NEW DELHI: Minister of State for Shipping (I/C) Shri Mansukh Mandaviya e-launched the development of Indigenous Software solution for Vessel traffic services (VTS) and Vessels Traffic Monitoring Systems (VTMS) in New Delhi. In the inaugural address, Shri Mandaviya put emphasis on the development of indigenous system as per the requirement of the country instead of relying high costing foreign made software solutions for Traffic Managements of the Cont’d. Indian Ports Association takes the limelight at the World Logistics Awards 2020

MUMBAI: In the recent World Logistics Awards 2020, held on October 14th virtually, Indian Ports Association (IPA), an apex body of Major Ports under the administrative control of Ministry of Shipping, bagged three National Award 2020 - the Excellence in Logistic & Supply Chain and Excellence in Public Sector Unit under catego-ries for Best E-Governance Implementation, Best-in-Class IT system Provider and Best IT project of the Year, all for PCS1x. IPA has demarked itself by being o ne o f the f o re r unne rs to b ring digitalization in the maritime industry. Bringing in the digital revolution via the

Indian PCS 1x in 2018 and constantly looking to improve and en-hancing functionalities - features for the maritime stakeholders, embracing new technologies such as Blockchain, building APIs for information exchange, empowering digital platforms have been few of the initiatives taken by IPA in order to facilitate the trade. It is now in the midst to grow the PCS 1x into the National Logistics Portal, a national maritime single window encompassing complete end-to-end logistic solution. Indeed, a moment of pride for the entire IPA team, Dr. A. Janardhana Rao, MD, Indian Ports Association (IPA) delivered his words of gratitude on bagging hat trick national awards for PCS1x virtually. One of the examples of the dedicated efforts of IPA for facilitating trade and gover nance obser ved during the

challenges caused by the pandemic was the immediate solutioning for submissions of paper bills of lading introduced in PCS and services for exchange the same are made available, therefore reducing health risks for bottlenecks caused during the handling of a hitherto paper-intensive process for Export-Import Cargo at Ports.

Go ‘swadeshi’, end Imports and increase Exports: Nitin Gadkari NAGPUR: Union Minister Nitin Gadkari has made a pitch for ‘swadeshi’ (indigenous) production and said imports need to end, while exports should increase. He also suggested setting up of an “import substitute and export- oriented department” with separate funds earmarked for it. The senior BJP leader said the department should work on the principles of ‘swadeshi’ and

‘swavalamban’ (self-reliance) and guide the economy. He was speaking at a virtual programme organised by the Swadeshi Jagran Manch, in which firms that did not retrench workers during the coronavirus-induced lockdown were felicitated. “I feel imports need to end and exports should be increased through the promotion of import-substitute goods,” he said.

Trade and Industry in Punjab under huge stress due to the ongoing protest of farmers : FIEO NEW DELHI: The ongoing protests by the farmers across Punjab against the newly i m p l e m e n t e d Farm/Agriculture Bill 2020 has been immensely affecting the businesses across the State of Punjab, said Mr Sharad Kumar Saraf, President, FIEO. The movement of containers, both by trains and road, from various ICD's across Punjab and to the State has been halted creating huge setbacks not only to the domestic industry but also to the overall exporting community. FIEO Chief added that the trade and industry in Punjab is already under tremendous pressure and the exporting fraternity is the worst hit as a large number of orders have already got cancelled due to the Covid-19 pandemic outbreak and now the ongoing protest by farmers across the State has brought almost ever ything to stand still especially for exporters. The protesting

farmers are not allowing movement of goods, which is further causing delay in shipments and timely deliveries of consignments to their overseas clients, which may result in cancellation of export orders and will also affect the future prospect of state's exports, added Mr Sharad Kumar Saraf. President FIEO also said that not only the exporters, the importers are also facing a very difficult time, as a large number of import containers are stuck up at various ports or are in transit. Talking about the volume of export containers that are stuck up at various ICD across Punjab, Mr Saraf said that approximately 4000 TEU's export containers with goods value of about Rs 2000 Crores have been blocked due to the ongoing crisis. On the imports front, containers worth in volume terms of more than 3500 TEU's including both loaded and empty are either stuck in transit or are waiting at ports. Further Mr Saraf added that the hampered

