UN survey gives high score to India’s trade facilitation efforts : CBIC

NEW DELHI: A United Nations survey recognizes India’s commitment to global trade facilitation, earning the nation an impressive 93.55% score in 2023, a marked rise from 90.32% in 2021, Central Board of Indirect Taxes and Customs (CBIC) Chairperson Vivek Johri said in a weekly newsletter.

The 2023 survey conducted by the UN Economic and Social Commission for Asia Pacific (UNESCAP) considered digital and sustainable trade facilitation across over 140 economies. It assessed 60 different trade facilitation measures, with India showing notable progress across variousparameters.

“The survey gave us a perfect score of 100% in four key areas: transparency, formalities, institutional arrangement and cooperation and paperless trade,” said Johri in the newsletter. “This is a testament to our trade facilitation efforts in streamlining our processes, enhancing transparency and promoting cooperation among stakeholders.

UNESCAP said in a statement on its website quoting the survey that progress has been observed in more efficient trade facilitation with the overall implementation rate of general and digital trade facilitation measures increasing by morethansixpercentagepointsbetween2021and2023.

“The global average implementation rate currently stands at 68.7%. The highest implementation rate is seen in developed economies (85.3%), followed by countries in South-East and East Asia (76.6%). Pacific Islands have the lowestimplementationrate(42.3%),”UNESCAPsaid.

India has been taking consistent efforts to cut down the time taken and the procedures involved in clearing shipments at ports for both exports and imports. The idea is to reduce personal interface between merchants and officials, increase data and information sharing by digital means and enhance the overall ease of doing business. These efforts received special emphasis during the pandemic and subsequently as trade remained a key elementofthegovernment’seconomicrecoverystrategy.

IIFF and 21CC Education have come together to create a comprehensive digital learning and skill development programme which will benefit the customs brokers, freight forwarding professionals /logisticsserviceproviders.

To elaborate on the e-learning module for the benefit of the industry fraternity on July 19, 2023 FFFAI organized an enlightening webinar on the DigitalSkillingProgramme.

The webinar was addressed by FFFAI Chairman Mr.ShankarShinde,ChairmanElectMr.Dushyant Mulani, Vice Chairman Mr. Amit Kamat, Hon. Treasurer Mr. Sudhir Agarwal, IIFF President Mr. Tej Contractor, IIFF Hon. Secretary Mr. Nirav Thakker and 21 CC Sales Director and CEOMr.SanjayTiwari.

The webinar included a detailed presentation and demo of the program, covering specific topics and duration. The impressive turnout of members and logisticsprofessionals,reflectingtheirenthusiasmfor growthandindustryknowledge.

In his welcome address, Mr. Shankar Shinde highlighted that skill development is one of the eight key action areas in the recently announced National Logistics Policy and FFFAI, through its training arm IIFF, has taken the initiative to create a learning programme that can help to upskill the more than 50000 employees in logistics industry across India and skill graduates from colleges as prospective entrants into the industry. In view of the huge growth opportunity and requirements of skilled human resources he emphasised on the importance of skill development initiatives and e-learning modules in this digital era which offers easy and tailor-made specialised interested training courses.

“There is a huge gap between demand and supply of skilled human resources in the logistics sector, which needs to be fulfilled by creating a talent pool. In this regard, ‘ease of learning will play a vital role’ through e-learning mechanisms as in today’s business ecosystem and busy schedules people can be trained conveniently” the FFFAI Chairman pointed out. He appealed to the industry stakeholders to avail this opportunity in large numbers for the greater interest ofthelogisticssector.

Endorsing Mr. Shinde, Mr. Dushyant Mulani highlighted that FFFAI and IIFF is taking the skill developmentinitiativesincludingdigital platformtoa new high for the benefit of the exim trade in the country.

Centre to offer Export incentives to Startups

NEW DELHI: The Centre has introduced export incentives for startups and new exporters, while also reducingcomplianceforexistingexporters.Themove comes as India’s goods exports fell by 13% year-onyearinJune2023.

Under the Market Access Initiatives (MAI) Scheme, startups and new exporters are now eligible for airfare reimbursement to participate in overseas events. At the same time, the ceiling for this incentive for existing exporters has been raised by 20%. Under the scheme, the government provides financial support for export promotion activities.

According to the Ministry of Commerce and Industry,MarketAccessInitiative(MAI)Schemeisan export promotion scheme “envisaged to act as a catalyst to promote India’s exports on a sustained basis.”

