Vol. LXII No. 12 TUESDAY 18th JANUARY 2022

Sitara Shipping Ltd. : 41 glorious years ONE COMMITMENT-NAME WITH INTEGRITY MUMBAI: On 15th January 2022, Sitara Shipping Ltd. celebrates 41 years of service to the trade. On this occasion Capt. S. S. Sahi, Founder and Managing Director reiterated their commitment to the trade. "Over the years, Sitara has been the Name with Integrity, we have seen impressive growth, which reflects all the hard work put in by our industrious team." Ms Sumi Sahi Dutt emphasised that the legacy continues with values of hard work and believing in the mantra that impossible is possible. Cont’d. Pg. 6

Ocean Alliance Day 6 Product: a more sustainable and robust offering for the CMA CGM Group’s customers MARSEILLE: With the signature of Ocean Alliance Day 6 Product, the CMA CGM Group continues to support its customers’ business amid strong demand for transport, by expanding its range of services to serve more ports, with direct calls and improved transit times starting from April 2022. The Group’s customers will reap the benefit of an

optimized, highly competitive offering built on: • 352 containerships, of which 121 will be operated by the CMA CGM Group, which continues to play a leading role within the alliance • 42 services • an estimated total annual capacity of around 22.4 million TEUs (Twenty-foot Equivalent Units). Cont’d. Pg. 6

DECODING REVERSE TAX

O

ur tax law would always be a mystery wrapped in a riddle inside an enigma - a legacy very hard to shake off. Our taxmen and leaders think like greedy money-lenders like Shylock. They would walk to great lengths and snoop on what they can extract from businesses and citizens. They set targets. Right or wrong does not matter. What matters is their pound of flesh. They would flash out jargons like retrospective tax or reverse tax to camouflage their dishonest intents. We fully appreciate the fact that our government needs taxes. And they need more. So, we quietly pay or grumble and pay when they increase the tax rates - even when industries would die or life saving medicines cost more to the poor. But why cheat? When the citizens fail to pay tax, it's a crime and when the government cheats it's called reverse or retrospective or cess or surcharge and so on. If you want more taxes, simply increase the rates, why cheat with such fancy sounding jargon? Effect is in any way the same. Businesses will suffer. Exports will suffer. Jobs will suffer. The poor will become poorer. What do you understand by ''reverse taxes'' ? Which part is reversed? Why is it reversed? The experts write volumes of books and conduct days of symposiums, seminars, and training sessions to explain this complex phenomenon. However, in our heart of hearts, we all know that all these amount to simply justifying cheating with a clever euphemism. Freight on imports if collected in India is taxed under GST. How? Just because it is collected here? Does it make sense? Are you not discouraging the consignee to pay the freight in India? Are you not robbing him of the commercial advantage and putting him at the mercy of a foreign seller? The idea of GST is to simplify and tax the supplier at the place of supply. Freight is supplied by foreign carriers on foreign locations. And we are left with no Indian carriers - thanks to our Shylock-like Indian tax system! So, now you want to attack foreign carriers in

foreign lands, simply because they are serving your importers indirectly? Do they really care? You are actually attacking your own importers and therefore your exporters. Exporters need to import first. So you are hitting them where it hurts the Capt. P S. Rath most? There is a proposal to impose GST on freight even when it is not collected in India. What it essentially means is that a foreign carrier supplies freight to a foreign merchant, on a foreign land, and you want to tax that simply because that freight forms part of the cost of the goods for the Indian consignee? With that logic, you can tax all the inputs that go into making the goods in a foreign country that your buyer buys. So you want to justify this absurdity with a jargon like reverse or ulta tax? It's time, our tax guzzlers realise that you can never increase your pound of flesh by taxing more and cheating more. You would kill businesses, & jobs. Capital and talent would flee. FII and FDI would dry up when the US closes its tap or stock market bubble pops. You want more taxes? Then, as a first step, stop cheating. Be honest. Be credible. Stop harassing the honest taxpayers and be generous to them. Harass the tax cheaters instead. Keep tax rates in tolerable limits. This will attract capital. Businesses would grow. Jobs would grow. You will get more taxes than you imagine now. This is a plea from the citizens to our government. Please stop being a Shylock.

By Capt. P S. Rath Views expressed are of Author only.

Sitara Shipping Ltd. : 41 glorious years ONE COMMITMENT-NAME WITH INTEGRITY Cont’d. from Pg. 3

"Diversity and sustainability being at the core of our strategies, we will continue to use our time resources to create a more inclusive maritime community. As responsible corporate citizens, we will also keep on doing our bit to make this world a better place through socially meaningful initiatives." added Ms. Sanjam Gupta, Director. The team at Sitara Shipping continues to make the company Yo u r G a m e - C h a n g e r in Overdimensional Shipping.

