Supervisors Approve Harbor Revitalization THE LATEST: On July 17, the Orange County Board of Supervisors unanimously approved a recommended action to name the Dana Point Harbor Partners LLC (DPHP) the 66-year master lease holder and operator of the Dana Point Harbor.

With the approval, the DPHP begins an option period of 90-120 days where more structural details will be ironed out.

In public comment, Dana Point Harbor Advisory Board (DPHAB) President James Lenthall mentioned that many of the important decisions, including construction phasing, were deferred to this option period and encouraged the Supervisors to assure Harbor merchants and boaters that they would be counseled during this period.

Jim Miller, owner of The Coffee Importers, represents Harbor merchants on the DPHAB and seconded Lenthall’ s request for stakeholder inclusion during this revealing option period. He noted that issues to be determined include merchant’s rights to negotiate leases, a parking plan and scheduling.

5th District Supervisor and former Dana Point City Council member Lisa Bartlett called it a momentous day for the county and upheld their request for stakeholder inclusion with the addition of a directive in the approved motion.

Despite the unanimous decision by the Supervisors, there were those in attendance that voiced disapproval of the project, asking for another postponement.

Several speakers from North Orange County spoke about unfair use of county budget money to subsidize a harbor in District 5.

“We here in overpopulated and ‘park poor’ North Orange County cannot be left to foot the bill,” a speaker representing the Friends of Coyote Hills group of Fullerton said.

Board of Supervisors Vice Chair Shawn Nelson spoke to these comments, explaining that the Harbor is a county entity, open to public use and emphasized his belief that the public-private partnership plan (P3) is a positive economic move for the County.

“This is ours. I cannot put a harbor in District 4 because there is no ocean there,” Nelson reasoned. “We have a very expensive asset in the Harbor.”

a $1.6 billon commitment to maintenance of the Harbor regardless of future developments, and that the DPHP P3 partnership actually reduces county budget commitments by close to 25 percent with DPHP’s financial commitment. Nelson stated, “This may be far from perfect, but the time to talk is over. It’s time to produce.”

Deputy Dwayne Chapple Receives National VFW Deputy of the Year Award THE LATEST: During the July 17 City Council meeting, Dana Point Police Services Orange County Sheriff’s Department (OCSD) Deputy Dwayne Chapple was recognized for winning the Veterans of Foreign Wars (VFW) National Deputy of the Year.

Chapple was chosen from more than 6,600 nominees. Earlier this year, Chapple was recognized by Dana Point City Council for winning the local Dana Point VFW Chapter 9934 Deputy of the Year.

Mayor Richard A. Viczorek, who as a member of the Marine Corps also holds the position of awards coordinator for the local VFW post and spoke of the experience nominating Chapple.

“I remember thinking ‘Well, we won Deputy of the Year last year, I really feel sorry for the nominee this year’,” Viczorek

commented. “Thankfully, we here in Dana Point have such incredible deputies that it was an easy choice to champion for Deputy Chapple.”

WHAT’S NEXT: Chapple, joined by his family was presented with a cash gift from VFW 9934 and the City of Dana Point.

Ordinance to Amend Peace, Morals and Safety Coding Heard by City Council THE LATEST: During their meeting on July 17, the Dana Point City Council held the first reading of an ordinance amending two of Dana Point’s municipal codes to clarify and amend the city’s regulations relating to public nuisance behavior.

Amendments to Chapter 11 (Peace Morals and Safety) address public nuisance issues and include “dangerous behaviors taking place on public property.” Amendments include loitering in a way that obstructs free passage and disorderly conduct, gambling, aggressive solicitation and public intoxication in public places.

Code 11.040.010 states “It shall be unlawful for any person to appear at any public place or at any place open to public view or on any public street, alley, highway, court, park, railway depot, plaza, or public square in a state of drunkenness or intoxication within the City of Dana Point.”

THE LATEST: And we’re off! The Dana Point City Council 2018 election is underway, and four candidates in three districts have pulled nomination papers.

