First Russia rail shipment to India reaches Mumbai with more to come MUMBAI: The first test rail shipment between Russia and India via Iran completed its journey reaching Mumbai last week. However, this seems to be the starting point of a broader development process along the International North-South Transport Corridor (INSTC) that includes more rail route variations and some trains already dispatched. T h e Ru s s i a - I n d i a i n t e r m o d a l shipment connected St. Petersburg with Mumbai. The train departed from St. Petersburg carrying two 40-foot containers with wood laminate sheets heading to the Russian Caspian Sea port of Astrakhan. From there, it left to the Iranian Caspian Sea port of Anzali. After entering and crossing Iran by rail, cargo reached the Bandar Abbas port in the Persian Gulf and departed for the West Indian coast, reaching Mumbai. Iran benefits mostly T h e S t . Pe t e r s b u r g - M u m b a i intermodal train was the first of its kind since it introduced Iran transport to the multimodal route via the Caspian Sea. It was the first intermodal shipment from Russia to India, strengthening
Iran’s transport and transit role. When welcoming the train, Iran’s First Vice President Mohammad Mokhber mentioned that his country is looking forward to developing more such services and embracing the INSTC route, which can redefine its position on international transport maps. In a comment to Iranian media, he stressed that Iran is already taking crucial steps to facilitate such developments. “The transit capacity of the country has increased to 20 million tons, and by planning and taking appropriate measures, transiting 300 million tons of commodities per year can be reached,” he said. On top of that, Iranian media reported that the Islamic Republic of Iran Shipping Lines (IRISL) announced the assignment of 300 containers solely to transport goods between Russia and India. “According to the plans made by the Islamic Republic of Iran Shipping Lines, in the first phase, 300 containers have been considered for transporting cargo to Russia, and if the demand increases, the number of these
containers will increase continuously,” explained the company. More trains already transiting Moreover, the Russia-India corridor via Iran is already seeing more trains transiting and more variations of the INSTC route being used. For instance, while the St. Petersburg-Mumbai train was reaching its destination, a new train travelling from Moscow to the Indian port of Nhava Sheva was entering Iran. This time, it did not use the Caspian Sea multimodal route. Instead, it transited via Kazakhstan and Turkmenistan before entering Iran via the Sarakhs border crossing. This train carries 39 containers and will also travel until Bandar Abbas by rail and then to Nhava Sheva by sea.
India to push for Chabahar Port link at Afghan meet NEW DELHI: India is set to participate in a multilateral conference of more than 20 countries o n A f g h a n i s t a n’ s f u t u r e , b e i n g organised by Uzbekistan from July 25-27, to discuss measures to boost the economy of the landlocked country. At the meeting, which will witness p a r t i c i p a t i o n o f a c t i n g Fo r e i g n Minister Amir Khan Muttaqi r e p r e s e n t i n g t h e Ta l i b a n - l e d gover nment, India will push for optimum use of the Chabahar Port as an effective connectivity link between Central Asia-Afghanistan-Indian Ocean Region and Indian markets, according
to people aware of the matter. The meeting is being organised ahead of the Shanghai Cooperation Organisation Foreign Ministers’ meeting on July 28-29 under the Uzbek presidency of the grouping. Foreign Minister Shri S Jaishankar is expected to be part of that meeting. The meeting on Afghanistan is aimed at facilitating approaches for international communities to engage with Afghanistan, as well as promote peace and security in the country, said Uzbek foreign ministry officials. “The main goal of the event is to develop a set of measures and
proposals for the approaches of the world community to promote stability, security, post-conflict reconstruction in Afghanistan and its integration into regional cooperation processes in the interests of the multinational Afghan people and the whole world,” said a statement issued by the Uzbek foreign ministry. Uzbekistan shares a land boundary with Afghanistan and is a key player to address challenges in the landlocked country. Like India, Uzbekistan sent a major consignment of aid following the recent earthquake in Afghanistan.

