LE HAVRE: The “Getting to Zero Coalition” was launched at the United Nations Climate Action Summit 2019 as part of a partnership between three intergovernmental organisations (the Global Maritime Forum, Friends of Ocean

Action and the World Economic Forum) to combat climate change. It aims to reduce greenhouse gas (GHG) emissions from shipping by at least 50% by 2050. Toreach this goal and to make the transition to full decarbonisation possible, the members of this coalition are committed to help developing zero-emission ships Cont’d. Pg. 4 and fuels by 2030.

Shipping Ministry mulling to make Vizhinjam a Transhipment Hub NEW DELHI: The Shipping Ministry is throwing its weight behind the under-construction container transhipment port at Vizhinjam in Kerala in a bid to raise the level of Indian cargo transhipped at local ports to over 75 per cent by 2030 from about 25 per cent. Prioritising and extending development support to Vizhinjam port in a time-bound manner by 2023 forms part of the Maritime India Vision 2030 drafted by the Shipping Ministry. Post stabilisation of Vizhinjam and techno-economic feasibility, the government can develop another transhipment port in Kanyakumari region by 2030, the Vision document said. Currently, only 25 per cent of Indian cargo transshipment is handled by Indian ports resulting in $80-100 per twenty-foot equivalent unit (TEU) higher cost to exporters and importers for routing their containers through hub ports such as Colombo, Singapore and Jebel Ali. A d a n i Po r t s a n d S p e c i a l E c o n o m i c Z o n e L t d , India’s biggest private port operating company, was awarded the rights by the Kerala government to build and run the facility in a public tender in 2015 for 40 years and extendable by another 20 years. The judges commented that Lift and Shift’s work required innovative solutions and engineering. Lift & Shift has demonstrated true teamwork and flexibility, with a well-engineered, planned and executed project particularly in consideration of the challenging environment and preparation required. Lift & Shift India won the award for the delivery of the largest and heaviest boilers and heat recovery steam generator (HRSG) modules built in India for a refinery project in Nigeria. Lift & Shift India worked with the manufacturer, Thermax Limited, from the early stages of

the project and provided a solution to move the cargoes from a yard in Mundra to Adani port. The complete cargo 26 HL / ODC / 15550 MT / 160000 FRT were exported on 3 roro ships and the heaviest equipment was 1200 MT. It may be noted that during the inaugural event held in Antwerp in 2019, Lift & Shift India was nominated in the category of ‘Overland Transport Provider of the Year’ and received ‘HIGHLY COMMENDED’ Overland Transport Provider of the Year certificate.

Bharat Mumbai Container Terminals (BMCT), is located in Jawaharlal Nehru Port in Maharashtra. India’s largest and premier container gateway. BMCT started operations in 2018 and by the end of 2022, will be India’s largest container terminal with an ultimate capacity of 4.8m TEU. BMCT seeks qualified persons for below mentioned position. First preference shall be given to JNPT Project Affected Persons (PAP) to the extent qualified PAPs are available and willing to join, subject to PAP verification by JNPT.

This position will be responsible for all physical container stock in the yard and effective planning of loading and discharge of ICD rail containers, vessel stowage planning for discharging and loading the containers to ensure smooth operations and quick turnaround of vessels and trains. Candidate should hold a Degree / Diploma from a reputed university having an experience in Control Centre operations in port/ terminals for minimum 5-7 years. Candidates should be well versed with Windows operating system and experience on any terminal operating software is required. Candidates with exposure to COSMOS will be preferred. Vessel stowage planning knowledge is essential and experience in yard planning, rail operations and Control Centre will be of added advantage. Age Limit – Up to 35 years

Candidate should be a graduate or hold a Degree in Transportation / Logistics from a Technical University or be a diploma holder from a reputed university. The candidate must have minimum 5 Years’ supervisory experience working in a container terminal handling with volume capacity of 0.5 million TEUS per annum. Candidate must possess in depth knowledge of logistics, yard planning/lay-out and container terminal operations. Additional experience on any terminal operating software will be preferred. Age Limit – Up to 35 years

