Five things Dana Point should know this week City Council Votes Down Resolution on TCA Audit THE LATEST: Dana Point City Councilmember Debra Lewis proposed a resolution that called for an independent investigation of the Transportation Corridor Agencies (TCA) at the Tuesday, April 2 council meeting—only for it to be voted down, 3-2. This comes after the Los Angeles Times reported that consultants of The Toll Roads operators may be getting paid large amounts for public outreach and marketing work.

The resolution would support U.S. Representative Mike Levin’s call for a thirdparty investigation into the TCA to ensure the proper use of public funds. Levin sent Gov. Gavin Newsom a letter supporting an initiative for an investigation.

“It would behoove us to look at what’s going on, take these reports seriously,” Lewis said. “We need to make sure money is not being misappropriated by this agency.”

Councilmember Richard Viczorek, who sits on the TCA Board of Directors alongside Mayor Joe Muller, said he was not inclined to vote for Lewis’s motion.

“It is a bit premature to make a decision as to what the right course of action is without gathering more facts,” Viczorek said.

“It was agreed that this would be agendized for the next TCA meeting so that it could be fully flushed out and fully debated.”

Lewis and Councilmember Paul Wyatt voted in favor of the resolution, while Viczorek, Muller and Councilmember Jamey Federico voted against it.

Meanwhile, San Clemente City Council unanimously approved a resolution to request the state California State Controller’s Office conduct a third-party audit on the TCA. WHAT’S NEXT: The TCA Board will be meeting at 9:30 a.m. on Thursday, April 11.—Lillian Boyd

Luciana’s Owner Hosts Book Signing THE LATEST: Dozens of people came out to Luciana’s Ristorante to celebrate the release of Lucy Ann Vallera Luhan’s new book, Convivio, on Wednesday, April 3.

Luhan, a restaurateur who opened Luciana’s in 1983, described Convivio as a family story that emphasizes the importance of having dinner around the table.

“We do have these meals, and we felt our grandchildren would never believe years ago that we sat at the table for an hour and half,” Luhan told Dana Point Times during her book-signing event.

In the book, Luhan, who also goes by Lucia, compares American food culture to that of Italian food culture, using her family’s experience as an example. Some of the key points she makes in the book, she said, are that people should know exactly what they’re eating, that it’s important to read labels, and that children should be taught how to cook.

“My conclusion was food in America is not a priority,” she said. “If there’s no mentor in the kitchen, like a mom or grandmother, to teach you how to make something out of nothing . . . they’re more (likely) to go out and buy something, buy industrial food, because they hadn’t had anyone to show them or teach them.”

OC Public Works Repairing Sink Hole THE LATEST: OC Public Works will repair the sinkhole that has formed on Dana Point Harbor Drive and perform video inspection before removing and replacing a damaged drainage pipe. The sinkhole formed during heavy rains earlier this year, and there has since been a fence erected around it.

Traffic control measures, including flag personnel, will be present during construction. Pedestrians are advised to use caution when walking in the area. The fenced-off area will continue to block a portion of the sidewalk and limit pedestrian access along Dana Point Harbor Drive.

Lifeguards Awarded for Dana Point Jetty Rescue THE LATEST: The California Surf Life Saving Association will recognize nine ocean lifeguards on Thursday, April 11 for exemplifying courage in the water.

Heroic Acts and Meritorious Act Awards will be presented to California State Lifeguards from Huntington, Doheny and San Clemente State Beaches, and from the City of Huntington Beach.

“These individuals demonstrated quickthinking, decisive action and bravery beyond the call of duty,” said CSLSA President Bill Humphreys, who will present the awards. “Their heroism is both inspirational and worthy of recognition.”

State lifeguards rescue boat operator Kirk Schoonover, lifeguards Matt Sage, Victor Arellano, Diego Busatto, Emily Hagen, Derrick Lamb and Malcolm McClung will be recognized for their role in a rescue involving a sailboat that broke anchor.

Its seriously injured skipper was wedged between rocks and hit by surf while trying to free the craft, in the west jetty of Dana Point Harbor on April 9, 2018.

