India aiming at $500 billion Exports for FY23: DGFT official KOLKATA: India has set up a target of USD 500 billion exports for the 2022-23 fiscal, a top government official said recently, contending that the COVID-19 pandemic has taught the country to "reimagine" world trade. In December 2021, exports stood at USD 37.8 billion, the highest-ever for any month, Additional DGFT Amiya Chandra said during a webinar organised by the Bengal Chamber of Commerce and Industry. "We are bang on target to touch USD 400 billion for the current fiscal. So far in the first nine months, the country's exports were to the tune of USD 301.38 billion," he said. Chandra said India is targeting USD 1 trillion exports Cont’d. Pg. 15 by 2027.

Direct Container Shipping Lines have been established between Chabahar, Nhava Sheva, and Kandla : Iran’s PMO TEHRAN: Deputy Head of Iran's Ports and Maritime Organization (PMO) Jalil Eslami has said direct container shipping lines have been established between Iran’s southeastern port of Chabahar and two Western Indian ports of Nhava Sheva, and Kandla. According to Eslami, regular container service with a traffic schedule of 10 to 15 days is performed by the Islamic Republic of Iran Shipping Lines (IRISL) through these lines, the PMO portal reported. The official noted that PMO is going to offer the necessary tariff incentives and facilities on tolls and transportation costs Cont’d. Pg. 4 to support the traders that use the lines.

4 24th JANUARY 2022

Direct Container Shipping Lines have been established between Chabahar, Nhava Sheva, and Kandla : Iran’s PMO Cont’d. from Pg. 3 He pointed out that according to the schedule, the first container service through the mentioned route will enter Iran’s Shahid Beheshti port on February 16. Iran and India had previously launched shipping lines between Chabahar and the Indian ports of Mumbai, and Mundra. The first shipping route between the two countries was put into operation in 2017 between Iran’s Chabahar port and Mumbai. In January 2019, Iran and India inaugurated the second direct shipping route which passes through Mumbai, Mundra, Kandla, Chabahar, and finally Bandar Abbas in southern Iran. India is using the mentioned shipping routes to transit goods to Afghanistan and Persian Gulf nations

as well as the countries in Central Asia. Through Chabahar port India can bypass Pakistan and transport goods to Afghanistan and Central Asia, while Afghanistan can get linked to India via sea. Iran has awarded India the project for installing and operating modern loading and unloading equipment including mobile harbor cranes in Shahid Beheshti Port in Chabahar. The strategic Chabahar port in southeastern Iran is the only ocean port on the Makran coast and it has a special place in the countr y's economic affairs. Back in September 2021, Indian Prime Minister Narendra Modi had called on Central Asian countries to benefit from Chabahar Port capacities for expanding their trade in the region.

Necessary to introduce policy initiatives to accelerate integrated logistics ecosystem : Rajiv Agarwal MUMBAI: “The Union Budget 2022-23 comes at a very relevant time, as the nation needs the right set of incentives and support measures to accelerate its recovery. In order to make India a $5 trillion economy in line with the Governments vision, it is necessary to introduce various policy initiatives to accelerate the development of an integrated logistics ecosystem,” said, Mr. Rajiv Agarwal, Operating Partner (Infrastructure) - Essar and Managing Director Essar Ports, “In order to achieve this, we expect the budget to extend the Corporate Tax Benefits for Infrastructure companies and reduce the GST from 18% to 12% for the Ports & Logistics sector in order to boost infrastructure growth, export – import competitiveness and make our country self-reliant. Leveraging enhanced utilization of existing Ports & Terminals by enabling policy framework also needs to be looked at. The government should look at deregulating the tariff for existing PPP projects which in turn will provide relief for stressed/underperforming projects in major ports. This will also enable a level playing field for PPP players operating under different tariff regimes. There is a need to treat PPP Projects as quasi Government Projects and provide all necessary support for speedy dispute resolution, review framework to adapt to market conditions and support of low cost financing as govt. projects enjoy. There is need to have Development Finance Institutions and Infrastructure debt funds, which could provide low cost long duration funding for infrastructure Projects in the country. With the growing importance towards maintaining ESG standards, it is also important to incentivize mechanization & upgradation of ports with latest technologies for environment friendly means of cargo handling i.e. a push for Green and Smart Ports. Development of Sovereign Wealth Fund with a global footprint can play pivotal role for a nation. The Fund can be started by transferring of high performing assets as initial equity coupled with

professional management. Simultaneously, undertaking a str uctured monetization / divestment programme to unlock the value of existing assets of Government can be expedited through holding company structure. Overall India is well positioned to play an active and major role in global economy.”