Ocean Alliance Day 6 Product: a more sustainable and robust offering for the CMA CGM Group’s customers • Signature of Ocean Alliance Day 6 Product, which will launch in April 2022 with 42 services and an annual capacity of 22.4 million TEUs on the world’s major trade routes. • Capacity increased to meet demand from the CMA CGM Group’s customers amid strong demand for shipping services • 26 dual-fuel, LNG-powered CMA CGM ships to be assigned to Ocean Alliance by year-end 2022 Cont’d. from Pg. 3

CMA CGM continues to support its customers’ business amid strong demand for shipping services The upgrade highlights CMA CGM’s commitment to serve its customers even more effectively, with: • a comprehensive offering for Transpacific trade with 23 services, including a new service between Asia and the east coast of the United States (CBX operated by CMA CGM), two new services between Asia and the west coast of the United States (CENX operated by COSCO and SEAX operated by COSCO/OOCL) and a service upgrade between China and the west coast of the United States (PRX operated by CMA CGM with seven 15,000-TEU ships) • a game-changing offering between Asia and Europe with 7 services and the deployment of nine, 23,000-TEU, LNG-powered ships on FAL 1 • an enhanced offering between Asia and the Mediterranean with an upgrade to two services operated by CMA CGM (MEX 1 with nine 15,000-TEU, LNG-powered ships and PHOEX with five 8,500-TEU ships) • 2 Transatlantic services connecting northern Europe

with the east coast of the United States and with the Gulf of Mexico • the only alliance offering 4 dedicated services between Asia and the Middle East and 2 Asia-Red Sea services Launched in spring 2017, Ocean Alliance is the world’s largest operational alliance between shipping companies on the world’s major trade routes. A more sustainable offering with 15 dual-fuel, LNG-powered CMA CGM ships already assigned to Ocean Alliance As part of its commitment to the shipping industry’s energy transition, the CMA CGM Group already operates 15 dual-fuel, liquefied natural gas-powered ships under the aegis of Ocean Alliance. The CMA CGM Group’s entire e-methane ready fleet will expand to 44 ships by year-end 2024. Since 2017, CMA CGM has chosen to invest in dualfuel vessels that run on liquefied natural gas (LNG) and allow to almost fully reduce atmospheric pollutant emissions. This represents a first step in reducing greenhouse gas emissions. The engine installed on these vessels is already capable of using BioLNG from biomethane (-67% in CO₂ emissions) or synthetic methane (including e-methane).

Shri Goyal said India was on track to achieve its merchandise exports target of $400 billion this year, while Services exports were likely to be about $240 billion to $250 billion, which is much lower, but can grow rapidly and catch up with merchandise exports. “When I look at the trajectory of

these – I personally believe this is going to be a race to the top. We can converge $1 trillion. That should be the ambition, mission. You have a little bit of catching up to do. I’ll be delighted if you cross $1 trillion faster than them,” the minister told IT industry leaders. Shri Goyal welcomed the IT industry’s proposal to start IT hubs in Tier-2 and Tier-3 towns, which would create numerous jobs and help develop the regions. He said the IT industry should identify the towns, and the Centre would assist them in providing all the necessary infrastructure and facilities. He said the IT industry can make a big contribution to Services exports by

focusing on new technology and products that can make India a bigger global player in the sector. In the virtual meeting over the weekend, the minister told leaders of the IT industry that they should focus on high-tech products. He said the IT industry had grown spectacularly on its own and many of the top companies grew at a time when India did not focus on creating a favourable ecosystem for Startups. Shri Goyal said the Department for Promotion of Industry and Internal Trade (DPIIT) will provide any assistance needed by the IT industry to help it grow rapidly and contribute to India’s export of Services.

Sri Lanka invites more Indian investments in Ports, other sectors COLOMBO: Sri Lanka has urged more Indian investments in ports, infrastructure, energy, power and manufacturing sectors, days after New Delhi announced a USD 900 million loan to Colombo to build up its depleted foreign reserves and for food imports amid a shortage of almost all essential commodities in the island nation. Sri Lankan Finance Minister Basil Rajapaksa held talks with External Affairs Minister S Jaishankar on

Saturday during which the two ministers discussed projects and investment plans by India that would strengthen the economy of the island nation. While thanking India for the economic package, Rajapaksa welcomed more Indian investments in Sri Lanka, and assured that a conducive environment would be provided that would benefit both sides. Rajapaksa recalled India’s long

standing cooperation with Sri Lanka and deeply appreciated the gestures of support. He welcomed Indian investments in Sri Lanka in a number of important spheres including ports, infrastructure, energy, renewable energy, power and manufacturing and assured that a conducive environment will be provided to encourage such investments, according to a press release issued by the Indian side.

