Creating an Export Development Fund is crucial for the MSME ecosystem: FIEO’s Ashwani Kumar

N E W D E L H I : T h e m a r k e t development schemes have grossly inadequate budgets to increase exports, Ashwani Kumar, President of the Federation of Indian Export Organisations (FIEO) stated This, he highlighted, is the reason why MSMEs are unable to get sufficient marketing exposure.

T h e M a r k e t D e v e l o p m e n t Assistance and the Market Access Initiative schemes have only Rs 300 crore per annum, said Kumar while speaking on the sidelines of an event in the capital. “It is not possible to market India’s exports of $900 billion with Rs 300 crore. It is important to come up with a planned scheme for an export development fund ”

He suggested that a budgetary support equivalent to 1% of the preceding year’s export value in the Indian rupee be made available every year through the budget grant to the Department of Commerce “This would be necessary to take Indian exports from $778 billion in 2023-24 to $2,000 billion by 2029-30,” he said,

adding that FIEO puts focus on aggressive marketing for visibility of our products and services.

The fund, he stated, must be designed to assist the MSME ecosystem, exporters and industry associations undertake export promotional activities.

D e l v i n g f u r t h e r o n e x p o r t competitiveness for India, Kumar said R&D support is key to sustained exports growth. “R&D is an integral part of industry and a key factor for e n a b l i n g m a n

a c t u r i n g a n d innovation in India, which is vital for exports in all sectors particularly in knowledge-based sectors,” he said.

India's spending on R&D (less than 1% of GDP) is well below that of major nations such as China (2.43% of GDP), the US (3.46% of GDP), Korea (4.93% of GDP) and Israel (5.56% of GDP), the industry body noted.

Taking note of recent trade developments and the disruptions in supply chain, Kumar said the Red Sea crisis is creating a challenging situation for Indian exporters. “Sea freights have increased significantly,

though rates are stabilising on some routes. The longer routes caused by re-routing also mean extended shipping times. This has disrupted delivery schedules and led to spoilage of perishable goods,” he said.

The escalating costs of both sea and air freight costs, he added, make Indian exports more expensive for foreign buyers. “This can hurt India's competitiveness in the global market. We have lost a few orders due to high freight rates particularly in metal and commodities.”

Despite such challenges, the FIEO president remains bullish on exports. “A lot of opportunities are opening up for India everyday We have a great chance to double our exports,” he said.

In its export outlook for FY25, FIEO had stated that it expected merchandise exports to reach $500510 billion and exports in services to reach $390-$400 billion. Technologydriven sectors of exports such as machinery, electrical and electronic, auto mobile, pharma, biotechnology are also seeing an uptick, it added.

S&P Global upgrades India’s outlook to ‘positive’, afrms ‘BBB-’ long-term rating

NEW YORK: Taking note of robust g r o w t h a n d r i s i n g q u a l i t y o f government spending, S&P Global Ratings revised the outlook on India’s economy to ‘positive’ from ‘stable’. However, it retained the sovereign rating as ‘BBB Minus’.

The rating has been on BBB- since January 30, 2007 (when it was upgraded from BB+). It has been on BBB-/stable since September 26, 2014 (it was placed on negative outlook on April 25, 2012). Meanwhile, it is the first agency which has revised the outlook. Earlier in January, relying on a robust medium-term GDP growth outlook and sound external finances, Fitch affirmed India’s sovereign rating at ‘BBB Minus’ with stable outlook. ‘BBB Minus’ is the lowest investment grade rating offered. Rating upgrade

Change in outlook means there is a possibility of rating upgrade in the next two years. “The positive outlook reflects our view that continued policy stability, deepening economic reforms, and high infrastructure investment will sustain long-term growth prospects. That, along with cautious fiscal and monetary policy that diminishes the government’s elevated debt and interest burden while bolstering economic resilience, could lead to a higher rating over the

next 24 months,” S&P Global Ratings said in a statement.

Talking about possibility of upgrade, the agency said that it might raise ratings if India‘s fiscal deficit narrows meaningfully to the extent that the net change in general government debt falls below 7 per cent of GDP on a structural basis “The protracted rise in public investment in infrastructure will lift economic growth dynamism that, combined with fiscal adjustments, could alleviate India‘s weak public finances We may also raise the ratings if we observe a sustained and substantial improvement in the central bank’s monetary policy effectiveness and credibility, such that inflation is managed at a durably l o w e r r a t e o

it said.

