Sarbananda Sonowal inaugurates National Logistics Portal - Marine to reduce the logistics cost

NEW DELHI: Union Minister for Ports, Shipping and Waterways and Ayush Shri Sarbananda Sonowal inaugurated The National Logistics Portal (marine) in NewDelhion27thJanuary.

The National Logistic Portal (marine) (NLP) is a project of national importance, as envisaged by the MinistryofPortsShippingWaterwaysandtheMinistryof Commerce & Industry. It is a one-stop platform aimed at connecting all the stakeholders of the logistics community using IT, to improve efficiency and transparency by reducing costs and time delays and achieving easier, faster, and more competitive offerings of services, to promote the growth of the logistics sector and thereby improve trade. NLP will be a single window for all trade processes of the logistics sector spread across the country covering all modes of transport in the waterways, roadways, and airways along with an E-marketplace to provide a seamless end-to-end logistic servicecoverage.

• NLP Is a one stop marketplace where all logistic stakeholders are integrated for easier, speedier & competitive services thereby promoting trade and growth.

• Single Platform to perform all core activities of the Importer / Exporter / Customs Broker / Freight Forwarder

• End-to-end functionality to perform self-clearance digitallyOnlinetransactionwithcustodians

• Providing a level playing field to relevant stakeholders (large&small)thusincreasingthecompetition

• Complete domestic tracking of the shipment with notificationsoneachstage

The implementation of NLP had been initiated in July 2021 with the development of NLP Marine as a first phase. It is an “open platform” that allows the coexistence of multiple service providers to provide Export-Importrelated services independently or by combining different connectivity options. It has the capability to integrate with various Port Operating Systems/ Terminal Operating Systems, ICEGATE, Other regulatory agencies, and stakeholder(s)systemsintheecosystem.Itaimstoreduce regulatory complexities and enhance the ease of doing businessbymovingtowardsuser-friendlypaperlesstrade.

This will be accomplished by utilizing the prowess of IT infrastructure to develop a single window, centralizing all necessary documentation, compliance certifications, and formalproceduresnecessaryfortheExportImporttrade.

INTEGRATED PLATFORM FOR EXPORT IMPORTSTAKEHOLDERS

The activities of NLP Marine are categorized into four distinct verticals viz. i. Carrier, ii. Cargo, iii. Banking and Finance and iv. Regulatory Bodies and Participating Government Agencies (PGAs). This will enrich the user experience through end-to-end tracking of the shipment with notifications at each stage, seamless exchange of documents, and the ability to securely transact with transparencyandspeed.

The NLP Marine experience is enhanced further with the Latch On feature, which facilitates the trade in providing the required features that are not directly embedded into NLP Marine, by linking through systems developed by other agencies seamlessly without duplication ofefforts. Itisenvisaged thatmanystandalone applications, developed by multiple vendors, users, and other stakeholders will integrate with NLP Marine through appropriate curation. It also enables digital transactions for payments required for the clearance processes such as Port charges, CFS charges, shipping linecharges,transportationcharges,etc.

Addressing the gathering Shri Sarbananda Sonowal said, “The Prime Minister on 15th August 2021 announced the PM Gati Shakti National Master Plan to provide systematic, multi modal connectivity to various economic zones for seamless movement of people, goods & services resulting in efficient conduct of logistics and economic activities. Hindustan Infralog (D P World) emerges highest bidder to develop Mega Container Terminal at Tuna Tekra, Kandla

GANDHIDHAM :

The Deendayal Port Authority, No.1 Major Port of the Nation, has embarked upon to develop a ‘State of Art’ Mega Container Terminal at TunaTekra, Kandla, under PPPmode, foraconcession period of 30 years, through global competitive bidding process, to be developed in the adjacent East side of existing Dry Bulk Terminal,currentlybeingoperatedbyAKBTPL.

Hindustan Infralog Pvt. Ltd. (D P World) has emerged as the Highest Bidder for becoming the ‘Concessionaire’ of the subject project, by offering ‘Royalty’ of Rs.6500/- per TEU. ThisisalsothehighestbideverreceivedinaPPPproject.

