Samuel K. Skinner joined the Darley Board of Directors in 2007 and will be retiring at the end of this year.
Mr. Skinner has had a distinguished career in both the government and private sectors. As an attorney, he consulted clients in a variety of areas including strategizing on complex litigation matters, state and federal regulatory matters, governmental matters, transportation issues and corporate governance.
Skinner is the retired chairman, president and chief executive officer of USF Corporation, one of the nation’s leading transportation and logistics compa nies. During each year that he served as CEO, the company was recognized by Fortune magazine as one of America’s most admired companies. He also served from 1993-1998 as president of Commonwealth Edison Company and its holding company Unicom Corporation, one of the country’s largest utilities.
Sam Skinner served on Darley’s Board of Directors from 2007-2022.
Prior to joining Commonwealth Edison, Skinner served as chief of staff to President George H. W. Bush. As chief of staff, he coordinated the activities of numerous cabinet departments and administrative agencies reporting to the president. Prior to his White House service, he served in the President’s Cabinet for nearly three years as secretary of transportation. In that capacity, he served as chief executive officer of a department with a budget of over $30 billion and a workforce of 105,000 people.
In 2005, Skinner was appointed by President George W. Bush to be a member of the Base Realignment and Closure (BRAC) Commission.
Skinner has spent more than 20 years in the legal profession. In 1975, President Gerald R. Ford appointed him the United States attorney for the Northern District of Illinois. While in the U.S. Attorney’s Office, Skinner investigated and successfully litigated various complex financial fraud, official corruption and civil rights cases, including the trial of United States Circuit Judge Otto Kerner. He also was in private practice at two large Chicago law firms where he held positions of leadership.

He has helped us navigate waters in Washington D.C., and he served as a great mentor who helped to professionalize our company. He always called it like he saw it, in a respectful manner. He will be missed.”
Skinner served as an adjunct professor of management and strategy at the Kellogg School of Management at Northwestern University where he taught a course on leadership.
Of his time at Darley, Skinner laughed, reflecting, “I met Paul Darley at a funeral in 2005, and before long he chased me down to join the Darley Board. It has been a rewarding experi ence to work with an amazing family that truly cares about serving our country’s warfighters and firefighters.”
Darley has begun its search for a new board member. “Sam’s shoes won’t be easily filled, but we’ve already identified an amazing pool of candidates who we are interviewing,” said Darley. Year Warranty - Longest in the Market
Darley has increased the standard warranty on split-shaft and PTO-driven pumps as well as accessories to 10 years, 10,000 hours. This is the longest and most comprehen sive warranty in the fire pump market! Under this warranty, Darley will also cover labor charges on all pumps for a period of three years from the date the pump is placed into service. Portable and engine driven pumps will carry a three-year warranty which matches the engine warranties. This warranty applies to any pump shipped after September 1, 2022, and applies to all pumps shipped in North America.
According to Lairy Normand, customer service manager, “This is by far the most comprehensive warranty in the fire pump market. Despite building thousands of pumps per year, Darley receives few warranty claim requests and our total warranty costs are a small fraction of our sales.”

