Prime Minister to release Maritime India Vision 2030 next month NEW DELHI: Setting up a Rs 25,000 crore Maritime Development Fund (MDF) and a pan India port regulatory authority are among the highlights of the Maritime India Vision 2030, a ten-year blue-print for the Country’s maritime sector, to be released by Prime Minister Narendra Modi at the Maritime India Summit slated for November. Maritime India Vision 2030, the latest avatar of the ‘Sagarmala’ program, outlines a raft of policy initiatives and development projects involving an investment of Rs 3.5 lakh crores to double cargo volumes to 2,600 million tonnes (mt), which will help create over 2 million additional jobs (direct and indirect) and unlock additional annual revenue of about

Rs20,000 crore for state-owned major ports. The MDF seeks to provide low cost, long tenure financing to the sector with the Central government chipping in with a Rs 2,500 crore support to the fund over 7 years, according to the Vision document. This is part of a plan to promote shipping tonnage (capacity) under the Indian flag. The planned Indian Port Regulatory Authority will be set up under the new Indian Ports Act (to be enacted by re-writing the more than a century-old Indian Ports Act 1908) for enabling oversight across major and non-major ports, enhance institutional coverage for ports and provide for structured growth of the ports sector to boost investor confidence. PUBLIC NOTICE NO. - 135/2020 Sub. : Faster assessment and clearance of goods under Faceless Assessment- reg. Attention of Importers, Exporters, Customs Brokers, Shipping Lines/ Agents, Logistics Service Providers, CFSs Custodians, Trade, Customs Staff and all other stakeholders is invited to CBIC’s Circular No. 45/2020-Customs dated 12.10.2020 issued vide F. No.450/26/2019-Cus. IV(Pt) and ICES Advisory No.-38/2020 dated 14.10.2020 issued by DGoS, ICES. Reference is also invited to CBIC Circular No.40/2020-Customs, dated 04.09.2020 stipulating the rollout schedule for implementation of Faceless Assessment pan India by 31.10.2020. The CBIC Circular Nos. 28/2020-Customs, dated 05.06.2020, 34/2020-Customs, dated 30.07.2020 as well as JNCH’s Public Notice Nos. 96/2020 dated 31.07.2020 and 117/2020 dated 12.09.2020 related to Faceless Assessment may also be kindly referred to. 2. As the prompt and timely assessment of Bills of Entry and clearance of imported consignments are key objectives of Turant Customs, these issues have been examined and remedial measures have been identified and prescribed for Faceless Assessment. 3. FAG officers in Mumbai Customs Zone-II, Nhava Sheva are working throughout the week for assessment and clearance of goods under Faceless Assessment to ensure that there is no delay on their part. Further, it has also been decided that all Saturdays (except second Saturday) will be working days for all the FAGs at JNCH and, that, on second Saturdays, Sundays and Holidays FAGs will work on rotation basis as devised by NACs(National Assessment Centres), to fulfil the overall objective of Faceless Assessment. However, it is felt that some extra diligence and proactive action by the Trade will further facilitate faster clearance of Bills of Entry in the current regime of faceless assessment. 3.1 In this regard, Trade is advised to adhere to the following tips for faster assessment and clearance of the goods in faceless assessment:i. Upload all supporting documents under e-sanchit while filing the BE. ii. Study the compliance requirements for the goods imported and upload all the required documents under e-Sanchit in support of the claim of meeting those requirements. This will reduce queries by assessing officer. iii. Upload Product catalogues/Product Data Sheet/ User manual/ Technical write-up etc to ensure correct classification of goods. iv. Study the conditions listed against the notification for claim of notification benefit, and ensure that documents defending the claim are filed along with the B/E. v. Upload the additional documents on e-sanchit and tag IRN with BE. 3.2. Trade is further advised:i. to feed all the details/information etc. needed for assessment at the time of filing of BE and to indicate end use of consignments viz. time-sensitive/urgent consignments such as lifesaving drugs, security/defence related consignments