H. K. Joshi, C&MD of SCI assumes additional charge as MD of India Ports Global Arun Kumar Gupta retired after a span of 44 years – A Giant feat MUMBAI: Mrs. H. K. Joshi, C&MD of The Shipping Corporation of India (SCI), has been given additional charge as the Managing Director of India Ports Global Ltd (IPGL) for a period of three months with effect from September 20, 2020 or until further orders. Mr. Arun Kumar Gupta, retired on September 20 after 5 years as MD of IPGL. He was also a former C&MD of SCI. In all Mr Gupta served 39 years in SCI and and 5 years with IPGL. Mr. Gupta said, his 44 years of service had been extremely rewarding and professionally fulfilling. However it was his last five years (in IPGL) which gave him immense satisfaction. “Setting up a an organisation from the ground

level was indeed an experience. Not to mention Mrs. H. K. Joshi Mr. Arun Kumar Gupta challenges of the strategic project, starting from contract negotiations to commencement of terminal operations at Chabahar. It was long, slow but steady journey. The project has been really a dream come true for me. While at the helm of SCI, I learnt the nuances of corporate level management, the Chabahar project gave me an opportunity to better appreciate geopolitical challenges facing our nation. The interactions with senior bureaucrats and diplomats were indeed enriching,” he said.

Indian ag Shipping industry records 9% increase in tonnage capacity between 2017 to 2020 NEW DELHI: Ministry of Shipping recently announced the growth rate of Indian industries. The data released by the Ministry stated that the tonnages of vessels under the Indian flag saw an increase of 9.7 per cent from 11.55 MT to 12.68 MT between March 2017 and March 2020. The gains were largely led by a few important Government initiatives intended towards incentivising the shipping sector. These majors included a reduction in GST from 18 per cent to 5 per cent on bunker fuel used in Indian flag vessels, providing cargo support to the Indian shipping industry through the right of first refusal (RoFR), allowing shipping enterprises based in India to acquire ships abroad and flag them in the country of their convenience, bringing the parity in the tax structure of Indian seafarers, removal of licensing requirements for chartering of foreign-registered ships for encouraging coastal movement of agriculture and other commodities, fertilisers, Export-Import-laden

transshipment containers, and empty containers, etc. The growth in tonnage carrying capacity is also expected to strengthen the shipbuilding sector. Ministry of Shipping in this month directed the major ports of India to procure tug boats from Indian made sources. These procurements under the ‘Make in India’ initiative, would promote shipbuilding in India. The ministry further proposed to set up a Standing Specifications Committee under managing directors of Indian Ports Association, comprising representatives from Cochin Ship Yard Limited (CSL), Shipping Corporation of India (SCI), Indian Register of Shipping (IRS), and Director General of Shipping. Recently, Cochin Shipyard did a successful order booking for two automated vessels from Norwegian Government. These will be the first-of-its-kind unmanned vessels. Various decisions taken by Ministry of Shipping will turn around the shipbuilding sector in the near future.

CP and Maersk reach agreement that will benet North American customers and the environment C A L G A R Y: C a n a d i a n Pa c i f i c Railway Limited and Maersk have reached an agreement to build and operate a world-class transload and distribution facility in Vancouver to expand CP’s and Maersk Canada’s supply chain options for customers. The CP transload facility will be an expansion of CP’s existing Vancouver Intermodal Facility and thus will benefit from turnkey rail infrastructure. The transload facility is designed to apply Maersk’s global integrator of container logistics strategy and will offer customers access to a multicommodity transload facility that will rely on the substantial use of rail instead of truck in the Vancouver market, as CP will shuttle containers to and from the ocean terminals via rail. Maersk’s ambition to establish a sustainable supply chain aligns with CP’s initiatives to fight climate change. This compelling combination will provide an effective and efficient long-term intermodal solution for customers. “ C p’ s u niq u e la ndho lding s in Vancouver enable us to bring to market a first-of-its-kind transload facility that creates tremendous opportunity for sustainable growth,” said

