Seafarers Club inaugurated at JNPA on International Seafarers Day

NAVI MUMBAI: Shri Shripad Naik, Honourable Union Minister of State for Ports, Shipping and Waterways & Tourism inaugurated the Seafarers Club at Jawaharlal Nehru Port Authority (JNPA), on the occasion of the International Seafarers Day The International dayfortheSeafarersisobservedon June25withanaimtoacknowledge and appreciate the exceptional contribution made by seafarers worldwide to international maritime trade, the global economy,andsocietyasawhole.

The state-of-the-art club, located within JNPA premises, provides a welcoming and comfortable space for seafarers. Sarbananda Sonowal launches New CSR guidelines ‘Sagar Samajik Sahayog’

NEW DELHI: The Union Minister of Ports, Shipping & Waterways and Ayush Shri Sarbananda Sonowal launched ‘Sagar Samajik Sahayyog’ - the new guidelines of Corporate Social Responsibility (CSR) by the Ministry of Ports, Shipping & Waterways. The new guidelines empower ports to undertake CSR activities directly. The event was also attended by Union Minister of State for Ports, Shipping & Waterways, Shri Shantanu Thakur & Union Minister of State of Ports, Shipping & Waterways, Shripad Yesso Naik held here.

Speaking on the occasion, the Union Minister, Shri Sonowal said, “We remain firmly committed to the idea of minimum government, maximum governance. The renewed guidelines for CSR activities allows our ports to initiate, undertake and expedite projects for community welfare through a framework where local communities can also become partners of development & change. CSR has the abilitytobecomeamajoragentofchangeinalocationoronan activity to bring positive change in the lives of the people. Under the dynamic leadership of Prime Minister, Shri Narendra Modi ji, we are striving towards empowering our people, our institutions in a way that it caters to the needs of the community as well as make community a partner in the process of change & progress India to become Atmanirbhar”, theMinisteradded.

The new CSR guidelines unveiled today will impact projects and programmes relating to activities specified in Section 70 of the Major Port Authorities Act, 2021. For the purpose of planning and implementing CSR projects, a Corporate Social ResponsibilityCommitteeshallbeconstitutedineachmajorport. The Committee shall be headed by the Dy. Chairperson of the MajorPortandshallhave2otherMembers.Eachmajorportshall prepareaCorporateSocialResponsibilityPlanforeveryfinancial

year, and integrate its CSR in Business Plan with the social and environmentalconcernsrelatedtothebusinessoftheentity. CSR Budget will be mandatorily created through a Board Resolution as a percentage of net profit. A port with an annual net profit of Rs. 100 crores or less can fix between 3% - 5% for CSR expenses. Similarly, ports with a net profit between Rs. 100 crores to Rs. 500 crores annually, can fix its CSR expenses between 2% and 3% of its net profit, subject to a minimum of Rs. 3 crores. For ports, whose annual net profit is above Rs. 500 crores per year, the CSR expenses can be between 0.5% and 2% of its net profit. 20% of CSR expenses must be earmarked to Sainik Kalyan Board at district level, National Maritime Heritage Complex and National Youth Development Fund. 78% of funds should be released for the social & environmental welfare of the community in areas like drinking water, education, vocational training, skill development, electricity through non-conventional & renewable sources, health & family welfare, promotion of livelihood for economically weaker section of society, community centres, hostels etc. A sum of 2% total CSR expense has been earmarked for monitoring of the projects undertheCSRprogrammesbythePorts.

National Logistics Day : Stakeholders see industry poised for steady growth

NEW DELHI: The World Bank in its report on Logistics Performance Index for 2023, highlighted that technology has beenacriticalcomponentofIndia’seffortonboostinglogistics performance with supply chain digitalization undertaken throughpublic-privatepartnershipmode.

Unified Logistics Interface Platform or ULIP, a digital gateway wherein private sector can integrate itself and access secure information related to logistics and resources available with various ministries of the government, is one of theprimeenablersofsuchpublic-privatepartnership.

As the world observes National Logistics Day today on June 28, stakeholders from India’s logistics industry highlight the advances the sector has made since the ending of the pandemic and outline the opportunities that present themselvesassupplychainundergoesrejigglobally.

“Post the announcement of the policy, India’s logistics infrastructure has shown steady growth. With the objective of a one-stop solution for national logistics, four key actions of NLP (National Logistics Policy) – IDS (Integration of Digital System), ULIP, ELOG (Ease of Logistics), and Group for System Improvement, were introduced with the integration of the latest technology,”saidZaibaSarang,Co-founder,iThinkLogistics.

Sarang outlined that the National Logistics Policy, unveiled in September 2022, has stamped the backbone of the logistics infrastructure, paving the way for streamlined operations,enhancedefficiency,andacceleratedgrowth.

