JNPA : New Govt in Maharashtra brightens chances of Greeneld Port at Vadhavan MUMBAI: The Centre’s bid to develop a mega port at Vadhavan near Dahanu in Maharashtra’s Palghar district has brightened after the change of Government in the State with Chief Minister Shri Eknath Shinde said to be keen on the project despite growing protests from local fishermen and environmental groups.

DTEPA was set up by the Centre in 1991 as an oversight agency to “monitor” projects while notifying Dahanu taluka as an ecologically fragile area. JNPA has approached the DTEPA in May this year for NOC after the Ministry of Environment, Forest and Climate Change (MoEF & CC) said in a 26 May office memorandum that “setting up of port in Dahanu Taluka Ecologically Fragile Area may be considered subject to clearances under EIA Notification, 2006, CRZ Notification 2011 and clearance from DTEPA and other rules/regulations as applicable”.

NLDS to install RFID readers at Empty Container Yards to help track boxes and ease shortages NEW DELHI: NICDC L ogistics Data Ser vices (NLDS) Ltd will install Radio Frequency Identification (RFID) readers in top 200 empty containers yards in the country as the Government looks at ways to ease availability of empty boxes, an issue that cropped up last year and added to the woes of exporters hit by soaring freight rates when demand boomed. India has some 900 empty container yards where the steel boxes are stored after destuffing the import cargo. NLDS has picked around 200 empty yards that have capacity to store a large number of empty containers. Of these, it has taken approvals to install RFID readers at 143 empty yards. “To overcome the issue of container shortages, NLDS will install RFID readers in all the empty container yards to see how many containers there are in these empty yards so that it can be reported to the Government for taking necessary action,” said a Government official overseeing the process. “In the next two months, RFID readers will be installed in each and every empty yard,” the official said. The move to install RFID readers in empty container yards was felt necessary after a committee set up by the Government under the Ministry of Ports, Shipping and Waterways sought to know the reasons and issues that led to container shortages. The acute shortage of boxes in 2021 led shipping lines to reposition some 1.85 million twenty-foot equivalent units (TEUs) of empty containers into India to help ease the shortage of containers for exports. The situation on both equipment and space on ships has eased for some time now, according to Container Shipping Lines Association (India), a lobby group for Global container carriers operating in India. “ (But), the issues, like the one pertaining to early release of long-standing containers for instance, are under Government consideration and we hope that these are addressed sooner rather than later,” Mr. Sunil Vaswani, Executive Director, Container Shipping Lines Association (India) was quoted as saying recently. The equipment crunch also prompted Container Corporation of India Ltd (CONCOR), the State-run rail hauler, to promote container manufacturing under the

‘Atmanirbhar Bharat’ initiative by placing orders for 6,000 containers with local firms. The manufacturing orders included 1,000 containers each to BHEL and Braithwaite & Co. Concor also placed orders with Mazagon Dock Shipbuilders Ltd for manufacturing 2,500 containers, comprising 1,500 containers of 10 feet high and 1,000 containers of 12 feet high, V Kalyana Rama, Chairman and Managing Director, CONCOR said in May. India will require approximately 60,000 new containers between now and 2026, an annual addition of about 10,000 TEUs per year, according to the government. The global container fleet is handled by container leasing companies and shipping lines. Since starting operations in 2016, NLDS has extended its coverage to 27 terminals across 17 ports, helping track 100 percent of India’s container volume. NLDS container tracking solution has significantly benefited various stakeholders in the supply chain operations, by considerably reducing the port dwell time and overall transportation time for export and import of shipments. For instance, Jawaharlal Nehru Port Authority, India’s biggest State-r un container gateway, has reduced its import container dwell time over the last five years from 101 hours to around 46 hours. The tracking solution of NLDS shows the dwell time performance of every container as well as that of the container freight stations (CFS) and the inland container depots (ICD). “Due to RFID tagging, there is constant monitoring of containers. People know where the container is, why it is taking time and initiate action,” the official said. Earlier, import containers used to sit in a terminal yard, CFS or ICD for as much as four days after unloading from a ship, creating congestion. “Today, boxes are getting cleared in much less time, freeing up more yard capacity”, the official added. The installation of RFID readers at empty yards is expected to improve the turnaround time of empty containers and help make available empty boxes for exporters. The NLDS will also soon roll out the Unified Logistics Interface Platform (ULIP) that seeks to integrate information of various ministries and departments on one platform.

