Yang Ming returns to Protability in 2020 Q3 TAIWAN: Yang Ming Marine Tr a n s p o r t C o r p o r a t i o n (Yang Ming) held its 352nd Board Meeting on November 12th, 2020 to approve its 2020 Q3 financial report. Its consolidated revenues for the third quarter totaled NTD 38.86 billion (USD 1.3 billion), up 2.83% from the same period of last year. Business volumes were down by 10.99% year-over-year to 1.28 million TEUs. Yang Ming’s profit aftertax for the third quarter reached NTD 2.74 billion (USD 91.69 million). The decline in volume was mainly due to the market uncertainty caused by the COVID-19 pandemic. The company had to timely adapt capacity on East-West trades in response to the market change. However, since mid-August the lockdown restrictions have been gradually lifted following signs that the virus spread might be slowing. In light of this, the inventory build-ups across the supply chains in U.S. and Europe have returned. But, the lockdown measures already have profoundly impacted on people’s way of life and consumer behavior, which accelerates the shif t to e-Commerce, further increases the needs for hygiene products and home improvement materials, including housewares, home office accessories, exercise equipment, and consequently leads to a rebound in container shipping Cont’d. Pg. 4 demand and boosts freight rates.
NEW DELHI: The Commerce Ministry recently sought suggestions from stakeholders, including industry and trade associations, for the formulation of next foreign trade policy (FTP). The FTP provides guidelines for enhancing exports to push economic growth and create jobs. The Directorate General of Foreign Trade (DGFT), in a trade notice, said a Google form has been created to collate, Cont’d. Pg. 17 analyse and process the suggestions/ inputs.

Yang Ming returns to Profitability in 2020 Q3 Cont’d. from Pg. 3
For the first three quarters of 2020, Yang Ming’s consolidated revenues totaled NTD 105.25 billion (USD 3.53 billion). Year-todate business volumes were 3.66 million TEUs. The after-tax profit for the first three quarters improved by 155.68% year-onyear to NTD 1.85 billion (USD 62.01 million). With the strong improvement in the third quarter, Yang Ming successfully achieved a return to profitability in 2020. In the last quarter of 2020, this positive trend tends to continue. Yang Ming has prepared itself to offer the most suitable capacity to meet the needs of respective tradelanes.
Looking into 2021, analyst firm Alphaliner projected the annual capacity growth at 3.0% and global throughput growth at 3.3%, suggesting a positive sign for the next year. In spite of this, the outlook of container shipping still remains clouded in uncertainties over the possible comeback of COVID-19 pandemic and U.S.-China trade conflicts. To navigate the challenge, Yang Ming will continue to enhance its business strategies and service quality. Furthermore, the company will set financial stability as its priority goal, in turn, to ensure steady profitability and sustainable customer service in the future.
Yang Ming announces appointment of Patrick Tu as President & COO TAIWAN: Yang Ming Marine Transport Corporation (Yang Ming) held its 352nd Board Meeting on November 12th, 2020 to approve the appointment of Patrick Tu, currently Chief Strategy Ofcer & Executive Vice President, as President & Chief Operation Ofcer of the company. The newly appointed president, Patrick Tu joined Yang Ming in 1992. He held a variety of positions with successive responsibility within the Company. He has extensive experiences in the departments of commercial and strategy development, with broad expertise of business development and liner planning. Previously, Mr. Tu served as Managing
Director of Yang Ming Line (Hong Kong) Ltd. and stationed in Shanghai and Ningbo, China for years, which has helped him build up the ability of exploring market opportunities on the frontline. With his vast industrial experiences, he was promoted to Chief Strategy Officer and Executive Vice President earlier this year. While the upward trend appears to continue in the global shipping industry for the second half of 2020, it is expected that with the complementary strengths of finance and shipping from Chairman Cheng and President Tu, Yang Ming will be able to build a stronger workforce and achieve higher business growth in the future.