This position holder will be responsible to operate various types of container handling equipment in accordance with company’s safe handling policy. Candidate should have an Engineering degree, diploma OR any graduate from a reputed university having minimum 5 years’ experience of working in a container terminal handling volume capacity of 1 million TEUS per annum. Should have Operating License / Certificate for QC and have minimum 3 years’ Operating Experience of operating superpost panamax ship to shore / rail Quay crane. Age limit – Up to 35 years.

Candidate should be a Graduate with Material Management qualification or Diploma in Mechanical / Electrical from a Technical University. Candidate must have minimum 5 years’ working experience in Engineering Stores in Heavy Engineering Industry or experience of working in large warehouses. Candidate must be well versed in Stores procedures and Inventory control procedures with a broad understanding of mechanical and electrical systems. Candidate must be Computer literate and should possess good keyboard skills to maintain inventory database and have knowledge of inventory management software. Job involves Issue/return materials from/to stores from staffs with proper records, receiving unused items, transfer to respective location, receive fuel in stores from the vendor, etc. Candidate should be willing to work in Shifts and on weekends. Age Limit – Up to 35 years

NOTIFICATION NO. 38/2020-CUSTOMS G.S.R. ….. (E).- In exercise of the powers conferred by sub-section (1) of section 25 of the Customs Act, 1962 (52 of 1962) (hereinafter referred to as the said Act), the Central Government, being satisfied that it is necessary in the public interest so to do, hereby exempts goods, when imported into India against a duty credit scrip (hereinafter referred to as the said scrip) issued by the Regional Authority under the Scheme for Rebate of State Levies on export of garments and made-ups (hereinafter referred to as the RoSL scheme) in accordance with paragraph 4.01(d) of the Foreign Trade Policy read with paragraphs 4.97 and 4.98 of the Handbook of Procedures from (a) the whole of the duty of customs leviable thereon under the First Schedule to the Customs Tariff Act, 1975 (51 of 1975) (hereinafter referred to as the said Customs Tariff Act); and (b) the whole of additional duty leviable thereon under sub sections (1), (3) and (5) of section 3 of the said Customs Tariff Act. 2. The exemption shall be subject to the following conditions, namely:(1) that the duty credit in the said scrip is issued (a) against exports of garments and made-ups (hereinafter referred to as the said goods) under the RoSL scheme where the order permitting clearance and loading of goods for exportation under section 51 of the said Act has been made on or after the 20th October, 2016 for garments, on or after the 23rd March, 2017 for made-ups, and till 6th March, 2019 for the said goods; (b) against exports of the said goods as per the respective rate and cap as notified by the Ministry of Textiles from time to time and in operation at the time of the order permitting clearance and loading of goods for exportation under section 51 of the said Act; (2) that the exporter has not claimed or shall not claim credit or rebate or refund or reimbursement of the State levies rebated under RoSL scheme under any other mechanism; (3) that the rebate under the RoSL scheme shall not be applicable for exports made against the Advance Authorisation Scheme under the Foreign Trade Policy 2015-20; (4) that the said scrip is registered with the Customs authority at the port of registration specified on the said scrip; (5) that the said scrip is produced before the proper officer of Customs at the time of clearance for debit of the duties leviable on the goods and the proper officer of Customs after taking into account the debits already made under this exemption and debits made under the notification of`Government of India, Ministry of Finance, Department of Revenue, No.07/2020Central Excise, dated the 21st October, 2020 shall ensure the debit of the duties leviable on the goods, but for this exemption; (6) that the said scrip and goods imported against it shall be freely transferable; (7) that where the importer does not claim exemption from the additional duty of customs leviable under sub-sections (1), (3) and (5) of section 3 of the said Customs Tariff Act, he shall be deemed not to have availed the exemption from the said duty for the purpose of calculation of the said additional duty of customs; (8) that the importer shall be entitled to avail of the drawback of the duty of customs leviable under the First Schedule to the said Customs Tariff Act against the amount debited in the said scrip; and (9) that the importer shall be entitled to avail drawback or CENVAT credit of additional duty leviable under sub-sections (1), (3) and (5) of section 3 of the said Customs Tariff Act against the amount debited in the said scrip; Explanation. – For the purposes of this notification, (a) "capital goods" has the same meaning as assigned to it in paragraph 9.08 of the Foreign Trade Policy; (b) "Foreign Trade Policy" means the Foreign Trade Policy, 2015-2020, published by the Government of India in the Ministry of Commerce and Industry vide notification number 01/2015-2020, dated the 1st April, 2015 as amended from time to time; (c) “garments” shall have the same meaning as assigned to it in the Ministry of Textiles’ notification no. 12020/03/2016-IT, dated the 12th August, 2016 notifying the Scheme for Rebate of State Levies on Export of Garments; (d) “made-ups” shall have the same meaning as assigned to it in the Ministry of Textiles’ notification no. 12015/47/2016-IT, dated the 3rd January, 2017 notifying the Scheme for Rebate of State Levies on Export of Made-ups; (e) "goods" means any inputs or goods including capital goods; (f) "Regional Authority" means the Director General of Foreign Trade appointed under section 6 of the Foreign Trade (Development and Regulation) Act, 1992 (22 of 1992) or an officer authorised by him to grant an authorisation including a duty credit scrip under that Act. Shipping Ministry mulling to make Vizhinjam a Transhipment Hub Cont’d. from Pg. 3

