Retail lobby in USA seeks Biden’s help for port congestion WASHINGTON: The National Retail Federation (NRF) has sent a letter to the White House asking to meet with the United States President Biden and other top administration officials regarding the challenges retailers are facing from the ongoing supply chain disruptions, which have caused severe congestion at the US ports. “We would like an opportunity to discuss the impact these issues are having on the nation’s retailers, our workers and our customers, as well as potential solutions to address current and future disruptions,” said NRF President and CEO, Matthew Shay, in the letter. Matthew Shay explained, “The supply chain disruption issues, especially the congestion affecting our key maritime ports,

are causing significant challenges for America’s retailers. The congestion issues have not only added days and weeks to our supply chains but have led to inventory shortages impacting our ability to serve our customers. In addition, these delays have added significant transportation and warehousing costs for retailers.” As the nation’s largest private-sector employer, retailers depend on US ports and other transportation infrastructure to deliver billions of dollars’ worth of goods and products to consumers every day, according to an announcement. Last week, NRF revised its annual retail sales forecast to grow between 10.5-13.5% to more than US$4.44 trillion in 2021 as the economic recovery accelerates.

Although consumer demand continues to grow, evidenced by imports during the latest months at the largest US retail container ports, such as the ports of Long Beach, Charleston and New York & New Jersey, the supply chain challenges remain significant. In a recent survey of NRF member companies on the congestion situation, over 97% of retailers surveyed say they have been impacted by port and shipping delays. “In many instances, retailers will absorb these costs and not pass them along to consumers. However, many smaller retailers may have no choice but to pass along these costs, especially as they face other challenges with reopening their businesses,” pointed out Shay.

Höegh awarded USCG Qualship 21 OSLO: Höegh Autoliners is pleased to announce that 29 of its managed vessels have been awarded a Qualship 21 status by the United States Coast Guard (USCG). The Qualship 21 (Quality Shipping for the 21st Century) programme is a quality incentive programme to which only a small percentage of foreign-flag vessels calling at US ports are admitted, based on the high performance of their port state control record. The program aims to reward those companies, operators, and vessels that demonstrate the highest commitment to quality and safety through the highest level of compliance with International standards and the United States laws and regulations. Designated vessels are recognised and rewarded by the USCG by being subject to reduced port procedures. High quality Technical Management The ship management of Höegh Autoliners’ owned vessels are performed by Höegh Technical Management (HTM) based in Manila, Philippines. Heading HTM is Dennis Desabille, who started as a cadet in the company back in 1993. Dennis worked up the ranks to become a Master in 2007 before going ashore to take a crewing position in 2009. Dennis currently holds the position as Head of Ship Management in HTM, "We are pleased that 82% of our managed vessels have been awarded the USCG’s Qualship status.

Our HTM office along with our colleagues ashore and at sea have worked hard to ensure our vessels meet stringent port state controls not just in the US, but worldwide. Much of this achievement comes down to our high-quality Safety Management Program which provides a proactive approach and helps ensure our vessels meet the required standards." Focus on safety Höegh Autoliners’ Safety Management System ISM, 14001 and 9001 certified. To ensure the company’s quality standards are met, all of its managed vessels are inspected once a year by the class society, DNV, in addition to technical inspections performed periodically during the year. Sebjørn Dahl, Chief Operations Ofcer says, “I want to applaud HTM and our crew for their efforts in maintaining the highest standards of safety and quality of the vessels in our fleet. The Qualship 21 recognition provides further confirmation of Höegh’s position in terms of safety and quality-driven shipping operations.” In admitting Höegh Autoliners to the programme, the US Coast Guard highlighted that “less than 20% of all foreignflagged vessels that operate in the United States meet the strict eligibility requirements of this program; therefore, I applaud the efforts of your organization and the master and crew of the QUALSHIP 21 designated vessels for consistently maintaining an exceptional commitment to quality.”