Gold imports jump over 2-fold to USD 38 bn in Apr-Dec 2021 NEW DELHI: India’s gold imports, which has a bearing on the country’s current account deficit (CAD), more than doubled to USD 38 billion during AprilDecember this fiscal on account of higher demand, according to data of the commerce ministry. The imports stood at USD 16.78 billion in April-December 2020. In December 2021, imports of the precious metal rose to USD 4.8 billion

from USD 4.5 billion in the year-ago period. The surge in gold imports during the nine months contributed to the widening of the trade deficit to USD 142.44 billion against USD 61.38 billion in April-December 2020. Similarly, silver imports also increased to USD 2 billion during April-December 2021 from USD 762 million in the same period of the previous fiscal.

India is the world’s second-biggest gold consumer after China. The imports mainly take care of the demand by the jewellery industry. The gems and jewellery exports during the nine-month of the current fiscal grew by 71 per cent to about USD 29 million. India’s current account slipped into a deficit of USD 9.6 billion or 1.3 per cent of GDP in the September quarter, according to the Reserve Bank.

FICCI seeks zero customs duty on ferronickel; higher import levy on stainless steel at products in Budget NEW DELHI: Ahead of the Union Budget, industry body FICCI has requested the government to reduce the basic customs duty (BCD) on ferronickel to zero and levy a higher duty of 12.5 per cent on the import of stainless steel flat products. Finance Minister Nirmala Sitharaman is scheduled to present the Union Budget for FY2022-23 on February 1, 2022.

In its budget recommendations, the Federation of Indian Chambers of Commerce and Industry (FFICI) has also urged the government to continue with zero duty on stainless steel scrap after March 31, 2022. At present, while the BCD on ferronickel is 2.5 per cent, the same on stainless steel flat products is 7.5 per cent. On stainless steel scrap, zero

customs duty is applicable up to March 31, 2022. Putting its case for zero duty on ferronickel, Ficci said it is the most important raw material used in stainless steel making. The stainless steel industry meets the bulk of its nickel requirements through ferronickel and stainless-steel scrap routes, as pure nickel is very expensive.

Continued supply chain disruption to buoy Multipurpose Shipping : Drewry LONDON: The charter market for multipurpose vessels (MPVs), including both breakbulk and project cargo carriers, is expected to remain strong through 2022, supported by the continued prevalence of Covid-19 and the resultant global supply chain disruption. But charter rate inflation will be checked by slowing cargo demand growth and expanding capacity in the competing fleets of dry bulk and containerships from 2023, according to Drewry ’s recently published Multipurpose Shipping Forecaster. It is clear that 2021 consolidated our belief that the charter markets for containerships and dry bulk carriers have as much of an effect, and sometimes more, than the pure economics relating to the MPV fleet. Although it was not always clear that weak charter rates pre-2021 were exacerbated by the competing fleets driving them lower, it has been very apparent that the current booming market is underpinned by even higher rates in these other sectors.

The demand for MPV tonnage, from both breakbulk and project cargo, rose by almost 9% over 2021, following a drop of 2.5% in 2020. Although the majority of this increase is accounted for by stronger global dry cargo demand, a significant element of it is also down to improved market share for the MPV fleet. As the welldocumented supply chain problems have caused unprecedented capacity constraints for the container sector, breakbulk cargoes have returned to the MPV fleet as shippers struggled to secure cargo space. Going forward these capacity constraints are expected to last well into 2022 and indeed the New Year has started with a number of reports of MPV vessels car r ying cargoes usually associated with containers, such as bagged coffee. With the Chinese government’s zero tolerance Covid-19 policy continuing to put port operations at risk, even as the rest of the world considers the Omicron variant to be less threatening than initially feared, the supply chain issues are far from over. There has also been a significant

increase in consumer demand over the last 12 months, as public health restrictions have led to a switch of spend from services to consumer goods. The US Bureau of Economic Analysis noted that personal consumption expenditure topped US$16,400 billion at the end of 2021, up from US$14,400 billion at the same point in 2020. With China still the biggest trading nation for goods to the world, further lockdowns there will have a significant effect on global trade. Drewry’s optimism for the MPV sector remains cautious for the medium term. Although the problems that continue to plague global supply chains are acting as a positive effect on this sector, the next wave of containership newbuildings, expected to leave the yards over 2023, will undoubtedly have a detrimental effect on MPV share. That said rates are expected to remain firm in the short term. We develop these themes further – and over a longer period – in Drewry’s recently published Multipurpose Shipping Forecaster report.

