Historic moment for Indo-Bangla trade relations India's Oxygen Express arrives in Bangladesh with 200 MT of liquid medical oxygen; “Green Corridor” for oxygen tankers at ICP Petrapole Cont’d. from Pg. 1 Indian Railways' Oxygen Express entered Bangladesh with 200 MT of liquid medical oxygen on Saturday night as the country’s Covid-19 daily-death toll remained close to 200. Set out from Jamshedpur-Tatanagar in India’s Jharkhand state at 10 am, the train reached Bangladesh through Benapole around 10 pm on Saturday, the company sources involved with the entire process in Kolkata and Bangladesh told. The train is carrying 10 containers of liquid oxygen and those will be unloaded after it reaches the west side of Bangabandhu Railway bridge on Sunday. Indian Railways' Oxygen Express has embarked on its first overseas journey to transport 200 MT of liquid medical oxygen to Bangladesh as the Covid-19 situation keeps worsening in the country with increased hospitalization. This is the first time ever that the Oxygen Express has been put into operation to deliver the life-saving gas to foreign soil since these special train services began in India in April this year. So far, the state-owned Indian Railways has operated 480 such special oxygen trains across India. On Saturday, an indent was placed at Tata in Chakradharpur division under South Eastern Railway to ferry the 200 MT of oxygen to the Benapole border, according to the Press Information Bureau of India. This consignment will significantly augment the necessary reserves of liquid medical oxygen in Bangladesh, it said. The consignment will be decanted in Bangladesh and supplied to hospitals in the country "to support our partners in the fight against the current Covid wave". India has already said it is committed to further sharing medical supplies, in tandem with the improvement in its own pandemic situation, with its closest partners in the neighborhood. “Green Corridor” for oxygen tankers at ICP Petrapole Earlier, as part of the emergency services, 11 portable tankers carrying 173 MT of imported oxygen from India reached Bangladesh through Benapole land port Saturday afternoon. Director of Benapole landport, A Jalil disclosed the imported oxygen tankers have been kept in the port's transshipment yard for emergency unloading. The importers are two private sector organisations - Linde Bangladesh Ltd, a leading multinational in the industrial gases sector globally, and Pure BD Ltd, a subsidiary of Unilever. The 173 MT comes on top of
an earlier consignment of 180 MT that reached Bangladesh last Wednesday, on Eid-ulAzha, which were provided a green corridor on an emergency basis. The movement of 11 tankers to Bangladesh was facilitated on an emergency basis at Integrated Check Post (ICP) Petrapole, India . Commissioner of Benapole Customs House Azizur Rahman told that two teams have been kept on standby to unload such essential shipments to meet any emergency that may arise. Wednesday's consignment of 180MT has already been unloaded by the team, and received by the importers. Raju Goswami, J.K.Overseas Shipping Agency, Kolkata, who is actively involved in the entire process, said, “The need to maintain adequate supplies of oxygen has become imperative during the pandemic, as the virus causing it all is primed to attack our respiratory system. Depending on the severity, our ability to take in as much as possible of life-enabling gas oxygen with each breath may be impaired.” Given the criticality of these supplies of liquid oxygen to hospitals in Bangladesh, ICP Petrapole officials provided a green corridor for medical oxygen export. The oxygen was imported by Linde, Spectra and Pure Oxygen, he said. Anit Jain, Assistant Commissioner of Customs at ICP Petrapole informed that despite being Eid-ul-Azha holiday a special team of Land Port officials, Custom officials, BSF and CNF agents was constituted and they were in regular contact with the High Commission of India in Dhaka and their Benapole counterparts. Kamlesh Saini, Director, Petrapole Land Port said, field level officials have been given special instructions to ensure that essential commodities like Liquefied Medical Oxygen could be cleared quickly from the Petrapole dry port. He said port authorities on both the side share excellent relations having a long tradition of assisting each other. Government officials on both sides of the border have demonstrated the spirit of brotherhood in supporting each other on the Eid-ul- Azha day.