So far, the residents who have pulled papers are Joseph Jager for District 1, Mark McGinn for District 2 and Jamey Federico and Charles Payne for District 3. Candidates must pull nomination papers and circulate them to obtain enough signatures before officially filing. More candidates are likely to pull papers as the weeks go on.

Woman Rescued From Below Dana Point Headlands via OCFA Helicopter THE LATEST: Orange County Fire Authority (OCFA) confirmed that a helicopter seen hovering near the Dana Point Headlands at approximately 6 p.m. on July 13 was due to a woman being rescued from the beach area below the Headlands bluff.

A woman, who was walking along exposed beach during low tide north of the Ocean Institute, allegedly injured her ankle.

OCFA determined that it was better for the woman to be airlifted to the bluffs above rather than carried through exposed rock along the beach.

Local Sea Scouts Earn Organization’s Highest Rank Mariners 936 Sea Scouts have announced that members Lily Maranto and Emma Lottman have been awarded Sea Scouting’s highest rank of quartermaster.

Nationwide, only about 40 Scouts receive this honor each year, according to a press release from Mariners 936.

The quartermaster award stands for excellence and results from a young adult’s determination to reach goals that he or she has set and achieved in confronting many challenges along the way. To attain this rank, a scout must work through a multitude of requirements demonstrating an in-depth knowledge of maritime skills and hold leadership positions within the ship. Quartermaster designation also requires an extensive project that demonstrates leadership of other scouts and a commitment to community.

Maranto graduated from San Clemente High School this year and is now attending the United States Coast Guard Academy studying marine and environmental science. Lottman graduated from Crean Lutheran High School and will attend Westmont College in the fall.

Attaining rank is an “optional requirement” of Mariners 936, which offers a year-round program teaching sailing, maritime and leadership skills and is based out of Dana Point Harbor. Cox Conserves Heroes Program Cox Enterprises and The Trust for Public Land recently opened the nomination process for the Cox Conserves Heroes program. The program serves to honor environmental volunteers who create, preserve or enhance shared outdoor spaces in their local communities.

Celebrating its 10th year, the nomination process is open in eight select Cox markets: Atlanta, Arizona, California (Orange County, San Diego and Santa Barbara), Florida, Louisiana, Massachusetts, Virginia and Washington. Once a winner from each market has been chosen, these winning individuals will compete in a national competition that the public will vote on in October.

In California, the Cox Conserves Heroes program is presented by Cox Com-

munications and Bank of America.

Beginning this year, Cox has evolved the program to increase the levels of support for the winners. Local winners will receive $10,000 to donate to their environmental nonprofit of choice, with an additional award of $50,000 to the national winner’s chosen nonprofit.

Nominees and nonprofits of choice must be located within a Cox service area in the eight participating markets.

The public can nominate volunteers by filling out a brief online form on www. coxconservesheroes.com now through July 31. A panel of local and environmental leaders will select the winner in each market. The winners will then become candidates for the national title. National voting starts Oct. 1, and anyone can nominate at the local level or cast a ballot for their favorite finalist in the national competition.

The winner of the national competition will be announced in late October.

Capistrano Beach Fire Pits to be Removed

by OC Parks On July 16, OC Parks announced that the fire pits at Capistrano Beach Park are to be removed later in July. Regular coastal erosion has caused increased repair costs as well as being deemed a public safety hazard.

“It’s not sustainable for us (financially) to have someone unbury them each time a swell washes over the pits,” an OC Parks representative confirmed via telephone on July 16.

Recently, nails and screws from wood being used in the pits has been spread throughout the beach after high-tide events.

No official date has been set for the pits removal.

Reaching Out to Meet Half Way Introducing Stephani Ogas, the woman at the center of Dana Point’s homeless conversation

T

he City of Dana Point is taking progressive action concerning the growing homelessness issue.

Earlier this year, the newly re-formatted Homeless Task Force recommended to City Council that they full-time contract with Mercy House, a nonprofit based in Santa Ana who provides housing and comprehensive supportive services for a variety of homeless populations.

