Gujarat is an important trade gateway with several large industrial houses and companies having set up manufacturing facilities there and there is room for more modern ports in the state.

The management of JSW Infrastructure outlined some of their future plans at an analyst conference arranged by Kotak Institutional Equities and attended by more than 1000 institutional investors and over 200 companies.

Focus areas

Growth through greenfield investment is one of its focus areas, along with brownfield investments through which it plans to acquire specific terminals in major ports JSWInfrastructurecurrentlyhas10portsandterminalsin India and one terminal in the UAE, with a combined operationalcapacityof170milliontonnesperannum

The port at Keni in Karnataka is coming for an investment of over Rs 4000 crore and this will be commissioned in the next 4-5 years. It is investing around Rs. 2000 crore to set up Jatadhar Port in Odisha and while the concession agreement has not yet been signed, environmental clearance is already in place, and it is expected to be commissioned in the next three years.

'One MOL Safety Campaign' aims to achieve World's Highest Level of Safety Culture

India's exports defy global headwinds: Reaching new shores in Africa, Latin America, & Central Asia

NEW DELHI : Despite global trade uncertainties, India's exports are charting a new course, venturing into uncharted territories in Africa, Latin America, and Central Asia. This expansion is driven by a surprising surge in exports of cars, motorcycles, and precious metals, highlighting a strategic shift beyond traditional commodities like textiles and spices.

India's export growth story is about more than just established players. The key driver lies in its remarkable success in penetrating "absolutely new markets " These regions, previously uncharted by Indian exports, have witnessed a significant influx of $234 million worth of goods, including cars, two- and three-wheelers, and precious metals, during the April-December 2023 period. This translates to a 5% growth in exports for key sectors.

The focus on new markets extends beyond just value. Geographically, India is witnessing a significant expansion. Previously on the periphery of India's export map, regions like

Central Asia, Africa, and parts of the Americas are now contributing 5% of the country's total exports. This reduces dependence on traditional markets and fosters stronger trade partnershipsandeconomiccooperationacrosscontinents

The ongoing Red Sea crisis, which has disrupted traditional shipping routes, presented a unique challenge. However, India has cleverly turned this adversity into an opportunity. By embracing longer routes via the Cape of Good Hope, new markets in Africa and the Americas are being unlocked.

Triple track of strong macroeconomic fundamentals, infrastructure push and social welfare powering India’s growth: Piyush Goyal

NEW DELHI: Union Minister of Commerce and Industry, Consumer Affairs, Food & Public Distribution and Textiles, Shri Piyush Goyal said that with the triple track of strong macroeconomic fundamentals, huge thrust in infrastructure creation and social welfare push India has been at the forefront of global growth for the past decade. During his address at the ‘Viksit Bharat@ 2047 Conclave’ organised by the Federation of Indian Chambers of Commerce and Industry (FICCI) in New Delhi, the Minister s a i d t h a t t h e G o v e r n m e n t i s undertaking various initiatives to promote manufacturing in the country

The Minister said that India is one of the preferred destinations both for investment and as a sourcing hub to cater to the world demand. He further said that the aspirational India is a big demand aggregator and also acts as a booster for the manufacturing industry.

India has become an important player in the renewable energy manufacturing sector, said Shri Goyal. He emphasised that India has s t e p p e d u p a u t o m o b i l e manufacturing and will double its manufacturing capacities in the construction sector too. Shri Goyal said that the auto component industry has become a pride of the nation

exporting $20 billion of goods with an aspiration target of $100 billion by 2030. He added that the government has set its focus to develop a semiconductor industry and is also looking to promote ship building and tourism industry in the country providing impetus to increase in goods manufacturing in the country

Shri Goyal said that India has an important role to play in global value chains that provides a fillip to add to the manufacturing investments and capacities of the nation. He further added that due to its high quality and affordable production, India has the potential to serve the needs of the world.

