Mansukh Mandaviya urges States to see Indian Port Bill as a development issue

The Minister of MoPSW said, "The 18th Maritime State Development Council Meeting today has discussed very significant issues pertaining to the overall progress of the maritime sector. Both Central Gover nment and State Governments will jointly work on the development of the maritime sector including several non-functional ports. Our growth aspiration, as visioned by our Prime Minister, need collective actions in a time-bound manner and MSDC is an active platform to discuss these matters’’.

The key items discussed during the meeting are Indian Port bill 2021, National Maritime Heritage Museum (NMHC), Rail and Road connectivity with Ports, Floating Jetties for Marine Operations and Sea Plane Operations, Sagarmala Projects and National Infrastructure Pipeline (NIP) projects.

Indian Port Bill 2021: A step towards accelerating India’s Port Development

In FY 2020, the traffic handled at Indian ports is about 1.2 billion MT, which is expected to increase to 2.5 billion MT by 2030. On the other hand, only a few ports in India are having deeper draft which can handle capsize vessels. In addition, there are around 100 non-functional ports distributed across the coast of India. The ever-increasing size of ships mandates to have deeper draft ports and indeed mega ports need to be developed. Similarly, the non-functional ports also need to be prioritized and developed.

A national-level integrated approach is required to augment the existing ports or to develop new ports in an efficient and sustainable manner which in turn will reduce the freight costs to a greater extent and improve the trade growth. The nationallevel integrated port planning is also highlighted in various report including 'The World Bank's Port Reform book, UNCTAD's ‘Handbook for Planners in Developing Countries’ etc.

MSDC will advise on the planning of all ports including Major Ports. In addition, several conventions pertaining to safety, security and prevention of pollution are incorporated in IP Bill 2021 for implementation of all requirements stipulated in such conventions by all ports.

NMHC – India's rst maritime heritage complex

National Maritime Heritage Complex (NMHC) is to be developed as a world-class museum dedicated to the legacy of Maritime Heritage of India, in an area of about 350 acres at Lothal, Gujarat. This maritime heritage complex would be developed as an international tourist destination with a maritime museum, lighthouse museum, maritime theme parks, amusement parks, etc.

One of the key attractions of NMHC is that it would have a pavilion for each coastal states and union territories to showcase the maritime heritage of the specific states and union territories. During the meeting, the coastal states and UTs were requested to take up the development of their respective pavilion.

Enhancing Port Connectivity

The upgradation of port connectivity is one of the critical enablers for ports, and MoPSW through its key initiative Sagarmala Programme emphasizes port connectivity. MoPSW has taken up 98 port-road connectivity projects worth Rs. 45,051 cr. with various implementation agencies like MoRTH, Major Ports, Maritime Boards, and State Road Development Companies, of which 13 projects are completed and 85 projects are in various stages of development and implementation. Similarly, 91 port-rail connectivity projects worth Rs. 75,213 Cr. have been taken up by MoPSW with Indian Railways, Major Ports, and Maritime Boards, of which 28 projects are completed and 63 projects are in various stages of development and implementation.

To address the issues in funding and for the projects that are not suitable to develop under PPP mode, it is suggested that a Special Purpose Vehicle (SPV) may be formed between state government, central government and private players for which interest from the state governments/UTs is requested during the meeting.

Floating Jetties for Marine Operations & Seaplane Services

Floating jetties are widely used in other countries. The floating jetties have unique advantages in comparison with the convention jetties, like cost-effectiveness, speedy construction, minimal environmental impact, flexibility to expand and relocate, suitable for the locations with high tidal variation etc.

National Technology Centre for Ports, Waterways & Coasts (NTCPWC), IIT Madras was given the mandate to prepare the Detailed Project Report for developing more than 150 floating jetties across Indian Coastline and the work is in progress. It is proposed to utilize the floating jetties majorly for fishing harbours/fish landing centers, and seaplane operations.

The MoPSW informed that the states/UTs are encouraged to explore using floating jetties/platforms for their project and requested states/UTs to identify more locations for developing floating jetties. Projects may be considered for funding from Sagarmala after the due approval of the proposal.

Strengthening Indian Infrastructure through Sagarmala Programme and National Infrastructure Pipeline (NIP)

The MoPSW has various infrastructure projects that are undertaken under Sagarmala Programme and National Infrastructure Pipeline (NIP).

