India’s rollercoaster 2020: Containerised Import and Export Trade contracts 6.5%; Exports grow 1% while Imports contract 14% MUMBAI: Fo r I n d i a n trade, 2020 was a year dominated by unprecedented challenges, irregular manufacturing and buying patterns, disrupted trade environments and lack of predictability. With the COVID-19 pandemic spreading across the world in a staggered manner and in varying proportions, the impact on containerised trade was felt the most Mr. Steve Felder in Q2 / 2020 when exports contracted by 34%. As societies began to find ways to coexist with COVID-19, trade started recovering in the second half. Exports ramped up sharply in Q3, not only recovering from Q2 slump, but even Cont’d. APSEZ all set to form a Single subsidiary for all Railway operations AHMEDABAD: Adani Ports and SEZ (APSEZ) is set to form a single subsidiary to bring all its railway operations under one umbrella, sources said. The new platform, known as Adani Track Management Services (ATMSPL), will be a combined entity formed through the consolidation of Adani Hazira Port (AHPPL), Adani Petronet (Dahej) Port (APDPL), Dhamra Port Company (DPCL), Krishnapatnam Port Company (KPCL) and Adani Rail Infra (ARIPL). The move will bring all the rolling stock and rail tracks of the company under ATMSPL. Through the new subsidiary, APSEZ aims to create an investment platform for strategic investment in rail track assets, and extend its participation in the Indian Railways’ public-private partnership (PPP) projects. Adani Group was one of the major participants in the General Purpose Wagon Investment Scheme (GPWIS) by the Indian Railways. The GPWIS allows private firms to invest in general purpose rakes for transporting restricted commodities like coal, coke, ore and minerals. Their transportation was completely
controlled by the Indian Railways till 2018. Wagons procured under GPWIS will not be counted as part of Indian Railways pool, which was not the case with the previous wagon investment schemes. At present, APSEZ has 60 trains and a 620-km-long railway track under operation. The company’s plan is to increase this to over 200 trains and 760-km track by FY25. Adanis’ new railway lines Among the new railway lines include a 6-km track between Kattupalli and Ennore, with a capital expenditure of Rs 55 crore, a 34- km track between Dighi and Roha for Rs 1,100 crore, and a 36.5km track between Hazira Port and Gothangam for Rs 1,600 crore. After the consolidation, KPCL’s 12.96 percent stake in Krishnapatnam Railway Co (KRpCL), APSEZ’s 20 percent stake in Kutch Railway Company (KRCL), and APDPL’s 11.17 percent stake in Bharuch Dahej Railway Company will be transferred to the new entity. In addition, Hazira Infrastructure, a fully owned subsidiary of AHPPL, will become a subsidiary of ATMSPL. The Indian Railways is planning to invest Rs 3 lakh crore to lay new lines over 12 years. The Dedicated Freight Corridors (DFCs) are also expected to increase the share of the rail sector in freight traffic.
Concor privatisation draws interest from DP World, PSA International, Adani, GDL, Allcargo among others MUMBAI: A clutch of global and Indian companies such as DP World, PSA International, A d a n i G r o u p , Ve d a n t a G r o u p , G a t e w a y Distriparks, Allcargo Logistics and investment behemoth Canada Pension Plan Investment Board (CPPIB) will jostle to buy a stake in logistics firm Container Corporation of India (Concor) in one of the most keenly-watched privatisation attempts of the government. The buzzing interest in India’s largest container train and terminal operator even before the government has issued an expression of interest (EoI) to sell 30.8 percent stake and cede management control has given policymakers confidence that Concor could turn out to be an exemplar of the centre’s most successful privatisation moves. “We are seeing interest (in Concor) from companies like DP World, PSA International, Adani Group, Gateway Distriparks, Allcargo Logistics and Vedanta Group,” said a person intimately aware of the development. Interest from CPPIB was confirmed by another person familiar with Concor’s operations. The privatisation of Concor got shot in the arm last week when Railways Minister Piyush Goyal said his Ministry has cleared a new land licensing fee policy for the Indian Railways. High-land licensing fee could have potentially dampened interest in Concor, but the new policy will decrease rates for use
of railway land for industrial purposes to less than 3 percent, said a person familiar with the matter. An EoI to sell stake in the company will be floated within 10 days after the policy gets cleared by the Cabinet, said this person, asking not to be named. Interest from the companies mentioned above follows reports that other investment giants such as Blackstone, Warburg Pincus, and India’s own National Investment and Infrastructure Fund (NIIF) too are interested in Concor. The company, which enjoys a market share of over 70 percent in the container train segment, has a network of 63 terminals – including four strategic tie-ups— in India. Though the Union Cabinet decided to go ahead with privatising Concor in November 2019, the effort has dragged. One key reason was the pandemic but a more contentious issue has also been the higher land licensing fee (LLF) policy. Based on an LLF cleared last April, Concor was being charged land charges of around 6 percent compared with the per container basis that the company was paying earlier. Concor was expecting an additional outgo of only Rs 460 crore due to the higher LLF but the railways ministry reportedly slapped a land fee of Rs 1,276 crore for the 13 terminals of the company for the current financial year. Even Gupta of Gateway Distriparks referred to the high land-licensing fee, saying the potential for a bid will depend on the land licensing charge and the number of applicable years.