However, the agency could revise the outlook to stable if it observes an erosion of political commitment to maintain sustainable public finances which, in turn, signifies a weakening of the country’s institutional capacity “If current account deficits widen materially to weaken India‘s external position such that the country becomes a narrow net external debtor, we could also revise the outlook to stable,” the agency said. Sound fundamentals

Talking about overall situation, the agency said that India‘s robust economic expansion is having a constructive impact on its credit metrics. It expects sound economic fundamentals to underpin the growth momentum over the next two to three years “Regardless of the election outcome, we expect broad continuity in economic reforms and fiscal policies,” the agency said.

Commenting on the upgrade, Achala Jethmalani, Economist with RBL Bank, said while S&P Global mentioned that India‘s weak fiscal settings had always been the most vulnerable part of its sovereign ratings profile, this weakest link is now becoming the strongest, at least in parlance of moving positively towards getting India its long due sovereign rating upgrade. “The fiscal rectitude a n d c o m m i t m e n t t o f i s c a l consolidation with improved mix of revenue-capital expenditure and growth outlook augurs well from growth, deficits and deficit funding aspects The positive outlook and ratings had to follow Given that India is walking the fiscal glide path, the growth-inflation outlook is favourable, the external sector remains wellp l a c e d , w e a r e o p t i m i s t i c o n seeing a rating upgrade in the next 18-24months,”shesaid.

IMF lifts China's 2024 growth forecast to 5%

BEIJING : The International Monetary Fund raised its 2024 growth forecast for China to five percent, citing recent policy moves by Beijing to boost its struggling economy.

"China's economic growth is projected to remain resilient at five percent in 2024 and slow to 4.5 percent in 2025," the IMF said in a press release.

The decision was "driven by strong first-quarter GDP data and recent policy measures", it added.

The Fund had initially projected 4.6 percent growth for this year -- compared with "around five percent" targeted by authorities in March.

China's economy has been battered in recent years by a long-running debt crisis in the property market, which accounts for a quarter of gross domestic product.

Weak consumer spending and persistent deflation are also dragging on growth.

The IMF welcomed official steps in recent weeks to boost the housing market. "The ongoing housing market correction,

which is necessary for steering the sector towards a more sustainable path, should continue," it said.

But, it added that "a more comprehensive policy package would facilitate an efficient and less costly transition while safeguarding against downside risks".

Gopinath on IMF's China Growth Forecast

And in the medium term, IMF Deputy Managing Director Gita Gopinath told a news conference in Beijing, "growth is expected to slow to 3.3 percent due to ageing demographics and slower productivity growth".

She also pointed to "significant fiscal challenges especially for local governments", adding "sustained fiscal consolidation over the medium term is needed".

This month, Beijing cut the minimum down payment rate for first-time homebuyers and suggested the government could buy up commercial real estate -- some of Beijing's most ambitious moves yet to lift the property market out of an unprecedented debt crisis.

WCO's 4th WGDS Meeting: Enhancing Customs Data and Statistical Standards

BRUSSELS: From 6 to 7 May 2024, the World Customs Organization hosted the 4th session of its Working Group on Data and Statistics (WGDS) at its Brussels headquarters in a hybrid format.

In his opening remarks, WCO Deputy Secretary General, Mr Ricardo Treviño Chapa, expressed profound appreciation to the delegates for their significant contributions to datafocused initiatives. He underscored the pivotal roles and milestones of the Working group, such as the critical role of fostering a data-driven work culture through establishing definitions and standards for Customs statistics, sharing use cases on statistics standardization and data sharing for Members to adopt, and guiding the evolution of the WCO Data strategy

The Working Group reviewed progress made in standardizing customs statistics definitions and standards since the 3rd WGDS session, based on the results of five intersessional meetings, which included expanding the standardized set to additional enforcement areas while aligning with other WCO working bodies. The inclusion of the standards in the 2024 Annual Survey was also emphasized, highlighting their practical application.

Under the initiative of U.S. Customs, the Working Group considered the "Compendium of Best Practices for Customs Statistics," an essential guide derived from collaborative and comprehensive efforts during the intersession to standardize

data across diverse customs environments The Compendium, a living document to be regularly updated with relevant refined Member practices, offers systematic guidelines and tools aimed to enhance data definition and customs statistics standardization based on Member experiences.