According to a recent study in CEO Magazine, CEO confidence hit a six-year low this month. Companies are revisiting their business and strategic plans, and adjusting them based on supply chains, labor markets, inflation and the impact of a looming recession. Darley is no exception.
Not since the last recession in 2008 have I been so focused on learning from others – peer groups, podcasts, articles, and webinars.
A study published by the University of Chicago after the last recession found that companies that performed the best, the most successful companies, did not panic. They stuck to their knitting and were focused on:
1. Being customer centric
2. Developing a culture where pertinent information is shared with employees
3. Reaching and implementing decisions without perfect information
The study found that privately held business es were more successful at this than public ones. In family business terminology, multi generational family businesses that are over 100 years old are referred to as “evergreen” companies. They have learned to operate irrespective of the state of the economy. They take a long-term perspective and focus on their customers instead of Wall Street, exhibiting debt aversion and the ability to make decisions quickly and pivot.
Our company theme this year is “A Company with a Soul.” We still have a long way to go, but we are making sure that we are focused on our employees’ concerns. We are humbled that they have named us one of the Chicago Tribune’s Top Workplaces again this year.
An organization’s culture is often defined by, “how we do things around here.” I buy that, but also believe it is how an organiza tion’s employees talk about the company they work for at the dinner table. In 2019, Baltimore County looked to make a major purchase of appara tus and took time to review offerings from not only vehicle manufacturers but also major component suppliers. After meeting with the major pump manufacturers, Darley was chosen as the supplier.
The American-made product offering of the Darley LDMX pump with the Mega transmis sion met all the quality and performance needs to serve the department and community. While other suppliers were also considered, it was the customer service that Baltimore County received during the process that tipped the choice to Darley. Baltimore County Fleet Manager, Mike Huber, states, “Darley’s customer service is second to none, absolutely the best of the suppliers I work with. The ability to pick up a phone and have questions answered on the other end of the line from the customer service team or CEO, Paul Darley, was important.”
Baltimore County chose Darley pumps for their fleet replacement because of Darley’s high level of customer service in addition to many features and benefits.
As apparatus were delivered and entered into service, the department’s apparatus service team received hands-on maintenance training for the new pumps joining their fleet. Currently there are nineteen new engines in service, with additional orders for a new foam engine, and six additional engines with more to come. Darley engineers worked collectively over the past five years on making improvements to our PS pump to increase the rated performance.
The newly designed PS pump outperformed all expectations with a new impeller and casing design that allows it to be rated up to 2000 GPM for all NPFA 1901 rating points. It has plenty of reserve capacity and can reach flows of more than 2300 GPM at 150 PSI. It is also extremely quiet and never exceeds 95 Dba.
The PS pump was first introduced as a 1500 GPM pump in 1993. Since that time, Darley has sold over 10,000 of these popular pumps. It is available in a variety of configurations, including:

Back in 2011, Darley introduced drones to the fire service. Today we’ve sold thousands of drones. The integration of drone technology into our society, particularly in public safety and military appli cations, continues to become common place in the skies around the world. As of May 2022, there were 865,505 drones registered in the United States by the FAA. With the expansion of drones across public safety and the military, it is important to always ask ourselves a few key questions.
How can you utilize a drone? Many public safety teams use drones as a first arriving unit on-scene to provide a comprehensive picture of the initial incident. This helps determine the size of the incident, its severity, what initial resources are needed and the overall response objectives. There are thousands of potential use cases for drones; some of the other popular ones in public safety include search and rescue, accident reconstruction and pre-planning for wildfires.
What accessories do you really need? The size of the drone largely determines your battery life and carrying capacity. With the proper platform, you can consider using new camera or sensor payloads that offer additional data insights. This includes higher resolution infrared cameras, droppable sensors or rescue devices, spotlights and loudspeakers to name a few.
What data is created and how can it be used? Drones create data sets that offer a wide range of capabilities. DroneSense is one program that allows operators to stream operations and integrate with historical data to create accurate and actionable insights.
The software also records flight operations which can be used for after-action assessments, identifying future training needs or even to provide detailed information to local media, so the community has an accurate perspective of the emergency. With all the new data created, we need to continually ensure the data is being deployed efficiently and safely.

Seeing is believing, and live side-by-side fires have helped viewers understand flashover and the unparalleled value of home fire sprinklers. But live fire demonstrations are not always practical.
In 2021, Darley helped the Home Fire Sprinkler Coalition (HFSC) create multiple pieces of 360° video con tent that show fire scenarios in both a non-sprinklered room and a room protected by sprinklers. The HFSC deploys the powerful experiential content in immersive virtual reality with the RiVR Link Classroom in a Box. The Link kit is a self-contained virtual reality kit that includes a rolling transport/storage case, 5-15 reusable virtual reality headsets, a presenter’s laptop to sync with the audience headsets, and educational guidance. Presenters have the option to show the VR video to a group simultaneously or use the headsets individually.

