Mr Vimal K. Joshi SDM, took it as an urgent task and issued permission without delaying. The DPT Chairman Shri S K Mehta, IFS, appreciated efforts of Aqua Shipping, Mr. Bharat Gupta who didn’t charged any fees for this service from the Crew/Ship Owners.

Mansukh Mandaviya discusses Business Continuity Plan and Path to Recovery Post COVID-19 with Maritime Sector representatives Cont’d. from Pg. 3

Interaction with industry leaders provided the quick overview for the covid-19 situation in the maritime sector. Stakeholders highlighted the challenges like supply chain issues- the movement of cargo and trucks, requested the policy interventions. They also made suggestions for increasing the Coastal Shipping and increasing the India's share in global shipbuilding.. Shri Mansukh Mandaviya assured the Maritime sector industry stakeholders that the Indian Ports are ready in the full capacity to start the operation as usual but there are a few challenges due to COVID-19 which will be solved with policy decisions and their sincere implementation. Shri Mandaviya requested industry leaders to convert this COVID-19 into opportunity by charting out new strategies in the maritime sector. He told the stakeholders that the Ministry of Shipping is working continuously and tirelessly to ease out the problems.

He requested for the suggestions so that the ports and industries in this COVID-19 situation could flourish. Stakeholders and representatives of the Shipping Lines, Ports and Terminal

operators, Inland waterways, Supply chain logistics, Ship owners, Vessel manufacturers and owners, custom agents participated in the video conference organised by the FICCI.

FIEO shares feedback of Exporters with Commerce Secretary on partial lifting of lockdown, cites difficulties faced NEW DELHI: The FIEO has shared in a letter to the Commerce Secretary that, the partial lifting of lockdown is being allowed in a phased manner and thus its effect will be visible only after a few days. Many states have hitherto not issued the SOP based on which industry will evaluate its preparedness before applying for per mission. Few states like Delhi, Karnataka, Tamil Nadu and Telangana have not provided any relaxation as enumerated by MHA in its revised guideline of 15th April 2020. Many important industrial townships continue to be in the Red zone like Mumbai, Pune, Hyderabad, Ahmedabad, Bhopal, Indore, Kanpur, Agra , Varanasi etc . “At a few places in green or rural areas, manufacturing has not started as ancillaries providing important part/ components are in the red zone, thus continuous manufacturing is not viable. In some cases, the industry already has sufficient stock of the manufactured products which should first be put into distribution before commencing production. Similarly, for many auto clusters, the manufacturing hasn’t started as the distribution channels have not been opened yet. A lot of MSMEs are unable to open their factories as they lack the liquidity to purchase the raw materials and other inputs. In many cases, the manufacturing units are unable to procure raw materials as factories producing them are in the Red zone and thus are unable to supply the materials. Some of the food processing units have reported that they are not getting the raw material as the village panchayats do not allow anyone to enter the village to procure such raw materials. For cashew

industry, the raw material is procured through APMC but since APMC isn’t functioning, the cashew units are finding it difficult to get raw materials to start production. The labor shortage is across industries and even affecting the transportation sector very badly, which is also deterring units from opening. Lack of consistency in allowing units to open and then shut is also creating problems for the industries. In Karnataka, industries were all set to open but at the eleventh hour, the state government withdrew the permission. Similarly, in Mandideep industrial area in Madhya Pradesh, the permission was granted but withdrawn today. Such inconsistencies lead to uncertainty which affects the operation of the industries. “The industry is concerned with many restrictions and responsibilities imposed by the Revised guidelines/ SOP which are also coming in the way of starting the unit: a) Clause 15.2 of the Revised guidelines require the stay of workers to be within the premises or in the adjacent building or requires their transportation in a dedicated vehicle: Many units, particularly MSMEs, neither keep workers within the premises nor can quickly arrange to put them in an adjacent building. Since the private transport is not available and wherever available, its charges have skyrocketed, units prefer to wait till the lockdown is over. If workers are allowed to use their cycles/2 wheelers it can solve the problem of many units. Since state buses are not generally plying, such buses may be given to manufacturers for transportation on reasonable charges. It will be a win-win situation for both sides. b) Point No 5 of SOP: Requires medical insurance of workers which creates a problem since workers are