The MoPSW proposed to develop 802 projects worth investment of Rs.5.53 lakh crore for implementation under the Sagarmala Programme. Out of which, 168 projects worth Rs. 87,000 crore have been completed and 242 projects worth Rs. 2.18 lakh crore are under implementation. Similarly, MoPSW is handling 123 projects amounting to Rs. 1.28 Lakh cr. under NIP initiated in 2020. In addition, there are 1226 projects under Sagartat Samriddhi Yojana for coast led p r o s p e r i t y, o u t o f w h i c h 1 9 2 p r o j e c t s a r e u n d e r implementation.

The MoPSW requested the coastal states/UTs to expedite the implementation of the projects where the state government is the implementation agency, and funding support can be considered for central funding via grants from MoPSW or via equity funding through Sagarmala Development Company Ltd (SDCL).

Speaking on the occasion, the Minister of MoPSW emphasized the pertinent and urgent need for infrastructure development be it port augmentation, multi-model connectivity through rail/road infrastructure and various project initiatives undertaken through the Sagarmala, National Infrastructure Pipeline, and Sagartat Samriddhi Yojana.

The meeting was also attended by representatives and officials from allied Ministries.

MSDC Background: MSDC is an apex advisory body for the development of the Maritime sector and aims to ensure integrated development of Major and non-Major Ports. The MSDC was constituted in May 1997 to assess in consultation with State Governments, the future development of existing and new Minor Ports by the respective Maritime States either directly or through captive users and private participation. Further, MSDC also monitors the development of minor ports, captive ports and private ports in the Maritime States with a view to ensure their integrated development with Major Ports and to assess the requirements of other infrastr ucture requirements like roads/rail/IWT and make suitable recommendations to the concerned Ministers.

Freight forwarding market recovering, expected growth of 11.6% in 2021

LONDON : Transport Intelligence’s (Ti) latest report, Global Freight Forwarding 2021, shows the post-Covid-19 global forwarding market is settling into its recovery phase after dramatic contractions in 2020.

However, market dynamics remain skewed with limited capacity available and sky-high freight rates presenting a challenging market for shippers and opportunities for forwarders to secure high margins.

The Global Freight Forwarding market contracted by 8.7 per cent in 2020, recording its worst year since the financial crisis as a result of the pandemic. The sea freight forwarding market contracted by 3.8 per cent in 2020, but air freight forwarding suffered worse with a decline of 12.3 per cent. However, the freight forwarding market is expected to bounce back strongly with growth of 11.6 per cent in 2021 and a CAGR of 5 per cent from 2020-2025 as volumes recover.

The sea freight forwarding market is set to grow at 7.6 per cent in 2021 and at a CAGR of 4.5 per cent from 2020-2025. Growth in 2021 will largely be driven by the bounce back in volumes from 2020, particularly in Q2 2021 vs Q2 2020. Sea freight forwarding growth out to 2025 will be driven by the ongoing recovery in volumes, modal switches from air to sea and new trade agreements generating more trade.

Air freight forwarding is set to grow at 14.9 per cent in 2021 and at a CAGR of 5.4 per cent from 2020-2025. Growth in 2021 is largely driven by a recovery of volumes from 2020 and very high freight rates. Longer term growth out to 2025 will be driven by a recovery in global trade and strong growth in air freight

intensive sectors like high tech, pharmaceuticals and crossborder e-commerce. The new report also shows that amid all the disruption to the air freight market the top 20 freight forwarders have significantly increased their share of overall volumes, from 65.05 per cent in 2019 to 74.89 per cent in 2020. The top 20 actually increased the air freight volumes they handled in 2020, despite market volumes declining by 12.50 per cent. Coupled with the high air freight rates that persisted through 2020, this led to a good year for large forwarders. The sea freight market also saw volumes decline from 2019, with 9.95 per cent fewer containers handled in 2020. Nevertheless, capacity constraints and high freight rates enabled the top 20 forwarders to broadly maintain their revenues, even though they carried 7.49 per cent fewer containers than in 2019. ‘A tumultuous 2020 saw major disruptions in supply chains the world over with the ability of forwarders’ to keep goods moving severely tested by shocks to supply and demand, carriers greatly reducing capacity, and congestion at logistics gateways, amongst other forces,’ said Nick Bailey, Ti’s head of research. ‘Although the market saw one of the sharpest contractions in recent memory in real terms, sky high rates resulted in recordbreaking top-line performance for many forwarders. The pandemic also accelerated digitisation and digitalisation efforts across the market as speed, agility and responsiveness proved highly valuable capabilities during the crisis.’ Cochin Port Trust aims to get world-class facilities

