Baltic Index hits 11-Year high on gains across segments LONDON: Baltic Exchange’s main sea freight index , tracking rates for ships carrying dry bulk commodities, hit a more than 11-year peak bolstered by firmer rates across vessel segments. The overall index, which factors in rates for capesize, panamax and supramax shipping vessels, was up 69 points on 28th June, 2021, or 2.1%, at 3,324, its highest level since June 2010. The capesize index edged up 34 points, or 0.9%, to 4,021. Average daily earnings for capesizes, which typically transport 150,000-tonne cargoes such as iron ore and coal,
increased $279 to $33,348. Iron ore futures in Asia rose on Monday, 28th June 2021 supported by a steady decline in portside stockpiles of the steelmaking ingredient in China. The panamax index was up 185 points, or 5.1%, at 3,827 points, the highest since June 2010. Average daily earnings for panamaxes, which usually carry coal or grain cargoes of about 60,000 to 70,000 tonnes, rose $1,673 to $34,447. Among smaller vessels, the supramax index rose 22 points to 2,899 on 28th June 2021.

The Major Ports Authorities Bill passed by the Parliament is indeed a revolutionary move in the Indian ports sector, Mr Rajiv Agarwal, Managing Director & CEO, Essar Ports was quoted as saying recently.
“The bill will provide regulation, flexibility and self-governance to the major ports of the country. It will develop a faster and transparent decisionmaking process, which will help in the growth and development of major ports thereby enabling them to compete in the evolving market environment. The move will certainly pave way for driving the country’s vision towards Aatmanirbhar Bharat and making Cont’d. Back Pg. India a global manufacturing hub.”

In addition to this, Port is also installing one Drive through Container Scanner for BMCTPL at the total cost of Rs. 46.25 Crores. Presently 75% work for this project is completed and same is expected to be operational by March, 2022. Increasing efficiency at the Port, the new Mobile Container Scanner will scan up to 20 containers per hour, thereby helping the Export Import community move their goods faster. These mobile scanners will also help inspect the containers inside the Terminal premises, giving the security agencies an advantage to take appropriate action before the container is allowed to exit. This facility will benefit trade, as DPD containers can be allowed directly from the Port after examining the same with the help of new mobile scanners. The scanning process will also be faster,
ultimately saving time and cost for all the stakeholders. Speaking on the launch, JNPT Chairman, Shri Sanjay Sethi, IAS said, “The newly inaugurated mobile x-ray scanner facility will help scan the containers inside the terminal premises; thus, security agencies will have the advantage of taking appropriate action before the container is allowed to exit. These scanners will help enhance our efficiency and considerably reduce import dwell time due to independent scanning facilities for each Terminal.” These measures will help the port be at par with technologically advanced global ports augmenting JNPT’s stature to be among the leading container ports in the world.
Hapag-Lloyd suspends bookings for Bangladesh HAMBURG: Hapag-Lloyd has announced that bookings to Bangladesh are temporarily suspended due to the increased backlog in Singapore for cargo moving into Bangladesh. The German carrier said on 24 June that all bookings for cargo moving via Singapore into Bangladesh will not be possible for the next four weeks. Restrictions were already in place for more than a month due to backlogs in Singapore for onwards movement to Chittagong, according to the container shipping analyst, Lars Jensen.
“We foresee a change of this situation by the last weeks of July, and we will ensure that we keep you updated on the developments,” said the Hamburg-based liner operator. Hapag-Lloyd added that cargo that has already been booked and en route will continue to be served, but changes are expected considering the current backlog in Singapore. The German shipping company suggests its customers choose the alternative rotation via Colombo, where dwell times remain above 14 days. Hapag-Lloyd has confirmed that the decision is not permanent and will remove booking restrictions for Bangladesh once the situation becomes better.