Hapag-Lloyd delivers good result in first nine months of 2020 • Strong earnings due to volume recovery in Q3, stable freight rates and low bunker prices • Transport volumes only slightly below prior-year level thanks to Q3 upward trend • Performance Safeguarding Program (PSP) delivers expected cost savings HAMBURG: Hapag-Lloyd has concluded the first nine months of 2020 with earnings before interest, taxes, depreciation and amortisation (EBITDA) of more than USD 2 billion (EUR 1.8 billion), which represents a 20.4 percent increase over the prior-year figure. At the same time, earnings before interest and taxes (EBIT) rose to USD 965 million (EUR 858 million), surpassing the corresponding prior-year figure of USD 722 million (EUR 643 million). The Group net result improved to USD 605 million (EUR 538 million), an increase of USD 272 million (EUR 241 million) over the previous year. At around USD 10.5 billion (EUR 9.4 billion) after the first nine months of the year, revenues were about 1 percent below the prior-year figure. This can primarily be attributed to pandemic-related effects, including a double-digit drop in demand in the second quarter and an overall transport volume that was 3.5 percent lower than the prior-year figure, at 8,696 TTEU (9M 2019: 9,011 TTEU). The average freight rate was up 2 percent, to 1,097 USD/TEU (9M 2019: 1,075 USD/TEU),
which had a positive impact on earnings. In addition, transport expenses decreased more than proportionately by 6 percent, due to a combination of lower transport volumes, a lower average bunker price of USD 402 per metric tonne (9M 2019: USD 425 per tonne), and rigorous cost management as part of the Performance Safeguarding Program (PSP). “In this nine-month period, we have achieved a good result and strictly managed our costs while at the same time benefiting from improved market conditions in the third quarter. However, with its increasing number of cases worldwide, the COVID-19 pandemic continues to pose high risks to the logistics industry and the supply chains of our customers. We will stick to our present course, continue to implement our Strategy 2023, and keep a close eye on the well-being of our employees, the needs of our customers and our operating cost,” said Rolf Habben Jansen, CEO of Hapag-Lloyd. Based on the earnings forecast that was adjusted upwards in October, Hapag-Lloyd expects an EBITDA of EUR 2.4 to 2.6 billion and an EBIT of EUR 1.1 to 1.3 billion for the full financial year 2020.
Maersk works with HTA to solve issues COPENHAGEN: The 2020 transpacific peak season has created challenges for many landside logistics providers trying to keep pace with import cargo volumes that test port and inland distribution infrastructure. Maersk is actively working with the Long Beach, Californiabased Harbor Trucking Association whose membership of 15,000+ truck drivers performs the important role of harbor trucking from ports to warehouses and distribution centers – essential to supply chain success. Narin Phol, Maersk North America’s Regional Managing Director said “We are working closely with the HTA and our customers to manage through this peak season efficiently. Every week brings new volumes, new challenges and opportunities so it is essential we collaborate effectively with our HTA partners. We are exploring short-term and long-term solutions with all our key stakeholders to address the situation.” As the global integrator of container logistics, Maersk is in daily contact with the Harbor Trucking Association and keeps a
meeting cadence with Weston LaBar, the President of the Harbor Trucking Association to hear and share feedback on terminal performance such as truck gates, appointment systems, empty returns and ways to optimize the trucker experience of HTA members. APM Terminals Pier 400 Los Angeles is the largest privately- operated container terminal in the Los Angeles/Long Beach port – and in North America. As such, it plays a pivotal role in the daily flow of cargo with the trucking community. Working daily with Mr. LaBar, the terminal is focused on dual transactions, which enable a trucker to return an empty container and pick up an import container for local delivery. 65% of Pier 400’s gate transactions are dual transactions – and the goal is to increase this, enabling higher productivity trips for harbor truckers. Pier 400 is also offering late night, Friday gates from 6:00 pm – 3:00 am and Saturday gates 8:00 am – 4:00 pm based on customer and trucker needs during peak season.