The WGDS also made considerable progress towards developing a comprehensive WCO Compendium on Data Sharing, informed by a detailed survey on the organizational, legal, and technical aspects of data sharing The analysis of survey data provided insights into emerging trends and regional nuances, whilepracticalexperiencesfromMembersemphasized the value of comprehensive data-sharing strategies The WGDS further considered recommendations for a review of the WCO Data Strategy and listened to insights from international organizations on the importance of a dynamic and responsive data strategy that incorporates internal reviews and external benchmarkingexercises.

Finally, followed Member use-cases of AI tailored to Customs and developments regarding a WCO project (Smart Customs Project) aimed to enhance customs operations, promote innovation, and facilitate data-driven decisionmaking through the use of AI.

The next WGDS session is scheduled for 7-9 October 2024, where further advancements in Customs data initiatives will be explored and shared.

RBI projects real GDP growth at 7% in FY25, says outlook for Indian economy remains bright

MUMBAI: Indian economy is likely to grow at 7 per cent in the current fiscal year starting April, according to Reserve Bank of India's (RBI) annual report.

"Real GDP growth for 2024-25 is projected at 7.0 per cent with risks evenly balanced."

The outlook for the Indian e c o n o m y r e m a i n s b r i g h t , u n d e r p i n n e d b y a s u s t a i n e d strengthening of macroeconomic fundamentals, robust financial and corporate sectors and a resilient external sector, said the central bank.

The Indian economy, it said, expanded at a robust pace in 2023-24 (April 2023 to March 2024 financial y e a r ) , w i t h r e a l G D P g r o w t h

accelerating to 7.6 per cent from 7.0 per cent in the previous year – the third successive year of 7 per cent or above growth.

"The real GDP growth for 2024-25 is projected at 7.0 per cent with risks evenly balanced," it said The economy, it said, showed resilience in FY24 despite persistent headwinds.

The government’s continued thrust on capex while pursuing fiscal consolidation, and consumer and business optimism augur well for i n v e s t m e n t a n d c o n s u m p t i o n demand, as per the central bank's report.

According to the top bank, the easing of supply chain pressures, broad-based softening in core

inflation and early indications of an above normal southwest monsoon augur well for the inflation outlook in 2024-25 Although, low reservoir levels, especially in the southern s t a t e s a n d t h e o u t l o o k o f bove-normal temperatures during the initial months of 2024-25 need close monitoring, says the top bank.

Headline inflation moderated by 1.3 percentage points on an annual average basis to 5.4 per cent in 2023-24.

The volatility in international crude oil prices, the persisting geopolitical tensions and elevated global financial market volatility also pose upward risk to the inflation trajectory

Alphaliner says green shipping will increase megamax numbers

PARIS: Increasing costs of fuel will mean that larger ships will become even more sought after in the future with economies of scale and cost reductions intensifying these k e y b a t t l e g r o u n d s f o r v e s s e l operators.

In its latest weekly report, Alphaliner highlights that the container shipping industry has shot through the 4m TEU mark, currently at 4.01m TEU in terms of ultra-large container ships (ULCS), comprising of 186 vessels of more than 18,000 TEU.

Growth of this fleet is expected to slow between now and 2028 when the next milestone of 5m teu is expected t o b e t r a n s c e n d e d , b u t t h e composition of the fleet in the future will be driven by environmental regulation.

T h i s m a t t e r s , b e c a u s e a s

Alphaliner analyst Jan Tiedemann points out: “Since energy (green fuels) and CO2 is going to be a major price driver, carriers will strive for economies of scale in their networks.”

Nevertheless, the first moves will be in what Tiedemann calls the middle market sizes that will see carriers: “consolidate 5,000 TEU loops into 8,000 TEU ones and move and merge 8,000 TEU services to 14,000 TEU.”

According to Tiedemann the advantage of the 14,000-16,000 TEU v e s s e l s i s t h a t m u c h o f t h e infrastructure constraints have already been removed in the past 10 years and these vessels can now call at almost any port in most regions, including in South America and West Africa.

This leaves the coast clear for the ULCSs to populate Far East to US

East Coast services via Suez or the Cape of Good Hope, with these long distances more suitable for the larger, m o r e e c o n o m i c a l , s h i p s a n d , Tiedemann believes, cargo demand for these trades is “almost” there.