This Project, which was conceived in the year 2013 is now goingtoseethelightoftheday.

The Project entails an investment of about Rs 4500 Cr, which is the highest capital investment ever in a PPP project atanyoftheMajorportsoftheIndia.

This Mega Container Terminal Project is envisaged for handling capacity of 2.19 Million TEUs per annum, with Estimated Project Cost of Rs.4243.64 Crores for Concessionaire and Rs.296.20 Crores for Authority. DPA will invest inthe common basic infrastructure viz Access Channel for navigation of vessels and Road. The project facility shall cater the container vessels of size upto 21000 TEUs, with a draught of 18 M, without any pre-berthing detention for want of the tide. The operations of the Terminal is expected to start inearly2026.

The importance of this project can be realized from the fact that this project is a part of Hon’ble Prime Minister’s vision ‘Sagarmala’ and ‘PM Gati Shakti National Master Plan’ and implementation of the project is being monitored by the PMO. Therefore, the project was structured and global publicity was adopted under the guidance of Ministry of Ports, Shipping and Waterways, wherein mega Road Show was also organized at Mumbai, in order to successfully conclude the bidding process. The project has already been apprised by the PPPAC and approved by the Union Cabinet, GoI. Also, MoEF&CC has granted the Environment Clearance to theproject.

The successful implementation of the project shall not only bring a new era of Mega Container handling at Deendayal Port at Kandla, but also have a huge positive impact on economical & social scenario of the Kutch district andGujaratregionatlarge.

The project will entail the following benefits

1) Due to its strategic location (closest among all portsMajor or minor, to the densely populated and fast developing northern hinterland), the Container Terminal will help in decreasing thecostofcontainer logistics inthecountry

2) with deep draft and latest handling technology, the Container Terminal is expected to set up a new benchmark in productivity andeaseofdoingbusiness

3) the Container Terminal is expected to transform the economic landscape of Kutchh, with creation of several ancillary services ( warehousing etc) and direct and indirect employment opportunities tomillionsofpeople.

4)The Container Terminal, apart from earning royalties for DPA will also be a buoyant source of taxation income ( directandIndirect)totheGOI

5) The Container Terminal is also likely to give a major fillip to infrastructure development in Gujarat with major investments needed from NHAI, and Railways. These are likely to help the development of other parts of the state as well,apartfromKutch.

J M Baxi Ports & Logistics & Indian Potash team set to win a Multipurpose cargo berth deal at Vizag Port : Sources

MUMBAI: A consortium of Indian Potash Ltd and J M Baxi Ports & Logistics Ltd is set to win the rights to mechanise and run a multipurpose cargo berth at Stateowned Visakhapatnam Port by emerging the highest bidder forthe30-yearcontract.

The India Potash-J M Baxi Ports & Logistics team placed the highest royalty of Rs55.44 a tonne for the project when the pricebidswereopenedrecently,aportofficialrevealed.

Indian Potash Ltd – more than 70 percent owned by fertiliser co-operatives – is India’s biggest fertiliser importer and the second largest buyer of fertilisers in the global market. Indian Potash imports fertilisers through all the Indian ports and it is the only company in India which handles fertilisers throughout theyearatallports.

“The joint venture between Indian Potash and J M Baxi Ports & Logistics will create a long-term sustainable partnership for fertiliser handling at Visakhapatnam Port,” theportofficialmentioned earliersaid.

Port tenders at Major Ports (owned by the Centre) are decided on the basis of royalty per ton – the entity willing to share the highest royalty per ton of cargo handled at the berth withtheportauthority winsthedealfor30years.

The royalty payable will rise annually in tandem with the increase in wholesale price index (WPI), a measure of costs. The terminal operator will be free to set market rates under the new Major Port Authorities Act and the model concession agreement (MCA).

