Major Ports see 9 % increase in traffic handled in April-Dec period
NEW DELHI: India’s 12 major ports have seen a 9 per cent increase in traffic handled, y-o-y, for the April – December period. Total cargo handled include 576.63milliontonnesfortheperiodunderreview.
Cargo handling in the year ago period stood at 529 mt, datafromtheIndianPortsAssociationshowed.
Increaseintrafficcameonthebackofa35percentrise in thermal coal handling, which stood at 98 mt as against 72 mt in the year-ago period. This was followed by an increase in coking coal handling, which increased by over 16percenty-o-yto43.25mt(against37.2mt).

YOKOHAMA: The CMA CGM Group, a global player in sea, land and air logistics solutions, received the arrival of CMA CGM ARGENTINA as its largest vessel to call at the Honmoku D4 terminal in Yokohama, Japan on 15 January. The containership is one of two 15,000-TEU series that the Group has deployed on the weekly Asia Central South America 1 (ACSA1)service.

ArrivingfromcentralandsouthAmerica, the vessel is now the largest containership to call a Japanese port on a regular service and has brought import shipments of fresh fruits from Ecuador and Guatemala as well as coffee and maltfromColombiaandMexico.
A trusted shipping service that connects the importantAsia-LatinAmericatradecorridor,theACSA1 service makes a port stop at the Honmoku D4 terminal each week. Operated by CMA CGM, the terminal has a totalannualoperatingcapacityofover550,000TEUsand contributestoabout15%ofYokohama'sportthroughput.
From Yokohama, CMA CGM ARGENTINA will head for Busan in Korea and Shekou in China to complete her westbound leg of the ACSA1 service. From Shekou, the eastbound lap of the service commences with the rotation of Shekou-HongKong–Kaohsiung–Ningbo – Shanghai – Busan – Manzanillo -Lazaro Gardens –Buenaventura – Callao – Posorja – Lazaro –Manzanillo–Yokohama–Busan-Shekou.

The twelve Major Ports include Kolkata and Haldia Dock Systems (together known as Syama Prasad Mookherjee Port), Paradip, Vishakhapatnam, Kamarajar (or Ennore), Chennai, VO Chidambaranar, Cochin, New Mangalore, Mormugao, Mumbai, Jawaharlal Nehru Port AuthorityandDeendayalPort.
Petroleum and other crude products like LPG/LNG was the largest item handled, in terms of volume, across the 12 ports. Around 176 mt of POL (petroleum, oil and lubricants) was handled during the period under review, up 8 per cent y-o-ywhen163mtwashandled.
Interestingly, data from the
association shows that iron-ore (including pellet) handling saw an over 20 per cent decline for the ninemonth-period (9MFY23), to 29.7 mt. Iron ore shipments handled during the same period last year was 37.2mt.
The other item which saw a fall in cargo handling was raw fertilisers; down by 5 per cent-odd to 6.3 mt (apprx).
Of the major ports, traffic handled by Paradip was the highest at 96.7 mt, up 16 per cent y-o-y. Pradip accounted for 17 per cent of the total traffic. Nearly, 12.6 mt was thorough-put for December only — thehighesteverfortheyear.
Thermal coal handling at the port increased by 15 mt, or by 71 per cent
y-o-y, to 36 mt. Coking coal handling, however, declined by 4 per cent to 10.2 mt, data from Indian Ports Associationshowed.
Syama Prasad Mookherjee (SMP Kolkata), Vishakhapatnam, Chennai, New Mangalore and Chidambarabar were among the ports that saw significant increase in coking coal handling. In fact, SMP- Kolkata reported the highest coking coal handling at 17.2 mt, up58percent,y-o-y.
Chennai, Cochin, SMP-Kolkata and JNPA did not see any thermal or steam coal handling during the period, while others like Vishakhapatnam,Ennore,Deendayal Portswereamongstthosethatsawan increaseincoalcargo.