movement of container trains has resulted in piling up of export containers in large numbers at various ICDs. Looking at the ongoing situation, exporters have also requested the Railways to return their containers from the trains stuck in transit so that the same can be sent via roads. However, the Railways is asking for an exorbitant amount as penalty (as high as 150%) which is further adding to the pains of the exporters during such challenging times. The Federation, on behalf of overall trade and industry and especially the exporting community, urges the government both at the Centre and in the State of Punjab to immediately intervene and take some urgent steps to at least clear the blocked railway tracks by the agitating groups, convincing them to take peaceful means of protests, rather than disrupting the entire state economy by blocking key railway routes.

Cont’d. from Pg. 1 Shri Mandaviya said that aligning with the vision of ‘Aatma Nirbhar Bharat’ of Prime Minster Shri Narendra Modi, ‘Made In India’ VTS and VTMS software will pave the way for ‘Make for the world’ vessel traffic management systems. VTS and VTMS is a software which determines vessel positions, position of other traffic or meteorological hazard warnings and extensive management of traffic within a port or waterway. Vessel Traffic Services (VTS) contribute to safety of life at sea, safety and efficiency of navigation and protection of the marine environment, adjacent shore areas, work sites and offshore installations from possible adverse effects of maritime traffic. Vessels Traffic Management Systems are installed in some of the busiest waters in the world, and are making valuable contribution to safer navigation, more efficient traffic flow, and protection of the environment. Traffic flow in busy approach routes, access channels, and harbours can be coordinated safely, in the best interest of port and its users. Incidents and emergency situations can be dealt with quickly. Data from traffic movements can be stored and used as reference information for port administration, port authorities, coastguards and search and rescue services.

VTMS is mandatory under IMO Convention SOLAS (Safety of Life at Sea). The VTMS traffic image is compiled and collected by means of advanced sensors such as radar, AIS, direction finding, CCTV and VHF or other co-operative systems and services. A modern VTMS integrates all of the information into a single operator working environment for ease of use and in order to allow for effective traffic organization and communication. Presently, India has approximately 15 VTS systems operational along the Indian Coast and there is no uniformity of VTS software as each system has its own VTS software. With the indigenous software development in progress the recent positive cooperation with office of Director General of Light and

Lighthouses (DGLL) on joint development of the indigenous VTMS software development as part of the Aatmanirbhar Bharat initiative will strengthen the cooperation in this area. At the same time, it will benefit the port sector, both in India and region. It is expected that a prototype system will be developed in Ten-month time for testing and to operate as a parallel system until it is robust for day to day operations.

Development of the indigenous VTS software will reduce the expenditure of foreign exchange on this issue and also minimize the dependence on foreign support for VTS software. Accordingly, indigenous development of VTS software will benefit with respect to: i. Saving of foreign exchange for various VTSs in India. ii. VTS Software can be provided to Indian trade friendly nations viz. Maldives, Mauritius, Myanmar, Sri Lanka, Mauritius, Bangladesh and Gulf countries. iii. Will also minimize the cost for future upgradations of software. iv. Shall be easier to interconnect with MIS/ERP softwares of ports. v. Availability of Indian VTS software shall make Indian companies to be competitive commercially in global bids.

Implementation of National Maritime Domain Awareness programme of Indian Navy and NCVTS by DGLL – a real time, interactive aids to navigation system for coastal shipping shall become feasible with Indian VTS software at low cost. Ministry of Shipping has sanctioned an amount of Rs. 10 Crore to IIT, Chennai for development of indigenous VTS software. Senior officials of the Ministry of Shipping, Chairpersons of the Major Ports and representative of IIT, Chennai were also present through virtual means during the event.