This will be the fourth contract win for J M Baxi Ports & Logistics at a State-owned major port in recent times. Mumbai-based J M Baxi Ports & Logistics, India’s third most valued logistics company, secured contracts last year to run container terminals at Jawaharlal Nehru Port and V O Chidambaranar Port (formerly Tuticorin Port) and the shallowwater/coastal berthsatJNPort.

The contract at Visakhapatnam Port involves mechanising theeasterncoastport’s EastQuayberth 7(EQ7) for handling cargo including fertilisers with private funds worth Rs201 crores. When mechanised, the EQ7 berth will have a capacity to handle 3.61 million tonnes (mt) of cargo a year.

The project is part of the national monetisation pipeline (NMP) of the government wherein operational infrastructure assets including port terminals will be privatised through the public-private-partnership (PPP)route.

J M Baxi Ports & Logistics runs a 1.5 million twenty-foot equivalent units (TEUs) capacity container terminal at Visakhapatnam Port.

India gears up to build US$5 billion Container Transhipment project off Bay of Bengal Island

NEW DELHI : India is stepping up efforts to counter other established South Asian hub ports, such as Sri Lanka’s Colombo, Singapore and Malaysia’s Port Klang, which dominatethesubcontinent transshipment activity.

In a strategic move, New Delhi has cleared a longcontemplated plan to build a dedicated container transshipment terminal at a more strategic port location — Galathea Bay of Great Nicobar Island of Andaman and NicobarIslands,alongtheBayofBengalcoastline.

“Experts have long maintained that a strong economic case exists for enabling a transshipment hub in India that can attract Indian and regional transshipment traffic from the current hubs, save significant revenue loss, reduce logistics inefficiencies for Indian trade, reduce risks to the country’s export competitiveness and create an opportunity for India to become a large hub for Asia-Africa, Asia-US/Europe container traffic trade,” India’s Ministry of Shipping said in an announcement.

The ministry further noted, “Currently, nearly 75% of India’s transhipped cargo is handled at ports outside India. Colombo, Singapore and Port Klang handle more than 85% of this cargo with 45% of this cargo handled at Colombo Port. Indian ports can save US$200-220 million each year on transshipment cargo.”

It went on explain, “Also, developing Galathea Bay Transhipment Port will accrue significant benefits such as forex savings, foreign direct investment, increased economic activity at other Indian Ports, enhanced logistics infrastructureandthus,efficiencies, employment generation, andincreased revenueshare.”

The project is estimated to cost about US$5 billion and will be developed through the public-private-partnership (PPP) model.

The first phase is targeted for completion in 2028 with a capacity of 4 million TEUs annually, which will go up to 16 millionTEUswhenfullyready.

The site has been identified based on its locational advantages – close proximity to the busy east-west international shipping route anddeepnaturalwaterdepths.

“The project focuses on three key drivers which can result in making it a leading container transshipment port, i.e., strategic location in terms of proximity (40 nautical miles) with the International shipping trade route, availability of natural water depth of over 20m and carrying capacity of transshipment cargo from all the ports in the proximity, including Indianports,”theministrysaid.

The government has given policymakers the go-ahead for inviting ‘expression of interests (EoI)’ from potential private investors inordertokickoffthebiddingprocess.

“The PPP concessionaire shall have the flexibility to develop storage area, container handling equipment and other infrastructure based on concessionaire’s own market and business assessment subject to the minimum guaranteed traffic,” theannouncement noted.

“The concessionaire would be awarded a long-term PPP concession of 30 to 50 years (based on requirement), shall be responsible fortheprovision(s) ofportservicesandshallhave the rights to levy, collect and retain charges from port users,” itadded.

Engineering exports seems to recover later in the year : EEPC Chairman

NEW DELHI: The global slowdown is making its mark on the economy, with engineering exports to key markets China, the EU and the US declining sharply in December. Engineering exports contribute about a quarter to the overall exports.

“Some of the recent reports suggest global trade would remain subdued inthefirsthalfof2023.TheS&PGlobal report has estimated that global trade may decline1.9 per cent and 1.4 per cent in the first and second quarters of 2023, respectively. However, the report also indicates that global trade would recover later in the year. Therefore there is some positive news for India in the coming months,” EEPC India ChairmanArunKumarGarodiasaid.