Visibility is the key during times of Supply Chain Disruption, says Drewry LONDON: Improving maritime supply chain reliability is once again a top corporate issue, but stretched logistics teams often struggle to build a business case for adoption of shipment visibility systems. In February’s Logistics Executive Briefing, Drewry analysed how, with carrier performance targets continuously being missed, shippers are re-evaluating processes to keep tabs on carrier service delivery and accountability. This month, Drewry provides insight into the business needs specifications and recommended steps to plan, prepare and implement visibility programmes in a white paper. Why are BCOs and shippers struggling with visibility? Stuck between structurally worsening market conditions and increasing customer expectations, BCOs find themselves forced to innovate. The need to know where their cargo is and when it will reach its destination has evolved from being a luxury feature for high-end supply chains to a necessity item in each BCO’s competitive toolkit. Yet our industry research shows that more than 80% of importers do not have full tracking of their shipments. Clearly, no two supply chains are the same and there are no low-cost, “one-size-fits-all” visibility solutions. Hence every visibility project has to be mapped out, starting with a blank piece of paper. Furthermore, already stretched logistics teams often do not have internal project resources or time to run analyses and feasibility studies on shipment visibility systems, or the digital skills to bring such projects to fruition. And there is a lack of industry
standards and joined-up processes and systems capable of covering all transport modes. Turning data into actions The shipment visibility technology sector finds itself already in a period of rapid growth and product diversification, which offers distinct opportunities for BCOs. Drewry will continue to review the visibility sector and work with BCOs to identify appropriate solutions and plan their implementation. Key to the value of visibility programme is the understanding and mapping of key data sets to real business applications. Experienced logistics executives need not be reminded that high-impact disruptions in global transport are becoming increasingly frequent, whether caused by pandemics, port strikes, accidents or natural disasters. Increasingly Drewry is being asked by global BCOs to help establish requirements, develop the business case and manage the vendor procurement and implementation of their visibility programmes. Major criteria to assess the right technology Advanced visibility systems are increasingly a “must have” for any global business. Shipment milestone updates by batch Electronic Data Interchange from your ocean carriers or forwarders provide a sound foundation for logistics planning, vendor allocation and management. However, to remain resilient in the most challenging times, real time visibility and predictive ETA capabilities are pre-requisites.

India’s rollercoaster 2020: Containerised Import and Export Trade contracts 6.5%; Exports grow 1% while Imports contract 14% Following a lockdown-induced export collapse and subsequent so ening of containerized imports, containerized exports recovered sharply from mid-Q3 onwards, with no signs of slowing down. Cont’d. from Pg. 3 ...however the economic impact on consumers led to substantially lower imports, which dropped by 28% as compared to the same period of 2019. The last quarter of the year showed growth in both imports and exports, thus making solid strides towards returning to normalcy. Demand for Indian exports across multiple categories continues to remain exceptionally strong, much of it driven by consumer demand in North America and Europe. Steve Felder, Managing Director, Maersk South Asia, said “Despite unprecedented challenging conditions, stakeholders across supply chains - from manufacturers to consumers, from Government bodies to logistics enablers - all stood up cautiously to fight the pandemic. Without the contribution from all the moving parts in the complex machinery of global trade, the path back to normalcy would not have been possible.”
