Shortage forces Shipping Lines to reposition 1.85 Mn Containers in 2021 MUMBAI: Shipping Lines repositioned a record 1.85 million containers in India in 2021 as demand for exports surged and exporters continued to be hurt by an acute shortage of containers, a leading Trade Body of Container Shipping Lines was quoted as saying recently. Repositioning of containers is getting an empty container from a port of surplus to one where they are scarce.

Shipping lines had to resort to this strategy as container shortage soared across the world as several container ships got stuck in ports amid the pandemic and various restrictions even as merchandise exports from India grew 105% year-on-year to $354 billion in 2021. In fact several new services were introduced between India and various trades like the US, Europe, far East, West Africa and Latin America by

carriers like MSC, Maersk, HapagLloyd, CMA CGM, HMM, ZIM, Feedertech and others. These has helped in increasing the weekly capacity from Indian origins to these destinations by about 35,000 TEUs (twenty-foot equivalent unit, or a 20-foot container) a week, according to sources. Annualised, this works out to an increase in the vessel capacity by about 1.80 million TEUs.

Farm exports expected to touch record $50 billion NEW DELHI: India's farm exports are likely to touch a record $50 billion in FY22, led by a sharp growth in shipments of rice and marine, meat and poultry items, according to officials. In FY21, India had exported farm products worth $41.25 billion, up 17% from $35.16 billion in 2019-20. Export of rice is likely to touch $9.5 billion in value terms, accounting for about half of the global rice export market, the officials said, adding that non-Basmati

rice shipments are likely to clock $5.8 billion. "We expect farm exports to reach the highest and record $50 billion this year," said one of the officials. In the April to November 2021 period, export of agricultural products, including marine and plantation, amounted to $31.05 billion, up from $25.2 billion in the year-ago period. Export of marine products is likely to touch a record $8 billion, while that of coffee could grow 45% and cereals 66%.

Overseas shipment of meat, dairy and poultry products could rise 10% this fiscal, the official said. "In spite of the disruptions caused by Covid-19, agriculture exports did well in 2020-21. The upward trend has continued during the current year," the official said. In the first eight months of the fiscal, India's wheat exports rose by about 421%, sugar exports grew by 62% and that of other cereals increased by 79%.

Varanasi fast emerging as an Agri export hub with help of APEDA VARANASI: Uttar Pradesh’s Varanasi, which is the gateway to Poovanchal region consisting of 17 districts, is fast becoming a buzzing hub for exports of agricultural and processed food products. The setting up of customs clearance and cold room facilities at Lal Bahadur Shastri International Airport aided exports from the religious town, which also has linkages to a robust network of Farmers Producer Organisations (FPOs). More than 20,000 tonne of cereals, fruits and vegetables sourced from the farmers in several districts including Varanasi, Mir zapur, P rayagraj and Gorakhpur have been exported to Nepal, Bangladesh, the United Arab Emirates,

Bahrain, Qatar, Saudi Arabia, the United Kingdom and Australia in the last six months. “Currently, on an average, around three tonne of green peas and green chillies are being exported daily to the Persian Gulf countries from Varanasi airport,” said Shaswat Pandey, CEO, Trisagar Farmers Producer Company, an FPO based in Sant Ravidas Nagar district, which has around 350 farmers as members. Besides, fruits and vegetables are being transported via road to Nepal and Bangladesh. Pandey said farmers associated with the FPO grow chillies, green peas, okra, cucumber and other green vegetables which are then exported through the

Varanasi airport, where the Agricultural and Processed Food Products Exports Development Authority (APEDA) has set up cold room as well as customs clearances facilities last year. APEDA also facilitated linkages of FPOs with exporters based in Mumbai. “Exports ensure better price realisation and export opportunities. Infrastructure was virtually absent in eastern Uttar Pradesh earlier,” Shardool Vikram, Managing Director, Jaya Seed Producers Company, based in Varanasi, said. The FPO, which has 267 members, was instrumental in exporting mangoes, fruits and vegetables to UAE, Bahrain and the United Kingdom.

