TAMWORTH — SAU 13 appears to be in disarray at the moment. A Madison committee recommends withdrawal from the SAU, school board members and top staff have been quitting, and a consultant says the community has "no confidence" in its business function. That consultant recommends taking the budget approval process out of voters' hands. Still some school board members expressed confidence ins SAU 13's ability to bounce back.