WTO announces new rules to streamline the international trade in services

N E W D E L H I : T h e 1 3 t h Ministerial Conference (MC 13) of the World Trade Organization announced n e w r u l e s t o s t r e a m l i n e t h e international trade in services. These regulations, which apply on a Most Favored Nation (MFN) basis, aim to make authorization processes more transparent and accessible, with commitments to gender equality

However, only 72 out of the WTO’s 164 members are a party to the agreement.India and South Africa were among countries that did not sign this agreement.

I n d i a n e x p e r t s s a i d a s a multilateral trade body, the WTO should focus on core issues like WTO reforms, reviving the appellate body, agriculture reforms, etc.

The regulations are a response to the bureaucratic challenges faced by businesses in cross-border service trade, aiming to simplify procedures and promote equal opportunities for service suppliers worldwide.

The global trade in plastics reached over $1.2 trillion during 2022, as per UN data, with the agency predicting that 19% of greenhouse gas emissions would come from plastics by 2040.

During the dialogue, members of the participating countries stressed increasing transparency of trade flows of plastics, given that single-use plastics, plastic films and hard-torecycle plastics as well as those embedded in traded goods are not captured by trade data.

Though India is not part of the group, the country has taken several measures to reduce plastic usage, including imposing a ban on singleuse plastic in 2022. As things stand,

India is the fifth-highest generator of plastic waste in the world.

At the conference, 49 members, excluding big economies like India, the US and China, also discussed a fossil fuel subsidy reform (FFSR) initiative.

The initiative builds on the WTO members・ commitments under Sustainable Development Goal 12(c) of the 2030 Agenda and in the context of the Paris Agreement on Climate Change. It also contributes to efforts to transition from fossil fuels in energy systems Total fossil fuel subsidies amounted to about $7 trillion, or about 7.1% of global GDP in 2022, according to a working paper released by the Inter national Monetary Fund (IMF) last year.

While India ranked fourth among the top five nations in fossil fuel subsidies with around $350 billion, China occupied the top place, followed by the US and Russia The European Union and Japan shared the fifth spot

While the G20 countries have committed to reducing fossil fuel subsidies to achieve the goals of e n e r g y s e c u r i t y a n d c l i m a t e protection, emerging economies like India rely largely on fossil fuels for a large chunk of their energy needs.

India has pledged to reach net zero by 2070 at the COP26 climate conference in Glasgow in 2021, which means it will be able to balance the amount of greenhouse gas (GHG) it produces with the amount removed from the atmosphere.

Cargo volumes in Red Sea area drop 21% due to attacks on ships : BIMCO

LONDON: “During the first seven weeks of 2024, cargo volumes to and from ports in the Gulf of Aden and Red Sea declined 21% y/y The number of ships arriving in these ports significantly declined as merchant shipping increasingly avoided transiting through the region due to concerns over attacks on ships by the Houthis,” says Niels Rasmussen, Chief Shipping Analyst at BIMCO.

Since November 2023, Houthi forces have attacked ships in the Red Sea and Gulf of Aden. In December, most container and gas carriers started avoiding the region and by January, a significant reduction in transits was seen across most sectors.

So far in February, the number of ships transiting through the Gulf of Aden and the Suez Canal is 50% and 37% lower than last year respectively. Container ship transits are down by 70% through the Gulf of Aden and the Suez Canal. Prior to the attacks, shipments through the Suez Canal accounted for roughly 10% of global trade.

“The attacks on ships in the Red Sea are directly affecting the ability of countries in the region to import and export cargo. Even where alternative export routes exist, these often come at a higher cost, longer duration and with constraints to capacity,” says Rasmussen.

Saudi Arabia, Jordan and Egypt can avoid the Red Sea, as Saudi Arabia and Jordan can transport cargo via for example Dammam in the Persian Gulf, while Egypt can rely on its Mediterranean ports such as Alexandria and Damietta. However, rerouting will be difficult for all but container cargoes.

