The merger will unify similar functions of both the companies (i.e., warehousing, handling, transportation) through a single administration to promote efficiency, optimum capacity utilization, transparency, accountability, ensure financial savings and leverage railway siding for new warehousing capacities. It is estimated that management expenditure of Railside Warehouse Complexes (RWCs) will come down by Rs.

5 crore due to savings in the corporate office rent, salary of employees, and other administrative costs. The capacity utilization of RWCs will also improve as there will be potential for CWC to store commodities other than commodities of cement, fertilizer, sugar, salt and soda being stored presently. The merger will facilitate setting up of at least 50 more Railside warehouses near the goods-shed locations. This is likely to generate employment opportunities equivalent to 36,500 mandays for skilled workers and 9,12,500 mandays for unskilled workers. The merger is expected to be completed within 8 months of the date of decision. CWC is a Mini-Ratna Category-I CPSE set up in 1957 to provide for incorporation a n d r e g u l a t i o n o f Wa r e h o u s i n g Corporations for the purpose of warehousing of agriculture produce and certain other commodities notified by the Central Government and for matters connected there with. CWC is a profit making Public Sector Enterprise (PSE) with authorized capital of Rs.100 crore and paid up capital of Rs. 68.02 crore. CWC formed a separate subsidiary company

named ‘Central Railside Warehouse Company Ltd.’ (CRWC) on 10th July 2007 to plan, develop, promote, acquire and operate Railside Warehousing Complexes / Terminals / Multimodal Logistics Hubs on land leased from Railways or acquired otherwise. CRWC is a lean organization with 50 employees and staff of 48 outsourced personnel. Presently, it is operating 20 Railside Warehouses across the country. As on 31st March 2020, the net worth (paid up capital plus free reserves) of the company is Rs. 137.94 crore. CRWC developed specialization, expertise and goodwill in development and operation of RWCs but due to shortage of capital and also due to some of the restrictive clauses in its MoU with Ministry of Railways, its pace of growth was not as expected. As CWC is the sole shareholder of CRWC and all the assets and liabilities and rights and obligations will be transferred to CWC, there will be no financial loss to either instead it will bring synergy. A separate Division with the name ‘RWC Division’ will be created by CWC for handling operations and marketing of RWCs.

SME Traders most impacted with rise in new record freight rates : Experts MUMBAI: A global imbalance of containers, port disruptions caused by Covid outbreaks, and a still-wobbly supplydemand curve as economies recover at differing rates are causing chaos in the shipping industry, and small and medium enterprises (SMEs) are beginning to find themselves priced out of trade. T h i s m o n t h , t h e D r e w r y Wo r l d Container Index, which measures the average price of a 40-foot shipping container, hit an all-time high of US$6,957 – a 305.7% increase versus last year. For popular trade routes between China and Europe, this increase was even more pronounced: a container on the Shanghai to Rotterdam route now costs US$11,196 – up 534% on last year, while a container headed for Genoa now costs five times what it did in 2020, at US$10,845. “It’s just not viable,” says Pushkar Mukewar, CEO of digital trade finance company Drip Capital, which has produced a study on the impact of the price surges on SMEs. The fintech firm offers buyer financing solutions – supply chain finance and inventory finance – to SME importers in the US. Meanwhile, in developing markets including India and Mexico, the company offers invoice discounting. “We are hearing from agri-commodity exporters in India that they are simply going to avoid long distance trade for now,” he told. “Meanwhile, buyers in the US are

starting to look for alternative options such as sourcing domestically or sourcing from geographies which are close by.” A confluence of factors The eye-watering increase in the cost to send goods by sea is caused by a confluence of factors, each of which alone would be enough to disrupt trade, but when taken together are wreaking nothing short of havoc. Problems began back in the first quarter of 2020, when global trade capsized amid the onset of the Covid-19 pandemic. Containers that were coming into China were stuck at ports due to a shortage of workers to unload, handle and transport them to factories, while plummeting exports from China meant few containers were leaving the country. With demand for ocean freight plumbing new depths, shipping liners announced blank sailings to shield themselves from further potential top-line losses, which meant empty containers in the US were no longer being picked up. Once Asian exports began to recover in the second quarter of 2020, there weren’t enough containers available to transport goods, leading to rising costs as demand outstripped supply. At times, shippers were forced to decide between paying a significant premium versus pushing back deliveries and disappointing their customers. In Drip Capital’s report, Vivek Pandit, CEO of

