Sanjeev Ranjan appointed as the new Shipping Secretary NEW DELHI: Senior IAS Officer Mr. Sanjeev Ranjan has been named Secretary, Ministry of Shipping (MoS), as part of a top-level bureaucratic reshuffle effected by the Central Government, according to a Personnel Ministry order. He will replace Mr. Gopal Krishna, IAS, who is retiring on April 30.

Ranjan, a 1985-batch IAS officer of Tripura cadre is at present secretary, Ministry of Road Transport and Highways (MoRTH) till date from April 2019. Prior to this he was Chairman, National Highways Authority of India, Ministry of

Road Transport and Highways, Government of India from Oct 2018 – Mar 2019. He was also Additional Secretary and Financial Adviser in Ministry of Road Transport and Highways, Ministry of Shipping, Ministry of Tourism, Govt. of India from Aug 2015 – Jan 2017.

He help positions of Director, Shipping Corporation of India Ltd., Director, Indian Tourism Development Corporation Ltd. Director, Dredging Corporation of India Ltd., Director, Indian Port Rail Corporation Ltd. and Mr. Sanjeev Ranjan, IAS Member, Inland Waterways Authority of India.

Pawan Kumar Agarwal appointed CBIC clears Rs 10,700 cr GST, as Special Secretary (Logistics) Customs duty refund between in Department of Commerce April 08 - 23rd, 2020 N E W D E L H I : M r. P a w a n Agarwal, IAS, has been appointed as Special Secretary (Logistics) in Department of Commerce and Industry. He is a 1985 batch IAS officer of West Bengal Cadre.

He will replace N Sivasailam, who is retiring on April 30.

Mr. Pawan Agarwal is currently Secretary to the Government of India in the Department of Consumer Affairs. Until recently, Mr. Pawan Agarwal, IAS he has been CEO of India’s food regulator, the Food Safety and Standards Authority of India (FSSAI), wherein he is leading transformation of food safety Cont’d. NEW DELHI: The Central Board of Indirect Taxes (CBIC) has cleared over Rs 10,700 crore worth refunds in GST and customs duty between April 8-23.

In the 'Special Refund and Drawback Disposal Drive', the CBIC officers have cleared over 1.07 lakh Goods and Services Tax and IGST refund claims worth Rs 9,818.12 crore.

Over 1.86 lakh customs and duty drawback refund was processed totalling Rs 915.56 crore, the CBIC said in a tweet.

"CBIC is committed to help GST Taxpayers/Export Import Trade during #COVID19. Expeditious sanction of refunds during Special Refund Drive provide relief to trade, especially MSMEs," it said. The Finance Ministry had on April 8 said that to provide relief during COVID-19, it has been decided to issue all pending GST and custom refunds which would benefit around 1 lakh business entities, including MSME. CBIC clears Rs 10,700 cr GST, Customs duty refund between April 08 - 23rd, 2020 Cont’d. from Pg. 3

The total refund granted will be approximately Rs 18,000 crore, it had said.

The CBIC had earlier asked its field officers to avoid asking for physical submission of documents from entities

who are claiming GST and customs refunds and instead use official email for all communication.

The CBIC had said that the decision to process pending refund claims has been taken with a view to provide immediate

relief to taxpayers in these difficult times even though the GST Law provides 15 days for issuing acknowledgement or deficiency memo and total 60 days for disposing off refund claims without any liability to pay interest.

COVID-19 to cut shipping container fleet and slow pricing recovery, feels Drewry LONDON: The outbreak of the coronavirus has disrupted container supply chains around the world and depressed the demand for vessels and boxes. It will lead to a contraction in the shipping container fleet and keep prices and lease rates under pressure in 2020, although better than in 2019.

Drewry’s latest published Container Equipment Forecaster report shows that in 1Q20 newbuild prices and lease rates for all of the main categories of containers were up on 4Q19 and 2019 as a whole.

Primarily, this was the result of improving levels of optimism regarding the outlook for world trade. The US and

China signed Phase One of a new trade agreement and the Brexit withdrawal deal was concluded. From the container manufacturing perspective, it appeared as if efforts by China’s main box builders to secure minimum prices for their equipment was having some success.

Lease rates also hardened, rising between 15% and 20% compared with 4Q19 for dry freight (20ft, 40ft and 40ft high-cube) equipment.

But these increases masked intense volatility in the market during the period.

At the start of the year, the price of a 20ft standard container stood at about US$1,750. By the end of February, it had increased to as much as US$2,150,

before a sharp decline to approximately US$1,900 in late March. The severity of COVID-19 and the lockdown in China and subsequently in large parts of the rest of the world was the cause of the slump.

Total box output (dry freight and reefer) in 1Q20 was one of the lowest in a quarterly period; 33% lower than 4Q19 and 35% below that of the corresponding period of 2019. The dry box sector was the worst affected with a year-on-year decline in production of 40%.

This compared with a 4% increase in the output of reefer containers as the shift of cargo from specialised reefer and air freight services to liner services and containers continued.

Nitin Gadkari says India should roll the red carpet to companies exiting China NEW DELHI: Union Minister Nitin Gadkari recently said India should look at converting the world's "hatred" for China amid the coronavirus pandemic into an economic opportunity for itself by attracting large-scale foreign investments.

Interacting with overseas Indian students via video conferencing, the minister for MSME and Road Transport and Highways said across the world now, there is "hatred for China. Is it possible for us to convert it into an opportunity for India?"

Referring to the economic package announced by Japan for its businesses exiting China, Gadkari said, "I feel that we should think on that and we will concentrate on it. We will open the Indian scenario for that. We will give the clearances and everything to them and attract foreign investment."

