IPA becomes member of International Port Community Systems Association (IPCSA) Major Ports of India now in the IPCSA family FELIXSTOWE: The Indian Ports Association (IPA), an apex body of Major Ports under Administrative Control of Ministry of Shipping, Govt. of India, has become the latest member of the International Port Community Systems Association (IPCSA).

IPA becomes member of International Port Community Systems Association (IPCSA) Major Ports of India now in the IPCSA family

Hence, in order to keep abreast of the technological developments happening globally it is important that IPA should become part of the international port community network by developing noble association with prestigious body like IPCSA. We e n d e a v o u r to integrate Hans Rook with other international PCS to ease trading across borders. In fact, we wish to aligning PCS 1x to the 2030 vision of IPCSA.” “IPCSA is delighted to welcome the I n d i a n Po r t s A s s o c i a t i o n” s a i d Hans Rook, Chairman of IPCSA. “The IPA brings with it their experience and knowledge on how to develop a National Port Community System. The inclusion of the Indian Ports through PCS1x platform into IPCSA is a new milestone in IPCSAs development and will support in the implementation of new global initiatives.”

India is a nation that has been working for many years now on its digital infrastructure and enabling of egovernance. PCS 1x has been rolled out

by IPA to offer a true single window for the port and maritime community for sharing data and information.

PCS1x has grown in scope and penetration over the last year and a half with significantly better utilisation than its predecessor, which was deployed on premise at major ports in 2006. Since going live in December 2018, the new PCS1x has tripled the user base and reduced the tur naround time of (Customs) batch mode of EDI exchange from 30 minutes to under 4 minutes.

Over 27 identified stakeholders have role-based access to the new PCS1x hosted on Cloud, giving them a better user experience as they interact with the ports, terminals, each other and the e n d u s e r. I t h a s p r o v i s i o n s f o r translating messages of different standards to facilitate meaningful exchange of data with multiple external systems in required formats The Indian PCS is robust, highly scalable and flexible which is one of its key USPs. Generally other countries PCS caters Export Import trade of single port/terminal, while Indian PCS1x architecture is designed in such a way that it not only caters 12 Major Ports but other 200 Non-Major Ports of India as well, of which 8 are currently on-boarded.

PCS1x is addressing the way in which information is passed on a real-time basis by integrating with various stakeholder systems bringing speed, transparency and efficiency leading to reduction in errors, faster processing times.

Currently 12 major ports have fully implemented PCS1x with over 16000+ users transacting. Moreover, private ports including Mundra, Pipavav, Hazira, Kattupalli and Dahej have commenced adoption.

With the success of PCS1x over the past year and with the constant support

of various organisations, the Government of India is now w o r k i n g t o w a r d s developing a revolutionar y n a t i o n a l maritime single window known Richard Morton as ‘National L o g i s t i c s Po r t a l ( N L P- M a r i n e ) ’ encompassing complete end-to-end logistic solution.

The Indian Government is constantly upgrading PCS1x to make it the best in class globally. Change is the only constant, but it takes time to implement change across a nation as large and complex as ours. However, we are witnessing growing support and a willingness to adapt to the changes powered by PCS1x. With the active support and participation from various trade bodies and their various members, PCS1x is leading the way in the maritime space to the digital era.

Richard Morton, Secretar y General of IPCSA concluded that “The Indian Governments vision to create a national PCS (NLP- Marine), has during this time of crisis enabled greater digitalisation in its ports which helps to ensure continuing operations. Their future ambitions of connecting Ports around the world fits well with IPCSA’s own neutral enabling platform initiative, the Network of Trusted Networks, enabling simple, secure and easy Port to Port and Cross Border Exchange of Information. It is a great pleasure to welcome IPA into IPCSA.”

Gujarat becoming a Global Hub for chemical manufacturing: Union Minister AHMEDABAD: Gujarat is slowly turning into a global hub for manufacturing chemicals, according to Union Minister of State for Environment, Forest and Climate Change (MoEFCC), Babul Supriyo.

He delivered the keynote address at the CII Gujarat Chemical Conclave: Challenges and Way Forward.

CIRCULAR NO. 45/2020-CUSTOMS Sub. :Faceless Assessment - Measures for timely assessment of Bills of Entry and clarification on defacement of physical documents - reg.

