How to manage a manure spill

From reporting to cleanup, knowing what to do keeps farmers out of trouble

MADISON, Wis. – Manure hauling and spreading is a task every dairy farm must deal with – whether done inhouse or hired out. When handling manure, the potential for a spill is always a reality.

Therefore, farms must be prepared to manage a spill if one should occur.

This was the topic on The Dairy Signal hosted by the Professional Dairy Producers of Wisconsin Sept. 15. Ways to avoid a spill, how to report and manage a spill, and what farmers need to know in regards to cleaning up a spill were discussed by Kevin Erb, director of the Conservation Professional Training Program for the University of WisconsinMadison Extension, and Issac Ross, Spills Team leader – Hydrogeologist Program coordinator at the Wisconsin Department of Natural Resources.

“Accidental manure spills happen,” Erb said. “There are going to be tanker tip overs, hoses that break and pipes that fail. Not cleaning it up or

physically restoring the site is where farmers get into trouble.

You need to report the spill and document your actions. Leaving manure on the road creates a safety hazard, while leaving it in the ditch causes an environmental hazard.”

Each state has its own reporting and hotline numbers.

In Wisconsin, manure spills should be reported to the DNR emergency hotline at 1-800943-0003. Ross assured farmers the DNR is there to help, not condemn. No matter what day of the week or time of day a spill occurs, the DNR has connections throughout the state and can get people on the ground to assist. However, it is not the DNR’s responsibility to come in and clean up the spill.

“Our role at the DNR is not to get people in trouble, but rather, assist those who have a spill,” Ross said. “We’re here to be a helping hand, providing resources and guidance to a farmer. We want to work with you to make sure the spill is contained and cleaned up

Knowing what to do in the event of a manure spill is essential, which is why Erb and Ross recommend every farm have a spill response in place prior to a spill occurring.

Farms should do their best to prevent accidents by making sure everything is right when

“If a farmer reports a spill, they tend to underestimate the volume slightly,” Erb said. “But if it’s a citizen, the volume gets doubled, tripled or even 10-20 times what it actually is because they don’t have a perspective on what 10 gallons of manure versus 100 gallons actually looks like. Therefore, it’s better if the farmer reports it. You’re the one who knows the equipment and understands the situation.”

Reporting a spill does not automatically mean the DNR will show up on a farmer’s doorstep. Small, contained situations rarely require a visit from the DNR. If a hose breaks in the eld and spills 500 gallons of manure but is not near any water resources, lling out some forms might be all that is required. However, if manure ends up in a shallow bedrock area, and there is concern about it entering someone’s well, the DNR may have to investigate. If someone is hauling liquid manure and it spills into a river, the DNR will want to mitigate damages to the environment as fast as possible. Any time there is a manure spill, the impact to human health and the environment must be assessed.

“Five gallons of manure spilled right next to a trout stream is going to be a much different situation than 500 gallons spilled in the middle of a at corneld,” Erb said. “As dened in state statutes, spills are less about quantity and more about their potential impact.”

A spill in a eld that a farmer can till and spread is not going to be considered a great threat to human health or the environment. Spreading out the spilled manure so the rate matches the nutrient management plant is the goal, and making sure manure’s nutrients are used by the crop is much better than a spill of a smaller amount involving a potential aquatic kill.

Even if a spill seems inconsequential, Ross and Erb said to err on the side of caution and report it. In Wisconsin, a spill of any quantity by a permitted facility or concentrated animal feeding operation must be reported. Whereas the standard for smaller farms is not as tight.

“It’s better to be upfront about it,” Ross said. “It’s a lot easier to have a ve- or 10-minute phone call with a regional spill coordinator than it is to have Wardens sampling their way up a river two to three days later and contacting you to nd out if a spill occurred. We can delete a spill report after investigating further and determining it doesn’t rise to the level of a reportable spill, but we can’t bring a trout steam back to life

in a matter of a couple days.”

Ross said farmers should follow the ve Cs when dealing with a manure spill: caution, control, contain, contact and cleanup. Safety is top priority in a manure spill. In the case of a tanker that tips over on the road, making sure the driver gets the medical attention he needs takes precedence over stopping manure from traveling farther down the ditch.

Once safety is addressed, gure out how to control the spill and prevent it from getting any bigger. If a valve was opened accidentally on a truck or tanker, close the valve to prevent any more manure from physically leaving the hose or tanker. An accident on a major two-lane road should be immediately called into emergency services to get trafc control. Next, look at the cleanup process.

