Tariff cuts on raw materials such as polyester and viscose staple fibre, along with textile machinery, are also under consideration, a second government source said.

Import tariffs are currently in the range of 11%-27% on fibre, compared to almost nil duties in Bangladesh, impacting Indian garment exporters.

The sources requested anonymity as they are not authorised to speak to the media about discussions on India's annual budget, which is due to be announced on Feb. 1.

India doing FTAs only after extensive stakeholder consultations: Piyush Goyal

NEW DELHI: Commerce and Industry Minister Piyush Goyal recently said India is finalising free trade agreements (FTAs) only after extensive consultations with all the concerned stakeholders. He said that unlike in the past, these pacts are now fair, equitable and balanced.

"We are not doing FTAs like in the past. Every agreement is after extensive stakeholder consultation," he said at the Thuglak Annual Meet in Chennai.

Citing the agreement with the four-European nation bloc EFTA, he said that for the first time in the history of FTAs, India has received a commitment of USD 100 billion FDI (foreign direct investment) in this pact. T

Talking about exports, he said the country's goods and services exports touched USD 778 billion in 2023-24, and this year, it is expected to cross USD 800 billion.

"We will maintain our CAD (current account deficit) at still around one per cent of GDP , which is a

reasonable level to maintain," he said.

Further, Goyal said that under the leadership of P rime Minister Narendra Modi, during the last 10 years, 10 foundational principles of governance have been the pillar of this decade of unprecedented transformation.

These include decisive leadership, root cause analysis, outcomeoriented action, rule of law and transparency, time-bound execution, prioritisation of issues, accountability a n d m o n i t o r i n g , a d o p t i o n o f technology, innovative financing and partnership with all stakeholders, he said.

While listing out the various achievements of the government, Goyal also acknowledges the challenges ahead.

Departments of Commerce, Revenue, BCAS formulating SOP for e-commerce export hubs

NEW DELHI: The Departments of Commerce and Revenue, along with the Bureau of Civil Aviation Security (BCAS), are working on formulating a standard operating procedure (SOP) to enable the operationalisation of e-commerce export hubs in the country, an official said. The commerce ministry has already approved five applications of DHL, Lexship, goGlocal, logistics aggregator Shiprocket, and air cargo handling company Cargo Service Centre to set up these hubs, the Government official said.

The scheme was started on April 1, 2015, and was initially valid for five years up to March 31, 2020. It has been continued thereafter, including a oneyear extension during COVID-19, and with further extensions and fund allocations.

In September last year, the government extended the scheme till December 31, 2024.

Earlier, the scheme provided an interest equalisation benefit at the rate of 2 per cent on pre- and postshipment rupee export credit to m e r c h a n t a n d m a n u f a c t u r e r exporters of 410 identified tariff lines (or product categories) at 4-digit level and 3 per cent to all MSME

manufacturer exporters. These sectors include handicrafts, leather, c e r t a i n f a b r i c s , c a r p e t s a n d readymade garments.

Exporters too are demanding extension of the scheme saying it is helping them in the current turbulent times. Federation of Indian Export Organisation (FIEO) President Ashwani Kumar said the support measures under the scheme help in increasing the competitiveness of Indian exporters in the international markets. Benefits to individual e x p o r t e r s w e r e c a p p e d a t Rs 50 trillion per annum per IEC (Import Export Code). “In China, the rate of interest is 2-3 per cent and that helps their exporters immensely

The Government should positively consider extending the scheme,” Kumar said.

The scheme was implemented by the RBI through various public and non-public sector banks that provide pre- and post-shipment credit to the exporters. It is jointly monitored by the Directorate General of Foreign Trade ( D G F T ) a n d R B I t h r o u g h a consultative mechanism.

From April 2023 to November 30, 2024, the government disbursed Rs 2,641.28 crore against the allocated budget of Rs 2,932 crore under the scheme. Rs 3,118 crore was disbursed in 2022-23 and Rs 3,488 crore in 2021-22.

While DHL has been assigned Bengaluru, goGlocal's hub will come up in Mumbai Shiprocket and Cargo Service Centre's hubs will come up in and around Delhi airport.

"Department of Revenue, BCAS and Department and Commerce are working on issues like earmarking of space, what all facilitation these hubs will require, and how to do security clearances of goods On all these issues, they are preparing an SOP . Once that is finalised, they will start operations," the official said.

The hubs will have facilities for

expedited customs and security clearance in-house. Provision for quality and certifying agencies will also happen within the hub.

It will also have an easy re-import policy to enable the return of ecommerce consignments and rejects without payment of import duty

The move assumes significance as India is looking to tap into the growing export opportunities in this segment.

E-commerce exports have the potential to grow to over USD 100 billion by 2030 and then further to USD 200-250 billion in the coming years.

As per the estimates, global ecommerce exports are expected to touch USD 2 trillion in 2030 from USD 800 billion now. India's exports through this medium are only about USD 5 billion compared to China's USD 250 billion annually

China, which is a leader in ecommerce exports, is also a pioneer in export hubs for ecommerce. China's exports through this route are 6.4 per cent of its total merchandise exports in 2023.

In the Foreign Trade Policy of 2023, the intent and road map for setting up e-commerce export hubs were outlined.

