, turned inside out and soaked overnight in cold salted water Heart and Lungs of one lamb 450g/1lb beef or lamb trimmings, fat and lean 2 onions, finely chopped 225g/8oz oatmeal 1 tbsp salt 1 tsp ground black pepper 1 tsp ground dried coriander 1 tsp mace 1 tsp nutmeg Water, enough to cook the haggis Stock from lungs and trimmings

FILM REVIEW: CREED II It would not be understating matters to suggest that Creed II brings with it a weight of expectation that did not apply to 2015’s Creed. After all, the former - directed and co-written by Ryan Coogler and starring Michael B. Jordan as Adonis “Donnie” Johnson, the illegitimate son of the late former heavyweight champion Apollo Creed - revitalised a previously largely moribund Rocky franchise. A signifier of Creed’s audaciousness was that it was the first instalment in the series not to feature any writing or co-writing contribution by Sylvester Stallone, Rocky Balboa himself. But if there’s one thing that the Hollywood and boxing worlds certainly have in common other than relentless white-knuckle drama, it’s that they are characterised by not always predictable comings and goings. Sure enough, with Coogler having had his hands full lately with a little-heard-of movie called Black Panther - from which you’ll also recognise Jordan - he merely features as executive producer on Creed II. It’s Steven Caple Jr. who therefore takes up the directorial reins, while Stallone is back on writing duties, composing the screenplay alongside Juel Taylor, at the same time as reprising his Creed role as Adonis’ trainer who has long ceased sparring in the ring himself. A respectful - and respectable - follow-up It doesn’t take Creed II long to sketch out the emotive and multilayered back-story - indeed, the opening credits have barely finished rolling when Adonis is shown rising to the status of world heavyweight champion. He doesn’t get to revel in his triumph for long, though, before he is forced to confront an especially distracting beast from the east: Viktor Drago (Florian Munteanu). While Viktor certainly represents a formidable opponent in the

DM Rating: sense of being “big, fast, strong, unorthodox”, Adonis is thrown into rather greater turmoil by the obvious opportunity to avenge the death of his father in the ring at the hands of the Ukrainian fighter’s father, Ivan (Dolph Lundgren), as shown in 1985’s Rocky IV. Adding to the already fraught subtext is Rocky’s persistent guilt at not having thrown in the towel on the day that saw Apollo literally pummelled to death. Perhaps unsurprisingly, then, he is no fan of Adonis’ obvious determination to take up Ivan and Viktor’s offer of an immensely anticipated bout. Nor is such melodrama restricted to Adonis’ and Rocky’s floundering partnership, as the former also attempts to persuade his beloved Bianca (Tessa Thompson) to marry him. The pair even soon have a baby on the way, as is quickly sensed by Apollo’s widow and Adonis’ stepmother Mary Anne Creed, in an impressive showing from Phylicia Rashad. One man’s fight for a ‘legacy’ As a seedy promoter tells Adonis in selling him the chance to take on Viktor: “The belt ain’t enough. You need a narrative.” Certainly, it’s hard for Adonis to escape the potential narrative power of clobbering the son of the man who ended his dad’s life. While the denouement of Adonis’ final battle with his intimidating challenger is predictable enough - especially for enthusiasts of past Rocky epics - Creed II offers more than enough generational intrigue, chemistry between its stars and good old-fashioned heart-in-mouth pugilism to see most cinema-goers head home happy.
