Forging New Paths in Global Logistics: Insights from Türkiye MUMBAI: Envision a dynamic nexus where continents converge, historical pathways intertwine with contemporary thoroughfares, and opportunities for growth are abundant. Türkiye, a nation uniquely positioned at the crossroads of Europe and Asia, is rapidly emerging as a pivotal player in the arena of global logistics. In this article, we will delve into Türkiye's pioneering strategies and geographic advantages that are reshaping the landscape of international trade. Additionally, we will explore the burgeoning synergies between Türkiye and India, setting the stage for groundbreaking advancements in transcontinental logistics. The Tale of Türkiye's Strategic Advantage Standing at the cusp of Europe, overlooking the Bosphorus Strait towards the vast expanse of Asia, one witnesses the embodiment of Türkiye's greatest asset: its strategic location. Türkiye has skillfully capitalized on this geographic advantage, transforming into a logistics hub that seamlessly connects continents. The Middle Corridor project is a testament to this vision, creating a more direct and efficient route from Türkiye to China, challenging traditional trade routes and affirming Türkiye's central role in Eurasian commerce. Furthermore, Türkiye's investment in modernizing its transportation infrastructure, from railways to highways, not only bolsters its domestic capabilities but also enhances its role as a global logistics nexus. FIEO’s Pre-Budget Proposal for FY’ 2024-25 NEW DELHI: R&D Support key to sustained Exports growth: R&D is an integral part of industry and a key factor for enabling manufacturing and innovation in India which is vital for exports in all sectors particularly in knowledge-based sectors such as Pharmaceutical, B i o -Te c h n o l o g y, E l e c t r o n i c s , IT, Aviation, Automobiles, High-end Engineering etc. Unfortunately, India's spending on R&D (less than 1% of GDP) is well below that in major nations such as China (2.43% of GDP), the US (3.46% of GDP), Korea (4.93% of GDP) and Israel (5.56% of GDP). DSIR (Department of Scientific & Industrial Research) gives “In house R&D centre” recognition to Private & Public limited manufacturing companies which gives them eligibility to get the stated “weighted tax deduction” u/s 35(2AB) of the Income Tax Act 1961. This section provided 200% weighted tax deduction till March’ 2017 on capital and recurring expenditure incurred for conducting Research & Development activities. But from April 2020 onwards this weighted tax deduction has been reduced to 100% making it as good as a business expense. This puts Indian companies at a disadvantage as many countries are providing 200%-300% deductions on R&D spending besides other benefits due to high gestation period and uncertainties associated with R&D investments. It is, therefore, suggested: (i) Weighted tax deduction under Section 35(2AB) may be increased to 200%.

(ii) The benefit under Section 35(2AB) may also be extended to Limited Liability Partnership (LLP), Partnership Firms and Proprietary firms as MSME units largely fall in these categories. 2. Develop a Global Shipping L i n e o f I n d i a : We a p p r e c i a t e Government initiative for facilitating Container manufacturing in the country to become Atma Nirbhar. We request a similar focus for developing an Indian Shipping Line of global repute. India’s outward remittance on transport services is increasing with rising exports. We remitted over US$ 80 Bn as transport service charge in 2021. As the country moves towards the goal of US$ 1 Tn, this will touch US$ 200 Bn by 2030. A 25% share by the Indian Shipping Line can save US$ 50 Bn year on year basis. The Indian Private sector may be engaged to develop such Shipping Lines. This will also reduce arm twisting by foreign Shipping Lines particularly of our MSMEs. 3. Increase allocation for MAI Scheme with the target of US$ 2 Trillion Exports: The country is aiming to take goods and services from US$ 776 Bn recorded in 2022-23 to US$ 2000 Bn (US$ 2 Tn) by 2030. This requires aggressive export marketing to showcase Indian products and services to the global customers. The marketing support given under the Market Access Initiative (MAI) scheme, with a total allocation of less than Rs 200 crore for the current year, for promoting exports to US$ 2 Tn is grossly inadequate. Therefore, for aggressive marketing, there is a need for the creation of a corpus of minimum 0.5% of the preceding year's exports for the MAI Scheme. A focus on marketing with support from the Government will immensely benefit our MSME exporters.