Mr. Rajiv Agarwal

Confident of 15% revenue growth in FY22 : CONCOR Chairman NEW DELHI: State-owned Container Corporation of India Ltd (CONCOR), reported a 24.46 percent rise in consolidated net profit to Rs 276.35 crore for the quarter ended December 31, 2021. The company had clocked a net profit of Rs 225.66 crore in the corresponding quarter a year ago. Total income during the October-December quarter of the current fiscal rose to Rs 1,994.18 crore, from Rs 1,842.11 crore in the year-ago period. V Kalyana Rama, MD and Chairman of CONCOR recently mentioned that the overall demand looks good, however the export-import vertical has not seen much traction. Looking ahead, he is confident of volumes going up further. Additionally, he expects growth of 5-10 million tonne in domestic business. He said, “Demand is good but export-import – still not that much demand has picked up. The growth is not there in exportimport, but domestically, there is a good demand. We are sure that domestic volumes will further go up.” “We are expecting very good volumes in domestic business, the only thing is that we will be now making our infrastructure, particularly the rolling stock and the containers ready for this

big growth. The expected growth is anywhere between 5 to 10 billion tonne in domestic,” he said. He added that the company is looking to add more rakes over the next few quarters. “This year, we already added around 18 rakes till now and further we will be adding some 20-25 rakes in this year and we will be continuously adding further rakes next year also,” he mentioned. On revenue guidance, Rama is holding on to the 15 percent figure for FY22. “As of now we will keep our guidance at 15 percent and let us see how the things work out in this quarter,” he said. On margin, he expects it to remain at current levels. "Overall margins, we will maintain. Overall, the operating margin also improved to almost 31.77 percent compared to the earlier margin. So there is an increase in margins. I don't think there is a dip in margins,” he noted. He explained that the company will be looking at opportunities in double-stacking. He said, “We increased our double stack operations as I said, because of two hubs and we will be adding domestic business into double stacking; that increases the opportunity and the possibility of doing more double stacking.”

CMA CGM and TotalEnergies Launch Port of Marseille Fos’ First Ship-to-Containership LNG Bunkering Operation MARSEILLE: CMA CGM, a world leader in shipping and logistics, and TotalEnergies have launched Marseilles’ inaugural ship-to-containership Liquefied Natural Gas (LNG) bunkering operation in the Port of Marseille Fos, Southern France. CMA CGM BALI, a 15,000 TEU LNG-powered containership is deployed on the MEX 1 service, connecting Asia and South Europe. She is being refuelled by TotalEnergies’ Gas Vitality, the first LNG bunker vessel based in France, with around 6,000m3 of LNG, by means of a ship-toship transfer alongside the Eurofos container terminal, while the containership carried out cargo operations simultaneously. The Gas Vitality is TotalEnergies' second chartered LNG bunker vessel and owned by Mitsui O.S.K. Lines, Ltd (MOL). This entire operation underlines a solid collaborative teamwork across the French maritime industry, the excellence of its value chain and the involvement of local port authorities to enable the vessels’ safe operatorship. CMA CGM pioneers France’s LNG eld of excellence in maritime transport In November of 2017, Rodolphe Saadé, CMA CGM Group’s Chairman and Chief Executive Officer, decided to make CMA CGM the first ship-owner in the world to equip its flagship 23,000-TEU vessels with engines using liquefied natural gas (LNG) – a first in the history of shipping for Ultra Large Container Vessels. CMA CGM has chosen TotalEnergies as part of a major industrial partnership to supply them with gas in Rotterdam, Singapore and Marseille. Thereby making CMA CGM the initiator in structuring a genuine LNG field of excellence in maritime transport. Marseille is the first LNG bunkering hub in France for shipping, for all the Mediterranean and South Europe area, and CMA CGM’s third one to be created after Rotterdam and Singapore. By the end of 2024, the CMA CGM Group will have a fleet of 44 LNG-powered vessels, “emethane ready” of various sizes and 24 are already in service. The engines deployed on these vessels already have the technical capability of using biomethane (already in use) and emethane, a carbon-neutral fuel, making them simultaneously an immediate and a long-term solution to the challenge of decarbonization. LNG, a concrete commitment to energy transition in shipping LNG is the most advanced available solution when it comes to preserving air quality, a major public health challenge for communities in coastal areas and port cities. It reduces sulfur oxide emissions by 99%, particulate matter emissions by 91%, and nitrogen oxide emissions by 92%. A LNG-powered vessel also emits up to 23%1 less greenhouse gas emissions than conventional fuel-powered systems. Prior to this milestone bunkering operation, the Gas Vitality was loaded with LNG at Elengy’s Fos Cavaou LNG terminal on