Huntington State Beach lifeguards Killian Rose and Aaron Hoff will be honored for a night-time ocean rescue of two swimmers trapped in rough surf and strong rip currents who could only be located by sound, due to darkness on August 3, 2018.

THE LATEST: Although the Nuclear Regulatory Commission (NRC) has already levied penalties against the operators of San Onofre Nuclear Generating Station (SONGS) for the August canister incident, it is still looking at potential problems before allowing the energy provider to continue storing spent nuclear fuel.

At the Community Engagement Panel (CEP) meeting on March 28, Scott Morris, an NRC region IV administrative director, said the overseeing entity will examine the potential for scratching on the canisters as they’re downloaded and will look at the aging management plan of the canisters; however, Morris said the event that took place Aug. 3, in which a canister was lodged along a guidance ring due to inadequate training, was not a threat to safety.

The NRC still gave majority owner Southern California Edison its secondhighest degree of offense for the problems it says it’s correcting.

Tom Palmisano, the chief nuclear officer and vice president of decommissioning, said Edison made a “senior error” at the CEP meeting following the incident, when a whistleblower who was working on the project came forward.

“It took a courageous worker (coming forward), and we have committed to a sense of transparency. That was a serious error on our part, and we take responsibility for that,” Palmisano said.

Morris said there are only a “handful” of independent spent fuel storage installation (ISFSI) inspectors at the NRC; even so, he said the commission has paid particular attention to this matter.

Morris said the storing of spent nuclear fuel cannot resume until the NRC has sufficiently examined the analyses from Edison and Holtec on the scratching that took place on the canister in the Aug. 3 incident and then only if those analyses hold up to scrutiny. The commission will also look at the safety plans and procedural changes Edison has made.

WHAT’S NEXT: Rep. Mike Levin said on Monday, April 1, that he and other members of Congress are seeking $25 million in appropriations for a consolidated interim storage program that would take fuel from all decommissioned sites.

CUSD Robotics Team Qualifies for World Championship Capistrano Unified’s Districtwide Robotics Team 5199 (Robot Dolphins from Outer Space) recently qualified for the Robotics World Championship in Houston, Texas, along with winning first place at the Los Angeles Regionals FIRST Robotics Competition.

The annual competition is held by the nonprofit FIRST (For Inspiration and Recognition of Science and Technology), which hosts the competitions to “inspire young people to be science and technology leaders,” according to a press release.

Over the course of two days, more than 50 high school teams competed at the FIRST Robotics Competition held at the Los Angeles Convention Center. The event combined the excitement of sport with the rigors of science and technology, engaging students in creative problem-solving, teamwork and strategic thinking skills.

This year’s theme was “Destination: Deep Space,” a sample-collecting mission on the fictitious planet Primus. During the competition, alliances made up of three teams competed on a special playing field with robots they had engineered, built and programmed against like-minded competitors. Students worked alongside professional engineers who volunteered their time and professional talents to guide each team.

The Robot Dolphins from Outer Space team is made up of students from Aliso Niguel High School, Capistrano Valley High School, Dana Hills High School, San Clemente High School, San Juan Hills High School and Tesoro High School. The team also includes students from Laguna Beach High School within Laguna Beach Unified School District.

RH Dana Elementary Goes Whale Watching Dana Wharf Sportfishing & Whale Watching welcomed every student at RH Dana Elementary School on a whale watching field trip on Thursday, March 28. Donna Kalez, the general manager for Dana Wharf, says the field trip has been a special tradition since the school’s 50th anniversary. Don Kalez, the founder of Dana Wharf, and Mayor Joe Muller welcomed the elementary school students at the docks before they boarded for the whale watching trip. About 200 students filled the Dana Pride, the OCean Adventures and the Clemente.

Sen. Bates’ Bill on Addiction Treatment Moves Past Committee The Senate Health Committee has approved Senate Bill 589 by Sen. Patricia Bates (R-Laguna Niguel) that would prohibit an operator of addiction treatment facilities from providing any form of false advertising or marketing services.

SB 589 prohibits an operator of a licensed residential treatment facility, a certified alcohol or other drug program, a recovery residence, or a third party, from providing any form of false advertising or marketing services, including making a false or misleading statement about the entity’s products, goods, services, or geographical locations. SB 589 also authorizes the California Department of Health Care Services to investigate allegations of misconduct and impose sanctions.