National Logistics Policy stuck up in Inter-Ministerial tiff over scheme implementation, say Sources NEW DELHI: More than two years after the commerce department floated the first draft, the proposed National Logistics Policy that seeks to reduce India’s prohibitively high costs, ensure faster movement of goods and boost exports remains stuck in discussions. Set to go to the cabinet since March, the proposed policy has been held back by the lack of final inputs from other ministries such as road transport and shipping. While both ministries have sought more time to assess the proposals and conduct technical reviews, differences over who will run the key schemes have slowed the process, sources said. These include parts of the Bharatmala Pariyojana, the centrally sponsored and funded road and highway project, and the creation of a series of integrated logistics parks, the sources added. After achieving ‘infrastructure’ status in 2017, the logistics sector in India is now pegged at upwards of $160 billion, with an annual growth rate of 10.5 percent, according to industry estimates. Continuing tussle India has never had a uniform approach to logistics as a subject of public policy. “The various facets of logistics and the necessary policies that direct them have always been implemented by different bodies. This ranges from the planning of new highways, toll collections, fixing of freight charges, taxes on commercial vehicles, standardisation of cargo containers to even traffic rules near toll plazas,” said a senior transport policy expert who is advising the government on the proposed policy. With an eye on infrastructure creation and highway construction, the Narendra Modi-led government prioritised a separate logistics division in its first term and this was set up in 2017, under the commerce department of the commerce and industry ministry. The ministry then pushed to upgrade the logistics division to a full-fledged department in 2019. This would have meant the transfer of significant chunks of existing schemes from other government bodies such as the road transport and highways ministry and the ports, shipping and waterways ministry, a senior official said. “A large part of the proposed policy is focused on identifying the ways in which states can be encouraged to provide enabling policies to solve logistics-related problems that hold back trade, both internal and foreign. Therefore, the commerce ministry has pushed to consolidate all logistics planning under it with an aim to improve India’s ranking in the global Logistics
Performance Index,” he added. The ministry has increasingly asserted itself on the matter. The logistics division has said in inter-ministerial meetings that its work would not only lead to faster, cheaper and more efficient movement of goods domestically, but also make exports more competitive. In 2018, the commerce and industry ministry launched an annual Logistics Ease Across Different States (LEADS) index that seeks to rank states in terms of the logistical support they provide to promote goods trade. Earlier in 2021, it hired Ernst & Young to undertake a pan-national sur vey covering export/import firms, trading houses, freight forwarders, logistics service providers and terminal operators for the latest LEADS rankings. Big plans In 2020, the government said India’s logistics sector remains complex, with more than 20 government agencies, 37 export promotion councils, 500 certifications, 129 inland container depots and 50 IT ecosystems and banks and insurance agencies. While the government does not have an official estimation of the cost of logistics in India, it has accepted estimates by think tanks that peg it at 13-14 percent of GDP. The proposed policy aims to reduce this to 9-10 percent of GDP. The global average is 8 percent. This, in turn, is expected to reduce inflation for retail products and cut the time taken for cross-country freight trips. The policy is also aimed at boosting exports. Currently, more than 10,000 traded commodities are further monitored by 81 authorities and 500 certificates are required for exports. It proposes a national logistics grid to reduce time and costs for truck, riverine and shipping routes to boost multimodal trade and a series of mega logistics parks. The policy is overall based on an action plan created by the logistics division for the integrated development of the sector by way of policy changes, improvement in procedures, identification of bottlenecks and gaps and the introduction of technology. On the industry side, the sector remains extremely fragmented, involving 12 million employees, 200 shipping agencies and 36 logistics services. For more convergence, the policy envisions an online logistics marketplace. It will bring together various stakeholders such as logistics service providers, buyers as well as central and state government agencies such as customs, the Directorate General of Foreign Trade, railways, ports and airports on a single platform.

NGT to review green nod given to JNPT in Maharashtra for Additional Terminal in Uran NEW DELHI: The National Green Tribunal has constituted a committee to give a factual report on a plea against Coastal Regulation Zone (CRZ) and Environmental Clearance (EC) granted to the Jawaharlal Nehru Port Trust (JNPT), Maharashtra, by the Ministry of Environment and Forests for an additional container ter minal in Raigarh district. A bench headed by NGT Chairperson Justice Adarsh Kumar Goel also issued notice to the ministry and JNPT. “We constitute a four-member joint Committee comprising nominee of
MoEF, State PCB, MCZMA and District Magistrate, Raigarh to give an independent factual report in the matter within three months by e-mail. State PCB and Maharashtra Coastal Zone Management Authority will be the nodal agency for coordination and compliance,” the bench said. The matter is listed for the next hearing on October 27. The tribunal was hearing an appeal filed by Maharashtra resident Dilip Pandurang Koli and others against CRZ and EC granted to the JNPT by the MoEF for an additional container terminal in Uran Taluka in Raigarh.
According to the petitioners, the area is identified as an ecologically sensitive area by the Maharashtra Coastal Zone Management Authority (MCZMA) and falls under the CRZ-1A in the concerned map where no construction is permitted. “The authorities have erroneously considered the area to be CRZ IV, which is against the record. While at the time grant of clearance for Container in the year 2008 situation may have been different, by way of amendment in 2011, an area with mudflats have been specifically declared to be part of CRZ 1A,” the plea said.

