Indian Ports, Surging ahead : Sudhansh Pant

NEW DELHI: The recently released World Bank’s Logistic PerformanceIndex(LPI)Report2023 has brought some encouraging news for the Indian Ports and logistics sector. India has moved up to 22nd Rank in the global rankings in International Shipments Category from the 44th position in 2018. Moreover, the country has earned 38th rank in the overall LPI score, an improvement from the earlier 44thposition.

The reason behind the vastly improved performance is the substantial reduction in the dwell time at Indian Ports, which has reached an optimum level of about three days only as compared to four days in countries like UAE and South Africa, seven days in USA and 10daysinGermany.

Likewise, in another Sectoral parameter for measuring Port operational efficiency, the average Turn Around Time (TRT) in India at .09 days is amongst the best in the world as compared to 1 to 1.4 days in Belgium, Germany, UAE, Singapore, Malaysia, Ireland, Indonesia, New Zealand etc., 1.5 days in the US, 1.7 days in Australia, 1.8 days in the Russian Federation and 2.8 days in SouthAfrica.

Thisachievementisaresultofthe sizeable investments made in the ports and shipping infrastructure upgrade.

Cargohandlingzooms

The capacity at the 12 major ports increased from 871 Million Metric Tonnes (MMT) in 2015 to 1,617 MMT in 2023, up 86 per cent. Likewise, for Indian Ports as a whole, the capacity has gone up from about 1,560 MMT in 2015tomorethan2,600MMTboosting

thecargohandlingcapacity.

There has also been a nearly 150 per cent increase in the value of operationalisation of PPP projects in the Major Ports, from about Rs. 16,000 crore in 2015 to more than Rs. 40,000 crore in 2022-23. These PPP projects have also contributed significantly to the increased operational efficiencies while adding nearly 300 MMT extra capacity during this period and amounting to nearly 54 per cent of the totalcargohandledintheMajorPorts.

There has been a fourteen-fold increase in the use of renewable energy in Major Ports over the last eight years, with four of them generating more renewable energy thantheirtotalenergyneeds.

The ‘Sagar Setu – National Logistic Portal – Marine’ is a Single Window Digital Platform for all stakeholders including Cargo Services, Carrier Services, Banking and Financial Services and those related to regulatory and participating Government Agencies. This along with the ‘Sagar Setu’ App facilitates seamless movement of goods and services in the Ports while substantially enhancing the ‘Ease of DoingBusiness’parameters.

Portautonomy

The Centre has also undertaken several key policy and legislative reforms to further boost the Port Sector by promulgating the Major Port Authorities Act, 2021 which grantsgreaterautonomytothemajor Ports thereby enhancing the flexibilityindecisionmaking.

The Marine Aids to Navigation Act,2021providesforincreasedsafety and efficiency in Vessel Traffic Services,TrainingandCertificationat par with International standards.

Similarly, the Indian Vessels Act, 2021 facilitates integrated vessel movement through our waterways, bothinlandandcoastal,bybringingin uniformity in law and having standardised provisions across States.

The Government is also in the process of replacing the Indian Ports Act, 1908 with a more dynamic and relevant Act, keeping in mind the present-dayrequirements.

Over the past few years, the Government has constantly endeavoured to develop the ports as hubs of economic activity due to a seriesofinitiativesandpolicyreforms led by the Prime Minister. This global recognition for the operational efficiencies of the Indian Ports and the Indian Maritime Sector, as mentioned in the World Bank LPI Report 2023, encourages the country’s march towards becoming a global maritime power as envisaged intheMaritimeIndiaVision,2030

Vizag Port leads Country in Marine Exports : MPEDA

VISAKHAPATNAM:

Visakhapatnam Port Authority (VPA) istheleadingportintheCountrywith a share of 26.36% in the marine products export segment, according to the Marine Products Export DevelopmentAuthority(MPEDA).

In 2022-23, the port shipped 2.64 lakh metric tonnes of marine productsworthRs.16,877crore.

Another port, the Krishnapatnam in Andhra Pradesh, also handled 18,832 metric tonnes of marine cargo valuedatRs.1187.4crores.

Overall, the Country shipped 17,35,286 metric tonnes of marine products worth Rs. 63,969.14 crore ($8.09 billion) to various countries in theEastandWestcoasts.