Larger vessels bring about economies of scale, and lower the cost of operations for shipping lines, which then translates into lower freight rates for exporters and importers. Vizhinjam is being developed as a container transhipment port with an investment of ₹5,552 crore to compete with Colombo because its basic infrastructure such as deep draft and proximity to the main shipping lane is

better than Colombo’s, which is the biggest transhipment facility in the region. The project is entitled to receive a viability grant funding or VGF of ₹1,635 crore to be shared equally by the Central and State governments to boost its viability, making it the first port project to be offered such a grant. The first phase of the Vizhinjam port will have an 800-metre long berth

capable of handling One million twentyfoot equivalent units (TEUs). The berth length will be extended to 2 kms in three phases with a capacity to load 3 million TEUs. Total LNG storage capability will probably be 326,000 cu m together of floating (266,000 cu m) and land based mostly (60,000 cu m) double walled atmospheric and pressurized tanks and the regasification capability will probably be 750 million metric normal cubic toes per day.

India must become a Key Exporting Nation: CEO Niti Aayog NEW DELHI: If India has to grow, then it will have to look at global markets and become a key exporting nation, Niti Aayog CEO Amitabh Kant said recently. Participating in a virtual event, Kant further said no country has become rich without penetrating the US market and India must get into it in a big way. “We must understand globalisation has lifted vast segments of the population in the last few decades. If India has to grow, we have to look at global markets

and become a key exporting nation. “We cannot have sustained growth without penetrating global markets,” he said. Kant further said India has carried out some radical reforms recently in coal, agriculture, MSME and mining sectors. He pointed out that every crisis is an opportunity to use technology to leapfrog and India has demonstrated its strength. “We have used technology in a very big way to make India efficient,”

Kant said. Participating in the event, John Chambers, founder and CEO of JC2 Ventures, said India has improved its position in ease of doing business and infrastructure. “It needs to have the same dramatic improvement in that in the next five years as it has had in the last five years,” Chambers said. He also noted that there is need to see how India’s self-reliance initiative fits in the larger global picture.

