comprehensive strategy and mechanism for the ministry to take decisive action. "We are ready to help but it is the Industry that has to turn the crisis into opportunity. Govt to chart out evacuation plan for stranded seafarers in international waters: Shipping Minister NEW DELHI: The Government will chart out a plan for evacuation of seafarers stuck on international waters amid COVID -19 pandemic, Union Minister Mansukh L Mandaviya said recently. Thousands of Indian seafarers are currently stuck aboard cruise ships and cargo vessels in far off waters, and maritime bodies have been demanding from the government strategies for bringing them home fearing that delays might result in disruption in supply chain. “I am trying to get the details of stranded seafarers. Based on it, the Shipping Ministry will chart out a plan for evacuation of stuck seafarers,”

Shipping Minister Mansukh L Mandaviya said. He further said: “I am concerned about the challenges faced by Indian seafarers in these testing times and I appreciate their work for moving the supply chain in the world.” The minister said the evacuation will be done when the situation eases and added that the process for signingoff on Indian ports will be fastened. The minister has asked the shipliners and maritime bodies to provide the details of stranded Indian seafarers in the international waters. Mandaviya said the Shipping Ministry is also drawing a standard operating procedure (SOP) for easing

out sign-on and sign-off process at the Indian ports. It was earlier reported that maritime bodies had sought the PMO and Shipping Ministry’s intervention for bringing back stuck seafarers. With the Indian airspace remaining closed for domestic and international passenger flights, the maritime bodies have sought government intervention for devising a strategy to bring back such “essential supply workers”. India is the second largest supplier of seafarers, after the Philippines. As per industry estimates, about one lakh seafarers are engaged in Indian and foreign flag cargo vessels across the globe.

Railways to fine freight clients for delay in freeing trains NEW DELHI: The Railways has decided to fine its freight clients for “undue delay” in loading and unloading their goods as it wants more rakes to be available for moving essential items across the Country during the lockdown period. The Railways had earlier waived off the two types of charges for such delays -- Demurrage and Wharfage -- for the duration of the lockdown. Demurrage is levied on freight clients for detention of any rolling stock after the expiry of free time, while Wharfage is for not removing goods

from railway premises after the expiry of the free time. “The problem was that with the absence of these charges, clients are in no hurry to unload because they don't lose money, unlike in normal times. So we have no choice but to levy these charges on them if they do not clear our rakes,” said an official. "These are needed for transportation of essential items during this crisis," he said. Sources said cement and steel customers are major offenders, with delays in both loading and unloading

remaining an issue during the lockdown period either owing to the nonavailability of labour or the dip in demand for these items due to the pandemic. "As the Railways needs to continue efficient transportation of essential services, it is critical to load and unload in due time, and make the stock available for next loading, the guidelines regarding free time and penalty charges have been reviewed," an order from Railway Board issued said recently.

Sharing in Shipping to unlock $237 billion says a new Report LONDON: A new authoritative market report by a team of academic experts and business leaders commissioned by OrbitMI has found that sharing in shipping can unlock $237 billion by 2027. The report is especially pertinent as the Covid-19 crisis, has highlighted the vital importance of sharing data. This was apparent when Moderna, a Boston based US biotech, used data that China had open-sourced on the genetic structure of the virus to develop a vaccine in record time. Scientists around the world are sharing data to develop vaccines and viral therapies. Government strategies for containment, suppression and mitigation have also been based on shared data and modelling. The sharing economy, a digital

innovation widely deployed in this B2C arena, is explored in this paper in the shipping sector. The report is the first of its kind to integrate robust econometrics models to precisely calculate the economic impacts of sharing in shipping. The findings show substantial economic opportunity through sharing, which arrive at a highly opportune time. The shipping industry is under increasing pressure from international regulators to support sustainability imperatives. Shared data will become of growing importance for the advanced modeling to improve vessel route optimization reducing carbon footprints. The report also highlights how sharing data in shipping may also be the mechanism to preserve the market share of the key players. A go-it alone

mentality puts the shipping industry at risk from formidable companies outside the sector, such as Amazon who have signalled their intentions to move more deeply into logistics and shipping. As the leader of the world’s largest shipping company, Mr. Soren Skou, CEO, A.P. Moller Maersk A/S, previously told Bloomberg, “Amazon is a threat, if we don’t do a good job for them”. To fend off this external industry competitive threat, and meet the growing challenges of sustainability, ship owners and operators can work together to leverage the power of their most valuable untapped commodity: data. Sharing in shipping could increase market size and spur profitable growth, in an industry which is vulnerable to macro-economic challenges.