supplied by the contractor as many industries do not have workers on their pay roll. Since workers on payroll have ESI facility and contract worker may be covered by “Ayushmaan Bharat “ scheme, this requirement may be relooked into. c) Point No 6 of SOP: Provision of hand wash and sanitizer preferably with touch-free machine at entry, exit and a common area. states are interpreting the word “preferably” as mandatory asking industry to provide only touch-free machines, which are very costly and in short supply. d) Section 58 of the Disaster Management Act (Annexure III): The said section is interpreted differently by the states. Some of the functionaries of the states are explaining that if any Covid-19 case is found, FIR will be filed against the owner(s) which requires suitable clarification from MHA. It is better if the responsibility of the owners(s) / management is detailed by the MHA / States. e) The detailed guidelines also talk about sealing of the factory if any Covid-19 case is detected. The sealing process is quite complicated and it may take 3-6 months’ time for any industry to get permission to unseal it. Many units are therefore reluctant to open as such a situation is not ruled out. The industry is apprehensive as Covid-19 cases are on the rise and if the factory is sealed suddenly, the industry will be saddled with the cost of inputs as well as output, in addition to the fixed costs. “These are some of the challenges reported to us. We shall be updating you further in the matter after a couple of days as many units are waiting to get permission while many are preparing to comply with the SOP, said a FIEO letter to Commerce Secretary.

Similarly Detention Charge and Ground Usage Charge will not arise for container traffic. These guidelines are applicable from 22.03.2020 to 03.05.2020. 2. Extension of Electronic registration of demand (e-RD) and Electronic Transmission of Railway Receipt (eT-RR) facility in case of Freight Forwarders, Iron & Steel, Iron Ore and Salt traffic Electronic registration of demand (e-RD) provides the facility to customers to register their demands for goods electronically instead of having to visit the goods sheds physically. It is simpler, convenient, speedier and transparent. Electronic Transmission of Railway Receipt (eT-RR) is a step-above paperless transaction system where Railway receipt is also generated and transmitted electronically to customer through FOIS, and even delivery of goods is given through e-surrender of eT-RR. Guidelines have been issued extending the benefit of e-RD and eT-RR in case of Freight Forwarders, Iron & Steel, Iron Ore and Salt traffic. This eliminates the need for customer to travel to goods shed for demand registration, receiving RR/invoice and for taking delivery of goods. 3. Delivery of goods in absence of Railway Receipt (RR) As far as possible, customers are being encouraged to opt for eT-RRs, so that Original paper RRs do not have to be carried to destination points for taking delivery of goods. However, in case a customer books goods on normal paper RR, then as per extant r ules, customer receives RR/Rail invoice at originating station against payment of freight. It has to

submit original RR at destination point to take delivery of goods. Or in the absence of RR, delivery is given on the submission of stamped indemnity note by the consignee at the destination. But because of countrywide lockdown, it is difficult for customers to send the RR from originating point to destination point. Therefore, to facilitate freight customers, it has been decided that as far as possible eT-RRs may be issued where delivery is given on e-surrender of eT-RR. In case of normal non eT-RRs (paper Rrs), consignor will provide details of consignee/receiver like name, designation, Aadhar, PAN, GSTIN at the origination station which will be conveyed to destination through commercial control. Delivery will be given after verification of these details in TMS and collecting unstamped indemnity note stating that any claim arising thereof would be their responsibility and fax / scanned / photocopy of RR. Further, in case of self RR (where consignor & consignee are same), the originating division will take back the original RR from consignor, after duly recording endorsement in the name of consignee who will take delivery of RR consignment at destination. This RR will be scanned by Commercial Control of booking division and sent by mail and indicating details of name, PAN, Aadhar and GSTIN as mentioned in Board’s letter under reference. The destination station will verify these details and affect physical as well system delivery. After completion of lockdown the original RR kept at originating division shall be delivered at destination Division for purpose of accounting. Sr. DCMs at both ends should monitor. “No claims” declaration be obtained at originating Division as procedure is followed under force majeure. These guidelines are valid upto 03.05.2020. 4. Policy measure to encourage container traffic: Indian Railway has since long recognised the need and has initiated several measures for diversification of freight traffic. That is, to carry non-conventional traffic too along-with the bulk goods like coal, iron ore etc. Following are the recent most steps in this direction: 1. a. Non levy of Haulage Charge for movement of empty containers and empty flats Indian Railway levies a separate Haulage Charge for transportation of empty containers and empty flat wagons. A discount of 25% discount was granted wef 01.01.2019 on these with the view to gain higher inter-modal share of container traffic. Now, in view of force majeure condition due to COVID19,