Stephani Ogas has been with Mercy House since September 2014. During that time, she has worked as the Outreach Coordinator for Costa Mesa as well as Dana Point since April of 2016. Earlier this year, Ogas and Mercy House’s outreach services were increased from only two days of outreach services, to six.

“I love my job. I had been working with the homeless as a volunteer for two years before coming on board with Mercy House and have built some great relationships with city staff, service providers and people on the street in both cities,” Ogas said.

Dana Point Times embarked on a ride-along through Dana Point with Ogas and Orange County Sheriff’s Department (OCSD) Dana Point Police Services Deputy Tobin Anderson to learn more about a day in the life of one woman who holds the keys to reconnecting the city’s homeless to the life they want.

Reaching Out to Meet Half-Way Through the seamless plexiglass separating front and back seats, Anderson explained that early in his shift he encountered a homeless man in the Lantern District. Upon making contact with the man named Chris, Anderson said that he offered outreach services and that Chris was receptive.

After several cell phone calls between Anderson and Chris to coordinate a safe place for Ogas to speak with him, Chris emerged from an apartment complex in the Lantern District holding a bag he claimed to contain the entirety of his worldly belongings.

Ogas explained that Chris had previously been housed at a nearby Friendship Shelter housing facility intended for the chronically homeless with a physical or mental health conditions. After committing a crime, Chris was made to leave the

Friendship Shelter facility and was living with his friends or girlfriend, Emily.

Complicating Chris’s living situation, Anderson learned that Chris was currently taking a variety of controlled substances including suboxone and other pain-killing medicines for a chronic back injury.

“It’s what really keeps me from getting a job,” Chris said.

Ogas calmly shared that even with his difficult circumstances, there were options and suggested Chris enlist in county services for medical detox in order to reduce his addictions and make him eligible for the large majority of homeless resources that require you to be drug free.

When Chris said that he was unable to work when off pain-killing medicine, Ogas calmly suggested that he research a Salvation Army men’s services program in Santa Ana, where homeless are able to enroll in a 30-90 day program that accepts those still suffering from drug addiction.

Ogas also gave Chris a listing of homes available in Orange County within his income level. When Chris mentioned that his father was possibly receptive to assistance, Ogas encouraged him to reach out to him to enable housing, expressing the importance of housing stability in sustaining a job and mental health.

Leaving Chris with a bus ticket to get to the Orange County Health Department in Santa Ana, Ogas and Anderson set off to their next and unfortunately more familiar stop.

Sad Realities After coming to a stop at the southern intersection of Del Obispo and PCH, Olgas and Anderson approach a man sitting on the ground with a shopping cart full of cans.

Exiting the vehicle, Ogas introduces the man as Dan, a long-time Dana Point homeless community member. Dan, 56, is a severe alcoholic, but content.

“Dan’s probably the happiest homeless man we have here in Dana Point,” Anderson said.

Ogas and Anderson explained that homeless community members such as

Dan make up a majority of the homeless community, but are generally less criminally active.

After spotting an open Gatorade container at Dan’s feet, which Anderson quickly determined to be vodka, Dan without argument agreed to taking a breathalyzer test where he blew a .253. At exactly 11:15 a.m., he was determined to be well above the legal limit but not a danger to himself or others.

While Anderson was writing Dan’s citation, which Dan accepted by smiling, taking the paperwork in his mouth and chewing up, Ogas worked with Dan to be sure that he had what medical resources he needed.

As a priority call comes over the radio, Anderson decides to leave Dan to his cans, which Anderson said he will likely recycle at the recycling center behind the Ralphs in order to pay for more alcohol.

Ogas and Anderson explained that the majority of the criminally active homeless community members are from the transient demographic. Anderson shared that this community also shows higher rates of narcotics abuse than the resident chronically homeless which generally lends itself to alcoholism.

Years ago, Anderson was responsible for conceptualizing and rolling out the “Known Drunkard List,” which was recently revitalized and re-emphasized to local business owners by the Homeless Task Force.

This list makes local business owners aware of known criminals lending themselves to alcoholism and makes it illegal to sell to them under penalty of law.