Would target $300 bn services exports in 2022-23: SEPC NEW DELHI: The Services Export Promotion Council (SEPC) looks to set an export target of USD 300 billion for 2022-23 as it expects resumption of regular international travels and other business activities in the coming time, its Chairman Sunil H Talati has said. He said that by the end of this fiscal, services exports would reach USD 240 billion. "With the hope of Covid-19 waning away soon, resumption of regular

international travels and slew of activities toward business connectivity being planned and proposed by SEPC, we do intend to set a target of USD 300 billion for 2022-23," Talati said recently. He also suggested announcement of support measures in the forthcoming Budget for the sector. It has proposed an alternative scheme to SEIS (services export from India scheme) DRESS (Duty Remission on Export of

Services Scheme) to boost the shipments. He opined that while negotiating a free trade agreement, India needs to focus on ser vices sector especially mode 4 (movement of professionals) of services supply and ensure that easier movement of services professionals like doctors, nurses, engineers, teachers, lawyers, IT trainers, accountants, bankers, are allowed to the markets of new FTA partners.

CBIC extends time period for re-exports of ISO Containers meant for transportation of Liquid Medical Oxygen grade NEW DELHI: The Customs Department has given time till September 30 for the re-export high-quality containers which have been imported for efficient transportation of liquid medical oxygen during the second wave of Covid19 pandemic. In a circular to field formations, the Central Board of Indirect Taxes and Customs (CBIC) said it has received representations through the Department for Promotion of Industry and Internal Trade (DPIIT) for providing relaxations in the re-export of ISO containers imported

temporarily for combating the COVID-19 pandemic. Such containers have been used for efficient transportation of liquid medical oxygen due to the inherent advantage related to multi-modal transportation (by road/rail/waterways/airways). “Board hereby guides all the field formations to allow extension of time period for re-exports of ISO containers meant for transportation of Liquid Medical Oxygen grade, …. till September 30, 2022, upon receipt of requests from the importers,” the

CBIC circular said. Currently, containers are allowed to be imported duty-free with the condition of re-export in the next six months. If they are not re-exported within six months or the time limit as given by the CBIC, import duty is levied on such containers. When the deadly second COVID-19 wave hit India in April-May last year, there was a massive surge in oxygen demand and the government had taken a host of steps to increase domestic availability of medical oxygen.

India no longer will sign FTAs just to join Groups : Piyush Goyal NEW DELHI: India is no longer signing free trade agreements (FTAs) just to join a group and instead it is looking at reciprocal access, good market conditions, and fair play in trade in both goods and services, Commerce and Industry Minister Piyush Goyal said recently. However, he added that FTA is a twoway traffic and industry should inculcate a greater appetite for risk taking as these pacts cannot give one-sided access for Indian goods and services alone. India has launched negotiations for

such pacts with the UAE, Australia and UK and would launch talks with Canada and GCC (Gulf Cooperation Council). Under such agreements, two trading partners significantly reduce or eliminate import/customs duties on the maximum number of goods traded between them, besides easing norms to promote trade in services. "India no longer signs FTAs just to be a part of a group, or for the sake of it. We are looking at reciprocal access, good market conditions and equitable and fair play in trade in goods and services.

"We are looking at robust FTAs with like minded nations with values of democracy, transparency and mutual growth," Goya said at an event organised by the Merchants' Chamber of Commerce and Industry. All these agreements are going to be two-way traffic, he said, adding "we will certainly need your cooperation from industry in maintaining these bilateral fruitful discussions." Elaborating, he said in an FTA, some items will come from abroad, while some will go to those countries.

