The COVER All for health towards health for all. The Department of Health Regional Office V continues to strive for better health outcomes and service delivery. The issue features the best stories and events of the year 2016 in attaining ‘health for all’. “All for Health towards Health for All” is the battle cry of President Rodrigo Roa Duterte’s Philippine Health Agenda. Health Secretary Dr. Paulyn Jean Ubial came up with three strategies to achieve this -- Universal Insurance Coverage, Service Delivery Network, and addressing the Triple Burden of Diseases. DOH shall ensure services that keep the well healthy, and the sick return to their full health.

Health Headlines Firecracker injuries down by 37% The Department of health Regional Office V revealed a 37.39% decrease of firecracker-related injuries during this year’s yuletide revelry. This is after DOH recorded 77 cases from different sentinel hospitals in the region from December 21, 2016 to January 5, 2017 as compared to last year’s 123 cases. Out of the 6 provinces, Albay had the most number of cases taking 57% of the total while Catanduanes and Sorsogon had zero case of firecracker related incident. The data also revealed that the prohibited firecracker piccolo was the most used firecracker taking up 51 cases. The most affected age group were children ages 7-12 years old and

four-year-old-boy being the youngest. “We are grateful for the efforts and support of our partners and the local government unit,” Regional Director Dr. Napoleon L. Arevalo said during a press conference on January 2, 2017. RD Arevalo also cited that the rainy weather and typhoon Nina may have contributed to the decrease in the number of cases. Nationwide, a total of 630 fireworksrelated injuries were recorded by DOH sentinel sites. This is 319 cases (34%) less than the five-year (2011-2015) average and 292 cases (32%) less compared to the same time period of last year. Of the total 630 cases, 627 were fireworks injuries, and 3 firework/ firecracker ingestion. There were NO

The awarding ceremony proceeded with the theme, ‘“Salud Para Sa Gabos, Gabos Para Sa Salud”’ which is anchored from the Philippine Health Agenda, “All for Health towards health for all”.

Health workers to battle cervical cancer The Department of Health Regional Office V thru the Non-Communicable Disease Prevention and Control Cluster conducted the Training on Cervical Cancer Prevention and Control: Visual Inspection with Acetic Acid (VIA) on August 15-16, 2016 in Naga City. This seeks to widen the network of competent health care providers in the outpatient and in-patient health care facilities in both the public and private sector in providing quality cervical cancer prevention and screening services using VIA. The participants were health workers from the rural health unit of Camarines Sur. Cervical cancer remains a public health concern that continues to threaten the health and well-being of women. It is the second most common cancer among women next to breast cancer worldwide. This affects relatively young women and results in many lost years of life. In 2000, it was estimated that about 2.7 million ageweighted years of life worldwide were lost due to the disease.

Trained health workers conduct a return demonstration of VIA while Ms. Windalyn G. Baluis supervises. There are different ways to prevent the development of cervical cancer. These include undergoing routine screening through the Visual Inspection with Acetic Acid Wash (VIA) or Pap Smear, healthy lifestyle practices, Human Papilloma Virus vaccination and undergoing treatment of precancerous lesions. “While adopting healthy lifestyle practices help in preventing

cervical cancer, it is recommended to undergo routine Pap smear or VIA as a mean to screen cervical cancer which are the most reliable and effective cervical cancer screening tests”, said Ms. Windalyn Baluis, Nurse V, during her presentation. / ddc

Manito, Albay celebrates lung month by Hael Lachet L. Germones, RMT Tuberculosis is one of the deadliest diseases in the country, but it’s treatable and can be prevented by implementing healthy habits.

The Local Government Unit of ManitoMunicipal Health Office launched its 1st Lung Month Celebration with the theme “Tuberculosis: Sabay-sabay tang Hanapon, Bulongon, asin Parahayon: Tapuson an TB” last August 31, 2016 at Manito Peoples’ Centrum, It-ba, Manito, Albay . Approximately 600 high school students from different Secondary Schools in Manito together with the students and faculty members of the Community College of Manito (CCM) attended the said event. The

main objective of the event was to increase public awareness about Tuberculosis which is still a major public health menace in the country. The symposium proper was the most anticipated part as Ms. Gay Gloria Bracia, PHO Nurse Coordinator delivered her lectures about tuberculosis in the Philippines, cough etiquette and TB Control Program. Also, some RHU staff performed an advocacy dance “TB ay Tuldukan” which

made the crowd entertained. It was indeed a very informative event. More of these advocacy activities will be conducted in support of the National Tuberculosis Program. DOH RO V strengthens