India opposes WTO’s binding commitments for faster trade clearances: Report NEW DELHI: India has opposed binding commitments on countries to put in place practices for faster clearances of cross-border merchandise even as it has implemented almost 75% of its commitments ahead of schedule under the global trade facilitation agreement (TFA). New Delhi’s stance comes amid the US, Brazil, Colombia and Japan urging the World Trade Organization (WTO) members to speed up implementation of the agreement, arguing that trade is a critical channel for getting essential products to those in need amid the Covid-19 pandemic.

“New Delhi has said that countries should not be saddled with binding commitments as they are best placed to determine when to implement them,” said a Geneva-based official. The agreement is a global protocol that has articles covering provisions such as information availability and publication, advance rulings, review procedures, customs cooperation and exportation-importation of goods, and seeks to reduce the cost of global trade. The benefits are pegged at over a trillion dollars. It is part of the WTO’s Bali ministerial package of 2013. Separately, India told the WTO

members that it has implemented several of its TFA commitments ahead of the originally scheduled dates and that it has now put into place more than 73% of its commitments. “The US welcomed India’s implementation of commitments such as those improving transparency in customs practices and allowing for the processing of goods before arrival,” the official said. The US also said that these actions will have an immediate impact on traders and that India was an example of how the TFA is helping traders respond to the Covid-19 pandemic.

New Mundra LNG Terminal ramps up utilisation as demand rises MUNDRA: Having begun operations earlier this year, India’s new liquefied natural gas (LNG) import terminal at Mundra is expected to boost utilisation from 45% currently to 55% within four to six months, a senior company official said recently. Jointly owned by Gujarat State Petroleum Corp (GSPC) and Adani Group through GSPC LNG, the terminal in Gujarat has annual capacity of five million tonnes, and its current throughput is running at over 2.2 million tonnes per annum (mtpa), GSPC’s managing director Sanjeev Kumar was quoted as saying in Reuters. The terminal is currently connected to Anjar in southern Kutch — which is about 40 kilometres away from Kandla port — through a gas pipeline that has a

diameter of 32-inches. Another pipeline connecting Anjar to Banaskantha district in Gujarat only has a diameter of 18-inches, which limits the terminal’s utilisation. To i n c r e a s e o f f t a k e f r o m t h e terminal, Gujarat State Petronet Limited (GSPL) plans to lay an additional 300-350 kilometre pipeline connecting Anjar to Banaskantha, Kumar said. Once regulatory approvals are granted, it will take about two years before the pipeline will be ready, he added. Meanwhile, in order to meet a rise in domestic gas demand, GSPL will set up a compressor at Anjar in Kutch, which will increase the terminal’s capacity utilisation to about 2.7 mtpa or 55%. “Tenders will be invited for the

compressor soon, and we expect it to be completed in 4-6 months,” Kumar said, declining to specify the estimated cost of the pipeline and the compressor. The use of the terminal had ramped up quickly due to a surge in domestic gas demand as low Asian LNG spot prices aided a switch to gas-based power, two India-based sources said. “There is booming demand from city gas distribution (CGD) sectors while ceramic industries have also got a boost from export orders,” one of the sources said. The Mundra terminal has imported 20 cargoes so far, through long-term and spot market, with an average of 2 to 3 cargoes per month, and expects this to continue until the compressor is set up, a second source said.

Drewry: Port throughput close to Pre-Covid Level LONDON: The Drewry Container Port Throughput Indices are a series of volume growth/decline indices based on monthly throughput data for a sample of over 235 ports worldwide, representing over 75% of global volumes. The base point for the indices is January 2012 = 100.

Drewry’s latest assessment – October 2020 Since our previous monthly update in September 2020 we have updated our global index and it now covers more than 235 ports worldwide, representing more than 75% of global port handling volumes. We have also extended our regional indices to include the Middle East & South Asia, and Oceania to provide a more comprehensive overview of the market to our readers. In August 2020, the global container port throughput index reached almost the pre-COVID-19 level of more than 133 points and registered 1.4% (1.8 points) monthly growth, but it remains 1.1% lower than in August 2019. China, which has led the recovery from the impact of COVID-19, surpassed the August 2019 index by close to 5% (6.8 points), but month-on-month the index was flat between July and August 2020. The year-on-year rise can be attributed to the rapid growth in domestic traffic, together with growth in demand in key international markets. The index for Asia (except China) has also been increasing over the last few months to reach 124.8 in August, but the revival has been sluggish when compared with China. While the index grew by 2.6 points (2.2%) over July 2020, it is still more than 4% below the level recorded in August 2019.