4. Financial outlay for the District as an Export Hub (DEH) Scheme: The Commerce Ministry has been extremely successful in roping States in the export efforts of the country. However, the State participation is still not up to their potential. Over 70% of India’s exports emanate from 5 States and Gujarat alone accounting for over 3 0 % c u r r e n t l y. 1 5 S t a t e s a n d Union Territories have less than 1% Share. District as an export hub through a granular approach addresses the supply-side challenges in exports at the district level. Over 500 districts have their exports strategy formulated and the District Export Promotion Committee in place. A planned scheme to address the infrastructure gaps through CentralState funding can be the game changer and will help in exponential growth in exports from the districts thus pushing States’ exports and thereby of the country. The Budget may announce a scheme which on pilot basis may be introduced in 50 districts with a corpus of Rs 5000 Cr with sharing between Centre and States. 5. Extension in sunset clause for new manufacturing companies till 31st March, 2027: The government introduced a favourable tax regime for new manufacturing companies. Section 115BAB has been inserted offering a low tax rate of 15% (plus surcharge and cess) to new manufacturing companies. To encourage more investment in the manufacturing sector and exports, the interim Budget may extend the sunset date for commencing manufacturing from March 31, 2024, till March 31, 2027, for companies availing 15 per cent concessional income tax rate.

Nirmala Sitharaman says every partner should collaborate for India to become 3rd largest Economy by FY28 NEW DELHI: Union Finance Minister Smt Nirmala Sitharaman stated on Saturday that Customs Department initiatives, including Faceless Assessment and Single Window Clearance, must evolve with the overarching goal of boosting trade growth. She further emphasised the importance of collaborative efforts from all stakeholders to assist India in surpassing a GDP of $ 5 trillion by 2027-28. In a written message on the ‘International Customs Day 2024’ occasion, Sitharaman emphasised

the common goal of facilitating ease of doing business for nation-building during India’s ‘Amrit Kaal.’ She urged all stakeholders to unite and contribute to the well-being of Indian citizens. She mentioned that this year’s theme for International Customs Day, which is “Customs Engaging Traditional and New Partners with Purpose,” aligns with the motto of ‘Sabka Saath Sabka Vikas‘ coined by Prime Minister Shri Narendra Modi. “Every partner needs to collaborate to put India on course to

becoming the third-largest economy by 2027-28, with a GDP surpassing USD 5 trillion,” the Finance Minister said. Many initiatives taken by C u s t o m s , s u c h a s Fa c e l e s s Assessment, Direct Port Delivery, Single Window Clearance, and AEO Scheme, need to evolve with an overall objective of growth of trade and business, she added. Special focus on MSMEs, new startups and inclusivity will align with the Prime Minister’s vision, stressed Sitharaman.

Red Sea route accounts for 50% country’s exports, 30% of imports NEW DELHI: The impact of the ongoing crisis around the Red Sea shipping route, which accounts for 50 per cent of the country’s exports and 30 per cent of imports last fiscal, will vary depending on the industry, according to a report. The crisis in the Red Sea shipping route began after Yemen-based Houthi rebels launched frequent attacks on commercial shipping vessels plying through the route in November as a fallout of the IsraeliPalestinian war, which started in early October 2023. Currently, the US and British forces are also engaged in counter-attacks on the militants. Domestic companies use the Red Sea route through the Suez Canal to trade with Europe, North America, North Africa and part of the Middle East. Last fiscal, these regions accounted for 50 per cent of the country’s exports worth Rs 18 lakh crore and 30 per cent of imports worth Rs 17 lakh crore. The country’s overall merchandise trade was Rs 94 lakh crore last fiscal, with 68 per cent in value and 95 per cent in volume being sea-borne, according to a report by Crisil Ratings. The country imports 30 per cent of DAP from Saudi Arabia, 60 per cent of rock phosphate from Jordan and Egypt, and 30 per cent of phosphoric acid from Jordan. Companies operating in sectors like agricultural commodities and marine foods could see a significant impact due to the perishable nature of their goods and/or lean margins, which limit their ability to absorb the risks from rising freight costs. The Shanghai Northern Europe container freight rates have risen by over 300 per cent to USD 6,0007,000/TEU) since November 2023. On the other hand, companies operating in sectors like textiles,