Global Logistics handles a rare, precious cargo of hairs from Gujarat to USA Cont’d. from Pg. 1 Gujarat’s Nilanshi Patel, who held the Guinness World Records title since 2018 — for the longest hair on a teenager – cut her hair after 12 years. In July 2020, she grabbed the title of ‘longest hair ever on a teenager’ with hair measuring 200 cm. After being honoured with three Guinness World Record titles, Nilanshi decided to cut her hair and give it to the museum. She also thanked Global Logistics for helping her to move this to Ripley’s museum. Before saying goodbye to her hair, Nilanshi kissed them and crossed her fingers for good luck. Once her hair was cut, it was tied and weighed a total of 266 g. The hair will be on display at Ripley's Believe it or Not! Museum in the US.

Wan Hai’s smaller boxships reconsider entering Asia-Europe trades TAIWAN: Sky-rocketing freight rates across multiple trades have led to smaller containerships, considered uneconomical a year ago, coming back in vogue. And with the unit cost barriers on the major tradelanes dismantled and service levels from established container lines at all-time lows, there are opportunities for niche carriers to break the stranglehold of the alliances. One such is Taiwanese ocean carrier Wan Hai, which has ordered more containerships in the last six months than any other carrier or non-operating owner (NOO), many of them 3,000 TEU or below. These sizes have seen some of the highest spikes in hire rates in the charter market, with reports of owners achieving in excess of US$100,000 a day, driven by a dearth of tonnage and a decade-long lack of newbuild investment in smaller containerships.
Wan Hai already boasts one of the highest owned-vessel ratios of all of its peers, at 57 per cent, and its orderbook of 63 per cent of its existing fleet is by far the highest. The carrier said it was part of its ‘latest fleet renewal plan’ to replace some of its 64 chartered-in ships and boost its 86-strong owned fleet. Wan Hai’s own ships consist of feedermax units of 1,068 TEU, up to post-panamaxes of 7,241 TEU, but it has not been tempted to follow the lead of other carriers to operate ever-larger vessels. As a consequence, Wan Hai was pushed out of some trades, such as Asia-North Europe, due to the lower unit costs of the competition. However, with freight rates from Asia to North Europe some 700 per cent higher than a year ago, capacity stretched to the limit and schedule reliability at an all-time low, there is speculation in the trade that Wan Hai could be preparing to reenter the market next year.
PIL starts to rebuild fleet with bullish outlook of Container sector SINGAPORE: In a further sign of the roaring, record-breaking period container shipping is enjoying Singapore’s Pacific International Lines (PIL) has expanded its fleet size. The SS Teo-led shipping line had a fleet size of approximately 400,000 slots at the start of 2020, but in the ensuing 18 months it sold off a huge swathe of its business to stay afloat, with its boxship fleet dropping in size by 37.5% to around 250,000 TEU. However, in recent weeks PIL, now with new backers, has started to rebuild. Latest data from Alphaliner shows the carrier, ranked number 12 in the world, now has a fleet just shy of 270,000 slots. Sources told that PIL has been busy taking back some ships that were chartered out earlier including the 11,923 TEU Kota Pahlawan. PIL’s restructuring was completed at the end of March with a unit of Singapore’s sovereign wealth fund coming in with
$600m to save the SS Teo-led carrier. Heliconia Capital Management, part of Temasek Holdings, bailed out Singapore’s largest liner company with funding coming in the form of loans, a revolving credit facility and an investment by way of convertible preference shares. Since that bailout, container shipping has been on a recordbreaking run. The Shanghai Containerized Freight Index (SCFI) – the benchmark liner spot reference – crossed the 4,000 point for the first time earlier this month, quadruple its historical average with liners now firmly on course to record their most profitable year in history. Drewry is now forecasting the container shipping industry will post a record $80bn profit in 2021, up from earlier forecasts of $35bn. If freight rates surpass expectations in the remainder of the year, Drewry said an annual profit line in the region of $100bn is not out of the question, more than three times the all-time liner record.