RPRH

The DOH Regional Office V through the Family Health Cluster upheld the Responsible Parenthood and Reproductive Health (RPRH) law which guarantees the protection of maternal and child health and ensuring the reproductive health of Filipinos. Local campaigns A series of RPRH fora across Bicol strengthened the implementation of the Republic Act 10354 or the RPRH Law during the first quarter of 2016. The forum provided information on the basics and elements of RPRH Act of 2012 or Republic Act 10354 and gave light on the misconceptions of the law and intended to break the barriers to its full implementation. Family Planning Summit The Modern Natural Family Planning Summit on August 4, 2016 in Naga City paved way in promoting the overall health of all Filipinos particularly women and children by preventing high-risk pregnancies; preventing unwanted/unplanned pregnancies; reducing maternal and neonatal deaths; and responding to unmet needs of women. Signature Campaign The DOH RO V joined the campaign to gather ONE MILLION SIGNATURES to lift the Temporary Restraining Order on the certification of modern methods of contraceptives issued by the Supreme Court. The standing TRO is one of the roadblocks on the full implementation of RPRH. /ddc

DOH RO V upholds PWD rights In celebration of the 30th National Disability prevention and Rehabilitation Week, the Department of Health Regional Office V (DOH RO V) together with the Regional Council on Disability Affairs (RCDA) held the 1st Regional PWD Health Summit on July 20-21, 2016 in Legazpi City. The theme, “Karapatan ng may Kapansanan, Ipatupad, Now na,” highlights the realization of the freedom, privileges and rights of persons with disabilities as provided by existing international mandates and national laws. “We encourage you to register as PWDs for us to know how many of you need help, in what ways and where,” said regional director Dr. Napoleon L. Arevalo. “The DOH continuously promotes the inclusiveness of our brethren. Everyone s h o u l d have their s h a r e in our goal in assuring that PWDs are well-cared and welcomed.”/ddc

IPs empowered on health As part of the celebration of the National Indigenous Peoples Month, the Regional InterAgency Committee led by the Department of Health, National Commission on Indigenous Peoples and Department of Interior and Local Government conducted the IP Health Summit 2016 on October 18, 2016 in Buhi, Camarines Sur. This aimed to empower the Agta-Tabangnon tribes and address their social and health care needs. A total of 90 IPs received services from the check-up and dental booth of DOH. They also benefited from the grievance and enrolment desks of PhilHealth, Philippine Statistics Office and Department of Social Welfare and Development./ddc

“Take a seat Breastfeeding Mama� The Department of Health Regional Office V together with partner agencies jointly advocates the promotion of Breastfeeding in Transit by launching it with a ceremonial signing of inter-agency Regional Memorandum Circular on August 23, 2016 in Legazpi City. This is aimed at improving the health status of mothers and infants in the region by establishing guidelines o n the promotion of breastfeeding and designating a seat for nursing mothers inside public passenger terminals, utility vehicles and sea crafts/ vessels. On September 22, 2016, DOH conducted an Orientation for Partner Agencies on BFT to drivers of bus and utility vehicles including crew members of sea crafts. Partners showed their support by posting stickers inside their vehicles. Let us work on that continuous and exclusive breastfeeding!/ ddc

TB caravan for IPs by Samuel David Banico, RN

TB remains a major health problem. With this, the DOH Regional Office, in partnership with the National Commission on Indigenous People, Camarines Sur Provincial Health Office, and Iriga City Health Office has joined force in advocating for proactive health seeking behaviors of Indigenous people residing in Iriga City last August 25, 2016. The Agta-Tabangnon Tribal Community in Iriga City was the chosen venue due to its strategic location, and there are more IP communities in the area. The DOH Regional Office has integrated programs for better management of disease and proper information dissemination. TB, along with nutrition, oral health, health lifestyle,

and first 1000 days were discussed during the

activity to enhance the health seeking behaviors of these population and equip them with the right inputs that they can easily understand and apply. The DOH will continue to work with its partners in improving the health status of Bicolanos.