“Contrary to the US West Coast, the US East Coast typically has three to four calls, rather than one to two. Single calls (Asia - LA - Asia) pose the problem that 36,000 TEU (18,000 TEU out / 18,000 TEU in) would have to be moved in one week max, otherwise the ship will block the berth for its fleet mate on the next voyage,” said Tiedemann.

In his opinion the “Transpac is better served by 9,000 - 16,000 TEU ships. However - carriers also like to 'manage capacity' some might want to avoid the 'signal' that a 20,000 TEU ship on the USEC sends to the market.”

Brexit leads to 24% ETS North Atlantic savings : Sea-Intelligence

COPENHAGEN: The EU carbon taxation scheme (ETS) took effect from January 2024. Very simply put, a tax must be paid for CO2 emissions for ships calling EU ports. A ship sailing between two EU ports must pay carbon tax for the full duration of the journey, while a ship sailing between a non-EU port and an EU port needs to pay carbon tax for 50% of the journey While it has no direct impact on the analysis below, it should be noted that the EU is only requiring 40% payment of the ETS tax in 2024, ramping up to 70% in 2025, and 100% from 2026. There is however a “loophole” in the ETS, courtesy of the UK’s withdrawal from the EU. This means that the UK port calls can count as first/last port call before an EU port. For example, if a vessel goes from New York to Antwerp, the carrier needs to report the emissions for 50%

of the journey, as it goes from a nonEU port to and EU port. However, if the same carrier has a port call in Felixstowe in between New York and Antwerp, the carrier needs to pay z e r o E T S f r o m N e w Yo r k t o Felixstowe, as these are both non-EU ports, and ETS of 50% of the very short journey from Felixstowe to Antwerp.

If we map out the port rotation of the services offered in the North Atlantic trades (i e liner services from North America to North Europe), we can calculate the total sailing distance for which emissions must be reported, under two different circumstances: one based on the current reality where the UK is exempt, and the other based on what the situation would have been, had the UK remained in the EU. This is shown in Figure 1. It tells us that BREXIT has resulted in the reduction of total

reportable sailing distance on the North Atlantic of -24%.

If we dig a layer deeper and look at t h e i n d i v i d u a l l i n e r s e r v i c e s themselves, there are outlier services which are seeing reductions in reportable distances of as high as73%. On the whole, however, the 2M alliance gain the smallest amount of benefit with their current service network, likely impacting their cost competitiveness in this regard.

India’s exports to Latin American countries are more than to neighbouring countries and traditional trade partners

NEW DELHI: India’s exports of 266 million dollars in 2023-24 to remote Honduras in Central America are more than the exports of 185 m to nearby Cambodia and 237 m to Kazakhstan. The population of Honduras is just 10 million as against 17 m of Cambodia and 20 m of Kazakhstan.

India’s exports of 920 m to Peru are more than the 670 m to Myanmar

Exports to Brazil (6022 million dollars) are higher than to the traditional trade partners such as Japan (5156 m), Indonesia (5988 m), Vietnam (5470 m) and Thailand (5038 m).

Exports to Mexico (5324 m) are more than the exports to Russia (4261 m), Canada (3845 m), Sri Lanka (4117 m) and Egypt (3520 m)

Three countries in the region are billion dollar plus destinations: Colombia of 1219 million, Chile 1183 million and Argentina 1086 m.

India’s exports to Latin America were 19.15 billion dollars and imports 23.75 billion with a total of 42.9 bn in 2023-24 (financial year April-March), according to the Ministry of Commerce, India. Car exports

Car exports to Latin America were 1757 million dollars. This was 26.5% of India’s global car exports of 6.63 bn dollars.

Major destinations: Mexico 874 m, Chile 266 m and Peru 191 m, Panama 77 m, Colombia 65 m, Ecuador 60 m, and Guatemala 46 m. Motorcycles

Exports of motor cycles crossed a billion dollars reaching 1037 million dollars from 921 m in 2022-23 This is 37.4% of India’s global exports of 2.77 bn.

Mexico has replaced Colombia as the #1 global destination of India’s motor cycle exports with 281 million dollars. Colombia was #2 with 224 m and Guatemala was # 4 with 134 m. The other main destinations were: Argentina 95 m, Honduras 56 m, Peru 46 m and Brazil 46 m. Pharmaceuticals

Pharma exports were 1.63 billion dollars.