Exports likely to record reasonable level of growth in 2022-23: Piyush Goyal NEW DELHI: The Country's exports are likely to register a "reasonable level" of growth in the current financial year despite the global uncertainties on the trade front, Commerce and Industr y Minister Piyush Goyal has said. Clearly, there are signs of a Global slowdown in International trade and India is keeping a "watchful" eye on the developments by talking to all the export promotion councils and large exporters, and engaging with the Indian missions abroad, he said. In the current global situation, "our exports will stand on the basis of price competitiveness and q u a l i t y … We w i l l c a l i b r a t e t h e expectations of exports based on the ground reality," the Minister was quoted as saying. When asked if figures like USD 450 billion or USD 500 billion worth of goods exports in 2022-23 look ambitious in this situation, he said the ministry has not yet come to any final figure or an export target for the current year, and it is in consultations with all the stakeholders on that. "The whole world is facing severe challenges, Covid is not yet over…There is a geopolitical situation, which is not conducive, inflation worldwide is (a matter) of concern, petroleum products are still at high prices, food security concerns also are before us, and fertiliser

shortages in many parts of the world are reported. "In these challenging times, the fact that India prepared itself structurally and strengthened our basic readiness and capability to expand exports. Therefore a reasonable level of growth from last year can still be expected," Goyal said. India's merchandise exports in June rose by 16.78 per cent year-on-year to USD 37.94 billion while the trade deficit ballooned to a new high of USD 25.63 billion on account of a steep increase in gold and crude oil imports, as per the Government's preliminary data. The export growth in June moderated from 20.55 per cent in May and 48.34 per cent in June 2021. In 2021-22, the country's merchandise and ser vices exports touched USD 420 billion and USD 254 billion, respectively. Commenting on the new foreign trade policy (FTP), Goyal said the Ministry is collecting inputs from all quarters to release a "robust" policy. Due to the uncertainties all over the world and International trade, the Ministry has extended the existing policy till September this year. "In these challenging times, we are looking at further ease of doing business, reducing compliance burden, decriminalising existing laws, developing districts as export hubs, promoting our traditional areas

where we are strong like textiles, pharmaceuticals, marine products, other Agri produce, handicrafts and handlooms, and leather goods, and we feel that the demand for these products will be robust in the long run," the Minister said. The role of States, particularly districts, is crucial to promote India's outbound shipments. The Government is supporting aspirational districts and Northeastern States, and also identifying the unique products of each district that can be promoted both in India and worldwide, he noted. On ways to scale those products for export purposes, he said the Government can hand hold those products by providing better testing facilities, brand building, and creating awareness in the world through Indian missions abroad. "We are also looking at (extending) support of infrastructure, which is relevant to these products," Goyal said. On the proposal to restructure the C o m m e r c e M i n i s t r y, a s t h e Government is looking at taking the goods and ser vices exports to USD 2 trillion by 2030, he said the Ministry has been working for the past few months to design it on a more forward-looking pattern where trade promotion for goods and services becomes an integral part of its activities.

RBI forms arrangement in settling International Trade payments in Rupees NEW DELHI: The Reserve Bank of India (RBI) has said that it has decided to put in place an additional arrangement for invoicing, payment, and settlement of exports and imports in rupees. The decision, RBI says, has come in order to promote growth of Global trade with emphasis on exports from India and to support the increasing interest of Global trading community in Indian rupees. “Before putting in place this mechanism, authorised dealer (AD) banks shall require prior approval f r o m t h e Fo r e i g n E x c h a n g e Department of Reserve Bank of India, the central bank added. It also mentioned that the exchange rate between the currencies of the two trading partner countries may be marketdetermined. Further, RBI explained that Indian importers undertaking imports through this mechanism shall make payment in rupees which shall be credited into the Special Vostro account of the correspondent bank of the partner Country, against the

invoices for the supply of goods or services from the overseas seller /supplier. Meanwhile, Indian exporters, undertaking exports of goods and services through this mechanism, shall be paid the export proceeds in rupees from the balances in the designated Special Vostro account of the correspondent bank of the partner Country. Here are the following changes decided by RBI on international trade settlement in rupees: Documentation: The Export / Import undertaken and settled in this manner shall be subject to usual documentation and reporting requirements. Letter of Credit (LC) and other trade-related documentation may be decided mutually between banks of the partner trading countries under the overall framework of Uniform Customs and Practice for Documentary Credits (UCPDC) and incoterms. Exchange of messages in safe, secure, and efficient way may be agreed mutually between the banks of partner countries.