Production at Full Throttle to Ensure Global Supply Chain Stability : COSCO SHIPPING Rolls Out Its Five Millionth Container BEIJING: The five millionth container produced by Qidong Container Factory, a container manufacturing plant under COSCO SHIPPING, was successfully launched on June 2. This marks another significant milestone since the corporation's container manufacturing business achieved the cumulative output of one million containers in 2011, two million in 2015, and three million in 2018. The launching of the five millionth container also signifies that COSCO SHIPPING is making comprehensive efforts to deepen the production potential of its container manufacturing plants to fully ensure “six priorities” and stability in six areas, as well as the stability of the global industrial and supply chains. Facing the unexpected COVID-19 pandemic in 2020, COSCO SHIPPING has adhered to a people-oriented approach, taking the lead in resuming work and production based on effective prevention and control of the pandemic at home and abroad. Confronted with disruptions of the global supply chain caused by the pandemic and the scarcity of containers in the market, all container manufacturing plants under COSCO SHIPPING have been working at full capacity to overcome challenges, addressing the tight supply of raw materials, rising costs, and labor shortages, to quickly achieve technological innovation in the production process and equipment, while continuing to increase investment, tap deeper into the potential production capacity, and improve the production quality and efficiency. They have made every effort to ensure smooth foreign trade transportation and logistics to serve the new development pattern of “dual circulation.”From January to April this year, the container manufacturing business segment of COSCO SHIPPING manufactured 346,000 containers in total,

an increase of 116% year-on-year. The container manufacturing business of COSCO SHIPPING started in 2005, with its first container factory built in Lianyungang. Subsequently, more factories were built and put quickly into operation in Guangzhou and Jinzhou. Located in coastal areas that extend from south to north China, these facilities cover the regions where most of the market demand for containers arises. In 2019, COSCO SHIPPING successfully acquired the core container factories under the former Hong Kong-listed company, Singamas, and entrusted them to Shanghai Universal Logistics Equipment, a subsidiary of COSCO SHIPPING Development for centralized operation and management. Since then, the competitiveness of COSCO SHIPPING’s container manufacturing business has been soaring, turning the corporation into the second-largest container manufacturer in the world. At present, its six modernized factories have covered major ports from south to north China, located in key areas with strong demand and convenient transportation, which helps to effectively control transportation costs and enhance geographic advantages. Among them, the Qingdao and Qidong container factories, with their large reefer production capacity, have enabled COSCO SHIPPING to realize its diversification strategy to expand into the reefer market – a move that meets market development demand and improves integrated service capabilities. COSCO SHIPPING will continuously strengthen the linkage of various segments on the shipping industry chain, optimize industrial structure, promote industrial transformation, constantly improve customer service capability, and strive to build more intelligent industry-leading companies with better capacity utilization to provide better services for its global customers.

Antwerp Port witness Short Sea volumes increase ANTWERP: Shortsea connections to and from Antwerp saw steady growth in volumes during the first four months of 2021. The increase in activity can be partly explained by an increase in feeder transhipment volumes. The temporary suspension of certain direct deepsea calls in the United Kingdom resulted in an increase in transport via shortsea. Ireland and the United Kingdom The suspended deepsea calls have resulted in additional shortsea connections to and from (Northern) Ireland and British ports such as Liverpool and London. Furthermore, goods from the hinterland of the port of Antwerp are increasingly being carried directly to Ireland instead of via the 'land bridge' with the United Kingdom. The turnaround time is faster as a result of the customs regulations that came into force after Brexit. This is also attracting new goods flows that are bound for the United Kingdom via (Northern) Ireland. Grimaldi, for example, is adding new services to Ireland in order to meet customer demand for transport post-Brexit. The new AntwerpCork RoRo service (two departures per week) is creating a competitive and eco-friendlier alternative to the UK land bridge. Baltic Sea Unifeeder has increased the frequency of its service to St. Petersburg to three departures per week. There is also a new weekly departure recently connecting PSA Antwerp and Antwerp

Gateway with Riga and Klaipeda. Meanwhile, WA L L E N I U S S O L i s putting on an additional ship on the route to western Finland (Kokkola and Rauma). The increase in frequencies reflects the growing demand for connections to and from the Baltic Sea. Rail supports expansion of shortsea Additional rail connections are providing support to the higher frequency of shortsea connections. A logistics chain combining railway transport and shortsea is creating new opportunities: destinations in Portugal and parts of Spain now enjoy rapid connections with destinations in Central and Eastern Europe. Tight schedule Jan Cuyt, Business Development Advisor at Port of Antwerp: "Feeder volumes are extremely important for the growth of shortsea from Antwerp. On the other hand, they also create challenges. Shortsea is dependent on deepsea as far as scheduling and planning is concerned. Predictable turnaround times are crucial in order to be able to offer efficient shortsea connections."