Not obeying this list comes with penalty of fines and possible suspension of their alcohol sales license.

“Most of the time, when the homeless are receptive to receiving Stephani’s help,” Anderson said, “it’s after something traumatic has happened.”

walk to the back of the park to check on a call of a possible homeless encampment.

Anderson and Ogas are greeted by a young couple, bags surrounding them on the ground, and Anderson asked the male to please put out his cigarette in accordance to Dana Point’s ordinance.

Christopher Yarocki, from Cincinnati, apologized and quickly began to explain that he and his wife Katherine Colella, originally from Virginia, were in transition to a new sober living facility after recently leaving one in Laguna Beach.

“South Orange County is like a sandtrap,” Yarocki said, who said that his insurance had recently been exhausted by the Laguna Beach facility.

Ogas asked the couple how they had been finding their sober living home options.

“Word of mouth,” Colella responded.

She compared a few of her sober living homes to “trap houses” where it was as easy to locate drugs as on the street.

Ogas recommended that the young couple resource their insurance companies directly in order to reach out to recognized and regulated facilities.

“I’ve never had anything like this,” Collela said, referencing Ogas recommendation. “We’ve never had anyone actually help us. We just want to get back on our feet. We were in such a good place, and maybe we can get there again.”

Looking Forward “In terms of activity, our ride was somewhat routine. However, the unique part was that the individuals we encountered that day were representative of the diverse types of individuals we work with in this industry, such as the chronically homeless, service resistant, mental health, substance abuse and formerly sober living residents.,” Ogas said of the Dana Point Times ride-along experience.

“Collaboration is critical to our success and ability to make a positive difference in people’s lives and in our city. That’s why having Stephani and Mercy House in our community has been a tremendous asset. Through our contract with Mercy House and in collaboration with other organizations in the community, we have been able to house seven previously homeless individuals since January and have made more than 150 links to services for those who are working to get off the streets. Mercy House provides compassionate and valuable field support to the daily dedicated work of our Police Services and Public Works, in addition to being responsive to resident and business inquiries,” said Kelly Reenders, City of Dana Point Economic Development Manager With the diversity of causes as well as solutions to homelessness made clear, connectivity to vital resources is necessary. I do not know enough about the conservation effects of hunting to form an intelligent opinion.

I would rather Mother Nature take care of the "conservation" of animals without the interference of mankind, but obviously that ship sailed long ago.

If Mr. Erskine wants to hunt and harvest animals to use the meat, etc. that is fine with me and certainly within his rights.

However, in most instances using an arrow to kill an animal must certainly cause more pain than being shot with a bullet.

In some instances, the pain and suffering may be vastly greater.

I believe the killing should be done in the most reasonable, quickest and least painful manner available.

If Mr. Erskine truly believes he does not enjoy the "thrill", then he should reevaluate the increased pain and suffering he may be inflicting on these innocent animals. The use of a bow and arrow to kill seems to contradict his "tremendous amount of respect for the animal, and nature."

And I vehemently disagree with his statement that "the animals are everyone's." No wild animal is anyone's. I have done some research on this subject, but again, I realize I'm not an expert on this matter either and as painful as it is to think about, would like to know more.

Your article, “Aiming for the Future,” omitted a few facts about the conservation problem. The biggest and best conservation efforts are put forth by our national, state and county parks. Our tax dollars.

You omitted groups like The Nature Conservancy, National Wildlife, the Sierra Club, etc. You did mention Audubon, but you made it sound like a hunters’ group. I think it’s made up more of birders and it formed to stop the market hunting of birds for meat and feathers (for women’s hats).

Hunting may be a spiritual experience for a few hunters, but I don’t believe it’s that “spiritual” for the hunted. Your demystification of conservation came by way of hunters and California Fish and Game and the U.S. Fish and Wildlife. They’re fine, but they cater to hunters and fisherman. They’re far from the whole story.

Coastal city short-term rental (STR) proponents ignore legally binding land-use concepts, typically using meritless, flawed arguments at hearings.