Advance against Exports: Indian exporters may receive advance payment against exports from overseas importers in Indian rupees through the above Rupee Pa y m e n t M e c h a n i s m . B e f o r e allowing any such receipt of advance payment against exports, Indian Banks shall ensure that available funds in these accounts are first used towards payment obligations arising out of already executed export orders / export payments in the pipeline. The said permission would be in accordance with the conditions mentioned in para-C.2 on Receipt of advance against exports under Master Direction on Export of Goods and Services 2016 (as amended from time to time). In order to ensure that the advance is released only as per the instructions of the overseas i m p o r t e r, t h e I n d i a n b a n k maintaining the Special Vostro account of its correspondent bank shall, apart from usual due diligence measures, verify the claim of the exporter with the advice received from the correspondent bank before releasing the advance.

FIEO welcomes new provision to help Foreign Trade with countries having forex shortage N E W D E L H I : Welcoming the new Provision, Dr A Sakthivel, President, FIEO said that in existing FEMA provisions, the final settlement has to be in free foreign exchange except for Nepal and Bhutan. Now the final settlement to all countries, if approved by RBI, can be in Indian Rupee.

This move will pave the way for trading and settlement of exportimport transactions in Indian Rupee. The timely move, at a time when many countries are facing huge forex shortages in Africa and South America, allowing only exim transactions through LC will help our exporters and importers, added

FIEO's Chief. This move is a recognition of the Indian rupee as an international currency. We hope, observed Dr Sakthivel, that the Government will clarify on exports benefits on such exports in Rupee, which is hitherto only granted for exports payments received in foreign currency.

DPIIT & MeitY to make PM Gati Shakti portal public by August NEW DELHI: The Department for Promotion of Industry and Internal Trade (DPIIT) and the Ministry of Electronics and Information Technology (MeitY) are reportedly working towards finalising the guidelines to make the PM Gati Shakti National Master Plan portal available to the public. To improve the logistics sector, the Central Government had introduced the PM Gati Shakti National Master Plan for Multi-Modal connectivity to various Economic Zones via tech adoption and speedier implementation. The goal is to enable logistics efficiency via railways, roads, ports, waterways, airports, and mass

transport connectivity. The move also lays out the vision to transform energy infrastructure across the nation via a one-click comprehensive view model – that will help users build transportation plans and implementation processes. The Gati Shakti portal was also at the centre of the Union Budget 2022 wherein, the Finance Minister Smt Nirmala Sitharaman outlined that India targets 25,000 km national highways in 2022-23; a revamped unified logistics interface platform, an open source mobility stack, the integration of postal and railway network, 400 energy-efficient Vande Bharat trains and multimodal

connectivity for urban transport and transit stations. The move is intended to largely benefit the Indian ecommerce and D2C ecosystem, especially for SMEs and startups. The Government has stated that the Gati Shakti initiative will reduce the logistics cost to 8% of the Country’s GDP from the current 13% – positively impacting the prices of essentials and consumer spending on non-logistics needs. Besides this, warehousing and logistics companies and startups will be able to bid for contracts for the implementation of Multi-Modal Logistics Parks at four locations in 2022-23.

Six rms show interest for outer harbour development at VOC Port in Thoothukudi T H O O T H U KU D I : S i x f i r m s , including a Swiss terminal operator, have responded to the call for Expressions of Interest for the Rs. 7,164-crore outer harbour project at the VO Chidambaranar Port in Thoothukudi to be built on on design, build, finance, operate and transfer basis. The Centre has revived the project, which was first announced in 2013, with a capacity to handle 4 million TEUs (twenty-foot equivalent unit) annually. The firms that have evinced interest in the project are Terminal Investment ltd, Switzerland; International Seaport Dredging, Chennai; Megha Engineering & Infrastr uctures ltd, Telangana; Orissa Stevedores ltd, Odisha;

Premium & JV partners, Branch UAE and Amma Lines Pvt Ltd, Mumbai, said officials. Infrastructure planned The VOC Port Authority plans to develop the outer harbour with two continuous quays of 1,000 m each. It has already entrusted the work to prepare the Detailed Project Report to the National Technology Centre for Ports, Waterways & Coasts, and in the process of appointing the transaction advisor. On receipt of the DPR, action will be initiated to submit the proposal for government approval, they said. The container traffic at the VOC Port has increased to 7.81 lakh TEUs in 2020-21 from 6.92 lakh TEUs in 2018-19. The recent traffic forecast study done by consultants shows that

the future traffic growth at the port will depend heavily on container traffic. This necessitates the development of an outer harbour. The two existing Container Terminals — PSA Sical and Dakshin Bharat Gateway — can accommodate vessels up to 320 m in length with a draft restriction of 11.7 m. Berth 8 can accommodate vessels up to 310 m with a draught of 14.2 m. This can handle container ships of less than 5,000 TEUs. However, with the size of the container ships increasing globally, there is a need to substantially increase the infrastructure to handle 22,000 TEU vessels which need a draught of around 20 m, said an industry source.