Overview of trade for Q4 and full year 2020 During Q4 of 2020 (October to December), Indian containerised trade grew 13.2% as compared to the same period in 2019. This was the first time in the year when both exports and imports grew in a quarter. Exports from India had shown a Vshaped recovery since mid-Q3, whilst imports had remained subdued for a long time owing to low demand in the market. In Q4, this trend changed notably, with exports stabilizing at a high level and imports bouncing back significantly by 36.3% over the previous quarter, thus moving the needle for overall trade recovery. During the year, exports contracted in the first half and increased in the second half, consequently posting a full-year marginal growth of under 1% as compared to 2019. Imports delivered a full-year 14% contraction as compared to 2019. Commodity trends in export and import Exports grew through the year, riding on the rising demand for Indian textiles and apparels, especially in the North American markets. Seeds, beans, cereal & flour exports to the African and Gulf countries also contributed to the recovery. Rounding off the top three commodities being exported in containerised trade was metal, which has considerable demand in Far East Asia and Oceania regions. Amongst the refrigerated cargo, pharmaceuticals export out of India rose steeply during 2020, with Q4 alone recording 47% higher volumes as compared to the same period in 2019. Meat and shellfish exports also rose during the last quarter of 2020.
Imports of paper, metal, appliances and kitchenware topped the list of commodities that were brought into India in 2020. While paper and metal imports mainly came in from North America and North Europe, appliances & kitchenware were mostly imported from the Far East. The imports of refrigerated cargo grew in the last quarter of 2020 with fruit & nuts, chemicals and vegetables imports topping the list of commodities. India’s trade partners USA and China continued to be India’s top export and import trade partners respectively in 2020. While both these trade partners maintained their top positions, the trade with both dropped considerably. Over the year, the exports to USA contracted by 16% while imports from China shrunk by 41%. Building growth in 2021 The COVID -19 pandemic created unprecedented disruptions in the market. Manufacturers lost production days in the first half of the year impacting supply, while consumers spent cautiously, impacting demand in the market. As the pandemic started getting under control and it became apparent that there was a path to vaccines, retail behaviours started returning to normalcy. However, the impact of the trade disruption caused earlier will have long lasting effects. The imbalance in exports and imports, where exports recovered much quicker than imports resulted in an acute container shortage in various pockets of the Indian hinterland. Container manufacturing also reduced due to COVID-related shutdowns, and the pent-up consumer demand in North America and Europe ultimately resulted in a worldwide container shortage. Commenting on the current situation and outlook, Steve Felder said, “The challenges that we face today and the extraordinary situation we are in is not going to last forever. This is a temporary phase that will pass, and we are already on our way towards normalcy. We can see overall trade improving and economies getting back on track. The vaccination drive is picking up pace worldwide, and this is going to be the single most important aspect to bring trade – and life - back to normal.” He added, “We have also seen accelerated transformation in the last year – developments that would have otherwise taken several years took just a few months. Continued efforts to increase digitalisation, improve ease of doing business, create favourable conditions for global trade and dedicated investments in improving infrastructure will propel India’s import and export growth in the medium to long term.”

Exporters may have to wait longer to get RoDTEP benefits Difference emerges between Commerce & Finance Ministries Cont’d. from Pg. 3 Sources privy to the development said differences between the Commerce and Finance Ministries over the quantum of benefits to be released under the scheme is expected to delay finalisation of refund rates for various product categories, affecting finalisation of contracts by exporters. The new scheme, which replaced the MEIS (Merchandise Exports from India Scheme), is applicable with effect from January 1, 2021. But in absence of rate of benefits finalised by the Commerce Ministry, exporters continue to remain in dark, resulting in delays in also a few export bound shipments, said some exporters who did not want to be named. Sources said that the G.K. Pillai panel set to finalise rates under the scheme for thousands of products has suggested a
design that may raise annual RoDTEP benefits to the tune of Rs 30,000 crore. The Finance Ministry, sources said, wants the annual benefits to be capped at around Rs 13,000-15,000 crore. This has prevented the Commerce Ministry from finalising the scheme as comments from the Revenue Department had not yet been received. The government has budgeted only Rs 13,000 crore for the RoDTEP scheme for FY22, which is way below the scheme’s initial estimated annual cost of Rs 50,000 crore. Also, it is only a third of the Rs 39,097 crore the government approved for exporters in FY20 under the MEIS for many sectors. Industry experts and former ministry officials said that with the government’s focus on productivity linked incentives (PLIs) and other stimulus measures announced as part of Atmanirbhar Bharat
package, RoDTEP may have to be operationalised with a smaller budget. The RoDTEP is designed to reimburse the input taxes and duties paid by exporters, including embedded taxes, such as local levies, coal cess, mandi tax, electricity duties and fuel used for transportation, which are not exempted or refunded under any other existing scheme. The scheme was brought about with the intention to boost exports which were relatively poor in volume previously. A smaller budget for it would mean that sectors outside the textiles would be left with little or no benefits. As the reimbursement scheme for the textiles sector, RoSCTL, will get subsumed in RoDTEP once it is launched, an estimated outgo of Rs 7,500 crore will have to be set aside only for it.