They’re good for business? Unfortunately, coastal trends since 2000 are “commerce first, residents second.” By residents I mean those not owning potential STR parcels.

Favoring commerce, over 40 percent of the population who rent year-round do not wish to acquire permits. That constitutes an incontestable majority.

Beyond permit fees, there’s no proof that more STR operators would appreciably increase general municipal revenue via significant taxable amounts at businesses.

Often, tenants are extended families and friends. They’ll be saving money by cooking and drinking at the rental, not out.

They increase or assist public access to our beaches? A classic strawman argument. Yes, a few hundred more people will be ensconced, but the California Coastal Commission (CCC) is dead wrong on this one. Otherwise, why allow more and more parking meters, increasing rates plus climbing violation fees? Aren’t limited time meters a form of infringement, inhibition or visitation disincentive?

Coastal cities increasingly allow intensification of use for restaurants and bars without demanding increased onsite parking. Why doesn’t the CCC object to that?

These sites eat up more public parking, thus decreasing access, don’t they?

STRs are their castle, and limitations constitute a de facto taking? That ignores the basics of common civility, public and private nuisance laws traced back to King Henry III: “Private nuisance: An unreasonable, unwarranted invasion, where actions of the defendant cause a substantial interference with another’s use/enjoyment of their property.

Public nuisance: The defendant's actions materially affect the reasonable comfort and convenience of life of the community.”

No one has the inalienable right to use their property to the diminishment of their neighbor(s). Yes, some operators are vigilant and do not abuse the terms and conditions. The nightmares abound, absentee owners are trying to maximize income to offset, mitigate their taxes and maintenance. They bought the parcel without STR rights: Enhancing private revenue models is not the community’s problem.

now that’s a fiscal infringement by irregular taking including tort litigation exposure.

For years, Dana Point residents saw news concerning the Welcome Inn’s “Feed” at Doheny State Beach. What is going on? How do these people continue to defy requests from the public? We want to feel safe and the people have spoken.

It has been made clear at Homeless Task Force meetings I have attended that State Parks do not want it there, and think it is a negative impact. The authorities seem to believe that hand-outs are not the best way to assist the homeless.

I want to be clear. I don’t hate the homeless. It’s unfortunate. But what is genuinely more unfortunate is groups, such as Welcome Inn, blatantly ignoring the public’s concern for the safety of their families and community.

We cannot, and should not, let this rest.

For the good of the community as well as the good of tan increasing homeless community that deserves better. Welcome Inn, if you’re so willing to give a sandwich, Dana Point begs of you to give your compassion in more than bite-size portions.

B

en Foster is one of those actors, like Ralph Fiennes or Joaquin Phoenix, who has always done consistent, steady work. But for whatever reason or another, he’s always stayed under the radar. Foster’s career has progressed from starting as a child actor on Disney Channel to starring in teen movies to playing creeps and troubled men in dramas and indie films.

His latest project, Leave No Trace, is just as intriguing, though slow-moving and with a new indie star on the rise.

War veteran Will (Foster) lives in isolation with his 15-year-old daughter, Tom (Thomasin McKenzie), in the Oregon wilderness. Things are moderately successful, with Will and Tom sleeping in tents, hunting their own food, reading books and playing board games. Until one day, the local authorities discover where they are, and they are forced to move into a neighborhood and live typically. Will isn’t interested in conforming, but Tom might be open to the new experience.

Leave No Trace is adapted from Peter Rock’s novel My Abandonment and directed by Debra Granik, who is famous for directing Jennifer Lawrence’s Oscarnominated breakthrough Winter’s Bone in 2010. McKenzie naturally has been getting comparisons to Lawrence with her recent performance, which is a bit of a shame, as the young teen’s performance is impressive enough to stand on its own, especially when you learn the actress is actually from New Zealand.

Foster does great work as usual, but it’s McKenzie who carries and tells the story on her own. DP

WASUP Local non-profits enable life-changing experiences for special needs youth at Baby Beach

T

he smile never left Emma Hylton’s face as she approached the shore at Baby Beach, clutching her paddle.