The two sub-regions of America (North and Latin America) witnessed monthly growth in August 2020 but failed to achieve the year-ago level of August 2019. While the index for North America grew by 8.4 points (6%) in a single month to reach 148.1 points in August 2020, this was still 3.2% (4.8 points) lower than in August 2019. Some North American hubs such as New York, Savanna and Los Angeles reached their highestever monthly throughput figures in August 2020. The Latin American index at 110 points in August 2020 was 3% higher than in July 2020, but about 12% lower than in August 2019. Meanwhile, Europe’s index at 111 points witnessed a monthly as well as a year-on-year decline in August 2020. While the index was 1% lower than in July 2020, it was more than 9% lower year on year. With a second wave of COVID-19 taking hold across the region the prospects for recovery seem bleak. The index for Middle East and South Asia reached close to 121 points in August 2020, a significant lag from the preCOVID-19 high of around 127 recorded in December 2019. Oceania has witnessed monthly as well as annual growth in August 2020. The index was 136.8 points, with 8.1% monthly and 11.8% annual growth. Africa’s port throughput index surpassed the milestone of 100 points in August 2020 to reach 102.6 points. It was close to 14% higher than in July 2020, but 10.3% lower year on year. The index for Africa is however based on a small sample.

Avashya Foundation commits to transforming underprivileged communities through sustainable housing solutions Adopts a cluster of three villages in Maharashtra under its CSR ini a ve for the holis c development of the community M U M B A I : Av a s h y a Foundation, the CSR arm of Allcargo Logistics, India’s largest integrated private sector logistics solutions provider, has taken a proactive lead in adopting a cluster of villages in Maharashtra. As part of its CSR initiative, Allcargo adopted three villages and constructed 17 houses for underprivileged communities of the Panvel block in Raigad district. Out of these, 14 houses were handed over in Dhamani (Choti Dhamni, Mothi Dhamni and Aushyachiwadi), and nearby villages like Sangtoli, and Shivansai. On the occasion of the birthday of Mr. Vaishnav Shetty, Executive Director, ECU Worldwide, these constructed houses were handed over to 13 female beneficiaries from women-headed households and four male beneficiaries inclusive of a person with disability and senior citizens. Housing being one of the basic needs of the community, the initiative is part of Avashya Foundation's mission and vision to empower weaker sections of the society and transform their lives through access to better housing amenities. The housing project was a brainchild of Mr. Shashi Kiran Shetty, Founder and Chairman, Allcargo Logistics. During this period, the Foundation collaborated with charitable trusts to mobilise meals for daily wage earners, migrant labourers, persons with disabilities and families. It also collaborated to arrange free-of-cost heart surgeries and related treatments of 25 children from underprivileged families. Furthermore, as part of the Allcargo Disha and Disha Career Seed projects, the Foundation provided scholarships to 750 students in Mumbai appearing for the HSC Examination. It has also been instrumental in distributing PPE kits and grocery supplies to vulnerable families in the tribal belts of Maharashtra, amongst other notable initiatives.