Bates said the goal of her bill is to protect individuals with addiction and ensure that they are receiving the treatment that they are promised and to protect those who are at their most vulnerable and seeking treatment.

“Marketers who knowingly and willfully make materially false statements, whether in advertising or by direct communication, with current or potential patients, should be held accountable,” Bates said. “California’s hands-off approach to the addiction treatment industry has sadly led to the exploitation of vulnerable people. I’m pleased that a bipartisan majority of the Senate Health Committee agrees that we need to prevent further exploitation.”

Bates says she authored SB 589 as a result of an investigative report “Rehab Riviera: An investigation into the Southern California rehab industry,” published by Southern California News Group. The report stated that some treatment facilities exploit California-specific regulations and

sometimes-lax oversight in an attempt to cash in on the lucrative industry, despite the potential danger for those the industry is supposed to help.

“While there is still a long road ahead for my bill to become law, I am hopeful that it will gain more bipartisan support in the weeks ahead.”

Over the past year, the Legislature has recognized that consumers with substance use disorders have disabling conditions and that these consumers and their families are vulnerable, Bates said.

“There are no provisions in the California Health and Safety Code to control unethical marketing practices that prey on distressed families or individuals in crisis seeking treatment. As a result, patients and their families can be misled, misdirected, and misdiagnosed by unqualified individuals,” Bates said.

SB 589 will head next to the Senate Appropriations Committee for its consideration at a later date.

Contractor: Rattlesnakes Abound near Trails after Rains Ed Stewart of Stewart and Associates, the contractor of the trail maintenance for San Clemente and San Juan Capistrano, said his crews have seen an abundance of rattlesnakes along the cities’ hiking trails.

Due to the lush surroundings following the rains, more cottontail rabbits have populated, giving the snakes more food.

“We’re seeing small ones and big ones on the San Clemente trails,” Stewart said.

“Because of the growth, we’ve got an explosion of cottontail rabbits,” which creates an abundance of food for predators.

Stewart said he recommends people use a sturdy walking stick while hiking the trails to deter the snakes from the area.

HEADLANDS NATURE WALK 9-11 a.m. This walk focuses on the Dana Point Headlands, its trails, habitat and history. It will introduce participants to the plants and animals located in this Coastal Sage Scrub habitat. Participants will learn about the rare and endangered animals and plants that live here, as well as those typically found in this type of habitat. omelessness could be the issue of the year for Dana Point residents and those in other Orange County cities.

These are words spoken by Dana Point City Manager Mark Denny, and a statement that could be inferred from a community satisfaction survey conducted in Dana Point. “Homelessness is far and away the most serious issue in Dana Point,” the city’s residents stated in a survey conducted by the research company Fairbank Maslin, Maullin, Metz & Associates (FM3).

On Tuesday, April 2, in Santa Ana, federal Judge David O. Carter held the first status conference of the hearing regarding a lawsuit submitted against several South Orange County cities by Housing is a Human Right, which alleges those cities, including Dana Point, have not done enough to provide shelter for their respective homeless populations.

Carter invited city officials from each of the named cities in the suit.

“Because these issues implicate all 34 cities in Orange County, the city manager, the mayor, and the police chief of each city in Orange County is invited to attend the hearing, and is respectfully requested to provide an update about any emergency and transitional shelter sites within each city and Health Care Service Planning Area,” Carter stated in a report on March 5.

Because the south county cities had not been officially served, most of them did not send a representative, and Carter mostly discussed the operations taking place in north Orange County, where cities are spending millions of dollars on new shelters.

Denny, Mayor Joe Muller, Mayor Pro Tem Paul Wyatt, city attorney Patrick Muñoz and Police Chief Lt. Margie Sheehan were in attendance, even though City of Dana Point had not been served.

“It was a matter of courtesy and respect to the judge,” Wyatt said. “We did not have to attend, but we felt it was important that we be there.”

Wyatt previously served on the Dana Point Homeless Task Force, which city council established in April 2014.

Judge Carter expressed frustration with city and county officials sitting on potential funding in addressing homelessness issues throughout the hearing.