World premiere: Bunkering of a New-Generation LNG-powered Container Ships begins in Rotterdam • A pioneering decision to acquire a new generation of 26 liquefied natural gas-powered containerships. • Bunkering of the CMA CGM JACQUES SAADE, the world’s largest containership powered by LNG, has started in Rotterdam. • LNG, an energy with a bright future, helps to preserve air quality, by delivering a reduction of 99% in sulfur dioxide and fine particle emissions and of 85% in nitrogen oxide emissions, and can cut CO2 emissions by up to 20% compared with fuel-powered systems. ROTTERDAM: The CMA CGM Group has embarked on a major program to build a new class of liquefied natural gas-powered vessels, as part of its drive to take the shipping industry’s energy transition to the next level. The CMA CGM JACQUES SAADE, the world’s largest containership powered by LNG and the CMA CGM Group’s flagship, is today beginning its first LNG bunkering operation in Rotterdam. The Port of Rotterdam will play a key role in refueling the Group’s LNG-powered fleet, which operates regular services between Asia and Europe. A eet of 26 LNG-powered containerships by 2022 In November 2017, Rodolphe Saadé, Chairman and CEO of the CMA CGM Group, made the visionary decision to order nine 23,000 TEUs (Twenty-foot Equivalent Units) with an LNG power supply, a first in the history of the shipping industry for vessels of this size. This pioneering fleet is the product of seven years of research and development efforts. It will operate on the Group’s iconic French Asia Line (FAL 1) connecting Asia with Europe. The line provides a weekly service comprising 13 calls over 84 days. These 9 vessels will be registered on the International French Register (RIF). Following this record order for nine 23,000 TEU containerships, including the CMA CGM JACQUES SAADE and the recently delivered CMA CGM CHAMPS ELYSEES, the CMA CGM Group now operates seven LNG-powered containerships and will have a fleet of 26 containerships of various sizes by 2022 (see appendix for list and details). LNG, a visionary decision to preserve air quality and to adopt an energy source with a bright future LNG is currently the state-of-the-art industry solution for preserving air quality. It delivers a reduction of 99% in sulfur dioxide and fine particle emissions and of 85% in nitrogen
oxide emissions, surpassing the requirements of current regulations. LNG also provides an initial response to the challenge of tackling climate change. An LNG-powered vessel also emits up to 20% less CO2 than fuel-powered systems. This technology is one of the initial ways in which the CMA CGM Group plans to meet its target of being carbon-neutral by 2050. This decision demonstrated the CMA CGM Group’s resolve to champion the energy transition in the shipping sector. World rst: start of the largest LNG bunkering operation ever CMA CGM is carrying out in Rotterdam the largest bunkering operation ever undertaken for a containership. The CMA CGM JACQUES SAADE, which has an 18,600 cubic meter tank, will be refueled with LNG while port handling operations remain underway. Once bunkering is complete, she will continue on her maiden voyage, which began after she joined the fleet on September 22. CMA CGM is establishing a world-class new LNG hub for the shipping industry in Rotterdam CMA CGM is seeking to establish a genuine center of excellence in LNG for the shipping industry. Rotterdam port is now becoming a world-class hub for LNG, which will take the shipping industry’s energy transition to the next level. The Port of Marseille Fos is also set to become a gas bunkering hub for the CMA CGM Group’s vessels. Rodolphe Saadé, Chairman and Chief Executive Ofcer of the CMA CGM Group, commented: “The energy transition is well and truly underway at CMA CGM. As of today, our flagship is powered using Liquefied Natural Gas. By 2022, our LNG-powered fleet will be 26 strong. Through this initiative we are directly addressing the environmental challenges we are faced with. As well as being reliable, LNG is the best available technology for significantly improving air quality and contributing towards tackling global warming.”

Union Minister Shri Mansukh Mandaviya unveils plaque of Shipping Ministry’s new Nomenclature • Ministry of Shipping renamed as the Ministry of Ports, Shipping and Waterways (Pa an, Pot Parivahan aur Jalmarg Mantralaya) • With the changed name, the Ministry is going to put extra focus on the development of Waterways and Coastal Shipping: Shri Mansukh Mandaviya Cont’d. from Pg. 3
As soon as the Prime Minister announced the name change, the Ministry swung into action to complete all the related formalities. All the formalities were completed within two working days and the official notification of the name change was published in the Gazette of India on 10th November 2020. During the formal unveiling of p l a q u e c e r e m o n y r e c e n t l y, S h r i Mansukh Mandaviya stated that it is indeed a matter of pride that with Prime Minister Shri Narendra Modi’s vision, the country is moving ahead with a
holistic and long-term approach of multi-modal connectivity. He added that he is indeed grateful to Prime Minister for his foresight regarding the expansion of the scope of work as far as ports, shipping and waterways are concerned. Shri Mansukh Mandaviya stated that “With the changed name, the Ministry is going to put extra focus on the development of Waterways and Coastal Shipping. Around 1400 km of waterways have already been fully developed and additional 1000 km is being developed on priority for which DPR/feasibility study has been completed. We are also
focussing for creation of a Port Grid, encompassing various smaller ports like fisheries port, agriculture port and mineral port etc so that port development and port-led development takes place in the country.” Shri Sanjeev Ranjan, Secretary & Shri Sanjay Bandopadhyaya, Addl Secretary, Ministry of Ports, Shipping and Waterways, Dr. Amita Prasad, Chairman, IWAI, Shri Amitabh Kumar, DG Shipping, Shri T.K. Ramachandran, Chairman, IPA, along with chairmen of all the major ports and senior officials of the Ministry attended the ceremony through video conferencing.