COCHIN: The Cochin Trust (CPT) has signed 27 MoUs, recently, with various organizations aimed at transforming the port into a truly one, increasing its competitiveness and offering more services to its stakeholders.

“What we are doing is to identify the potential of the port and exploit those opportunities to the maximum. For example, our MoUs with Indian Oil Corporation Ltd and Bharat Petroleum Corporation Ltd (BPCL), realized from the fact that one of our strengthsisliquidcargo.So,whenweinitiallyidentifythepotential areas, we focus on those areas which have a growth potential and discuss with the stakeholders in those areas, finally reaching the MoUstage, ”saidCPTChairpersonMs.MBeena.

According to her, the projects will be completed within a twoyear period. “We are progressing with the target of bringing a visible change and hence we are aspiring to finish the projects by 2024,” Beena added.

With this background, CPT is coming up with the new projects with an overall project cost of Rs 3,108 crore. The port is providing the land and the entities concerned are investing there to set up the necessary infrastructure.

For development of the port, four MoUs with a total project cost of Rs 989 crore were signed. Establishment of a multispecialty hospital at a cost of Rs 175 core, connecting Cochin Port with minor ports in the state and establishing a multi-modal logistics hub, seaplane connectivity between Kochi and Lakshadweep, deepening and broadening of channels, building a cryogenic warehouse, cement importcum-bagging terminal, aviation fuel terminal, port-based edible oil refining unit at Muvattupuzha, petrochemical terminal, coir product consolidationcentrearesomeoftheprojectsCPTispursuingnow.

A container freight station for coastal cargo — for destuffing of containers, storage and warehousing is also part of the new projects.

Cochin Port has signed a MoU with Kottayam Port and ICD Services for offering inland container depot services for exim (export-import) as well as coastal cargo, linked through national waterway. Also, BPCL will develop HSD export facility at MULT (multi-user liquid terminal) at Puthuvype, as part of the various projects envisioned by the Cochin Port.

Drewry’s World Container Index experiences its steepest ever climb

LONDON: Shippers hoping for some pricing respite from ocean carriers have been battered this week by further records falling. Drewry’s World Container Index, published recently, saw its steepest climb since its inception in 2012.

Drewry’s composite World Container index rose a further 15.9% or $1,104 to reach $8,061.65 per FEU, which is 332% higher than the same week in 2020.

Rates from Shanghai to Los Angeles increased by more than a third in the space of week, from $6,358 per FEU last week to $8,548 this week. Rates from Asia to US east coast also soared 39% to $11,180 per FEU.

Spot rates on Shanghai-Genoa increased $603 to stand at $11,448 for a 40ft box, which is 540% higher than same period in 2020. Similarly, rates on Shanghai-Rotterdam gained $779 to reach $11,975, a year-on-year change of 626%. “Drewry expects rates to remain on the higher side in the coming week,” the UK analysts stated. Meanwhile, the Shanghai Containerized Freight Index (SCFI) climbed another 37 points recently to a new record of 3,785. MUMBAI: Sliding from a lifetime high, the country's foreign exchange reserves declined by $4.148 billion to reach $603.933 billion for the week ended 18 June due to a fall in gold and currency assets, the Reserve Bank of India (RBI) data showed.

The forex kitty had surged by $3.074 billion to a record high of $608.081 billion in the previous reporting week.

According to the data by the RBI, the foreign currency assets (FCA), a major component of the overall reserves, declined by $1.918 billion to $561.540 billion for the reporting week.

After a $490 million rise in the previous week, the gold reserves declined by $2.170 billion to $35.931 billion, the RBI data showed.

The special drawing rights (SDRs) with the International Monetary Fund (IMF) dipped by $14 million to $1.499 billion.
