Railways to introduce Freight-cum-Passenger trains to boost cargo operations

NEW DELHI: The Ministry of Railways is set to launch freight-cumpassenger trains to enhance its revenue from time-sensitive parcel and small cargo shipments, according t o s o u r c e s f a m i l i a r w i t h t h e development.

“The train will be a doubledecker model within the existing framework of dimensions freight will be transported on the ground floor, while passengers will be s e a t e d o n t h e u p p e r d e c k . The design has been approved, though some finer details are still b e i n g w o r k e d o u t , ” a s e n i o r government official said

The project was discussed with Prime Minister Narendra Modi and the Prime Minister’s Office (PMO) during a sectoral review of the railways in late 2024, with the PMO encouraging further exploration of this concept, an official added.

“The idea is to capture small cargo such as parcels and e-commerce shipments currently reliant on road transport This aligns with the ministry’s strategy to diversify its c a r g o p o r t f o l i o a n d r e m a i n competitive as a transporter,” the official said.

Freight revenue diversication

The ministry aims to achieve a target of 3,000 million tonnes of cargo by 2030. Currently, coal and iron ore collectively account for 60 per cent of Indian Railways’ freight revenue While the overall freight volume has b e e n g r o w i n g , e x p e r t s h a v e previously highlighted the need for faster growth in miscellaneous goods if the railways intends to meet its targets.

In 2023-24, the ministry set a revised target of Rs 13,227 crore from miscellaneous goods Though this represented an improvement over

2022-23 earnings, it was 6.8 per cent lower than the estimates set during the February 2023 budget.

Prototype and rollout

The Rail Coach Factor y in Kapurthala has been developing the prototype for the freight-cumpassenger train Each coach is expected to cost approximately Rs 4 crore.

“So far, the coach factory has built 10 of these coaches. A complete rake is being assembled and will be deployed on select routes based on movement patterns and cargo needs. Lessons from this initial phase will guide future scaling efforts,” the official said.

This marks Indian Railways’ first venture into the concept of cargo liners. The ministry is also exploring collaborations with India Post to capture a larger share of the courier business.

RBI liberalises Foreign Exchange rules to promote cross-border trade

MUMBAI: To encourage the use of the rupee and other currencies to settle cross-border transactions, India’s central bank took steps to further liberalise regulations under the foreign exchange management act, it said in a release last week. Indian exporters will now be able to open accounts in any foreign currency overseas to settle trade

transactions, including receiving export proceeds, and use these proceeds to pay for imports, the Reserve Bank of India said.

The RBI will permit overseas branches of authorised banks to open rupee-accounts for anyone residing outside the country and looking to settle all permissible current account and capital account transactions with

someone residing in India.

Those residing outside the country will also be permitted to settle bona fide transactions with other nonresidents by using the balance in their repatriable INR accounts. The RBI has also allowed non-resident Indians to use such balances for foreign investments, including foreign direct investment in non-debt instruments.

throughput of China’s Ningbo-Zhoushan Port ranks Top Globally in 2024

BEIJING: The Ningbo-Zhoushan Port in the eastern province of Zhejiang saw its cargo throughput exceed 1.37 billion tonnes in 2024, ranking first globally for the 16th consecutive year, according to the port.

The port’s container throughput hit 39.3 million twenty-foot equivalent units (TEUs) last year, up 11 percent

year on year, marking the highest increase in nearly seven years.

Ningbo-Zhoushan Port has more than 300 container routes, including over 250 international routes, connecting over 600 ports in more than 200 countries and regions.

The port also offers sea-rail intermodal transportation service, connecting 67 prefecture-level

regions nationwide and handling over 1.8 million TEUs in 2024.

Union Budget 2025 : India may shift focus to Railways from Road transport in infrastructure push

NEW DELHI: India will bump up spending on the modernisation of its railways in the upcoming federal budget while marginally increasing allocations to road building, two Government sources said.

Prime Minister Shri Narendra Modi’s Government has ramped up infrastructure spending, particularly on the road network, since the pandemic to drive economic growth, but execution challenges could see the focus shift to the railways, the sources said.

Finance Minister Smt.Nirmala Sitharaman will present the 2025/26 budget on Feb. 1. The sources requested anonymity as they are not authorised to speak to the media about the budget discussions India’s finance, road transport, and railways ministries did n o t r e s p o n d t o e m a i l s s e e k i n g comment.

allocations could rise to between 2.9 trillion rupees and 3 trillion rupees ($33.5 billion-$34.7 billion) for the 2025/26 fiscal year, up from 2.55 trillion rupees, a government source said.