December 28, 2021, which also marks the terminal’s first loading of a small-scale LNG carrier. Christine Cabau, Executive Vice President Operations and Assets of the CMA CGM Group said “This LNG bunkering operation is an important milestone for our group, in many ways. It sets France and Marseille maritime and port cluster on the frontline for the decarbonization of shipping. It enhances LNG solutions as the first step of a broader industrial strategy that will take us to alternative fuels such as biomethane and emethane. It is also another proof of the commitment of CMA CGM toward Marseilles and its region. We are very proud to act both globally and locally to develop sustainably our business”. “TotalEnergies is delighted to successfully complete Marseille’s first LNG bunkering operation of a containership via the Gas Vitality. Her deployment underscores the Company’s commitment to support the French port’s ambition to be an LNG bunkering hub for the Mediterranean region,” said Jérôme Leprince-Ringuet, Vice-President Marine Fuels at TotalEnergies. “This landmark operation also demonstrates our continued support to the growing role of LNG in shipping’s energy transition. In line with TotalEnergies’ climate ambition, we will continue to work hand-in-hand with our industry partners to develop and scale up new, lower-carbon and ultimately, zero-carbon fuel solutions for shipping.” Hervé Martel, CEO, Port of Marseille Fos, said, “This is a new milestone for the port of Marseille Fos, which is undoubtedly an essential LNG hub in the Mediterranean. The energy transition operated at Marseille Fos involves all the partners. The port is resolutely committed to this path: that of environmental excellence. This operation is proof of effective joint work and an additional attractiveness argument for our port.” Cyril Ducau, CEO of Eastern Pacic Shipping said, “EPS is pleased to be part of this landmark operation as it confirms the importance of LNG in the industry’s energy transition. In addition, the operations in Marseille prove that the needed infrastructure to facilitate LNG bunkering is already in place. By teaming up with environmentally conscious partners such as CMA CGM, TotalEnergies, and the Port of Marseille, shipping companies have the ability to significantly lower their emissions today while developing alternative solutions for tomorrow. EPS is proud to have a series of LNG-powered vessels chartered to CMA CGM, and we are excited that this will be the first of many successful LNG operations in France”.

India aiming at $500 billion exports for FY23: DGFT official Cont’d. from Pg. 3 "The apprehension that COVID-19 would lead to a sharp decline in foreign trade has turned out to be negative. However, the pandemic has taught us to reimagine world trade," he said. The fulcrum of international trade

has shifted from Europe and the United States to South East Asia, the Directorate General of Foreign Trade official said. He also said that the world is moving away from multilateral trade agreements to bilateral ones, and India is presently in the

process of entering into six FTAs. Chandra said going ahead, artificial intelligence and other forms of technology will become important in matters relating to trade. A separate portal for MSMEs will be launched soon, he added.

Tripura fast becoming hub of trade corridor: PM Modi AGARTALA: P rime Minister Narendra Modi on Friday said that through the construction of connectivity infrastructure, Tripura is fast becoming the hub of a trade corridor. Highlighting the state's excellent performance on many of the development parameters, the Prime Minister said that today, along with roads, railways, air and inland water ways are also connecting Tripura with the rest of the world.