Reference is invited to CBIC Circular No.40/2020-Customs, dated 04.09.2020 stipulating the rollout schedule for implementation of Faceless Assessment pan India by 31.10.2020. The CBIC Circulars No. 28/2020-Customs, dated 05.06.2020, No.34/2020-Customs, dated 30.07.2020 as well as Instruction No. 09/2020-Customs, dated 05.06.2020 related to Faceless Assessment may also be kindly referred to.

2. Board has reviewed the implementation of Faceless Assessment. While the implementation has been largely smooth, Board’s attention has been drawn to some issues impacting the pace of assessment and clearances of consignments.

As the prompt and timely assessment of Bills of Entry and clearance of imported consignments are key objectives of Turant Customs, these issues have been examined and remedial measures have been identified. Accordingly, Board prescribes the following measures for Faceless Assessment: 2.1 Continuous Assessment: i. There may be possible delays in assessment when Bills of Entry (B/E) are assigned to FAGs in locations that are on an official holiday or when assessment is to be done on a closed holiday (say, Sunday). Further, time sensitive goods such as life-saving drugs or imports by security/defence and other Government agencies would require prompt Customs clearance at all times including outside the normal office hours. Hence, it is decided to make all Saturdays (except second Saturday) as working day for all the faceless assessment groups across the country.

Further, it is desired that the Co-Convenors of the NACs must co-ordinate with the NACs for ensuring expedited assessment by the FAGs/PAGs across different zones so there is no delay in assessment and Customs clearance during holidays at all or some locations. In this direction, the Co-Convenors of the NACs may get the NACs to draw up official rosters among FAGs/PAGs so as to have adequate number of officers, depending on the volume of B/Es, working on Sundays and other holidays including second saturdays. The number of locations, officers and their working timing can be fixed keeping in mind the overall objectives.

To illustrate, in NAC for Primary products, the Co-Conveners may ensure that adequate number of FAG officers in Ahmedabad, Bengaluru, Chennai, Delhi, Mumbai II and Guwahati (or any combination thereof), as deemed fit, may work during the holidays. The rosters may be drawn from amongst the FAGs so that the work is distributed evenly.

It is clarified that the intention is not that all FAGs would work on all holidays, but that adequate number of FAG officers should be available, by rotation, so that assessment is not delayed. ii. The Port of Import should monitor clearance of time-sensitive/urgent consignments such as lifesaving drugs, security/ defence related consignments etc. imported by Government and its agencies/PSUs etc. so that these are not delayed. When required, the Port of Import should coordinate their early assessment with NAC concerned and then grant quick clearance. The trade may also be advised to indicate end use of such consignments in the B/E for easier identification of such consignments. DG Systems will facilitate this by enabling a dashboard alerting the officers if such consignments are pending beyond 4 hours. This dashboard would be accessible to both PAG and FAG. iii. DG Systems has enabled dashboards for monitoring of pending FAG B/E, their disposal, and other relevant reports.

These dashboards are required to be pro-actively utilised by the NAC/PAG and Principal Commissioners/ Commissioners in charge of the Port of Import. The NAC Commissioners shall ensure that the B/Es are assessed and disposed promptly and monitor this via the dashboard for a particular Appraising Group. Likewise, the Principal Commissioner/ Commissioner in charge of the Port of Import shall monitor the disposal of the B/E pending with the PAG and at the stage of examination for their timely disposal. When required, the Principal Commissioner/ Commissioner in charge of the Port of Import shall co-ordinate with the NAC Commissioners for prompt disposal of pending B/Es pertaining to his/her Port of Import. iv. One of the five Working Groups established under the NACs is responsible for timely assessments including resolving related IT issues. In the event of increase in the pendency for a particular NAC/FAG, the NAC Commissioners heading this Working Group shall take urgent measures for co-ordination with other NAC Commissioners/DG Systems for early disposal and/or resolution of the issues.