Government approves MEIS allocation till December 2020 Cont’d. from Pg. 3
"It is to inform that the competent authority has approved the allocation of amount of Rs 39,097 crore for MEIS benefits for exports made during FY 2019-20. Further allocation totaling Rs 15,555 crore for MEIS benefits for exports made during the period, April 1, 2020 to December 31, 2020 is conveyed with the approval of the competent authority," the drawback division of CBIC said recently. MEIS provides duty benefits depending on product and country. Rewards under the scheme are payable as percentage of realised free-on-board
value (of 2%, 3% and 5%) and the MEIS duty credit scrip can be transferred or used for payment of a number of duties including the basic customs duty. The government’s outgo under MEIS was Rs 45,000 crore in 2019-20. The government has already capped the benefits under it to Rs 2 crore per exporter from September 1-December 31, 2020. "It is suggested to limit the issuance of MEIS duty scripts in this financial year. Accordingly, DGFT is requested to issue MEIS scripts, up to a total value of Rs 16,000 crore in FY 2021. Issuance of remaining scripts may be spread over
the subsequent financial year and appropriate mechanism," the drawback division added. DGFT had put MEIS registrations of exporters on hold in mid-2020 as the allocations were not released by the finance ministry. India has decided to stop MEIS by the end of 2020 as the scheme has been challenged at the World Trade Organization for allegedly distorting global trade in favour of Indian exporters. The production linked incentive scheme has replaced MEIS after Cabinet approved recently.
Commerce Ministry seeks stakeholder suggestions for next Foreign Trade Policy Cont’d. from Pg. 3
Stakeholders are requested to send their comments only through this form rather than e-mail or paper based submissions within 15 days from November 12, it added. “The foreign trade policy (2015-20) was extended for a year till March 31, 2021. In order to prepare a new five year FTP, suggestions/inputs are invited from various stakeholders,” the
directorate said in a trade notice to export promotion councils, commodity boards, trade/industry bodies/associations/organisations, members of trade and industry and all regional authorities of DGFT. The gover nment announces steps to promote goods and services exports under a FTP. At present, various benefits are provided under different schemes
such as merchandise export from India scheme (MEIS), ser vices export from India scheme (SEIS), advance authorisation and export promotion capital goods. Since 201112, India’s exports have been hovering at around USD 300 billion. During 2018-19, overseas shipments stood at USD 331 billion, while it aggregated USD 314.3 billion in 2019-20.
FM’s New Stimulus 3.0 to challenge China's manufacturing clout NEW DELHI: With an eye to boost domestic manufacturing and job creation, Finance Minister Nirmala Sitharaman, has announced a fresh round of stimulus totalling of about Rs 2 lakh crore under Atmanibhar Bharat 3.0 to help recovery of an economy in a tailspin. The current five-year PLI scheme has now been extended to ten more sectors to support domestic manufacturing and promote the country as an alternate global manufacturing hub in Asia, with special focus to draw businesses away from China.
It will cover sunrise sectors, labourintensive sectors and those with which India hopes to meet the global value chain, which we hope will boost for domestic employment and investment, Sitharaman said at a press conference. “This is something that will immediately give greater impetus to manufacturing,” Sitharaman said. The plan will help India become a global manufacturing hub, she added. The Government has already rolled out a PLI scheme worth Rs 50,000 crore for electronics, after which companies including Samsung and iPhone
manufacturers Hon Hai Precision and Wistron pledged $1.5 billion to set up mobile-phone plants in the country. The PLI is part of the government’s plan to make India an attractive manufacturing destination and selfreliant besides helping it emerge as a strong alternative to China. It aims to do this through reduced corporate tax rate of 25%, PLI benefits and phased manufacturing plan (PMP). The government has also overhauled insolvency rules and eased foreign direct investment norms to improve the ease of doing business in the country.

