Higher exports & attracting investment on Prime Minister’s radar NEW DELHI: Prime Minister Narendra Modi on Saturday, 20th June met with the Ministers and top officials from Infrastructure and Commerce Ministries, to discuss ways to boost local manufacturing and exports amid continuing tensions with China, officials familiar with the matter said.

“Various presentations were made in the meeting where issues discussed were primarily around improving ease of doing business, an export-focused manufacturing policy and

how to encourage states to compete with each other to attract investment,” according to one sources.

“The meeting was a continuation of the series of meetings which have been chaired by the PM in the last several days,” another Senior Government Official said.

Safeen Feeders & BTL announce new weekly UAE-Indian Subcontinent Gulf service from June 29 To call at Kandla, Mundra & Nhava Sheva FEEDERS ABU DHABI/SINGAPORE: Safeen Feeders, a newly established feeder services company of Abu Dhabi Ports, and Bengal Tiger Line (BTL), one of the world’s leading feeder service operators, have announced the launch of the UA E - I n d i a n S u b c o n t i n e n t G u l f S e r v i c e ( U I G ) , a new weekly ser vice connecting the UAE,

Indian Subcontinent and Middle East Gulf.

The Pendulum Service is scheduled to commence on Monday, June 29, 2020 at Kandla and thereafter call Mundra & Nhava Sheva.

It has the following port rotation: Khalifa Port – Jebel Ali – Karachi – Kandla –Mundra – Nhava Sheva – Khalifa Port – Jebel Ali –Bahrain – Dammam – Jubail – Khalifa Port.

Safeen Feeder & BTL will jointly deploy total 3 vessels of 2,800-TEU capacity each on this service, which will be operated by BTL, it is learnt.

India plans extra tariffs, trade barriers on 300 imported products: Sources NEW DELHI: India plans to impose higher trade barriers and raise import duties on around 300 products from China and elsewhere, two government officials said, as part of an effort to protect domestic businesses.

The plan has been under review since at least April, according to a government document as quoted by Reuters, and is in line with Prime Minister Narendra Modi's recently announced self-reliance campaign to promote local products.

The new duty structures are likely to be gradually outlined over the next three months, said the sources, who asked not to be named as the plan is still being finalised.

India's finance ministry and trade ministry, which is involved in the

discussions, did not respond to requests for comment.

The government is considering raising import duties on 160-200 products and imposing non-tariff barriers - such as licensing requirements or stricter quality checks - on another 100, according to the officials. The decision will target imports worth $8-10 billion with the aim of deterring non-essential lower quality imports which render Indian products uncompetitive, said the first official, who has direct knowledge of the plans.

"We are not targeting any country, but this is one of the ways to reduce a trade deficit that is lopsided with countries like China," the second official said.

Bilateral trade between China and India was worth $88 billion in the fiscal

year ending March 2019, with a trade deficit of $53.5 billion in China's favour, the widest India has with any country.

Between April 2019 and February 2020, the latest data available, India's trade deficit with China was $46.8 billion.

The government document showed feedback had been sought from various Indian ministries to arrive at the list of around 300 products, which has not been seen by Reuters.

India has increased duties on more than 3,600 tariff lines covering products from sectors such as textiles and electronics since 2014, the document added.

"We're pushing for a policy to strengthen Indian manufacturing keeping in view its strengthens and weaknesses," a fourth government official said.

Faster initiation of anti-dumping probes on China imports soon NEW DELHI:India will respond faster to complaints about dumping of Chinese goods, as the country looks to stimulate local production and reduce dependence on imports.

The commerce and industry ministry plans to reduce the time taken to initiate anti-dumping cases by a few days, from around 30 days now.

This is chiefly aimed at protecting domestic companies from unfair trade practices. “Almost half of our anti-

dumping cases are against China and imports from them do major damage…our response time will be short,” said an official. The government usually responds within a month and has, in some cases, even done so within two weeks.

“The endeavour is to reduce it further. These measures are used to counter unfair trade practices and str uctural changes have led to a reduced response time,” the official added. In fact, the average number of

days taken to initiate anti-dumping investigations came down to 32 in 2019 from 259 days in 2016.

The Covid-19 pandemic this year has, however, led to data gaps, with domestic manufacturers unable to access the detailed information required to challenge cheap Chinese imports before the Directorate General of Trade Remedies (DGTR), a quasijudicial body which recommends such measures. The finance ministry takes a final call on imposing the same.

This recent meeting came after an informal group of Ministers comprising Textiles Minister Smriti Irani, Minister of State for Shipping and Chemicals Mansukh Mandaviya and Power Minister RK Singh met with the industry recently to take feedback on non-fiscal measures that could be undertaken to give an impetus to manufacturing and exports, including reducing turnaround time at ports, roping states to improve infrastructure, selfcertification and power, among others.