2.2 Raising of Queries by FAG Officers: i. There is a need to ensure that queries are minimized to the extent absolutely necessary for carrying out the assessment. Board therefore directs the NACs to get the analysis done in respect of the queries being raised on commodities pertaining to Chapters/Articles under the Customs Tariff Act, 1975 and while weeding out avoidable queries, to the extent possible standardize the queries across Customs formations. This would also pave the path for incorporating these standard queries in the CCR instructions centrally inserted by RMD. This exercise should be completed by 23.10.2020 and the results indicating queries removed and queries standardized sent to Joint Secretary, Customs, CBIC. Based on this exercise, the NACs are also requested to have Public Notices/Trade Notices issued

by Jurisdictional Principal Commissioners/Commissioners to apprise the trade about the details/information needed for the assessment, thereby obviating the need to raise queries and resultantly reduce the time for clearance.

A copy of the Public Notices/Trade Notices should be sent to Joint Secretary, Customs, CBIC. ii. Queries should not be raised in piecemeal manner and to the extent possible multiple and repeat queries are to be avoided. The jurisdictional Principal Commissioners/Commissioners shall regularly monitor and review the queries to ensure this. In this regard reference may also be made to Circular No. 22/2015-Customs, dated 03.09.2015 directing that genuine clarifications sought by officers from importers/exporters are to be raised at one go and not in a piecemeal manner. iii. Trade needs to be sensitised/informed to/of the advantages of providing at the first instance only, the complete details and description of the commodity, brand name, model and any other specifications essential for the assessment. Further, trade may be asked to upload at the first instance only, supporting documents like product/ technical literature and mandatory documents, certificates, which would help avoid queries and delays. It is also noticed that at times, the documents are uploaded on e-Sanchit but are not linked to B/E, leading to a situation where Appraising/Assessing officer is unable to view the document and is thus compelled to raise a query. The trade needs to be advised to avoid such situation by linking every uploaded document to the relevant B/E. Suitable Public Notices/Trade Notices may be issued accordingly. iv. Some instances have been noticed, where confirmation of compliance to prohibitions and restrictions are being sought during assessment including submission of certain certificates, details etc. leading to delay in the assessment.

It is clarified that the verification of statutory compliances is to be checked only during Customs Compliance Verification (CCV) stage at the Port of Import. While Appraising/Assessment officer can make a suitable remark in the system for such verification by the Port of Import, the B/E shall not be kept pending for assessment. The Working Group on Prohibitions/Restrictions are advised to identify the item wise CCV requirements for uniformity in the FAG and also communicate the same to RMCC for their central enforcement. Once this is done, the Appraising/ Assessment officer would no longer need to insert a remark to this effect in the system.

2.3 Resorting to First Checks: i. Upon review of the practice of the FAG officers resorting to First Check, it is clear that this practice needs to be streamlined both for purposes of uniformity across the country and different FAGs and also to address associated delays in assessment. Board has thus identified the following imports/situations where First Check (this term as well as the term Second Check is being used as it is well known in the field and trade) shall ordinarily be resorted to by the FAG officers for carrying out assessment: a Old and used machinery/capital goods provided the Inspection/Appraisement report from the country of export is not available in the format prescribed or is not produced at all or is insufficient as per Circular No.07/2020-Customs, dated 05.02.2020. b. Old and used goods where the examination is essential to determine valuation, classification, and other parameters.

This does not include the cases covered under 2nd proviso to Section 46(1) of the Customs Act, 1962. c. Articles of jewellery, precious metals, imitation jewellery where valuation must be ascertained by a jewellery expert. d. Cases of re-import of goods under various exemption notification, which requires establishment of identity to the satisfaction of Deputy Commissioner/Assistant Commissioner of Customs. ii. Further, the NAC must review and streamline the examination orders/instructions in cases pertaining to para 2.3 (i) (a) to (d) above, to avoid divergent practices. NACs shall send the compilation of such streamlined orders/ Instructions to Joint Secretary (Customs) latest by 23.10.2020. The same shall be forwarded to RMCC for incorporating the same as a part of RMS Instructions. iii. On receipt of such compilation, RMCC in co-ordination with DG Systems shall effect changes in the system such that, those cases which are determined for verification under First Check are routed directly to the shed with RMS generated examination orders thus obviating the requirement of a FAG officer at this initial juncture in the flow of B/E. Based on the examination report, the B/E would be assigned to FAG for completion of the assessment. iv. All other instances, including the FOC (Free of Charge) and temporary import consignments, must ordinarily be resorted to only Second Check. However, in the exceptional instance when the FAG has genuine reasons to believe that a First Check examination report is required for completion of assessment i.e., determination of valuation, classification, rate of duty, and other parameters relevant for determination of Customs duty, the same may be ordered only with the approval of Joint Commissioner/Additional Commissioner in the Customs Automated System.