Blood donors up by 59%, TTIs decrease As a result of continuous advocacy on voluntary non-remunerated blood donation, the Department of Health Regional Office V recorded an increase of 59.79% of blood donors and a significant decrease on the prevalence of transfusion transmissible infections (TTIs) from 4.56% to 3.81% compared last year based on the report of the Bicol Regional Blood Center. “The increase of blood donors from 597 to 954 was the result of the creation of the Bicol Youth Donor Recruitment & Retention Council composed of youth leaders from universities and colleges in Bicol”, said Ms. Windalyn G. Baluis, Regional Donor Recruitment Officer. DOH RO V through the Non-Communicable Disease Prevention and Control cluster created and organized the youth council during the 1st Voluntary Non-Remunerated Blood Donation Youth Health Summit on June 28, 2016 to help address the inadequate supply of blood in the region. Advocacy activities On July 14, 2016, with the theme, “Blood connects us all”, DOH RO V

celebrated the World Blood Donors’ Day and National Blood Donors’ Month which emphasized the importance of regular voluntary blood donation and its role in strengthening social cohesion and healthier society. The event also launched the Donor Recruitment and Retention Challenge where different colleges and universities in the region compete of being the best. After months of recruitment and advocacy campaign, the Lewis College Inc. and Sorsogon College of Criminology Inc. were awarded as the best achiever for donor recruitment and retention during the 7th Salud Bikolnon Awards on December 8, 2016. /ddc


4th MH Congress highlights Psychological First Aid The Department of Health Regional Office V, through the Non-Communicable Disease Prevention and Control Cluster, in collaboration with the Bicol Mental Health Team held the 4th Mental Health Congress with the theme “Dignity in Mental Health: Psychological First Aid for All” on October 12, 2016 in Legazpi City. The

event

highlighted

the

importance of psychological first aid in supporting those under serious stress and emotional crisis. It also gave updates on the Mental Health program and Drug Rehabilitation strategies./ddc

Let’s BEAT DIABETES The Department of Health Regional office V, thru the Non-Communicable Disease Prevention and Control Cluster, held the World Diabetes Day celebration with the theme “Halt the Rise: Beat Diabetes” on November 15, 2016 in Legazpi City. This highlighted the prevention of the disease through health education, theatrical presentation and hataw competition. The Rural Health Unit of Guinobatan was awarded as the champion for the Hataw competition of hypertension and diabetes clubs. The DOH also gave free blood pressure, blood sugar testing and medicines during the event. The activity encouraged all with hypertension and diabetes to register to the nearest health unit for the hypertension and diabetes club. World Diabetes Day is celebrated annually on November 14. /ddc

DOH RO V achieves 140% in OPLAN TSEKAP After 11 weeks of the implementation of Oplan TSeKaP, the Department of Health Regional Office V accomplished 140.33% of its targeted 1.48 million individuals identified in the National Household Targeting System (NHTS) of the Department of Social Welfare and Development. This achievement placed the DOH RO V as the top TSeKaP program implementer followed by DOH Western Visayas and Ilocos region. The DOH was mandated to provide available essential health services to NHTS members from September 15 to December 23, 2016 through its program dubbed as OPLAN TSeKaP (Tamang Serbisyo sa Kalusugan ng Pamilya). OPLAN TSEKAP aimed to provide health consultations and deliver health services to 100% of NHTS members in the region by the end of the First 100 days on December 23, 2016. DOH RO V in partnership with attached agencies, hospitals, Local Government Units and government agencies provided essential health services to 2,073,420 individuals who belong to the poorest and marginalized sector in Bicol region. Each client received at least three (3) essential services during the activity which include physical examination (PE), height and

weight measurement for 1-year-olds, Blood Pressure (BP) reading and Complete Blood count (CBC) and PE for 60-year-olds or PE, BP and family planning service for 25-year old women.


DOH RO V intensifies Drug Rehab program The Department of Health Regional Office V takes opportunity to solve the drug menace with an intensified program on drug rehabilitation. Surrendering drug users (SDUs) in the region were screened and categorized according to the severity of their drug addiction into low, mild, moderate and severe drug use. SDUs who successfully completed the prescribed treatment will be issued a certificate which enables them to avail of the Community Diversion Program from partner agencies which includes livelihood programs, skills training and education. “This ‘action plan’ will not be possible without the cooperation and coordination of agencies. The Anti-Drug Abuse Councils (ADACs) should be reactivated for them to monitor drug users and enforce the antiillegal drugs campaign”, said Regional Director Dr. Napoleon L. Arevalo.