Kolkata Port unveils new logo, completes 150-year celebrations KOLKATA : The Kolkata Port Trust, rechristened as the Syama Prasad Mookerjee Port (SMP), recently unveiled a fresh logo which will go with the new name. Port Chairman Vinit Kumar launched the new logo at the closing ceremony of its 150-year celebrations held at Belur Math, the headquarters of the Ramakrishna Math and Mission. “The graphic shows a sailing vessel to indicate the age and two shades of blue, a colour that signifies the oceans to establish the logo as that of a port,” the SMP said in a statement. “The graphic in its entirety communicates a smart and contemporary image of Syama Prasad Mookerjee Port, Kolkata

mirroring its modern infrastructure and dynamic service ethos,” Kumar said in his address. Prime Minister Narendra Modi in January rechristened Kolkata Port Trust after Jan Sangh founder Syama Prasad Mookerjee who was also an eminent jurist, academician and a thinker. The closing ceremony of the port’s sesquicentennial celebration was held in a lowkey manner, and the attendance was kept small given the Covid19 pandemic, officials said. Senior monks of the Ramakrishna Mission including its President Swami Smaranananda and General Secretary Swami Suvirananda were present virtually.

ADB, India sign $177 million loan for State road improvements in Maharashtra NEW DELHI / MUMBAI: The Asian Development Bank (ADB) and the Government of India today signed a $177 million loan to upgrade 450 kilometers (km) of state highways and major district roads in the state of Maharashtra. The signatories to the Maharashtra State Road Improvement Project were Shri Sameer Kumar Khare, Additional Secretary (Fund Bank and ADB), Department of Economic Affairs in the Ministry of Finance who signed for the Government of India, and Mr. Kenichi Yokoyama, Country Director of ADB’s India Resident Mission who signed for ADB. After signing the loan agreement, Shri Khare said the project will improve connectivity between rural areas and urban centres in the state enabling rural

communities to better access markets, employment opportunities and services. Improved mobility will expand development and livelihood opportunities outside of the state’s major urban centers to second-tier cities and towns thus reducing income disparities. Mr. Yokoyama said that the project will also strengthen road safety measures by developing a road safety audit framework that will protect vulnerable groups such as the elderly, women, and children, following the international best practice. Another feature of the project is to update road maintenance system by encouraging 5year performance-based maintenance obligations to contractors to sustain asset quality and service levels. Overall the project will upgrade 2 major district roads and 11 state

highways, with combined length of 450 km, to 2-lane standard across seven districts of Maharashtra, and improve connectivity to national highways, interstate roads, seaports, airports, rail hubs, district headquarters, industrial areas, enterprise clusters and agricultural areas. The project will also focus on training the Maharashtra Public Works Department project staff to build their capacity inclimate change adaptation and disaster resilient features in road design, road maintenance planning and road safety. ADB is committed to achieving a prosperous, inclusive, resilient, and sustainable Asia and the Pacific, while sustaining its efforts to eradicate extreme poverty. Established in 1966, it is owned by 68 members—49 from the region.

Open to imparting more stimulus to economy: FM Sitharaman NEW DELHI: Finance Minister Nirmala Sitharaman recently indicated that the government might unveil another round of economic stimulus at an appropriate time this fiscal. She also hinted that the strategic sectors identified for a nearcomprehensive privatisation policy would be made public soon. “I have not closed the option to come out with another stimulus,” she said responding to a question at an event in Delhi. “Every time we have announced one, it’s been after a lot of consultations…then we sit and work it out within the ministry, with the PMO and then, take a final call,” the minister said. Batting for more fiscal spending, chief economic adviser Krishnamurthy V Subramanian last week said a boost to the infrastructure and employmentrelated programmes like the creation of

an urban job guarantee programme would help pep-up consumption demand. The Covid-ravaged economy will likely shrink by a record 9.5% in the current fiscal, Subramanian said, as he agreed with the central bank’s latest assessment of the magnitude of growth slump. “We have only now started doing some kind of an assessment (on GDP) because we waited for the commencement of the second half (H2FY21), which is just started…..we will have to come up with a statement (on GDP growth/contraction for FY21),” Sitharaman said after she released “Portraits of Power” a book, authored by 15th Finance Commission chairman N K Singh. According to the privatisation policy announced by Sitharaman recently, at least one enterprise in a ‘strategic sector’ will remain in the public sector,

To m i n i m i s e w a s t e f u l administrative costs, the number of enterprises in strategic sectors will ordinarily be only one to four, others will be privatised or merged or brought under holding companies. While the Modi-government has already initiated strategic disinvestment, the new policy will give a comprehensive framework and provide the ground for a road-map of privatization for years to come.