Other countries do not appear to have viable alternatives to Red Sea shipping and any attempts to transport cargo overland would likely be very difficult. Consequently, shipments in Sudan, Somalia, Eritrea and Yemen have so far fallen 25% y/y in 2024. Djibouti is a

noteworthy exception, where shipments have remained stable.

The worsening conditions could affect the economies and possibly add to instability in several economies in the region. Yemen, Sudan and Somalia already suffer under armed conflicts. The instability in the Red Sea has made it more challenging for them to receive international aid and could increase the cost of basic goods.

“A US-led coalition and a recently launched maritime operation by the EU have been deployed with the aim to safeguard ships in the Red Sea. However, the attacks have not yet ceased, and the outlook remains uncertain. Until a solution emerges, regional economies will continue to bear the cost,” says Rasmussen.

Over 2 lakh km of National Highways to be built by 2037, length of high-speed Roads to rise 10x

NEW DELHI: India aims to accelerate the development of its national highways, including high-speed access-controlled routes, to establish a world-class road network by 2037 as part of its goal to transition into a developed nation by 2047. The plan involves expanding the national highways network to over 2,00,000 kilometers, with a significant increase in access-controlled highways to 50,000 kilometers from the current 4,000 kilometers within the next 13 years. Additionally, the government aims to reduce road accidents by 95% over the next 25 years.

Vision 2047 is envisioned to have a t r a n s f o r m a t i v e i m p a c t o n I n d i a ' s infrastructure landscape, facilitating economic growth and development over the subsequent decade. The strategy emphasises enhancing logistics efficiency by implementing access-controlled highways and high-speed corridors. The Ministry of Road Transport and Highways awaits cabinet approval to commence work on new projects aligned with Vision 2047. The forthcoming approach to road construction will involve a greater emphasis on public-private partnerships, prioritizing quality road infrastructure, and focusing on engineering aspects to mitigate accidents significantly

The government anticipates an increase in budgetary allocation to the sector over the next 13 years, gradually transitioning towards prioritizing the maintenance of existing highways. Presently, India has 4,000 kilometers of access-controlled high-speed highways, with an additional 6,000 kilometers under construction. The total length of national highways is 1,46,145 kilometers, reflecting a substantial increase from 91,287 kilometers in 2015. India's extensive road network, encompassing state highways and other roads, underscores the country's commitment to enhancing connectivity and infrastructure development.

Cochin Port Union urges CPA to maximize revenue from created assets

KOCHI : Cochin Port

E m p l o y e e s ’ Organisation (CPEO) has urged the Cochin Port Authority (CPA) to t a k e p r o m p t a n d effective steps to maximise port revenue from the assets created on port land with public investments at Puthuvype and Vallarpadam portbased special economic zone.

In a resolution, CPEO alleged that the port management had not made efforts to explore the possibilities of extracting revenue from key projects such as Petronet LNG regasification terminal, LPG import terminal, multi-

Vallarpadam, with a total investment of approximately Rs. 10,000 crore.

All mega projects have been established on land leased by the port on a long-term basis with nominal rent. It is important that these projects yield the maximum revenue for the port authority. Although the ICTT has completed 13 years of operations on Vallarpadam Island, it d o e s

e infrastructure facilities provided by the port.

The accounts of Cochin Port

reveal that the revenue shared by the terminal operator is not adequate even to meet the expenditure for maintenance dredging, CPEO said.

The Petronet LNG terminal Puthuvype was commissioned in 2013 and if the mega project is fully operational, it can bring substantial revenue to the port. Similarly, the multi-user liquid terminal established a t P u t h u v y p e b y I n d i a n O i l Corporation is also not delivering expected results, the union said.

The three top countries have invested significantly in the tanker sector with almost 100 vessels added to the Japanese fleet, increasing its total value by 15.5% with values for this sector continued to gain strength over almost all sub sectors and age categories over the last year.