For 11-year-old Hylton, who has a peritoneal dialysis catheter as well as feeding tube, this was her first time ever on the water. Previously, she has been kept out of the water by her medical needs; the equipment being unable to get wet.

Her life, as well as many others, was changed on July 13 thanks to the collaborative efforts of Dana Point’s Just Like Me Foundation (JLM) and the Adaptive Freedom Foundation (AFF).

Volunteers from both nonprofits assisted youth with special needs from across South Orange County in paddleboarding, even utilizing a unique watercraft called the Wheelchair Accessible Stand Up Paddleboard (WASUP) when needed.

The WASUP allows wheelchair-bound and immobile youth to safely take to the water, gaining the perspective of a stand-up paddleboarder thanks to catamaran-esque floats.

Amy Lagera is one of the founders of the AFF. She shared that, years ago, she was in a car accident that left her physically and emotionally damaged.

A life-long athlete, Lagera said that she became personally aware of the healing powers of the water and the impact it

played in her physical recovery as well as mental well-being.

“I know, deeply, truly and personally, that the ocean can heal and I feel a call to pass that along,” Lagera said.

Minnie and Chris Hylton are Emma’s parents, and Chris manages www.ocspecialneeds.org, a website aiming to network parents in Orange County with special needs, encouraging support and highlighting events.

They were visibly overwhelmed with emotion when asked about their child’s first aquatic experience.

“She absolutely loved it, she wouldn’t let the volunteers take the paddle back,” Minnie said, fighting back tears. “She’s never done anything like this.”

This event was enabled by dozens of volunteers. JLM volunteers could be seen on the beach organizing logistics and keeping the youth safe while they waited their turn on the water. AFF volunteers assisted with in-water activates.

OBITUARY

Marion Frances Mehigan Masek

Marion Frances Mehigan Masek died peacefully at her home in San Juan Capistrano, California on Saturday May 5, 2018, surrounded by her loving family. She was 92 years old. Marion was born on March 11, 1926 in Shorewood, Wisconsin to Joseph and Sara (Sadie) Mehigan. On July 7th, 1947, Marion married George Goode Masek. In 1951, Marion and George, along with their two children Michael and Sally, moved from Milwaukee to Los Angeles California. They made their first home in Culver City. As the story goes, George talked Marion into the move by pointing out that she would no longer have to change their children in and out of their snow suits all winter long. Marion and George raised eight children together: Michael, Sally, Bill, Paul, Mary, George, John and Alys.

Marion received her Bachelor of Arts degree from Valley State College in Northridge in 1964. Her love for learning led her to continue to take college classes even after getting her degree. She was particularly interested in religious history. George, Marion’s beloved husband, died in January of 1985. Her son, George Mehigan Masek, died in May of 2002.

Marion will be deeply missed by her seven surviving children, her daughters-in-law, sons-in-law, her many grandchildren and great grandchildren and her adored cat, Ki. She will be remembered as a beautiful person, both inside and out. She was a devoted and loving mother who encouraged all of her children to pursue their dreams and passions. She was

also a wonderful friend whose kindness, empathy and sense of fun were always in evidence.

Marion was active in her community and in her church, both in the San Fernando Valley and in San Juan Capistrano. She was a gifted gardener and flower arranger and was president of the Cherry Blossom Garden Club for several years. She also devoted herself to the Christian Science Church as a reader and as a volunteer in the Reading Room. She was one of the first members of the San Juan Capistrano Christian Science Society and was thankful for the loving spiritual community she found there. She was politically engaged, worked on several political campaigns and had a deep understanding of both history and current events. Last but not least, Marion was a talented artist who worked in many mediums, watercolor being her favorite.

After her husband’s death, Marion decided it was time to see the world and started traveling, frequently on her own. Among the many countries she visited were Egypt, England, Ireland, Wales and Italy. Marion had a sense of joy de vivre that survived even the loss of her dear son George. For her 91st birthday, Marion said that what she really wanted was to go dancing. And this is how we will remember her: young, gorgeous, her amazing blue eyes looking at her husband as they dance together at the Los Angeles Ambassador Hotel.

