NEW DELHI: Union Minister of CommerceandIndustry,Consumer Affairs, Food & Public Distribution and Textiles, Shri Piyush Goyal, appreciated the role of Indian industries and stakeholders in making India a major player in the world economy and a part of resilient supply chains amongst trusted partners. Shri Goyal said that India's competitive and comparative advantages have to be leveraged for

integration with the world economy and this is being focussed upon in the ongoing negotiations for Free Trade Agreements. The Minister noted the measures undertaken to attract investment and improve Ease of Doing Business like the Production Linked Incentive schemes, focus on R&D and innovation, effort to decriminalize corporate offences, reduce compliances, focus on logistics,last-mileconnectivity,etc.

NITI Aayog releases the third edition of the ‘Export Preparedness Index (EPI) 2022’ for States/UTs

NEW DELHI: NITI Aayog releasedthethirdeditionofthereport titled ‘Export Preparedness Index (EPI) 2022’ for States/UTs of India. The report was released by Vice Chairman, NITI Aayog, Shri. SumanBery.

Throughout the post-pandemic era, Indian exports have proven their resilience by successfully navigating the challenges thrown up by the post pandemic supply-chain issues and geopolitical factors. To maintain this momentum, India aims to become a global export player by promoting States and further districts as export hubs.TheEPI2022recognizesthatby unlocking regional competitiveness and leveraging our innate diversity, India can enhance its export potential. The Export Preparedness Index by NITI Aayog in association with the Institute for Competitiveness, delves deeper beyond states and examines exports atthedistrictlevel.

The EPI 2022 report seeks to empower State governments with region-specific insights to assist decision-making, identify strengths, address weaknesses, and foster comprehensive growth across States andUTsofIndia.

The comparative analysis of export preparedness among States and UTs introduces a framework that fosters competitiveness within the country. This index empowers stakeholders to identify strategies and improve parameters that impact a state's exports, thereby enhancing its export competitiveness. It provides a comprehensive analysis for policy changes and the creation of a favourable export ecosystem using its data-driven approach. Consequently, this edition can serve as a catalyst for competitive federalism, elevating the export performance of every state and contributing to the nation's overall development. It is important to note

that each iteration of EPI has its own methodology and therefore does not offer itself to comparison across editionsduetoevolvingfactors.

The report presents a comprehensive analysis of India’s export performance in FY22, along with its sector-specific and districtlevel merchandise export trends.

The EPI 2022 Report evaluates the performance of the states across four pillars – Policy, Business Ecosystem, Export Ecosystem, and Export Performance. The index uses 56 indicators which holistically capture the export preparedness of States and UTs in terms of exports at boththestateanddistrict-level.

The overview of the four pillars in theindexis–

• Policy Pillar evaluates states and UTs’ performance based on its adoption of export-related policy ecosystem at a state and district level as well as the institutional framework surrounding the ecosystem.

• Business Ecosystem assesses the prevailing business environment inastate/UT,alongwiththeextent of business-supportive infrastructure, and a state/UTs’ transportconnectivity.

• Export Ecosystem focuses on the export-related infrastructure in a state along with the trade support provided to the exporters, and the prevalence of Research and Development in the state to foster innovation.

• Export Performance is an outputbased indicator which gauges the growth of a state’s export over the previous year and analyses its exportconcentrationandfootprint ontheglobalmarkets.

These pillars are further based on ten sub-pillars – Export Promotion Policy; Institutional Framework; Business Environment; Infrastructure; Transport Connectivity; Export Infrastructure;

Trade Support; R&D Infrastructure; Export Diversification; and Growth Orientation.

The EPI 2022 Report observed that most ‘Coastal States’ have performed well, with the states of Tamil Nadu, Maharashtra, Karnataka and Gujarat being the top-performers in the Export Preparedness Index across the country,inallcategoriesofstates.

India and Iran plan to route Russia trade through Chabahar

NEW DELHI: India and Iran plan to step up operationalizing the International North South Trade Corridor (INSTC) in a move to boost trade with Russia, according to Mohammad Miri, an advisor to the ChabaharFreeZoneinIran.

Following up on earlier agreements, a trial shipment to test trade links from Russia to India will be attempted in the next 6-8 months. The shipment will go throughthestrategicallyvitalChabahar Port, while an earlier shipment in 2022 went through the more established BandarAbbasport.

A dry run was conducted in 2014 in an effort to iron out problems along the corridor. After this, a draft transit and customs agreement was agreed in 2015. This was followed by another trial run of the corridor from Russia to India in 2022. According to Miri, the previous test runs used the Bandar Abbas port in IrantoallowthegoodstoreachIndia.

The next trial run, which is currently beingplanned,maygothroughChabahar, where India operates berths in the Shahid Behesti Terminal.

In an effort to develop this new route, Iranian officials have also

proposed linking free trade zones betweenChabaharandanIndianportto maketradeeasier.

The proposal was made by the Managing Director of the Chabahar Free Trade Zone in a meeting with Indian Ambassador to Iran Rudra GauravShresth recently,saidthetrade zone’s officials in a meeting with Indian journalistsinIran.

A Top level Ministerial meeting is planned in January 2024 in Chabahar to push this operationalization forward. India has also hosted regional countries for“ChabaharDay”meetingsinthepast.