NYK to build 12 LNG-Fueled PCTCs TOKYO: NYK has agreed to a memorandum of understanding (MoU) for the consecutive building of LNG-fueled PCTCs at Shin Kurushima Dockyard Co., Ltd. and Nihon Shipyard Co., Ltd. Twelve new ships are planned to be built, six ships each at the two shipyards. The newly built ships will be delivered successively from fiscal 2025 to fiscal 2028. This consecutive building of LNG-fueled PCTCs is in accordance with the PCTC fleet replacement plan to achieve NYK’s environment management target, which is to reduce CO2 emissions per ton-kilometer of transport by 50% by 2050. The use of LNG fuel, in addition to hull modification to improve fuel economy, will contribute to a reduction of CO2 emissions by approximately 40% compared to ships using conventional heavy fuel oil. Through its “Sail GREEN” project, NYK’s Automotive Transportation Headquarters has been promoting the transition of upcoming newly built PCTCs to vessels that are LNG-fueled, and this began with Sakura Leader, which was delivered in October 2020 and was the first LNG-fueled PCTC to be built in Japan. In fact, the company already has firm plans to launch eight LNG-fueled PCTCs by 2024. Including these additional 12 new vessels, NYK’s total

number of LNG-fueled PCTCs will increase to 20 by fiscal 2028 through a total investment of about 200 billion yen. NYK aims to further advance to zero-emission vessels utilizing marine fuels that have a lower environmental impact, such as hydrogen and ammonia, from around 2030. For the moment, NYK is positioning LNG fuel as a bridge solution until future zero emission ships can be realized. On February 3, NYK released the NYK Group ESG Story, which aims to further integrate ESG into the company’s management strategy and promotes activities that contribute to the achievement of the SDGs (Sustainable Development Goals) through business activities. To strongly promote ESG management, the NYK Group will actively promote replacement of its PCTC fleet to nextgeneration eco-friendly ships and encourage new value creation as a sustainable solution provider.

Commerce Department recommends RoDTEP budget hike to Rs 20,000 cr : Sources Cont’d. from Pg. 3 But DoC suggested that such a move will give an impression that RoDTEP is just a reinstrumentation of the MEIS in a new form. “This risks RoDTEP scheme being dragged to the World-Trade Organisation (WTO) ab-initio,” the department wrote in its recommendations to the committee of secretaries for RoDTEP. Limiting the outgo of the scheme to Rs 13,000 crore would have required either imposition of cap per exporter per annum, as was done under MEIS last year, or exclusion of certain sectors or scaling down the remission rates. A cabinet note is likely to be floated this week and the final announcement may be made in 15 days. DoC has suggested increasing the financial outlay by Rs 7000 crore will provide

benefits to all the 11,310 harmonized system (HS) code lines including companies approved under the Production-Linked Incentive (PLI) scheme, advance authorization beneficiaries, special economic zones and export-oriented units without putting a large fiscal pressure on the government. HS is a code assigned for every single item which is traded, from components to finished goods. This would fully delink RoDTEP with MEIS and allay any legal and technical concerns that trading partners may have and best serve the interests of small exporters in a fair and non-discriminatory manner, the recommendations said. This would also support the exporters to overcome the challenges of post-Covid recessionary world. RoDTEP, effective from January 1, 2021, is a tax refund scheme which remits the taxes

and levies borne by exporters as percentage of value of goods exported. The simple principle is ‘taxes and duties should not be exported’. It was formed after the WTO ruled against India that the MEIS is incompatible with world trade norms and must be pulled out. According to industry sources, mobile phone exporters are likely to be assigned a remission rate between 0.5% and 0.8%, which is sharply less than the 4% which MEIS used to offer. This will impact the cash flows of PLIapproved companies like Apple phone makers Foxconn and Wistron besides Samsung, which have huge export targets, said experts. Overall, given that the budget of RoDTEP at Rs 13,000 crore is modest compared to Rs 50,000 crore of MEIS, all export sectors are likely to get very low compensation rates, they added.