Til unveils 700m Investment for the Cargo Terminal at Le Havre This ambi ous plan will make Port 2000 a major hub for the Northern European range, with the crea on of over 1,000 jobs. Cont’d. from Pg. 3 These ambitious modernisation plans are the result of a historic agreement between the dock workers' union, TiL and the TPO/TNMSC terminals. TiL is MSC’s terminal business and its main shareholdersare US Global Infrastructure Partners (GIP) and Singapore Government Sovereign Wealth Fund (GIC). On the occasion of a visit by Christophe Béchu, Minister for the Ecological Transition and Territorial Cohesion and in the presence of Edouard Philippe, Mayor of Le Havre, Ammar Kanaan, CEO of TiL, highlighted three key elements that have come together to enable TiL’s investment: “Thanks to the assurance of cargo volumes from the world’s No. 1 container line MSC, to the local labour force’s agreement to provide people to support the growth and productivity of the port, and thanks also to TiL’s financial commitment to such a significant investment, this extraordinary endeavour has come to fruition.” Ammar Kanaan, CEO TiL continued: “By implementing this initiative we will be able to grow and densify our capacity to help Le Havre become an even more significant access point for the French cargo market, and beyond. In order to realise Le Havre’s full potential as a gateway to Europe we are counting on the French government’s support for the development of the related intermodal rail infrastructure that will further enhance the link between our container terminals and European supply chains.” “As a cargo port, Le Havre has a long and distinguished history with its roots in the sixteenth century. It is already in an ideal position geographically to provide import and export facilities for continental Europe. We consider that the development of new rail and waterway links will make it even more attractive, driving up the volume of cargo we expect to handle in the coming decades.” For Edouard Philippe, Mayor of Le Havre and Chair of the Le Havre Seine Métropole city and district council:
“An investment of 700m in the port of Le Havre: TiL and the dock workers’ union have reached a historic agreement that will create a thousand jobs and growth that is even more environmentally friendly. This decision confirms and consolidates the attractiveness of Le Havre, offering an opportunity for the competitiveness and attractiveness of the country as a whole.” TiL is installing gantry cranes, doubling the number at the terminal to 20. TiL will also be tripling the terminal’s storage capacity with the installation of fleet gantries at six berths. The conversion project will be completed by 2028. The new gantries will be electrically powered and the port will provide shore power for ships. This project, led by HAROPA Port du Havre, will mean ships will not need to use their engines while docked. Stephane Raison, HAROPA’s CEO and Chair of the Management Board, commented: “We are proud to have worked in confidence with TiL to make HAROPA PORT, France's leading port, a reference container hub in Northern Europe for MSC and its customers. HAROPA PORT enters a new dimension on the North Europe row as the first port for imports from France and Europe, and the last port for exports at the service of shipper and shipowner customers.” This investment is in line with the MSC Group’s constant goal of proposing high-performance, multimodal services connected to maritime services. MSC’s market offer now includes river and rail services in order to expand its geographical port customer base and promote an effective alternative to road transport in the present context. The investment programme includes a key training and security component. MSC is working with the professions to agree on the school and vocational training required, to ensure the right skills are in place to meet the challenges of this exacting project. Seahorse Ship Agencies represents HAROPA PORT for Commercial and Marketing activities in India.

Adani’s Haifa Port acquisition gives fillip to the development of India-Arab Mediterranean Corridor AHMEDABAD : The purchase of Israel’s Port of Haifa by Adani Ports and Special Economic Zone Ltd along with local partner Gadot Group, is not merely a significant commercial acquisition by one of India’s largest conglomerates, but also represents a big stride in India’s geo-economic ambitions. The acquisition by an Indian company gives fillip to the development of the multi-modal India-ArabMediterranean Corridor to Europe which aims at creating a new economictrade route to Europe via the Middle East. “The deal is the first significant step in implementing India’s ArabMediterranean multi-modal connectivity corridor. Ports in Israel and the UAE (United Arab Emirates) are two significant components of it,” said Constantino Xavier, research fellow at think tank Centre for Social and Economic Progress, who specialises in regional connectivity. “This gives Adani Ports a critical hub to access western markets, in line with India’s ambition to play a more integrated role in supply chains between Europe and Asia. The Haifa port deal would benefit massively from trade deals that India is now negotiating with the UK (United Kingdom) and EU (European Union),” he added. Adani Ports outlined that with the acquisition of Port of Haifa, the company will expand its footprint i n t o t h e E u r o p e a n p o r t s e c t o r, which includes the lucrative Mediterranean region. The cur rent infrastr ucture at