It is clarified that this would include the cases where importer himself requests for First Check. v. NAC would on fortnightly basis review First Checks ordered with the approval of Joint Commissioner/Additional Commissioner to assess if the same can either be avoided altogether or made a part of the standard RMS Examination Order generated by RMCC or converted to Second Check. These instances would be required to be informed to Joint Secretary (Customs), CBIC for further action. v. Where an importer requests First Check on a regular basis, the FAG officers and the NAC must take due care that this request is genuine and is not being routinely used to avoid self-assessment.

2.4 Role of RMCC/LRM in Facilitation: i. It is observed that, examination orders given by different officers in the same situation are at variance or not clear.

It is also seen that at time these examination orders merely duplicate the instruction given by RMCC. The FAG officers shall not duplicate the RMCC instructions, rather only supplement the same to provide additional directions based on local inputs. The Examination orders would be made available shortly through the ICETAB, obviating the need for printing in the paper. Further, the Principal Commissioner/ Commissioner may review the additional directions supplemented by the FAG officers every fortnight, for standardisation across NACs. ii. RMCC shall also work towards generation of the centralised examination orders based on various parameters and rollout the same in phases to enhance uniformity. RMCC and the NACs shall co-ordinate for the implementation of the same. ii. To bring uniformity in LRM instructions across the country, to the extent possible, NACs may review the local risk targets related to assessment. Those targets that merit PAN India applicability would be referred to RMCC for examination and further necessary action. The balance targets would be either weeded out if found redundant or continue, if found otherwise. However, all local alerts shall be reviewed periodically and continued, only if found absolutely necessary. LRM is also advised to use ICES to insert general instructions and Alerts rather than through the RMS. 2.5 Re-assessment of B/E: i. Several representations have been received regarding dealing with amendments under section 149 of Customs Act,1962 and consequent reassessment of B/E, based on the request of the importers to change the elements of assessment. This is typically the case when the importer claims that he has forgotten to claim an exemption or is in possession of some document that requires an element such as freight etc. to be changed. The various scenarios and the prescribed routes for carrying out reassessment are as follows: a. Scenario 1: Where the amendment is requested before OOC and would impact the assessment.

Re-assessment in this scenario would be resorted to only if the B/E has not been given OOC. The request by the importers for those amendments impacting assessment would be sent to FAG for approval and consequent re-assessment. Accordingly, Notification No. 96/2020-Customs dated 12.10.2020 has been issued to enable FAG officers as proper officers under section 149 of Customs Act, 1962. Scenario 1 would apply in following instances: i. The self-assessed B/E is verified and found in order and the importer seeks an amendment that may impact the assessment. Once recalled for re-assessment, the B/E would be sent for consideration of the same FAG which had re-assessed the subject B/E previously. ii. The self-assessed B/E is facilitated post which the importer seeks an amendment that may impact the assessment.

In such case, the B/E would be sent to the any of the FAG for assessment by the Customs Automated System. iii. The self-assessment made by the importer is questioned by the FAG and after due process, the assessment is changed. In this case the importer may either accept the new assessment or seek an assessment order. In both situations, if the importer subsequently seeks an amendment impacting the assessment, the B/E would be sent for consideration of the same FAG which had re-assessed the subject B/E previously. Chandrakant Mokal, Chairman – AIPA, requested Port Minister for desiltation at Rewas Bunder MUMBAI: The All India Passengers A s s o c i a t i o n ( A I PA ) C h a i r m a n Mr. Chandrakant Mokal recently met the State Revenue and Port Minister Mr. Abdul Sattar to request him to look into the problems being faced by 8-10 lakh commuters who use ferry boat services and other important water transport services connected to Uran and Alibaug Taluka, called RewasKaranja Tar [Small Boat] service, as per a release.