etc. imported by Government and its agencies/PSUs etc in the B/E for easier identification of such consignments, so that PAG/FAG will clear above consignments on priority basis. ii. to provide complete details/specifications/ description/brand/name/model/technical literature/mandatory documents essential for assessment. Further, it is advised to upload and link all the relevant and supporting documents at the first instance to avoid queries and delays. This may enable the assessing/appraising officers to view all the supporting documents so that un-necessary queries may be avoided. iii. to opt for Continuity Bond option as mentioned in Para No. 9..1.2 of JNCH’s Public Notice No.-117/2020 dated 12.09.2020, to avoid fresh registration of Bond every time during filing of bill of entry in cases where the importer has prior knowledge that there is a requirement of execution of Bond or Bank guarantee for the assessment of the said bill of entry, such as in the case of a warehouse bill of entry or where the importer has sought provisional assessment or where a claim to any concessional rate of duty or exemption under duty remission/exemption schemes is subject to filing of Bond/ Bank Guarantee. 3.3 It is brought to the notice of the Trade that as of now E-sanchit has more than 300 pre-defined codes for all necessary documents. Hence importer/custom Broker may proactively upload all the requisite documents as are required for supporting self assessment and which are already enabled in e-sanchit for uploading. 3.4 Instances have been reported where the assessment of the Bills of Entry involving export benefit license or where a bond is given mandates a requirement of 100% Bank Guarantee(BG) by default and the Bills of Entry are recalled by the appraising officers at the Port of Import for removing the BG requirement. This happens when the BG% percentage was given as 100 or left blank (null) at the time of registering the corresponding bond in System. Wherever the correct BG % has been entered during the bond registration, only that gets applied as default BG % for the corresponding Bill of Entry. To avoid repeated recall and reassessment, it is advised that the actual applicable percentage of BG associated with the bond may be entered in the Bond Management module in System. In case no BG is required, the BG% should be expressly given as zero (0) instead of leaving blank. This way, the System will appropriately mandate the actual BG % during the assessment. 3.5 Filing amendment for adding Supporting Docs to a Bill of Entry :- Instances have been noticed where an importer uploads additional documents in e-Sanchit for a Bill of Entry after its submission but does not file corresponding amendment for that Bill of Entry to tag the additional documents. In such a case, the additional documents do not become available to the assessing officers. So, Trade is advised to upload the additional documents on e-sanchit and tag IRN with BE. 4.1 It is informed to the Trade that vide JNCH’s Public Notice No.-132/2020 dated 13.10.2020, it has been decided that the “Turant Suvidha Kendra (TSK)” at Nhava-Sheva will act as “Facilitation Helpdesk” for any grievance related to clearances of the B/E filed in the port. Accordingly, for redressal of any gievance related to clearance of the Bill of Entry pertaining to Mumbai Customs Zone-II, JNCH, Nhava-Sheva, the Importers/Exporters/Customs Brokers/Stake-holders may contact the Supdt./Appraising Officer, Turant Suvidha Kendra, JNCH, Nhava-Sheva. CMA CGM unveils enhanced EURAF 1 service MARSEILLE: CMA CGM has strengthened its EURAF 1 ser vice, connecting Europe and the Mediterranean to West African markets. The updated service will run under the following rotation: Dunkerque – Tilbury – Antwerp – Vlissingen – Dunkerque – Le Havre – Montoir – Tanger – Algeciras – Dakar – Tema – Abidjan – Dakar – Algeciras – Dunkerque. As of mid-October 2020, the enhanced EURAF 1 service will offer a direct call at Tema, Ghana with improved transit times, which translates to a gain of seven days. Tema will be reached in 20 days from Antwerp, 19 from Vlissingen, 21 from Rotterdam, 18 from Dunkerque and 22 from Tilbury. At the same time, there is a direct service to Northern Europe with Dunkerque being reached in 16 days, Le Havre in 24 days and Antwerp in 19 days.