Indian Foods and Spices, an SME wholesale importer from the US of Indian food items, says the company is planning shipments “well in advance” compared to a year ago. “Still, container availability has been an issue. When the goods are sitting ready for two to three weeks, we don’t get an empty container to have the goods shipped to us from India. This has been affecting our sales and delaying our collections.” As if this wasn’t enough, in March 2021, the Ever Given, one of the world’s largest container ships, became wedged across the Suez Canal, bringing one of the busiest trade routes to a standstill. The disruptions and backlogs caused enormous delays, and a further increase in prices. Despite the unblocking of the Suez Canal, maritime trade’s woes are not yet over. A current backlog of containers at the Port of Yantian, the world’s fourth-largest container port – a result of Covid outbreaks in Shenzen and Guangzhou – is having a knock-on effect across trade routes, as shipping lines re-route vessels or avoid port calls entirely. In an update sent out on Monday, global shipping line Maersk said that 90 of its and its partners’ vessels have omitted the port entirely, and cautioned that shipments not directly impacted by the Yantian situation might also be affected as it adjusts its network.

China’s Yantian Container Terminal resuming normal operations easing Global Supply Chain BEIJING: After a month of disruptions due to an outbreak of COVID-19 in southern China, the operators of the Yantian I n t e r n a t i o n a l C o n t a i n e r Te r m i n a l announced that they are resuming normal terminal operations. The major shipping lines and industry analysts however continue to warn of significant delays and backlogs that could continue to impact global supply chains for weeks or months to come. Hutchison Ports Yantian reported that after proactive measures to control COVID-19 in the port area, the operational capacity of the terminals has steadily recovered. With the full support of relevant government departments, it was agreed that the Yantian terminal will resume full operations as of midnight local

time on June 24. Maersk at the beginning of the week had warned shippers that capacity at the eastern terminal remained at just over 50 percent and that the Yantian yard had reduced yard density to 60 percent of capacity. Export containers had been paused for six days contributing to what Maersk called the most significant bottleneck in container shipping. Hutchinson now reports that all berths, including in the western area of the port, “will essentially resume normal operations.” The number of laden gate-in tractors also continues to increase. It will now be set at 9,000, which is up from 8,000 last week, and before that it was set at 6,000. The terminal is also accepting

containers up to seven days in advance of a vessel’s scheduled arrival. Port officials said that they would continue to implement strict measures designed to control the spread of the virus. The initial outbreak was reported on May 21 and quickly spread among the dockworkers and other elements of the port community. Officials in neighboring Shenzhen continue to report a limited number of new cases of the virus each day in the city. “The Port of Yantian is gradually increasing productivity as more workers return and more berths reopen,” Maersk advised customers. “We welcome the diminishing queue, but schedule reliability remains compromised.”

Tax Dept. holds export benets of few companies that have tripartite agreements with Multinationals MUMBAI: The tax department has held back the export benefits of many companies that have three-way contracts, or tripartite agreements, with multinationals. The indirect-tax department is of the view that many fintech companies, captive units of multinational banks and several other entities providing IT and IT-enabled services that have such agreements don’t really export services but are merely intermediaries or agents.

As per current regulations, exports do not attract GST but exporters can claim refunds of the tax paid on inputs from the revenue department. This policy is aimed at making Indian goods and services more competitive in the international markets. “All tripartite agreements may not fall within the purview of intermediary services and hence it is important to examine whether the ser vices are rendered on own account,”

Mr. Abhishek A Rastogi, Partner at law firm Khaitan & Co said. But according to the tax department’s rationale, if the Indian company is merely implementing what is being dictated by the foreign entity, then it is an intermediary and is not exporting any ser vices. Three-way agreements are usually signed among the Indian entity claiming the tax credit, a multinational and the multinational’s client.

Meghalaya exports Turmeric, Ginger to Netherlands, UK LONDON: In a first, the high-value Lakadong turmeric and ginger powder were shipped to the Netherlands and the United Kingdom, Agriculture M i n i s t e r B a n t e i d o r Ly n g d o h s a i d recently. The L akadong variety of turmeric originates from the Lakadong area of the West Jaintia Hills district. It is considered one of the best varieties of turmeric in the world with a curcumin

content of about 6.8 to 7.5 per cent. The high-quality ginger powder is sourced from villages in the Ri-Bhoi district, he said. "About 150 kg of Lakadong turmeric and another 150 kg of ginger powder were shipped to the Netherlands. Another 210 kg of Lakadong turmeric and 5 kg of ginger powder are bound for the UK," Banteidor told. He said the export is part of a trial and

the process was assisted by the state government, following a demand among consumers in these two countries. The export of the produce, sourced from women's self-help groups in these two districts, would have started last year but it could not be done because of the pandemic, the minister said. Meghalaya produced 16,383 mt of turmeric in 2016-17, he said.