NEW DELHI: India hosted a special virtual Summit"Voice of Global South Summit” underthetheme"UnityofVoice,Unity of Purpose” on 12-13 January 2023. The Summit encompassed inaugural and concluding sessions at Head of State / Government level, and hosted by the Prime Minister, and 8 Ministerial sessions hosted by respectiveCabinetMinistersofIndia.
Union Minister of Commerce and Industry, Consumer Affairs, Food and Public Distribution and Textiles, Shri Piyush Goyal, hosted the Commerce and Trade Ministers’ Session,,onthetheme-‘Developing Synergies in the South: Trade, Technology, Tourism, Resources’. Shri Goyal highlighted that the countries of the Global South are now contributing more than half of the world’s economic growth with SouthSouth trade touching $5.3 trillion in 2021. In this regard, he urged for enhanced trade linkages for the mutualbenefitofallourcountries.
Mentioning that India is providing unilateral duty-free market access to
theleast-developedcountries(LDCs) since 2008 through the duty-free tariff preference (DFTP) scheme of India, hesaidthatIndiaisalsoopentoenter into Preferential Trade Agreements (PTAs) with interested countries in theSouth.
Calling Connectivity as a defining factor for success in the developing world, Shri Goyal spoke of India’s National Logistic policy (NLP) and thePM-GatiShaktiasthestepsinthis direction. He said countries of the Global South can work together to exchange best practices in models of connectivity that we employ in our countries.
Shri Goyal concluded by stating that India is ready to share its development experience with the global South, and are eager to learn from other fellow countries and bring forth the matters of our common concern for further discussion and cooperation towards our joint sustainableandinclusivegrowth.

Union budget likely to roll out more incentives for MSMEs
NEWDELHI:AstheCentreisset to focus on economic growth and employment generation this year, it could look at expanding the designated industrial space provided for the micro small and medium enterprises (MSMEs) sector, which has been accounting for about 30 per cent of India’s GDP. The existing industrial spaces outlined for the MSMEs in the 1980s and1990smaybeupgradedaswellto keep in line with the modern requirements such as access to technology, logistics facilities and environmental issues. The move is not only expected to boost productivity for this sector, considered the backbone of the Indian economy but will also attract investments of small and medium companiesfromothercountries.

“There is discussion on this and with India aspiring to touch the $5 trillion economy in the next few years, development of the MSMEs willbecritical,”thepersontold.
The Japan External Trade Organization (JETRO) is already aggressively looking at ways to bring in more Japanese small and medium firmsintoIndia.
According to JETRO, in China about 13,000-15,000 Japanese SMEs have made investments. But the numberinIndiaisonlyaround1500.
“Wearelookingatwaystobringin more Japanese SMEs into India. The number of Japanese SMEs in India is verylowandwehavetochangethat,” Takashi Suzuki, Chief Director General(SouthAsia),JETRO, said.
Meanwhile, the Federation of Indian Micro and Small & Medium Enterprises (FISME) has urged the government to set up a mechanism which would “rate” the products producedbytheMSMEs.
“That could be done by creating a CIBIL like institutions where database of suppliers and of their suppliers is captured digitally and shared to all buyers with CIBIL like scores,”itsaidaddingthatawelloiled grievance redressal system can go a long way in strengthening manufacturing, arresting imports andenhancingexportscapability.
Several MSMEs have also been given a go-ahead under the government’s production-linked incentive(PLI)Scheme.Howeverthe Covid 19 pandemic dealt a blow to the sector and its contribution to GDP slippedtosub30percentin2021.
G-20’s 1st IWG Meeting to discuss infra agenda
PUNE: With a view to discuss the 2023InfrastructureAgendaunderthe Indian G20 Presidency, the first G20 Infrastructure Working Group (IWG) meeting under G20 India Presidency will be held during January 16- 17, inPune.
The forum will bring together the IWG member countries, guest countries and international organisationsinvitedbyIndiatodiscuss the 2023 Infrastructure Agenda under theIndianG20Presidency.
The meeting will be hosted by the Department of Economic Affairs, Ministry of Finance, along with AustraliaandBrazilastheco-chairs.
The G20 Infrastructure Working Group deliberates on various aspects of infrastructure investments, including developing infrastructure as an asset class; promoting quality infrastructure investment; and identifying innovative instruments for mobilising financial resources for infrastructureinvestment.
The outcomes of the Infrastructure Working Group feed into the G20 Finance Track priorities and promote infrastructure development.