Drewry Container Equity Index snapped its three-year long winning streak in 1H22 LONDON: In 1Q22, the supportive macroeconomic environment, which was backed by the strong consumer demand, was challenged suddenly by the war between Russia and Ukraine. Initially, liner stocks were resilient given the marginal contribution of both Russia and Ukraine to the world’s international trade, but soon this started to feed into energy prices, as Russia is a major energy exporter, pushing the already elevated inflation in major economies to multi-decade h i g h s . To r e i n i n i n f l a t i o n ,

central banks of major economies hiked interest rates, prompting speculation that aggressive monetary policy tightening could tip the world’s economy into the recession. Consequently, equity markets dipped worldwide and liner stocks were no different. The Drewry container equity index snapped its three-year long winning streak in 1H22. On a YTD basis (ending 28 June 2022), the index posted a decline of 23.1% (vs 2021: +127.7%, 2020: +79% and 2019: 36.2%).

Drewry container equity index is a market capitalisation weighted index of 12 companies including AP Moeller-Maersk A/S, Hapag Lloyd AG, Orient Overseas (Inter national) Ltd, Evergreen Marine Corp Taiwan Ltd, Wan Hai L i n e s L t d , Ya n g M i n g M a r i n e Transport Corp, HMM Co Ltd, Regional Container Lines, COSCO Shipping Holdings Co Ltd, SITC International Holdings Co Ltd, Matson Inc and Samudera Shipping Line Ltd.

Default, delay in some cotton imports into India since March CHENNAI: Cotton imports by a few spinning mills in Tamil Nadu are likely to result in trade disputes with the buyers yet to get delivery of consignments over the past few months. Some of the mills which had to receive these imported cargoes in March and April have not got any response from the sellers over the delay, according to the Tamil Nadu Spinning Mills Association (TASMA). “Some of our members had signed contracts with suppliers and shippers for delivery of

cotton in March and April this year and they have reported that the deals have not been honoured. Though four months have lapsed in some cases, suppliers and shippers are not providing any satisfactory reply,” said K Venkatachalam, Chief Advisor, TASMA. Cargoes due to be delivered during May- June have also missed the deadline, he told. In view of the suppliers’ and shippers’ silence, TASMA has taken up the issue with the International Cotton Association (ICA).

Spinning mills in Tamil Nadu have entered into deals worth a total of Rs. 400 crore. “Our members have paid Rs. 60 crore as a 15 per cent advance has to be paid out of the total contract cost,” he said. ICA was yet to respond to a mail seeking clarification on the issue when this report was published. “The consignments have not reached the buyers due to congestion at ports. There is also container shortage as cotton is shipped in containers,” said a trade source, not wishing to identify.

Exports of all Wheat products come to a halt NEW DELHI: As India's amended export policy about wheat flour kicks in Tuesday, July 12, traders said export of all wheat products has come to a standstill. There is no clarity if the new regulations apply only for whole wheat flour or all other products of wheat milling. Af ter India banned export of whole wheat on May 13, exporters had geared up to export atta,

maida and semolina. The central government issued a notification on July 6 to amend export policy of wheat flour (atta), which will come into force from July 12. As per the amended policy, the export of wheat flour remains free, however, it will have to get a recommendation from an inter-ministerial committee. However, exporters say there is

no clarity about which wheat products will be subject to the new notification. Traders say if the regulation excludes maida from its purview, then it may not serve the indirect purpose of controlling the quantum of total export of wheat products. If the new policy is applicable only for whole wheat atta, then it may result in increase in export of maida, said the processors and exporters.

CBIC revokes Customs Duty deferment on Imported Solar Modules in Warehouses NEW DELHI: The Central Board of Indirect Taxes and Customs (CBIC) has revoked the permission granted to solar developers to warehouse imported solar modules to defer payment of the basic customs duty (BCD) on solar cells and modules effective from April 1, 2022. CBIC stated that manufacturing and other operations in a bonded warehouse is a duty deferment program. So, both BCD and Integrated Goods and Service Tax (IGST) on imports stand deferred. In the case of goods other than capital goods, import duties —both BCD and IGST— stand deferred until they are cleared from the warehouse for home consumption, and no interest is payable on duty. The duty deferment is without any time limitation. CBIC noticed that a few solar projects applied for permission under