He pointed out that the silt formation is a major hurdle at Rewas, as the muck arrives, making it impossible for the ferry boats to anchor, and they

have to wait for hours stranded at sea.

Heavy muck arrives from Dharamtar port, it was pointed out. The problem can be solved by extending the docking, say about 200 m north-side, to facilitate quick commuting. This request was placed before the Minister on behalf of the Association. Earlier, these issues of desiltation, etc. were also put up before the CEO of Maharashtra Maritime Board. MMB can use its dredger and take out the silt as soon as possible, the release said.

Mr Mokal expressed the hope that the Port Minister would consider these grievances and take prompt and timely

action to save time, money, and bring back livelihoods.

Railways waives 50% Freight charges on transportation of vegetable and fruits NEW DELHI: Extending the financial help to agricultural sector in order to revive post Covid-19 lockdown, the Railways has decided to wave 50% transportation charges on vegetables and fruits.

The decision was taken by the Railway Board on Tuesday, 14th October following the ministry of food processing industries (MoFPI) agreeing to extend subsidy through k i s a n r a i l t r a i n s ( K R Ts ) u n d e r

‘Operation Greens’. MoFPI will initially provide Rs 10 crore to the Railways (to be deposited with South Central Railway).

Therefore, zonal railways have been requested to extend a subsidy of 50% on transportation of selected fruits and v e g e t a b l e s t h r o u g h K R Ts w i t h immediate effect. Chief parcel supervisor of the loading station will be responsible for ensuring that only the notified commodities are extended the

benefits of this scheme.

According to MoFPI, transportation charges of fruits such as mango, banana, guava, kiwi, lychee, papaya, sweet lemon, orange, kinnow, lime, lemon, pineapple, pomegranate, jackfruit, apple, almond, passion fruit and pear, while vegetables like French beans, bitter gourd, brinjal, capsicum, carrot, cauliflower, chillies (green), okra, cucumber, peas, garlic, onion, potato and tomato would be waived.

Container shortage may hamper rice exports from Vidarbha NAGPUR: Exporters are facing huge container shortage and rising freight rates which may hamper nonBasmati rice exports from Vidarbha.

There is a huge pile up of loaded rice in containers at CONCOR-MIHAN and DLI freight terminal, Borkhedi.

Containers are not being railed out to the Jawaharlal Nehru Port Trust (JNPT), Mumbai. This is because of lack of space on ships. Shipping lines blame the trade imbalance to be the main reason for the situation.

The current situation may derail the

boom in non-Basmati rice exports from Vidarbha region. This was revealed by Shivkumar Rao, President of Vidarbha Economic Development Council (VED) while speaking to The Hitavada. The COVID-19 crisis has disrupted the supply chain as there have been lockdowns in various countries at different time durations.

About 800 to 900 loaded containers of rice bound for exports are stranded at CONCOR MIHAN and DLI terminals.

Imports to India has dropped drastically due to which there is shortage of

containers. To worsen the situation, the freight rates of shipping vessels from Mumbai to West African ports which were at $1,100 per container to $1,200 per container has shot up to $1,600 per container to $1,700 per container, a rise of 25 per cent to 30 per cent, he said. On a monthly average 4,000 to 5,000 containers are exported from Nagpur.

That is expected to rise to 8,000 to 9,000 containers per month with the current agri-export boom. Currently rice is witnessing a bumper crop due to good weather conditions.

Indian economy to contract by 10.3% in 2020; to bounce back with 8.8% growth in 2021: IMF GENEVA: The Indian economy, severely hit by the coronavirus pandemic, is projected to contract by a massive 10.3 per cent this year, the International Monetary Fund said recently.

However, India is likely to bounce back with an impressive 8.8 per cent growth r ate in 2021, thus regaining the position of the fastest growing emerging economy, surpassing China’s projected growth rate of 8.2 per cent, the IMF said in its latest ‘World Economic Outlook’ report.

Released ahead of the annual meetings of the IMF and the World

Bank, the report said global growth would contract by 4.4 per cent this year and bounce back to 5.2 per cent in 2021.

America’s economy is projected to contract by 5.8 per cent in 2020 and grow by 3.9 per cent the next year, the IMF said.

China is the only country, among the major economies, to show a positive growth rate of 1.9 per cent in 2020, it said.