Major Container Ship Newbuilding unlikely despite record freight rates : S&P Global MANHATTAN: Newbuilding orders for container ships could remain stagnant despite freight rates surging to record high levels this year as shipping firms pursue a strategy of limiting capacity. As the economic outlook for the sector remains uncertain and environmental regulations place new requirements on ships, it makes more sense for container lines to charter or buy existing ships rather than build new ones, according to a panel at the New York Maritime Forum virtual event on Oct. 15. “Over the next two-three months, there is immense uncertainty and we will see more time charter deals emerging,” said Jerry Kalogiratos, CEO of Capital Product Partners, owner of 13 Container Ships. “Today’s order book around 8% is one of the lowest we have seen. Order books of 30%-40% in the past of came after periods

of strong rate growth.” Platts Container Index, a weighted average of 12 container rate assessments covering major shipping routes around the world, climbed to the highest level since the index was launched in 2017 at $1,759.48/FEU on Oct. 1 and was only slightly lower at $1,731.04/FEU on Oct. 15. But limiting container car r ying capacity, along with resurgent demand in the second half of 2020, allowed for these rates to be achieved, said George Youroukos, executive chairman of Global Ship Lease, owner of 43 container ships. “When companies make so much money by controlling capacity, it’s not something that will go away. This strategy of not ordering new ships will keep capacity under control,” Youroukos said. “They should keep the strategy that brought these amazing returns.”

The cost of building ships has increased alongside fresh scrutiny of carbon emissions from the shipping industry, making it difficult to determine the viability of a new ship over its lifetime. China’s GDP expanded 4.9% in the Third Quarter SHANGHAI: China’s gross domestic product numbers tend to spark debate as to whether they are an accurate reflection of the true state of growth in the world’s second-biggest e c o n o m y. T h e r o b u s t t r e n d i n commodity imports suggests they are. China’s GDP expanded 4.9% in the third quarter, after rising 3.2% in the second, according to official data released recently. This was worse than a Reuters poll ahead of the data, which forecast quarterly GDP would expand by 5.2%.

However, other economic data released show the economic recovery appears fairly broad-based, with retail sales growing 3.3% in September from a year earlier, speeding up from a modest 0.5% rise in August and posting the fastest growth since December 2019. Industrial output grew 6.9% in September after a 5.6% rise in August, while fixed-asset investment rose 0.8% in the first nine months from a year earlier, after dipping 0.3% in the first eight months. China’s economic data is sometimes greeted sceptically by analysts, who

question whether the numbers are massaged in order to fit the prevailing narrative of the country’s authoritarian Communist Party rulers. Perhaps a better way to use the data is to focus less on the actual numbers, and more on the trends and movements in the data, something that gives insight into where the economy has been and where it is most likely heading. In that case, what the latest tranche of economic numbers show is that China is achieving the much-vaunted V-shaped recovery from the novel coronavirus pandemic.

Rajshahi in Bangladesh to get a River Port to boost trade with India DHAKA: A river port is going to be set up in Godagari upazila of Rajshahi district within a month, aiming to ease transportation of goods through waterways with India. Goods will be brought to Sultanganj of the upazila from Maya Port of Murshidabad in India via the Padma River. Chairman of the Bangladesh Inland

Water Transport Authority (BIWTA) Commodore Golam Sadeq recently visited Sultanganj, a possible site in Godagari upazila, to start the activities of the proposed river port. He also visited the border area in the Padma River in a speedboat and exchanged views with officials of the local administration and public representatives.

Speaking at the meeting, the BIWTA chairman said both the countries would be benefitted from the launch of the waterway through Godagari. “We have inspected everything, including the navigability of the river,” he said. The BIWTA chairman went on saying, “There’re huge potentials…we want to launch this waterway on an experimental basis within a month.”