Adani Ports raises $750 mn via offshore bond offering MUMBAI: Adani Ports and Special Economic Zone Ltd (APSEZ), the transport and logistics arm of billionaire Gautam Adani’s group of companies, on Tuesday said it has raised $750 million from overseas investors through a bond offering. Adani Ports, in a statement, said it has priced the $750 million senior unsecured USD notes issuance with 20 years and 10.5 years tranches at a fixed coupon of 5.0% and 3.8% respectively. The issuances were oversubscribed over three times, the company said. “This issuance establishes the Adani Group as India’s leading issuer with the ability to access international capital markets across all market cycles. APSEZ is the only infrastructure company in India to successfully raise 20 years money from international markets, an achievement that
underscores the strength of the company’s unique business model and strong fundamentals as well as APSEZ’s commitment to ESG and the UN Sustainability Development Goals. Within the Adani portfolio, APSEZ is the third issuer of long tenor bonds after energy utilities Adani Green Energy Ltd (‘AGEL’) and Adani Transmission Ltd (‘ATL’),” the statement said. Having issued the long tenor bond in developed markets, APSEZ has stretched its debt maturity to over seven years from six years. The issuance has also reconfigured ratio of APSEZ’s debt from overseas investors to 73% from 69%. The latest dollar bond issuance by Adani Ports follows a $500 million issuance in January and will be used for both refinancing existing debt and capex. “APSEZ is proud of being India’s first infrastructure company to raise
USD 750 Mn. of dual tranche 10.5-year and 20- year unsecured bonds in global capital markets. This issuance reflects the confidence international financial markets have in the fundamentals of the Adani Group’s business model and its ability to execute. It further demonstrates our ability to mobilise global resources commensurate with our long asset life and is a part of our capital management program to lock lower interest rates over an extended tenor and extend debt maturity. The reduced cost of capital will translate into greater capital efficiency as well as enhanced shareholder returns,” said Karan Adani, CEO and Whole Time Director of Adani Ports. Axis Bank, Barclays, Citigroup, DBS Bank, Emirates NBD, JP Morgan, Merrill Lynch, Mizuho Securities, MUFG Securities, SMBC Nikko, and Standard Chartered Bank advised Adani Ports on this bond issuance.
Drewry launches shipmanager Steering Group to power vessel opex benchmarking LONDON: Drewry has launched a new Steering Group of shipmanagers to support development of its flagship Ship Operating Costs Annual Review & Forecast report and share best practice. Members of the Steering Group are collaborating with Drewry to share confidential vessel operating costs data across their managed fleet in return for participation in Drewry’s benchmarking and best practice sharing ser vices. Launch members include: Hong Kong’s Fleet Management; L ondon-based V.Ships; Cyprus domiciled Columbia Shipmanagement; Wallem Group based in Hong Kong; Singapore-based Executive Ship Management, MSI Ship Management and Union Marine Management Services; and ASP Ships Group headquartered in Australia. Drewry has been publishing annual assessments of vessel operating costs for over 40 years in its flagship Ship Operating Costs Annual Review & Forecast report, which now covers 47 different vessel types
and sizes across all the main cargo carrying segments. The method for deriving these assessments has developed over the years but has always been broadly holistic, combining data from vessel operators with infor mation extracted from audited financial reports of listed companies and input from subject matter experts on particular cost heads or vessel types. “The formation of the Steering Group enables Drewry to expand its sample size of vessel opex data across a wider range of ship types and sizes,” said Martin Dixon, Director of Research Products at Drewry. “Information received from members will be combined with existing sourced data and audited against information published in the financial accounts of listed companies we well as Drewry subject matter expert review.” Drewry estimates that 15% of the world merchant deep-sea fleet is managed by third-party shipmanagers. Its Steering Group includes half of the world’s top 10
shipmanagers by size of fleet under technical management. “We are delighted to be collaborating with Drewry and other Steering Group members on this initiative,” commented Kishore Rajvanshy, Managing Director at Fleet Management. “This strategic industry partnership puts us in a stronger position to evaluate the competitiveness of our operations, while also driving further growth and innovation for our industry and ultimately, create new value for our clients.” “V.Ships is pleased to be participating in this new Steering Group and looks forward to collaborating with Drewry and other shipmanagers to improve transparency of vessel operating costs and share best practices,” said Bjoern Sprotte, CEO Ship Management at V.Ships. “We have always considered benchmarking an important discipline to help ensure our clients receive the best possible balance of service and value for money.”