Out of the top ship owning countries, Japan owns the highest value fleets for LNG and LPG vessels at $37.8 billion and $13.4 billion respectively and by volume at 202 LNGs and 344 LPGs. Japan also owns the largest and most valuable fleet for vehicle carriers with 334 vessels of a total value of $22 9 billion

Once again, China maintains its top position by vessel ownership, boasting a total of 6,084 vessels and a current fleet value of $204 billion China owns the largest bulker fleet, both in terms of vessels and values.

China also owns the largest number of tankers and container ships. The tanker fleet consists of 1,576 vessels with a total value of 47.4 billion and the container fleet has 1,011 vessels, worth an impressive

$42 6 billion but down 23 8% on November 2022 as the market has slowed significantly from the highs of 2022.

Though China owns more tankers, the Greek tanker fleet has the highest value at $69 5 billion, surpassing China by $22.1 billion. Greece is also the owner of the second largest LNG fleet, with 143 vessels and a fleet value of $31 1 billion The values in this sector have consistently remained at elevated levels since 2022, driven by a surge in demand.

The US has remained in 4th place with a total value of $99.9 billion, up over $1bn from the last report. Of the overall asset value, $49 billion is r e p r e s e n t e d b y c r u i s e s h i p s , solidifying the US's position as the world's largest cruise owner as it is the home of Carnival and Royal C a r i b b e a n . T h e U S i s a l s o a prominent owner in the ro-ro sector, with the largest fleet in terms of value w o r t h $ 2 5 b i l l i o n H o w e v e r, with 40 vessels, the US ranks behind Japan, who own 84 vessels.

S i n g a p o r e h a s r e t a i n e d 5th place, with a fleet value of $85 7 billion and 4th place in terms of the n u m b e r o f v e s s e l s o w n e d Singapore’s container ship fleet is the third most valuable, worth $22 1 billion, or almost a quarter of the v a l u e o f t h e e n t i r e f l e e t Improvements in the LPG sector and stronger values have sparked an increase in S&P activity for Singapore with the current value of the LPG fleet at $9 3bn, marking a substantial 57% increase from the last report This surge elevates Singapore to the second position in terms of value in the LPG sector

South Korea has retained its 6th position this year, and the value of its fleet now stands at $67bn an increase of just over $1 bilion since the last report.

However, the country has dropped out of the top 10 in terms of vessels owned, overtaken by newcomers such as UAE, Russia and the Netherlands.

Norway has moved up to 7th place, surpassing Germany, with a total fleet value of $59 3 billion mostly been driven by investment in the gas s e c t o r s a n d t h e v a l u e o f t h e Norwegian LNG fleet increased by 16.7% since the last report to $14.2 billion. Value of the LPG fleet increased 55% to $4.5 billion, led by an increase in secondhand sales and newbuilding orders.

Norway is also the second largest owner of vehicle carriers and the current value of this fleet stands at $ 9.2 billion, up $1 billion from the last report.

After a brief period in 9th position, the UK has now moved back up to 8th place with a value of $53.8 billion. The Cruise sector is the most valuable to the UK, accounting for 25% followed by the Container sector with 15%,though this share has decreased significantly

Germany has experienced a decline in its global rankings, dropping from 7th place to 9th place this year A significant portion of its fleet has traditionally consisted of container ships, where Germany currently holds the second position in terms of the number of vessels.

Hong Kong is a newcomer to the list with a total fleet value of $44.7 billon with its significant investment in the bulker sector

DGFT revamped the e-BRC system to enable self-certication by exporters

NEW DELHI: The DGFT has revamped the e-BRC system to enable self-certification by exporters, eliminating the need for bank requests and paperwork. This cost-free, paperless process facilitated via DGFT’s portal enhances efficiency, reduces burdens on banks and exporters, and aids in targeted policymaking through real-time data on exports.

