Global Ports congestion & high Shipping rates to last into 2023, feel Industry Experts LONDON: Global port congestion is set to continue until at least early 2023 and keep spot freight rates elevated, logistics executives said, urging charterers to switch to longterm contracts to manage shipping costs according to a Reuters report. The Covid-19 outbreak has lengthened ship delivery times since 2020, pushing up freight costs, while the Russia-Ukraine conflict and lockdowns in Shanghai have added to supply chain disruptions this year. “ We b e l i e v e t h e c u r r e n t congestions, not only the ports but also the landside infrastructure, will be there at least till Q1 2023,” said Mr Peter Sundara, head of global ocean freight product for the global
logistics division at Visy Industries. While more vessels could be added to the global fleet next year, this does not mean that freight rates will drop broadly as it depends on how ship carriers allocate increased vessel capacities, he told the S&P Global Platts Bunker and Shipping Summit. Mr Eric Jin, head of investment support at industrial equipment supplier BMT Asia-Pacific, said rising shipping costs, longer transit times and higher uncertainty will be the “new nor mal” for the shipping industry. Spot chartering rates have held firm so far this year, with supply chain disruptions and port congestion affecting ships globally, particularly in
the United States and China. The executives recommended c h a r t e r e r s s i g n l o n g e r- t e r m contracts with shipowners to overcome issues of volatile cost and availability. It is “no longer a case of going for three months or six months, one month, not even one year, but two to three years… because we want certainty in cost and certainty in space”, said Mr Sundara. BMT’s Mr Jin said more than 60 per cent or 65 per cent of shippers were remaining on spot rates. “This means they are not taking measures to deal with the new situation, this means they are prone to full supply chain risks,” he added.

To promote exports, Bihar identifies six local products for GI tag PATNA: In an attempt to promote the export of locally sourced agricultural products tagged with Geographical Indications (GI), the National Bank for Agriculture and Rural Development (NABARD) in Bihar has identified six potential products to be registered for a GI tag, officials aware of the matter said. The Central government, with an aim to promote local products, has been striving to identify new products and new export destinations. The agricultural and other products awaiting GI tagging are NalandaBawanbootisaree and fabrics, Gaya Pattharkatti stone craft, Hajipur Banana (Chiniyakela), Gaya Tilkut, RunniSaidpurBalushahi and UdwantnagarKhurma. While the requests for the first three items have been filed, a producers’ organisation formation is under process for the remaining three. According to the GI registry portal, 15 products and logos have the GI tag in Bihar. Some of them are Shahi Litchi, BhagalpuriZardalu
mango, Katarni rice and Magahi Paan (beetle leave). In December 2021, the famous makhana (fox nut) was granted a GI tag. Geographical Indication (GI) is a kind of intellectual property right that identifies goods originating from a specific geographical location and having a distinct nature, quality and characteristics linked to that location. GI tagging of products in Bihar has helped in brand building, creating local employment, creating a regional brand, generating spin-off effects in tourism, preser ving traditional knowledge and traditional cultural expressions and conserving biodiversity. “NABARD is playing an important role in the GI registration process and post-GI initiatives, including marketing linkages, branding, promotion etc. Till date, NABARD has supported 72 GI products for the registration in various parts of the country. In Bihar, we are helping in producers’ group formation and GI filing of six identified products and for
post GI initiatives. This is in line with “Vocal for Local” and going to help the producers in brand building, better marketing and visibility, boost regional economy and provide employment opportunities to people,” said Dr Sunil Kumar, chief general manager of NABARD’s regional office in Bihar. “Once approved, it is going to benefit more than 2,000 producers involved with these six products,” Kumar said. A NABARD official said the process of getting a GI tag for BawanbootiSaree has started. “Application for a GI tag has been done on May 12. This will give global recognition to the skills of around 250 weavers of Nalanda. They will be able to send their products anywhere. Weavers will get a bigger market after getting a GI tag,” he said. Nepura of Silao and Baswanbigha of Biharsharif are famous for handloom industry. The weavers here prepare Bawanbootisarees from tussar (a form of silk) and cotton.

