













LONDON : Despite 78% of industry professionals agreeing that change and technological innovation is a positive thing for the maritime industry, almost half (45%) admit to having a volatile attitude towards technologyandoverathird(36%)say they are actively resistant to change. This is according to the technology group Wärtsilä’s ‘Debunking the Mythical Beasts of Maritime Digital Transformation’ report. The report also reveals that as many as 18% do not think that the industry is unified in its understanding of digitalisation andwhyitisneeded.
Michael Christiansen, Vice President, Smart Vessel, Wärtsilä comments: “This report makes clear that the industry agrees that digitalisation is essential to the future of shipping. But little tangible progress has been made to date because ofwildly different andvague interpretations of what digitisation actually means. What’s interesting is that our report draws striking parallels between the fears and misunderstandings that gave rise to vivid stories of famous mythological sea monsters that live on in folklore today and highlights the apprehensionthatmanymodern-day maritime professionals feel towards the largely unchartered ocean of digitaltransformation.”
The research shines a light on these fears and misunderstandings,
withovertwothirds(68%)ofindustry professionals believing that the ability to digitalise existing infrastructure and retrofit vessels is challenging, and over half (56%) agreeing that the time and cost implications involved with digital transformation projects are too high. On top of that, 63% believe that there is a lack of skills and knowledge among seafarers to fulfil the requirementsofnewtechnologies.
But on the positive side, the research also highlights a clear way forward. It revealed that 70% of industry professionals have a very clear understanding of why digitalisation is needed and its benefits, but 69% believe greater collaboration between industry players could be improved, with 88% agreeing that this will be key to making digital transformation a reality. Significantly, 64% of respondents recognise that people are more crucial to digital transformation than technology, therefore without buy-in from a larger proportion of maritime industry professionals from the outset, successful digital transformationwillnotbepossible.
Michael continues: “Like the sea, digital transformation is a great unifier. We are all in the same boat. Real progress will only happen when we collectively abandon the idea of digital transformation as all or
nothing. As each organisation within the maritime industry will be at a different stage of its own journey, we mustappreciateitasaniterativeand stepwiseprocess.
There is still much work to be done to bridge the gaps – break the silos–betweendigitalsystems.Todo this,wecanandmustshareandlearn from each other’s experiences because digitisation won’t be achieved byanyoneplayer alone. We need to work together to build an ecosystem where digital technologies on board a ship talk to those in offices on shore. This is how, as an industry, we can reframe the route to digitalisation and turn threatsintoopportunities.”

NEW DELHI : The centre has notified the Major Ports Adjudicatory Board Rules, 2023. This body will act as a regulator for the operations of 12 MajorPortsintheCountry.
A Gazette notification said this board will take over the responsibility of the Tariff Authority for Major Ports and will now be vetting the policy againstwhichtheseportsfixtariffs.
The Presiding Officer and members of the Adjudicatory Board shall be appointed by the Central Government on the recommendation of a Selection Committee consisting of Chief Justice of India, and
Secretaries of Shipping, and Department of Personnel and Training.
This Adjudicatory Board shall have the same powers as are vested inacivilcourt.
It has been tasked with the responsibility of appraising and reviewing the stressed Public Private Partnership projects, as referred by thecentreandtosuggestmeasuresto revivesuchprojects.
This Board will also adjudicate on any dispute, difference or claim relatedtotherightsandobligations of Major Ports and Public Private
Partnership concessionaires or captive users for dedicated berth within the framework of their concessionagreements.
Complaints received from port users against the services and terms of service rendered by the Major Ports or the private operators operating in the Major Ports will also be referred to board and it can pass necessary orders after hearing the parties concerned. In addition to this, it may look into any other matter relating totheoperations oftheMajor Port, as may be referred to it by the centre.
MOSCOW : With major shipping companies suspending their operations to Russian Ports, a full container train with paper products, including newsprint, is on its way from Russia to Chennai through a multimodaltransportation.
The cargo handled by RZD Logistics (Russian Railways) left Russia a few days ago taking the International North-South Transport Corridor (INSTC). In the first leg, the cargo took the rail mode from Russia to Bandar Abbas port in Iran through Kazakhstan and Turkmenistan. From the Iranian port, the cargo will move byseatoChennaiinthesecondleg.
Thetraincarried53forty-footcontainerswithnewsprint in 32 eighty-foot flatcars, owned by the container operator RZD Business Active, according to Russian media. This wasconfirmedbymultiplesourcesinChennai.
This is the second such consignment from Russia to India via the INSTC. In June last year, RZD Logistics and Nurminen Logistics sent a block train with 32 forty-foot containers from Vuosaari in Finland to Mumbai via the Bandar Abbas port. Last year, the Container Corporation of India (Concor) and RZD Logistics also signed a service agreement to transport cargo between the two countries using a single invoice. A memorandum of understanding, too,wassignedtothiseffect.
The INSTC route, through ports in Iran and Azerbaijan,cutsthetimetomovegoodsbyalmosthalfasit will avoid the present circuitous sea route through the SuezCanal.

AHMEDABAD : The Gujarat High Court has issued notice to the Centre seeking its response byFebruary1on the incidence of double taxation faced by imports carried out on a Free on Board(FOB)basis.
A decision on the issue will have wide ramifications for crude oil, alcohol, and capital goods as a large quantum of their imports are on FOB basis as also on tax collections, expertssaid.
In the landmark Mohit Minerals case, the Supreme Court has already struck down Integrated Goods and
Services Tax (IGST) levy on imports on a Cost, Insurance, and Freight (CIF)basis.
Importers are seeking judicial intervention for FOB contracts as well. Under the FOB mechanism, the buyer charts a vessel and pays for the freight. In contrast, the seller pays freight and insurance charges under aCIFarrangement.
In this case, the petitioner, Gandhar Oil Refinery (India) Ltd, has sought the court’s intervention to end double taxation, seeking the quashing of IGST on transportation
charges on the import of goods on FOB basis through a reverse charge.
“In case of FOB contracts, the valuation for imports purposes includes an element of freight as well and hence to an extent part of the valueofgoodsistaxedtwice.
Firstly, under customs, as part of the value of goods, and secondly, by way of tax on ocean freight,” said Abhishek A Rastogi, who is arguing the matter. The court has now sought the Government’s response by February1.

RIYADH : The Saudi Ports Authority (Mawani) has announced the addition of the Indamex 2(IN2) shipping service, a routejointly operated by global container liners Hapag-Lloyd and CMA CGM to Jeddah IslamicPort.
The trade link is key to the Kingdom’s ambitions in positioning Jeddah as a major east-west hub and strengthening its global maritime connectivity in line with the goals of the NationalTransportandLogisticsStrategy(NTLS).
The Kingdom’s busiest port will gain access to leading trade gateways across the Indian Subcontinent and North America, including Port Qasim in Pakistan, Mundra and Jawaharlal Nehru in India,andNorfolk,Charleston,andSavannahintheUnitedStates.
ThefirstsailingonthenewservicehadlefttheRedSeaportonthe 11th of January on board MV. SWANSEA V. 006W, a vessel that has a carryingcapacityof4600-6966TEUs.
Over the course of last year, the nation’s hubs have added up to 9 shipping services in a bid to boost the Kingdom’s ranking in the global logistics indices and multiply the sector’s current throughput capacity.
Jeddah Islamic Port remains the region’s prime maritime and transshipment hub, receiving around three-fourths of the Kingdom’s seaborne trade and transshipment volumes across its 62 multipurpose berths designed to handle containers, general cargo, livestock, passengers, bulk grain, and automobiles.