Oilmeals Export rises 1% on year in first half of current fiscal NEW DELHI: Solvent Extractors' Association (SEA) of India stated that India's export of oilmeals for the month of September 2020 is provisionally reported at 286,957 tons

compared to 141,184 tons in September, 2019, reporting near doubling of exports. The overall export of oilmeals during April to September 2020 has

recovered and is provisionally reported at 1,300,134 tons compared to 1,287,479 tons during the same period of previous year i.e. marginally up by 1%.

Gold Imports down 57% to USD 6.8 billion in H1 FY21 NEW DELHI: Gold imports, which have a bearing on the current account deficit (CAD), plunged 57 per cent to USD 6.8 billion (around Rs 50,658 crore) during the first half of this fiscal amid a slump in demand due to the COVID-19 pandemic, showed data by the Commerce Ministry. In the corresponding period a year ago, gold imports stood at

USD 15.8 billion (about Rs 1,10,259 crore). Similarly, silver imports during April-September 2020 too dipped 63.4 per cent to to USD 733.57 million (about Rs 5,543 crore), the data showed. The decline in gold and silver imports has helped in narrowing the country's trade deficit, difference between imports and exports, at USD 23.44 billion during April-September

2020-21 as against USD 88.92 billion in the year-ago period. India is the largest importer of gold, which mainly caters to demand of the jewellery industry. In volume terms, the country imports 800-900 tonnes of gold annually. Gems and jewellery exports declined by about 55 per cent to USD 8.7 billion in April-September 2020 amid the pandemic.

UK Govt to go ahead with plans to establish Freeports across the UK to boost trade LONDON: The Government has reconfirmed its commitment to establishing freeports across the UK in an effort to increase trade and investment, boost innovation and create jobs. In response to its earlier freeports consultation which closed in July, the Government has provided further clarity on how freeports in the UK will operate and provided details on the process to establish them. Freeports operate as secure customs zones, usually located at ports, where business can be carried out inside a country’s land border, but where different customs rules apply.

Other freeports around the world offer a mixture of customs flexibilities; reliefs from duties, import taxes and administrative burdens; tax measures to incentivise private investment; regulatory flexibilities; and investment in infrastructure. The UK is opting for a bespoke freeport model designed to create national hubs for trade and investment, promote regeneration and job creation, and encourage innovation. To achieve these objectives, the Government proposes five sets of measures – customs, tax reliefs, planning, regeneration funding and innovation. The UK freeport model will require a

primary customs site designated in or near a port (seaport, airport or rail port) within which the customs benefits will apply. Additional freeport subzones may also be permitted to enable multiple sites to benefit from the freeports customs model. Freeports will also include a defined site within which freeport tax reliefs will apply – operating in a similar way to existing Enterprise Zones. The purposes of the reliefs will be to incentivise business investment in capital assets and employment. However clear eligibility criteria will apply to prevent tax evasion and avoidance.

Deendayal Port commissions 5 KM power line to supply power to SIPC area GANDHIDHAM: Shri S. K. Mehta, Chairman, Deendayal Port Trust (DPT), on 17.10.2020 inaugurated a power distribution line of about five (5) KM for supply of power to Smart Industrial Port City (SIPC) area. This is the first instance of DPT supplying HT power to consumers outside the port area. DPT is developing one of India's first SIPC within Gandhidham - Kandla. This SIPC area is being developed to realize the aim of Hon’ble PM Narendra Modi's Sagarmala vision of accelerating economic development in the country by harnessing the potential of India's coastline. The five (5) KM power distribution line inaugurated recently shall be used to supply electricity to the two (2) nos. new consumers i.e. AEGIS Logistics Limited and Emami Agrotech Limited. Presently, the power requirement of these consumers is expected to be around 1700 kVA and is expected to increase to 9000 kVA. The initial additional revenue from the sale of this power is expected to be around Rs. 9 Crores per annum for DPT and is expected to increase to around Rs. 25 crores per annum with stabilization of business processes of these consumers and addition of new consumers. DPT, being the Distribution Licensee, is also working with its consultant, PTC India Limited, to further augment and

DPT has already started the process of development of similar power lines along with development and upgradation of substations. The Deputy Chairman, the FA&CAO, the TM, the CME(I/c) also attended the said inauguration along with other senior officials from DPT, PTC India Limited and the consumers Aegis and Emami.