In addition, inland services to Burkina Faso and Niger are offered t h r o u g h Te m a g a t e w a y , according to a CMA CGM announcement. The first vessel to sail under the new rotation is the 2010-built boxship CMA CGM Africa Four with a nominal capacity of 3,650TEU, which is expected to start its journey from Europe on 14 October.

MSC upgrades Golden Horn service G E N E VA : M e d i t e r r a n e a n S h i p p i n g Company (MSC) has announced the enhancement of its Golden Horn service, which launched in August 2020, with the addition of new calls. The Swiss shipping company will extend the service’s coverage with fresh calls at Incheon in South Korea, and three key ports in northern China. The full rotation of the updated Golden Horn service will be Shanghai – Ningbo – Busan – Vladivostok – Vostochniy – Busan – Qingdao – Dalian – Xingang – Incheon – Shanghai. The first sailing ship on the new rotation will be the 17-year-old container vessel Charintia with a capacity of 2,826TEU on voyage HX44R, with an estimated date of departure from Vladivostok on 30 October 2020.

Swire Shipping Offers Fixed-day Fortnightly Service connecting North Asia with Papua New Guinea, Australia CHENNAI: Swire Shipping will operate its North Asia Express (NAX) service on a fixed-day fortnightly basis from November 2020 to better serve customers in the Asia-Pacific region. According to a media statement, the newly upgraded service will connect North Asia with Papua New Guinea and Au st r a lia wit h a ma r k e t - le ading frequency of 14 days and will be supported through the deployment of Swire Shipping’s 2,750-TEU newbuild vessels. The fixed-day fortnightly service offers market-leading transit times to and from major ports in North Asia, Papua New Guinea and Australia. It will be tasked with national port planning as well as development of new ports, regulation of functioning and practices of scheduled ports, act on complaints and resolve disputes between major and non-major ports, anti-competition etc. The coastal states will have to concur with this proposal but are unlikely to lend support as it would curtail their freedom to develop ports under their watch, an industry consultant said. Modi is also expected to re-name the Shipping Ministry while releasing the Vision document, government officials said. The Vision document says that the government would build three mega

major ports each with a capacity to handle over 300 million tonnes (mt) of cargo, raise the level of Indian cargo transhipped within the country to over 75 per cent from 25 per cent, reduce the vessel related charges at major ports which are 2-6 times higher than global ports, deepen the draft to 14-18 metres based on cargo profile and vessel calls with at least three major ports to have a depth of over 18 metres. The Vision suggests tapping the over 15,000 acres of land owned by major ports to accelerate port-led industrialization for which a revised land use policy is being finalised by the Shipping Ministry. It calls for extending low cost, longterm financing for inland vessels with

the support of a Riverine Development Fund (RDF) and for extending the coverage of the tonnage tax scheme (applicable to ocean going ships and dredgers) to inland vessels also to enhance the availability of such vessels. The Vision document emphasise the need to move towards a landlord model for major ports, cut maritime logistics cost and time, monetise non-core assets of major ports, develop coastal shipping to reduce overall logistics costs and raise the share of Indian seafarers in the global shipping industry to over 20 per cent from 12 per cent. T h e E a s t e r n Wa t e r w a y s Connectivity Transport Grid project to develop regional connectivity with Bangladesh, Nepal, Bhutan and Myanmar also forms part of the Vision.

China passes new Export-control law restricting sensitive Exports, following US move BEIJING: China passed a law restricting exports of controlled items, allowing the government to act against countries that abuse export controls in a way that harms China’s interests, state media said. The Xinhua news report did not name any target countries, but the United States last month angered Beijing with curbs on exports to Semiconductor Manufacturing International Corp, China’s biggest chipmaker, and it has taken various

steps against Huawei Technologies Co and other companies. China and the United States have clashed over issues including trade, human rights, technology and the new coronavirus, which was first detected in China. The new Chinese law, passed recently by the National People’s Congress Standing Committee, the Country ’s top legislative body, will take effect on Dec. 1, Xinhua said.