NMPT handles large parcel size vessel MV SSL Brahmaputra Shreyas Shipping was the vessel operator and Amogha Shipping, Mangaluru, was representing it as the local agent

M A N G A L O R E : New Mangalore Port Trust (NMPT) handled the MV SSL Brahmaputra – a largest parcel size container vessel — a t t h e p o r t o n Tu e s d a y. A statement by NMPT said that this is the largest parcel size container vessel handled at the port in terms of containers as well as size. The vessel is of 260-meter length overall with 32.35-meter beam and dead weight tonnage of 50,900 tonnes. The vessel arrived laden with 1,521 TEU (twenty-foot equivalent) containers with 25,864.40 tonnes of raw cashew nuts. It has a scheduled export plan of 300 TEUs. NMPT statement said that Shreyas Shipping was the vessel operator and Amogha Shipping, Mangaluru, was

representing it as the local agent. It may be mentioned here that the container traffic at NMPT increased from less than 2,000 TEUs in 2000 to 1.5 lakh TEUS in 2020-21. So far, these containers were handled at various general cargo berths of the port. Considering the increase in container handling, NMPT awarded the work of mechanisation of container handling at deep-draft berth (no. 14) to Mangalore Container Terminal Pvt Ltd (of JSW) on PPP model. The statement said this is expected to foster the growth of container traffic at the port in the coming years. Expressing happiness over the record handling of a large container vessels, AV Ramana, Chairman of NMPT, said the port’s multidimensional initiatives such as online gate admittance, improved storage facilities, better service and cost-effective measures made this happen.

Indian Army successfully conducts Rail trials on DFC NEW DELHI: The recently developed “Dedicated Freight Corridor (DFC)” by the Indian Railways provides faster movement of freight across the Country. The Indian Army on Monday (14 June 2021), conducted a successful trial by moving a military train loaded with vehicles and equipment from New Rewari to New Phulera validating the efficacy of the DFC. The intricate and synchronised coordination by the Indian Army with Dedicated Freight Corridor Corporation of India Ltd (DFCCIL) and Indian Railways will

significantly enhance the mobilisation capability of the Armed Forces. These trials were part of the “Whole of the Nation Approach” for optimising national resources and achieve seamless synergy among various ministries and departments. Interactions by the Indian Army with all stakeholders including DFCCIL & Indian Railways will now assist in leveraging the DFC and allied infrastructure into the mobilisation matrix of Armed Forces. Development of infrastructure at certain locations to

support mobilisation and trials to validate move of defence owned rolling stock on Roll On-Roll Off (RO-RO) se r vice is b e ing f o r malise d and modalities are being evolved. These trials herald the first step in this process to pave the way for enhancing the operational readiness of Armed Forces. This initiative would set in place processes to ensure that military requirements are dovetailed in the national infrastructure development at the planning stage itself.

SIMA appeals to FM to withdraw cotton import duty CHENNAI: Southern India Mills’ Association (SIMA) chairman Ashwin Chandran recently requested finance minister Nir mala Sitharaman to withdraw both the basic customs duty (BCD) and the agriculture infrastructure development cess (AIDC) levied on cotton to create a level-playing field on the raw material front for the Indian textile and apparel industry. The announcement of 5 per cent BCD and 5 per cent AIDC with applicable cess on the import of cotton in the 2021-22 budget has a severe detrimental impact on the value-added segments and erodes the competitiveness of the country’s garments and home textile exporters, SIMA said.

The import duty will not benefit Indian cotton farmers owing to the negligible volume of imports and the non-availability of such speciality cotton varieties in India, SIMA said. “The levy of these import duties is a major blow to the Indian cotton textiles industry, which was just recovering from the losses suffered during the pandemic and lockdowns last year,” Chandran wrote. A similar import duty of 10 per cent BCD, 4 per cent additional customs duty and 3 per cent education cess imposed during 2007-08 had a severe impact on Indian spinning industry, and the gover nment withdrew that af ter understanding the ill effects, Chandran wrote.