With the move, startups with an annual turnover of INR50Lakhinthedomesticmarketwillbeeligiblefor export support. Such startups and exporters will also

get the benefits of higher airfare reimbursements when they host foreign buyers in reverse buyer-seller meetsinIndia.

The incentives are important as mega trade fairs are being thought of and there is a need to scale up exhibitions and invite foreign companies to exhibit in India.Thecountryroutinelyplansmegatradefairsfor food, textiles and auto components, on the lines of MesseFrankfurt,GulfFoodandCantonFair.

Ajay Sahai, Director-General of the Federation of Indian Export Organisations (FIEO), said, “The coverage of new entrepreneurs with nil exports for airfare support under the scheme is well conceived and pragmatic to encourage startups to enter into the exports field particularly as we are looking towards a $1Tnexportsby2030.”

According to the Commerce Ministry’s latest figures, India’s overall exports (merchandise and services combined) in June 2023 were estimated to be $60.09 Bn, falling 13.16% compared to $69.20 Bn in June2022.

Drewry: World Container Index Up 3.3% last week

LONDON: Drewry’s composite WorldContainerIndexincreasedby 3.3% to $1,536.86 per 40ft container lastweek.

• The composite index has increased by 3.3% to $1,536.86 last week, and has dropped by 77.5% when comparedwiththesameweeklastyear.

• The latest Drewry WCI composite index of $1,536.86per40-footcontainerisnow85%belowthepeak of$10,377reachedinSeptember2021.Itis43%lowerthan the 10-year average of $2,685, indicatinga returnto more normal prices, but remains 8% higher than average 2019 (pre-pandemic)ratesof$1,420.

• The average composite index for the year-todate is $1,777 per 40ft container, which is $908 lower than the10-yearaverage($2,685mentionedabove).

• The composite index increased by 3.3% to $1,536.86 per 40ft container and is 77.5% lower than the same week in 2022. Freight rates on Shanghai –Los Angeles strengthened 10% or $175 to $1,965 per 40ft container. Likewise, Shanghai – New York rates increased by 7% or $191 to $2,906 per 40ft box. However, rates from Rotterdam – New York plummeted 7% to $129 to stand at $1,640 per feu. Also, rates on Rotterdam –Shanghai and Shanghai – Genoa declined 2% to stand at $528and$1,902respectively.Additionally,spotratesfrom Los Angeles – Shanghai diminished 1% or $7 to $839 per 40ft container. Furthermore, spot rates from New York – Rotterdam and Shanghai – Rotterdam remained stable at the previous week’s level.

Kerala HC gives green signal to Adani Ports for quarrying

KOCHI: The Kerala High Court has quashed conditions imposed by the Nagaroor Grama Panchayat on a quarrying license granted to ‘M/s Adani Vizhinjam Port Pvt Ltd’, considering that the state had already cleared Adani Ports for such activities as part of the Vizhinjamseaportproject.

The Court pointed out that the state’s statutory authorities have alreadygivenclearanceforquarrying to Adani Port, it was unnecessary for the Panchayat to interfere with the same or constitute a committee to decideonrelatedmatters.

“These are allissuesfallingwithin the powers of the statutory

authoritiesspecificallydesignatedfor the purpose. When the State Environmental Impact Assessment Authority, the Director of Mining and Geology and the District Collector who is the Chairman of the District DisasterManagementAuthorityhave given clearances to the petitioner (Adani), the Constitution of a committee by the Panchayat to determine these issues is unwarranted,” the High Court pointedout.

The Court was considering a plea filed by Adani challenging four conditions imposed by the Nagaroor Grama Panchayat in a resolution to grant Adani Ports license for quarrying.

Adani Ports was selected as the

concessionaire for the Vizhinjam seaport project, the construction of whichbeganonDecember5,2015.

The Nagaroor Grama Panchayat had sought to impose certain conditionsforquarryingactivities.

The court noted that the state government had already given priority to Adani in quarrying activitiesongovernmentland.

TheHighCourtconcludedthatthe conditions stipulated by the Panchayat were highly arbitrary and illegal and would not stand the scrutinyoflaw.

Therefore, it set aside the Panchayat’sresolutiontotheextentit imposed conditions for the grant of permission to Adani Ports for its quarryingactivities.

Railways set to commission double decker wagons which can carry SUVs in both decks

LUCKNOW: The Indian Railways, which remains the cost effective and populartransportationmediumforcar manufacturers, is likely to introduce redesigned double-decker auto transportwagonsinnexttwoweeks.