India, Myanmar land route trade likely to reopen after a gap of 2 years NEW DELHI: After a gap of over two years, India and Myanmar are likely to resume trade through the land route. “When Covid struck the land route trade was stopped. However, the sea and air routes continued. Since the past few weeks, there have been talks between the ministry of commerce and Myanmar and its been decided in principle to reopen the land route for cross-border trade,’’ according to sources. Trade is likely to resume from Moreh (110 km from Imphal, Manipur) Tamu border. A formal notification on resumption of trade is awaited and could come through any day now, say sources. The governments of both countries had set a target of achieving $1 billion in bilateral trade five years back, however, Covid, followed by the Myanmar military coup in 2021 has delayed achieving this target. While Myanmar is one of the largest
exporter of pulses and beans to India, India exports mostly pharma products to them. Myanmar is strategically located for India as they share a land border of over 1643 kms with Myanmar as well as a maritime boundary in the Bay of Bengal. Four northeastern states Arunachal Pradesh, Nagaland, Manipur and Mizoram, have a boundary with Myanmar. “India shares religious, linguistic and ethnic ties with Myanmar which is the only ASEAN country adjoining India and, therefore, is a gateway to South East Asia. India is seeking to enhance its cooperation with Myanmar in line with our ‘Act East’ and ‘Neighborhood First’ Policies,’’ according to the Ministry of External Affairs. All concerned stakeholders in both India and Myanmar have recommended the opening of the trade from land. The opening of the trade will end the surge of smuggling that increased after the
border was closed. While traders are looking forward to the resumption of trade, there are some who are feeling a bit challenged due to security. “We have been exporting pulses to India for years, however, though we are happy with the announcement of borders opening shortly, we are also concerned about the security as on the Myanmari side there is a lot of friction between the ethnic groups and military. Some traders fear that this opening may be deferred till next year,’’ said a trader from Myanmar on conditions of anonymity. Interestingly, the land route trade is less than 10 per cent of the total trade between the two countries as majority of exports and imports is done through sea route and by air. Once trading from Moreh resumes, India will begin to pitch again for pushing the proposed 1360 km India-Myanmar-Thailand trilateral highway.
Garment exporters face potential loss of Rs 1,200 crore NEW DELHI: Garment exporters are staring at a potential loss of Rs 1,200 crore due to the new conditions imposed in the Rebate of State and Central Taxes and Levies (RoSCTL) scheme. The scheme offers rebate against the taxes and levies already paid by exporters on the inputs. Now, this rebate has been converted into scrips that are tradeable. Exporters can sell the scrips to importers, who in turn can use the instrument as an alternative to cash to pay import duty. The scrips trade at a discount, which has now gone up to 20% from 3% in December, industry insiders said, putting pressure on the margins of garment exporters at a time when they are facing challenges on account of rising cotton prices. “This discounting of scrips benefits importers, who are taking undue advantage at the cost of exporters,” said Vijay Jindal, a member of the Apparel
Export Promotion Council (AEPC) and President of the Garment Exporters & Manufacturers Association (GEMA). Garment exports at $16 billion contribute 36% to the country’s annual textile exports of $44 billion. According to estimates, reimbursement under the RoSCTL scheme is equal to around 5% of the apparel exports, or roughly Rs 6,000 crore. At a broad level, a discount of 20% on this would mean a direct hit of around Rs 1,200 crore for the exporters. “The textile industry wants the government to restart cash reimbursement instead of these tradeablescrips, as these scrips are trading at a 20% discount,” Jindal said. “This is resulting in a substantial cash transfer from exporters to importers and is helping the importers.” The textile industry employs around 45 million workers and is expected to be worth more than $209 billion by 2029. But if
this anomaly continues, then the industry will rapidly lose its global competitiveness to countries like Bangladesh and Vietnam, where the labour cost is very low, say industry insiders. Even though the scheme was launched with the intention of making India’s textile industry competitive and bolstering exports, because of the discount in the market, it is acting against the government’s intention of helping the exporters and is instead benefitting importers, they said. It also defeats the purpose of the government’s stated policy of ‘Make in India’ for the world, they added. “At present, demand for such scrips is very less as exporters are finding it difficult to find enough importers who can buy the scrips,” said Harish Ahuja, an Executive member of the AEPC and management committee member of the GEMA.