“There is a broader emphasis to reach out to people at the grass-roots level through official and informal groups such as this and to listen to everyone as the country finalises its manufacturing and industrial policy,” a third official said.

Among the non-fiscal measures being discussed right now are labour, ease of doing business, cost of doing business and coordinating the efforts of the Centre and states in a bid to attract more investment.

The industry has highlighted that as the government tries to make India a global manufacturing and exports hub, logistical and infrastructure bottlenecks remain, and hold back India’s progress. “Turnaround time at ports is a major issue, especially for industries such as textiles, but the recent Covid-crisis has given a major fillip to the process of digitisation and has helped reduce the face time between people, showing us how to save on time,” the third official said.

Centre seeks product-wise details from industry to curb cheap, low quality imports from China NEW DELHI: The government has sought product-wise details of cheap imports, comparison with domestic prices and tax disadvantage, if any, from industry to curb low quality inbound shipments especially from China and boost domestic manufacturing, sources said. They said a high level meeting to discuss ways to promote Atma Nirbhar Bharat (Self-reliant India), including cut in import dependence from China, also took place recently in the Prime Minister’s office.

Industry was asked to send comments and suggestions on certain number of goods and raw materials imported from China, which include

wrist watches, wall clocks, ampoules, glass rods and tubes, hair cream, hair shampoos, face powder, eye and lip make up preparations, printing ink, paints and varnishes, and some tobacco items, one of the sources said.

The other details sought include import surge data between 2014-15 and 2018-19; domestic prices of similar goods that are made here, domestic capacity, imports under free trade agreements, and inverted duty issue, if any. An industry source said that they are preparing their views on all those products and would soon send to the commerce and industry ministry. The exercise to reduce and curb imports

from China assumes significance in the wake of border tensions between the two countries.

China accounts for about 14 per cent of India’s imports and is a major supplier for sectors like cell phones, telecom, power, plastic toys and critical pharma ingredients. The government has recently put import restrictions on tyres, while also making its prior approval mandatory for foreign investments from countries that share land border with India to curb “opportunistic takeovers” of domestic firms, following COVID-19 pandemic, a move which will restrict FDI from China.

Ease of Doing Business is the Route to India’s Mission of Self-reliance: CII NEW DELHI: With more outcomeoriented action on Ease of Doing Business, huge momentum to India’s domestic and overseas investment can be imparted at a time when self-reliance is being strengthened, stated the Confederation of Indian Industry in a press release. It outlined 8 areas where strong measures in mission mode can help to boost the economy.

“While many policies have been announced for a facilitative investment climate, effective translation into groundlevel outcomes will help investor perceptions and further boost confidence. We believe that taking the ease of doing business route can unlock huge potential at a time when the world is seeking new investment opportunities,” said Mr Chandrajit Banerjee, Director General, CII. Central and state governments have introduced a plethora of reforms across the various areas of doing business, which have contributed to India’s leap of 79 positions from the 142nd rank (out of 190 economies) in 2014 to the 63rd rank in the latest Doing Business Report of the World Bank. Sustaining this reform momentum can drive new investments including from overseas, stated CII. CII identified immediate and medium term measures in 8 areas for EODB that can reduce costs and time for making Indian industry competitive.

CII prioritised effective implementation of Online Single Window System as the first step towards strengthening EODB. Regular monitoring

by the Chief Secretary of a state, time bound approvals and single interface should be implemented in all states. Currently, only 21 states have implemented this system.

For a business entity, there should not be any other point of interface with the government, other than the SWS. Two, simplifying property registration and acquisition of land is critical. Industry should be permitted to buy land directly from farmers with deemed approval after 30 days. Digitization and integration of land records and single online portal with integrated information can help in titling.

Three, compliances for labour regulations could be speeded up at lower costs. States can follow the example of Uttar Pradesh by exempting industry from select labour laws for 3 years. The applicable limits under Industrial Disputes Act 1947, Factories Act 1948 and Contract Labour (Regulation and Abolition) Act 1970 must be raised immediately by all states, stressed CII. Four, at a time when India is seeking deeper overseas engagement, it is critical to ensure a quick and low-cost trade facilitation mechanism. The SWIFT system needs to bring on board all Partner Group Agencies. The Risk Management System, Port Community System, and Authorized Economic Operators need to be strengthened, including through automation and digitization.

Five, enforcing contracts is a challenge due to insufficient commercial courts and infrastructure. CII suggests major digital reforms such as virtual court

proceedings, e-filing, and work from home to speed up court deliberations. The Alternative Dispute Resolution institutions can be expanded in all parts of the country with arbitration and mediation centres. Over the medium term, judicial capacity must be enhanced with specialized commercial courts at High Courts and District Courts Six, synchronized joint inspections, computerized risk-based inspections, and differentiated inspection requirements for low-risk industries can reduce the inspection burden on companies, noted CII. Self-certification and third party certification can be extended, as in Telangana where companies with good track record in the medium-risk category are permitted self-certification. In the medium term, an online Central Inspection System for labour, fire, lift, electricity, boilers, etc is required.