India emerges as largest exporters of Cucumber and Gherkins Globally NEW DELHI: India has emerged as the largest exporter of gherkins in the world. India has exported cucumber and gherkins to the tune of 1,23,846 Metric Tonnes with a value of USD 114 million during April-October, 2021. India has crossed the USD 200 million mark of export of agricultural processed product, - pickling cucumber, which is globally referred as gherkins or cornichons, in the last financial year. In 2020-21, India had shipped 2,23,515 Metric Tonnes of cucumber and gherkins with a value of USD 223 million.

Nearly 15% production of the world’s gherkin requirement is grown in India. Gherkins is currently exported to more than 20 countries, with major destinations being North America, European countries and Oceanic countries such as USA, France, Germany, Australia, Spain, South Korea, Canada, Japan, Belgium, Russia, China, Sri Lanka and Israel. Apart from its export potential, the gherkin industry plays a key role in the creation of rural employment. In India, cultivation of gherkins is carried out

under contract farming by around 90,000 small and marginal farmers with an annual production area of 65,000 acres. APEDA has played a significant role in promotion of export of processed vegetables and it has been providing financial assistance for development of infrastructure and enhancing quality of processed gherkins, products promotion in the international market and implementation of food safety management systems in the processing units.

US & India should set bold goals to achieve USD 500 billion in bilateral trade: new USIBC President NEW DELHI: After achieving enormous progress in their overall relations, the US and India must now set bold goals to take their ties to a new level and achieve the ambitious target of USD 500 billion in bilateral trade, Atul Keshap, the new president of the influential US India Business Council (USIBC) has said. prosperity and development in the 21st century," Keshap said recently. "I feel it's vitally critically important that we show that open societies powered by free enterprise can be relevant for their people and can help power the world out of this pandemic. Assocham requests Govt to remove custom duty on Copper concentrate NEW DELHI: Assocham has urged the government to reduce the customs duty on copper concentrate from the present 2.5 per cent to zero to provide a level-playing field and help industry compete with imports of value-added copper products from free trade agreement (FTA) countries under nil duty. Copper concentrate is the basic raw material used by the copper industry. "Given the non-availability of copper

concentrate in India, there is no economic rationale to continue with import duty on copper concentrate and it is submitted to reduce customs duty on copper concentrate from 2.5 per cent to nil. This will enable us to have a level playing field and compete with imports of value added copper products, from FTA countries under Nil duty," according to the prebudget suggestions by Assocham. The Indian copper industry imports 95

per cent of the copper concentrate on account of its limited availability in the country. The domestic availability is merely 5 per cent of the total requirement. The present customs duty on import of copper concentrates is 2.5 per cent whereas the refined copper is being increasingly imported into India at nil duty under the Free Trade Agreements, making it a clear case of an inverted duty structure.

Now is the time to think big on Customs reform : WTO GENEVA: Customs has a key role in making trade seamless, safe and secure,” stated WTO Deputy Director-General Anabel González at a 20 January hearing of the European Union’s Wise Persons Group on Challenges Facing the Customs Union. DDG González observed that customs authorities need to respond and adjust to changes in the global trade landscape brought about by the COVID-19 pandemic,

rapid technological developments, geopolitical tensions and climate change. She added that the role of customs was becoming increasingly complex, and that customs officials were being continuously asked to do more in areas ranging from product and food safety standards, climate, deforestation and endangered species to veterinary regulations, fake goods, drug precursors and even labour standards and human rights.

DDG González emphasized that customs practices must be more nimble, innovative and forward-looking to meet the challenges of the 21st century and stay ahead of the curve. While e-commerce provided new export opportunities for small businesses, a wider choice and lower prices for consumers, customs administrations everywhere were being stretched thin by the massive increase in the quantity of e-commerce parcels, she noted.