Port of Haifa includes two container terminals and two multi-cargo terminals. In 2021 the port handled 1.46 million TEUs (twenty-foot equivalent units) of containers and 2.56 million tonnes of general and bulk cargo. INDIA-ARAB-MEDITERRANEAN CORRIDOR The corridor will connect major Indian ports with those located in the UAE and from there onwards via rail route to Haifa crossing Saudi Arabia and Jordan. Both Israel and UAE are seeking to connect Dubai and Haifa with rail connectivity as part of strategic regional infrastructure projects, which both nations have agreed to develop under the Abraham Accords Peace Agreement of 2020. M i c h a ë l Ta n c h u m , a s e n i o r associate fellow at the Austrian Institute for European and Security Policy and an associate senior policy fellow at the European Council on Foreign Relations in a research paper titled ‘India’s Arab-Mediterranean Corridor: A Paradigm Shift in Strategic Connectivity to Europe’ outlined that the corridor can create an arc of commercial connectivity from India’s Arabian Sea coast to Greece’s eastern Mediterranean coast. “ T h e Tr a n s - M e d i t e r r a n e a n maritime link from Haifa to the European mainland at the massive transhipment port in Piraeus, Greece, means Indian goods shipped to the UAE’s ports will be able to reach major markets and manufacturing centres of Europe,” he stated in his research paper published in August 2021. From Mumbai, Indian goods shipped via this multi-modal route could
arrive on the European mainland in as little as 10 days, 40% faster than via the Suez Canal maritime route,” he added. INDIA-ARAB-ISRAEL & I2U2 Geopolitics has been in play in the past few years which is aiming to bring the corridor into reality. The normalization of the relationship between Israel and UAE under the Abraham Accords of 2020 has paved the way for enhanced economic cooperation between the two countries. Additionally, the regional grouping of India, Israel, UAE, and US, known as I2U2 and informally referred to as Western Quad established in 2021, has become a regional platform for enhancing India’s economic connectivity with the Middle East. It was probably no coincidence that the announcement by Adani Ports on their acquisition of Haifa Port last week came a day after the first meeting of the leaders of the four countries of I2U2 Grouping. In a joint statement released by the White House, it was disclosed that UAE will invest $2 billion to develop a series of integrated food parks across India. The India-Arab-Mediterranean connectivity corridor will be a key component for complementing the India-UAE Food Security Corridor. Under the Food Security Corridor Initiative between the two countries, i n Fe b r u a r y a M e m o r a n d u m o f Understanding was signed between India’s Agricultural and Processed Food Products Export Development Authority and Dubai-based m u lt ina t io na l lo g ist ic s c o m pa ny DP World, which has presence in several Indian ports, handling terminals, logistics and warehousing operations.
Double-digit slide in Ocean freight rates out of India to Europe MUMBAI : Average contract rates of major container carriers for Westbound bookings from India to Europe have dropped by double digits this month from the levels reported in June. According sources, the cost of shipping a 20ft container from Nhava Sheva/JNPT or Mundra to London Gateway is now $5,240, 13% less than $6,009 a month ago. For a 40ft box, rates are down to $5,940, from $7,141 – a decrease of almost 17%. Fo r We s t I n d i a - R o t t e r d a m , 20ft bookings are being made at the same level as for London Gateway, $5,240, against $6,000 in June, but rates for 40ft movements have seen declines in the single-digit range, at $5,740, down from $6,300 last month. The pricing trend is a clearer sign that exports out of India have slowed down in the wake of inflation hitting major global markets, market sources noted. Rates have also dropped by single-digit percentages eastbound: average contract rates for London
Gateway/Rotterdam to Nhava Sheva are hovering at $1,825/20ft and $1,950/40ft, compared with $1,923 and $2,046, respectively, in June. “There is a good chance of rates easing further if demand growth cools,” a Mumbai-based freight forward said. “That may not be a big worry for major carriers, as they have already locked-in substantial volumes in long-term contracts, which guarantees them predictable space utilisation and higher rates over an extended period.” However, rate levels on intra-Asia/Far East routings have trended up on June levels, as capacity tightened amid frequent sailing cancellations/delays out of Singapore and Colombo, along with the demand r ush driven by Shanghai’s post-lockdown rebound. F r o m N h a v a S h e v a t o Ya n t i a n (South China), rates have increased by a significant margin: to $550 from $450, for a 20ft box; and to $850 from $700 for a 40ft box. Nhava Sheva-Hong Kong rates are now at $505 and $750,
respectively, versus $405 and $610, a month earlier. West India-Shanghai rates have moved northwards, to $465 from $400 for a 20ft, and to $710 from $600 for a 40ft box. The return leg has seen similar upward rate movements of between 12% and 20% for these port pairs. “Space on intra-Asia connections is becoming a challenge as vessels are not there for India regularly,” a market observer said. However, export rates from India to the US east/west coasts have remained steady. At the same time, major liners have been able to push contract rates up on the return direction by an average of 15% for USEC shipments and 10% for USWC containers, data shows. According to industry sources, current rate trends on larger tradelanes out of India are somewhat at odds with carrier expectations. “It remains to be seen if liners will blank more sailings to counter continued pricing power erosion.”