Major destinations of India’s pharma exports: Brazil 417 million dollars, Mexico 212 m, Chile 190 m, Venezuela 99 m, Colombia 129 m, Peru 102 m, Guatemala 73 m, Dominican Republic 60 m and Ecuador 53 m. Major exports

Vehicles 4.12 bn; Chemicals 4.12 bn; Machinery 2.8 bn; Petroleum Products 1.7 bn; Pharma 1.63 bn; Iron and Steel 1.12 bn; Textiles 1.01 bn; Aluminum products 558 m; Plastics 438 m; Cotton 438 m; Rubber products 418 m. Main import items:

Crude oil 7 44 billion dollars; Raw Gold 6 21 bn; Vegetable oil 2.95 bn; Raw sugar 1.95 bn; Copper 1.76 bn; Machinery and equipment 960 m; Iron and steel 606 m; Wood 495 m; Chemicals 476 m; Fruits & vegetables 195 m; Paper pulp 101 m.

Crude oil imports which reached a peak of around 15 billion dollars in 2013-14 has come down drastically due to US sanctions on Venezuela which supplied 10 bn dollars of crude in 2013-14.

Main sources of crude oil imports: Colombia 2.13 bn, Mexico 1.87 billion dollars, Brazil 1.48 bn, Venezuela 932 m and Ecuador 332 m.

Raw gold import sourcing: Peru 2837 m, Bolivia 1077 m, Brazil 213 m, Colombia 737 m, Dom Republic 488 m, Argentina 346 m, Mexico 143 m and Ecuador 338 m.

Latin America is the main source of soy oil imports of India. Argentina, as usual, was the #1 global supplier of soy oil with 1.98 billion dollars, followed by Brazil 1.03 bn.

Brazil is the source of imports of raw sugar which India refines and reexports to other countries.

Chile, the main supplier of copper and other mineral concentrates from the region supplied 847 m, followed by

Peru212m,Brazil147m,Panama135mandColombia115m

Main suppliers of wood from the region: Uruguay 114 m, Brazil 102 m, Ecuador 88 m, Argentina 76 m, Panama 39 m, Costa Rica 20 m and Colombia 17 m.

The fall in trade in 2023-24 from 2022-23 is due to the reduced import of crude oil and soy oil from the region and export of petroleum products.

Latin America is a substantial market of 19 countries, population of 620 million and GDP of 6 trillion dollars with a per capita income close to 10,000 dollars The Indian exporters are still in the early stage of discovery and exploration in the last two decades.

Except for Venezuela and Argentina, the economies of the other 17 countries of the region are stable and growing and have single digit average inflation. Even Argentine and Venezuelan economies have passed their worst and are recovering now Venezuela’s GDP growth in 2024 is projected at 4%.

Energy Security

Latin America contributes to India’s energy security with crude oil helping with India’s strategy to diversify import sources. The region could also contribute to India’s renewable energy projects with supply of Lithium and other critical minerals. The Lithium Triangle of South America (Chile, Bolivia and Argentina) has more than half of the global reserves.

South America contributes to India’s food security with vegetable oils, pulses, fruits and vegetables. The Latin Americans seek to reduce their overdependence on China with which there is a huge trade and trust deficit. As part of their diversification strategy, they attach importance to the benign, large and growing market of India.

Export target of 50 billion dollars

India could set a target of 50 billion dollars in the next five years. This is achievable if the Indian exporters, export promotion councils, industry bodies and the government intensif y their export promotion seriously and systematically with adequate investment.

External Affairs Minister S Jaishankar has emphasized the importance of trade and business during his visit to the region last year. He has visited more countries in Latin America than any of his predecessors.

India should open embassies in Ecuador, Bolivia, Costa Rica, Honduras, El Salvador, Nicaragua and Uruguay which accounted for 1.76 billion dollars of exports. Opening of embassies in these seven countries can be done with a mere one percent of the total export earnings from these countries.

The Commerce Ministry should reactivate its Focus LAC program which had given a critical boost in the late nineties.

India should start negotiations for a Free Trade agreement (FTA) with Mexico and Colombia, the second and third largest destinations of exports to Latin America besides concluding soon the ongoing FTA talks with Peru. The Preferential Trade Agreement (PTA) with Chile needs to be upgraded to a FTA. The India-Mercosur PTA should be expanded with more products and deeper cuts in tariffs.