The increase would help fund the expansion of state-run Indian Railways’ more than 68,000 km of track and a goal of adding 400 high-speed Vande Bharat trains by March 2027, as well as an in rail freight, the source said.

The road transport ministry is expecting a 3% to 4% budget increase to about 2.9 trillion rupees ($34.7 billion), after its total spending rose six-fold in a decade, a government source familiar with budget discussions, said.

India has expanded its road network by nearly 60% over the period to more than 146,000 km.

With the commissioning of the second phase of Bharat Mumbai Container Terminal (BMCT) in January 2025, another 2.4 million TEUs is added to JNPA’s total capacity The upgradation of Nhava Sheva Freeport Terminal (NSFT) in 2025 is also likely to add capacity to the port. With the growth projections of current rate, the container handling capacity upto 10.4 million TEUs.

Exuding confidence at the forecast, the Union Minister Sarbananda Sonowal said, “It is a remarkable feat for JNPA as well as for the whole of the marine sector of India. Under the dynamic leadership of Prime Minister Shri Narendra Modi ji, there has been a concerted effort to unlock value by sweating our assets. At the same time, our team has been working to create value out of idle resources while adding capacity at the same time innovative value propositions. With growing infrastructure, including creating capacity to handle larger vessels, JNPA is poised to play a crucial role as a key gateway for India’s global trade. As India’s trade volume increases, from sectors as diverse as manufacturing to textiles, from electronics to agriculture, our ports are investing in capacity building as well as creating efficient solutions to support growing container traffic. We believe that JNPA’s elevation as one of the few ports of the world to handle 10 million TEUs is a testament to the effort being put in by the Narendra Modi government since 2014 towards enabling India’s marine sector to become one of the top marine countries of the world.”

Major MoUs were signed in the presence of the Union Minister Sarbananda Sonowal for the development of the Vadhavan Port Project. A MoU between VPPL and Reliance Industries Limited allocates Liquid Jetty along with 50 acres of land at Vadhavan port under PPP model. This investment is estimated at Rs. 645 crores and is likely to be commence by 2030. Another MoU between VPPL and Dr Balasaheb Kokan Krishi Vidyapeeth Dapoli (DBKKVD) was signed for development and implementing integrated agricultural and horticultural plan for shortlisted villages in Dahanu and Palghar in and around Vadhavan In a significant step toward fostering collaboration in the infrastructure sector, a robust working partnership has b e e n e stab lishe d b e twe e n VPPL and HU DC O This partnership aims to enhance coordination, collaboration, and resource sharing, adhering to all applicable laws, rules, and regulations governing the parties As part of this agreement, M/s HUDCO has committed to providing funding of up to Rs. 25,000 Crore for the development of new ports and Public-Private Partnership (PPP) projects This strategic alliance leverages VPPL's expertise in implementing large-scale infrastructure projects and HUDCO's financial acumen to deliver impactful solutions in the infrastructure domain. This partnership aligns with the broader vision of driving sustainable infrastructure development and is expected to

catalyse significant progress in port development and other related projects, bolstering India's economic growth and global competitiveness.

Speaking on the occasion, the Union Minister, Sarbananda Sonowal said, “Our development initiatives are focused on unlocking value and monetizing potential by optimizing the use of existing assets and transforming idle resources into growth drivers. As part of the Rs. 2000 Crore capacity enhancement projects at Jawaharlal Nehru Port Authority (JNPA), Union Minister Sarbananda Sonowal today launched the development of a state-of-the-art Agro Processing Facility This pioneering initiative, with an investment of Rs. 284 Crores, marks a significant milestone in bolstering India’s agricultural trade infrastructure. Spanning 27 acres within the port complex, this one-of-its-kind facility is set to transform the processing, storage, and transportation of agricultural commodities.

Designed to handle approximately 1.2 million tonnes of cargo annually, the facility will offer comprehensive services including processing, sorting, packing, and laboratory facilities to ensure compliance with food safety and trade regulations. The facility is strategically developed to serve not only Maharashtra but also agricultural producers and traders from states like Madhya Pradesh and Gujarat, promoting seamless export-import and domestic trade of agro commodities.

Another MoU was signed to pave way for setting up of a warehousing facility in the Port area under JNPA’s initiative to monetise vacant land parcels along with capacity development. An investment of Rs. 300 crores is being fixed for the development of these ambient and temperature controlled warehousing and CFS facilities. Once fully operational, it will generate 1,20,000 TEU’s annually

Adding further, Sarbananda Sonowal said, “Investment for capacity expansion is not just about meeting today’s needs but preparing for the demands of tomorrow The vision of PM Modi ji is to ensure that India’s ports are future-ready, equipped to handle growing trade volumes and evolving global dynamics.