A Memorial Service will be held for Marion on Saturday, July 21st at 10:30 am at the Christian Science Society in San Juan Capistrano. In lieu of flowers, donations may be made to the San Juan Capistrano Christian Science Society or the Christian Science Church of Fallbrook.

On the Ball Former champion wiener dog looks to reclaim title

W

hat motivates a champion?

For some, it’s fame and glory.

For others, it’s the validation of the hard work put in.

Some want the trophy and the title, to prove others wrong or to show that they are the best at what they do. More than a few might be looking toward a hearty meal after months of exercise and starvation.

However, the latest champion athlete to live and train in San Clemente does not strive for any of these things. He scratches and claws for just one unique prize: his beach ball.

Meet Finn, a 5-year-old racing dachshund and 2015 champion of the Wienerschnitzel Wiener Nationals at Los Alamitos Race Course. Finn earned third place in 2016 and had a tough 2017, but he’s coming back strong looking for the 2018 title of “Fastest Wiener in the West” in the 23rd edition of the event on Saturday, July 21 at Los Alamitos Race Course.

Finn’s parents, Josh and Brittany Snook, first learned of the races from a friend while living in Los Angeles County. The event, which raises funds for the Seal Beach Animal Care Center, looked fun to the pair and they took Finn to some trial races to see how he’d do.

alico bass fishing continues to go strong and yellowtail are showing up along the kelp lines at Dana Wharf Sportfishing & Whale Watching.

In his weekly report, Captain Brian Woolley said you couldn’t ask for better water temperatures for bass fishing, around 73-76 degrees. The bass have been active on live bait and a variety of jigs, irons and baits, as they have been for a couple weeks now.

Yellowtail are showing up in the bass kelp lines now as well, including some bigger fish in the kelp along Pendleton.

Yellowtail and dorado are also being found in off shore trips.

might have some talent but might need a different motivation to focus on the finish line.

“We stood at the finish line with a bit of bacon and figured he’d go straight after that,” Josh said. “He went straight out of the gate, but he made a beeline to other people’s stuffed animals they were holding.”

Finn had shown a major interest in playing ball in park time with the Snooks, so Josh and Brittany tested out the beach ball. They found a winner.

“He goes crazy for the beach ball,” Josh said. “It’s not great for training because they have to keep being replaced, but he loves it.”

Finn took to the major competition at the 2015 Wiener Nationals, and with Josh

and Brittany cheering on, wearing foam shark visors with “Finn” written on the side, he won straightaway with a time of 7.8 seconds in the 50-yard sprint.

Finn won an A-frame Wienerschnitzel doghouse, a championship trophy, a blanket and a $1,000 cash prize.

Finn took third place in 2016 and was bumped hard early in the 2017 to fall out of contention.

Finn has kept hard at training, and while getting his beach ball is still primary goal No. 1, the Snooks know they have to pace the former champion.

“We don’t give him the ball all the time, or else it wouldn’t be special,” Josh said.

“But he knows. He can smell the beach ball in our bag, and he lights up. When he knows the ball is in the bag, he knows it’s go time.”

The Snooks moved to San Clemente in December of 2017, and with plentiful park space and the extra benefit of beach training, Finn has had plenty of preparation.

Finn would only be the third dog to win the event twice and just the second to win in nonconsecutive years, and he has the opportunity. Finn just needs to keep his eyes on the ball.

t the start of summer, exactly the time the first south swell was hitting, I headed down to San O, but instead of swinging a right into the lot I went straight—straight into the guest parking for the San Onofre Nuclear Generating Station (SONGS). By a not-so-simple twist of fate, I’d been invited to join a tour of the plant.

Apprehensive and curious, I’ve long wondered what goes on behind the walls there. I was about to find out. Our small tour group in June included San Clemente Green’s Gary Headrick, professor emeritus Dr. Roger Johnson and other locals, as we were checked in at the security office.