Seven, MSME need a special helping hand, according to CII, and should be exempted from approvals and inspections for 3 years under state laws while following all rules. Self certification route can be used for renewal and approvals for MSME with good track record.

Eight, India’s high logistics costs impact its competitiveness. This will require medium term action such as increasing the share of railways and waterways in transport, improving firstmile and last-mile connectivity and reducing port dwell time. Cross subsidization of freight should be rationalised, said CII.

Cargo movement on National Waterways poised to grow further, says IWAI NEW DELHI: Cargo movement on National Waterways (NW) has reached 73.64 million metric tonnes (mmt) in 2019-20 and is poised to grow further in the coming years, highlighted an Inland Waterways Authority of India (IWAI) communiqué.

This has been facilitated by the renewed emphasis given to the Inland Water Transport (IWT) sector in the last few years and the many projects for the development of infrastr ucture to promote the IWT sector that have been undertaken. To increase the cargo

traffic on NWs, a number of efforts have been initiated by IWAI and the Ministry of Shipping in the areas of development of private jetties / terminals, fairway development works to ensure round the year navigability, river information systems, integration with coastal shipping and enhancement of regional connectivity with neighbouring countries, the communiqué said.

Among the NWs under development, National Waterway-1 (Ganga – Bhagirathi – Hooghly system) and National Water way-2 (River

Brahmaputra) hold immense significance as, besides being the lifeline of the regions in India they pass through, these NWs also provide alternate option for connectivity with not only ex countries such as Bangladesh and Bhutan, but also with the North-Eastern states of India. The connectivity of inland waterways with Bangladesh through the Indo Bangladesh Protocol Route (IBP) has opened up numerous possibilities of trade between the regional countries, the communiqué added.

Railways transports Telangana turmeric to Bangladesh HYDERABAD: Amid the COVID-19 pandemic, the first freight rake loaded in Telangana headed for Bangladesh on 21st June.

South Central Railway (SCR) loaded its first freight rake with 2,474 tonnes of turmeric at Nizamabad in Telangana, and set off for Beanpole in Bangladesh.

Air cargo in May records 11 percent rise over Apr; far from normal: WorldACD LONDON: Worldwide, in May 2020, chargeable weight carried by air decreased 29 precent compared to May 2019. As the final YoY figure for the month of April was a decrease of 34 percent, the conclusion may be that May showed a slight improvement. The improvement was also visible monthover-month (MoM), as May showed an increase over April of 11 percent.

In terms of yields/rates, we had witnessed a completely uncommon 63 percent MoM-increase in April, when a good part of cargo capacity suddenly ‘disappeared’ as passenger aircraft stopped being operated. The MoMincrease in May was 5 percent. In other words, worldwide yields/rates still went

up, from USD 3.74 to USD 3.95, despite additional capacity coming to the market by an increasing number of passenger aircraft being (partly) converted into freighters.

Region-wise air cargo The market origin the Middle East & South Asia (MESA) had suffered most in April (-70 percent YoY), but came back strongest in May (+45 percent MoM).

The other origin regions showed an MoM increase varying from 4 percent (North America) to 14 percent (Central & South America). The origin Africa showed the largest increase in USD-yields/rates (+13 percent MoM) whilst changes in other regions hovered between -10 percent (Europe and North America)

and +12 percent (Asia Pacific & MESA).

Top markets for air cargo The market from China-East to Germany benefited most from the recent, very drastic market changes: although it slightly decreased in volume M o M , i t s Yo Y i n c r e a s e t o p p e d 60 percent both in April and in May. Its performance for the year-to -date (January–May) was +24 percent. Other top markets that performed much better than average in the year-to-date, include Hong Kong – USA Pacific (+16 percent) and China East-USA Midwest (+29 percent). The top markets that suffered most so far this year, were Kenya-Netherlands (-28 percent) and Germany-China East (-24 percent).

The service will primarily load feeder cargo for NVOCCs as well as Main Line Operators, encompassing Dry, Reefer, ISO tanks and ODC. As per an earlier release by Abu Dhabi Ports, the service will allow for a timely and efficient exchange of container cargo between mainliner vessels and the vessels within the rotation calling at nine regional ports located across the UAE, Saudi Arabia, Bahrain, Pakistan and Western India.

Major Ports volumes at lowest since Feb 2015 : Report NEW DELHI: Major Port volumes came in at 45.4 mnt (-23% y-o-y) in May, sequentially the lowest s i n c e Fe b r u a r y 2 0 1 5 , according one Broking Firm.

The volume decline was led by a sharp fall in coal (-39% y-o-y) and container v o l u m e s ( - 3 3 % y - o - y, in tonnage terms).

While container volumes improved sequentially in May from the multi-year lows recorded in April, the decline rate was still a steep 36% y-o-y (in TEU terms).