Indications of revival in economic activity as States unlocks : FICCI Survey NEW DELHI: With states easing lockdown curbs due to declining number of COVID-19 cases, there are immediate indications of improvement in economic activity as companies are hopeful of better performance in the next 6 to 12 months, according to a survey. About 60 per cent of 212 companies, which participated in the survey conducted by Ficci and Dhruva Advisors, said there was a high impact on their businesses due to the state-level lockdowns. With different parts of the country under different sets of restrictions and consumer sentiment impacted due to the ferocity of the second wave of COVID-19, an evident dip in

demand was witnessed by companies, it added. This time it was not just demand in urban areas that was constrained but even the rural areas saw a compression in demand, according to the survey. “While the impact of the second waveinduced lockdowns on businesses is clearly visible, there is a silver lining on the horizon…With different states getting into the unlock mode, there are immediate indications of improvement in economic activity,” the survey said. Ficci said that with the number of new cases ebbing and states getting into the unlock mode, there is hope that business and economic activities would regain normalcy in the months ahead.

“Even as we see signs of improvement, we must prepare ourselves well for the subsequent waves….Clearly, vaccination at scale has to be the priority if we have to beat COVID-19 and put it behind us,” it added. For dealing with any subsequent waves, it suggested five measures — ramping up investments in healthcare infrastr ucture in smaller cities and rural areas; maintaining a sufficient pool of essential medicines; continuing with newly created temporary facilities; strengthening testing infrastructure, and setting up a national facility for vaccine manufacturing with government funding.

India imports Bauxite worth Rs 390 crore in Q1 NEW DELHI: India, with the fifth largest deposits of bauxite in the world, continues to suffer large-scale forex loss due to its reliance on bauxite imports. In the first quarter of FY22 until June 10, the country’s bauxite imports totalled to a $51.97 million (Rs 390 crore), with a significant share going to the participants in the value chain of extraction, transportation, processing and supply of bauxite and its end output, informed Indian Industrial Value Chain Collective (IIVCC).

The IIVCC group represents organizations involved in the industrial production and consumption supply chain across India. “Despite India having the fifth largest bauxite deposit in the world, with over 50 percent of it located in Odisha alone, aluminium industries continue to rely on imported bauxite. This has caused a forex loss of $571 million (Rs 4,400 crore) in the last 6 years alone,” Abhay Raj Mishra, member of Indian Industrial Value Chain Collective

(IIVCC) and President of Public Response Against Helplessness and Action for Redressal (PRAHAR) was quoted as saying. There is no substitute for bauxite, as it is the only ore used for aluminium production. Due to this, availability of bauxite is critical to the growth and development of the domestic aluminum industry. Bauxite import has increased by 300 percent in past six years as per data published in Import-Export Databank, Ministry of Commerce, Government of India.

Port Authorities Roundtable (6th) strengthens role of Ports as levers for change Ports agree to ac on points in field of disrup on, digitaliza on and decarboniza on Cont’d. from Pg. 3 ... and the digital evolution. High level discussions on disruption, digitalization and decarbonization resulted in concrete action points. Ports as levers for change Shipping is a global business with increasing challenges. To stay ahead, port authorities must keep abreast of industry trends and closely collaborate to develop innovative solutions in tackling these challenges. During the past two days, the 6th edition of the Port Authorities Roundtable, PAR2021@Antwerp, was held virtually, after the 2020 edition had been postponed. The roundtable, which was initiated in 2015 on initiative of the Maritime Port Authority of Singapore, gathers world ports to engage in open sharing and discussion to address issues of common interests and seek mutually beneficial collaboration opportunities in today’s evolving maritime landscape. With this year’s theme being “Enhancing the impact of ports as levers for change”, the CEO’s of the ports of Abu Dhabi, Associated British Ports, Antwerp, Barcelona, Busan, Guangzhou, Hamburg, Klang, Kobe, Los Angeles, Long Beach, Montreal, , Ningbo, Rotterdam, Santos, Seattle, Shanghai, Singapore and Tanger Med discussed how to respond to and prepare for challenges and risks related to ports and shipping. In conclusion of the high-level discussions, the port authorities agreed to a number of concrete actions related to disruption, digitalization and decarbonization: Disruption The participating ports took stock of various initiatives related to the challenges posed by incidents, the unexpected circumstances they cause and their impact on port operations and crew changes. Ports acknowledge that the exchange of experiences and best practices among peers has helped to overcome the impact of the pandemic. Building on this forward leaning cooperation, the ports have agreed to further develop the PAR Incident Sharing Framework (PAR-ISF) enabling ports to report on a voluntary basis in a systematic and active way on incidents, and to establish a mechanism to enable consultation and dialogue in case of incidents and crisis. Port Authorities also expressed support for the Shipping Tripartite Alliance Resilience (STAR) Fund which brings together like-minded international partners from the industry, unions and governments to work with stakeholders in seafaring nations on solutions for safe crew changes. Digitalization Having noted that container shipping remains the world’s most sustainable means of transportation for global trade and the expected rise in container transport, ports have assessed the need for the establishment of a global and neutral platform, allowing