Bt technology covers over 95 per cent of the area under cotton and has made India a cotton surplus country, but only in the medium and long staple cotton varieties, SIMA said. Fo r e x t r a - l o n g s t a p l e ( E L S ) , contamination-free and sustainable cotton, the industry depends on imports to produce high value-added products. The import of such cotton accounts for only 4 per cent of the annual cotton requirement in India, SIMA said. He said it has taken over a decade for the Indian textile industry to build up the market share in these segments, and with the levy of cotton import duty, India will lose its competitiveness and market share to rivals like Bangladesh, Sri Lanka, Pakistan and Vietnam.

DCBA organises COVID-19 vaccination for Customs Brokers; first camp in progress at New Customs House from June 15-18 NEW DELHI: In a bid to protect thousands of Customs Brokers, their staff and family members, Delhi Customs Brokers Association (DCBA) has organized a 4-day COVID19 vaccination camp at New Customs House (NCH), near IGI Airport, New Delhi from June 15 to 18, 2021. Supported by the Office of the Chief Commissioner of Customs (Delhi Zone), the vaccination camp is being conducted by Medanta Hospital. The vaccination camp was inaugurated by Smt. Ranjana Jha, Chief Commissioner of Customs (Delhi Zone) along with Smt. Simmi Jain, Principal Commissioner of Customs, Air Cargo Import and Shri Manish Kumar, Commissioner of Customs, Airport & General. Customs Brokers are one of the vital components of the logistics & supply chain system and recognised as frontline warriors in respect of the fighting against COVID-19 pandemic through their immensely valuable services. Risking their lives, the Customs Brokers are working 24x7 to clear all urgent Covid related cargo/material including oxygen concentrators, oxygen cylinders, ventilators, PPE kits, vaccines, etc from airports, ports and ICDs. Established in 1972 the Delhi Customs Brokers Association (earlier Delhi Customs Clearing Agents’ Association) at present has more than 1100 members and is active in Delhi NCR region to facilitate the international trade to and from this very crucial region as regard to the growth of exim trade of the country is concerned. Highlighting the urgent requirements of the vaccination camp, Mr Santosh Kumar C h o u d h a r y, H o n y Secretary DCBA informed that already a large number of Customs Brokers, their staff and family members got infected by the deadly coronavirus and several people including very young entrepreneurs have lost their lives from this sector. “At this critical scenario, at present the only way out is to vaccinate the Customs Brokers community to keep the logistics/supply chain services unhindered,” he observed. Mr Choudhary further shared that responses from the CB community towards the vaccination drive has been tremendous and the same will be continued by organizing more vaccination camps at different Customs locations/ICDs in Delhi NCR region the days to come. Currently, more than 1000 people from the trade are being vaccinated in the first phase of this vaccination drive organised by the association. According to Mr Choudhary, it could happen because of huge efforts of the entire Managing Committee of the association. The Managing Committee of DCBA includes Mr Raman Raj Sud, President; Mr Gurvinder Singh, Vice President; Mr Santosh Choudhary, Hony Secretary; Mr Rajbir Singh, Hony Joint Secretary; Mr Bhim Singh Jain, Hony Treasurer; Mr P.S. Atree, Advisor and Managing Committee Members- Mr Anil Kumar Mishra, Mr Davender Lal Pipil, Mr Devendra Singh Bhadoria, Mr Mahendra Singh Yadav; Mr Rajiv Kumar Sharma, Mr Rohit Kapoor, Mr Vaneet Aggarwal, Mr Vijay Raghavan, Mr Vikrant Gogia and Mr Yogesh Kumar.

Mr Vijay Raghavan, Mr Vikrant Gogia and Mr Devendra Singh Bhadoria spearheaded the coordination with Medanta Hospital, Local Administration and Customs Authority to organise this successful vaccination camp, complying with all government rules & regulations and protocols pertaining to COVID -19 vaccination. They conveyed their gratitude to the team Medanta, concerned Customs officials and local administration who extended full support to organise the vaccination camp for the greater interest of the manufacturing, export/import and logistics industry as well as the country’s economy. And, above all, their support was to save the human lives at these times of unprecedented crisis. Prior to organizing the event DCBA launched a massive campaign among its members highlighting the importance of vaccination to fight the deadly coronavirus. The association’s sensitization programme propagated the following slogans: “Don’t Pretend, Serve Mankind”; “Don’t wait, Come to Be Vaccinated”; Vaccines Are Safe for All”; “Baju Dekhao, COVID Hatao”; Leave Fear My Dear, Fight Together,” etc.