Depending on the type of spill, cleanup could be as easy as using a skid loader, building some berms and containing the spill, or it could be as involved as having a contractor on hand to clean. If there is a manure spill in a hay eld or road ditch, ushing off 95% of the solids and vacuuming those up may be all that is required. Vegetation will take up those nutrients, and the use of a skid loader and backhoe to move earth would be unnecessary.

“We’re not looking to restore a ditch or eld to where a family could sit down and have a picnic lunch,” Erb said. “We’re looking to get as much manure off as possible without creating additional environmental problems.”

Ross agreed.

“Our goal is to make sure the site is restored to its intended use practices,” Ross said.

Although farmers might fear reporting a spill will incur negative consequences, Ross said that is not the case.

“A farmer who reports spills and works with us is going to be in a much better situation than a farmer who does not do those things,” Ross said. “It’s going to be in your favor to work with us versus avoiding responsibility when these incidents do occur.”

The DNR is not in the business of handing out nes and citations, Ross said.

“Those typically come into play when responsible parties fail to report a spill or do not cooperate with us,” he said. “We assess the damage and put a dollar value on that damage if need be, but we’re not going to come in with guns blazing every time. We know spills happen. The DNR wants to be able to help you as best as possible while making sure the environment is able to be used and shared by everybody.”

Oregon family deals with the threat of an encroaching wildre

SILVERTON, Ore. – Wildres have roared across enormous swaths of the Western states. Smoke from these res has caused skies in the Midwest to take on a milky white hue. Satellite images have shown the plume of smoke has reached as far as Europe.

It would be hard to imagine dairy farming in the midst of such a wide-ranging calamity. But Darleen Sichley and her family do not have to imagine it. They are living it.

Sichley and her husband, Ben, and Sichley’s parents, Alan and Barbara Mann, milk 95 registered Guernseys at their farm situated on the western foothills of the Cascade Mountains.

weather event took place. A hard wind blew from the east. That never happens here. The Beachie Creek ďƒžre joined up with two other ďƒžres and moved 50 miles westward in one day.â€?

Sichley’s farm was suddenly placed under level 3 evacuation orders. “Level 3 means get out now,� Sichley said. “Ben and I felt good that we were allowed to stay at the farm to care for our livestock. We sent our kids to stay with Ben’s parents.�

The dense, choking smoke became steadily thicker as the ďƒžre roared down from the mountains and drew closer and closer to Abiqua Acres. “My husband and my father are both volunteer ďƒžreďƒžghters, so they kept a close eye on the situation,â€? Sichley said. “The ďƒžre was ďƒžnally stopped when it was just 4 miles from our farm.â€?

Sichley and her family felt their milking herd was relatively safe from the ďƒžre. “We completed a new robotic dairy barn in 2017,â€? she said. “The new barn is made of concrete and steel, and the fuel load around the barn is as low as it can be, so we knew that the milking animals would be OK. But our youngstock are housed in older wooden buildings. If the ďƒžre got too close, we had made a plan to get a bunch of trailers and evacuate our youngstock to a safe place. You just make what you hope are the right decisions and pray.â€?

Abiqua Acres would not have been saved without the help of numerous community volunteers. “We cannot thank our local community enough,â€? Sichley said. “Loggers, farmers with water tanks and people simply using shovels to put out hot spots helped stop the ďƒžre before it got to our farm.â€?

Abiqua Acres is a 95-cow dairy located on the western foothills of the Cascade Mountains near Silverton, Oregon. Their milk herd is let out onto a pasture almost every day to graze. and her family had to deal with. For days on end, the smoke was so thick that visibility dropped to nearly zero. “The air quality was so poor that we had to wear N95 masks just to do chores,â€? Sichley said. “But the cows hardly missed a beat. We were without electricity for about a week. On the ďƒžrst day without electricity, one of our backup generators failed. We lost a few hours’ worth of milking, but other than that the cows have been doing ďƒžne. We have been giving the cows multivitamins to help them deal with the effects of the smoke. Nothing much has changed for the cows other than we haven’t been able to turn them out onto the pasture due to ďƒžre safety concerns.â€?