Indian Logistics market shines with entry of Global players
MUMBAI: Some of the world’s largest logistics players and private equity fund managers are foraying into Indian industrial and logistics spaces in the country which has a total stock of about 350 million square feet(msf).
Most players are looking to invest anywhere between $500 million and $1 billion in new ventures in the next couple of years, said experts on this segment.
Prologis, the largest warehouse owner in the world, has brought in Vineet Sekhsaria, Former Executive DirectorandHeadatMorganStanley Real Estate Investing India, as head ofitsIndiaoperations.
Alta Capital set up by Siddhartha Gupta, a former Managing Director at US-based fund manager Blackstone, is also evaluatingtwoorthreeplatform-level deals in the industrial and warehousingspace.
It also bought two warehouses from Morgan Stanley last year. “With a population of 25.9 million, Australia has 750 msf of Grade A stock. India has Grade A and B stock of about 350 msfinthetopeightcities,”saidGupta.
Recently, Mirae Asset Credit Opportunities Fund, part of Mirae AssetInvestmentGroup,purchaseda pre-leasedGradeAindustrialassetat Bhiwandi near Mumbai for Rs 130 crore. The industrial property, housed in the 160-acre K Square Integrated Industrial Park and spread over nine acres, was bought fromPrakhhyatGroup.
Panattoni, one of the world’s largest industrial property developers, marked its debut in Asia by opening its first operational headquarters (HQs) in India, located inBengaluru,lastyear.
He said the second phase of expansion in tier II markets would follow.
“The opening of our Bengaluru HQs was preceded by our first India officeinMumbai.Therearealsoplans tosetupanofficeinDelhitoreinforce Panattoni’s presence in major metropolitancentres,”headded.