Asked if India can take any action against China incase it is found to have deliberately "suppressed" infor mation on coronavir us, the minister said this was a sensitive subject related with the Ministry of

External Affairs and the prime minister, and therefore it will not be appropriate for him to comment on it.

Gadkari said all government departments, particularly the finance ministry as well as the Reserve Bank of India (RBI), are formulating policies to win the "economic war" post the COVID-19 pandemic and fulfil the prime minister's dream of making India a USD 5 trillion economy.

"At the same time, we can make infrastructure of Rs 100 lakh crore," he added.

Govt sets up Control Room to resolve ground level issues faced by Trade & Industry Help desk also set up for export – import issues NEW DELHI: The Government of India has set up a control room to resolve ground-level issues being faced by trade & industry and facilitate the movement of essential goods. A helpdesk has also been set up for queries relating to export & import issues.

Concessions will hit revenues of Major Port, feels Port employees NEW DELHI: Concessions being offered to port users in the wake of the lockdown will result in a loss of around Rs. 100 crore for the Cochin Port Trust (CPT), bringing the institution to its knees in the process, according to employees. They feel that the leniency being ordered to be extended to the Vallarpadam International Container Transshipment Ter minal (ICTT) operator is not logical.

The employees have called for a review of the order in view of the financial condition of the port and sought leniency from the Union government with regard to an outstanding loan repayment.

The Shipping Ministry has ordered major ports to offer exemptions and remission of charges to port users,

including those using port facilities under Public-Private Partnership (PPP) projects like ICTT. The order from the Ministry said the lockdown had resulted in disruption of business.

Shippers of all hues — exporters, importers, and auxiliary trade and transport — had been affected by the lockdown.

A c c o r d i n g t o t h e M i n i s t r y, concessions like deferred payments in storage charges and lease rentals should be offered. Besides, the Government has called for free additional storage, if required.

However, port and dock workers’ federations under the aegis of the Cochin Port Joint Trade Union Forum has written to the Union Government, questioning the order.

While the Centre wants CPT to accept deferred payment from the ICTT operator, the employees said there was no minimum throughput guarantee from the operator. So, there was no logic in deferring the payment of revenue share to the port trust.

E . N a n d a k u m a r a n d P.M. Mohammed Haneef, representing port and dock workers, said the government should also consider a few concessions to CPT. The port has been running on loss for a decade. During 2017-18, it made a little profit and was set to do so in the last financial year. However, the Centre has insisted on a payment of Rs. 56 crore a year over the next decade in lieu of capital expenditure loans availed by the port in the past.

DP World launches ‘Manasah’, to support Artisans and Small Businesses during Ramadan D U B A I : D P Wo r l d h a s announced the launch of a new online marketplace for Ramadan bazaars to support local artisans and small businesses in selling their products during the Holy Month of Ramadan.

Launched in close partnership with the Department of Economic Development, and Dubai Festivals and Retail Establishment (DFRE), an agency of Dubai Department of Tourism and Commerce Marketing, the platform aims to keep trade flowing during Ramadan amid the social distancing in place to protect people from COVID-19.

Built in just three weeks, Manasah.com will help small businesses, currently unable to trade in physical environments, sell their goods online during Ramadan. Sellers can now register on manasah.com for free. The site features a contactless delivery option to minimise the need for human interaction, DP World said.

Sultan Ahmed Bin Sulayem, Group Chairman and CEO of DP World said: “Ramadan Bazaars are an important part of what makes the Holy Month special in the United Arab Emirates. Many artisans and small traders have spent months making their products and we want to ensure they still have a marketplace. The purpose of manasah.com is to bring people together this Ramadan, even when they have to physically stay apart.”

Sami Al Qamzi, Director General of Dubai Economy said: “Our partnership with DP World underlines our commitment to support young start-ups such as DED Trader licence holders to conduct business activities electronically. The launch of manasah.com will further add to the convenience of the community as they can stay home and shop during the Holy Month of Ramadan. The ‘DED Trader’ licence provides an added marketing channel and e-commerce platform to the business community in Dubai and reflects our

focus on enhancing ease of doing business as well as driving the overall competitiveness and sustainable growth of Dubai.”

Ahmed Al Khaja, CEO of Dubai Festivals and Retail Establishment (DFRE) said: “This Ramadan will truly be unlike any we have experienced before and we know there is even more importance and emphasis on the spirit of our community, supporting our neighbours and coming together, while maintaining social distancing. As more than 80% of goods are transported via sea-lanes, we recognise that the port and maritime sector play a crucial role in keeping trade flows open in our global fight against COVID-19.

As a multilateral platform consisting of leading port authorities across Asia, Middle East, Europe and t h e A m e r i c a , m e m b e r s o f t h e PA R w o u l d l i k e t o declare a commitment to collaborate closely, through the sharing of best practices and implemented measures, such that the ports remain open to seaborne trade to help sustain the world and support the fight against COVID -19.

We therefore are committed to work together and strive to: • Keep global supply chain and trade/cargo going, and that merchant ships can continue to berth at terminals to carry out cargo operations.

• Facilitate closer coordination by establishing an open communication channel so that like-minded port and maritime authorities can share experiences/exchange information in combating COVID-19 while safeguarding unimpeded maritime trade.

Finally, we would also like to express our deepest appreciation to seafarers, harbour pilots, shore-based workers and the maritime community who have worked tirelessly amidst the on-going pandemic in enabling international trade to continue during these challenging times.