"The double engine government fulfilled the long-pending demand of Tripura and got access to the Chittagong sea port in Bangladesh," Modi said in his recorded speech at the function in Agartala on the occasion of the 50th statehood day celebrations recently. He said that the state received the first cargo from Bangladesh through Akhaura Integrated Check Post in 2020. The Prime Minister also mentioned the

recent expansion of Maharaja Bir Bikram (MBB) Airport in Agartala. Modi on January 4 inaugurated the MBB airport's integrated new terminal building built at a cost of Rs 500 crore and with a built-up area of 30,000 sq. metres. The Prime Minister said as India would attain 100 years of azadi ( f r e e d o m ) , Tr i p u r a w o u l d a l s o complete 75 years of statehood. "This is a great period for new resolutions and new opportunities," he added.

Take NSWS (National Single Window System) to large corporations and the Indian Missions abroad - Piyush Goyal NEW DELHI: The Minister of Commerce and Industry, Consumer Affairs, Food and Public Distribution, Shri Piyush Goyal has said simplicity of operations and transparency should be the focus of the National Single Window System (NSWS). Chairing a review meeting of the NSWS platform, Shri Goyal said there should be complete end-to -end testing of one set of approvals for each of the integrated Ministries on the NSWS portal. The digital platform of NSWS facilitates investors to identify and apply for approvals. It supports information across 32 Central Ministries/ Departments and the platform has 14 States onboard namely Andhra Pradesh, Assam, Goa, Gujarat, Himachal Pradesh, Karnataka, Madhya Pradesh, Maharashtra, Odisha, Punjab, Tamil Nadu, Telangana, Uttar Pradesh and Uttarakhand. The process for inclusion of 6 more States is in progress.

Shri Goyal said, in order to ensure faster approvals and save time, better communication strategy should be planned. To spread awareness about the platform, he directed that presentations be made before large corporations and to the Indian Missions abroad. The Minister said a Chief Information Security Officer should be nominated to work exclusively for the security and risk monitoring of the NSWS portal. There should be no duplication of efforts and no physical interface, he said. “If any physical interface and interaction is needed, then it will be done through video conferencing on NSWS; Video Conferencing should be recorded and remain documentary evidence,” said Shri Goyal during the review meeting held on 19th January. The minister stressed on the importance of user feedback. “It is critical to meet timelines which can be

possible through continuous upgradation of the system,” he said. Shri Goyal said that a meeting with States and UTs be organised next month to bring more states onboard the NSWS. The Know Your Approvals (KYA) service is live on the NSWS with 544 approvals across 32 Central Ministries/ Departments. A total of 3,259 approvals are listed. Efforts are under progress to ensure that 13 more Ministries / Departments are onboarded by 31st March 2022 with another 360 approvals/registrations. The first approval through the NSWS portal has been granted on 11 January 2022 to M/s CMR-Kataria Recycling Private Limited for the Vehicle Scrappage Facility RVSF, Kheda, Gujarat with a capacity of 67,000 vehicles. The approval has been made possible within a timeline of 63 days since RVSF application was submitted online on 08 November 2021.

APEDA to help Agricultural Exporters in resolving Railway rake shortage NEW DELHI: The Agricultural and Processed Food Products Export Development Authority (APEDA) has stepped in to assist agricultural product exporters in resolving the issue of a rail rake shortage, but the situation is likely to remain tight for some time. APEDA has been following up with the Railway Ministry on the issue since it was brought to its attention, though some rice and sugar exporters are moving their consignments by truck to ports due to a lack of other options. The shortage of rakes has arisen as

the railways prioritize the transportation of coal and fertilizer. Fu r t h e r m o r e , t h e g o v e r n m e n t prioritizes the movement of foodgrains intended for public distribution due to fears that the spread of the Omicron variant will result in shutdowns. "This is in contrast to three months ago when Railways allowed us to load in 21-box rakes rather than the usual 42box rakes." "You now have demand from coal, fertilizers, food grains, cement, and other industries," said BV Krishna Rao, President of The Rice Exporters

Association (TREA). Exporters are looking at nearby destinations for shipments in addition to options such as transporting export consignments by road, which will help them overcome the problem of lower margins, according to VR Sagar, Director, Bulk Logix. APEDA Chairman M Angamuthu informed that his office met with TREA, which had complained about the lack of rakes affecting the export of nonBasmati rice from Chhattisgarh over the past month.