DCSA Publishes Standard Data Denitions to enable Just-in-Time Port Calls DCSA launches Just-in-Time Port Call programme to facilitate vessel speed optimisation and reduce CO2 emissions AMSTERDAM: Digital Container Shipping Association (DCSA), a neutral, non-profit group established to further digitalisation of container shipping technology standards, in conjunction with its nine member carriers, recently published standard data definitions for the port call process. This is the first publication of the DCSA Just-in-Time (JIT) Port Call programme. By moving container shipping towards a JIT port call process, DCSA port call standards will enable container ships to optimise their steaming speed, thereby lowering fuel consumption and reducing CO2 emissions. To provide a global industry framework that preserves existing investments, DCSA port call data definitions align with IMO and ITPCO Just In Time (JIT) Arrival Guide standards. This is one of many initiatives to be put forth by DCSA to accelerate digitalisation through a unified industry effort. The DCSA Port Call Data Definitions can be freely downloaded from the DCSA web site. The definitions will allow carriers, ports and terminals to exchange event data in a uniform way, enabling digital planning and operational optimisation. Widespread adoption is the first step towards achieving a digital, global, transparent, just-intime port call ecosystem. Subsequent releases of DCSA’s JIT Port Call programme will include API definitions for automating the exchange of event data. “Our ability to provide more innovative, efficient and sustainable operations is a strategic advantage for our port,” said Erwin Verstaelen, CDIO for Port of Antwerp. “Just-in-time port calls enabled by DCSA digital standards will play an important role in helping ensure that these attributes are a core part of our infrastructure. This means capacity, equipment and staffing can be more accurately estimated and planned. We applaud DCSA’s initiative to develop standards that will enable greater port call efficiency and appreciate the opportunity to contribute to shaping them. TIC4.0 is committed to working with stakeholders, including other standards bodies such as ITPCO, to develop standards that will improve operational efficiency for terminals and other adjacent parts of the supply chain. As part of our commitment we encourage players in our industry to join and support the work.” “The JIT port call will streamline a number of key processes for industry stakeholders, and it will also benefit the environment,” said Thomas Bagge, CEO DCSA. “Enabling a vessel to optimise its speed during the voyage to arrive just in time at the Pilot Boarding Place, when berth availability is ensured, will significantly reduce the amount of fuel consumed. Achieving this will require digital collaboration between carriers, ports and terminals. The Year 2020 has been an “Incredible Year” for Container Industry feels Jeremy Nixon, CEO of ONE Cont’d. from Pg. 1 Mr Nixon said that ONE moves around 13m containers a year, on board 250 ships, and has 10,000 staff at sea and 10,000 on shore, so it had been an “incredible task” when, in April, the company was forced into remote working. But now systems and digital tools were a lot better, which had been “a big tick” for the industry this year, he added. The task now, he said, was accommodating the big bounceback in customer demand. “We are now in October, and it’s unbelievable,” Mr Nixon said. “We’re sold out – the ships are 100% full, the containers are 100% full, you can’t get a container and you can’t pick up a ship from the spot market. The whole container shipping cycle is working at absolute full pelt, and our job is trying to keep the network going.” And fresh operational hurdles are emerging at numerous

port congestion hotspots, he added. “With everything deployed, the ports are getting jammed up. Some have fewer workers because of Covid regulations, we have fewer truckers on the road and railroads are impacted, so we’re starting to see bottlenecks in that container supply chain.” Furthermore, the crew change crisis is still unresolved, and Mr Nixon issued a rallying call for governments to do more for the 300,000 seafarers in need of repatriation, many having served far longer than their contract terms. “We’ve got to get these people back,” he said. “The ICS and IMO have done a fantastic job in highlighting the issue and coming up with protocols and procedures, but there’s a lot of stickiness at the local level, in terms of ports and trying to get flights sorted. “Governments, please work with us; please help us, help us get our crews home and help us keep the global economy going.”