The IMF in its report said that revisions to the forecast are particularly large for India, where Gross Domestic Product (GDP) contracted much more severely than

expected in the second quarter.

“A s a r e s u l t , t h e e c o n o m y i s projected to contract by 10.3 per cent in 2020, before rebounding by 8.8 per cent in 2021,” it said.

In 2019, India’s growth rate was 4.2 per cent.

According to the IMF, India is among those likely to suffer the greatest damage from global warming, reflecting its initially high temperatures. For India, the net gains from climate change mitigation-relative to inaction-would be up to 60-80 per cent of GDP by 2100.

The China Navigation Company launches new specialist project division to provide shipping services to energy, resource & infrastructure sector SINGAPORE: The China Navigation Company (CNCo) announced it is expanding its project cargo business and has launched Swire Projects to provide specialist shipping services to the energy, resource and infrastructure sector.

Swire Projects will be working closely with the various marine service activities of the Swire group to develop an independent global strategy in the MPP & Heavylift segment. The Projects division will be led by Namir Khanbabi, General Manager of Swire Projects, based in Singapore and will have global coverage. Swire Projects has also hired three senior project managers: Matthias Kremser, Global Head of Chartering, and Nicki Schumacher as Head of Europe, both based in Hamburg; and Rufus Frere-Smith, Regional General Manager, who will

lead the Americas team that will be based in Vancouver and Houston.

“By bringing together trade routes, fleet, and expertise across the Swire Group’s marine activities, Swire Projects is set to lead a smart network of resources, enabling highly efficient, trusted and flexible shipping solutions to service clients in the project logistics sector, particularly project forwarders, EPCs, Heavy Civil and offshore energy construction players,” said Khanbabi.

Indian Imports from 10 key partners can go up by $21 billion, Export headroom at $17 billion : Standard Chartered Bank LONDON: Indian imports from key trading partners can rise by USD 21 billion, while the set of 10 countries represent an export headroom of only USD 17 billion, a report by a foreign lender said recently.

Imports from the US, Malaysia, Indonesia, Singapore and the UK have the greatest opportunity for growth, Standard Chartered Bank said in its study, adding that the largest trading partner US alone enjoys a USD 5.7 billion opportunity.

It can be noted that the Indian government has been looking at ways of increasing exports, especially on the manufacturing front through production linked incentives scheme, as the country tries to serve businesses looking at opportunities beyond China.

As economies and businesses look to recover from the impact of COVID-19 pandemic, there will be markets and sectors with new opportunities to grow trade, the study said.

“Businesses in India and across the world have faced unprecedented challenges over the last few months.

Looking ahead, they need to look for new growth avenues and build more resilience,” the bank’s managing director and head of trade for India and South Asia Gaurav Bhatnagar said.

He said India offers an “unexplored potential” of USD 21.1 billion for global exporters and its exporters look at a USD 16.8 billion opportunity with the key trading partners.

Thailand and Germany are the largest markets with export potential

for Indian businesses’ perspective, representing an opportunity of USD 2.6 billion each, as per the study.

From a growth perspective, Thailand is the topmost with an opportunity of 48 per cent of the present exports to the country, followed by Indonesia at 26 per cent and Malaysia at 25 per cent.

The research contrasts actual export values with potential export values calculated by an economic model to uncover medium-term opportunities, looking to a post-COVID-19 world as economies begin to reopen, it said.

The scope covers high-potential exports, defined as goods or services where businesses have added value within the borders of their home market, it added.

China’s Imports, Exports surge as global economy reopens BEIJING: China’s imports grew at their fastest pace this year in September, while exports extended strong gains as more trading partners lifted coronavirus restrictions in a further boost to the world’s secondbiggest economy.

Exports in September rose 9.9% from a year earlier, customs data showed, broadly in line with analysts’ expectations and up from a solid 9.5% increase in August. The strong trade performance suggests Chinese exporters are making a brisk recovery from the pandemic’s hit to overseas orders.

As the global economy restarts, Chinese firms are rushing to grab market share as their rivals grapple with reduced manufacturing capacity. “The big picture is that outbound shipments remain strong, with easing demand for COVID-19 related goods such as face masks being mostly offset by a recovery in broader demand for Chinese-made consumer goods,” Capital Economics Senior China Economist Julian EvansPritchard said.