IMF trims FY22 India growth forecast to 9.5% NEW YORK: The Inter national Monetary Fund (IMF) has slashed its FY22 growth forecast for India by 300 basis points (bps), from its April projection, to 9.5%, the sharpest cut for any country, citing the damage caused by the second Covid wave that peaked in May. For the next fiscal, however, the Fund has raised the growth projection for the country to 8.5% from 6.9%. Its April forecasts hadn’t factored in the impact of the resurgence of Covid infections in India. While the multilateral body retained its global growth forecast at 6% for 2021, it trimmed its earlier projection by 40 bps for developing countries and raised it by 50 bps for advanced economies. Risks around the global baseline projections are, however, to the downside, it cautioned. Countries lagging in vaccination, such as India and Indonesia, would suffer the most
among G20 economies, it added. The IMF also revised up its predictions of global trade volume growth by a sharp 130 bps for 2021 to 9.7% and 50 bps for 2022 to 7%. India is set to benefit from an expected rise in global trade prospects once its supply side gains traction. “Vaccine access has emerged as the principal fault line along which the global recovery splits into two blocs: Those that can look forward to further normalisation of activity later this year (almost all advanced economies) and those that will still face resurgent infections and rising Covid death tolls,” the Fund said in its latest World Economic Outlook (WEO) forecast. Commenting on global economic growth, the IMF, however, cautioned that the recovery “is not assured even in
countries where infections are currently very low so long as the virus circulates elsewhere”. As for inflation, the multilateral body said recent price pressures for the most part reflect unusual pandemic-related developments and transitory supplydemand mismatches. “Inflation is expected to return to its pre-pandemic ranges in most countries in 2022 once these disturbances work their way through prices, though uncertainty remains high,” it said. However, the Fund expected elevated inflation in some emerging market and developing economies, related in part to high food prices. Nevertheless, central banks “should generally look through transitory inflation pressures and avoid tightening until there is more clarity on underlying price dynamics”.

Parliament passes landmark ‘Marine Aids to Navigation Bill 2021’ to repeal and replace the Lighthouse Act 1927 NEW DELHI: The Parliament has passed the Marine Aids to Navigation Bill 2021, which aims to replace over 90-year- old Lighthouse Act 1927, to incorporate the global best practices, technological developments and India's International obligations in the field of Marine Aids to Navigation, to fulfill the visio n o f the P rime Ministe r S hri Narendra Modi, to make the legislative framework user-friendly and to promote ease of doing business. Union Minister for Ports, Shipping and Waterways Shri Sarbananda Sonowal moved the bill in Rajya Sabha on 19.07.2021 and it was passed today. Now the bill will go to the President for his assent. Union Minister of Ports, Shipping and Waterways, Shri Sarbananda Sonowal said that this initiative is part of the proactive approach adopted by the M i n i s t r y o f Po r t s , S h i p p i n g a n d Waterways by repealing colonial laws and replacing them with legislations catering to modern and contemporary needs of the maritime industry. Shri Sarbananda Sonowal also added that the bill aims to adopt state-of-the-art technologies of marine navigation which were not covered under the statutory provisions of the old Lighthouse Act 1927. The administration and management of Lighthouse and Lightships in India is
governed by Lighthouse Act 1927 for safe navigation. At the time of enactment of Lighthouse Act 1927, there were only 32 Lighthouses in the then British India spread across six regions viz. Aden, Karachi, Bombay, Madras, Calcutta and Rangoon. Post-Independence, 17 Lighthouses came under the administrative control of India, which have now increased manifold to meet the growing needs of the shipping industry. Presently, there are 195 Lighthouses and number of advanced radio and digital aids to navigation administered under the said Act. As the technology evolved, systems were put in place where with the help of Radar and other sensors, vessels were advised from shore about the position and thus Vessel Traffic Services (VTS) came into existence and found wide a c c e p t a b i l i t y. T h e s e m o d e r n , technologically improved aids to marine navigation systems have changed their profile from a ‘passive’ service to that of ‘passive as well as interactive’ service. Lighthouses have also been globally identified as a major tourist attraction due to scenic location, typical architecture and heritage value. The need for enactment of a new Act is necessitated to provide an appropriate statutory framework which reflects the modern role of marine aids to navigation and to be in compliance with India’s obligations
under International Conventions. Benets: The new Act will facilitate harmonized and effective functioning of aids to marine navigation and Vessel Traffic Services along the Indian coastline. The benefits include: I. Improved Legal Framework for Matters related to Aids to Navigation & Vessel Traffic Services and covers the future developments in the field of Marine Navigation. II. Management of ‘Vessel Traffic Services’ for enhancing the safety and efficiency of shipping and to protect environment. III. Skill development through Training and Certification for the operators of ‘Aids to Navigation’ and ‘Vessel Traffic Services’ at par with International standards. IV. Auditing and Accreditation of Institutes to cater to the need of Training and Certification at par with global standards. V. Marking of “Wreck” in general waters to identify sunken / stranded vessels for safe and efficient navigation. VI. Development of Lighthouses for the purpose of education, culture and tourism, which would tap the tourism potential of coastal regions and contribute to their economy.