India's forex reserves touch life time high of $555.12 billion MUMBAI: The country’s foreign exchange reserves touched a life time high of $555.12 billion after it surged by $3.615 billion in the week ended October 16, according to RBI data. In the previous week ended October 9, 2020, the reserves had increased by $5.867 billion to reach $551.505 billion. During the latest reporting week, the

rise in total reserves was due to a sharp rise in Foreign Currency Assets (FCAs), a major component of the overall reserves. FCA jumped by $3.539 billion to $512.322 billion, the data showed. Expressed in dollar terms, FCAs include the effect of appreciation or depreciation of non-US units like

the euro, pound and yen held in the foreign exchange reser ves. Gold reser ves were up by $86 million in the reporting week to $36.685 billion. The country’s reserve position with the IMF declined by $11 million to $4.634 billion during the reporting week, as per the data.

Antwerp Port enhances digitalisation & urban emergency services, thanks to 5G ‘Minerva’ network ANTWERP: The City of Antwerp, Port of Antwerp, the Antwerp Police and the Antwerp Fire Department are developing and testing a private 5G network.

During a live demonstration, video images were shown via the 5G network from a police combi, a ﬁre truck and a sounding boat from Port of Antwerp.

The network was named ‘Minerva’. This private network, currently being developed and tested by technology company iSea in collaboration with Ericsson, will allow the three partners to further develop their existing digital applications and to explore new ones.

Faster, safer and more reliable A private 5G network increases the speed, reliability and security of the port authority, the police and the fire brigade's digital applications. The network is not dependent on public providers and is thus better protected against potential breakdowns, as well as overload during large events or mass gatherings, for example. Minerva will also ensure optimum coverage within the three partners' operational area, on the basis of end-to-end European technology.

Hapag-Lloyd enhances forecast for financial year 2020 • Performance of Container shipping market and Hapag-Lloyd in Q3 much be er than an cipated • Compared to Q2 much stronger demand and higher revenues in Q3 • Performance Safeguarding Program running successfully HAMBURG: On the basis of preliminary figures, Hapag-Lloyd’s earnings before interest and taxes (EBIT) for the third quarter 2020 significantly increased to around EUR 350 million (2019: EUR 253 million). Earnings before interest, taxes, depreciation and amortisation (EBITDA) rose to around EUR 650 million (2019: EUR 554 million). Volumes were 3 per cent under previous year, but much better than expected some months ago. The main drivers of the positive business developments have been significantly higher demand and respectively higher transport volumes, and rigorous cost and revenue management predominately driven by the company’s Performance Safeguarding Program (PSP), which has been set up in the first quarter of 2020. Due to the positive development in Q3 Hapag-Lloyd updates its EBITDA and EBIT guidance. We now expect an EBIT of EUR 1.1 to 1.3 billion and an EBITDA of EUR 2.4 to 2.6 billion.

Chief Executive Ofcer Rolf Habben Jansen c o m m e n t e d : “ We h a v e experienced a strong third quarter with a high demand, especially for exports out of Asia. Thanks to the positive market development and the wide range of measures we have introduced in recent months, we expect a financial year with results well above our previous forecast. Nevertheless the pandemic will remain to be a huge Mr. Rolf Habben Jansen challenge and a major source of uncertainty for the entire logistics industry. Our focus within the next months will stay on the safety and health of our employees, but also on safeguarding the supply chains of our customers.”

NYK to make Gazocean a Wholly Owned Subsidiary TOKYO: NYK is pleased to announce that it has signed a Sales and Purchase Agreement with Total, a leading oil and energy company headquartered in France, acquiring all the French company’s shares in the ship management com pany, Gazocean on October 22. Based in Marseille, France, and responsible for the management of six LNG carriers, Gazocean is now a wholly owned subsidiary of NYK. The move will strengthen NYK’s ship-management system and expand the company’s LNG transportation business in France. Before the purchase, NYK held 20% of Gazocean shares and Total held 80%. The acquisition has been reviewed by Gazocéan’s employee representatives as part of the regulatory information and consultation procedure. It also has the approval of the competent authorities.

In accordance with its medium-term management plan “Staying Ahead 2022 with Digitalization and Green,” the NYK Group is seeking to secure stable freight rates through long-term contracts, and the company will continue to encourage creative solutions in its effort to contribute to stable energy transport services.