the competent authority has decided that no Haulage Charge will be levied for movement of empty containers and empty flat wagons from 24.03.2020 till 30.04.2020. This is expected to give a boost not only to IR but also the economy by aiding exports. 1. b. Relaxation under Hub & Spoke system of charging for container traffic Railways permit telescopic rate benefit to containers than are transported from one point to another, with a break/transit point in between. This is called Hub & Spoke system. Under extant guidelines, the break at inbetween transit point is limited to five days. Keeping in view the fact that ICDs are choked due to delays in clearance of cargo due to the impact of corona virus, the competent authority has decided to relax the limit from five days to fifteen days for availing the telescopic benefit from 16.04.2020 to 30.05.2020. 5. R e l a x a t i o n s i n Fr e i g h t transportation: Railways has transportation products/schemes for customers who want to book less than standard length rakes, rakes originating at two points, rakes with two destinations etc. These are offered with certain conditions like distance restrictions etc due to operational optimisation. Following relaxations have been affected during covid:a. Distance restriction for mini rake was 600 km, which was increased to 1000 kms for intra zonal traffic. Now the same has been permitted uo to 1500 km for both infer zonal and intra zonal traffic. b. Similarly, there is a distance restriction for rakes originating at two points that two loading points should not be apart by more than 200 km in lean season and 400 km in busy season. This is so to ensure optimal utilization of rakes. The distance restriction has now been relaxed to allow loading points to be apart upto 500 km, regardless of the season. c. Further, there are a prescribed number of wagons to be loaded for availing train load benefit. If lesser than this number of wagons are booked than wagon-load rates apply, which are a bit higher. A relaxation in this has been granted to BCNHL wagons, which are a type of covered wagons primarily used for bagged consignments, like foodgrains, agricultural produce like onions etc. Minimum number of wagons to be loaded for availing train load benefit in these has been reduced from 57 to 42 wagons now, with a view to support loading of essential food items. All these relaxations in para 5 are valid till 30.09.2020.

DP World Cochin Container Terminal not to levy storage charges during lockdown COCHIN: Container Terminal at Cochin Port has issued trade circular granting exemption from storage charges on all containers during the lockdown period. This was in compliance with the directions of the Ministry of Shipping issued on April 21. “We will be not levying storage charges on all containers from March 22, 2020 to May 3, 2020,” DP World”s India Gateway Terminal said in a statement here. The company, however, urged the trade fraternity to

intensify efforts to evacuate containers as soon as possible, to ensure sufficient space at the terminal to maintain productivity levels and continued handling of vessels. In view of the arising situation due to the COVID-19 pandemic, the Ministry of Shipping on April 21 announced relief measures to rebuild the logistic chain which is going through an unusual and massive shock from the disruptions on supply side as well as the demand side, they said. The decision brings great relief to the trade fraternity of Cochin Port, members of trade community said.

Around 19,000 containers to be ‘evacuated’ from two major ports in Chennai CHENNAI: The two major ports in Chennai have successfully evacuated most of the imported containers from their terminals via road and rakes post the COVID-19 lockdown. “Currently, Chennai Port Trust (ChPT) has 11,000 containers for transshipment and they are being evacuated on a regular basis,” said P. Raveendran, chairman, ChPT. “As inventories are at manageable levels, we don’t foresee traffic or container congestion in our port,” he said. Asserting Stating that more than 40,000 containers were lying in various container freight stations (CFSs), he said ports in Chennai cannot be blamed for it as these imported containers were already cleared for onward movement. The imported containers were lying in various CFSs for want of truck drivers, permission to move around and closure of companies, among other issues.