“While this county should be extraordinarily proud of itself on what’s been accomplished so far, this is a great chance to have a frank conversation with each other,” Carter said. “This is going to require us to work together.”

Carter displayed photos of homeless encampments and homeless women and children for the courtroom to see. This is what your county looks like, Carter said.

He compared the amount of homeless deaths in Orange County (255 deaths) to San Diego (about 100 deaths) last year.

He argued the true OC number could be closer to 400.

Carter emphasized the need for CalOptima to invest $140 million for homeless healthcare

services. CalOptima officials had previously agreed to a total of $100 million for programs, but Carter pressured them Tuesday to invest $140 million. CalOptima is an Orange Countybased health system that provides health insurance to low-income children, adults, seniors and people with disabilities.

Although hesitant to comply at first, and careful not to violate the Brown Act, CalOptima CEO Michael Schraeder told Carter he would recommend the $140 million to the board. Former Dana Point City Councilmember Scott Schoeffel currently sits on the board.

The CalOptima Board of Directors met at 2 p.m. on Thursday, April 4, after Dana Point Times went to press. For updates on the outcome of funding for homeless healthcare, visit danapointtimes.com.

San Clemente City Attorney Scott Smith said the city is also looking to enter a “joint defense agreement” with San Juan Capistrano, Lake Forest, Rancho Santa Margarita and Laguna Hills in the litigation regarding the shelters. Officials from cities of San Clemente and San Juan Capistrano were not present at the hearing.

“It’s frustrating to get hit with a sledgehammer while we’re working on things in a fairly ambitious way to benefit the homeless,” San Juan Capistrano Mayor Bryan Maryott said in the March 8 issue of Dana Point Times.

Judge Carter stated throughout the hearing that he preferred city and county officials work together, but that he was prepared to exercise powers to block anti-camping enforcement. He cited the U.S. 9th Circuit Court of Appeals ruling in Martin v. City of Boise, which determined

that punishing homeless for camping is unconstitutional if law enforcement is unable to provide adequate shelter.

“We’ve got the money. We’ve got the resources. We just need to connect the dots,” Carter said.

As of press time, City of Dana Point had not officially been served.

Dana Point currently contracts with Mercy House to provide outreach efforts six days per week. The monthly client load adds up to about 30 individuals. In 2018, Dana Point had a combined total of 634 interactions with individuals and families through the city’s homeless outreach efforts. Officials made 22 housing placements and 147 linkages to services.

Dana Point allows emergency shelters up to 20 beds permitted by-right in the Community Facilities Zones. Churches are permitted up to 10 beds by-right.

The city has supported efforts to establish permanent supportive housing in Dana Point, and Dana Point Homes for the Homeless, a grass roots community organization, was established in 2018 to raise private funds to assist Dana Point’s homeless in obtaining stable housing, according to a statement issued by the city. Dana Point also has 242 residential recovery beds.

The city posts statistics on homeless outreach on a monthly basis and can be viewed at danapoint.org.

“We remain committed to addressing the issue of homelessness,” Denny said.

“We hear our residents’ concerns, we believe it’s a priority, and we will continue to work toward solutions.” DP danapointtimes.com

Restoring The Toll Roads to its Core Mission

T

ransportation Corridor Agencies (TCA) formed in 1986 as a joint powers authority (JPA) by the County and several cities following planning that began in the 1970s identifying the need for new highways. A series of laws were enacted subsequently that created the system.

In 1987, SB 1413 (Seymour) authorized toll roads in Orange County. In 1989, AB 680 (Seymour) authorized the State of California (Caltrans) to test the feasibility of building four privately funded transportation facilities. Language in AB 680 stated “the bill would authorize the department (Caltrans) to lease those facilities to the private entities for up to 35 years. The privately constructed facilities would at all times be state-owned.” In 1990, SB 1437 (Seymour) added fees collected pursuant to the subdivision map. The bills envisioned that only upon a finding that there is no other adequate funding available from federal, state or other sources, the JPA could toll the roads to pay off the then-$1 billion price tag, then turn the roads over to the people as free roads like Interstate 5.