chemicals and capital goods may not be immediately hit, as they have a better ability to pass on higher costs, or because of a weaker trade cycle. But a prolonged crisis can make these sectors also vulnerable as working capital cycles would get stretched with orders put on hold. However, a few sectors, such as shipping, could benefit from rising freight rates. Lastly, players in pharma, metals, and fertilisers will not be much impacted. Increasing attacks on ships sailing in the Red Sea region since November 2023 have persuaded shippers to consider the alternative longer route past the Cape of Good Hope. This has not only stretched delivery time by 15-20 days but has also increased the transit cost substantially because of incremental freight rates and insurance premiums. For agricultural commodities like Basmati rice (30-35 per cent of production is shipped to these regions), exporters are feeling the pressure as rising freight costs have curbed exports and a part of their inventory is now being sold in the domestic market, leading to a moderation in realisations. S i m i l a r l y, m a r i n e i t e m s (predominantly shrimps and prawns) can also see a significant impact as 80-90 per cent of the production is exported, and over half of it is through the Red Sea. Their perishable nature and lean margins make exporters vulnerable to rising freight costs and competitive pressure from Latin American suppliers. While textiles, especially home textiles (75 per cent of the production is exported, mainly to these regions), their mid-teen margins can absorb higher freight rates for some time. Similarly, in chemicals (25-30 per cent of the revenue of agrochemicals and speciality chemicals makers comes

from these regions), exports may be less affected given sufficient channel inventories and a subdued near-term demand scenario. Players in the capital goods sector (with exports and imports of over Rs 2 lakh crore each) can be impacted by a sustained disruption in trade routes due to delays in deliveries, which can lead to inventory build-up and slowdown in order conversions for EPC companies. For certain import-dependent players, such as non-urea fertiliser makers, which source end-product a nd/ o r it s k e y r a w m a t e r ia ls / intermediates, the impact will be limited given the current lean consumption period and sufficient inventories, but a sustained increase in sourcing cost will have to be compensated through a higher subsidy from the government. Crude oil may also be less impacted as only 10 per cent of the global oil trade is through the Red Sea, and the current disruptions have had a limited impact on prices. Crude prices rose 5-7 per cent to USD 80/barrel in mid-December 2023, following an escalation of the crisis but prices have since settled in the USD 77-80/barrel range. It is not that the impact of the Red Sea crisis will be negative for all sectors. In fact, for some sectors, it will offer tailwinds. Shipping companies and freight forwarders should benefit from higher charter rates, after a year that saw steep falls due to slowing global trade. While the immediate impact of the crisis would be low for most of India Inc., prolonged strife can affect the profitability and working capital cycle of export- oriented industries. The extent of this will vary depending on sectoral nuances. Supply chain issues could also intensify, curbing trade volume and renewing inflationary pressures.

Electronics, engineering goods among six focus sectors for $1 trillion exports target NEW DELHI: India has identified electronics, engineering goods, textiles, marine & agriculture, toys and pharmaceuticals as the six sectors that could help the country achieve almost 70% of its $1-trillion goods export target by FY30. As per a study by the commerce and industry ministry, these sectors could clock around $670 billion of exports by 2029-30. India’s goods exports in FY23 were $451.07 billion. “While toys may not be as large an export sector like engineering or electronics, they have seen remarkable growth,” said a government official. Led by drones, solar modules, turbo jets, auto and auto -components,

electric vehicles and parts, engineering goods exports are expected to grow to $300 billion by FY30 from $107 billion in FY23, while pharma exports, focused on biosimilars and innovation drugs, could rise to $57 billion from $25 billion in the same period. The outbound shipments of electronics are expected to touch $100 billion by FY30, propelled by mobile phones, laptops, wearable electronics and electronic accessories. Led by readymade garments, technical and man-made fibre textiles, the total textile exports are expected to reach $97.7 billion in the next six years, whereas marine and agriculture

product exports are estimated at $118 billion by FY30. Officials said untapped areas in Odisha, West Bengal, Gujarat and Tamil Nadu are being looked at for area expansion under aquaculture. Moreover, value added items such as canned and dried products have been identified for export promotion. “A special focus is being given on value added products and the food processing sector,” the official said. To boost toy exports, toy clusters such as Channapatna in Karnataka, Varanasi in Uttar Pradesh, Kondapalli in Andhra Pradesh and Jaipur in Rajasthan have begun tapping into international markets.