Controlled items include military and nuclear products, as well as other goods, technologies and services and relevant data, according to a statement on the National People`s Congress website. It said the law was “formulated for the purpose of safeguarding national security and interests.” In August, China`s commerce ministr y issued a revised list of technologies that are banned or restricted for export.

Kerala gears up to Export bananas to European market through sea COCHIN: For the first time in the state, a select group of banana farmers in Thrissur have undertaken the cultivation of ‘Nendran’ bananas, while adhering to specific protocols that are aimed at solely exporting their produce to European markets. Also for the first time, the bananas are being transported via the sea instead of by air as was the practice. The move will bring down the export cost from Rs 80-100 per kg to Rs 10-15 per kg. Vegetables and Fruits Promotion Council Keralam (VFPCK), the nodal

government agency coordinating with the farmers for the project, has tied up with Tiruchirappalli-based National Research Centre for Bananas (NRCB) to train farmers on the protocols that need to be followed right from production to the harvesting of the bananas. “By air, the bananas reach customers in Europe within 24 hours of shipment. A cargo sent via the sea takes up to 30 days. So, we need to follow certain quality standard protocols to ensure the bananas reach customers in Europe fresh. We are expecting to export our

first consignment of 14 tonnes of bananas in April next year,” said VFPCK project director Abdullah Hashim. He said right from harvesting to packing, there will be strict quality protocols and that include packing the bananas in zero moisture and airtight containers. “We aim to export 5,000 tonnes of Nendran bananas from Kerala to Europe every year once the project becomes a success. Farmers will benefit from the project as their revenue is expected to go up by 20 per cent,” said Abdullah.

India’s Passenger Vehicles Exports fall 58% in first half of FY21 NEW DELHI: Passenger car exports during the period under review stood at 1,00,529 units, down 64.93 per cent from 2,86,618 units in April-September, 2019-20. Passenger vehicle exports from India declined 57.52 per cent in April-September period of the current fiscal year as COVID-19 related disruptions hampered despatches to various global markets. As per the latest data by the Society of I n d i a n Au t o m o b i l e M a n u f a c t u r e r s (SIAM), passenger vehicle exports in the first half of 2020-21 stood at 1,55,156 units as compared with 3,65,247 units in the year-ago period. Passenger car exports

during the period under review stood at 1,00,529 units, down 64.93 per cent from 2,86,618 units in April-September, 2019-20. Similarly, utility vehicle shipments saw a drop of 29.67 per cent at 54,375 units from 77,309 units in the same period of 2019-20. Van shipments also witnesssed a drop of 80.91 per cent at 252 units from 1,320 units in April-September last year. “This can be largely attributed to the COVID-19 related disruptions globally, which has led to closure of plants and dealerships, supply chain disruptions, curfews in cities and interruptions in international trade,” SIAM Director General Rajesh Menon said recently.

H o w e v e r, w i t h r e l a x a t i o n i n lockdown nor ms globally, exports have improved in the recent past and the monthly shipments in second half of the current fiscal are expected to be higher than earlier months, he added. During the second quarter (July-September), PV exports declined by 41.96 per cent to 1,11,555 units as compared with 1,92,193 units in the same period of 2019-20. All the major PV exporters saw significant drop in their overseas shipments during the first six months of the current fiscal.

West Bengal State considers giving industry status to Logistics sector KOLKATA: The Kolkata state Commerce and Industry department is considering giving industry status to the logistics sector so that it can get similar sort of advantages like the industries when it comes to land clearance and building rules. “ We s t B e n g a l I n d u s t r i a l Development Corporation (WBIDC) provides handholding of warehousing and logistics activity in the state . A recent expert study has identified logistics and warehousing as a sunrise sector with the projected CAGR at 14 percent. The space utilisation has been

projected to rise by 28 percent in the next few years with employment potential of 12000. So we are bent upon providing a hassle free business atmosphere in the logistics sector,” said a senior official of WBIDC at a webinar on “Warehousing in India” organised by ICC. Managing Director WBIDC Vandana Yadav said that West Bengal is poised to become one of the leaders in logistics with its advantageous geographical location being the gateway to the entire north east. “We simply want to be a felicitator with our

ultimate aim to ensure that the benefits should be delivered not only to the big industry players but to the last man in the value chain,” said Yadav. According to the senior official of WBIDC who made a presentation in the webinar projecting Bengal’s potential in logistics and warehousing pointed out that the state is bent upon quick clearing of all issues through a liaison with all concerned government departments for smooth venturing in the sector. The state has already come up with a dedicated logistics cell for handholding industries foraying in the sector.