MEIS export benets extended to 2 pharma products NEW DELHI: The government has extended export benefits under MEIS to two pharma products for shipments made during January 1, 2017 to December 31, 2020, according to a public notice of the commerce ministry. Under Merchandise Exports from India Scheme (MEIS), the government provides duty benefits depending on product and country.
Rewards under the scheme are payable as percentage of realised free-on-board value and MEIS duty credit scrip can be transferred or used for payment of a number of duties including the basic customs duty. “The two products have been included in the MEIS schedule and are eligible for MEIS benefits for exports made in the period January 1, 2017 to December 31, 2020 at the rate of 3 per
cent,” DGFT (Directorate General of Foreign Trade) said in a public notice. Fe d e r a t i o n o f I n d i a n E x p o r t Organisations (FIEO) DG Ajay Sahai said these goods were covered earlier also under MEIS but because of certain anomalies they were not able to enjoy the benefits and now the government has clarified that. “It is a good move, it would help the sector,” Sahai said.
A 100-acre MMLP to come up in Krishnapatnam & Kakinada each HYDERABAD: Andhra P radesh Industries Minister Mekapati Goutham Reddy recently said, two multi-modal logistics parks will be set up in the state. The logistics parks are expected to come up in about 100 acres of land near Krishnapatnam and Kakinada ports. The industries department is looking at PPP route to build the parks in Andhra Pradesh Industrial Infrastructure Corporation (APIIC) lands. Reddy reviewed the progress along with senior officials at the secretariat and
stated that a special logistics policy will be issued for the year 2021 soon. The minister said the government is currently working on the logistics policy, taking into consideration the policies of Singaporelike countries. “On the lines of ease of doing business, we will work out ease of doing logistics,” Reddy noted. As part of creating an authority at the Central level, the minister said orders have already been given to make the chief secretary as the chairman for SLCC. He noted that for logistics to thrive, freight
carriers are crucial for minor and major ports, cold storages and warehouses. Meanwhile, industries department director informed the major problems being faced by businessmen and manufacturers. Likewise, there were also proposals to set up an integrated command control centre. The industries ministry is also working towards raising the capacity of goods transportation from the ports, including raising it to 70 per cent from 50 per cent by 2026 at non-major ports.
Tamil Nadu Exporters seek separate State Export Policy CHENNAI: Tamil Nadu should come out with a separate export policy, said A. Sakthivel, chairman of Apparel Export Promotion Council and Federation of Indian Export Organsiations. In a memorandum to Chief Minister M.K. Stalin, he said that with Rs. 2.10 lakh crore worth exports, Tamil Nadu accounted for 10 % of total exports from India in 2019-2020. In a move to give an impetus to exports, the State should form an Export Promotion Board and have a separate
export policy. Currently, Indian garment exports are mostly limited to cotton fibrebased products. This fulfils the need of overseas buyers for three months only. To acquire business throughout the year, the textile units in the State should maximise production of synthetic fibre garments/apparels. Considering the potential in this sector, the State should have an exclusive park to develop synthetic fabrics and garments. MMF segment and technical textiles are included among the 10 key sectors in the
Production Linked Incentive Scheme announced by the Union government. The units coming up in the park can leverage on the benefits from the scheme too. The Government of India has announced a scheme of Mega Investment Textiles Parks (MITRA) and Tamil Nadu can set up parks for synthetic garments, garment accessories and textile machinery under the scheme. The two sea ports in Tamil Nadu one should be upgraded to accommodate mother vessels, he said.