Indian textile exports shrink, mills facing cash crunch

NEW DELHI: India’s textile and apparel industry saw an 11.3% reduction in exports in June 2023 compared to the previous year while several mills continue to face acute cash loss, report came. Several mills in the South also suspended production citing lack of demand, the reportsaid.

Export of cotton yarn, fabrics, made-ups and handloom products slid by 1.21% year-on-year (y-o-y), shipment of man made products saw a 17.22 % decline while jute products and carpets plunged by 26.72 % and 15.43%respectively,accordingtodata

sharedbytheConfederationofIndian TextileIndustry(CITI).

Textile exports in June 2023 were worth $1,624 million ($1,736 million in June 2022) while apparel exports were worth $1,248 million as opposed to$1,501millionlastyear.

Siddhartha Rajagopal, Executive Director of Cotton TextilesExportPromotionCouncil, told that export of cotton products was expected to pick up in the next two months as the month-on-month rateofdeclinehadreducedinJune.

Meanwhile,smallertextilemillsin Tamil Nadu were suspending

productionduetolackoforders,itwas reported, K.M. Subramanian, President of Tiruppur Exporters Association, said the smaller companies were the worst affected in theTiruppurcluster.

“Factors such as slowdown in the U.S. and EU and lack of cost competitiveness were affecting textile and clothing exports. The yarn thatshouldbeexportediscominginto thedomesticmarket.Thereisalready excess capacity in the country. These were among the factors affecting the textile industry,” said CITIChairmanT.Rajkumar.

FIATA-RAP Field Meeting in Da Nang promotes Regional engagement to shape Government Logistics Policies

The FIATA-RAP Field Meeting, a prominent gathering of logistics professionals from the AsiaPacific region and beyond hosted an impressive turnout of nearly 250 participants on 14 July 2023, in Da Nang, Vietnam. This highly anticipated event, a first after the pandemic,witnessedfruitful discussions and productive networkingopportunitiesfor international guests and localforwardingcompanies.

The days ahead of the conference set the stage for the success of this high-level meeting, which included a meeting between the Vietnamese Prime Minister (PM) Pham Minh Chính and FIATA's President Ivan Petrov, accompanied by FIATA Director General Stéphane Graber and the Vietnamese Logistics Association (VLA) President Lê Duy Hiêp and Permanent Vice President Dào Trong Khoa. The meeting saw the proposal of national logistics policies sought by the forwarding sector, and the cooperation of the authorities in preparation of the 2025 FIATA World Congress in Hanoi, which is set to bring over 1000 participants from around the world to one of the largest logistics meetings worldwide. Preparations for the 2025 Congress were launched during the visit to Hanoi.

The meeting with the PM facilitated constructive discussions on fostering collaboration between FIATA, VLA, and the Vietnamese governmenttodrivethegrowthofthe nation's logistics sector. The Vietnamese PM noted the key role of FIATA for “always being an

important bridge contributing to the promotionofthecooperationbetween the Vietnamese logistics service business community and the rest of the world”. He also highlighted his appreciation for FIATA for choosing Hanoi, Vietnam as the 2025 Congress hostcity.

The Deputy Minister of Industry andTrade,MrNguyenSinhNhatTan, also engaged in productive conversations with the FIATA representatives and addressed the FIATA-RAP Field Meeting participants. Avenues for enhancing trade facilitation, promoting harmonisation of regulations, and boosting regional connectivity were exchanged upon. The Vice Chairman of Danang City People's Committee, Mr Ho Ky Minh, greeted the FIATA representativesattheMayorHalland shared his vision of the city to contribute to Vietnam’s ambition to becomeatranshipmenthub.

UNESCAP, a longstanding collaborator of FIATA, hosted its ‘Regional Conference for Logistics Service Providers’ in conjunction with the FIATA-RAP Field Meeting.

On 13 July, the UN body meeting saw up to 70 industry experts and practitioners share their insights on

key issues including sustainable development, gender balance, digitalisation, disaster management and supply chain resilience. The takeaways from this conference will inform future strategies and initiatives aimed at driving positive change in the logisticslandscape.

This year's FIATA-RAP Field Meeting and related interactions provided a platform to showcase ongoingworkandsignificant outcomes on the implementation of the digital FIATA BL solution, a Global Programme for Air Cargo, facilitating recognition of ICAOFIATA DG Certification, advocacy for data protection, sustainability, advanced cargo information and competition concerns in maritime transport. FIATA emphasised the need for active involvement of the region in various initiatives it championed during the supply chain crises surrounding the pandemic, to continue its work and harness the gainsfromsuchcollectiveefforts.

Within the framework of the meeting,MrYukkiHanafi,fromILFA, Indonesia, was re-elected by Region Asia-Pacifictoserveagain,andwillbe standing for formal re-election by the FIATAGeneralMeetinginOctober at the 2023 FWC. Mr Li Zhimin of CIFA, China, was likewise re-elected by the Region to serve as Vice Chair, and awaits formal re-election in October. Their continued leadership and expertise will unite the region and help Associations harness the benefits of FIATA’s deliverables. Additionally, Bali emerged as the preferred location of the 2024 FIATARAPFieldMeeting.