The original concept has changed dramatically. When opened in the 1990s, the system cost was already up to about $2.4 billion without taxpayer money, actual initial costs of the roads were missed by some $3.2 billion, or about 400%. The current plan has extended debt and increased tolls—at least 12 times since 1996 to pay off the then-$4

billion in debt that is estimated to cost $11 billion under the current debt structure. TCA would have greater debt than the states of Montana, Utah, Wyoming, Idaho and North and South Dakota.

The toll roads have been collecting tolls on the corridors since 1993 and 1996 and will continue to do so until 2053 and 2050, respectively—not the 35 years as originally planned. The system was created due to a lack of transportation funding. Now, Orange County residents pay four times for roads. We pay our normal taxes, Measure M2 (a county half-cent sales tax for roads), SB1 gas taxes (.12 cents on gas, .20 cents on diesel and increased registration fees), and we pay to drive the toll roads.

The extension was repeatedly denied by the San Diego Regional Water Quality Control Board, California Coastal Commission and by an appeal to the Bush Administration’s Department of Commerce in 2006. These denials ultimately led to TCA paying $28 million into a mitigation fund to settle with environmental organizations and in exchange for their forfeit of opposition.

The settlement also removed the route supported by many of us from building any road.

Since the settlement, TCA has been planning a new route that conceptually passes through the private land of Rancho Mission Viejo, San Juan Capistrano and San Clemente, ultimately connecting to I-5. Additionally, TCA is planning to connect the 241 to State Route 91 Freeway in Corona. The problem is that the Orange County Transportation Authority (OCTA), which manages I-5, and the Riverside County Transportation Corridor (RCTC), which manages SR 91, do not support these efforts. Yet, TCA continues to spend development fees collected on these planning efforts.

Rather than being a toll road operator, which should be their core mission, they have become a planning agency

that is operating outside of their lane, so to speak.

In 2018, AB 382 was heard in the California Senate Transportation Committee. The theme that repeatedly came up by the committee chair was that there needed to be clear delineation as to who the transportation planning authority is in Orange County. The public utilities code is clear. The transportation planning authority in Orange County is OCTA. OCTA is the steward of Measure M2 that has done projects such as the Ortega Highway bridge replacement at I-5, off-ramp improvements and the carpool lane extension to Pico along I-5.

Affordability is a major issue in Orange County. It is very expensive to live here. Fees paid to the toll roads are high. New home construction includes a developer fee for single family homes from $4,126 to $5,797. The 14,000 or so homes being constructed by Rancho Mission Viejo will pay an estimated $130 million to TCA that is ultimately passed along to the new homeowners.

Businesses get hit harder with fees ranging from $4.67 to $8.06 per square foot. All fees have an automatic 2.206% and 2.667% increase each July 1. These fees are all paid by us through our homes and business—and have been for years—for a road, in my opinion, that will never be built.

My bill, AB 1273, removes TCA’s planning authority and stops additional debt. The toll road can still plan by going through OCTA, the county planning authority. The toll roads were built and continue to operate on the backs of homeowners, business fees and toll collection. AB 1273 will return The Toll Roads to its core mission as a toll road operator, pay off the bonds and turn the roads over to the people as free, which was the original intent.

At the Movies: ‘Dumbo’ Returns, But With Less Fanfare

or the first time since the everbland Alice in Wonderland (2010), we get a live-action Disney classic remake and Tim Burton together again in a new film version of Dumbo.

Burton directing an updated retelling is somewhat intriguing because one of his better films, Big Fish (2003), was partially set at a circus. But can Dumbo deliver equally as well?

Set in 1919 Middle America, circus ringleader Max Medici (Danny DeVito) is struggling to keep his circus in business. When his former equestrian performer, Holt Farrier (Colin Farrell), returns home from World War I missing an arm, Medici then places him in charge of the elephants. At the same time, one of the female elephants gives birth to a calf with giant ears. Holt’s children, Milly (Nico Parker) and Joe (Finley Robbins), discover that the

special baby elephant can actually fly and may be able to save the circus with his magical talent.