Tripura wants to bring in essentials through Bangladesh Port A G A R TA L L A : T h e Tr i p u r a government asked the centre to ensure transportation of essential items through Bangladesh, following the snapping of the state’s surface transport link with the rest of India due to the monsoon. Heavy monsoon rains over the past few weeks have severely damaged roads and railways in Meghalaya and Assam, causing uncertainty over the resumption of Tripura’s sur face transport link with other parts of the country. I n t h e l e t t e r, C h i e f M i n i s t e r Shri Manik Saha requested Union Food and Consumer Affair Minister
Shri Piyush Goyal to issue a directive to the Food Corporation of India (FCI) for initiating the induction of foodgrains into Tripura through Ashuganj river port of Bangladesh. Series of landslides due to torrential rain for the last few weeks in north Cachar Hill and southern hills of Meghalaya, rail and road connectivity with Tripura, south Assam, Mizoram and parts of Manipur have been cut off from the rest of the country, which affected the induction of goods, including supply of public distribution system. “The entire PDS foodgrains requirement is met through the rail
network. But due to disruption in the Lumding-Badarpur railway section as well as road links, the availability of PDS foodgrains in the state has been severely affected,” the letter read. It said as on June 17, about 6,100 MT issuable PDS rice was available with the FCI in the state, whereas the state’s monthly requirement under the regular PDS scheme and Pradhan Mantri and Garib Kalyan Anna Yojana is about 32,000 MT. With the present available stock, the state’s demand can be catered only for five days, which appears to be a matter of serious concern.

Piyush Goyal meets Bangladeshi FM, discusses ways to boost trade, investment ties Cont’d from Pg. 3 Jaishankar also spoke at length on the landmark achievements in the partnership between both nations. Speaking on the trade connection between both the nations, Jaishankar noted, “Today Bangladesh is our largest development partner, it is our largest trade partner in the region; it is our largest visa operation overseas. And that really underlines every aspect of our cooperation. And we, in turn, are your largest export destination in Asia. I am glad to see that your exports have doubled to USD 2 billion this year.” The EAM also said that India looks forward in boosting bilateral cooperation in new domains. “So, we now look forward to working with you to take our ties to new domainsArtificial Intelligence, cyber security, startups, Fintech. We were pleased to receive your ICT Minister. We had a very good visit by your Railway Minister recently and I am glad to expand our cooperation on upgradation of our railway system,” Jaishankar noted. Meanwhile, at the India-Bangladesh JCC meeting, AK Abdul Momen, Foreign Affairs Minister of Bangladesh, said that the relationship between both countries is based on mutual trust. FM Momen called India the “most important neighbour”. “India is the most important neighbor of Bangladesh. Initiatives taken by both nations have helped us achieve
stability & development across the region. BangladeshIndia relations are based on mutual trust & respect,” the Bangladeshi FM said. The JCC was held to review the bilateral ties including cooperation in the wake of COVID-19, border management and security, trade and investment, connectivity, energy, water resources, development partnership, and regional and multilateral issues, the MEA said earlier in a statement. This is the first physical meeting since the COVID-19 pandemic broke out. The previous meeting was held in 2020 virtually.