VisakhapatnamDistrictFisheries Department Joint Director G. Vijaya said that Visakhapatnam has a vast

fishing harbour and a two ports next to each other. The Governments’ encouragement on cultivation, quality products, hygienic conditions of the packing areas, awareness camps and training sessions, are some of the reasons why Andhra Pradesh is at the forefront of seafood productionandexports,sheadded.

Seafood Exporters Association of India (SEAI) Andhra Pradesh Regional President Alluri Indra Kumar said a large number of exporters of marine products are locatedinAndhraPradesh,especially around the Visakhapatnam Port. Exporters from neighbouring Odisha alsofavouredtheVizagport.

Frozen shrimp in India, which earned Rs. 43,135.58 crore ($ 5481.63 million), retained its position as the most significant item in the basket of

seafood exports, accounting for a shareof40.98%inquantityand67.72% ofthetotaldollarearnings.

“Shrimpexportsduringtheperiod increased by 1.01% in rupee value. The overall export of frozen shrimps during 2022 was pegged at 7,11,099 metric tonnes, and the US is the largest market to us. However, Vannamei shrimp exports declined in 2022 compared to 2021 by 8.11% from $5234.36 million to $ 4809.99 million,” saidMPEDAChairmanD.V.Swamy.

The Country shipped 17.36 lakh metrictonsoftheseafoodworth$8.09 billion during the 2022-23, despite heavyodds,Mr.Swamyadded.

Frozen shrimp remained the majorexportitemintermsofquantity and value both, while USA and China turned out to be the major importers ofIndia’sseafoodinthelatestfiscal.

CBIC releases National Time Release Study (NTRS) 2023 report

NEW DELHI: Shri Vivek Johri, Chairman, Central Board of Indirect Taxes and Customs (CBIC) along with other Members of the Board released the National Time Release Study(NTRS)2023report.

Time Release Study (TRS) as a performance measurement tool aims to present quantitative measure of the cargo release time, defined as the time taken from arrival of the cargo at the Customs station to its out of charge for domestic clearance in case of imports and arrival of the cargo attheCustomsstationtotheeventualdepartureofthecarrier incaseofexports.

release time for seaports, ICDs, ACC and ICPs is 85:42 hrs, 71:46 hrs, 44:16 hrs and 31:47 hrs, respectively. The measure of standard deviation is found to be lower, indicating a greater certaintyofexpeditiousreleaseofimportedcargo.

Findings of NTRS 2023 reaffirms the 3-fold ‘Path to promptness’ comprising advance filing of import documents enabling pre-arrival processing, risk-based facilitation of cargo and benefits of trusted client programme - Authorised Economic Operators. Cargoes wherein all the three features under the Path to Promptness are combined, achieve the NTFAPreleasetimetargetacrossallportcategories.

NTRS 2023 presents port-category wise average release time for the current year, based on the sample period of January1-7,2023(bothdaysincluded),comparingthesameto the performance during the corresponding periods of 2021 and2022to,interalia,

a. assess the progress made towards the National Trade FacilitationActionPlantargets;

b. identify the impact of various trade facilitative initiatives, notably“PathtoPromptness”;and

c. identify the challenges to more expeditious reduction in releasetime.

The ports included in the study represent seaports, air cargo complexes (ACCs), inland container depot (ICDs) and integrated check posts (ICPs) which account for approximately 80 percent of bills of entry and 70 percent of shippingbillsfiledinthecountry.

The average import release time has continued to improve, achieving 20 percent reduction in release time for ICDs; 11 percent reduction for ACCs; and 9 percent reduction for seaports in 2023 over 2022. In absolute terms, the import

Further, in line with the high priority accorded by Government of India on export promotion, NTRS 2023 has placed much greater focus on measurement of export release time. NTRS 2023 recognises the distinction between regulatory clearance (also referred as customs release), which gets completed with the grant of Let Export Order (LEO) and the wider aspect of physical clearance which occurs on completion of logistics processes with departure of thecarrierwiththegoods.

It is observed that adopting the benchmark of regulatory clearance, the NTFAP release time target has been achieved for almost all the port categories. The extent of certainty regardingthebetteredaveragereleasetimehasimproved.

The improved release time involves the efforts of various stakeholders, including Customs, port authorities, Customs Brokers and Participating Government Agencies (PGAs), in implementing various trade facilitation measures which encourages the continued collaboration to further expedite cargoclearanceandenhancetradeefficiency.