Coal import woes for Bengal: Syama Prasad Mookerjee Port reports decline in cargo volume

KOLKATA: Hobbled by a low river draught, the Syama Prasad Mookerjee Port, Kolkata (SMPK) recorded a sharp decline in cargo volume in the first nine month of FY25, led by dwindling coal movement at Haldia and Kolkata.

Compared with a 2 68 per cent growth by 12 government-run major ports, SMPK posted a 12 per cent decline in cargo volume between April-December overthesameperiodlastyear

The major ports on the east coast such as Visakhapatnam and Paradip posted a modest growth in overall cargo movement, 0.75 per cent and 3.78 per cent, respectively They also showed marginal growth in coal handling.

In contrast, coal handling dipped by 37 per cent in SMPK.

Rathendra Raman, chairman of the SMPK, blamed the fall in thermal coal imports used by power plants for the port’s poor performance.

“Due to change in the government policy, which is promoting use of

domestic coal rather than imports, we saw a decline. However, all other three cargo baskets — liquid, container and break bulk — recorded growth but it was not enough to make up for the fall in bulk cargo,” Raman explained.

India’s import of coking coal, used by blast furnace led steel mills, increased by 8 per cent in CY24, according to market intelligence firm BigMint, indicating many of the private ports are wooing away customers from their public sector counterpart. Thermal coal import was up too, by 3 per cent between April- October, government data showed.

According to a section of users, Haldia is being used more as a backup option by importers, along with Paradip a n d D h a m r a f o r b u l k c a r g o .

“Haldia/Calcutta has an excellent rail network which allows quick evacuation of material by rakes In a process industry, users always want to have multiple backup options to get the raw

material at the factory gate,” said a user

On an average, Haldia can handle 18,000 tonnes of cargo per ship, even though individual ships can carry up to 32,000 tonnes in its hull, with full tidal support. SMPK officials said the port is offering incentives to trade to neutralise the additional costs that importers incur due to two port (Paradip/ Dhamra and Haldia/Calcutta) operations.

Simultaneously, it is in the process of widespread mechanisation of cargo operations at berths, both at Haldia and Calcutta, to improve efficiency in handling which would mean a faster turnaround time and lower preberthing detention of ships. In turn, the user industry would have to pay less demurrage, bringing down the logistics cost.

The port, which is the fulcrum of economic activities in Bengal, is also hoping to achieve an incremental increase in river draught by 0.5 metre over the next five years by dredging.

Port of Antwerp-Bruges and Port of Rotterdam call for a robust Clean Industrial Deal

This comes ahead of the publication of the Competitiveness Compass and the Clean Industrial D e a l ' E u r o p e ' s s t r a t e g i c autonomy, energy transition and prosperity is at stake'.

A s e n e r g y, l o g i s t i c s a n d industrial clusters, the two largest ports in Europe can play an important role in implementing the EU's Clean Industrial Deal, aimed at strengthening the investment climate in Europe As such, they want the European Commission to take an approach that focuses on strengthening international chains and industrial clusters, rather than specific sectors or regions. The ports want to take the lead in this cross-border approach by working together more intensively themselves. Scientically based joint value

On behalf of both ports, the Vrije Universiteit Brussel and Erasmus University Rotterdam (Centre for Urban, Port and Transport Economics) carried out research into the position and value of the joint port complexes. The study showed that both ports should be seen as an integrated logistics and industrial complex, linked to the broader industrial cluster that extends to the Ruhr region: the ARRRA cluster In doing so, the ports link flows of goods and energy to businesses and consumers far into the hinterland. The combined scale, overlapping networks, interconnections and complementary sectors and activities create synergy, giving the industrial cluster a major role in industry in Europe For example, the ARRRA cluster accounts for 40 per cent of European petrochemical production.

Reinforce collaboration

Strengthening collaboration between Port of Antwerp-Bruges and Port of Rotterdam could further enhance these benefits, including for Europe. Provided that the right framework is put in place and that Europe

invests in connectivity, tackles the regulatory burden and provides stronger support for sustainability i n v e

Cosco Shipping Holding expects 95% profit increase in 2024

BEIJING: Chinese shipping giant

Cosco Shipping Holding has announced an estimated record net profit of RMB55.37 billion ($7.55 billion) in 2024.

The RMB55.37 profit for last year by Cosco Shipping Holding represents substantial growth of 94.99% as compared to 2023.

The company said that in 2024, the cargo volume of the container shipping market displayed a moderate growth trend overall.

“Coupled with factors such as the escalating situation in the Red Sea region which led to a short supply of effective transportation capacity, the market freight rate remained at a relatively high level,” said Cosco Shipping Holding.

In the face of the complex and volatile global economic and trade situation, the company persisted in

coping with the uncertainties of the external environment with the certainty of its own development, consistently adhere to the principle of seeking progress while maintaining stability with regard to the construction of the main container shipping lanes, Cosco Shipping Holding said.

It added that the company continued to seek innovation with progress amid the new competition in respect of digital intelligence and green and low-carbon development, constantly bolstering the resilience of its globally supply chain, continuously building an integrated full-chain service, and effectively enhancing its core competitiveness.

In 2024, Cosco Shipping Holding recorded an increase in volume and freight rate of its container shipping business on a year-on-year basis, achieving better operating results.