Here are key features:

Electronic Bank Realisation Certicate(eBRC)

About eBRC

• “eBRC” stands for “electronic Bank Realisation Certificate”.

• eBRC serves as proof of realization against exports done

• Issued on DGFT platform by concerned banks at the request of exporter

Uses of eBRC:

• To avail incentives under Foreign Trade Policy of DGFT

o Advance Authorisation scheme

o Export Promotion Capital Goods Scheme (EPCG)

o MEIS / SEIS / TMA (legacy schemes)

• GST compliances (Rule 89(2) of the CGST Rules)

o Refund of unutilized input tax credit (ITC) on account of exports without payment of tax.

o Refund of tax paid on export of services with payment of tax

o Refund of unutilized ITC on account of supplies made to SEZ Unit/SEZ Developer without payment of tax

o Refund of tax paid on supplies made to SEZ Unit/SEZ Developer with payment of tax

o Refund to supplier of tax paid on deemed export supplies

o Refund to recipient of tax paid on deemed export supplies

Current process to obtain eBRC – Merchandise exports

• Exporter completes export procedures and prepares due documents such as Shippin Bills / Bills of Export

• Remittance is received in Exporter’s bank account from the buyer

• Exporter submit the documents to the banks with a request for eBRC generation.

• After verification banks upload the eBRC to the DGFT system.

• Thereafter, Exporter can download the eBRC from the DGFT Website and use the same.

Current process to obtain eBRC – Services exports

• As per request of Exporter bank issue eFIRC to the Exporter

• After collecting Softex certificate, eFIRC, shipping bill No. and other relevant documents, Exporter submit the documents to the banks for eBRC.

• After verification banks upload the eBRC to the DGFT system.

• Substantial transaction since request for each eBRC needs to be submitted to banks

o Each SOFTEX reconciliation requires 24 paper sheets for services export

o Each Courier export transaction requires at least 3 documents.

• More documentary submission for clarifications and need for follow up to ensure final issuance

Issues in current eBRC process ow – Services exports eBRC system is not being used meaningfully to generate

granular Service export data

• eBRC is being used for claiming GST Refunds for Software and other service exports.

• However, no Service classification is being captured under eBRC system.

• The refund applicant may choose to generate a FIRA instead of an eBRC All such data is also not being captured.

• Various legacy and current classifications are being followed by various agencies, owning to which standardisation and analysis is not feasible without detailed concordance of the data sets

Major Changes in the revamped eBRC system

• Based on trust in Indian exporters

o eBRC shall henceforth be generated by exporters themselves via self certification

• Cost free process on DGFT portal

• Need for application and request to banks for generation done away with

• Paperless process without the need for any paper submission to any authority at the time of generation

• A Risk Management based post audit mechanism for banks and other stakeholders to verify bonafides

• Each bank will decide own cut off date to move to self certification based eBRC generation

o IRMs received after cutoff date will be available to exporter for self certification based eBRC generation

o Bank cutoff date available on DGFT website

• Self certified eBRC generation will be based on system based checks as per Business rules

o Business rules available on DGFT website

Revamped process ow for eBRC generation

• DGFT already captures Exporter’s Bank account details and PAN under IEC issued

• All Inward Remittance Message(IRM) mapped with PAN to be pushed by the banks to DGFT using a API integration

• The given inward remittance details shall automatically appear in account of respective IEC holder

• Exporter may tag the inward remittance with the shipping bill/invoice to generate eBRCs directly

• eBRCs so generated will flow to banks for post audit risk management as per banks’ own process

• eBRC also planned to be digitally shared with other agencies in future

Major Benets of the revamped eBRC system

• Reduction in compliance costs for exporters

o Cost free generation – Cost burden reported especially by MSME exporters alleviated

o Paperless generation

• Opens new avenues for small exporters

o Especially useful for e-commerce exports with low cost, high volume of transactions to claim benefits and refunds

• Workload reduction for banks

o Scaling of system made possible in light of GoI’s target of 1 Trillion exports each for Merchandise and Services by 2030

o Banks will focus on targeted risks only instead of checking all transaction documents

• Aid targeted policy making

o Near real-time granular data on service exports at SAC code level will now be available

o This data would allow for further automation at DGFT and other agencies and frame more targeted schemes and strategies for service exports.