Container Freight Train covers 120 km in just 2 hours, at 4x the normal speed BANGALORE: Indian Railways has been working for the past few years to make its services more efficient. Not only passenger train services but freight trains services are being worked upon. Note that Indian Railways is among the world’s largest rail networks, and its route length network is spread over 1,23,236 km, with 9,146 freight trains, plying 3 million tonnes (MT) of freight daily from 7,349 stations. For those who are not aware, Rail freight transport is the use of railroads and trains to transport. Unlike passenger trains like Shatabdi, Rajdhani or Duronti, freight trains are rarely named. The average speed of freight trains in India is around 24 km/hour. However, a video posted by Twitter handle DRM Bengalur u recently changes this scenario. DRM Bengaluru shared a video with a caption which read, “NO, THIS IS NOT AN EXPRESS TRAIN. It is a container freight train
running at 100kmph between BSMVRDP section in SBC Division, with a trailing load of 1800 tons hauled by WAG9/41055 of KJM Shed. From JTJ to WFD the 120 km distance was covered in two hrs’. As per the tweet, this particular container freight train was way above the average speed. A user also commented on the post saying that 100 Kmph should be the norm now. Railway Minister Piyush Goyal also reshared the video through a tweet which said, “Watch how in New India, freight trains are giving strong competition to express trains in terms of speed. A container freight train running at 100 Kmph with a trailing load of 1800 tons on Bisanattam-Varadapur section in Andhra Pradesh & Karnataka.” It is worth adding that soon, 12,000 HP electric locomotives, manufactured by Alstom will run freight trains in India last month,
Piyush Goyal chaired Railway Ministry approved Alstom-built 12,000 HP e-locos to run freight trains across the Indian Railways network at a maximum speed of 120 km per hour. According to a press release issued by Alstom, these e-locomotives will allow safer and faster movement of heavier freight train services that are capable to haul around 6000 tonnes freight at 120 km per hour of top speed. These locos have been planned to be deployed for operations on major freight routes of the Railways network including the Dedicated Freight Corridors (DFCs). These electric locomotives are expected to increase the average speed of Indian Railways freight trains by at least 20 to 25 km per hour. Earlier this year, the national transporter also b e g a n i n d u c t i n g t h e WA G 1 2 B e-locomotives, which are said to be the most powerful locos to run on Indian Railways tracks.
Landmark Day at Cochin Shipyard Launching of Five Vessels at one go & keel laying of Two Vessels COCHIN: It was a landmark day at Cochin Shipyard Ltd (CSL) as it launched five (05) vessels at one go from its Building Dock at Kochi and also laid the keel for two (02) vessels. The vessels launched are two 8000 DWT Mini General Cargo Ships for JSW Shipping & Logistics Pvt Ltd and three Floating Border Outpost Vessels (FBOP) for the Indian Border Security Force. Keel laying was carried out for two more 8000 DWT Mini General Cargo Ships for JSW Shipping & Logistics Pvt Ltd. CSL achieved this milestone amidst the COVID -19 pandemic by working with available resources with necessary precautions. The five (05) vessels were launched by Smt Rameetha K, Scientist ‘G’, NPOL (DRDO) wife of Shri Madhu S Nair, CMD, CSL, while Shri Pranab K Jha, VP JSW Shipping and Shri Madhu S Nair, CMD, CSL, did the honours of keel laying for the two (02) new vessels in the presence of Shri Sureshbabu NV, Director(Operations), Shri Bejoy Bhasker, Director(Technical), Shri Jose
VJ, Director(Finance) and other officials. The Mini General Cargo Ships launched today are part of a series of four similar ships being built for the JSW group. These vessels are built and classed under the standards of Indian Register of Shipping. These ships will be used for transportation of dry bulk cargo such as coal, iron ore, dolomite, and limestone. The vessels, with a length of 122 Mtr and height of 7.20 Mtr and speed of 10 knots, will have a compliment of 16 crew. These ships are expected to ply on the Coastal route between Jaigarh Port and Dolvi Steel Plant in river Amba near Dharamtar Port. This programme, once implemented, would trigger one of the largest inland water transport cargo movements in India, which is in line with the Government of India’s vision for the development of the National Waterways. The three FBOP’s, with a length of 46 Mtr, launched today are part of a series of nine vessels being built for the Water Wing of the Border Security Force. These vessels are designed in-
house by CSL & classed by Indian Register of Shipping. Each FBOP is designed with stowage arrangements for four fast patrol boats, which can be launched and hoisted using its own davit system. The vessels will act as a floating base for the flotilla of fast patrol boats and will supply Petrol, Fresh Water and provisions to the smaller boats and are to be deployed on India’s Eastern & Western borders. CSL is expanding geographically and has commenced Ship Repair Units at Mumbai, Kolkata & Port Blair in addition to its Kochi facilities. CSL is also setting up fully owned subsidiary shipyards at Kolkata (named HCSL) and at Malpe, Karnataka (named TEBMA Shipyards Limited) to cater to the construction of small & medium vessels as well as inland water vessels. CSL is also augmenting its infrastructure in Kochi and is currently investing around ₹2,800 Crore in the construction of a new 310 M long dry dock at CSL and a ship lift based Ship Repair Yard at Willingdon Island, Kochi.