Once cleared, we descended into the plant along with a heavily armed security detail. Ushered along by a team of Southern California Edison employees, we were obviously not free to wander.

“That’s classified,” said the head of security when asked about the size of the omnipresent security detail.

As the tour continued and we got closer to the reactors, the conversation turned to the amount of radioactive waste that is emitted by SONGS on any given day. With air vents at the top of both reactor domes and an undersea pipeline, Dr. Johnson pressed the issue.

“We can’t say the number is zero,” explained one of the plant engineers, who was insistent that everything that comes out of the shuttered plant meets all Nuclear Regulatory Commission (NRC) guidelines and rules.

On June 7, 2013, SONGS officially began its decommissioning process. Since that time, 3.55 million pounds of spent nuclear fuel rods have been left to cool in the “pools” inside reactor Units 2 and 3.

The rods that are in storage casks on-site at SONGS are now somewhere in the neighborhood of a “more manageable” 400 degrees centigrade after six years.

The spent fuel is in the process of being removed from “wet storage” and put into “dry-cask storage.” The process has already begun in earnest and SONGS is filling a new storage cask at an average rate

of one every 10 days. There will be 73 canisters filled and stored on site when the project is complete in 2030. Most of the fuel will be ready or cool enough to be transferred by 2020, and some of it can be transferred now.

Unit 1 was taken offline in 2001, and there are currently 51 canisters of waste from that reactor stored on site.

“There is no real-time monitoring,” we were told. “The storage units are checked for radiation once a quarter and we file a report with the NRC every year. If there was a leak, it would be very small and very slow, and we would be able to address it according to the plans we have in place.”

While we’re literally standing on the platform that will soon hold all of these canisters, the impact of what’s being done took hold.

“The reinforced concrete pad that the canisters are sitting on is about 3 feet above the water table,” we’re told.

Keep in mind, the plant was designed around the mean low tideline. Edison boasts that there is a 30-foot seawall protecting the plant in case of a tsunami or other oceanic event, but that measurement is based on the water level at low tide and doesn’t take into account swell activity or sand flow.

The canisters the waste is being stored in purportedly have a shelf life of 20 years, but it was explained to us, “That’s actually just the warranty. They could last as long as 60 or 100 years.”

The biggest problem facing SONGS, as well as other nuclear plants that will be going offline in the coming years, is that there is nowhere to permanently store the radioactive waste. Talks have been ongoing about constructing a storage facility somewhere in Texas, New Mexico, Arizona or Nevada, but at present nothing has been approved.

The other part of the decommissioning process is the actual removal of the two domes that house Units 2 and 3.

“By 2027 or 2029, they will be gone.

All that will be left is the stored waste and some infrastructure that’s critical to the power grid,” explained an engineer.

In the short-term, concerned citizens should push for improved monitoring and more transparency, but for now, the actual process of storing the waste on site will proceed unimpeded.

Long-term, the U.S. government needs to address the situation and figure out a way to get nuclear waste out of communities and into safe, secure storage. That’s really where the fight will be in the months and years to come.

t’s summertime and the living is definitely easy for 6-year-old Gerrit Bakker.

Done and dusted with first grade at Palisades Elementary School in Capistrano Beach, the kid’s rolling through his summer vacation like a boss. With four years in the lineup already under his belt, Bakker’s already earning himself a spot in the lineups from Dana Point to San Clemente.

“When I was 2-and-a-half, I started surfing Doheny,” Bakker said. “I stood up on my first wave and took it all the way to the beach to my mom.”

The rest, as they say, is history. Well on his way to not only getting the surf thing wired, Bakker’s getting dialed in on all board sports.

“I skate San Clemente, Blue Gate and Etnies Skatepark,” he said when asked what he does when he’s not paddling circles around his friends and family. “I also practice jiu-jitsu at Fight Strong MMA, snowboard and go fishing with my family.”

And when it comes to his favorite thing about spending his days in the ocean, Bakker succinctly explained, “It splashes, it’s not hard like concrete and fish swim in it.”