Red Sea, Black Sea and Panama Canal: UNCTAD raises alarm on Global trade disruptions The organiza on warns that escala ng a acks on ships in the Red Sea are adding strain to shipping routes already hit by conflict and climate change. G E N E VA : T h e U N ’ s t r a d e a n d development body, UNCTAD, has raised profound concerns over escalating disruptions to global trade. It says that recent attacks on ships in the Red Sea, combined with geopolitical tensions affecting shipping in the Black Sea and the impacts of climate change on the Panama Canal, have given rise to a complex crisis affecting key trade routes. UNCTAD’s head of trade logistics, Jan Hoffmann, outlined the organization’s detailed analysis of the situation at the UN’s daily press briefing on 26 January. He underlined maritime transport’s critical role in international trade, noting that it is responsible for approximately 80% of the global movement of goods. Disruptions in the Black Sea and Panama and Suez Canals The Suez Canal, a critical waterway connecting the Mediterranean Sea to the Red Sea, handled approximately 12% to 15% of global trade in 2023. UNCTAD estimates that the trade volume going through the Suez Canal decreased by 42% over the last two months. The ongoing conflict in Ukraine has also triggered substantial shifts in oil and grain trades, reshaping established trade patterns. Meanwhile, the Panama Canal, another key artery for global trade, is grappling with a severe drought that has diminished water levels, resulting in a staggering 36% reduction in total transits over the past month compared to a year ago. The long-term implications of climate change on the canal's capacity are raising concerns about enduring impacts on global supply chains. The crisis in the Red Sea, marked by Houthi-led attacks disrupting shipping routes, has added another layer of complexity. Container Ship transits plummet as freight rates and emissions surge In response to the Red Sea crisis, major players in the shipping industry have temporarily suspended Suez transits. Notably, weekly container ship transits have plummeted by 67%. Tanker transits and gas carriers are also experiencing significant declines. Meanwhile, shipping prices are increasing. The $500 surge in the average container spot freight rates during the last week of December was the highest ever weekly increase. Average container shipping spot rates from Shanghai have more than doubled (+122%) since early December. More specifically, the rates from Shanghai to Europe have more than tripled (+256%), while rates to the west coast of the United States increased by 162%, although ships on this route do not go through the Suez Canal. Insurance premiums have also surged, compounding the overall cost of transit. Additionally, ships rerouted from the Suez and Panama Canal routes are compelled to travel faster to compensate

for detours, burning more fuel per mile and emitting more CO2, further exacerbating environmental concerns. “Here we see the global impact of the crisis, as ships are seeking alternative routes,” Mr. Hoffmann said. Global implications: Increases in energy and food prices. UNCTAD underscored the far-reaching economic implications of these disruptions. Prolonged interruptions, particularly in container shipping, pose a direct threat to global supply chains, raising the risk of delayed deliveries and higher costs. While current container rates are approximately half of the peak seen during the COVID-19 crisis, it will take time for the higher prices to hit consumers, with the full impact expected within a year. Energy prices are witnessing a surge as gas transits are discontinued, directly impacting energy supplies, especially in Europe. The crisis is also impacting global food prices, with longer distances and higher freight rates potentially cascading into increased costs. Disruptions in grain shipments from Europe, the Russian Federation and Ukraine pose risks to global food security, affecting consumers and lowering the prices paid to producers. Impact on developing countries and the need for collective action “Developing countries are particularly vulnerable to these disruptions, and UNCTAD remains vigilant in monitoring the evolving situation,” Mr. Hoffmann said. The organization emphasized the urgent need for swift adaptations from the shipping industry and robust international cooperation to navigate the rapid reshaping of global trade dynamics. The current challenges underscore trade's vulnerability to geopolitical tensions and climate-related challenges, demanding collective efforts for sustainable solutions, especially in support of the countries more vulnerable to these shocks.

Longer disruptions at Red Sea trade route may hurt auto, electronics production : GTRI NEW DELHI: Longer disruptions at the crucial Red Sea trade route may hurt manufacturing lines of some sectors like electronics, automobiles, chemicals, consumer goods and machiner y, economic think tank GTRI said. T h e G l o b a l Tr a d e R e s e a r c h Initiative (GTRI) said companies relying on just-in-time manufacturing processes can be particularly vulnerable as they maintain low inventory levels and depend on the timely arrival of components and finished products. Few industries where production will be impacted due to disruptions in global value chains include electronics, automotive, machinery, chemicals, pharmaceuticals, plastics, textiles, and consumer goods, it added.