Belgium subsidises barges in bid to shift freight from road to inland waterways Eﬀorts to improve inland services at Antwerp, North Sea Port and Zeebrugge BRUSSELS: Efforts to improve inland services at Antwerp, North Sea Port and Zeebrugge stepped up last week, with the Flemish government injecting 12.5m ($14.18m) of financial support. It is learnt that understands that the grants are part of a four-year plan, to be topped up by the gateways to 14.3m, to subsidise projects intended to increase the share of volumes moving by barge and to disincentivise road movements. A source said: “While 14.3m over four years does not sound much, I do not think it will require much to shift volumes to inland – I am not worried by the money. “What concerns me is that we have seen initiatives like this before, and the subsidies will not run indefinitely. Once they run out, the projects lose their viability and again we revert to square one – there are multiple examples of this.” More worryingly, said the source, was that the scheme is only looking at domestic services in Belgium, but some 60% of volumes come from outside the country which means the

effects of the project will be limited. The money will be available to companies that successfully win a co-operation agreement with the government, through a public tender process looking for what it calls “corridor shuttles” and terminal-hub projects aimed at consolidating volumes. By 2030, it is understood, the Flemish government wants to see some 42% of domestic transport being operated by inland navigation. “My hope is that those on the committee evaluating the proposals understand the nature of the issues affecting inland navigation and are able to anticipate how these problems will grow as they increase barge numbers,” continued the source. “That means focusing heavily on having operators consolidate volumes away from the deepsea terminals, so instead of having five vessels turning up for berths, you have just one.”

Decline in global rankings prompts Hong Kong rethink on Maritime and Logistics HONG KONG: Hong Kong is planning to create a new transport bureau to enhance its status as an international maritime and logistics hub. The proposed governmental move, announced this week, coincides with news that the city has fallen out of the top five maritime cities in the world, according to the annual report by Menon Economics and DNV. The 2022 recent report puts Hong Kong in seventh position, the top five rankings now occupied by Singapore, Rotterdam, London, Shanghai and Tokyo. Hong Kong’s maritime policies are currently controlled by the Transport and Housing Bureau (THB), which critics say leaves the logistics industry overshadowed by the city’s acute need for housing.

Under the new proposals, the bureau will be split in two, creating the separate Transport and Logistics Bureau, a move welcomed by industry stakeholders, given Hong Kong’s consistent decline in container port rankings over the past two decades. The Hong Kong Container Terminal Operators Association said all its members support the reorganisation. It said: “In the past few years, housing issues have become a high priority for the Hong Kong community and have taken up most of the resources from THB. “Splitting THB … is very important for both sectors as the government can properly allocate dedicated resources to address relevant issues in a more effective manner.”

APM Terminals Aarhus adds reefer plugs to meet record volumes THE HAGUE: A booming Danish export market is not the only factor driving volume growth at Denmark’s largest container terminal, APM Terminals Aarhus. The terminal continued to attract new services in 2021 and last week completed the installation of a further 180 reefer plugs to ensure it can continue to offer the service and flexibility that customers are looking for. Despite supply-chain disruption caused by the global pandemic, volumes at the terminal grew by around 13% in 2020. This trend accelerated further in 2021 when the terminal handled a record 397,121 container moves – an increase of +20% over the previous year. Reefer volumes alone were up 7% in 2021. In 2022, reefer volumes are forecast to grow further as the terminal starts to handle a growing share of Royal Arctic Line reefers. Accurate forecasting enabled APM Terminals Aarhus to plan ahead with phases 1 & 2 of its reefer rack expansion already completed in 2020 and phases 3 & 4 completed in December 2021 and January 2022 respectively. This latest

addition increased capacity by 360 plugs, bringing the total capacity at the terminal to 1,548 reefer plugs. “The additional reefer capacity will allow us to plan for additional reefer cargo,” says Helle Almind, Commercial Manager at APM Terminals Aarhus. “The reefer racks are strategically located in the yard and therefore we also expect an improvement in operational efficiency, which will benefit both landside and shipping line customers.” APM Terminals Aarhus handles more than 60 percent of the container volumes in Denmark and continually ranks among the most efficient and productive container terminals in Europe, delivering over 33 gross moves per hour (GMPH).