This will enable it to under write additional Rs. 33,000 crore of project exports. On the other hand, Rs. 88,000 crore boost was given to Export
I n s u r a n c e C o v e r. E x p o r t C r e d i t Guarantee Corporation (ECGC) promotes exports by providing credit insurance ser vices. India’s Coal Import rises 30% to 22 Million Tonnes in April NEW DELHI: India’s coal import rose 30.3 per cent to 22.27 million tonnes in April amid supply concerns and demand for pre-monsoon restocking of dry fuel. The country had imported 17.09 million tonnes of coal in April last year, according to a provisional compilation by mjunction ser vices, based on monitoring of vessels’ positions and data received from shipping companies. “India’s coal and coke imports in April 2021 through the major and nonmajor ports are estimated to have
increased by 30.3 per cent over April 2020… Imports in April 2021 stood at around 22.27 million tonnes (MT) as against 17.09 MT imported in April 2020,” it said. “The demand for pre-monsoon restocking and supply concerns led to a surge in coal import during the month under review. Recently, tightened supply in overseas markets have firmed up prices. This factor coupled with the onset of monsoon is expected to keep the volumes in check in the near term,” Vinaya Varma, MD & CEO, mjunction services Ltd, said.
mjunction — a joint venture between Tata Steel and SAIL — is a B2B e-commerce company and also publishes research reports on coal and steel verticals. Of the total imports in April, the volume of non-coking coal was 15.32 MT, against 12.28 MT imported in April last financial year. Coking coal volume was 4.74 MT, up against 3.23 MT imported in April last fiscal. During the 2020-21, total coal and coke imports stood at 215.92 MT, about 12.6 per cent lower than 247.10 MT imported during FY’20.
APEDA facilitated exports of Burmese grapes ‘Leteku’ to Dubai NEW DELHI: In a major boost to harness the export potential of agricultural and processed food products from north-eastern states, a shipment of fresh Burmese grapes referred as ‘Leteku’ in Assamese language has been exported to Dubai from Guwahati by air route. A consignment of Leteku, which contains vitamin C and Iron, was sourced and packed at a collection centre in Darang district of Assam. Consignment was exported by APEDA registered Kiega EXIM Pvt Ltd from Guwahati airport to Dubai via Delhi. APEDA has been carrying out promotional activities to bring the North-Eastern states on the agricultural and processed food products export map of India. Recently, APEDA facilitated exports
of the first consignment of ‘red rice’ to the USA from Assam. Iron rich ‘red rice’ is grown in Brahmaputra valley of Assam, without the use of any chemical fertilizer. The rice variety is referred to as ‘Bao-dhaan’, which is an integral part of Assamese food. APEDA assisted in exports of Geographical Indications (GI) certified KajiNemu (Assam lemon) to London. So far around 40 metric tonnes of Assam Lemon has been exported. Jackfruits sourced from the Tripura based Krishi SanyogaAgro Producer Company Ltd was exported to London. The consignment was packed at APEDA assisted pack-house facility of Salt Range Supply Chain Solution Ltd and exported by Kiega EXIM Pvt Ltd. APEDA has provided financial assistance to the private sector to set up
a pack house at Guwahati which has fulfilled the mandatory requirement or infrastructure for export of fresh fruits and vegetables to Europe. APEDA undertakes market promotion activities for evolving structured marketing strategies for export of food products, market intelligence for taking infor med decisions, international exposure, skill development, capacity building and high-quality packaging. APEDA would continue to focus on the north eastern region both in terms of capacity building, quality upgradation, and infrastructure development. Linking buyers to farmers, strengthening the entire supply chain of agricultural produce from the north-eastern region would bring in dividends.

Indian Ports sector on a revolutionary move : Essar Ports MD & CEO Rajiv Agarwal Cont’d. from Pg. 3
“Besides, the Union Budget 2021 is extremely positive, driving the country towards Aatmanirbhar Bharat by laying huge stress on health care, infrastructure, banking and insurance, textile and agriculture that will aid the country not only towards economic revival but also spur growth. The infrastructure spending has gone up by 34 per cent through the National Infrastructure Pipeline (NIP) and a welcome focus on boost in road and railway infrastructure with new economic corridors planned will certainly help the growth of
the logistics sector and will lead to enhancing trade in the country. “The announcement of the launch of the National Asset Monetisation Pipeline, which will include transmission lines of the power grid, oil & gas pipelines, airports, toll roads, etc., will be a gamechanger. The Central Government’s increased focus on the infrastructure sector will certainly bring in positive measures for the holistic growth of the logistics and maritime sector. No new tax is a very big positive in these times.”