IMO World Maritime Theme for 2023 highlights environmental legacy LONDON: “MARPOL at 50 – Our commitment goes on” has been chosen as the IMO World Maritime Theme for 2023. MARPOL at 50 – Our commitment goes on’ has been selected as the upcoming theme for the International Maritime Organization’s 2023 World Maritime Theme, which will culminate in a World Maritime Day celebration on 28 September next year. The theme reflects the organization’s long history of protecting the environment from the impact of shipping via a robust regulatory framework and emphasizes its ongoing commitment to this important work. The theme spotlights the International Convention for the Prevention of Pollution from Ships (MARPOL), which covers prevention of pollution of the marine environment by ships from operational or accidental causes. IMO Secretary-General Kitack Lim said, “A lot has changed in shipping in the 50 years since the MARPOL Convention was adopted on 2 November 1973, and IMO’s commitment to protecting and preserving the marine environment has remained unwavering. The World Maritime Theme for 2023 will allow us to celebrate this legacy, while also underscoring our dedication to building on the existing
foundations as we move towards a brighter future together. “Our work to reduce Greenhouse Gas emissions is critical, and – given the urgency of the climate crisis – we must act now to strengthen our ambitions on this matter. We must also tackle other issues including protecting biodiversity, biofouling, the transfer of invasive species, and plastic and noise pollution. Protecting the marine environment requires shared action and I look forward to what the next 50 years will bring,” he added. The theme, which promotes discussions on the next phase of IMO’s work to further protect the planet and the oceans, is also linked to the UN 2030 Agenda for Sustainable Development and the 17 Sustainable Development Goals (SDGs). These include affordable and clean energy (SDG 7); industry, innovation and infrastructure (SDG 9); climate action and sustainable use of the oceans, seas and marine resources (SDGs 13 and 14); and the importance of partnerships and implementation to achieve these goals (SDG 17). The IMO Council, meeting for its 127th session, endorsed the theme following a proposal by IMO Secretary-General Kitack Lim.