China’s economy grows 8.1% in 2021, slows in second half BEIJING: China’s economy grew by 8.1% in 2021 after an abrupt slowdown in the second half that is prompting suggestions Beijing needs to shore up slumping growth. In the final three months of 2021, the world’s second-largest economy

expanded at a 4% annual pace, government data showed. That is down from the previous quarter’s 4.9% and an eye-popping 18.3% in January-March. Activity slumped under pressure from Beijing on the real estate

industry, a key growth driver, to cut debt levels that Chinese leaders worry are dangerously high. That has prompted suggestions Beijing may need to cut interest rates or pump money into the economy through more public works construction.

First companies for NextGen District in Port of Antwerp sign agreement Triple Helix and Bolder Industries are first concessionaires

ANTWERP: The official signing of the first concessionaires for the NextGen District in the heart of the Port of Antwerp was witnessed recently. The commitment of two pioneers, Tr i p l e H e l i x a n d B o l d e r Industries, is an important milestone in securing this future circular economy hotspot. Together with innovative game changers, this cluster of circular companies aims to contribute to the transition to a climate-neutral society. Hotspot for the circular economy NextGen District will be the future circular economy hotspot in the port of Antwerp, on the former 88 hectares of General Motors. Port of Antwerp consciously chose to set aside this large area close to Europe's largest chemical cluster for the circular economy. Innovative players in the circular process and manufacturing industry will give end-of-life products a second or third life, explore circular carbon solutions and carry out experiments with renewable energy. In order to attract as many national and international pioneers in the field of circularity as possible, a market survey was organised in October 2020 and June 2021. Game changers Triple Helix and Bolder Industries The two companies that signed first are both real game changers. The Antwerp-based company Triple Helix is set to build a factory to convert polyurethane foam from, among others, discarded mattresses, insulation panels and car seats, along with used PET from the retail and food industries, into polyols. These pure chemicals can then be reused, for example in the production of new polyurethane products. The factory will be fully circular and self-sufficient in terms of energy. Bolder Industries, the pioneer of advanced sustainable chemical manufacturing sourced from endof-life tires, delivers dramatic environmental savings to the global rubber and plastics industry and their customers. The company’s proprietary material science process repurposes the chemicals in end-of-life tires to create BolderBlack® and BolderOil™ for rubber, plastic, and petrochemicals supply chains and their new product outputs. In this recovery process, 98% of the tire's materials are utilized and 75% of the solids and liquids make their way back into new tires, manufactured rubber goods, and plastics. The total investment value of these two new players amounts to approx. 100 million euros and will generate at least 70 new jobs. After applying for the necessary permits, the objective is to be operational by 2023-2024. Further implementation In the meantime, talks with other potential candidates are still in full swing. The projects are judged on feasibility, future orientation, innovative value, climate impact and adaptability. More news on this will follow in the course of 2022. Jacques Vandermeiren, CEO Port of Antwerp: "The signing of these first two concessionaires

represents a milestone for NextGen District and for Po r t o f A n t w e r p . S e v e r a l t e a m s w i t h i n o u r organisation have pulled out all the stops in recent months to achieve this milestone. With this, we are taking another important step for ward in our pioneering role in the context of the climate transition. I want to thank both companies for being bold enough to take this leap of faith and I hope other gamechangers will follow." Steven Peleman, CEO Triple Helix: “To drastically reduce emissions and waste pollution, we want to show the principle of material reincarnation to the world. In our plant at NextGen District, we want to recover polyurethane foams at the end of their life and transform them into their main components to be used again in new products. This is innovative and challenging, but with Port of Antwerp, BlueChem and our industrial and knowledge partners, we are ready to fight this battle. Not words but deeds!” Tony Wibbeler, CEO Bolder Industries: “Since 2015, we have delivered material solutions that are now in thousands of rubber, plastics, and petrochemical products globally and with some of the world’s most recognized brands. We’re very proud to join the Port of Antwerp NextGen District, which is strategically situated, allowing Bolder Industries to better serve our global customers and make a meaningful contribution to the circular economy.” Annick De Ridder, Vice-Mayor city of Antwerp & President Port of Antwerp: "These new players and the investment and jobs they generate are very good news for the sustainable growth of our port. In the NextGen District these pioneers will be given every opportunity to innovate and contribute to the strengthening, synergy and diversification of the port platform. With this cluster of circular companies at a prime logistical location, we can accelerate the transition to a climate-neutral society." Claire Tillekaerts, CEO Flanders Investment & Trade Agency: “Even in Covid times, Flanders remains an attractive destination for new foreign investors. The synergy between the central location of our region and the logistical assets of Port of Antwerp, sharpened by a hands-on policy of the Flemish government committed to circular economy forms a very attractive framework for innovative companies, with mutually complementary effects. I am therefore very pleased to welcome Bolder Industries as a new ecosystem-strengthening partner in Flanders.”