Seafarers, heroes of the pandemic as shipping plays vital role in crisis GENEVA: “The pandemic has brought to the fore the importance of maritime transport as an essential sector for the continued delivery of critical supplies and global trade in time of crisis, during the recovery stage and when resuming n o r m a l i t y ” , U N C TA D’ s R e v i e w o f Maritime Transport 2020 said. ‘Depressed’ sector Shipping was already “pretty depressed” in 2019, as trade protectionism, slower oil demand and tariff wars, slashed its growth rate to 0.5 per cent, the lowest since the 2011 financial crisis, Ms. Shamika Sirimanne,
Director of UNCTAD’s Division on Technology and Logistics, told a news conference in Geneva. Those problems persisted in 2020 and were compounded by the pandemic. But the industry had met the challenge head-on. “All in all, maritime transport and logistics kept essential goods and trade flows moving. Ships moved, ports kept open. So we should be thankful to the maritime sector that people still could buy food and medicine and essential goods in our neighbourhood shops, even though we w e r e i n a v e r y s t r i c t l o c k d o w n” , Ms. Sirimanne said. “This brings me to the other point: the unsung heroes who put food on our table.
And these are the seafarers. They have been making huge personal sacrifices throughout this pandemic. Large numbers of seafarers were stuck in ships for many months, and they were unable to sign off after long tours of duty to go home.” Others were prevented from returning to their ships, with dire implications for their earnings. UNCTAD, along with the International Labour Organization (ILO) and the International Maritime Organization (IMO), was calling for seafarers and other marine personnel to be classified as critical workers and to be exempted from travel restrictions, regardless of nationality, she said.

New Stimulus offers Big incentives for Big rms, to boost Exports primarily NEW DELHI: Signifying a new policy paradigm where global-sized players are unapologetically celebrated and promoted through incentives, the Cabinet has approved an umbrella production-linked incentive (PLI ) scheme for 10 highpotential sectors, including auto, battery cell, pharma, telecom networking, food and textiles. The scheme, estimated to cost of Rs 1.46 lakh crore over a five-year period, will set high bars for businesses to avail the incentives, such as exacting standards of incremental annual production and exports. It also marks a renewed focus on Make in India and shift away from a longstanding MSME bias; while local manufacturing is the ostensible objective, there will be implicit impetus for largescale exports. Together with the Rs 51,311 crore allocated for three PLI schemes (in electronics/mobile phones, active pharma ingredients and medical devices )
announced in the aftermath of the Covid19 outbreak, the cost to the exchequer will be close to Rs 2 lakh crore over five years. Briefing reporters after a Cabinet meeting, finance minister Nir mala Sitharaman said, the schemes will make manufacturers globally competitive, attract investments in key sectors, increase exports, promote self-reliance and boost jobs. The move will also create economies of scale and make India an integral part of the global supply chain. The move will also create economies of scale and make India an integral part of the global supply chain. The decisions will also help improve the share of manufacturing, which has been languishing at 16-17% of GDP for about three decades now, to the targeted level of 25%. P rime Minister Narendra Modi tweeted: “Cabinet decision of PLI scheme for 10 sectors will boost manufacturing, give opportunities to youth while making
India a preferred investment destination. This is an important step towards improving our competitiveness & realising an Aatmanirbhar Bharat.” While the details of the new scheme for each sector will be finalised soon, these are expected to be tailor-made to suit exports as well, without contravening the WTO rules that usually prohibit export subsidies. For instance, in the case of the already-announced PLI scheme for mobile phones, the Rs 40,000-crore incentive over five years is to be given only for phones whose ex-factory price is $200 or above. On October 6, 16 proposals entailing investment of Rs 11,000 crore were approved under the PLI scheme for mobile phones; Samsung, Foxconn Hon Hai, Rising Star, Wistron and Pegatron were the beneficiaries. Of the total production worth `10.5 lakh crore to be facilitated over five years, around 60% is seen to be exported.