Indian Businesses already Transporting more than 76% of Goods via Railways : Survey MUMBAI: Businesses in the Western region are the most optimistic about export freight demand Businesses already transporting more than 76% of goods via railways expect it to increase further. • More than 40% of businesses expect cost of transportation to increase in Q2 2022 • Businesses in the western region are the most optimistic in Q2 2022 Dun & Bradstreet, a leading global provider of business decisioning data and analytics, has released the 2nd edition of its all-India survey, Railway Freight Activity Optimism Index (RFAOI), in collaboration with Jupiter Group, a premier manufacturer of railway wagons, passenger coaches, wagon components and castings. The RFAOI survey was conducted to measure the optimism levels of rail freight users (industry players and logistics service providers), to assess whether rail freight activity in India is expected to improve, remain steady or decline. The index is composed of 14 sub-parameters across four sub-indices – optimism around factors of supply, operational efficiency, investment, and demand. Key findings Railway Freight Activity Optimism Index (RFAOI) for Q2 2022 stands at 63, three points higher than the previous quarter; despite the uncertainty posed by the Russia Ukraine war and the eminent risks weighing upon the pace of recovery of businesses (global inflation and swift change in monetary policy) The survey further highlights that businesses in the western region are the most optimistic in Q2 2022 (optimism index at 65). Both large and medium scale businesses are more optimistic about export freight demand compared with small and micro players. Dr. Arun Singh, Global Chief Economist, Dun & Bradstreet said: The improvement in consumer sentiment and resumption of business activities have helped improve the optimism level of businesses transporting goods via railways. Our survey finds optimism level to transport goods via railways have increased in Q2 2022 from the previous quarter. We believe trade and logistic activity to gain momentum as India successfully executes more FTAs (foreign Trade Agreements) with other countries. However, soaring logistic costs and overall inflationary pressure, given rising fuel prices and depreciating rupee, might have impacted optimism level for import freight demand, which continues to be the lowest in Q2 2022 amongst all the parameters surveyed. Going forward, freight cost is likely to remain elevated or go up as 40% of businesses expect cost of transportation through railways to increase in Q2 2022. Vivek Lohia, Director, Jupiter Wagons said: “Railway freight
activity is expected to gain further traction in Q2 2022. We can gauge from the survey that businesses are inclined towards increasing their share of goods transported through railways, but they also anticipate cost of transportation through railways to increase. Western region is the most optimistic for most of the survey parameters considered for the rail freight activity optimism index. Two areas of concern have emerged i.e. optimism level for availability of wagons and transit time has fallen from the previous quarter. However, even though optimism towards availability of wagons have fallen optimism for utilization of wagons has increased and this is higher than containers compared to last quarter. As we track the pulse of the business activity across different size and location in India every quarter, we aim to highlight the various challenges businesses perceive to transport freight through logistics by gauging the optimism level for 14 parameters relevant for rail freight logistic sector”. Key findings of the four sub-indices of RFAOI Optimism around factors of supply • Optimism for factors of supply chain increased at the slowest pace (one percentage point gain) in Q2 2022 compared to the other three segments. • Optimism level for availability of wagons fell by 4 points in Q2 2022 from the previous quarter. Optimism around operational efficiency • Optimism for operational efficiency in Q2 2022 improved by three points to 64 from Q1 2022. • In the survey, Businesses are most optimistic about loading and unloading of goods with (optimism index at 69) and least optimistic about transit time (optimism index at 57) Optimism around investment activity • Optimism level for investment activity is the highest at 66 in Q2 2022; the optimism level increased most by six points in Q2 2022 • Businesses are most optimistic about loading and unloading of goods (optimism index at 69) followed by investment for mechanization (optimism index at 66) Optimism around demand • Optimism for freight demand improved quarter on quarter yet remains lowest among all the four sub-indices in Q2 2022 at 59 • Businesses are more optimistic about export freight demand (optimism index at 62) compared to domestic freight demand (optimism index at 60) in Q2 2022. Indicating strong export growth momentum to continue in Q2 2022. • In domestic freight demand, optimism level for import (optimism index at 57) and captive trade (optimism index at 58) increased by five and six points compared to optimism for domestic trade activity which increased only by two points.

Significant potential for boosting exports of fruits and vegetables from Vidarbha region: Nitin Gadkari NAGPUR: There is a significant potential for boosting exports of fruits and vegetables from Vidarbha region of Maharastra, Nitin Gadkari, Hon’ble Minister of Road Transport and Highways of India said today. “In order to achieve higher exports, farmers have to adopt latest technology in agriculture and they have to be open to new research findings and adopting innovative farming practices as has been done in the grape-growing areas of Nashik in Maharashtra,” Gadkari said at an outreach programme on “Export Potential for Agri Crops, Fruits & Vegetables” in Amravati, Maharashtra. The programme for boosting exports of citrus fruits and vegetables was organized by APEDA (Agricultural and Processed Food Products Export Development Authority) – an organization under Department of Commerce, in association with Agrovision. Stating that GI tagged Nagpur orange is grown in more than 70,000 hectares in Amravati Region, Gadkari said there is huge potential for export of Nagpur Oranges and other citrus fruits from the Region. Since Nagpur Orange is a GI product, it can also be sold at a premium, he pointed out. However, he also urged the scientists that R&D needs to be done for this sector in terms of increasing the yield, varietal improvement and value addition. Gadkari stated that while exports of Indian mandarin have doubled in the last two years, manifold increase in the exports can be achieved only through required R&D and value addition. The minister appreciated the efforts of APEDA in terms of capacity building of the stakeholders, required infrastructure development, quality up-gradation and promotions abroad. He urged APEDA to organize more capacity building programmes for the stakeholders for getting the required information and knowledge.