APM Terminals Pipavav receives the first train on Maersk service originating from the ceramics heartland of Morbi • The new rail service is a result of a close collabora on between APM Terminals Pipavav, Pipavav Rail Corpora on Limited (PRCL) and Maersk • Maersk will run the rail service connec ng the ceramics exporters in Morbi via Maliya to Port Pipavav every ten days and help the shippers connect to the Gulf, African and European markets
PIPAVAV: APM Terminals Pipavav, with its strategic location, is strengthening itself as the port of choice for connecting exporters across the varied belts of the country. APM Terminals Pipavav recently received the new rail service started by Maersk and operated by PRCL that connects the exporters from the ceramics heartland of Morbi via Private Freight Terminal at Maliya. The rail service has resulted from the collaboration between the three crucial stakeholders: Maersk with its ocean and landside transportation expertise, APM Terminals Pipavav with its strategic location and as a preferred partner with superior connectivity and productivity and PRCL as an efficient rail partner. The export cargo is being moved on a rail service is helping decongest roads and improving the speed-tomarket by reducing the total transit time by 15%. Mr Jakob Friis Sørensen, Managing Director, APM Terminals Pipavav, said, “We are fully committed to supporting and strengthening the logistics and supply chains ecosystem with our strategic location that proves to be the ideal gateway connecting the hinterland to ocean transportation network. The rail service also improves
schedule reliability compared to road transportation and helps the exporters connect to their preferred ocean service without delays. With this new connection, APM Terminals Pipavav reinforces its offering as a reliable gateway for Gujarat's tiles and ceramics market” Mr Vikash Agarwal, Managing Director, Maersk South Asia, commented, “At Maersk, our ambition is to connect and simplify our customers’ supply chains while working towards integrated and decarbonised logistics. DUBAI: DP World has taken a new leap in its drive to open up new markets and offer innovative trade solutions with the opening of a technology centre in Bangalore, India. The new Bangalore office is the second technology centre to be opened by DP World this year, following Hyderabad in May, while a third, at Gurugram, is set to open in the coming months. Employees will take on a variety of roles–from developers, product and project management, quality assurance and automation, UX Design, system analysts and system design -- fulfilling DP World’s vision of building technologically advanced integrated services to help trade flow. Selected through a rigorous recruitment process, the staff represent some of the brightest minds among India’s technology talent pool. They now have the opportunity to work on cutting-edge applications of heavy automation, AI/ML and robotics – such as DP World’s unique proprietary Box Bay technology and Cargoes Finance. DP World’s presence in the Indian technology market has grown rapidly to match its ambitions in the digital trade sphere. At the beginning of 2021, the company had just 50 employees in the country. This number has already grown to more than 450 with the opening of the first two offices. As this exponential growth continues, employee headcount is expected to reach as many as 800 by the middle of next year. The office was inaugurated by Mike Bhaskaran,
Group Chief Operating Ofcer of Digital Technology, and Pradeep Desai, DP World’s Chief Technology Ofcer. Mike Bhaskaran said: “The trade and logistics industry is ripe for high-scale automation. Our teams will be working towards making existing solutions more efficient and building new solutions– from conception to execution – helping deliver a seamless flow of trade from the ground up. We are creating prosperity by offering every business and every producer transparent, controllable access to global markets at the click of a button with our end-to-end digital eco-system.” Pradeep Desai added: “What makes us different at DP World is that the ownership of the product is here with us. We are conceptualizing new products to offer our customers. This means our developers, managers and analysts are involved in co-creating solutions from the ground up and owning the software development process from the beginning to the end. Engineers will get to work on exciting technologies like Blockchain, IoT, AI and ML, all of which are heavily used in automating trade flows.” Across the industries in which DP World operates, trade is moving from analogue to embrace new digital solutions. DP World is leading the acceleration of this trend, helping drive efficiency and transparency. Our global logistics solutions are opening up markets to traders, while financial solutions such as Cargoes Finance, enable small producers around the world to fund their trade ambitions.