MSMEs together capable of constituting a complete supply chain: MSME Secretary at EEPC India Conclave NEW DELHI: There is tremendous potential for Indian engineering MSMEs to be integrated into the Global Value Chain due to their manufacturing cost advantage, said Mr B. B. Swain, S e c r e t a r y, M i n i s t r y o f M S M E . Addressing the inaugural session of MSME Conclave organized by EEPC India recently, Mr Swain said that for the MSMEs to achieve high growth the two most significant interventions required are related to credit assistance and technology upgradation. He noted that the Ministry of MSME has been working closely with other Ministries and Departments to facilitate the ease of doing business for MSMEs. "The Atma Nirbhar announcements have focused on easing access to registering as MSMEs, easing their access to credit and providing them the much needed protection as far as global tenders are concerned," Mr Swain said. He informed the participants that MSMEs engaged in manufacturing of engineering products are about 29% of the 67 lakh MSMEs which have registered since 1st July, 2020 on the Udyam registration portal. "MSME units are together capable of constituting a complete supply chain and being globally competitive because of their diverse products ranging from intermediate to final products," Mr Swain said. In his welcome address, EEPC India

Chairman Mr Mahesh Desai said that MSMEs need to catch up a lot on the technological front as this is crucial to increase India's share in the global value chain. "Make-in-India initiative has brought ample scope for the Indian MSMEs to work with the large scale global manufacturing firms and get access to their upgraded technology and efficient marketing techniques. Following the onset of the pandemic, large corporations in the developed world have been looking at India as an alternative destination for manufacturing," Mr Desai said. He noted the crucial role of MSMEs in the economy saying that the sector contributes around 30% to India's GDP and has 50% share in the country's exports. "The significance of the MSME sector in India has long been recognized and its potential has also been identified. In the National Manufacturing Policy, manufacturing output has been targeted to increase to 25% of GDP," he stated. EEPC India, with nearly 60% of its members coming from the MSME s e c t o r, h a s b e e n p l a y i n g a n instrumental role in developing the engineering MSMEs of India. It has been working closely with the government to promote the MSMEs producing engineering products and in line with the initiative of the Department of Commerce for

technological upgradation, set up two technology centers in Bengaluru and Kolkata to address the problem of technological backwardness of the engineering MSMEs. "We promise our best endeavor towards higher integration of this sector in the global value chain through continuation of our strategic activities for the upgradation of engineering MSMEs and we believe that such summits fully dedicated for MSMEs will help us to achieve our goal," said Mr Desai. A Knowledge Paper titled 'Integrating Indian MSMEs to Global Value Chain' was also released in the inaugural session of the Conclave. The paper has suggested that India’s trade regime should promote value addition in the country. "Hence, the general tariff structure should be low on raw and primary goods, slightly higher on intermediaries and the highest on final products," it said. It further recommended that both direct and indirect tax structure should be neutral and not discriminate between the nature of firms. "Banks and the financial institutions should be more willing to discern genuine exporters and demand less of collateral. Finally, stability in policy measures with less intervention and emphasis on neutrality on behalf of the government will be necessary," it listed among some of the broad pointers.

CII seeks lower customs duty on ethanol, market for CBG certificates NEW DELHI: The way for sustainable agriculture practices necessitates environment friendly ways of agri-waste disposal. Farmers can alongside supplement the efforts of policy makers and industry towards energy security and lower pollution levels. As part of pre-Budget recommendations, the Confederation of Indian Industry (CII) has suggested certain incentives and a policy roadmap for the bioenergy sector. This includes concessional import duty of 2.5 per cent on ethanol be brought back to provide feedstock for