India’s Manufacturing Exports are declining big time, while raw material Exports are going up New Delhi - A classic colonial economy is one which exports mostly raw materials and imports finished goods. India during the first five months of the financial year – April to September – saw a boom in its export of raw materials ranging from rice and cereals to iron ore. While all its big ticket manufacturing exports from gems and jewellery to garments and engineering goods shrank massively. Though officially the government is tight-lipped, the trend has more than worried the Mandarins running India’s Udyog Bhavan which oversees the country’s trade affairs. “It’s worrying business. The fact is our big ticket items like gems and jewellery, ready-made garments, leather goods, engineering products, electronics, have all contracted by between 15 -55 per cent,” said top officials.

Manufacturing besides adding value and fetching better returns, creates jobs, which is why India wants to push its share of GDP from 14 per cent to 25 per cent. What has gone up is rice exports by 33 per cent, cereals by 98 per cent and iron ore by nearly 60 per cent. “The only big ticket manufacture which did well was Pharmaceuticals, quite understandably because of Covid,” said officials. In contrast rivals like Vietnam and Bangladesh managed to post positive figures for their export of manufactures ranging from garments to light engineering. Mistrust of China in the global supply chain is potentially positive for India, but till now that mistrust has led to increases in orders from its rivals, not for India. A popular export incentive scheme

is being phased out in January and this is adding to Indian manufacturers worries. “The ball is in the Government’s court. They have to devise some assistance package. Our GST refunds get held up. Delays in shipment due to local lockdowns, delays in customs at ports etc., leads to exporters being labelled ‘risky’…,” said Sharad Kumar Saraf, President, FIEO. The problem has been looming for some time. Engineering exports fell 5.87 per cent in 2019-20, even before the pandemic , while textiles grew by just 2 per cent in FY 2015-19. “We have to work out a new system which incentivises exporters without violating WTO guidelines including taking a host of trade facilitation measures, which our rivals have adopted,” said Prof Biswajit Dhar of JNU, a Member of the Board of Trade.

Thermal, coking coal imports at Major Ports dip 25 pc to 55 MT in Apr-Sep: IPA NEW DELHI: Disruptions caused by the COVID-19 pandemic continued to impact cargo movement in India, with thermal and coking coal imports at 12 major ports falling 25.13 per cent year-on-year to 55.41 million tonnes (MT) in April-September, according to the apex ports’ body IPA. Coal volumes at the 12 major ports declined for the sixth straight month in September 2020, as per the Indian Ports Association (IPA). Thermal coal imports dropped 23.24 per cent to 34.52 MT during AprilSeptember, while coking coal shipments fell 28.04 per cent to 20.89 MT, IPA said. These ports had handled 44.98 MT of thermal coal and 29.03 MT of coking coal in April-September period of the previous financial year. Together, thermal and coking coal handling saw a decline of 25.13 per cent at these ports in the April-September

period at 55.41 MT, the IPA, which maintains cargo data handled by these ports, said in its latest report. In the wake of the COVID -19 outbreak, sharp declines were also witnessed in handling of containers, coal and POL (petroleum, oil and lubricant) among other commodities. The 12 ports witnessed considerable decline in cargo traffic, registering a 14 per cent dip in the first half of the current fiscal to 298.55 million tonnes (MT) as against 348.23 MT during April-September of the last fiscal. Shipping Minister Mansukh Mandaviya last month said cargo traffic at 12 major ports declined considerably March onwards, adversely impacted by the COVID-19 pandemic. India has 12 Major Ports under the control of the Central government — Deendayal (erstwhile Kandla), M u m b a i , J N P T, M o r m u g a o ,