This new Dumbo barely has anything in common with the 1941 original. There’s a big-eared baby elephant who’s afraid of flying and forced to work at the circus after his mother is taken away. That’s about it. But, unfortunately, the newer elements to the story, including most of Burton’s modern efforts, have a lot of missed potential. Most of the comic relief doesn’t land, except for a couple of gags, and the kids’ subplots are cringe-inducing. With all of Tim Burton movies, though, there are still a couple of nice aspects that stand out: Danny Elfman’s usual music score for his features and Ben Davis’ cinematography. And, aesthetically, Dumbo himself is pretty cute for a CGI elephant. DP

Youth Can Lead Community Change

I

n February of this year, I had the opportunity to attend the 29th annual National Leadership Forum led by the Community Anti-Drug Coalitions of America (CADCA). The forum was made up of students and adults who wanted to further their knowledge of the many issues our youth face today. Each day, there were new and interesting workshops we attended that addressed ways we can improve our communities.

There were a couple of workshops I thought were the most interesting, and most shocking, which were about suicide among youth. The most striking statistic is that, according to the Centers for Disease Control, suicide is the second-leading cause of death for youth ages 15-24.

As a teen, I’ve seen anxiety and depression become more common among my peers, and being a very empathetic person, it’s difficult to realize how many people must feel alone and lost. It is even harder to grasp the reality that so many people have considered or attempted suicide.

Another great part of the experience

was getting to meet with a representative from the office of Rep. Mike Levin. Along with other youth coalition members, we got to speak to Robbie Farewell, who is a senior legislative assistant for Congressman Levin. We spoke about what we do as a coalition and provided information on some of the biggest issues that San Clemente youth face today. Speaking to Mr. Farewell was a totally new and amazing opportunity for me. Our coalition is very grateful for the time that Congressman Levin’s office gave us and that they expressed wanting to become more involved in what we do. I am excited to work further with him to improve our community in San Clemente and in Orange County in general.

cean Institute raised more than $300,000 at its 17th Annual Jazz Festival held on March 29-30. The event helps subsidize the Adopt-a-Class program, which provides low-income students with Ocean Institute field trips.

The rock band Orange Blossom Special is made up of brothers Anton Hoetker and Alan Hoetker as well as Devin Lebsack. Anton handles vocals and guitar; Alan, vocals and bass. Devin is the drummer. The band takes inspiration from bands such as Lynyrd Skynyrd and AC/DC. Orange Blossom Special will be performing at Sabroso Craft Beer, Taco & Music Festival on Sunday, April 7.

Dana Point Times spoke with Anton in advance of the festival: Q: What are some misconceptions about being in a band?

A: It’s a lot of work, but it’s also a lot of fun. And then there’s touring and being gone for months at a time. One tour was eight months long, but it wasn’t completely consecutive; we did two months at a time. We signed up for it, we knew what we were getting into, but it’s a lot of fun. We get to see friends and family across the country.

We get to meet more fans and make new friends and connections. It really helps us grow, and we learn a lot about each other. One thing people don’t see is we’re all piled into a van or a bus, and we’re all on top of each other.

Q: What’s the biggest difference from the beginning of the band to now?

A: We learned how to play better, and our song writing is a lot better. When we started, the attitude was ‘go nuts and have fun’—more punk rock-based on what we grew up on, and over time it’s mellowed more into a genre-bending rock. We’ve become friends with lot of other bands, and they’ve helped us with what to do and not to do. A lot of

“It was vital to have the community’s support. Without Monarch Beach Resort, this would not have been able to happen,” Pingaro said. “It was a wonderful weekend, but we can’t wait to do it all again next year, with more special twists.” DP

Q: How has social media affected the band?

A: It’s had a good reach. Anyone across the world can punch in a web address or name, see the band, and have access to the music. But also, some people are more comfortable staying at home and streaming a show; it’s a lot different than actually being there. Might be more comfortable and less sweaty.

Q: How do you define success?

A: We had a separate phone and phone number for the band and thought it would be cool to put that phone number on our CDs. After a show in Detroit, a girl called and said she was super stoked on our music but was struggling with personal stuff. She was a mess, but we answered, and she was able to stick through. We’re successful in my book if we can come through with our music and help someone.

t would have been easy to expect less from the Dana Hills softball team this season.

The Dolphins graduated their top six RBI leaders from last season and were moving up to the tougher South Coast League.