Dhamra Port all set to become Industrial Hub BHUBANESWAR: The vision of Chief Minister Naveen Patnaik of port-led industrial growth in Odisha is turning to reality with Dhamra and Gopalpur Ports making headway as large deep ports on the East coast. Reviewing the progress made so far during a high-level review meeting, Chief Secretary Suresh Chandra Mahapatra directed the Bhadrak Collector to protect the land adjoining the ports for the development of industrial hub and townships. Sanjay Singh, IDCO Chairman and Managing Director who present in the meeting, was advised to acquire the
land and develop the sites for industrial use in coming years. Mahapatra said, “With quantitative and qualitative growth of Dhamra port, railway and road connectivity and coming in of the LNG Tank near the port, the area is rapidly heading towards a port town. Master planning of the area and protection of the available land would provide further fillip to the port-led industrial development in the area”. The Chief Secretary also directed to demarcate the high tide line through ground level resurvey of the coastal regulation zone for the protection of the eco -system while planning for the development.
Manoj Kumar Mishra, Secretary Electronics and IT and Special Secretary Commerce and Transport, apprised that Dhamra port was notified by East Coast Railway in 2011 as a “full rake handling point for both inward and outward traffic”. Dhamra Port Company Ltd (DPCL) has developed three new berths taking the total berths to five. India's economy may grow at 12% in 2021: Moody's MUMBAI: India's economy is likely to grow by 12 per cent in 2021 following a 7.1 per cent contraction last year, as nearter m prospects have tur ned more favourable, Moody's Analytics said. A stronger than expected December quarter GDP growth of 0.4 per cent following a 7.5 per cent contraction in the previous three months has turned India's near-term prospects more favourable, it said. Domestic and external demand has
been on the mend since the easing of restrictions, which has led to improved manufacturing output in recent months. "We expect private consumption and nonresidential investment to materially pick up over the next few quarters and strengthen the domestic demand revival in 2021," it said. Moody's saw real GDPÂ growth of 12 per cent in the 2021 calendar year, partially due to a low base-year comparison.
"This forecast is equivalent to real G D P, i n l e v e l t e r m s , g r o w i n g b y 4.4 per cent above pre-COVID-19 levels (as of March 2020) by the end of 2021, or equivalently, by 5.7 per cent above the GDP level in December 2020 by the end of 2021," it said. It said monetary and fiscal policy settings will remain conducive to growth. "We expect the budget for fiscal 2021-2022 to drive the annual fiscal deficit to nearly 7 per cent of GDP," it said.

sustainability and growth of MSMEs by addressing issues such as technology, skill, quality products and market access. The collaborations between APEDA, which functions under Ministr y of Commerce and NSIC, which operates under Ministry of Micro Small & Medium Enterprise, also support promotion of green & sustainable manufacturing technology for the MSME clusters so as to enable units to switch to sustainable and green production processes and products. APEDA and NSIC will also facilitate participation of MSMEs in fairs of international level including B2B & B2C fairs to be organized in India and abroad and also to mutually cooperate in international business development & promotions. The MoU also entails providing
assistance available under schemes of Government of India towards capacity building of MSME enterprises for their social & environmental compliances and skilling as per international standards. Both the organisations would organize awareness programs about schemes of M S M E M i n i s t r y, a n d s c h e m e s implemented by NSIC. APEDA has been engaged with State Governments for the implementation of AEP. The States of Maharashtra, U.P., Kerala, Nagaland, Tamil Nadu, Assam, Punjab, Karnataka, Gujarat, Rajasthan, Andhra Pradesh, Telangana, Manipur, Sikkim, Uttarakhand and M.P. have finalized the State specific Action Plan for exports while the action plans of other States are at different stages of finalization.