“Driven by the thrust on initiatives like the ‘Make in India’ and adequate government policy support, especially through NLP (National Logistics Policy) and focus on developing the transport infrastructure, access to FDI and public-private partnerships, India is poised for rapid economic growth. The Indian logistics market is projected to $380 billion by 2025, growing at a CAGR (Compound Annual Growth Rate) of 10% to 12% and will be crucial for attaining India’s vision of being a $ 5 trillion economy by Fy25,” said Varun Gada, Director,

Transport Corporation of India outlined that the country is undergoing a ‘PHYGITAL’ infrastructure development, with thelogisticsindustryataninflectionpoint.

Globally, as major economies and businesses plan for a China +1 strategy, diversifying their supply chain and business operations, the execution of the National Logistics Policy and its associated platforms, should enable India to emergeasasupplychainalternativetoChina.

“With diverse business landscape, skilled workforce, supportive government policies, aspiration to become to global manufacturing hub, and access to the domestic market of 1.3 billion people with growing disposable incomes, India is among the few frontrunners, to emerge as a leading hub for logistics and supply chain, including global cold supply chains for food and pharma,” said Swarup Bose, Founder and Director at Celcius.

National Highways increased by about 59% in the last 9 years : Nitin Gadkari

NEW DELHI: Union Road Transport and Highways Minister Shri Nitin Gadkari said total length of the National Highways in the country increased by about 59% in the last nine years. As a result of this expansion, India nowhasthesecondlargestroadnetwork,aftertheUS.

Addressing a Press Conference in New Delhi ShriGadkarisaid:“TotallengthofNationalHighwayswas 91,287 km in 2013-14, which increased to 1,45,240 km in 2022-23, which is a rise of more than 59% during thisperiod.”

He also said that, in the last nine years, the increase in 4 lane NH rose about two times. In 2013-14, this length of 4 lane NH was 18,371 km which has increased to 44,654 km inthelastnineyears.

Shri Gadkari said with the introduction of FASTag, thereissignificantjumpinthetollcollection.Theminister further informed that the revenues from tolls rose to Rs 41,342 crore in 2022-23 from Rs 4,770 crore in 2013-14. The Government aims to increase the toll revenue to Rs1,30,000croreby2030,ShriGadkariadded.

ShriGadkarisaidthewaitingtimeattollplazashasalso reducedasaresultofthis.“In2014,thewaitingtimeatthe toll plazas was 734 seconds, whereas in the 2023 this has reduced to 47 seconds. We are hopeful that we will bring it downto30secondsoon,”hesaid.

The Minister spoke about transformative impact of FASTag on travel experiences in India, saying it has revolutionised the concept of toll payments, eliminating the need for cash transactions. This breakthrough has saved approximately Rs 70,000 crore in wasted fuel expenses caused by waiting at the

toll plazas, according to a research.

Shri Gadkari said special emphasis is being laid on the expansion in road highway network in the North East region,sayingprojectsworthmorethanRs2lakhcroreare being carried out in the region. He also said 670 road side facilities are being developed with a view to provide a pleasantexperiencealongtheNhs.

The Minister said under the NHAI's INVIT (InfrastructureInvestmentTrust)model,abondissuewas launched and garnered tremendous response. Within the first day of its availability on the Mumbai Stock Exchange, the bond witnessed seven times oversubscription. ShriNitinGadkariurgedinvestorstoconsiderinvestingin NHAI INVIT, which offers an attractive interest rate of 8.05percent,surpassingtraditionalbankrates.

Additionally, he said, the NHAI achieved seven world records, showcasing their commitment to technological advancements and their ambition to position India as the second-largest road network in the world, after the USA.

Withdrawal of additional duty on steel & aluminum will push their exports in to US market while discussions on export promotion schemes will help India to further explain to the US about their compatibility with agreement on subsidies and their relevance in promoting India's exports led by SMEs.

Dr Sakthivel also added that the visit has unplugged new collaborations on renewable energy projects and clean technology development to reduce greenhouse gas emissions. Both Indian and the USA have pledged to have further cooperation in space exploration, satellite technology and earth observation apart from more academic collaborations and student exchange programmes, which will pave the way for knowledge sharing, research partnerships and human resourcedevelopment.

Further, Critical Mineral Support (CMS) for ensuring supply of important and vulnerable minerals including cobalt, nickel, lithium,

NMPA signs MoU with CWC, SDCL for setting up Container Freight Station

MANGALURU: In a move to enhance the New Mangalore Port Authority’s (NMPA) capability to serve the growing Export-Import container traffic inthehinterland,theNMPAhas signed a memorandum of understanding with Central Warehousing Corporation (CWC) and Sagarmala Development Company Limited (SDCL) to develop a Container Freight Station (CFS)-cumwarehousing facility at NMPA through a special purpose vehicle(SPV).