CP’s President and CEO Keith Creel. “Together with Maersk, the global shipping leader, we will transform intermodal transportation in North America.” Omar Shamsie, President of Maersk Canada said, “This agreement installs more agile supply chain options and capacity to and from Vancouver for our North American customers. Marketplace fluctuations, e-commerce demands and omnichannel fulfillment are testing every company – so this integrated logistics solution with CP will clearly elevate supply chain performance.” Vancouver warehouse space has been tight in 2020 – which, c o m b i n e d w i t h Va n c o u v e r p o r t s experiencing high utilizations has placed pressure on supply chain

performance. “So we applied our global integrator strategy to simplify the current situation and create more end-to-end supply chain solutions by reducing multi-modal handoffs. We can now offer more responsiveness to the pace of business by giving supply chain leaders more control of order timing/fulfillment through inland routing flexibility, better velocity gained from one day savings of rail versus truck and cost savings through seamless transload operations into domestic 53’ trailers. We feel this is quite compelling to lower their year-on-year cost goals while creating a more sustainable supply chain with less truck emissions,” added Mr. Shamsie. The import transload facility will be operational in 2021.

Mansukh Mandavyia appreciates Rescue Operations of ‘MT New Diamond’ NEW DELHI: Shri Mansukh Mandavyia, MoS (IC) Shipping, Govt. of India on 19 September 2020 had an interaction with DG, Indian Coast Guard in New Delhi about the rescue operations of ‘MT New Diamond’. MT New Diamond is a very large crude carrier. On 3rd September 2020, the ship caught fire off the eastern coast of Sri Lanka, resulting in the death of a Filipino crew member. The ship was at that time about 65 kilometres east of Sri Lanka in the Sangaman Kanda Point. At the time, the ship was carrying 270,000 tonnes of oil from Kuwait to the Paradip refiner y in India, with 18 Filipino and five Greek crewmembers on board. The cargo was loaded on 23rd August 2020 at Mina al Ahmadi and was due to arrive at Paradip on 5th September. The ship was chartered for the voyage by the Indian Oil Corporation. After burning intermittently for

almost a week, the fire was reported to be extinguished by 11th September, 2020. Indian Coast Guard’s timely action resulted in NO Oil Spill and minimal damage. It was indeed one of the biggest rescue operations in the maritime history of the world.

Under phase-1, few projects are approved and that include Dholera Special Investment Region under DMIC in Gujarat, Shendra Bidkin Industrial Area under DMIC in Maharashtra, and Integrated Industrial To w n s h i p G r e a t e r N o i d a i n Uttar Pradesh (747.5 acres) under DMIC in Uttar Pradesh. Integrated Multi-Modal Logistics Hub at Nangal Chaudhary in Haryana under the DMIC has been approved by the CCEA (cabinet committee on economic affairs) and implementation is likely to be initiated shortly, it said. Under phase 2, projects are in the advanced stage of planning and implementation would be initiated by 2021. "Krishnapatnam Industrial Area (2,500 acres) in Andhra Pradesh is approved by NICDIT (National Industrial Corridor Development and

Implementation Trust (NICDIT) and approval from CCEA is being sought," it added. Similarly, Tumakuru Industrial Area (1,736 acres) in Karnataka under CBIC has been approved by NICDIT and approval from CCEA is being sought. For Multi-Modal Logistics Hub a n d M u l t i - M o d a l Tr a n s p o r t H u b (1,208 acres) at Greater Noida in UP under DMIC, NICDIT has accorded its approval and CCEA approval is being sought, it added. It also said that as part of the DMIC, for Dighi Port Industrial Area (7,413 acres), activities pertaining to detailed master planning and preliminary engineering have been completed. "State Government (s) have been urged to transfer land to the project SPVs for commencement of project development activities or identify land for conducting the feasibility studies as the case may be".