Tea exports to China can be enhanced - North Eastern Tea Association GUWAHATI: Tea planters said that there are no leftover stocks with tea traders spread across India as there was no supply of tea in March and very small quantity of tea will move out of Assam in April. North Eastern Tea Association (NETA) stated that there is a possibility of increasing exports to China. North Eastern Tea Association

(NETA) has done a SWOT (StrenghtsWeakness- Opportunities-Threats) analysis of Assam tea industry due to impact of Covid-19 lockdown. Mr. Bidyananda Barkakoty Adviser, North Eastern Tea Association (NETA) stated, “We will be able to harvest the second flush teas – harvesting months are May and June. Every year second flush

teas fetch better price. There are no leftover stocks with tea traders spread across India because there was no supply of tea in March and very small quantity of tea will move out of Assam in April. In Assam, tea is seasonal in nature. Peak plucking months are July, August, September and October – about 60% teas are harvested in these four months.”

He further highlighted that currently the Indian ports are working at 70-80 percent capacity but transportation of bulk cargo via road transport is still a concern which the Government is working to resolve. "Port is ready to work at full capacity, but the concern for CSF, ICD might continue for some more time but they will be solved soon," added Mr Mandaviya. The Minister said that the Government is giving thrust to Indian

ship building and increasing Indian fleet size. He also urged the industry to come for ward in developing a detailed strategy for this. Highlighting the steps taken by the Government during the lockdown, Mr Mandaviya assured that Government will continue to ensure proper functioning of the ports, identifying and solving the bottlenecks and providing necessary support to the industry. Further, while applauding the

decision making at the Government, Capt BVJK Sharma, ChairmanShipping, FICCI National Committee on Infrastructure and DirectorPorts (CEO Office), Adani Ports & SEZ Ltd highlighted that many recommendations submitted by FICCI have been accepted by the Government. "We would like to thank the government for a very pro-active role in ensuring smooth running of port and shipping operations during the current crisis," he added.

Mr Prabhu said He also remarked that micro, small and medium enterprises (MSMEs) are going to be the backbone of future industrial development of India. MSMEs play an important role in India’s exports, employment and GDP growth. Large companies depend on MSMEs for sourcing components and services. He added that the next phase of economic growth will come from more than 700 districts in the country. The government has identified six districts, including Varanasi, Solan, Ratnagiri and Visakhapatnam, for district-led industrial growth.

Therefore, India’s growth story will not only emanate from the macro level but also at district level. Consultative approach is important for government policymaking, which is being adopted through district-led growth. Speaking about India’s position in global negotiations on trade issues, Mr Prabhu said the country will have to strategise in order to promote its national interest and then its global interests. In conclusion, he said that contract manufacturing is an effective way of becoming competitive in the global market.

WCO Secretary General Kunio Mikuriya and ICC Secretary General John W.H. Denton AO said the two Organizations would work closely together to minimize the impact of COVID19 and would explore potential opportunities to increase the coordination of efforts so as to keep trade flows open around the world and support a strong recovery of the global economy. ‘Effective trade facilitation – based on international standards – will play a central role in supporting businesses, including Micro, Small and Medium Sized Enterprises, towards enabling business resumption and renewed economic growth in the months and years to come’, they declared. The text of the joint statement is below. In late 2019, the first outbreak of what has now become known globally as the Coronavirus Disease 2019 (COVID19) was reported. On 11 March 2020, the COVID-19 outbreak was categorized by the Director-General of the World Health Organization (WHO) as a pandemic. The speed with which the pandemic

crosses borders demands an urgent and agile response in relation to the international movement of goods in general and essential medical equipment and food supplies, in p a r t i c u l a r. T h e Wo r l d C u s t o m s Organization (WCO) and the International Chamber of Commerce (ICC) call for a coordinated Customs response to the COVID -19 crisis, including through active participation in multilateral efforts and an open dialogue with neighboring countries. We call on Customs administrations and other government agencies to keep trade flowing by maintaining the continuity of the international supply chain and simplifying and facilitating the Customs processes for essential medical equipment, medicines and food supplies – as well as key support personnel – so as to ensure an effective response to the pandemic and to protect lives throughout the world. This crisis is resulting in an unprecedented threat to supply chains in many sectors, with significant implications for the supply of goods and for employment. Effective trade facilitation – based on international standards – will play a central role in