India’s plan to become a leading Rail freight force globally NEW DELHI: India’s position and rail freight capacity constitute two beneficial factors for expansion to international rail freight routes. The countries home to big container ports, like Nhava Sheva, that allow deep-sea routes to connect with hinterland rail routes. Moreover, it has a comprehensive and dedicated rail freight network facilitating the transport of goods by rail. On top of that, the country has an immense industrial power that allows it to export products worldwide. Rail freight could also play a more active role in this through investments in other countries and the utilisation of international freight corridors. More importantly, though, India seems to strive and stay up to date with current rail freight trends that include green environmental goals. North-South corridor The International North-South Transport Corridor (INSTC) is a 7,200 kilometre-long freight route connecting India, Iran, Azerbaijan and Russia via ship, rail and road. The line should reduce journey times between Mumbai and Moscow from forty to fourteen days. The main objective of the corridor is to provide an alternative to the traditional routes carried out by sea through the Suez Canal and the Mediterranean, and the Baltic Sea. For India participating in such an international route is a great success. In practice, this means that it can utilise a route that mainly uses rail for quick access to Russia and, respectively, Europe while skipping the Suez Canal. In fact, the first train trip from Europe, and specifically Finland, towards India through the INSTC is currently in progress. The train departed from Helsinki on 21 June and is on its way to cross the borders between Azerbaijan and Iran. The total transit time between Finland and India will be around 22 days making the route even more competitive. Interest in regional neighbours India seems to be pacing up developments in countries belonging to Central Asia. For instance, in December 2020, Iran and Afghanistan acquired their first rail freight link. The two countries launched the Khaf(Iran)-Herat(Afghanistan) link that was under construction since 2007. The specific rail link can expand towards Turkmenistan in the north and open the way to the Caspian Sea and the countries accessing it (Russia, Kazakhstan, Azerbaijan).
India engaged actively in the launching of the Khaf-Herat railway line. It got involved and contributed to the integration of the project, aiming to enhance its connections with Afghanistan further and provide the country with other vital destinations, for instance, Russia. The country attempts to seize opportunities popping up in neighbouring countries when it comes to rail freight developments because it acknowledges their potential regarding further connections with important destinations and economic centres. It might not be the easiest thing to do. That is mainly because China and its Belt and Road Initiative currently gain most of Asia’s transport and economic attention. Still, India is on the right track, exploring smaller but meaningful opportunities to reach Russia and Europe. Transport giants invest in the country Another interesting aspect of India is that transport powerhouses like Maersk invest in dedicated rail services. More specifically, in late April, Maersk launched its ‘Automotive Express’ service, connecting the Garhi Harsaru Inland Container Depot near Delhi with the APM Terminals at Pipavav Port. Maersk cooperates with GatewayRail, an Indian internodal rail operator in the service that covers approximately 2,000 kilometres per trip while providing the capacity of 180 TEUs each way. Becoming the world’s largest green railways Nevertheless, India focuses on its internal rail freight performance too. The Indian Railways are one of the world’s largest railways at the moment, with a network of 68,000 kilometres and dedicated freight corridors crossing the country. Each year, the company carries up to 1,2 billion tonnes of freight. Simultaneously, it tries to modernise its operations and reach zero carbon emissions by 2030. Specifically, Indian Railways find themselves in a race to fully electrify their network while running multiple projects to extend it. Furthermore, they constantly add new types of products on trains. The latest additions concern the transport of food grains and oxygen by rail, which until 2020 took place mainly by road. India wants to have the world’s largest green railway by 2030. Even if it doesn’t entirely succeed, it’s at least encouraging to see the country moving in this direction while other governments worldwide still lack behind.
BLR Airport handles 326,643 MT cargo in FY 2020-21 BANGALURU: Kempegowda International Airport, Bengaluru (KIAB/ BLR Airport) handled 326,643 metric tonnes (MT) in FY2019-20, 12.70 percent short of last fiscal’s 374,181 MT It also managed to record 32.3 million passengers in FY2019-20, an unprecedented 66 percent decline in traffic during FY202. The reduced slots for airlines at airports driven by DGCA guidelines, too, added to the lowered numbers. ATMs dropped by 50 percent to113,993 from 231,051 in 2019-20. While domestic movements reduced by 49 percent at 102,801, international traffic saw 11,192 movements, lower by 61 percent in the last 311 days of operations. However, the subdued environment due to the pandemic had a marginal impact on cargo operations. BLR Airport was the only major airport in the country to reach 100 percent of
the previous year’s tonnage on a year-on-year basis from September 2020 through January 2021. In March, it regained momentum, recording 34,401 MT - the highest in the last 31 months. Overall, domestic tonnage was 119,125 MT, 20 percent short of last year’s tonnage, while international was 207,518 MT, 7 percent short of the previous financial year. Due to the sharp drop in passenger volumes, BLR Airport has suffered a significant decline in revenue. Despite the crisis, BIAL is firmly committed to completing all the capital expenditure projects that are currently underway. During the last financial year, BIAL also launched multiple cargo infrastructure projects including a new express cargo terminal and a public bonded warehouse and made several investments in technology to ensure passengers continue to enjoy an enhanced airport experience and to ensure cargo processing was expedited.