Exports of citrus fruits from India in 2019-20 stood at Rs329.32 crore and reached Rs 590.4 crore in 2020-21. The main markets were Bangladesh, Nepal, UAE and Bhutan, among others. Gadkari emphasized on the right selection of planting material for GI tagged Nagpur Orange when targeting the export market and called for concerted focus to grow organic produce. The minister also exhorted farmers and exporters to comply with the norms of importing countries in packaging and to increase farm the productivity without compromising on the quality parameters in food safety aspects so as to ensure better realization for their produce. He also mentioned that use of drone technology for spraying of agrochemicals can reduce farm losses up to 70% when compared to current agronomical practices. Similarly, use of good packaging material also helps to minimize the post-export handling issues, Gadkari noted. APEDA signed an MoU with Agrovision, which will facilitate and become an extended arm of APEDA in conducting capacity building programmes for the entrepreneurs, FPCs, FPOs and other stakeholders.
Govt noties method for nod of Wheat Flour export; Maida, Rava exports NEW DELHI: The Government has notified the procedure to submit requests for seeking the approval of the InterMinisterial Committee (IMC) to export wheat flour (atta) as per which the exporters would have to submit the purchase order or copy of the invoice along with documentary evidence in case the firm is ISO 22000 compliant. “The export of maida, semolina (rava, sirgi), however remains free without any condition,” the Directorate General of Foreign Trade (DGFT) said in a trade notice. As per the notice, for getting the required NOC from IMC for atta exports, exporters will be required to submit their request in ANF 2N application form (meant for export licence for
restricted items) only through the online module of DGFT along with a processing fee of Rs 1,000. The IMC will consider the applications in its weekly meetings every Thursday. “In addition, export of all shipments approved by IMC shall be allowed subject to issuance of Quality Certificate by Export Inspection Council,” the DGFT said, adding that the quality certificate will be mandatory for export of atta and would have to be produced before the custom authorities for export clearance. The approval of IMC for export of wheat flour will be valid for three months only.
Clarksons Containership Port Congestion Index hits record high in July LONDON: The Containership port congestion index created by UK broker Clarksons hit a new record on July 14, whereby 37.8% of the boxship fleet capacity was at port. This exceeds the previous peak level recorded in late October 2021, and stands well above the pre-covid average of 31.5% recorded between 2016 and 2019. “There is still no fix to non-ocean bottlenecks which are big drivers of supply and demand, and not in a good way for shippers,” the latest weekly report from Danish container advisory Sea-Intelligence warned, going on to list the 70,000 truckers who have just gone on strike in California and the tens of thousands of containers clogging the US west coast ports waiting for rail to destinations, because there are not enough engineers. There are nearly 30,000 rail containers
delayed on the port of Los Angeles docks alone, with rail-bound cargo sitting for an average of 7.5 days. Over on the east coast, meanwhile, congestion levels, brewing for the last two months, are closing in on record levels. In Europe, Hamburg and Bremerhaven are “paralysed” by port worker strikes, Sea-Intelligence stated. MarineTraffic data shows there are nearly 200,000 teu waiting for berths to open up in Hamburg. News of industrial action around Europe continues to filter in, the latest being three rail strikes planned across the UK over the coming month, Meanwhile, in Asia monsoon and typhoon season is back and lockdowns in China are ongoing. All up, the approximate total value of trade stuck on the water is estimated at $30bn according to data from MDS Transmodal.