Hapag-Lloyd reports significant earnings growth for 2020 HAMBURG: Hapag-Lloyd published its annual report with audited business results for the 2020 financial year recently. In the reporting year, Hapag-Lloyd’s earnings before interest, taxes, depreciation and amortisation (EBITDA) increased to more than USD 3 billion (approx. EUR 2.7 billion). Earnings before interest and taxes (EBIT) rose to roughly USD 1.5 billion (approx. EUR 1.3 billion). The Group net result improved to around USD 1.1 billion (EUR 935 million). The main drivers were cost savings of more than USD 500 million (approx. EUR 450 million) as well as slightly improved freight rates and lower bunker prices. “In 2020, our business was strongly influenced by the coronavirus pandemic. But we took early countermeasures on the cost side and successfully implemented our Performance Safeguarding Program. After transport volumes plummeted in the second quarter, we were able to benefit from unexpectedly strong demand for container transports in the second half of the year. Therefore, we have concluded the year with a much better result than that of 2019, and after the significant improvements achieved in previous years, we have been able to earn our cost of capital for the first time in a decade,” said Rolf Habben Jansen, CEO of Hapag-Lloyd AG. Revenues increased in the 2020 financial year by around 3 percent, to roughly USD 14.6 billion (approx. EUR 12.8 billion). This is mainly owed to a roughly 4 percent increase in the average freight rate, to 1,115 USD/TEU (2019: 1,072 USD/TEU). The transport volumes at the end of the year were slightly below the level of the previous year, at 11.8 million TEU (2019: 12.0 million TEU) or minus 1.6 percent, but clearly above the level anticipated at the beginning of the pandemic. In addition, around USD 1.3 billion of financial debt was repaid on balance (excluding IFRS 16) in 2020. The leverage
ratio (net debt to EBITDA) decreased to 1.8x and is thereby significantly below the prior-year level of 3.0x. In light of this very successful financial year, the Executive Board and Supervisory Board of Hapag-Lloyd AG have decided to propose to the Annual General Meeting that a dividend of EUR 3.50 per share be paid out for the 2020 financial year. Looking ahead, Hapag-Lloyd expects that the EBITDA and EBIT for the 2021 financial year will clearly surpass the prior-year level. This is based on the assumptions that the transport volume can be slightly increased and the average freight rate significantly increased compared to the previous year. Moreover, a significant increase in the average bunker consumption price is anticipated. This forecast remains subject to considerable uncertainty due to a number of factors, including: the above-average volatility of freight rates at this time and operational challenges, such as those caused by infrastructural bottlenecks. In addition, the further course and corresponding economic impacts of the coronavirus pandemic cannot be predicted at present. Accordingly, a detailed earnings outlook is not possible at this time. “2021 will also be dominated by the global coronavirus pandemic, and the current supply chain bottlenecks will presumably only abate significantly in the second half of the year. Thanks to continuing strong demand for consumer goods, we have gotten the current financial year off to a very positive start. However, the pandemic-related risks will remain for the time being, even if vaccination campaigns across the world hint at the first steps towards normalisation. Overall, we are sticking to our existing course: to offer our customers the best-possible service quality and to continue to grow profitably,” Rolf Habben Jansen said.
MOL to move into Ocean Shipping of Liquefied CO2 Ocean Transport Business through Investment in Norway's Larvik Shipping AS TOKYO Mitsui O.S.K. Lines, Ltd. (MOL; President & CEO: Junichiro Ikeda) has announced that it has decided to invest in Norway-based Larvik Shipping AS, a ship management company for liquefied CO2 carriers, marking MOL's first foray into the liquefied CO2 ocean transport business. Liquefied CO2 ocean transport plays a key role in carbon dioxide capture utilization and storage (CCUS) value chains as a means of effectively connecting collection sites with storage or usage sites. CCUS is drawing attention as a technology to collect and store CO2 or use it effectively, and a step toward realizing a low-carbon society. According to a report by the International Energy Authority (IEA), CCUS targets a 15% reduction in cumulative CO2 emissions by 2070. This is expected to contribute to a reduction of about 6.9 billion tons per year when carbon neutrality is achieved. Larvik Shipping has managed industrial liquefied CO2 tankers serving Europe for over 30 years, and has a strong track record in safe transport of liquefied CO2 and extensive cargo-
handling know-how. MOL will soon enter the liquefied CO2 ocean transport business, which is positioned for significant growth in step with the increasing adoption of CCUS. MOL will contribute to further expansion of the business by combining its accumulated expertise and technological capabilities in safe operation with Larvik Shipping's knowledge and solid experience. Both companies will discuss the adoption of larger ships with an eye toward expanding both upstream and downstream and in the CCUS value chain. MOL continually focuses on "Promotion of environmental strategies and development of emission-free business into a core business," as stated in the Rolling Plan 2020 management plan, to contribute to the achievement of a decarbonized society.