“A jump in imports suggests that domestic investment spending remains strong.” China’s factory activity has also picked up as international trading

gradually resumes. But some analysts warn exports could peak soon as the demand for Chinese-made protective gear recedes and the base effect of this year’s massive declines wears off. Imports surged 13.2% in September, returning to growth from a fall of 2.1% in August and much stronger than expectations for a 0.3% increase. The import strength was broad based for almost all of China’s main trading partners.

Imports from Taiwan surged 35.8% in September from a year ago, while purchases from the United States rose 24.7% on-year. Imports from Australia, however, fell 9.5%.

Port of Antwerp: recovery continues Container volume surpasses 1 million TEU for the first me since April Cont’d. from Pg. 1 Thanks to container handling, which has maintained the status quo and has been picking up since July, the port of Antwerp is able to limit the damage caused by the decline in the throughput of all goods flows. Compared to most other ports in the Hamburg-Le Havre range, the port is holding up very well. Despite the impact of the corona crisis on global production and logistics chains, and the following worldwide drop in demand, the port of Antwerp is holding strong in these very difficult times.

Container trafc continues to pick up Since July, larger volumes have been recorded in container handling again, after reaching rock bottom in May and June.

In September, throughput surpassed 1 million TEU again for the first time since April. In the third quarter, growth occurred mainly in container traffic to the Far East and within Europe.

As a result, container traffic remained almost unchanged on an annual basis, with -0.2% in TEU compared to last year.

The number of blank sailings has been declining since August.

Shipping companies are also organising extra runs outside the regular sailing schedules, which is largely compensating for the effect of the blank sailings.

Permanent drop in the break bulk segment Both global trade turmoil and the corona crisis continue to have a clearly negative effect on goods flows in the conventional break bulk segment, especially on steel, the main goods group within this segment. After a few better months in June and July, there has been a new drop from August onwards. Conventional throughput of fruit did grow, but these volumes are rather limited. Result: a 20.3% decrease in total break bulk throughput at the end of the third quarter.

The automotive sector also continues to feel the consequences of the crisis. After rising volumes in June and July, these decreased again in August, which is an annual phenomenon. There was no clear recovery in September. The total throughput of new vehicles decreased by 30% and that of second-hand vehicles by 23.7% in 2020 compared to the same period last year.

Slight recovery for liquid bulk The throughput of dry bulk fluctuates from one month to the other. Kaolin and scrap have remained stable, but other product groups, such as fertilisers (-4.5%), which represent the largest share of dry bulk volumes, have decreased. The throughput of coal amounted to less than half of that of the same period last year.

This resulted in a 15.5% drop in dry bulk throughput in JanuarySeptember 2020 compared to the same period last year.

Total liquid bulk dropped by 5.7% compared to the first nine months of 2019. Oil derivatives have started to pick up especially on the export side, which suffered greatly as a result of the reduced demand due to the corona crisis and the plunging oil price. The import side has always held up relatively well. The export of chemicals grew by 2.8%, while imports decreased by 11.5%, which resulted in a total decrease of 7.3%.

Seagoing vessels In the period January-September, 10,241 seagoing vessels called at Antwerp, representing a decrease of 5.3% compared to the same period in 2019. The gross tonnage of these vessels fell by 6.3%.

Further extension of payment terms In order to continue supporting the shipping companies, inland navigation operators and concessionaires at the port of Antwerp in these difficult circumstances, the Port Authority, in consultation with Alfaport Voka and MLSO, has decided to grant a further postponement of paymentfor domain concessions and for shipping and inland navigation dues.

Jacques Vander meiren, Port of Antwerp CEO: 'The impact of the standstill of the global supply chain as a result of the corona crisis can still be felt. The prospect of Brexit also leads to uncertainty in the market. Thanks to container traffic picking up, the impact on the total throughput in Antwerp remains limited. 2020 will certainly not be a record year like the past seven years, but thanks to our resilience and container handling we are able to limit the damage.'

On her departure from Singapore on Monday 12th October, the CMA CGM Group’s new flagship was carrying a record 20,723 full containers. A record set by a world leader in shipping and logistics.