The project is expected to be completed by June 2025, said NMPA Chairman Venkata Ramana Akkaraju, after signing the MoU with CWC MD Amit Kumar Singh and SDCL MD DilipKumarGupta.

The CFS-cum-warehouse is proposed to be developed on 16.6 acres of port land at an estimated cost of

Rs125.42 crore. The contributionof the NMPAwillbethecostofthelandoffered for the project, which comes to around Rs 44.25 crore, while the remaining amount will be comtributed equally by SDCLandCWC.

The NMPA Chairman said that NMPA has handled 1.65 lakh TEUs (twenty-foot equivalentunits)during2022-23 despite not having all-weather road conditions connecting the port. The port mulls over handling 1.85 lakh to 2 lakh containers during 2023-24 and 2.5 lakh to 3 lakh containers by 2024-25. The cargo and vessel related charges at NMP are competitive and economical when compared to the neighbouringmajorports.

The dedicated container terminal developed by the port on PPP mode has seen phenomenal growth of 8.5 per cent in one year while handling only Full Container Load (FCL) cargo. The CFS will facilitate aggregation of Less than Container Load (LCL) cargo in addition to further growth of FCL containers.

India and Russia aim to establish Chennai-Vladivostok maritime route : Sarbananda Sonowal

NEW DELHI: India and Russia are keen to make the Chennai –Vladivostok maritime route operational, and a stakeholder meetingtoworkoutdetailshavebeen scheduled in September, Union Minister for Ports, Shipping and Waterways Shri Sarbananda Sonowal said.

The Vladivostok – Chennai route passes through the Sea of Japan, the SouthChinaSeaandMalaccaStrait.

Theroute,Sonowalsays,willbring down transport time to 12 days, almost a third of what is taken under theexistingpopularroutethatcovers fromStPetersburgtoMumbai.

At the same time, costs are expectedtocomedownsignificantly–“by30percent-odd”–sourcessaid.

The current maritime route, StPetersburgtoMumbai,issaidtobe an8,675nauticalmile(16,000km)one. Against this, the proposed Vladivostok – Chennai route is said to be 5647 nautical miles (10,500 km) long.

“Talksareontooperationalisethe

Vladivostok–Chennaimaritime route. This is a 10 – 12 day route and ships using this route will lead to savings in time and cost. Russian officials came to India tocarryoutafeasibilityexercise in May. And we (Indian officials) have gone there some months back to check out the infrastructure and other facilities there. A stakeholder meeting is planned in September,” he said during an interview.

Those aware of the discussions say, one of the issues being looked at includes improvement and possible re-laying of approach roads to Vladivostok port; while there are some issues with the draft there, that needstobetakencareoftoo.

“Whether we will need further investments, and what are the issues that needs to be taken care of from both sides, will be taken up in the Septembermeeting,”Sonowaladded.

signedaMemorandumofIntent(MoI) on the ‘Development of Maritime Communications between the Port of VladivostokandthePortofChennai’.

According to Sonowal, the new route would also give India access to the Far East, including countries like Mongolia,andthelargestpresencein theSouthEastAsianregion.

While export from Russia could includecoal,crudeoilandLNG,apart from commodities like apples and kiwis; shipments from India could include construction equipment, construction materials, pharma, amongothers.

Vizhinjam Port gets ISPS code, crew change can be resumed

THIRUVANANTHAPURAM: ISPS CodeinspectionconductedatVizhinjam Port by Mercantile Marine Department authorities ahead of giving the certification.

Around a year after the Bureau of Immigration (BoI) stopped the outer anchorage crew change at Vizhinjam seaport, the Mercantile Marine Department (MMD) that functions under the Ministry of Ports, Shipping and Waterways has accorded the ISPS Code (International Code for the Security of Ships and Port Facilities) for the port.

With the port getting the certification, the passenger and merchant vessels of international shipping lines, which have been giving a miss to the Vizhinjam port since last July,cannowcallattheport.

The authorities can also resume the crew change service, which was last held here on July 20, 2022. The ISPS Code certification ensures that adequate and proportionate maritime security measures are in place on board ships and ports. It also defines the respective roles and responsibilities of all stakeholders concerned with providing maritime security in ports

and on board ships, at the national, regional,andinternationallevels.

The order issued by the MMD certified the compliance of Vizhinjam port facility with the provisions of Chapter XI-2 and Part A of the ISPS Code, and it verified that the port facility operates in accordance with the approved port facility security plan. Differenttypesofvesselslikepassenger ships, passenger high-speed craft, cargo high-speed craft, bulk carriers, other cargo ships, oil tankers, chemical tankers, gas tankers, gas carriers, and mobile offshore drilling units, can now dockattheport.