24 20th JULY 2022
Jawaharlal Nehru Port becomes first 100% Landlord Major Port of India Cont’d. from Pg. 3 JNP is one of the leading Container Ports of the Country and is ranked 26th among the Top 100 Global Ports (as per Lloyds List Top 100 Ports 2021 Report). Currently, five Container Terminals are operated at JNP, of which only one is port owned. With its state of the art facilities JNP meets all the international standards, user-friendly atmosphere, and excellent connectivity by rail and road to the hinterland. Facility of backup infrastructure like CFS, connectivity with ICDs, full-fledge Custom House, Airport, Hotels, proximity to Mumbai, Pune, Nashik city and its industrial belt makes it an unique Container Terminal. The Jawaharlal Nehru Port Container Terminal (JNPCT) has 2 berths with total length of 680m and 15m draft which will be handed over under this PPP contract along with backup area of 54.74 hectares for 30 years. JNPCT is presently handling 9000 TEUs capacity vessels and with the upgradation it can handle 12200 TEUs capacity vessels. It is also proposed to increase the RMQC rail span from 20 meters to 30.5 meters at the port. Investment for this project will be carried out by the concessioner at a total cost of Rs. 872 crores. The concessioner has to upgrade, operate, maintain and transfer this terminal on PPP basis. This project will be implemented in 2 phases. • In Phase I, 400 meters berth length will be upgraded to handle 12,200 TEUs capacity vessels (370 LOA vessels of 15 meters draft and 56.4 Beam). JNPA has placed Letter of Award (LOA) to J M Baxi Ports and Logistics Ltd. and consortium member CMA Terminals on 28/06/2022 and the concession agreement will be signed on 27/07/2022. The concession will be Awarded after compliance to the conditions within 180 days. The period of phase I is 18 months from the date of award of concession agreement and the cost of phase I is Rs. 591.99 crores.
• In Phase II, 280 meters berth length will be upgraded to handle 12,200 TEUs capacity vessels. The development of phase II will be commenced after achieving 1.02 million TEUs or 7 years whichever is earlier. Phase II is to be completed within a period of 18 months and the cost of phase II is Rs. 280.17 crores The Project received overwhelming response from 11 investors having both domestic and international presence. In order to win the tender, the equal joint venture between J M Baxi Ports and Logistics Ltd. and CMA Terminals offered a royalty price of Rs. 4,520 per TEU during the concession period.
The royalty due will increase yearly in line with the rise on the basis of the wholesale price index (WPI). Under the new Major Port Authorities Act and the model concession agreement (MCA), the terminal operator is free to fix market determined tariff rates. The MGC expected to increase from 4 lakh TEUs in the first year of operation to 9 lakh TEUs starting in the tenth year and continuing through the end of the 30-year contract. PPP is considered as an effective tool for attracting the investment in the port sector. Until now 86 projects worth Rs. 55,000 Crores have been granted approval under PPP. The key projects on PPP being implemented include berths, mechanization, development of oil jetty, Container jetties, O&M of the Container Terminal, O&M of International Cruise Terminal, Commercialization of non-core assets on PPP mode, Tourism projects, viz., marina, development of islands to promote tourism. With the cargo volume expected to increase between 1.7 to 2 times (of 2020) by 2030, the percentage of cargo handled at Major Ports by PPP or other operators, is expected to reach 85% by year 2030. Each passing year is a milestone to achieve this goal. To achieve this goal, MoPSW has already identified a project pipeline up to FY 2025 with 13 projects, for FY 2022 (Rs. 6954 Crores) already approved by the MoPSW followed by 24 projects of value ~Rs. 12,550 targeted for award in FY 2023. Further, 44 projects of value ~Rs. 23,000 crore are scheduled for award in FY 2024 and FY 2025. High value projects namely Western dock at Paradip and JN Port Container Terminal of total value more than ~Rs. 3,800 crore have already been awarded with two projects of DPA, valued it ~Rs. 6000 crore, are under RFQ stage. Expressing his views on the achievement, Union Minister of Ministry of Ports, Shipping and Waterways Shri Sarbananda Sonowal said, “As the Prime Minister Shri Narendra Modi has envisaged that PPP is grounded on the principle of inclusion of the private enterprises as able partners towards progress, this project will improve the utilization in crane and berth productivity of the Terminal. Also, total handling of JNPCT will increase to 1.8 million twenty-foot equivalent units (TEUs) from the present handling capacity of 1.5 million TEUs in 2020-21. This will reinforce JNPA’s position as the ‘Premier Container Port of India’. It is worth mentioning that this Terminal will also be handling Ro-Ro vessels which will not only lower the logistics cost, reduce transit time but will also contribute in reducing congestion on roads and promoting towards clean environment”.