Since the lockdown, about 1,500 containers were being evacuated on a daily basis from ChPT through road and rakes. Prior to the lockdown, the port handled about 3,000 containers a day. Meanwhile, Kamarajar Port Ltd. (KPL) has close to 8,000 containers for evacuation. “The containers will be moved by road and some by rakes, We are also planning to bring in one more rake to move the containers to hinterland in Whitefield” said Sunil Paliwal, CMD, KPL. With regard to car exports, ChPT has about 2,000 cars belonging to Hyundai Motor and Kia Motors parked in its yard, Mr. Raveendran said they would be shipped on April 30 to Namibia. The inventory of cars meant for exports had come down by 50% in the last one month. About 800 cars, meant for export, are stuck in the parking yard of KPL for exports. The next RoRo vessel is expected to berth on May 6, Mr. Paliwal said.

Nearly 70% Highway projects resume after partial lifting of lockdown NEW DELHI: Work on about 70 per cent highway projects underway has resumed since 20th April onwards with the Government allowing partial lifting of the lock down for certain sectors amid the fight to contain the Covid-19 outbreak. Permissions to resume construction have not come in for the Delhi- National Capital Region (NCR) as it remains among cities with the highest number of positive cases, an official said. As the ministry of home affairs (MHA) made way for lifting curbs on certain sectors to get economic activity restarted, construction activity is still crawling, though it has started across

various districts. “There are different issues cropping up at different project sites,” a second official from the National Highways Authority of India (NHAI), said recently. Inter-state movement of new, additional labour is an issue where more labourers are needed, while at some project sites they are anticipating a shortage in inventory and raw materials, the official said. “In the next fifteen days or so, if the situation gets better, they should have the inventory in place,” the official added.

DP World partners with Akshaya Patra to provide COVID-19 relief support Cont’d. from Pg. 3 DP World in partnership with Akshaya Patra, is providing free cooked meals to daily wage labourers, homeless people and low-income group families across India. The nationwide lockdown necessary for containing the spread of COVID -19 has adversely affected the u n d e r p r i v i l e g e d s e c t i o n o f t h e s o c i e t y. The company is committed to support the local communities during these challenging times. DP World is also providing dry rations to those who depend on daily wages or have lost their livelihoods during this time. Food supplies are being provided to the local communities around DP World’s port terminals in Cochin (Kerala), Nhava Sheva (Maharashtra), Mundra (Gujarat) and Chennai (Tamil Nadu). M r. R i z w a n S o o m a r, C E O a n d M D , D P Wo r l d Subcontinent said “In these unprecedented times, numerous people from economically weaker section of the society do not have access to food and other necessities. Through our partner Akshaya Patra we are offering free cooked meals to thousands of families across the country. We are also distributing dry ration kits to the workers who are living in and around our facilities. It is our commitment to provide support to the communities around us. We have already initiated several programs in association with our NGO partners. We are committed to help the country in the fight against Coronavir us. As a leading logistics company, we are ensuring the continuous flow of essential goods across the country. All port terminals and inland freight terminals of DP World at Cochin, Nhava Sheva, Mundra, Chennai, Ahmedabad, NCR and Hyderabad are operating 24x7. These are supported by our Rail operations, CFSs, Warehouses, Express, 3PL and Cold Chain businesses, and have collectively ensured that the lockdown has minimal impact on trade and economy.”

Mr. Sundeep Talwar from The Akshaya Patra Foundation said, “Through our network of kitchens we are providing cooked meals across various states. We aim to provide 1 Crore cooked meals and 5 lakhs packed grocery kits to families impacted by the outbreak of Coronavirus pandemic in India. Corporate partners like DP World are helping us achieve that goal. We thank DP World for their support and look forward to collaborate closely during these challenging times to ensure food relief reaches to the people in need.” DP World has undertaken various sustainability initiatives targeted towards education, healthcare and disaster relief. DP World has contributed heavily to increase accessibility of healthcare in remote locations through ‘Sehat Ki Sawari’, a mobile medical unit across 30 villages. Additionally, the organization is deeply invested in disaster relief efforts in Kerala through the ‘Rebuild Kerala’ project that is addressing rehabilitation of flood affected community members. Akshaya Patra is a Bengaluru based non-profit organisation that operates in partnership with the Central Government and various State Governments to offer cooked meals to school children. They provide 18 lakh meals every day to government school children across the country through the mid-day meal programme. The Akshaya Patra Foundation has begun its COVID-19 relief services by providing healthy, cooked meals and dry ration kits to thousands of people.