Components and finished products are often shipped through the Suez Canal to reach different markets, and disruptions can lead to delays in manufacturing and increased costs, it said. Due to the attacks by Houthi rebels on commercial ships, the movement of goods from the Red Sea, the world’s busiest shipping route, has disrupted the global supply chains as vessels have to take long routes for exports and imports. The immediate ripple effects are seen in increased freight costs, mandatory war risk insurance, and significant delays due to rerouting. “The adverse impact will multiply if the disruption continues beyond a few more weeks as it will impact not only trade but local productions of

many industries, which rely on just-intime procurement/import of inputs through the global value chains spanning both Europe and Asia,” GTRI Co-Founder Ajay Srivastava said. He said that average container spot rates have more than doubled since early December 2023. Basmati rice exporters face freight costs soaring to USD 2,000 per 20-tonne container for destinations around the Red Sea, marking a 233 per cent increase, Srivastava added. Similarly, he said, the other sectors which have faced issues include life-saving drugs, textiles, diesel, ATF, and steel. Exporters have also expressed apprehensions that if the crisis continues, it will hurt the country’s trade.

Nagarkot Forwarders felicitated by Mumbai Customs on International Customs Day Cont’d. from Pg. 3

Nagarkot, founded in 1988, is a leading Indian thirdparty logistics company providing end-to-end logistics ser vices (Customs Clearance, International Freight For warding, Warehousing, Distribution,

Container Freight Station). Nagarkot provides reliable and cost-efficient logistics solutions. A trustworthy partner to several marquee clients, Nagarkot takes care of a range of requirements by conceptualizing and executing highly personalized end-to-end solutions.

MSC Aurora becomes 1st Container Ship to sail to Antwerp with a draft of 16 meters ANTWERP: Over the past three years, intensive efforts have been made to fully prepare the Antwerp port for the reception of container ships with a draft of 16 meters. This opens doors for Antwerp to be the first port of call for the largest ships. Achieving this milestone involved six meticulous test voyages, with the last one taking place on November 10, 2023, featuring the successful passage of MSC Raya in the Deurganck dock. Recently MSC Aurora becomes the first container ship to sail to Antwerp with a draft of 16 meters under normal admission policy, not as a trial run. Previously, the draft was limited to 15.56 meters. The 16-meter draft represents a crucial step forward. The close collaboration between the shipping company MSC Belgium, the pilots and traffic controllers of the Maritime Services and Coast Agency (MDK), the Dutch pilots, the Joint Nautical Authority (GNA) and Port of Antwerp-Bruges made this impressive result possible. The series of tests began on March 1, 2021, with the arrival of MSC Regulus with a draft of 15.7 meters, and MSC Rapallo also had a successful test voyage with a draft of 15.7 meters. This was followed by MSC Diletta on July 9, 2022, with a draft of 15.9 meters and MSC Isabella. On October 2, 2023, MSC Tessa successfully set the depth record of 16 meters upon arrival from Portugal in the Deurganck dock. After the successful completion of the last test with MSC Raya, various procedures have been followed, and as of today, the 16-meter draft is officially in effect.

The Antwerp port now has the capacity to welcome the world's largest ships. This additional 5 decimeters can yield approximately 1000 TEU (Twenty-foot Equivalent Unit) gain. The increased draft of 16 meters applies exclusively to container ships sailing to the Deurganck dock. Annick De Ridder, Vice-Mayor of the City of Antwerp and President of the board of directors of Port of Antwerp-Bruges: “For our global economic position, it is essential that we can continue to receive the largest container ships. A draft of 16m allows us to further profile ourselves in the Far East, where the largest ships sail. This strengthens our position as the first port of call. It gives us a competitive advantage and consolidates our position as a global port. After the first trial run in October, today was the turn of the MSC AURORA to perform the very first official '16m journey.' Our port achieves a new milestone. Congratulations!" Marc Beerlandt, CEO of MSC Belgium: "I am pleased that a draft of 16 meters has been achieved in the Port of Antwerp. My sincere thanks go to the pilotage, Maritime Ser vices and Coast (MDK), the Joint Nautical Authority (GNA), and the Port of Antwerp-Bruges for their dedicated efforts to achieve this impressive result. The sailing of MSC Aurora marks an important moment and confirms Antwerp as a global port for the largest container ships. This achievement reflects MSC's commitment and the pursuit of continuous progress in Antwerp."