Kamarajar Port handles the largest vessel in all of East Coast CHENNAI: The Kamarajar Port Limited (KPL) created histor y on 11 November 2020 when it handled the largest transshipment vessel that has ever called on any East Coast Port. M.V.MSC Faith having 14,336 TEUs capacity berthed at its Container Terminal with Tembe Port (Ghana), being its last Port of call. This Container Terminal is being run in PPP mode by Adani Ports and SEZ Ltd. When transshipment of most of the container of South Indian Ports is happening at Colombo and Singapore, by receiving this vessel KPL has placed itself on global transshipment map. As a new generation port, KPL could achieve this feat on account of deep draft, state-of-the-art new generation terminal with latest gantry cranes and sufficient backup yard that can hold upto 17000 TEUs of containers. The mainline container vessel M.V. MSC Faith has length of 366 meters
and would discharge 4155 TEUs of containers at KPL. With a beam width of 48 meters the vessel needs high outer reach gantry cranes for cargo operations. The Container terminal at KPL has Gantry Cranes of 62 meters outer reach ensuring a hassle free cargo operation. KPL is geared to receive many such transshipment calls in near future. The Traffic and Marine wing of KPL worked overtime with the container terminal operator (AECTPL) for achieving this feat. As a part of Atma Nirbhar Bharat initiative, Ministry of Ports, Shipping and Water ways has made many policy interventions to attract transshipment v e s s e l s f r o m Po r t s l i k e C o l o m b o , Singapore, Jabel Ali, etc., in order to
reduce the overall logistic cost. Apart from this, trade facilitation by way of preferential commercial offerings are also being made by KPL to attract such transshipment vessels. Transshipment calls such as this are not only in the larger interest of the exportimport trade but will also result in giving fillip to coastal and inland waterways shipping in the country.
BIMCO: 40% of Phase One goal reached for US Manufactured goods to China OSLO: Exports from the US to China of the manufactured goods included in the Phase One agreement between the two countries reached USD 31.1 billion in the first nine months of the year. This is just 40% of the USD 78.4 billion commitment under the agreement. In September, USD 3.6 billion worth of the manufactured goods were exported, a decline from the record USD 4.1 billion in August, but still considerably above 2019 values, and above the values of 2017, which is the baseline year upon which the agreement was built. In the first nine months of 2020, exports of the manufactured goods included in the agreement are up 4.5% compared with 2019, but down 1.4% from the same period in 2017. To meet the obligations under the agreement, exports will therefore need to rise 72% in 2020 as a whole compared to 2017. In other words, USD 15.8 billion worth of exports must be r e a l i s e d e v e r y m o n t h o f O c t o b e r,
November and December to comply. Most of the manufactured goods included in the Phase One agreement are containerised, with the USD 31.1 billion worth of exports realised in the first nine months of the year amounting to 7 million seaborne tonnes. This equals a 1.3 million tonne increase from the first nine months of 2019 and a 3.1 million tonne decline compared with the same period in 2017. The energy and agricultural groups of goods included in the agreement are also far from reaching the goal. Energy goods fall 21.7% short while agricultural good fall 37.9% short. Combining all three categories – manufactured goods, energy and agricultural goods – exports have risen 2.4% in the first nine months of the year, compared with the same period in2019. Still, only 35.8% of the total commitments have been reached. “BIMCO has always believed the targets were unachievable, but every additional volume shipped has been
welcome, particularly when it comes to dry bulk and energy goods,” says Peter Sand, BMICO’s Chief Shipping Analyst. “The extra containerised goods resulting from the effort to comply with the agreement don’t bring as much of a boost as dry bulk and energy, because the extra containerised volumes are on the backhaul of the transpacific trade rather than the money making and capacity setting fronthaul,” Sand says.