“Till then there are certain factors about which India should be cautious — the protective duty structure in the EU,

withdrawal of EUGSP (generalised scheme of preferences) and EU’scarbon border adjustment mechanism are expected to have some transformational impact on India’s presence in globalsupplychains,”hesaid.

Data showed the value of shipments to the US, the top market for India’s engineering goods, declined 7.3 per cent to$1.58 billion in December 2022compared with $1.71 billion in December 2021.

Exports to China registered a 47 per cent decline to$233.2 millioncomparedwith$440.7 millionayearago.

Engineering exports to the EU fell 14.3per cent to $1.54 billion.Shipments to the UAE dipped 18.9 per cent to 456.3 million.

Total engineering exports stood at $9.08 billion against$10.30 billioninDecember 2021.

ArcelorMittal-Bothra Shipping JV wins deal to run 2 Bulk Berths at Vizag Port

VISAKHAPATNAM: A consortium of ArcelorMittal Nippon Steel India Ltd and Bothra Shipping Services Pvt Ltd has won a 30-year contract to mechanise and run two bulk cargo berths at State-owned Visakhapatnam Port, officials said, as the steel maker seeks to bolster its logistics chain to supportmanufacturing.

“The letter of award for the project was issued to ArcelorMittal Nippon Steel-Bothra Shipping Services consortium after the bid was approved by the board of Visakhapatnam PortAuthority,”theportofficialsaid.

The ArcelorMittal Nippon Steel India-Bothra Shipping Services consortium had submitted the highest royalty of Rs 44 a ton for the project when the price bids were opened earlierthisweek.

Port tenders at major ports (owned by the Centre) are decided on the basis of royalty per ton – the entity willing to share the highest royalty per ton of cargo handled at the berth withtheportauthority winsthedealfor30years.

The royalty payable will rise annually in tandem with the increase in wholesale price index (WPI), a measure of costs. The terminal operator will be free to set market rates under the new Major Port Authorities Act and the model concession agreement (MCA).

The project involves mechanising the 560 metres long West Quay berths 7 and 8 at the eastern coast port on Design, Build, Finance, Operate and Transfer basis with an investment of Rs 288.47 crores to handle 6.14 million tonnes (mt)ofcargoayearbasedonyardcapacity.

Madhvendra Singh appointed 1st CEO of Gujarat Maritime Cluster

GANDHINAGAR: Gujarat Ports Infrastructure Company Limited has appointed Mr. Madhvendra Singh as the first Chief Executive Officer (CEO) of the Gujarat Maritime Cluster. His appointment at the helm of GMC, and his wealth of knowledge and experience, shall aid Gujarat in converting itself into a Global Hub for International Maritime Services by bringing all the relevant stakeholders together by targeting to match and further define the Global Best Practices in the maritime and shippingindustry,thushelpinginachievingeffectiveness and efficiency across all spectrum of the services which shallformanintegralpartoftheCluster.

JNPA : First export Container of AVGAS 100 LL flagged off from APM Terminals Mumbai

NAVI MUMBAI: APM Terminals Mumbai [GTI] is proud to partner IOCL [Indian oil Corporation Ltd.] to export the first consignment of aviation fuel AVGAS 100 LL from India. AVGAS 100 LL, an aviation fuel is used in trainer aircraft. IOCL indigenously produces the fuel in IndiasinceSeptember2022.Thisisthefirsttimethisfuel AVGAS 100 LL is being exported from India. The container carrying 80 barrels of AVGAS 100 LL was loaded safely on MV Sofia, a Maersk service Vessel. The export event was flagged off by Mr. Shrikant Vaidya, CMD of IOCL, Mr. Unmesh Wagh, IRS, Dy Chairman of JNPA, and Mr. Sunay Mukerjee, COO of GTI in presence of the senior officials of IOCL, JNPA and GTI. IOCL appreciated the stringent safety and operational guidelines followed by GTI to smoothly evacuate the container.