DP World reports strong volume growth of 17.1% in Second Quarter Cont’d. from Pg. 1 Growth in 2Q21 accelerated with all regions delivering a strong performance, especially our terminals in India, Europe, Au s t r a l i a a n d A m e r i c a s . J e b e l A l i ( UA E ) h a n d l e d 3.4 million TEU in 2Q2021, up 4.2% year-on-year. On a 1H2021 gross basis, DP World handled 38.6 million TEU, with gross container volumes increasing by 13.9% year-on-year on a reported basis and 13.3% on a like-for-like basis. At a consolidated level, our terminals handled 11.4 million TEU in 2Q2021, increasing 18.2% on a reported basis and up 17.3% on a like for like basis. Group Chairman and Chief Executive Ofcer Sultan Ahmed Bin Sulayem commented: We are delighted to report another strong volume performance with 2Q2021 growth accelerating to 17.1% year-on-year, and up 7.3%3 compared to
2Q2019, which highlights the strength of the underlying market. Growth continued to be broad based with all our regions delivering a robust performance, with India being exceptionally strong. Encouragingly, the recent volume improvement at our flagship port of Jebal Ali (UAE) continued into 2Q2021 with throughput growth accelerating to 4.2% year-on-year. Looking ahead, the near-term outlook remains positive, but we do expect growth rates to moderate in the second half of 2021. Furthermore, we remain mindful that the Covid-19 pandemic and geopolitical uncertainty could once-again disrupt the global economic recovery. Overall, we continue to make good progress on our strategy to deliver supply chain solutions to beneficial cargo owners and are focused on growing profitability while managing growth capex. The strong start to 2021 leaves us well placed to deliver an improved full year performance and we remain focused on delivering our 2022 targets.

Cargo Integrity Group calls for risk-based measures to prevent pest contamination LONDON: The international freight transport organisations of the Cargo Integrity Group are calling for urgent action from actors in global supply chains to reduce the risk of pest transference through international cargo movements. The five partnersi in the Cargo Integrity Group, known as CIG, recognise the vital importance of focusing on the threat of invasive pests to natural resources across the world, and of the urgency in crafting risk reduction measures that address the situation. This call to action" follows the intentions by pest control experts under the auspices of the International Plant Protection Convention (IPPC)iii, to take all-encompassing, internationally imposed steps to mitigate such risks. One measure under serious consideration is the mandatory certification of cleanliness for all containers prior to loading on board a ship, a measure that would have significant impact on global trade when it comes to both time and cost. Lars Kjaer, Senior Vice President of the World Shipping Council (WSC), explains the CIG partners concerns around these very broad proposals: "We know that more serious risks occur among certain types of goods and from identified regions. The CIG
recommendation centres on the need to provide proper risk assessments in defined trades and focus mandatory measures on these high-risk areas and cargoes." The partners in CIG are committed to ensuring that inter national trade is conducted in a safe, secure, and environmentally sustainable manner. They rigorously promote the use of the 'Code of Practice for the Packing of Cargo Transport Units' published by the IMO, the UNECE and the ILO (the CTU Code). The serious issue of the transfer of invasive pests between different natural ecosystems is very much a part of this commitment. It is also crucial that the development of any such controls is undertaken in full consultation with other appropriate bodies, in particular the international agencies responsible for the governance of world trade and for the regulation of different modes of transport, as well as supply chain stakeholders and industry practitioners. "There are identified risk areas and cargoes which must be addressed, and the CIG partners look forward to contributing essential industry expertise to the work of the IPPC to ensure an effective and efficient set of recommendations and best practices to stop the transfer of invasive species," concludes James Hookham, Secretary General of Global Shippers Forum.