No more years of breezing through the Sea View League as its pacesetter.

With youth coming to the table, Dana Hills figured it would need time to sort out what it has and who it is. Through 16 games, the progress report is promising: the Dolphins are strong and in the thick of it in the South Coast League.

“We tempered our expectations for this group,” Dana Hills coach Brandon Cosenza said. “Let’s play loose, let’s have fun, let’s see what happens. These kids have so much heart. They come to practice every day with an awesome energy.”

Dana Hills (11-4-1, 2-1) is powered by the top of the batting order with contributions from every grade level. The Dolphins’ top three run-scorers and top four hits leaders are the first three and four spots in the order, respectively.

fter five months casting and catching, the Halibut Derby at Dana Wharf Sportfishing & Whale Watching has a champion.

Brian Dancer of Valencia is the winner of the 2019 Halibut Derby and the $1,500 top prize. Dancer’s 26-pound, 10-ounce catch on Feb. 24 stood up over the last month of the competition.

the co-leader in hits with 17 and is third in runs with 14. Batting second is freshman Kaci Palmer, who is tied with Stillwell at 17 hits and leads the teams in runs with 16. At the No. 3 spot, senior Terra Goetz is second with 16 hits and 15 runs scored and leads with six doubles. Batting cleanup, sophomore Piper Tago is third in hits and the team leader with 17 RBI and four home runs.

“They play together as a team,” Cosenza said. “We don’t really have any superstars on this team. They love competing and play really well for each other.”

Junior Chloe DePierro is second in RBI

with nine, and Palmer, senior Sam Montero and junior Margo Hopper are tied for third with seven RBI. Stillwell also produces the speed needed at the lead-off spot with a team-high 10 stolen bases, doubling the total of her nextclosest teammates: DePierro and Palmer, both with five.

While a big contributor on offense at the top, Goetz also returned as the team’s top pitcher from a year ago. In 57 innings over 12 appearances, Goetz is limiting opponents with a 1.35 ERA and a .194 batting average.

All of this has put Dana Hills in the middle of a very competitive South Coast

posted her on top of the leaderboard for nearly four full months.

Owens took $750 for second place.

JB Delvert’s catch of 23 pounds, 9 ounces came in third place for $500.

Robert Prei’s 22-pound, 14-ounce haul took fourth place and $250. Tony Garrido claimed the last money spot with a 22-pound, 7-ounce catch for fifth place and $100.

The top 25 anglers on the Halibut Derby leaderboard will now compete in a fish-off drift trip on Sunday, April 7. The top angler on the trip will take home a $500 prize.

Fishing was great outside of the derby, as well, with good weather producing prime conditions.

In his weekly report, Captain Brian Woolley said the current in the deep-water zone helped where the fleet had been catching rockfish. Trips saw plenty of vermilion rockfish and grouper but also ran into some red crab that made bottomfishing tricky.

On the half-day trips, the majority of

the kelp is gone, so Woolley said boats were able to get to some spots they hadn’t been able to reach previously, resulting in strong sheephead hauls.

Over at San Clemente Island, the Fury saw some nice rockfish of its own, with the addition of whitefish and sheephead.

League.

Aliso Niguel is the leader at 3-0, and Dana Hills right behind at 2-1. San Juan Hills and Mission Viejo are tied for fourth at 2-2, and Laguna Hills brings up the rear at 0-4.

With 10 days off between games for spring break, the Dolphins need to be sharp before hosting Mission Viejo on Tuesday, April 9. The Diablos beat Dana Hills, 7-5, on March 21.

Dana Hills plays at Aliso Niguel on April 16 and hosts the Wolverines on April 18.

Celebrating the Surf Shop In every sense, the inaugural Dana Point Surf Shop Challenge was a resounding success

f you caught a whiff of burning sage during your dawn patrol session last Saturday morning at Salt Creek, it’s all good.

It was an Acjachemen ceremony blessing the start of the inaugural Dana Point Surf Shop Challenge. The contest brought not only Dana Point’s five esteemed surf shops together, it was a full-on community gathering from beginning to end.

“When we started thinking about putting something like this together, we didn’t just want to have another surf contest; we wanted something that celebrated Dana Point’s longtime ocean culture and brought people together in a more meaningful way,” said Eric Diamond, the president of the Dana Point Surf Club and mastermind behind the event.