multi modal comparison of container routes. Hereto a coalition of PAR ports will further explore the applicability of Port of Rotterdam’s Routescanner as a neutral platform for the visualization of container transport options and to further improve sustainable and cost-efficient global supply chains. Ports were also updated on the Port Authorities CIO Cybersecurity Network (PACC-Net) to strengthen cyber resiliency and response through three key focus areas: information-sharing, project collaboration and education. Decarbonization For the discussions on the decarbonization of shipping, ports were joined by Global Optimism’s Mrs. Christiana Figueres, Mr. Tan Chong Meng, Group CEO of PSA International and Mr. Soren Toft, CEO of Mediterranean Shipping Company. Following the discussion on the importance of the decarbonization of shipping and the role of ports to realize this aspiration, the Port Authorities Roundtable will explore support to the Global Maritime Forum’s Getting to Zero Coalition COP 26 call to action which aims to encourage governments, industry and global policy makers to realize zero emission vessels by 2030. Port Authorities also considered and discussed other decarbonization initiatives, such as the establishment of MPA’s maritime decarbonization center to collaborate to reduce GHG emissions, implement identified decarbonization pathways and create new business opportunities. The outcome of this meeting will be evaluated during the 2022 Port Authorities Roundtable meeting, hosted by Abu Dhabi Ports. Jacques Vandermeiren, CEO Port of Antwerp: “In this rapidly changing world and evolving maritime landscape, we are all faced with huge challenges. As ports, we must take up our role as levers and leaders for change. I am very satisfied that the fruitful PAR discussions have led to concrete action points which will allow us to confirm this role. This roundtable has once more highlighted the importance of collaboration and communication between ports and the impacts ports have on a local, regional and international scale.”

A.P. Moller - Maersk and IKEA Supply AG working together to lower carbon emissions BARCELONA: By shifting the transportation mode from truck to rail between Barcelona port and Tarragona terminal, IKEA Supply Chain Operations is cutting their green house (GHG) from their long-haul transports in Spain by around 700 tons per year. “Maersk´s offering goes beyond moving cargo from A to B. We grow together with our customers, building tailor-made solutions based on sustainability and prioritization. For us, it is crucial to dig into our customers ´needs as well as their current operations and find the needful additions that support offering and implementing truly sustainable solutions,” explains Diego Perdones Montero, Managing Director for South West Europe & Maghreb Area at Maersk. Before the project started back in September 2020, the routing of freight from Barcelona port Terminal to Valls (Customer Warehouse & Distribution) was done by truck. Now, train is transporting the goods from the port to the Tarragona Terminal, a distance of 100 km. The intermodal solution is managed and operated by APM Railways. The last transport distance, from Tarragona Terminal to IKEA Valls Distribution Centre (30 kms), is still done by truck. Provided an annual volume forecasted of 10.000 containers, this shift reduces the IKEA Supply Chain Operations footprint on this transport flow by 75%. “IKEA´s goal is to become climate positive by 2030. For us in IKEA Supply Chain Operations this translates into reducing the emissions from every transport that we do by an average of -70%. We believe in a diversified portfolio of solutions to decarbonise transportation and there is no silver bullet. It is through innovative

collaborations and close partnerships with our service providers, like Maersk, that we can make the needed, ambitious steps to reach our goal”, says Elisabeth Munck a f R o s e n s c h ö l d , Sustainability Manager in IKEA Supply Chain Operations. Maersk´s tailored solution for IKEA Supply Chain Operations in Spain has already been replicated in Italy switching approximately 2.000 containers (FFEs) from truck to rail for the transport flow from the APM Terminals terminal in Vado to the IKEA Distribution Centre in Piacenza. “Our innovation was based on thinking outside the box and actually venture ourselves into a multicarrier mindset instead of a Maersk container (carrier haulage) only. This is a true story of collaboration and integrator vision that puts customers in the core of what we do. This project has fortified our relationship with the customer, and we -Maersk Spain and APMR Railways- are now seen as a trustworthy partner for IKEA Supply AG locally and globally,” adds Diego Perdones Montero. To improve both operations as well as safety in Tarragona RW Terminal, A.P. Moller - Maersk and its local partner Transportes Portuarios are currently conducting some engineering and constructions works amounting to US$ 410.000. Both IKEA Supply Chain Operations and A.P. Moller – Maersk are committed to the Paris Agreement and to contribute to limiting the global temperature rise to 1.5°C above pre-industrial levels through their climate ambition and goals.