He dedicated tourist facilities in 75 lighthouses across 10 States/UTs. He also dedicated to the nation, rail projects for doubling of Vanchi Maniyachchi - Nagercoil rail line including the Vanchi Maniyachchi - Tirunelveli section and Melappalayam - Aralvaymoli section

The Prime Minister dedicated four road projects in Tamil Nadu, developed at a total cost of about Rs 4,586 Crore.

Addressing the gathering, the Prime Minister said that Tamil Nadu is writing a new chapter of progress in Thoothukudi as inauguration and foundation stones are being laid for multiple development projects towards the road map of developed India He said that one can witness the spirit of Ek Bharat Shreshtha Bharat in the development projects of today. Even though the projects may be in Thoothukudi, the Prime Minister emphasized that it will give momentum to development in multiple places across India.

The Prime Minister reiterated the journey of Viksit Bharat and the role of Tamil Nadu in it. He recalled his visit 2 years ago when he flagged off many projects for the expansion of the Chidambaranar Port capacity and his promise of making it into a major hub of shipping. “That guarantee is being fulfilled today”, said the Prime Minister Talking about the foundation stone of Outer Harbor Container Terminal at V.O.Chidambaranar Port, the Prime Minister informed that this project will have an investment of Rs 7,000 crore rupees. Projects worth Rs 900 crore rupees have been dedicated today and Rs 2500 crore rupees worth projects were initiated on 13 ports. These projects will benefit Tamil Nadu and will create avenues of employment in the state, he said.

Talking about India's first hydrogen fuel cell inland waterway vessel under the Harit Nauka initiative, PM Modi called it a gift of the people of Tamil Nadu for Kashi. He said that he witnessed the enthusiasm and affection of the people of Tamil Nadu in Kashi Tamil Sangamam. The Prime Minister inaugurated various other projects aimed at making the V.O.Chidambaranar Port the first Green Hydrogen Hub Port of the country These projects include a desalination plant, hydrogen

production, and bunkering facility “Tamil Nadu will go a long way with regard to the alternatives that the world is exploring today”, he said.

The Prime Minister underscored the great expectations with the waterways and the maritime sector of India for decades and said that these sectors are becoming the foundations of Viksit Bharat today, and Tamil Nadu along with the entire South India are the biggest beneficiaries of this The Prime Minister highlighted the three major ports and more than 12 small ports in Tamil Nadu and underlined the possibilities for all southern states. “DevelopmentofMaritimeSectormeansdevelopmentofa state like Tamil Nadu”, the Prime Minister said, informing a b o u t t h e 3 5 p e r c e n t g r o w t h o f t r a f f i c o n VO Chidambaranar Port in the last decade He further added that the port handled 38 million tons last year recording an annual growth of 11 percent “Similar results can be seen in other major ports of the country”, PM Modi added,creditingtheroleofprojectslikeSagarmala

The Prime Minister asserted that India is creating new records in waterways and maritime sectors. He noted India's jump to 38 rank in the logistics performance index and port capacity has doubled in one decade. He further said that there has been an eighttimes increase in national waterways during this time period and the number of cruise passengers has grown four times while seafarers doubled. These strides are bound to benefit Tamil Nadu and our youth, he said. “I am convinced that Tamil Nadu will move forward on the path of development and I give you the guarantee that I will serve you with new enthusiasm when the nation gives us the opportunity to serve for the third time.”

In conclusion, the Prime Minister asked everyone to switch on their phone lights and indicate that Tamil Nadu and the government of India are celebrating the festival of development.