“It was really important to have the Acjachemen ceremony and honor Dana Point’s original beach culture,” Diamond said. “I think that helped people get . . . a deeper understanding and appreciation for those that came before us. It’s about respect. We want to be inclusive, and having that blessing at the beginning really got things off on the good foot.”

pring has sprung, summer isn’t far behind, and Dane Matson is rolling.

Under warm, sunny skies last weekend at San Onofre, Matson demonstrated that he’s not the only one in his family on the rise. While older brother Kade continues to assert himself on the Pro Junior level, Dane’s not too far behind. With pristine conditions and pumping surf, the second-to-last USA Surfing Prime Junior contest landed at Church last weekend, and Dane stepped up for a huge win in the boys under-14 division.

Orange County and northern Orange County, developing robust villages along the San Juan Creek and the San Mateo Creek. That all changed when Spanish missionaries founded the San Juan Capistrano Mission in the late 18th century. By the 20th century, the Acjachemen culture had been largely stamped out, but recently the language and customs are thankfully being revived.

Even if the beach was filled with sandy kids in wetsuits, the historical vibes were inescapable. In 1954, Hobie Alter opened one of the first surf shops in California and the first surf shop in Dana Point. Originally a place to simply order and buy a new board, and later other surf gear, clothing and products were added to the shelves, and the surf shop morphed into what it is today. It also became ground zero for

surfers up and down the coast to find out what was going on (mind you, SURFER Magazine’s first issue was still six years away at the time).

“That’s why we felt it was so important to celebrate this heritage we have here in Dana Point,” Diamond said. “Dana Point is largely where the surf shop was born, and to bring it back and see it all come full circle like this, it really speaks to the surfing heritage of the area.”

Five surf shops competed in the firstever Dana Point Surf Shop Challenge: Hobie, Killer Dana, Jack’s, Infinity and Girls In The Curl. There were divisions for everyone from the youngest groms to the crustiest old dudes. The longboard division was especially interesting, featuring local shaper/artist/surfer Tyler Warren, world-renowned stylist Andy Nieblas, and

The win puts Dane firmly into first place on the 2018/2019 USA Surfing ratings. He’s approximately 500 points ahead of second-place surfer Cole McCaffray, meaning he has a very real chance of capturing the national title.

The final event of the season will take place on May 4-5 at T-Street.

Last month, Dane helped lead Shorecliffs Elementary to its 14th consecutive NSSA State Title.

In February, Dane spent some valuable time in Hawaii with the Hurley crew, where he was able to get plenty of water time and work with former world tour surfer and San Clemente resident Yadin Nicol.

a whole crew of talented cross-steppers.

“These are literally some of the best longboards on the planet, and they’re all down here at Creek. It’s so cool to see how deep local roots grow and that these guys would come back to surf in a contest like this,” Diamond said.

At the end of the day, all of the heat winners were thrown into one “super heat” to compete for supreme bragging rights.

Dana Point stalwart Chris Billy took the win in the super heat, topping a ridiculously talented field. Utilizing a team format for the contest, points were earned for results in specific divisions and went toward a shop’s final total. When the spray finally settled, it was Killer Dana that earned the bragging rights and the first-place trophy.

“I’m kind of speechless, to be honest,” Diamond said. “We had great surf, great weather, a ton of friendly competition and some local rivalries. Every shop did an amazing job rallying the tribe. Killer Dana came out in force. Congratulations to all those guys and girls that made it happen.”

Back in the day when Alter was just opening his doors, the surf shop quickly morphed into more than just a place to buy stuff. It was a gathering place, a place where information and stories could be shared. Surf shops were the cultural hub for the early surfers.

Today, there’s a lot of talk about the struggles of brick-and-mortar retail spaces and the impact online sales have had on small businesses such as surf shops. But if the shops can stay true to their roots and not just push boards, bikinis, trunks and wax but also offer a sense of belonging and community, that’s always been the source for success. Dana Point’s lucky to have such a long and storied history, one that continues to play out today. It’s great an event like the Surf Shop Challenge has been created to celebrate it. DP