Piyush Goyal deliberates on PM GatiShakti with DPIIT and Eight Ministries

NEW DELHI: Union Minister of Commerce and Industry, Consumer Affairs, Food & Public Distribution and Textiles, Shri Piyush Goyal said that PM GatiShakti must be effectively leveraged using the Area Development Approach to extend benefits to the nation beyond the infrastructure sector. Shri Goyal chaired a meeting to review the progressofPMGatiShaktiwithDPIIT and eight concerned ministries in New Delhi last evening. The Minister emphasized upon the participating Ministries/Departments to harness the full potential of the integrated platform to further accelerate India's infrastructureandeconomicgrowth.

ShriGoyalsaidthattheAgriculture sector can be supported by setting up commonfacilitiesonagriculturallands bycooperativesandstart-upsusingthe integrated framework of PM GatiShakti and data from the National Master Plan (NMP). The Minister highlightedthattheAreaDevelopment Approach under PM GatiShakti can be used for engaging with aspirational districtsofNITIAayog.

Besides senior officials from the Department for Promotion of Industry and Internal Trade (DPIIT), the meeting saw representation from M/o Road Transport and Highways, M/oRailways,M/oPorts,Shippingand Waterways, M/o Civil Aviation, M/oPower,M/oPetroleumandNatural Gas, Department of Telecommunication (DoT), M/o New and Renewable Energy, Bhaskaracharya National Institute for Space Applications and Geo-informatics (BISAG-N) and National Industrial Corridor DevelopmentCorporation(NICDC).

Special Secretary, DPIIT, Ms. Sumita Dawra presented the progress of PM GatiShakti in terms of improving the data quality of the NMP, standardizing data layers and establishing Quality Improvement Plan (QIP) mechanism for better planning. To encourage usage of NMP for social sector planning, five new Ministries are proposed to be on-boarded on PM GatiShakti, in addition to fourteen social sector Departments/Ministries already onboard, to augment the

socioeconomic development in the country. In addition to improving the domesticlogisticsecosystem,DPIITis progressively working towards improvingtheExport-Importlogistics. AnExport-ImportLogisticsGrouphas been formed with other concerned Departments / Ministries. An action plan for improving the country's performance on each of the Logistics Performance Index (LPI) parameters of the World Bank report will be formulated and executed soon. Efforts are also being made to ensure end-toend multi-modal tracking of cargo by integratingUnifiedLogisticsInterface Platform (ULIP) with GSTN data. In order to impart wider understanding and adoption, capacity building of officials at States level is also planned through training modules on PM GatiShakti at Central Training Institutes.

Considering Infrastructure as a growth engine and need for a ‘whole of government’ approach for Infrastructure development, the PM GatiShakti National Master Plan (NMP)waslaunchedinOctober2021.

Seafood Exports rise 4.3% to USD 8 bn in 2022-23

NEW DELHI: India’s seafood exportsroseby4.31percenttoUSD8.09 billion in 2022-23 on account of a jump in the shipments of frozen shrimp, the CommerceMinistrysaidrecently.

In volume terms, the exports increased to 17,35,286 tonnes in the last fiscalagainst13,69,264tonnesin2021-22.

“Frozen shrimp remained the major export item in terms of both quantity

and value while USA and China turned out to be the major importers of India’s seafood,”itsaid.

Frozen shrimp exports increased to USD 5.48 billion in 2022-23. The sector accounts for about 41 per cent of India’s totalseafoodexportsinvolumeterms.

The US is the largest market of frozen shrimp, followed by China, the European Union, South East Asia,

Japan, and the Middle East, the Ministrysaid.

The other segments which recorded ahealthygrowthinexportsincludeblack tiger, shrimp, frozen fish, frozen octopus, cannedproducts,andfrozenlobster.

It added that the US continued to be the major importer of Indian seafood in value terms with an import worth USD 263billioninthelastfiscal.

Leasing of Warehousing space at record high of 51.32 Mn Sq Ft: Knight Frank

BANGALORE: The data for warehousing demand includes industrial space for light manufacturing/assembling.

Knight Frank India released India Warehousing Market Report, which statedthattherentalsrose3-8percent acrosssevenoutofeightcities.

Asperthedata,thetotalleasingof warehousing space rose to 5,13,24,201 square feet last fiscal from 5,12,94,933 squarefeetinthe2021-22fiscal.