supporting businesses, including Micro, Small and Medium Sized Enterprises, towards enabling business resumption and renewed economic growth in the months and years to come. In order to support its Members and relevant stakeholders, the WCO has created a dedicated section in its website and included several existing and newly developed instruments and tools relevant to the integrity and facilitation of the supply chain in the context of the COVID-19 pandemic. The ICC is working at both global and local levels to: shape public policy responses to both the health and economic impacts of COVID-19; forge vital partnerships between the private sector, governments and international organizations; and provide practical tools and resources to enable businesses continuity and enable enterprises to take effective action to limit the spread of the virus. The WCO and ICC are partnering to explore potential opportunities to increase the coordination of efforts in response to COVID -19, aiming at keeping trade flows open around the world and at supporting a strong recovery of the global economy.

DP World reports stable volumes in 1Q2020 – Outlook challenging DUBAI: DP World PLC handled 17.2 million TEU (twenty-foot equivalent units) across its global portfolio of container terminals in the first quarter of 2020, with gross container volumes decreasing by 1.7% year-onyear on a reported basis and up 0.3% on a like-for-like basis. Reported volumes declined in Asia Pacific and India Region due to the expiry of concession in Surabaya (Indonesia) and disposal in Tianjin (China). Jebel Ali (UAE) handled 3.4 million TEU in 1Q2020, down 3.4% year-on-year, due to loss of lower-margin cargo. Like-for-like growth in Asia, Middle East and Africa was offset by weakness in India, Europe and Australia. At a consolidated level, our terminals handled 10.3 million TEU during the first quarter of 2020, increasing 12.9% on a reported basis and up 0.9% year-on-year on a like-for-like basis. Reported consolidated volume in the Americas and Australia region was boosted by the consolidation of Australia, Caucedo (Dominican Republic), acquisition of container ter minals in Chile and commencement of operations in Posorja (Ecuador). Commenting on the results, Group Chairman and Chief Executive Officer Sultan Ahmed Bin Sulayem said, “While DP World has delivered a resilient performance in 1Q2020 with like-for-like throughput broadly flat year-on-year, the real impact of covid-19 will be seen from 2Q2020 onwards. Global trade and container volumes are forecast to decline in 2020 and the wide range

of estimates by industry specialists (Drewry -3%, Sea-Intel -10%) further emphasizes the shortterm uncertainty faced by our sector. Similarly, the timing of any recovery is uncertain with trade expected to Sultan Ahmed Bin Sulayem pick-up as and when global economic activity normalizes.” Sultan Ahmed Bin Sulayem stated: “Given the more challenging environment, our near-term focus is on integrating our recent acquisitions to drive synergies, containing costs to protect profitability, managing growth capex to preser ve cashflow and maintaining our investment grade rating. HMM names World’s Largest Container Vessel, ‘HMM Algeciras’ SEOUL: HMM held a naming ceremony for a 24,000 TEUclass containership ‘HMM Algeciras’, the world’s largest containership, at the DSME (Daewoo Shipbuilding & Marine Engineering)’s Okpo shipyard in Geoje, Korea. About 160 distinguished persons attended the ceremony, including Moon Jae-in (President of the Republic of Korea), Hong Nam-ki (Deputy Prime Minister and Minister of Economy and Finance), Moon Seong-hyeok (Minister of Oceans and Fisheries), Eun Sung-soo (Chairman of Financial Services Commission), Lee Dong Gull (Chairman and CEO of Korea Development Bank), Hwang Ho-seon (President of Korea Ocean Business Corporation) and Bae Jae Hoon (President and CEO of HMM). In particular, First Lady Kim Jung-sook served as godmother who cut the ropes to officially name the ship during the ceremony. ‘HMM Algeciras’ is the first of twelve 24,000 TEU-class vessels scheduled to be sequentially delivered until September, 2020. In September 2018, HMM signed a formal contract for its twenty eco-friendly mega container vessels with three shipyards – DSME, HHI (Hyundai Heavy Industries) and SHI(Samsung Heavy Industries) in an effort to take proactive actions towards market change as well as form a sustainable profit-generating structure. DSME and SHI build seven and five 24,000 TEU-class containerships, respectively, which are expected for delivery until September, 2020. HHI constructs eight 16,000 TEU-class containerships to be delivered from the second quarter of 2021. HMM plans to enhance its environmental capabilities by operating newly-launched twenty containerships. The vessels are basically equipped with a scrubber system in preparation for IMO 2020 environmental regulation.