India’s Trade deficit with China breaches $100 billion first time
NEWDELHI:India’stradedeficit with China breaching $100 billion for the first time in 2022 according to the latest data released by the China customsdepartment.Thisisablowto India’s Atmanirbhar Bharat goals, especially with ongoing geopolitical tensions between the two countries. Dependence on Chinese imports continues to increase despite the government’s push for manufacturing in the country. The inability to reduce China’s influence often gets voiced in the call for a boycott of Chinese goods. But contrary to the narrative, rising importsmaynotbeallthatbad.
Most imports from China are intermediate goods used by Indian manufacturers. The recent surge in Chinese imports is mainly due to the Indianmanufacturingsectorshowing signs of a pickup. A sharp rise in
chemicals and engineering equipment, including electrical and non-electrical instruments, is driving a large part of the imports growth from China. They are used in the manufacturing sector here. Cheaper Chinese goods are also powering India’s green transition, digital economy, and even the latest real estateandconstructionboom.
Any attempts to throttle the flow of these goods from China will only hurt manufacturers in India. There are risks of an increase in inflationary pressure if the government tries high tariffs as an optiontoreduceimportsfromChina. Of course, it raises concerns that these imports continue to grow at a healthy pace (at 22% in 2022) even as exports to China shrink (at 38% in 2022). But there are no shortcuts to reducingdependenceonthem.Itwill
require a long and sustained policy boost to empower Indian manufacturing. At the same time, the government will need to look for alternative suppliers for many important raw and intermediate goodsfromChina.
ThegoodthingisIndiaisnotalone in looking for alternatives. The whole world is now talking about the China Plus One strategy and looking for better alternatives to China. The Indiangovernmentisalsotryinghard toemergeasanalternative.However, until then, the government should adopt a pragmatic approach of using trade with China to bolster manufacturing in the country. Of course, we can only hope to reduce the Chinese influence, but any thoughts of obliterating the economic might of a country like China is, atbest.
Regulatory, internal market barriers of China impact India’s exports: GTRI
NEW DELHI: Regulatory and internal market barriers of China are someofthemajorimpedimentswhich impactIndia’sexportstothatcountry, economic think tank Global Trade Research Initiative (GTRI) said recently.
“India must take up all market access issues faced by its exporters with China on a priority basis. India may consider applying mirror regulations to imports from China,” itsaid.
China uses four significant barriers besides customs duties to regulate imports from countries like India and those barriers include regulatory, internal market, trade defense,andpolitical,itsaid.
“China stifle competitive imports from India through complex regulations,” the GTRI said Quality
andstandardsofproductscannotbea problem as India exports to over 100 countries, including the US and Europe,GTRIsaid.
Citing an example of the pharma sector, it said India imports 90 per cent of bulk drugs or APIs (active pharma ingredients) from Chinaandallowseasyaccessthrough asimpleregistrationsystem.
A firm also needs to register its product with the specified Chinese authority, which means submitting many documents, including details about the firm and its products. There is also a requirement of meeting the inspection, product testing,andqualitycertification.
But in China, registration takes one to three years and Chinese authorities conduct tests again at the time of imports and China cancels
registration even if one batch has issues,itadded.
“Chinausestradetomeetpolitical ends,” it said, adding an exporter would also have to clear extra barriers to sell goods in the Chinese market as the country always gives preferencetoitsdomesticfirms.
Further,itsaidthatIndia’simports from China are in line with global trends as other countries too have similarlevelsofimports.
“While India must contain imports, the real issue is not high imports but India’s low exports to China,”itsaid.
According to the data of Chinese Customs, India’s exports to China fell from USD 28.1 billion in 2021 to USD 17.48 billion in 2022. India’s imports fromChinarosefromUSD97.5billion 2021toUSD118.5billionin2022.
Closely monitoring toy imports: CBIC
NEW DELHI: The Customs Department is closely monitoring and working to address the problem of import of toys that do not meet Bureau of Indian Standards (BIS) norms. In a tweet on Saturday, the Central Board of Indirect Taxes and Customs (CBIC) said the customs department is engaged with both the BIS and the Directorate General of Foreign Trade to thwart attempts of circumventing quality control and safety checks.
“Newer modus operandi adopted to circumvent the BIS restrictions by
way of import of parts of toys, staggered imports of such parts through different ports and misdeclaration of toys and their parts as entirely different items is continuouslytackledandthecustoms is also engaged with both BIS and DGFT to thwart such attempts at circumventing the restrictions,” CBIC said in reply to a tweet by an individual who questioned how customs clearance was obtained for import of toys that did not have the BISqualitymark.
BIS Director-General Pramod Kumar Tiwari had recently said the
government had seized about 16,000 toysinthepastonemonthfrommajor retail stores, including Hamleys and Archies, that did not have the BIS quality mark. Effective January 1, 2021, the government has made it mandatory for toys to conform with safety norms specified by the BIS, whichisthenationalstandardsetting body.
The seized toys were locally manufactured as well as imported. SomedidnothavethemandatoryBIS qualitymarkwhilesomehadfakeBIS licence numbers and others had ‘originofothercountries’.

The latest Drewry WCI composite index of $2,132 per 40-foot container is now 79% below the peak of $10,377 reached in September 2021. It is 21% lower than the 10-year average of $2,695, indicating a return to more normalprices,butremains50%higherthanaverage2019 (pre-pandemic)ratesof$1,420.

$2,134 per 40ft container, which is $561 lower than the 10-yearaverage($2,695mentionedabove).
The composite index remained relatively stable at $2,132.49 per 40ft container, but is 78% lower than the same week in 2022. Freight rates on Shanghai –LosAngelesgained7%or$128to$2,092perfeu.Spotrates on Shanghai – Rotterdam climbed 1% to $1,888 per 40ft box. However, rates on Shanghai – New York dropped 5% or $176 to $3,612 per 40ft container. Rates on Shanghai –Genoafell4%or$105to$2,821per40ftbox.Similarly,rates onRotterdam–NewYorkslid3%or$226to$6,363perfeu. RatesonNewYork–Rotterdam,LosAngeles–Shanghai and Rotterdam – Shanghai hovered around the previous week’s level. Drewry expects small week-on-week reductionsinratesinthenextfewweeks.