Kudos for the 1st HEPO Summit by Jasper Marcos, Darian Joy Mendez It is a premise, that as leaders in health, we must be able to emphasize to the public health workers that “health focuses on social, personal resources and physical capacities”. With the theme “Health Promotion Towards Health For All”, the Health Promotion Unit of the Department of Health Regional Office V launched its first ever Regional Health

Promotion and Education Summit on December 13-14, 2016 in Legazpi City. Around 300 participants attended the event, to include the Health Education and Promotion Officers (HEPOs), HEPODesignates, School Nurses and Paramedical Officers assigned in the different provinces of Bicol Region. “Health is a fundamental right and Health is a social investment” said Mr. Kenn Nuyda, RN, HEPO II, as he gave an insightful

This will help the participants to be engaged in a comprehensive review and discussion on health promotion in order to create behavioural change among the public in terms of making healthy decisions. The event highlighted discussions of timely health issues and programs of DOH like drug rehabilitation, zika virus, RPRH law, and proper use of antibiotics. The theatrical presentations on HIV and Diabetes of a local theatre group, “Sining Banwa”, also took the limelight. The participants also showcased their best practices on health promotion and services at the DOH Market Place. Through the summit, the DOH RO V continually commits to capacitate public health workers of provincial health offices, city health offices, district hospitals, rural health units, academic institutions and correctional facilities in terms of health promotion, education and communication.

DOH raises awareness on HIV-AIDS In a creative and fun way, the Department of Health Regional Office V, through the Infectious Disease Cluster, advocated the prevention of the Human Immunodeficiency Virus (HIV) and Acquired Immune Deficiency Syndrome (AIDS) by a theatrical play and talent competition. Advocacy thru the stage The DOH RO V celebrated the 33rd International AIDS Candlelight Memorial on May 19, 2016. This highlighted a theatrical play, ‘Gym Gurls” by Sining Banwa, which depicted the lives of people living with Human Immunodeficiency Virus (PLHIV) and gave light on the issues they faced. It also encouraged people at high risk of the infection to get tested and know their HIV status. The play ends with meaningful song and message to PLHIV. Talent showcase On November 24, 2016, DOH RO V launched the 1st LGBT Convention with the theme “LGBT: The Metamorphosis… Be Free…Be Informed…Get Tested for HIV” at the Legazpi City Convention Center. This aimed to advocate STI/HIV & AIDS awareness to LGBT community by means of showcasing their talents. The LGBT (Lesbian, Gay, Bisexual, and Transgender) groups of the municipalities of Albay were invited to participate and showcase their talents through group interpretative dance, drama and musical focusing on the theme. The LGBT group of Manito, Albay was awarded as the winner of the competition. This encouraged LGBTs who

engage in risky behaviours to know their HIV status. The event also provided an onsite HIV/AIDS counselling and free HIV testing. DOH advocates the prevention of HIV by practicing

Pneumonia is the leading cause of Under 5 mortality in 2014 posting a rate of 4.18 per 1,000 livebirths, followed by sepsis/septicemia at 1.78 per 1,000 livebirths.

The Under 5 Mortality Rate for the year 2014 is 15.24$ (1,723) per 1,000 livebirths which is 2.83% higher than the average for the past 5 years of 14.82% (1,781) per 1,000 livebirths. In 2014, Naga posted the highest UFMR at 45.65% per 1,000 livebirths.

The leading causes death for 2014 are complications related to pregnancy occurring in the course of labor, delivery and past delivery period at the rate of 45.12 per 100,000 livebirths. This is 26.72% lower than the average for the past 5 years’ record of 61.58% per 100,000 livebirths. Hypertensive disorders in pregnancy, childbirth and post delivery period increases by 26.76% compared to the past 5 years’ average of 21.63% per 100,000 livebirths.

The maternal mortality ration for the year 2014 is 108.81% (123) per 100,000 livebirths, which is 24.07 higher than the average for the past 5 years of 87.70% (105) per 100,000 livebirths. The past 5-year average shows that Catanduanes posted the highest maternal mortality ration at 163.72 per 100,000 livebirths.

Acute Upper Respiratory Infection still ranked 1st in 2014 with a rate of 3,784.07 per 100,000 population. Acute Lower Respiratory Infection placed 2nd with a rate of 1,380.45, followed by hypertension at a rate of 1077.81 per 100,000 population.


Pneumonia ranked 1st in 2014 with a rate of 70.37, followed by Disease of the Heart and Cerebrovascular Diseases with a rate of 62.06 and 58.32 respectively.

Insights What is the impact of OPLAN TSEKAP? We gathered the insights of health workers on their perceived impact of Oplan Tsekap in their respective communities. “OPLAN TSEKAP program by the DOH will greatly help the poorest of the poor in the community or the NHTS members. All of them will have an opportunity to seek medical assistance they needed. Many of the low income families are unaware of their medical needs or do not know how to explain their medical conditions. Through this strategy, health care providers including doctors, nurses, dentist ,midwives can reach them and address their medical needs by visiting every barangay and conduct lectures, consultation and other services like weighing, BP taking, blood sugar testing, referral for those clients with unfavorable results for further management.”