Joint release by MPA, SSA, SMOU, SOS, ITF, IMEC and ICS: SG-STAR FUND: First Global Tripartite initiative to support Countries for Crew Change SINGAPORE: The International Transport Workers’ Federation (ITF) and the International Maritime Employers’ Council (IMEC) have jointly contributed US$500,000 to the Singapore Shipping Tripartite Alliance Resilience (SG-STAR) Fund to support countries that adopt best practices for crew change. This adds to the US$1 million SG-STAR Fund established by the Maritime and Port Authority of Singapore (MPA), Singapore Shipping Association (SSA), Singapore Maritime Officers’ Union (SMOU), and Singapore Organisation of Seamen (SOS). The total fund now amounts to S$1.68 million (approximately US$1.2 million). Besides ITF and IMEC, the International Chamber of Shipping (ICS) will also lend support to the SG-STAR Fund including technical e x p e r t i s e i n s h i p p i n g . Wi t h t h e

contribution and support by ITF, IMEC and ICS, the SG-STAR Fund is the first global tripartite initiative bringing together like-minded international partners from the industry, unions and Government to facilitate safe crew changes. The fund, based in Singapore, will be disbursed for use upstream in countries where seafarers come from. We continue to welcome like-minded partners to join us in this global alliance. ITF General Secretary Mr Stephen Cotton said the SG-STAR Fund has the potential to support practical solutions to reduce the severity of the crew change crisis for the world’s 1.4 million seafarers. “For over six months, the crew change crisis has seen hundreds of thousands of seafarers either trapped on ships or unemployed at home, desperate to get to work. For the world’s seafarers, they need practical solutions

n o w, n o t t o m o r r o w, t o e n d t h i s humanitarian crisis and get seafarers to and from ships in a safe manner. This joint initiative, working with tripartite partners to promote practical solutions to the crew change crisis, will be key to breaking the current deadlock.” Mr Guy Platten, Secretary General of the ICS, said, “The COVID-19 pandemic is unfairly trapping seafarers. This initiative is exactly the type of project needed to resolve the crew change crisis.” Mr Kitack Lim, SecretaryGeneral of International Maritime Organization, said, “This is a commendable global initiative bringing together the collective efforts of governments, the shipping industry and maritime unions to take concrete steps to address the urgent issue of crew change.”

Need immediate support from Government to push carpet exports: CEPC NEW DELHI: Exporters body for carpet sector CEPC has sought immediate support from the Government to push the outbound shipments as the labour intensive sector is struggling to deal with the COVID -19 induced disr uptions. Carpet Export Promotion Council (CEPC) chairman Siddh Nath Singh said all the carpet units in areas like A g r a , M i r z a p u r, Va r a n a s i a n d Bhadohi are working only with 30-35

per cent of their total capacity. He said that the units are supplying the pending orders and order books are not “so good”. Orders are coming from countries including the US, Russia, Australia, Europe, New Zealand, Canada and Latin American nations, Singh said. The US and Europe accounts for about 90 per cent of carpet exports. “The sector needs immediate support from the Government and delay in

extending those support measures would impact the industry. We do not have much work, so we are not calling our labours,” he said. Singh also said that the council recently organised a virtual fair and another one is scheduled for this month-end for buyers in Australia. Carpet exports dipped by about 25 per cent to USD 439 million during April-August this fiscal.

COVID19 Port Barometer Half Year Report: Ports surveyed experience delays in investments TOKYO: On the week following the six month anniversary of the World Health Organization (WHO) announcement of COVID19 as a global pandemic, the International Association of Ports and Harbors (IAPH) has published a comprehensive report summarising all findings from its twelve surveys of global ports since early April, including its most recent survey to ports in week 36. Key findings are as follows -

Recovery in container vessel calls coupled with increased utilization in storage and warehouse capacity