The wagons, redesigned in line with the industry demand, will help in transportation of more cars, especially sport utility vehicles (SUVs), thereby curbing emission andcuttingcost.

“The wagon type ‘ACT1’ (auto car taller wagon) can transport SUVs in both decks, as against the one in use currently which can only load sports vehicles only in one deck,” said Manish Thaplyal, who as executive

director, Wagon, in RDSO is credited withredesigningthewagons.

Thaplyal recently took charge as the Divisional Railway Manager (DRM)ofNorthernRailway,Lucknow division. The wagons that are currently in use are known as bogie covered bi-level auto car wagons (BCACBM).

TheBCACBMwagonhasmovable deck arrangement which permits loading of small cars in both decks (upper and lower) and SUV’s in only lowerdecks.

One train with a rake of 27 wagons carries318smallcarsor135SUVs. However,whenintroduced,atrain with one rake of 33 ACT1 wagons will

have the capacity to carry 330 small carsor264SUVs.

“The induction of such trains can off load large numbers of trucks from the road resulting in decongestion of highways, reducing carbon footprints and reduction in expenditure of foreign exchange spent on petroleum products. The design was discussed withallstakeholders,”saidThaplyal.

From conceptual design to detail design and prototype manufacturing, the ACT1 has been developed in a short span time of 18 months and already has the permit to run on routes earmarked by Dedicated Freight Corridor Corporation of India Limited.

Electronics exports grew 56% in Q1; jumps two spots in categories, now at 4th largest

NEWDELHI:Electronicsbecame the fourth largest exported item from IndiaintheJunequarter,jumpingtwo spots,asthecategorygrewthefastest among the top 30 exported items. As perananalysisofthedatareleasedby the Ministry of Commerce, electronics exports grew over 56% in the April-June period, reaching Rs. 57,220.24 crore as against Rs. 36,533.18 crore in the same period last year. In fact, electronics is the onlysectortorecordgrowthinthetop fivecategoriesofexports.

As per experts, at this rate, electronics is likely to emerge as the third largest category of exports in the coming quarters as its gap with the current gems and jewellery segment is narrowing fast. Electronics have overtaken chemicals and drugs and

pharmaceuticals to jump from sixth largest exports category to become thefourthlargestinQ1Fy24.

As per the data, the electronics category has closed the gap considerablywithgems andjewellery exports, which was ahead in Q1 by a Rs. 4,660 crore. A year ago, the gap was more than nine times, with gems and jewellery exports being ahead by Rs.42,449crore.

Asperexperts,atthecurrentrate, unless the gems and jewellery segmentseemajorgrowthinthenext three quarters, electronics is likely to emerge as the country's third largest exporter, behind engineering goods and petroleum products by the end of FY2023-24.

Thesurgeinelectronicsexportsis led by mobile phones exports, which have shown tremendous growth

following the government's announcement of the productionlinkedincentive(PLI)schemein2020.

Mobile phones have been the single largest contributor to the growth in electronics exports in the last 15 months. At 30,000 crore in Q1 of the current fiscal, mobile phones exports contributed 52% of the total electronics exports from the country. Ayearago,itcontributed38%.

In mobile phones, Apple's iPhones are ranked as the single largest, constituting 35% of all electronics exports and 66% of total mobile exports in FYQ1. Currently, Apple's iPhone models 12, 13 and 14 are exported from India, which are manufactured by its three vendorsFoxconn Hon Hai, Wistron and Pegatron - as part of the smartphone PLIscheme.

Consignees are requested to collect Delivery Order for all imports delivered at Nhava Sheva from our Import Documentation Dept. at Nhava Sheva - DN210 / DN211 / DN212, D-Wing, 2nd Floor, NMSEZ Commercial Complex, Plot No. 6, Sector11, Opp. JNPT Township, Dronagiri Node, Navi Mumbai - 400 707 , India and Mumbai - 1st Floor, MSC House, Andheri Kurla Road, Andheri (East), Mumbai - 400059 on presentation of duly discharged Original Bill of Lading and payment of relevant charges.

The container detention charges will be applicable after standard free days from the discharge of containers meant for delivery at Nhava Sheva. The containers meant for movement by road to inland destinations will be dispatched upon receipt of required documents from consignees/receivers and the consignees will be liable for payment of port storage charges in case of delay in submission of these documents. Our Surveyors are M/s. Zircon Marine Services Private Limited. and usual survey conditions will apply. Consignees are also requested to note that the carriers and their agents are not bound to send individual notification regarding the arrival of the vessel or the cargo.