Abiqua Acres purchases nearly all of the feed inputs for its herd. On most days, the milking cows are let out onto a pasture located near the dairy barn to

graze and exercise. “We had been feeding cannery waste silage to the cows, but we recently switched back to corn silage,� Sichley said. “There is some concern regarding how this year’s corn silage will taste and how much ash it might contain. We buy our alfalfa from a grower located on the eastern side of the state. His area hasn’t been affected by the smoke, so there shouldn’t be any problems with the alfalfa.�

The Beachie Creek ďƒžre has consumed more than 193,000 acres so far. In Oregon alone, well over 1 million acres have gone up in ďƒ&#x;ames during the past few months.

Sichley said conditions for runaway wildďƒžres were primed by an extraordinarily hot and dry summer. “We had an abnormally hot summer,â€? she said. “There were a couple of

weeks when the temperatures reached 100. We used to get a couple of rains per month during the summertime, but that doesn’t happen anymore. Climate change has deďƒžnitely had a big effect on our weather.â€?

The climate of the Willamette Valley is considered to be a mixture of Mediterranean and oceanic, with cold, damp winters and warm, dry summers. Average high temperatures in Silverton range from 79 degrees Fahrenheit in July to 45 in December. Silverton normally receives more than 45 inches of rain per year.

Many Oregonians, including Sichley and her family, had been hoping for rain to help ďƒžreďƒžghters gain some control of the wildďƒžres and improve air quality.

Their prayers were answered the night of Sept. 18 when up to 2 inches of rain fell in the Silverton area. “There’s still a long hard road ahead with these wildďƒžres but at least ďƒžnally today we can breathe easier,â€? Sichley said in a Facebook post.

Getting control over the wildďƒžres is just the ďƒžrst step in what will be a long and difďƒžcult road to recovery for the state of Oregon. “It will be months before all of the ďƒžres are put out,â€? Sichley said. “And it will take years for the region to fully recover. We are lucky that we didn’t suffer any property damage. There are entire towns that have been wiped off the map by wildďƒžres. Some families have literally lost everything.â€?

Despite all the challenges of dairy farming in a wildďƒžre zone, Sichley remains upbeat. “We are feeling very lucky,â€? she said. “We may have had some difďƒžculties, but the power of the community of helpers is greater than the fear and is the brightest light of hope.â€?

My favorite chore is bringing the cows up from the pasture because I get to ride the fourwheeler. My least favorite chore is bottle feeding calves because it takes a lot of time right now to warm up the bottles.

What is your favorite animal on your farm? Our calf, Bella.

She is 10 days old. I like the pattern of her colors, and she is from a good cow family. I also like that she is a good eater and picked up on drinking from the bottle really fast.

What is your favorite subject in school? I like art. I enjoy crafts. Last year, one of our art projects was sewing stockings around Christmas time. I really liked that.

What is something you have learned in school recently? In history, I am learning about how the Native Americans originally got to North and South America.

What do you want to be when you grow up? I would like to be a dairy farmer or an artist because I like painting.

If you had a farm, describe what it would look like. I would have a farm similar to ours – 50 dairy cows that would be milked in a step-up parlor. They would also graze and be certied organic. I would also have a farm dog.

What is your favorite dairy treat? Cookie dough ice cream.

What is your favorite part about farm life? I like being outside. I am an outdoor person. This summer, I enjoyed doing a lot of outside projects with my grandpa.

Are you involved in any activities? I am in church youth group, although we have not had any gatherings lately because of COVID-19. I like being with my friends my age. I am also more open at youth group than I am with my classmates at school.

What is your favorite subject in school? I like math because it comes easy to me.

What is something you have learned in school recently? A lot of it is review. In math right now, we are reviewing algebra.

What do you want to be when you grow up? I want to be a veterinary technician.

If you had a farm, describe what it would look like. I would have a lot of employees, 100 dairy cows with a step-up parlor. The cows would be grazed and certied organic. I would also have 20 dairy goats, 30 sheep, 10 barn cats, three house cats and one dog.

What is your favorite dairy treat? A chocolate milkshake. I especially like the ones at the county fair.

What is your favorite part about farm life? I like getting to ride the four-wheeler.

What do you like to do during recess? I like to play Dead Man’s Creek with my classmates. One person who is it has their eyes closed and tries to tag others on the playground equipment. If the person who is it says, “Dead man’s creek,” while someone is on the ground, that person is now it.