Acrosscities,theleasingactivities rose in Mumbai, Bengaluru and Kolkata but declined in NCR, Pune, Hyderabad, Chennai and Ahmedabad.

Leasing of warehousing space rose 10 per cent last fiscal to 9.5millionsquarefeet.

Bengaluru saw a 25 per cent increase in demand to 7.4 million square feet while Kolkata witnessed an 18 per cent rise to 5.1 million squarefeetlastfiscal.

The leasing of warehousing space fell 5 per cent in Delhi-NCR to 8.6millionsquarefeet.

Pune saw a decline of 2 per cent to

7.4 million square feet, while Hyderabad witnessed a fall of 7percentto5.1millionsquarefeet.

In Chennai, the demand fell 11 per cent to 4.5 million square feet last fiscal. Ahmedabad too witnessed a fall of 29 per cent to 3.8 million squarefeetduring2022-23fiscal.

Amongsectorswhotookspacesin warehousing, the share of third-party logistic firms was highest at 39percent.

Retail sector accounted for 13percentofdemandlastfiscal,while other sectors, including manufacturing contributed 30percenttothetotalleasing.

The leasing of warehousing space by e-commerce players dropped during the last fiscal due to excess capacity built during the pandemic to meetthesurgeinconsumption.

As a result, the share of e-commerce in total warehousing leasing plunged to 7 per cent last fiscal from 23 per cent in the previous year.

KnightFrankalsohighlightedthat these top eight cities have 412 million

square feet of warehousing stock, with vacancy levels at around 12percent.

The consultant has also tracked leasing activities in 13 secondary markets.Inthese13cities,theleasing of warehousing spaces rose 15percentto13.75millionsquarefeet last fiscal from 11.98 million square feet in the previous year. These cities are Lucknow, Guwahati, Indore, Visakhapatnam, Coimbatore, Ambala-Rajpura, Bhubaneswar, Patna, Jaipur, Surat, Ludhiana, VadodaraandVapi.

The other segments which recorded a healthy growth in exports include black tiger, shrimp, frozen fish,frozenoctopus,cannedproducts, andfrozenlobster.

It added that the US continued to be the major importer of Indian seafoodinvaluetermswithanimport worthUSD263billioninthelastfiscal.

“Exports to the US declined by 21.94 per cent in USD terms due to sluggish demand,” it said. China emerged as the second-largest seafoodexportdestination.

Gem, Jewellery Exports fall 10.7 % to Rs 22,693.41 cr in May

NEW DELHI: The overall gems and jewellery exports witnessed a decline of 10.70 per cent in May at Rs 22,693.41 crore (USD 2,755.90 million), the Gem Jewellery Export Promotion Council (GJEPC) said recently. Gem and jewellery exports stoodatRs25,412.66crore(USD3,285.47 million) during May last year, GJEPC saidinmonthlydataonitswebsite.

According to GJEPC data, the overall exports of cut and polished diamonds (CPD) showed a decline of 12.17 per cent at Rs 14,190.28 crore (USD 1723.17 million) in May compared to Rs 16,156.04 crore in the correspondingmonthof2022.

Trucks-on-Train (ToT) service for transport of milk, cattle feed launched on DFC from Palanpur to Rewari

PALANPUR: Trucks-on-Train, a roll-onandroll-off(RORO)service,was launched on the dedicated freight corridor(DFC)betweenNewPalanpur to New Rewari stations to transport milkandcattlefeedintheregion.

The first service started between the stations on 10 June. The RORO service was flagged off in the presence of Gujarat Assembly Speaker and Chairman of Banas Dairy, Asia’s largest cooperative dairyShankarChaudhary.

DFCCIL and Gujarat Cooperative Milk Federation have joined hands by signing a memorandum of understanding (MoU) to collaborate with each other in carrying dairy products.

Trucks-on-Train (ToT) service has been undertaken as the first endeavour undertheMoU.

The ToT service has been started with 25 loaded trucks from either side daily to carry the trucks/milk tankers from Gujarat to National Capital Region and cattle feed for farmers/milkunionswhilereturning.

For 25 trucks the freight earned is Rs 7.25 lakh each trip. Overall reduction in logistics cost is expected to help in regulating the price of this essentialcommodityinthelongterm.

Meanwhile, the first freight train trial has been successfully conducted between Eastern DFC’s 82.5 route kilometre section between Shambhu and Sahnewal stations in Punjab on Tuesday (13 June). This section has sixnewDFCstations.