the domestic industry at better rates. CII has sought clarification for concessional duty that was applicable on ethanol imported for use in manufacture of chemical products during the period from July 1, 2017 till February 1, 2021. According to the notification No. 50/2017 dated June 20, 2017 (Sr. No. 107) BCD on Denatured Ethyl Alcohol (ethanol) HSN 2207 20 00 imported for use in manufacture of excisable goods was 2.5 per cent for the period (July 1, 2017 till February 1, 2021). Customs officials are disputing the eligibility of

concessional rate of custom duty on import of denatured alcohol used for manufacture of organic chemicals which is subject to GST even during this period. As per their interpretation, GST goods are not “Excisable goods”. Suitable clarification should be issued confirming eligibility of concessional rate to GST goods as the concessional duty was introduced for chemical sector only. This is evident in the Union Budget speech 2016 wherein it was mentioned as a benefit under chemical and petrochemical sector for encouraging Make in India.

Budget 2022: Shipping Ministry seeks 60% higher allocations for ship recycling capacity expansion NEW DELHI: The Ministry of Ports, Shipping and Waterways has sought a 60 percent increase in budgetary allocation to expand ship recycling capacity at the Alang Ship Breaking Yard. Senior officials in the Ministry said that a detailed presentation was made to the finance ministry on how higher allocations in the budget will help achieve the government’s goal of doubling ship recycling capacity at Alang. Finance Minister Nirmala Sitharaman had in the budget for 2021-22 announced that the government would double the ship recycling capacity at Alang to around 4.5 million light

displacement tonnes (LDT) by 2024. A sum of Rs 100 crore was allocated as assistance to shipbuilding, research and development in the budget last year. However, due to the outbreak of the second wave of the pandemic, only limited work was undertaken for capacity expansion at Alang, already the world’s largest shipbreaking yard. Notwithstanding the challenges due to the pandemic in the past nine months, Alang saw its capacity utilisation rise to the highest in the current financial year compared to the previous five years. This happened as the COVID pandemic forced the owners of cruise

ships to sell their vessels, some of which found its way to Alang for scrapping. The Ship Recycling Industries Association of India said that around 2.6 million LDT had been handled at Alang so far this fiscal, compared to the 1.63 million LDT handled in 2019-20 and 2 million LDT handled in 2020-21. Senior officials said that the government was looking to add 15 new plots to the existing capacity at Alang during 2022-23 and operationalise these by 2024. Attempts would also be made to attract European and Japanese ship owners to send their vessels for recycling, officials said.

Revenue of Railways from freight transport increases 24% so far this scal NEW DELHI: The revenue of Indian Railways from freight transport has increased by 24% during the current financial year compared to the same period last year and it’s all set to be the highest ever by March end. Till last week, the revenue from freight movement was close to Rs 1.12 lakh crore and going by the trend the total revenue from this segment is likely to touch Rs 1.4 lakh crore by March. During the 2020-21, the total revenue from freight movement was Rs 1.17 lakh

crore. “We hope to end the year registering about 25% increase in revenue and the total freight movement by rail is likely to be around 1,300 million tonnes,” said a source. The increase in freight revenue is crucial for railways as this cross subsidises the passenger movement, which is loss making for the national transporter. In the past few years, the railways have put more focus on freight movement to improve its earnings and to regain the share of traditional items

which have shifted to the road transport sector. It has taken a number of steps including to provide concessions and discounts to make railway freight movement more attractive. Recently, Union railway minister Ashwini Vaishnaw launched “Gati Shakti Containers” each with 2.5 tonnes capacity, which will help farmers and small traders to send their consignments. The minister had said this will also reduce the logistics cost and will benefit small players.

Shri Goyal said, as India celebrates Azadi ka Amrit Mahotsav, this is the time for us to reflect and prepare for India @ 2047 when we will celebrate the hundred years of Independence. “With a Cost advantage as well as the Tr ust advantage that Indian

Industry enjoys, this is the time for India to emerge out of the shadows and truly become a global nation!,” he said. Shri Goyal said the Indian Industry must clearly focus on the principles of Quality, Productivity & become global scale operators so that we can benefit from the economies of scale. “We’ve had a ver y successful experience on the PLI front particularly in mobile phone manufacturing, & we are hoping to replicate it other sectors like semiconductors, container mfg, etc, 14 sectors now have PLI schemes,” he said.