Some 56% of ports are now reporting similar numbers of container vessel arrivals comparable to the same period last y e a r, w h i c h i s t h e h i g h e s t p e r c e n t a g e t o d a t e . With generalized lockdowns now limited, the return of vessels and the lower numbers of blank sailings continue, yet these happen at a slower pace. About 16% of the respondents even point to increased vessel activity. By comparison, the share of ports reporting that the number of calls by for other cargo vessel types is rather stable compared to a normal situation fluctuating between 46 and 59%, with the lowest shares recorded in weeks 18 to 21 and in week 36. In the latter week however, about 14% of ports reported a rise of more than 5% in other cargo vessel activity compared to last year, the highest figure since the start of the Barometer. The cruise/passenger market remains the most affected by the COVID-19 contagion, although the results since week 27 show some improvement. In week 36, 45% of respondents indicate that passenger vessel calls are down more than 50%, in many cases even down more than 90%. In the period from week 20 to week 25 this figure was 61-62% while in weeks 15 to 18 this figure amounted to two thirds of respondents with a peak of 76% in week 19. The survey results for week 36 show the COVID19 crisis has resulted in 20% of ports reporting an increase in utilization of warehousing and distribution facilities for foodstuffs and medical supplies, a doubling of the figure compared to week 29. From week 19 to week 27 (six survey weeks in a row), more ports faced underutilization than higher utilization levels for consumer goods. The figures reached a balance in week 29 (10% each), with week 36 tilting the balance again towards increased usage of facilities. Co-author Professor Theo Notteboom commented : “In the current conditions and given the sharp decline in the numbers of blank sailings, an increasing number of ports are heading to almost similar numbers of calls compared to the same period the year before. At the same time, maritime trade volumes have also started to increase, as several economies, or major parts of them, have returned to operations and increased number of transactions.”

Investments impacted as projects are delayed or postponed The week 36 survey also included a new question : “Please indicate what situation is most applicable to the majority of planned infrastructure investments in your port since the COVID-19 outbreak.” 69% of the surveyed ports reported that the majority of their investment plans have been delayed in some way or

even amended. 41% of the reporting ports informed that the delays in investment have been, at least for the moment, minor. Due to the changing conditions, major investment delays are occurring in 19% of the ports. A few ports (4%) have decided to shelve or cancel existing investment plans, while 3% of respondents have already decided to replace specific investments by other ones. Notably, three of the surveyed ports reported that given the emerging conditions they decided to accelerate their existing investment plans and execute them faster than initially scheduled. Co-author Professor Thanos Pallis commented : “In some cases existing delays are happening due to difficulties in obtaining authorization by regional, federal, and/or national administrations. In other cases they are happening due to delays by third party contractors, most likely attributable in part to availability of workers affected by the COVID-19 situation. However, in some ports the observed delays seem to be part of longer-term adjustments with ports re-assessing investments once market conditions will allow for a clearer view of the total impact of COVID-19 on social aspects and market demand.” Projects already commenced during the pre-COVID-19 period continue as planned, but new investments are on hold; some ports reported that they have already decided to postpone scheduled investments for one year. Plans for investments in infrastructure for the cruise industry are questioned more than others, with discussions on-going. Other ports stated that investments in new cruise terminals have been shelved for the time being, with port authorities waiting to know more about the cruise development prospects first before reassessing their potential. All these factors make the case for further monitoring the evolution of the investment plans of ports.

Looking at the way forward – a global tracking mechanism to monitor trends, mitigate risks, alleviate impacts and build resilience The Barometer was developed with the aim to inform and assess the pandemic’s impacts. With the resurgence of COVID-19 cases in various parts of the world, and given the sustaining interest of ports and the broader maritime community on the impact of COVID-19, the IAPH-WPSP Task Force on COVID-19 has decided to continue the Barometer exercise on a monthly basis. In the coming months, the Barometer will continue to monitor short-term impacts on vessel calls, storage and distribution activities, staff availability and hinterland transport. In addition, new survey questions will be considered in view of assessing longer term implications of the COVID-19 pandemic on global ports. The question on port infrastr ucture investments, which was added in week 36, exemplifies the widening of the survey scope to include also long-term impacts. Professors Pallis and Notteboom now ambitiously aim to work with international institutions and partners across the global supply chain spectrum to develop a global tracking mechanism for the Barometer capable of quantifying port risk and resilience. This is the third crisis this century following 09/11 and the financial crisis of 2007 – 2008. Ports will need to accelerate digitalization, redouble their efforts to decarbonize and spur innovation if their aim is to survive and prosper in the twenty first century.”