section 65 of the Customs Act, 1962 for the warehousing of imported solar modules and declared them as capital goods. A few jurisdictional commissioners granted such permissions. However, under the Manufacture and Other Operations in Warehouse (no.2) Regulations, 2019 (MOOWR 2019), the removal of final goods from the warehouse requires affixing a one-timelock to the load compartment of the transport in which such goods are removed. Since the goods here refer to electricity, affixing a one-time-lock to the load compartment of the means of transport is not possible. The final goods fall squarely outside the scope of MOOWR 2019 because of the inability to satisfy the essence of the prescribed condition. Under Regulation 20, considering

the nature of goods, their manner of transport or storage, the CBIC may exempt a class of goods from the provisions of MOOWR 2019. But CBIC had neither exempted goods of the nature of electricity from MOOWR 19 nor issued regulations relating to the removal of electricity. Therefore, CBIC has notified that the permissions granted to solar power projects are not per the MOOWR 19 provisions, which are the conditions prescribed by the CBIC under Section 65 of the Customs Act 1962. CBIC also stated that permissions granted to the solar power projects must be immediately reviewed and follow-up action taken. No more permissions in such cases should be granted under Section 65 of the Customs Act,1962.

Orderbook for Container ships exceeds Bulk Carriers and Tankers for 1st Time LONDON: For the first time in history, the orderbook for Container ships has exceeded those of bulk carriers and tankers. Container freight rates were languishing for nearly a decade before Covid-19 str uck in 2020, causing logistical bottlenecks as more people shopped online. As freight rates soared to unprecedented highs, liner operators and tonnage providers embarked on a newbuilding ordering spree, and even companies such as Pacific International Lines, which was facing a financial crisis, recovered and commissioned newbuildings for the

first time in seven years in March. According to S&P Global Market Intelligence, Sea-web ships data shows that there are now 72.5 million dwt of container ships on order, with deliveries of these 861 vessels stretching all the way to 2025. In contrast, the data shows that the bulk carrier orderbook stands at 63.6 million dwt, with 789 vessels under construction. The number of crude oil and chemical/products tankers on order is even lower, with 491 vessels of 34 million dwt being built. Greek broker Intermodal obser ved that the newbuilding market remains dominated by ship

owners’ hunger for container vessels, even though orders have been reported across most main vessel segments. Last week, the container sector g a t h e r e d t h e l i o n’ s s h a r e o f newbuilding orders, as PIL booked four 8,000 TEU ships at Yangzijiang Shipbuilding. CA Shipping, a joint venture between CSSC Shipping and Asean Seas Line, ordered four 1,600 TEU ships at CSSC Huangpu Wenchong Shipbuilding while MPC Container Ships contracted a pair of 1,300 TEU ships at Taizhou Sanfu Ship Engineering for charter to North Sea Container Line.

India’s coal imports hit record high in June NEW DELHI: India’s coal imports hit a record high in June despite high global prices, data from three trade sources and Refinitiv ship tracking showed, as economic activity picked up and amid a domestic shortage of the fuel. India imported over 25 million tonnes of thermal coal and coking coal in June, rising by over a third compared with the same period last year, data from consultancies Coalmint and Kpler, and trader I-Energy Natural Resources showed. Imports of thermal coal – used mainly in electricity generation – jumped to 19.6 million tonnes, while shipments of coking coal – used in steelmaking – rose to about 5.4 million tonnes, Coalmint and I-energy data showed.

Coal accounts for nearly three-fourths of India’s power output, and utilities account for over 75% of India’s coal consumption. The energy-hungry nation’s annual power demand is growing at the fastest rate in at least 38 years and high global coal prices, amid the Russia-Ukraine crisis, are straining the finances of debtladen government-run utilities. Thermal coal imports jumped 40%, while imports of coking coal surged 23%, data from India-based trader I-Energy showed. Coal shipments from top supplier Indonesia more than tripled to a record 14.5 million tonnes, while imports of coal from Russia nearly doubled to 1.2 million tonnes, Kpler data showed. The imports included thermal, coking, PCI coal and anthracite.

Shipments from other top suppliers Australia and South Africa were lower compared with the same period last year but higher compared with imports in May, the Kpler data showed. Imports from the United States fell to the lowest in four months. Indian coal imports are expected to increase in the coming months. Staterun Coal India has placed orders to ship in at least 12 million tonnes over the next twelve months to address shortfalls at utilities. Indonesia expects higher demand from India. However, overall coal shipments this year are yet to exceed pre-COVID levels, I-Energy data showed. Total imports in the Jan-June period were 119.5 million tonnes, 0.6% lower than 2019, the data showed.