First we determine the brake horsepower the pump needs for its required performance point. The brake horsepower in units of horsepower is determined by taking the input driveline speed in units of RPM, multiplying by the input driveline torque in units of lb-ft, then dividing by 5252. Darley determines the speed and torque the pump will require using a dynamometer test stand to power the pump while the pump is performing at the necessary flow rate, discharge pressure and suction vacuum required by the NFPA standard for that performance point. All pumps are tested prior to shipment. PTO, engine-driven (that mount on SAE J617 bell housings), hydraulic-driven and our midship-powered pumps must be with in +/- 5% of the brake horsepower and +/- 5% of the input driveline speed that we determined the first pump of that exact type required when we dynamometer tested it.
The second step is gearing the pump so that its highest-pressure performance point, typically the 250 psi performance point, is at least 100 rpm below the engine’s governed speed to ensure the engine will always be able to provide the necessary speed to attain 250 psi performance for years to come.
The last step is the real challenge – determining the engine horsepower size to adequately power the pump. The engine manufacturers typically advertise their engine ratings based on the SAE J1995 standard that portrays gross power rating (GPR). When
the engine manufacturer follows the SAE standard guidance, a dynamometer stand is used to provide resistance against the engine to determine how much power the engine can provide, similar to how we use a dynamometer stand to power our pump in the pump testing.
The SAE J1995 GPR standard can be deceiving because the GPR, aka gross horsepower, usually doesn’t test an engine when it is equipped with a cooling fan, inlet air filter, alternator, or in some cases, an exhaust system. Adding these com ponents will decrease the horse power the engine can provide.
There are two ways to account for this; one: ask the engine manufacturer what their engine will continuously provide for brake horsepower, for powering a centrifugal pump from the engine’s flywheel when the engine is configured as we desire it. Two: If the engine manufacturer cannot answer the first question, we multiply the engine’s advertised gross horsepower by 80% to determine an estimated horsepower the engine is capable of reaching to drive our pump. An 80% factor accounts for the +/- 5% our pump’s horsepower requirement can be and it accounts for the engine being as much as 15% less than its gross horsepower rating. This accommodates for when the fan, alternator, air intake filter and exhaust systems are being powered by the engine as well.
Interschutz 2020 was postponed for two years because of the COVID pandemic. Despite the resulting economic turmoil and the war in Ukraine, many deeply dedicated members of the fire community from around the world made it to Hannover, Germany. They came with open minds to look, listen, engage and learn.
The overall number of attendees was down from 2015, but the quality of the interactions with visitors was superb. Many have long term relationships with the Darley team, some dating back 40+ years. Jim Weigle, Darley international sales expert, commented, “Interschutz 2022 was an amazing show! As an active exhibitor at Interschutz since 1980, I believe this year’s event was the most successful to date.”
There was incredible innovation on display at Interschutz. A central theme was the combination of firefighting and technology. Darley is a sponsor of Smart Firefighting, a group dedicated to improving what we do through advanced technology.
Darley displayed a wide array of advanced technology products, including the compact and lightweight Esteri line of EN/CE firefighting pumps, FLAIM Trainer and FLAIM Extinguisher virtual reality training, HazSim simulators for real world hazardous materials training, and the multi-dimensional RiVR “Classroom in a Box” virtual reality training system.
The return to an in-person event, along with the excellent quality of attendee interactions and world class innova tion, created an extremely positive dynamic that could be felt throughout the halls!

Wilbur F. Boos died May 21, 2022. “Willy” will be remembered as the “Pope of Pumps” within the circle of the world’s fire industry. Boos was a Darley icon who served the company for 63 years.
In 1947, Boos started in Darley’s pump shop maintenance department. In 1994, he retired from day-to-day operations as vice president of the Fire Pump Division to become the first outside director on the W.S. Darley & Co. Board of Directors. He served on the board for ten years. Willy passed away this year at the age of 94 in Chippewa Falls, surrounded by his family. Boos was a past-president of the Chippewa Falls Rotary Club, The Chippewa Chamber of Commerce, a member of the Board of Directors for the Northwestern Bank of Chippewa Falls and a great supporter of the Chippewa Falls community. The National Fallen Firefighters Foundation (NFFF) hosts dozens of 9/11 Memorial Stair Climbs around the country each year. Darley is a sponsor of the Chicago stair climb that is held at Soldier Field. Each 9/11 Memorial Stair Climb participant pays tribute to a New York (FDNY) firefighter by climbing or walking the equivalent of the 110 stories of the World Trade Center. FDNY lost 343 firefighters on 9/11, and 287 (to date) have passed away from 9/11-related illnesses.
At Soldier Field, the steps climbed weave partic ipants up and down the rows of seats, around the stadium. Some firefighters choose to do this in full turnout gear, about 45lbs. If they also wear their SCBA, the total weight they carry for those 2,200 steps is closer to 75lbs. It’s a somber finish line. Two fire chiefs salute each climber as he or she rings an ornate bell and reads off the name of one of the 9/11 fallen FDNY firefighters into a microphone. The stair climbs fund the programs provided by the NFFF to support the families of both local fallen firefighters and the FDNY Counseling Service Unit. Jean migrated from Benin (West Africa) in 2007 to follow his American dream. After joining Darley in 2014 as a shipping clerk, he moved to Darley’s Defense Division as an inside sales representative in support of our business development team. This past May, Jean graduated from the Institute for Diaconal Studies and responded to the call to be ordained a deacon for the Archdiocese of Chicago.
Jean is married to Trisha. Together, they have two young sons.