New Mangalore, Cochin, Chennai, Kamarajar (earlier Ennore), V O Chidambarnar, Visakhapatnam, Paradip and Kolkata (including Haldia). While Kamarajar port saw 31.63 per cent decline in cargo handling to 10.77 MT in April-September, Chennai Port suffered a drop of 25.71 per cent to 18.38 MT, as per IPA data. Cochin Port saw a dip of 24.42 per cent to 12.58 MT during the period. Cargo handling at JNPT port slipped 21.71 per cent to 26.94 MT, while it declined 18.78 per cent to 25.56 MT at Kolkata. Mumbai port logged a fall of 18.74 per cent to 24.45 MT. “There was a considerable decline in the total traffic, containers traffic and other than containers traffic in March, April, May, June, July and August, 2020 as compared to the corresponding months in 2019,” Mandaviya had told Parliament last month.

Driven partly by the effects of social distancing during the global pandemic, customers have turned to the Maersk App nearly trebling the number of transactions in 2020 – from a 70.000/week average in January 2020 to 194.000/week average since June. Similarly, transactions on Maersk.com – one of the world’s largest B2B-sites with almost 20bn USD revenue – are up by 20-25% year to date. “The TradeLens ecosystem is gaining momentum at a time where customers and supply chain stakeholders increasingly turn to digital and online solutions. They see the value of digital products and platforms in keeping their supply chains flowing during full or partial lockdowns which complicate traditional manual and physical ways of interaction between stakeholders in the logistics value chain. In a world now where resilience is king, TradeLens has an important role to play in terms of providing supply chain resilience and in increasing the customer experience through increased visibility, “ said Vincent Clerc, CEO of Ocean & Logistics, A.P. A Crucial Milestone The addition of CMA CGM and MSC marks a crucial milestone for the industry, which until now has too often relied on paper-based trade and manual document handling that lead to increased costs and reduced business continuity. Maersk, MSC, CMA CGM and IBM, together with the expanding TradeLens network of terminals, customs authorities and 3PL and intermodal providers, are ushering in a transformation designed to benefit all network participants by making it easier to quickly and more reliably share documents and shipping data and digitally collaborate. This completes a digital transformation that has taken

more than a year, requiring considerable investment in new API capabilities. An important milestone in the process was a 15-customer pilot involving more than 3,000 unique consignments, 100,000 events and 6,000 containers to ensure the TradeLens platform distributes and shares shipment data across various supply chains with speed and accuracy. TradeLens members use the platform to connect within the ecosystem and share information needed for their shipments based on permissions, without sharing sensitive data. TradeLens makes it possible to access data from the source in near real-time, boosts the quality of information, provides a comprehensive view of data as cargo moves around the world, and helps create a timelier, secured record of transactions. Launched in 2018, the TradeLens ecosystem now includes more than 175 organizations – extending to more than 10 ocean carriers and encompassing data from more than 600 ports and terminals. Already it has tracked 30 million container shipments, 1.5 billion events and roughly 13 million published documents. For customers, the addition of CMA CGM and MSC in production can result in fewer data gaps as they do business with multiple carriers. Additionally, other members such as ports, terminals, authorities and intermodal providers can benefit from the ability to use permissioned data sharing to provide a comprehensive view of freight moving around the world. Terminal operators who use TradeLens to improve yard planning will now also be able to access far more comprehensive data for processing multi-carrier vessels. As TradeLens continuously scales, other recent additions of new ports and terminals include the Commercial Port of Vladivostock, DP World, PT Salam Pacific Indonesia Lines (SPIL), Portbase, QTerminals and Hamad Port, SSA Marine’s Manzanillo International Terminal - Panama (MITPanama), Shipwaves, South Asia Gateway Terminals and Yilport Holding.