According to statistics published in September 2022 by the National Interagency Fire Center in Boise, ID, wildfires have consumed over 6 million acres in the United States. This is up over 50% compared to the last three years.

James and Natalie Bayer, great grand children of Reg Darley, recently visited the Dunlap, Illinois fire station for a special story time sponsored by the local library. A firefighter showed all the children her equipment and demonstrated how firefighters look wearing an oxygen mask and how they sound when wearing it, so they knew what to expect and wouldn’t be afraid if they ever needed to be rescued.
James and Natalie’s favorite part of the day was being able to climb into the fire truck cab and see the inside. It is a day they won’t forget!

Darley pumps can be found on most of the wildfire vehicles built for U.S. federal agen cies such as the U.S. Forest Service, Bureau of Land Management, Fish and Wildlife Service, National Park Service, etc. Over 600 Darley pumps have been placed into service by California Department of Forestry and Fire Protection (CAL FIRE) and California Office of Emergency Management (CAL OES) over the last year alone.
Most of these wildland trucks feature a Darley JMP 500GPM PTO pump and an aux iliary 1-1/2 AGE 24 K diesel driven pump for pump and roll firefighting. Some departments are opting for the Darley UHP-HV ultra-high pressure coupled with a high-volume pump.
Wildfires are increasing not just on federal land, but also in communities that border wildland areas. The U.S. Fire Administration is watching these wildland urban interface (WUI) fires very closely as they impact over 60,000 communities across the country.
Trucks built for WUI areas typically feature the larger Darley LSP1000 or PSP2000 pumps, so that they can handle com mon municipal firefighting. They also carry more water.
Boise Mobile Equipment (BME) builds most of the trucks for CAL FIRE commonly known as the Model 34. This “tag-on”
order for Bexar County, TX, was recently on display at the FRI conference in San Antonio.

Spencer Manufacturing is a family business that historically builds pumpers, but like many fire apparatus manufacturers, they have recently entered the wildland market. The unique truck built for South Torch Lake, MI, features the Darley UHP-HV and carries 2,000 gallons of water.
HME has delivered hundreds of vehicles to CAL OES over the past five years. Both the wildland vehicles and pumpers all feature Darley pumps and foam systems.

With ever-evolving challenges in public safety, fire service leaders must continually investigate new ideas and technology, confront things done out of “tradition,” and question everything, while still bringing together firefighters as one team on one mission.
Recently, Darley hosted the first Thought Leadership Essay Competition. The challenge we posed was: “In 2,500 words or less, tell us how a company offi cer can exhibit exceptional leadership.” The contest was open to anyone in the fire service, and we received essays from firefighters, company officers, chiefs and training instructors. We received 87 essays in total and they were impressive in their depth and breadth of ideas on changes, improvements, how to lead and how not to lead. Some of them had stories, some of them showed decades of service. There was such dedication to the fire service and to fellow firefighters in these essays.
Our judges needed an extra week to make a final decision on the win ners because the writing was so strong. They did finally narrow it down, and winners of the 2022 Thought Leadership Essay Competition are:

3rd Place: Brandon Howard, South Metro Fire Rescue, Colorado
